INTRODUCTION In any large earth-moving operation, good planning and management are necessary to complete the operational tasks promptly and successfully. When an earth moving operation is complicated by radioactive contaminants, normal earth moving techniques and procedures must be modified. Any planning and management, therefore, must include the radiological aspects of the operation. It was found that the radiological aspects dominated most of the planning and management activities and were extended to all facets of the decontamination work at the former Shiprock uranium millsite. These planning aspects are discussed and their use to develop a work plan is described. The management aspects are discussed and their use to establish a management structure are also presented. PLANNING Some method of procedure, formulated beforehand, was necessary to govern the decontamination work at the former Shiprock uranium millsite. This procedure was expressed in the form of a work plan which served several listed purposes. 1. It defined the work to be done and the sequence it would follow. 2. It was used as a yardstick to measure progress. 3. It was used to assign organizational responsibilities. Several factors were considered to aid in the development of the plan. These factors are discussed below: Goals It was established that radiation exposure was occurring to persons working at the millsite, and in an around the community of Shiprock, from airborne radioactive mill wastes and radon-222 exhaling from the tailings piles. The goal set for the decontamination work was to reduce on-site exposures to levels acceptable for the millsite occupants. The attainment of this goal would also have a substantial impact in reducing off-site exposures. The objectives necessary to achieve the goal were consolidation and containment of the wastes. The former objective implies decontamination of the millsite and environs, and the later implies stabilization of the wastes. In practice, a total and complete decontamination of the millsite and contaminated environs would be very difficult and costly. The costs for decontaminating them could be high enough that an alternative method might be more cost-effective for reducing human exposures (i.e, move the affected people away from the source). The interim guide "Radiological Criteria for the Decontamination of Inactive Uranium Millsites" was used for the decontamination criteria (EPA 74). Briefly, the criteria state that off-pile decontamination should be effective enough to reduce the net above ground exposure rate to less than 10 [u]R/hr for unrestricted use of the affected area. When decontamination cannot readily be achieved, the exposure rate levels could be relaxed to 40 [u]R/hr; however, the affected area has to be restricted. The second objective, waste containment, means isolating the wastes from the biosphere. Since no method of containment was available at the beginning of the millsite decontamination effort, temporary containment (interim stabilzation) became the objective. The tailings pile and decontamination wastes would be covered with clean fill. The interim stabilization should last from 5 to 10 years until the final disposition of the wastes will occur. The goal, therefore, would be achieved by decontaminating the off-pile areas to less than 10 uR/hr where practical. The decontamination wastes would be used to plate the surface of the tailings pile and would be covered with clean fill. Radiological Survey The radiologial survey is the key factor for planning a decontamination activity. The survey should delineate the spread and depth of the contaminants relative to the decontamination criteria. Surface wastes, in general, can be evaluated for spread and depth with reasonable radiation survey equipment. Subsurface wastes on the other hand can be missed entirely, as happened during the radiation survey at the Shiprock site, although numerous exploration holes were bored and dug. The survey results can be used to define areas that may not be amenable to decontamination because of complications or safety reasons. For example, no decontamination of the bluff base was to be attempted because of the possibility the bluff might collapse on the personnel and equipment. Contaminated bottoms of decant ponds on the flood plain were not removed because they would be slurried by ground water. Slurry removal was deemed inefficient because the contaminants would be scattered and no equipment was available for its transport. One of the Northwest Mining Association's guide-lines is: "If you always do what you've always done, you'll always get what you've always gotten." Another way of saying this is, simply, "when the road curves, don't refuse to turn." Our industry has been roundly criticized for living in the old political world, and, I believe, justifiably so. Until about 20 years ago, members of both houses of Congress deferred to specialists among their members for mining legislation. This was true for all public lands and natural resource issues, and were