Our subject, "Safety, Legal, and Contracting," is a range of topics which covers a broad spectrum, but is obviously Intended to focus our attention upon certain particular aspects of tunnel problems. These are all fascinating and complex subjects, and others are much more qualified to discuss to discuss the fine points involved. Put after some 45 years' involvement as an inspector, engineer, contracting officer, and especially for the last 22 years as a contractor's estimator and manager, I have developed some strong and definite convictions to share with you. I hope it will serve to get you started thinking. My first tunnel experience was in a soft ground tunnel which was dug by hand, literally. The crown or arch back was taken out, a pebble at a time, by bare hand. The face was constantly breast-boarded, and the mucking was all done by hand shovel. My first rock tunnel was drilled by hand held drifters from the muck pile. Since then, most tunneling techniques have improved greatly. The jumbos, booms, muckers, and moles have taken over many of the back-breaking chores, and reduced the manpower requirements.

As mining continues toward deeper reserves in thick western US coal fields, the control of mining induced-seismicity has become a priority in many operations in Utah, Colorado, and Wyoming. Gradual floor heave, common in many coal mines, has historically not been a safety issue. However recent occurrences of sudden floor heave accompanied with seismicity in a few deep mines have fueled this investigation. The focus is to identify and study the mechanisms resulting in sudden heaving of the mine floor in western U.S. deep coal mines through analytical calculations and back analyses of an actual event in a cooperative mine. Based on review of available data in three mines, underground observations and back analyses of an actual event, the authors have identified the following contributing factors (1) presence of stiff stratigraphic units and thick seams mined at depths exceeding 1000-ft (2) presence of geological discontinuities reducing the in-situ strength of the coal with calculated factor of safety near 1 for the mine floor (3) mining approaching areas of higher than normal stress gradient associated with previous mining or structural anomalies or surface topographic highs and (4) an additional source of energy triggering sudden failure such as periodic caving or slip along geological discontinuities. Preliminary examination of seismic data for the actual event in the cooperative mine and underground observations excluded fault slip at the mining horizon as the triggering mechanism but highlighted the significance of weak, anisotropic strata conditions near the intersection of two faults.

Large GDP increases in the Pacific Rim countries have been accompanied by similarly large increases in demand for oil products. In the case of residual fuels, this demand has been tempered by the substitution of other energy products such as coal or gas. In the region's developing and newly industrialised nations, it has not been possible to make the very large investments in infrastructure which allow other energy sources to be used for transportation. As a result, GDP growth has been mirrored in the demand growth for automotive fuels. Other non-substitutable products such as lubricants have also benefitted by the region's GDP growth.   The combination of a number of years of sustained growth, coupled with increasing quality requirements is now stretching the upgrading capacity of the region's refineries. IT, as seems likely, the region continues to enjoy a high GDP growth rate, then this will be accompanied by increasing reliance on finished products coming out of the Middle East.   The owners of the most simple form of refinery in which crude is simply distilled and the naphtha reformed into petrol will face major capital investments. If they decide not to bear this cost, they will face increasing problems in selling their surplus residual fuel oil at an economic price. Quality will become an increasingly important issue. Not only in the well publicised areas such as unleaded petrol, but also for products such as lubricants which play a major role in the efficiency of modem equipment. Quality of service such as hours of opening, ease of access, and service station facilities will also become increasingly important as the oil companies use these to attract customers and gain brand differentiation.

A number of countries have introduced codes governing the valuation of mineral assets and securities. The African continent will follow suit in due course considering the importance of the global minerals industry as it relates to the attraction of foreign investment. South Africa is to introduce the Petroleum and Minerals Development Bill legislating the involvement of previously disadvantaged individuals and communities in the country?s minerals industry. One of the challenges facing the successful implementation of such codes and bills lies with the abilities of independent valuators to value mineral properties and projects on a consistent basis. Certain valuation principles and methodologies are applicable in all jurisdictions in the minerals industry. These valuation tools and principles are considered and developed in this report. They have been discussed and developed to encourage minerals valuators to consider and consistently apply the most applicable valuation methodologies.

