The environmental compliance process affects all aspects of hardrock-mining operations, from exploration through post-closure. The primary components of the environmental compliance process are requirements under the National Environmental Protection Act of 1969 (NEPA) and the permitting requirements associated with various other federal, state and local laws. This study considers the Greens Creek Mine and the development of two other projects (Alaska-Juneau & Kensington). These mines were used as the foundation for a case study of the impacts of the environmental compliance process on hardrock-mining activity in Southeast Alaska. The case study presents the institutional and legal requirements, followed by a discussion of the impact of this process on the production and timing of the three mines. The results of this preliminary study reveal some interesting findings, some expected and others unexpected, regarding the impact of the permitting process on the exploration, development and (proposed) operation of the three mining projects in the Juneau area. Determining the cost of compliance with these requirements is an important step in evaluating the appropriate course of action to protecting the environment while providing the necessary raw materials needed for society. This preliminary study highlights the initial starting point for such an analysis.

Ceremonies for the induction of five mining industry pioneers into the National Mining Hall of Fame will be on Sept. 12, 2009 at the Charles F. Barber Pavilion of the Museum Convention Center in Leadville, CO. The five inductees are: Paul A. Bailey, 82, Richard T. Moolick, 89, William Braden and Alonzo Pawling and Henry Harnischfeger. Paul A. Bailly was president of Bear Creek Mining Co., the U.S. exploration subsidiary of Kennecott Copper, from 1961 to 1967. In 1968, he joined Occidental Petroleum Corp. and was tasked with creating the company?s international mining division, Oxymin, which he led as president through 1983. During his distinguished career, Bailly participated in numerous significant mineral discoveries, developed a new exploration philosophy and made important additions to the mineral exploration literature. William Braden was the first to recognize the immense potential of the El Teniente orebody in Chile. He founded Braden Copper Co. and developed the El Teniente Mine which now, 100 years later, remains the world?s largest underground copper mine. Braden?s endeavor survives to-day as the El Teniente division of the Chilean state copper company, CODELCO. T. (Dick) Moolick established a lasting legacy in the mining industry, first during a 35 year career with Phelps Dodge Corp. and then as the driving force in establishing the National Mining Hall of Fame and Museum in Leadville. The Hall of Fame and Museum ? a monument to the memory of the men and women who pioneered the discovery and development of the United States? natural resources ? has become one of the fi nest museums in the western United States.

"Shovel buckets, scraper blades, dipper teeth, mine car wheels and hammermills are examples of equipment which require routine maintenance due to abrasion. Service life can be extended by the use 0/hard/acing and buildup materials. Mining and milling applications are described and field welding procedures discussed.A high-stress abrasion test used to select hard/acing and buildup materials/or hammers in a hammermill is described in detail. Field tests of the selected alloys confirmed their performance, and maintenance records showed a significant saving in down time and cost.The relationship between the abrasion resistance of the alloys and their hardness, work hardening, composition and microstructure is summarized. IntroductionLarge volumes of ore are handled daily by the mining industry. The abrasive nature of most ores results in extensive wear to both handling and processing equipment. If such wear is neglected it may cause lost production time and also, in extreme cases, require the complete replacement of expensive equipment. The well-planned maintenance of components subject to abrasive wear by means of buildup materials and hard facing can result in substantial economic benefits. Such benefits can , however, only be realized through the correct choice of welding process, consumables and deposition methods available to maintenance personnel. Hardfacing MethodsHardfacing is applied by a variety of methods; the three most widely used being arc welding, oxyfuel gas and thermal spraying. Table 1 summarizes the major processes used within each method. Filler metals in the form of rod, wire or powder are necessary to fulfill the individual requirements of each process. The filler rods are available in the cast form or, in the case of ductile metals or alloys, as wrought rod or tube. All types are supplied bare or flux covered. Wire is supplied in two forms, drawn flux cored and drawn solid. Powder filler metals are available in many metals or alloys; they may be simple mechanical mixtures or prefused and atomized alloys made to a specific size range and shape for optimum results for each applicable process."