referred to as the mining bloc, or the timber bloc, or the ranching bloc. We felt safe, and to a large degree, were safe in the sense that western members of the US House of Representatives and of the US Senate understood the need for multiple use of public lands, and the need for the natural resources they supply. They also knew what it takes to stay in business and how to create the economic atmosphere that encourages private industry to find and provide the natural resources. Almost daily, members of our industry bemoan the destructive effects that current regulations, let alone new proposals, are having on American industry. And, there are some intriguing aspects for us to ponder. First, the specific complaint about the government is not regulation per se, but rather that the rules or policies don't make sense. We recognize that few understand our industry, but we have assumed that the government will rely on people experienced and knowledgeable in the area being brought under government controls. There was a time that this assumption was valid, but it is no longer true since we have entered the era of the professional regulator. Much like the MBA who believes that a professional manager can manage anywhere, the new breed of regulator sincerely believes that process is the key to developing effective regulations or programs. They reason the process virtually assures that all the pertinent facts will inevitably come to light and, after receiving appropriate considerations, will result in the proper decision being reached and implemented. Unfortunately, following the process also allows politics to play a new and greater role than ever before, since information based on what can only be called weird-science can now be presented to the professional regulator and accepted as fact. Regulators do not have the background to question the basic tenets of the conclusion being presented to them. To add insult to injury, testimony from people in the industry involved, intended to set the record straight, is too easily discounted as being merely self-serving. A second aspect is that the question of why the associations aren't doing more to stop poorly conceived legislative and regulatory proposals, or to counter the ever-increasing influence of the selfappointed public interest groups is being increasingly discussed. This is occurring despite the fact that there is a higher level of involvement and closer cooperation between the various associations than ever before. This raises a most important question: where are we going wrong? In the last 20 years or so, major changes have taken place. A new philosophy, taking advantage of the public's recognition of need to protect our environment, has swept through the nation, resulting in a whole new body of law enacted to assure environmental protection. We all acknowledge the need to prevent undue degradation during the course of mineral development, and we all consider ourselves to be responsible stewards of the land, because we live and work in the outdoors and know the importance of environmental protection. The changes in the federal statutes apply now to every aspect of mineral discovery, development, and production, and assure adequate reclamation of lands when we are done. Along with the positive changes, are a constant barrage of attempts to stop public land use, or stop mining, or stop any new economic development, ostensibly to "protect the environment," but often reflecting a hidden agenda of social reform. These types of extreme, irrational, and just plain impossible proposals are everyday occurrences, but we have not geared up to challenge all the proposals which could end mining. Instead, we did what we always had done. The road turned, but we didn't. And we wondered why those who had always protected mining weren't doing their job, and why we were having such limited success in reining in the regulators. Recent work to upgrade the ventilation system for the el Mochito lead/zinc mine in central Honduras is discussed. Network modeling and underground measurements were used to evaluate cost-effective alternatives for achieving satisfactory ventilation in a complex and expanding underground operation. Both interim and long-term solutions were implemented to make mining possible under difficult conditions. INTRODUCTION Mining operations at the el Mochito Mine, located in the central highlands of Honduras, Central America, have been virtually continuous since the opening of the mine in 1948. Initially a high-grade silver mine, the mine has expanded along a westward trend of pipe-like orebodies to a distance of roughly one mile from two centrally located shafts. Production of the relatively large San Juan orebody at the western most extension of the mine (Paddock, 1981) led to the introduction of diesel-powered equipment; however, the ventilation infrastructure was insufficient to meet the needs of mechanized mining. A succession of owners/operators in the 1980s allowed the existing ventilation infrastructure to decay to the point that