A number of novel solutions have been proposed in recent years as alternatives to props and tie-backs in deep excavation support e.g. Adekunte (2008), Deschamps et. al. (2008), Adekunte et al. (2010) and Adekunte (2014). A number of these non-standard restraining solutions involve the construction of permanent or temporary vertical or raking buttress piles that are rigidly connected to the excavation support wall at regular intervals along the wall run. This paper chiefly focuses on the design and construction of twin-vertical buttress piles as restraining systems behind or in front of embedded retaining walls. The system essentially relies on the push-pull mechanism that develops between the twin piles, to maintain the overall stability of the excavation support. The paper’s main areas of concentration include; finite element modelling, geostructural design, construction procedure, instrumentation and monitoring that are associated with the application of twin- buttress pile systems. These are supported with project details of three recently completed high-end luxurious residential developments in Greater London, England, on which the twin-buttress pile system was used to restrain the excavation support walls for the basements on the sites. The mode of application of the system varies across the three sites. While the system was adopted as a long term solution behind the retaining wall on one of the sites, it was designed and constructed for temporary use in front of the retaining walls on the other two sites. Instrumentation and monitoring results from all the sites show the non-traditional system to be safe and effective, whilst having significant beneficial effects on construction programme, sequence of works and project cost.

Prolonged laboratory and limited pilot plant tests have shown that the Bureau of Mines buffered S02 -H2S process is capable of removing 95 to 99 percent of the S02 from industrial waste gases. Most of the S02 is converted to elemental sulfur; only about I percent converted to sulfate The process comprises (1) washing the flue gas to remove particulates and S03, (2) absorption of the S02 in citric acid or other carboxylate solution, (3) reaction of the loaded solution with H2S in a closed vessel to precipitate the absorbed S02 as elemental sulfur, and (4) separation of the sulfur from the regenerated solution by oil flotation and melting. Two-thirds of the molten sulfur is converted to H2S for use in the sulfur precipitation step by reacting sulfur vapor with natural gas and steam in the presence of an alumina catalyst. The chemistry and mechanism of the process are described, initial laboratory and pilot plant data are summarized, and second-generation laboratory operation and pilot plant design are reviewed. Preliminary cost estimates are presented for recovering sulfur from copper smelter gas, powerplant flue gas, and Claus plant tail gas.

Demolition blasting next to an active railroad can be very challenging because of track safety, blasting vibrations, potential track fouling by blast debris, and short work windows on a live track. Recently, in eastern Washington, one of the major railroad companies has been aggressively constructing a second main track to accommodate the expected increase in rail traffic of natural resource products. To accommodate construction of the second line, the railroad company used blasting demolition techniques to remove an old railroad trestle pier on the Milwaukee Road that was in the footprint of the new track bed. The trestle bridged the present rail line and flanked the track with two massive 550-ton (499 tonne) twin-columned steel reinforced concrete piers. The railroad contracted with a specialized contractor to remove the south pier using blasting demolition techniques. The blasting design presented the following challenges: blasting during live track conditions and short work windows; designing a V-notch blast pattern to ensure the pier fell away from the live track; drilling, loading, and timing of the shot; maintaining blasting vibrations at the track below 4 in./sec (102 mm/sec); maintaining ambient overpressure noise below 133 dB; control of fly rock and debris; and track protection and emergency debris removal plan.

The mineralogical composition and morphology of solidified copper smelting and converting slags are of some interest from slag cleaning (by froth flotation), impurity elimination, and environmental points of view. Properties result from both the state of molten slag before solidification and processes taking place during solidification and cooling. In solidification and cooling, copper and sulfur dissolved in molten slag are .precipitating substantially from the silicate phase. Even in water quenching of slag, dissolved copper is pushed out of the solution in the form of finely divided precipitate. Elements present in the raw materials are distributed in a distinct manner between the solidified slag and non-silicate solidification products. Arsenic, antimony, and tin are strongly accumulated in copper precipitate, but not the other metallic constituents common in copper concentrates. Smelting and converting slags differ remarkably on their mineralogical composition and morphology although resulting principally of same chemical processes. Converter slags are more inhomogenous; they often contain solid particles and copper content is .as a rule higher than in matte smelting slags. The final copper content of converter slags was observed to be in a distinct manner dependent on iron oxide - silica ratio. Slag forming, solidification, and precipitation phenomena are discussed on the basis of mineralogical and morphology analysis of smelter slags and laboratory scale experiments.