Kinetic models are the most important tool for predicting and evaluating the performance of flotation circuits. Gilsonite is a natural fossil resource similar to an oil asphalt, high in asphaltenes. Here, in order to determine the kinetic order and flotation rate of a gilsonite sample, flotation experiments were carried out in both rougher and cleaner stages. Experiments were conducted using the combinations of oil–MIBC and gas oil–pine oil, with one test without collector and frother. Five kinetic models were applied to the data obtained from the flotation tests using MATLAB software. Statistical analysis showed that the results of the experiment with oil–MIBC were highly in compliance with all models. Kinetic constants (k) were calculated as 0.1548 (s−1 ) and 0.0450 (s−1 ) for rougher and cleaner stages, respectively. Rougher and cleaner tests without collector and frother also matched all models well (R2 > 0.98), with k values of 0.2163 (s−1 ) and 0.284 (s−1 ), respectively. The relationship between flotation rate constant, maximum combustible recovery, and particle size showed that the maximum flotation combustible recovery and flotation rate were obtained in the size range of −250 + 106 μm in the rougher and cleaner stages. The combustible recovery and flotation rate were higher in the rougher flotation process than in the cleaner stage.

President Bush’s National Energy Program and his Clear Skies Initiative both emphasize the use of coal to help meet the nation’s growing energy needs. And why not? Coal is currently responsible for more than 50 percent of the nation’s electricity generation. That fact, though, seems to be lost on policy makers, the environmental community and the public. Critics of coal advocate the increased use of renewable energy sources and the increased use of natural gas. Renewables, though, are only capable of generating a tiny fraction of the power required. Natural gas is expensive. And natural gas production cannot keep up with demand, especially given the nation’s increasing energy needs.

Paper presented at the conference Economic geology in Europe and beyond II, models for mineral deposits in sedimentary basins, held in Keyworth, UK, 13-14 April 1994. The SW part of the Southern Uplands is a back-arc section of an accretionary thrust system, divided into structural blocks by major NE-SW shear zones and NW-SE faults forming the margins of Permian half-grabens. The highest arsenic levels in stream sediments (over 65 ppm) are associated with those blocks carrying brittle-ductile transition fabrics. Three factors combine to recomend the area as having potential for gold mineralisation: As-rich greywackes as country rock, felsic intrusions and a major shear zone. Selected stream sediments were analysed for gold using lead fire assay with ultra-pure flux and ICP-MS finish. Several localities showed over 15 ppb Au, the three most significant being within the hanging wall of the Orlock Bridge Fault and each having distinct characteristics

"The application of hydroxamic acid as flotation collectors is fast becoming of significant interest for the selective flotation of oxide minerals along with upgrading oxidised based metal ores and minerals. In the hydroxamate molecule, both O and N atoms in the -CONHOH group are identified as coordination atoms in many complexes and their characteristic structure determines the strength of the chelation complex between the hydroxamate and metal ion. The chelating performance of hydroxamates with transition metals including Cu, Ni, Zn, Fe, Cr, Mn and Co, the alkaline-earth metals (Be, Ca) and heavy metal (Pb) has been studied. Cytec has developed and patented a range of alkyl hydroxamates as flotation collectors for oxidised base metal sulphides, metal oxide minerals and precious metals. This paper introduces two new structures of hydroxamate collectors (Cyclohexyl and 4-tert-butylbenzoyl hydroxamates) and evaluates their characteristics relative to alkyl and benzoyl hydroxamates. Laboratory small-scale flotation tests were conducted with ilmenite and wolframite. The use of 4-tert-butyl benzoyl hydroxamate resulted in a best flotation performance for ilmenite. A relatively low cyclohexyl hydroxamate dosage was required in the flotation of wolframite to obtain comparable results to the alkyl and benzoyl hydroxamates. It is also shown a significantly improved flotation performance with 4-tertbutyl benzoyl hydroxamate in the flotation of ilmenite plant ore in comparison to the oleic acid or fatty acid collectors typically used for ilmenite flotation.INTRODUCTIONHydroxamic acid has been reported as an effective collector in small-scale flotation tests for a wide variety of oxide minerals and ores including copper (Lee et al., 1998, Lee et al., 2009), iron (Quast, 2000), tin (Sreenivas and Padmanabhan, 2002; Wu and Zhu, 2006), tungsten (Marinakis and Kelsall, 1987; Xia et al.,2004), and rare earth metal minerals (Ren et al., 1997; Pradip and Fuerstenau, 1991; Assis et al., 1996; Pavez et al., 1996; Zheng et al., 1996; Chen et al.,2005).As part of our previous research project, a selected suite of hydroxamic acid collectors including fatty, aromatic and modified hydroxamates (naphthoyl, cyclohexyl, benzoyl, octyl, 4-tert-butyl benzoyl, salicylic hydroxamates) were tested in order to examine their potential for recovery and selectivity of rare earth minerals. In these tests it was shown that the flotation performance with the hydroxamate collectors was significantly better than the phosphoric acid collectors on no slimes removed samples (Brian, et al., 2014; Liuyin, et al., 2014 and unpublished internal technical reports). Furthermore the tests revealed that for most of the hydroxamate reagents tested, their dosage requirements to achieve recoveries at the same levels was less than that for the phosphoric acid collectors. Recovery of both La and Ce was significantly better for the salicylic hydroxamate and that Nb, Y and Zr recovery were favoured by the octyl and benzoyl hydroxamates (Brian, et al., 2014; Liuyin, et al., 2014). Comparison among the hydroxamate collectors showed that the flotation and recovery performance of cyclohexyl (CHH) and 4-tert-butyl benzoyl (TBH) was not as good as the other hydroxamates for rare earth recovery."