ventilation in the production areas of the mine was very poor. Environmental conditions in some working areas were not conducive to efficient ore extraction because of high dry bulb temperature, high humidity, and diesel emissions. Upon acquiring the mine in 1990, Breakwater Resources of Tucson, Arizona began an aggressive program to refurbish the mine infrastructure to complete extraction of the San Juan orebody and to allow the extension of the mine another 2500 ft to the west for extraction of the Nacional orebody. The program included increasing the capacity of the main ventilation system. This article presents a case history of the process of upgrading the ventilation system in a mine where extensive old workings cause large air leakage. This process has been one of selecting solutions to difficult technical problems that are compatible with the existing mine infrastructure and economic constraints. The initial ventilation system is described in the background section, along with ventilation projections for the mine expansion. Field characterization of the ventilation system for design verification and fan specification is then discussed. The paper describes a series of interim changes to the system to improve ventilation pending completion of new ventilation boreholes. In addition, the temperature/ heat problems in the mine are described. BACKGROUND Initial Condition of Ventilation System The ventilation system is illustrated in Figure 1, which shows the extent of mining with the main ventilation paths superimposed. Early mining around the two shafts opened up vertical connections (stopes and raises) over the entire 2420 ft (737.6 m) of vertical extent, and mining progressed to the west primarily using compressed air and electric-powered equipment. Since ventilation was not a complex problem in the original mining system, the stopes and interconnecting raises were not sealed. The San Juan orebody was much larger than the silver ore zones mined previously, being primarily zinc and other base metals. Its geometry, size, and grade allowed the use of vertical crater retreat (VCR) stoping with diesel mucking and haulage equipment. Its depth, along with the existence of warm groundwater, resulted in a mine climate problem on the lower levels. To establish a complete ventilation circuit, two vertical boreholes (Bonanza Nos. 1 and 2) had been drilled by previous owners from the surface in the vicinity of the San Juan orebody. The system design called for air to be drawn down the intake shafts, across the lower mine levels to the San Juan workings, then up through the San Juan ramps and ore passes to these two exhaust boreholes (see Figure 1). In practice, however, only the Bonanza No. 1 borehole was drawing air through the desired path. Leakage across the old upper levels from the intake shafts, the Caliche tunnel, and from intervening abandoned stopes and raises supplied most of the air flowing to the base of the Bonanza No. 2 borehole. In effect, there were two ventilation circuits in semi-parallel through the mine, of which only one was delivering appreciable air to the San Juan workings.

INTRODUCTION Shrinkage stope mining can be employed in steeply dipping veins where both the wall and the vein material are sufficiently strong to stand with only minimal ground support. Shrinkage stope mining takes advantage of the swell in volume produced in breaking in-place ore. This expanded volume of ore is allowed to occupy part of the mined-out vein, and in so doing provides ground sup¬port and a working surface for the miners. Only enough of the ore is drawn after each stoping cut to allow work¬ing room. Not until the entire mining block has been broken is the full amount of broken ore drawn from the stope. DEVELOPMENT PRACTICES FOR SHRINKAGE STOPING The vein is developed into stoping blocks, each of which is 76 to 91 m (250 to 300 ft) in length and 61 m (200 ft) between levels. Level development, described later, is either on the vein or parallel to it with crosscuts periodically driven over to the vein. There are usually two exits from each stope. The first entry is a raise at one end driven either conventionally by raise climber, or by a raised borehole. Present practice is that this raise, put in from level to level, is either a 2.1- x 2.1-m (7- x 7-ft) Alimak raise or a 1.2- to 1.8-m (4- to 6-ft) diam borehole. Either raise system will require pro¬visions for an ore chute carried with the stope to the haulage level or the scram drift. At 9- to 12-m (30- to 40-ft) vertical intervals, dogholes are developed from the raise so that when stoping breaks back into these dogholes, timber or steel sets and necessary service facilities can be installed. The second entry to the stope may be either a similar raise at the stope endline, or more economically, a cribbed raise carried with the stope. As previously stated, development of the ore block is achieved by either drifting on the vein or by paralleling the vein with a footwall lateral and then crosscutting over to the vein at specified intervals. In