During 1996 and 1997, Oregon experienced flooding on a scale not seen in many years. Some gravel pits located near rivers experienced erosion and, in several cases, breaches between the gravel pit and the river. Initial evaluation of several sites that experienced breaches indicates that impacts to the river system are complex and vary significantly from site to site. The impacts to the adjacent river system may be viewed as both positive and negative. Several floodplain-mining sites in Oregon located in areas of historic river flow have reverted to active riverbed. In many cases, state and federal fisheries biologists and university researchers see the resulting increase in channel complexity and habitat as favorable. The Oregon Department of Geology and Mineral Industries – Mined Land Reclamation Program (DOGAMI-MLR) is performing additional studies of the impacts to the off-channel areas that resulted from the 1996 floods. More data is needed to make sound floodplain decisions regarding mining.

An experimental study of the soil mechanics of brown coal showed that brown coal consolidates in the same manner as does a clay and that the theory of consolidation for soils may be applied to brown coals. Moisture content is a function of the coal type, the existing effective stress, and the stress history of the coal.The effective stress in a brown coal seam is a function of the overburden pressure, the pore stress and tectonic stresses. Stress history may be deduced from geological evidence and determined by consolidation tests. Application of these principles to the brown coal seams of the Latrobe Valley shows that the distributions of natural moisture contents are consistent with consolidation.INTRODUCTIONThe nature and geology of the brown coals of Victoria, particularly of the Latrobe Valley, were discussed in some detail by Edwards (1945, 1948), Thomas and Baragwanath (1949) and Gloe (1960). A salient feature of these studies was the distribution of moisture contents in the brown coal seams. Recent experimental work, part of a soil mechanics study of the structure and strength of brown coal, showed that moisture content variation is a reflection of consolidation phenomena in brown coal and application of the results to .field condItions verified and modified the conclusions of Edwards in his pioneer work. "Mineral separation by exploiting the differences in mineral or metal specific gravities (sg) has been used since antiquity. In the modern era, this is most commonly seen in the recovery of gold by the use of centrifugal concentrators and the separation of coal (low sg) from waste rock (high sg) using heavy media cyclones and jigs. Other metals, notably oxides of tin and tungsten, are successfully recovered using some combination of jigs, spirals and shaking tables. However, many conventional gravity separation systems are limited to fairly coarse (>1 mm) to medium (>100 micron) particle separations due to the limitations of the gravitational separation forces in conventional equipment.Many of the high specific gravity minerals of interest are friable (e.g. cassiterite, wolframite, etc.) and excessive fines are generated in the grinding/comminution circuits which cannot be recovered with conventional equipment and may be lost directly to the tailings stream. Recent developments in centrifugal gravity separation equipment specifically designed for fine or ultra-fine particle separation and recovery have resulted in heavy mineral particle recoveries as fine as 10-20 microns. Ongoing research work has also identified the benefit of closed-circuit, multi-stage gravity recovery circuits using some combination of centrifugal concentrators and conventional equipment (tables, spirals, flotation, etc.) which can substantially increase overall plant recovery and final concentrate grade.This paper will provide details of the evolution of non-fluidized bed gravity concentrators for high sg mineral recoveries, correlate laboratory scale development work with plant results to confirm scale-up, and show how recent flowsheet developments have contributed to significantly improved plant performance.IntroductionGravity concentration is one of the oldest and most cost effective metal and/or mineral recovery systems, ranging from the classic hand panning of alluvial gold, through to the large scale production of a wide range of metals and minerals, including gold, silver, PGMs, black sands, coal and iron oxides. Conventional gravity recovery systems, comprised of some combination of sluices, spirals, jigs and shaking tables have limited application in fine particle (i.e. <100 microns) recovery, or where there are limited differences in particle specific gravities (sg), e.g. the separation of high sg, high value metal oxides (e.g. those of tin, tantalum or tungsten), from medium sg, lower value metal sulfides such as pyrite and pyrrhotite. These unit operations tend to have limited capacity, and while double and triple turn spirals and multi-deck tables have been developed, extensive floor space is often required in order to process the tonnages incorporated in the modern mineral processing plant."