This paper presents the results of a study on cellular acclimation of Acidithiobacillus ferrooxidans to sulfur biooxidation in terms of cells growth and changes in surface properties and morphologies of both cells and sulfur particles. The results showed that A. ferrooxidans cells were grown faster and demonstrated higher concentration in the soluble thiosulfate substrate than in nonsoluble hydrophobic S0 substrate. The results showed that A. ferrooxidans cells acclimated to the sulfur biooxidation by actively expressing some extracellular polymers substance and maybe some outer membrane proteins that modified the surface properties of both sulfur particles and the cells themselves. In addition, the results showed that the A. ferrooxidans cells were able to dynamically adsorb to or desorb from the surface of sulfur particles. The cells aggregating onto the S0 surface enhanced the use of S0 substrate by the bacteria cells. This mode may be one of the most important characteristics for the better growth and propagation of the cells in solid sulfur-containing media.

The Bureau of Mines has estimated helium resources of the United States at 727 billion cubic feet as of January 1, 1979. These resources are divided into four categories in decreasing degrees of assurance of their existence: (1) Helium in storage and in measured natural gas reserves, 185 billion cubic feet; (2) helium in indicated natural gas resources, 150 billion cubic feet; (3) helium In hypothetical natural gas resources, 186 billion cubic feet; and (4) helium in speculative natural gas resources that makes up the remaining 206 billion cubic feet. The identified helium reserves, which are made up of that in measured and indicated natural gas categories, are further divided into depleting, non- depleting, and stored classifications. The depleting resources are those that are associated with natural gasfields that are, or will be, produced for the natural gas they contain. All of the helium in undiscovered natural gas resources are included in this classification. These depleting resources comprise 600 billion cubic feet of the total resource base. The nondepleting helium resources are estimted tototal 88 billion cubic feet. There is 39 billion cubic feet of helium in storage in Cliffside gasfield near Amarillo, Tex.