the following discussion, three basic cases are illustrated in Figs. 1, 2, and 3. In Fig. 1, development is in the footwall by a 3- x 3-m (10- x 10-ft) trackless lateral. A heading is also driven on the ore and taken either full width or driven a standard size and slabbed to the vein width. Approxi¬mately 9-m (30-ft) long crosscuts on 7.6-m (25-ft) cen¬ters are driven from the lateral to the vein. For ease in muck handling they are usually put in on a slant rather than at right angles. A single orepass, located off the lateral and in the center of one stope block, can serve not only that stope, but also one on either side, up to a tramming distance of not more than 137 m (450 ft). Raises are put at the stope endlines on 91-m (300-ft) centers. The back of the vein is shot down and just enough broken material is drawn off to permit access for men to work off the broken ore. Development in Fig. 2 progresses by driving a 3- x 3-m (10- x 10-ft) trackless heading on the footwall side of the vein. The ore block is delineated by raises on 91-m (300-ft) centers. Crosscuts are again driven on 7.6-m (25-ft) centers over to the vein. Approximately four rounds are then taken up to the vein and each round is successively belled out so that all the crosscuts (pockets, in this case) connect. INTRODUCTION Several major factors introduce uncertainties into the assessment of radon progeny exposure to miners using time-weighted average radon progeny concentrations: uncertainty in the measurement of radon progeny concentrations in specific areas, assignment of an individual miner's time to those areas, variation in radon progeny concentration between measurements and potential human errors involved in calculating concentrations and handling data. The currently available grab-sampling methods for determining working level were analyzed to determine the magnitude of the uncertainty due to each of these factors. For all measurement methods studied, the variation in the airborne concentration with time in operational areas of a mine is the dominant factor in the uncertainty in determining annual radon progeny exposures for individual miners. Uncertainties relating to accuracy of the method and precision of measurement were found to contribute a significantly greater portion of the total uncertainty than human errors. Under normal conditions, if the technicians performing the measurements are conscientious and well trained, human error contributes little to the total uncertainty of the radon progeny exposure determination. The primary goal of radiation monitoring is the reduction of radiation exposure to the lowest reasonably achievable level below regulatory limits. Monitoring personnel in mines should be trained not only to obtain accurate estimates of miner radiation exposures but also to recognize and, when possible, to implement correction of situations which result in unnecessarily high radon progeny exposures. ESTIMATION OF UNCERTAINTY DUE TO HUMAN ERRORS Human errors affecting the assignment of annual radon progeny exposure to individual miners can be placed in two categories: those related to the measurement of radon progeny concentration in specific mine areas and those related to estimation of occupancy time for individual miners and transcribing data to permanent records. The former are specific for the measurement method used; the latter are common to all methods. Errors in Determination of Working Level All systems for determining radon progeny concentration require measurement of several parameters, which include volume of air sampled, count rate and decay time. These quantities and appropriate constants are used in a basic equation, specific to the system, which estimates working level. An unintentional random mistake in measurement of any one of these parameters or in the selection of proper constants will contribute to the uncertainty in the determination of working level. In our analysis of human error we separated each measurement method into a sequence of independent operations, with each step subject to operator error. For each operation we estimated the probability of occurrence and the consequence of errors to obtain a resulting uncertainty. Certain types of errors result in specific consequences. For example, we assumed that an error of 5 seconds in timing of a 5-minute sample results in a fractional error of 1/60 (1.7%). Other types of errors can result in a range of uncertainty. Transposing digits read from a scaler can produce errors ranging from near zero to approximately 60%. In these cases we calculated the statistical variance for the distribution of errors. We assigned the square root of the variance divided by the mean as the consequence factor for that type of error. This is essentially the same as a coefficient of variation. The product of the probability of occurrence and the consequence factor is the fractional uncertainty in the measurement due to that particular error. The total uncertainty due to human errors is calculated by taking the square root of the sum of