Development of the New York City Water Supply System The New York City water supply system serves a population of almost nine million, including residents in neighboring counties. Peak day demands on the system are currently running at about 70 m3/sec (about 1,600 mgd), which is significantly lower than in the 1990s. This trend of reducing demands over the past 25 years, which has been experienced in other major urban centers in the US, is mainly the result of conservation measures and increased cost consciousness on the part of water users. In the long term, demands are expected to once again follow an increasing trend with population growth, so that by the end of the planning horizon of these studies, the year2045, the peak day demand is expected to increase to about 85 m3/sec (2,000 mgd).The system is served largely by surface water sources, regulated by a system of 19reservoirs and three controlled lakes, which are connected to the City by a series of aqueducts, the longest of which is about 87 km (54 miles). The total storage in the sys-tem amounts to about 560 billion gallons, providing a system firm yield of about1300 mgd. The Delaware system provides about 50% of the City’s water, the Catskill about 40%, with the remaining 10% provided by the Croton. The system as a whole, which is shown on Figure 1, has been built up over the past 150 years, and is truly a marvel of engineering. The Catskill and Delaware aqueducts both discharge into Kensico Reservoir, which is a daily balancing reservoir located in Westchester County about 24 km(15 miles) north of the New York City line. The two aqueducts extend south for a further 14 miles to combine again at Hillview Reservoir in the Bronx, which provides hourly balancing storage for New York City system. The Croton aqueduct runs nearby as shown on Figure 2, but does not connect into the two reservoirs. From Hillview Reservoir the water is supplied to the city via three main distribution tunnels, known as City Tunnels 1, 2, and 3. City Tunnel No.1 was developed in the 1920s as part of the Catskill system. City Tunnel No. 2 followed in the 1960s as part of the Delaware system. City Tunnel No. 3 (CT3) is partly under construction and partly in operation, and is being implemented to permit the other distribution tunnels to be taken out of operation for the first time for inspection and maintenance. Spiral concentration forms a crucial part of gravity separation circuits. The application of process models in the operation of gravity separation circuits offers significant benefits in recoveries and grade control. Significant strides in the modelling of spiral concentrators have been made during the last couple of decades. Despite these advances in modelling techniques and models, application in industrial processes is not fully optimized. The adjustment of splitter positions to accommodate changes in the feed parameters is impractical and difficult, resulting in losses. In this work an optical method is employed to detect the concentrate band position as a function of operating variables. As expected, the results indicate a strong influence of the solids content and total heavy mineral (THM) feed grade on the predicted gangue-mineral interface. Viscosity modifiers indicated the band position to be sensitive to viscosity and therefore the slimes content. Validation on an industrial sample indicated the possibility of using this model in feed-forward control application.