Today, mine backfilling has become an integral part of mining operations, both from a local and overall ground control point of view, and as regards mining techniques and environmental considerations. During the past decade, substantial research has been carried out to contribute to the better understanding of the mechanisms involved in mine backfill behaviour. This work involved analytical, experimental and numerical studies at different scales. Accordingly, this work has been aimed at developing backfill design guidelines for actual working conditions. Backfill design for deep mining conditions is complex and requires understanding of various elements. The most important of these elements are: backfill inherent strength parameters, backfill placement method, stope geometry and interaction between backfill and host rock. The mobilization of backfill strength parameters controls the backfill behaviour and thus, its failure mode. It is believed that the governing boundary conditions and backfill-rock interaction influence the backfill strength mobilization significantly. Accordingly, the interaction between backfill and host rock is an influential factor in overall backfill behaviour under applied loads. The focus of this research is to investigate the backfill-rock interaction, considering a nonlinear behaviour for both backfill and rock mass. Assuming typical stope geometry, the FLAC code was used to model the complex boundary condition associated with narrow vein mining conditions and to simulate the backfill behaviour. A comprehensive numerical study was conducted and the results obtained were compared against field observations. The analysis of findings provides qualitative results, which can be used for backfill design. Current practice for the recovery of platinum group metals (PGM) from flotation concentrates is by energy-intensive smelting processes followed by separation and refining of the base and precious metals. Energy costs are rapidly increasing in South Africa and this trend is forecast to continue in future years. Moreover, the smelting operations are highly susceptible to deleterious constituents, particularly chromite; and the increasing tonnages of UG2 chromititic ore being mined results in an increasing chromite content of smelter feeds. Hence there is a substantial incentive to assess and implement alternative processes to smelting for the treatment of PGM concentrates. The Kell process is a patented hydrometallurgical alternative to smelting that is totally insensitive to the chromite content of the feed concentrate and comprises three commercially proven unit operations (pressure oxidation leaching of base metals and sulfur, roasting and chlorination of precious metals). The Kell process provides the opportunity for existing and new PGM producers to significantly reduce their energy consumption, and in particular their consumption of electricity, by removing the need to smelt PGM concentrates. Energy costs, greenhouse gas emissions and installed power requirements are also much reduced. Compared with smelting and refining these reductions are calculated as: ? Total energy consumption-50% reduction ? Electrical energy consumption-84% reduction ? Energy consumption costs-76% reduction ? C02 emissions-70% reduction ? Installed power requirement 92% reduction. The data obtained from simple laboratory batch amenability testing can be readily applied to the Simulus mass and energy balance simulation procedure to determine energy and reagent consumptions, equipment selection and process optimization. The applicability of Kell to treating low-grade 'dirty' concentrates with high UG2 content as well as to polymetallic concentrates containing base metals as the major payable metals with subordinate PGM means that these savings can also be expected when the process is used for treating a range of concentrate types and grades. In engineering design of operator?s compartments, in underground mining equipment, ergonomics principles are often neglected or not given the full recognition they deserve. This paper defines ergonomics, applies it to machinery in an underground mining environment and describes the ergonomics analysis undertaken during the design phase of an EJC extra-low-profile mining loader. Encompassing the design of the operator?s compartment of this new loader, this paper illustrates the importance of ergonomics principles within the collective design process, ensuring that it is fully integrated into the design approach. An ultimate aim of this study is to ensure that all future designs follow this route to guarantee not only the outcome of a highly efficient, cost-effective and productive machine but that it is also takes the human factor into account, not only in maintenance but also in operation. Maximizing comfort will have the ultimate outcome of actually increasing productivity.

Education and training research is a major component of the Bureau of Mines human factors research program. The goal of human factors research is to enhance human performance for the purpose of improving both safety and the profitability of the minerals industries. This is achieved through the design of mining equipment, work tasks, management procedures, and development of human resources. This proceedings volume presents several new developments that are helping to improve the quality and efficiency of health, safety, and occupational skills training in the mining community. Several papers address the issue of how to teach and assess miner abilities to deal with underground mine emergencies. Other papers examine practical procedures for defining and cost justifying the integration of structured training and other performance improvement strategies to enhance the proficiency of the work system.

This Bureau of Mines report evaluates the performance of commercially available portable instrumentation for the detection of carbon monoxide, carbon dioxide, oxygen, and methane at conditions simulating an industrial work atmosphere. Portable instrumentation included in the study was gas-detection tubes (length-of-stain and color intensity), catalytic detector, liquid absorption detectors, paramagnetic oxygen detector, galvanic detector, and pelement or hot-wire methane detectors. Evaluation of the instruments was in atmospheres with 50 and 80 percent relative humidities at 75° F and containing test gas concentrations of 0.1, 0.25, 0.50, 1.0, 1.5, and 2.0 times the thresh-old limit value. Correlation of the results from the portable gao analyzer with measurement from the standard instruments was made by calculating and plotting an estimated line of regression, prediction, and confidence limits and the correlation coefficient for each detector system. Relative humidity in the 50-to 80-percent range did not appear to contribute to instrumental uncertainties in either performance or operation. Considerable deviation in detection precision between the portable gas-detection systems and the standard systems was established, especially at the lower gas concentration levels. The main difference or inconsistency in toxic gas concentrations determined with length-of-stain tubes resulted from the observer's interpretation of the results rather than difference in the tubes themselves.

In order to meet increasing demands for water supply in the next millennium, the Government of the Hong Kong Special Administrative Region have identified the need for a major new water treatment and transfer scheme. The project now under construction will comprise a 1.2 km long raw water aqueduct, a major new 0.25million cubic metres per day water treatment works (with space for upgrading to 1.2Mm³/d), a 12.1 km long treated water aqueduct and a primary service reservoir. There is an alternative theory of the high grade orebodies of the Middleback Group, based on the primary nature of the high grade ores in an area of carbonate deposition, with lesser amounts of siliceous and aluminous sediments. The environment is thought to have been unstable, possibly volcanic, and to have been a subsiding basin, substantially isolated from the open sea.Jaspilites, iron bearing talc rocks and iron bearing carbonate rocks were derived from the primary sediments by metasomatic alteration after metamorphism.The metasomatic agents were carbon dioxide and water vapour which were mobilized from the primary dolomite and reacted with a metamorphically produced group of iron bearing and iron free amphiboles, forming talc and progressively releasing silica and iron oxides from the iron amphiboles.The talc rocks in turn released silica which reconstituted jaspilites into their present 200 ft thick crust or zone.The theory accounts for the present disposition of a jaspilite zone over a talc zone which in turn overlies a carbonate zone, and accounts for the down dip changes found in bores which penetrate these zones.INTRODUCTIONIron Duke (Fig. 1) lies some 34 miles south west of WhyalIa in South Australia, and is the most southerly ore body in the Middleback Ranges.The Middleback Ranges are divided into a northern range and a southern range meridionally disposed and separated by an erosion gap called Kimba Gap.The South Middleback Range contains four orebodies;Iron Duke at the southern extremity, Iron Duchess north of Iron Duke and on the same ridge, Iron Knight also on the same ridge, which has been breached by erosion between theDuchess and Knight orebodies, and north east of Iron Knight, the Iron Chieftain.Cook's Range is the eastern range of the South Middleback Range and no large orebodies are known to occur there.

The Minerals Data Source Directory is a compilation of descriptive information on the availability, content, and location of minerals data in the Federal Government. It is intended to assist Government personnel and the general public in locating and acquiring minerals information. Included in the Directory are descriptions of data bases, publications, information systems, and information offices containing data pertaining to all aspects of mineral production, consumption, trade, and related information. These mineral data sources include the Federal agencies such as the Department of the Interior's Bureau of Mines and Geological Survey whose major mission is the collection and dissemination of mineral information. Also included are agencies such as the Departments of Agriculture, Commerce, Labor, State, and Treasury, and the Central Intelligence Agency, whose primary mission is the collection of data in non mineral subject areas, but in which the mineral industry is a component.

The mining industry has come to rely on imaging devices to monitor and record all kinds of activities. We use them to measure, improve the process, ensure security, increase production and automate machinery. Cameras can be installed in locations most people wouldn?t want to live and be our ?eyes? to record the events at that location. This paper discusses digital imaging, the equipment, methods, techniques and information that can be learned from digital devices used in mining operations. The guy who said ?a picture is worth a thousand words? probably understated it. Images are the perfect way to document conditions before, after and even during mining activities. Today?s wide choice of cameras, camcorders and other digital devices allow us to record most activities and events. The technology is advancing at a high rate. Digital cameras and camcorders are marvels of technology with high resolution optics, compact size, automatic time and date stamp, great battery life, shutters to freeze motion and computers to auto focus and eliminate jitter (image stabilization). Add to this the economical price and ease of use and everyone in this industry should be aware of the possibilities.