(New York Meeting, February, 1313.) I. INTRODUCTION. IN the metallurgical treatment of most metallic sulphides it is usually necessary to carry on a roasting-operation. In some cases the raw ore will have to be roasted.; in others the intermediary product, matte, produced in smelting the ore; again, both ore and matte may have to be subjected to oxidation at elevated temperatures. Most metallic sulphides, when given an oxidizing-roast, pass through the state of sulphate before they are converted into oxides. All metallic sulphates are completely decomposed by heat, with the exception of those of lead and bismuth, but the temperatures at which decompositions take place vary with the metals. Some metallic sulphates are converted directly into oxides, others first form basic salts. Alkali-earth sulphates show a behavior similar to that of metallic sulphates, while alkali sulphates do not part with their sulphur trioxide even at elevated roasting-temperatures. The older data on the decomposition of metallic sulphates by beat are only approximations. Thus Kerl 1 gives the order in which metallic sulphates are decomposed with increasing temperatures as (Ag2, Fe, Cu, Zn, Ni, CO, Mn, Pb) SO4. More recent statements give definite temperatures and modify the formerly accepted order of decomposition. But the temperatures given by various observers do not agree. The reasons for this are to be found mainly in the method and manner of carrying out experiments. Four methods have been used: 1. Analysis of 62 samples show that the sulphides throughout the igneous stratigraphy have a magmatic signature, with the exception of the uppermost gabbros and the lowermost basal thrust talc-carbonate lithologies. Mean delta-34S values for whole-rock samples from harzburgites, dunite pods in harzburgite, crustal dunites and wehrlites, the main and high-level pyroxenites and gabbros suggest that the primary sulphides derived their sulphur from a magmatic source enriched in 34S. This finding is compatible with the proposed origin of the ophiolite above a subduction zone. Values for pyrite mineralisation in the uppermost part of the gabbros are thought to result from precipitation from a seawater-derived fluid, while isotopically light sulphur in the basal thrust could have been introduced from underlying metasediments. Ten proposed processes for the recovery of manganese from domestic resources as a high-grade oxide product are described. Nine of the processes employ sulfur dioxide, sulfuric acid, or a combination of both for leaching. The tenth process utilizes sulfur dioxide to sulfatize the ore at 600° to 850°C before water leaching. In addiction to these ten complete processes, six processes from the patent literature are described. Methods for receovering MnSO4?H2O are also reviewed.

"Online elemental analysis is the basis of optimal flotation control in mineral concentrator plants. Traditionally XRF analyzers have been used as the online analysis method. However, online XRF analyzers struggle to measure elements below calcium in atomic number (Z=20). For many processes lighter element assays would be beneficial to improve control of grade and recovery. Processes where elements below Ca are required include P, Mg and Si in phosphate concentrators, Si, Mg and Al in iron concentrators, and S and C in gold concentrators. Laser-Induced Breakdown Spectroscopy (LIBS) based elemental analysis can readily be applied to these processes. LIBS is based on generating plasma in the slurry sample by a high energy laser and analysis of the plasma by optical emission spectroscopy. Capabilities of a new Courier® 8 analyzer based in LIBS technology are demonstrated for elemental analysis starting from lithium (Z=3). Results of a plant installation in a sulfide gold concentrator provide a good agreement with the analyzer and laboratory assays.IntroductionEffective process control can be regarded as one of the fastest paying investments for a mineral processing plant. Process optimization in flotation circuits requires constant feedback of the process state. If only manual laboratory samples are available, this optimization becomes difficult due to the long delay between taking the sample and acquiring the laboratory result. If the element grades are available in online basis, the operator or automatic process control system can make corrective actions in real time.Online X-Ray Fluorescence (XRF) analyzers have been in use at concentrators for decades. The XRF analyzers can provide a fast, accurate and precise analysis from slurry streams. However, the drawback of XRF analyzers is their lack of capability to measure elements below Ca (Z=20) in atomic number. The low energy X-rays of the low atomic number elements get absorbed by water in the sample, protective window of the analyzer, or air between the sample and spectrometer."

A coal waste disposal dam failed on Buffalo Creek near Saunders, West Virginia, on February 26, 1972. This accident resulted in the loss of 125 lives, left over 4000 people homeless, and resulted in millions of dollars in damage to several downstream communities. As a result of this tragic event, major changes occurred in the mine waste disposal practices used by the U.S. coal industry. This paper summarizes changes in U.S. coal-waste disposal practices in the nearly 35 years since the Buffalo Creek dam failure and identifies safety issues that need to be addressed for continued improvement. While many organizations and individuals have played roles in the improvements that have occurred, this paper focuses on the role played by MSHA and its predecessor agencies.