the squares of the uncertainties generated by all manual operations. Uncertainties Due to Human Error for the Kusnetz Method One of the techniques most commonly used to estimate working level in U.S. uranium mines is the Kusnetz method. A generalized way to express the equation used to compute WL by this method is: WL = (Net Alpha Counts)/(V)(ST)(CT)(E)(K) where: V = sample flow rate in liters/min ST = sampling time in min CT = counting time in minutes E = absolute counting efficiency K = Kusnetz conversion factor (dis/min-L per WL), as a function of decay time in minutes. The example of human error analysis presented here is based on the Kusnetz procedure having a timing sequence of 5 minutes sampling time, 40 minute decay time, 2 minute counting time. During the sampling procedure a stop watch is used to determine the timing interval. We assume that it is common to make small timing errors of a few seconds, but larger timing errors occur infrequently. Errors greater than 30 seconds are considered to be essentially non-existent since we assume that the

Introduction The geological processes that form coal can also concentrate trace elements in the coal. For example, the average concentration of arsenic in bituminous coal (20 ppm) is ten times the average concentration found in all the other rocks that make up the earth's crust (2 ppm). Similarly, other elements, such as antimony, cadmium, mercury and selenium, are more concentrated in coal than in the earth's crust. When coal is burned, trace elements can be further concentrated. Although no new constraints on trace clement emissions were placed on the power generation industry under the 1990 Clean Air Act Amendments, the act does mandate a three-year study of air toxics. Any new regulations aimed at electric utilities as a result of this Federally-mandated study will almost assuredly be very costly-an estimated $1 billion per year. Many trace elements in coal are associated with mineral matter. For example, arsenic is commonly associated with pyrite, cadmium with sphalerite, chromium with clay minerals, mercury with pyrite and cinnabar, nickel with millerite, pyrite and other sulfides, and selenium with lead selenide, pyrite and other sulfides (Finkelman, 1980). There are also cases in which some of these elements are organically bound. Just as both organic and pyritic sulfur can be found in the same coal, the same trace element may be both organically bound and present as part of a mineral in the sane coal. Physical coal cleaning techniques are effective in removing mineral matter from coal and can potentially remove at least some of the trace elements associated with specific minerals, thereby reducing the release of these elements into the atmosphere. Conventional coal cleaning to remove trace elements As part of a project funded by the Electric Power Research Institute, CQ Inc., a wholly-owned EPRI subsidiary located in western Pennsylvania, has demonstrated that large reductions in the concentration of many trace elements are possible if conventional coal cleaning techniques are properly applied. Four examples are given in Tables 1 to 4. In each example, the results shown were generated by cleaning the coal at CQ Inc.'s commercial-scale cleaning test facility. Cleaning results for Upper Freeport Seam coal from Northern Appalachia are provided in Table 1. Data are presented in the table in two ways: as a weight-based concentration (parts per million) and as a concentration per heat unit (grams per billion Btu). Grams per billion Btu is analogous to pounds per million Btu, but avoids the use of numbers with many decimal places. The heat-based concentration provides a better measure of boiler impacts, because the increased heating value obtained through coal cleaning reduces the number of tons that must be burned to produce a given thermal output. Reducing the quantity of coal burned reduces the quantity of trace elements entering the boiler. This raw coal is relatively high in several trace elements of environmental concern, including arsenic, cadmium and chromium. Cleaning provided large reductions in the quantity of arsenic, barium, cadmium, chromium, fluorine, lead, mercury, nickel, silver and zinc. The results for tests with a Powder River Basin coal, Rosebud/McKay, are presented in Table 2. Large reductions in arsenic, barium, cadmium, fluorine, mercury, nickel, selenium and zinc were observed with cleaning. The concentration of chromium increased with cleaning, while lead concentration increased in one test and decreased in another. Table 3 presents test results for Croweburg Seam coal from Oklahoma. Large reductions in arsenic, barium, cadmium, chromium and zinc were obtained with cleaning. Smaller reductions were obtained with lead and nickel, while chromium, fluorine and mercury increased in at least one of the tests. Table 4 presents cleaning test data for Kentucky No.11 Seam coal. In this case, large reductions were obtained with all elements measured. In general, these data indicate that physical coal cleaning is effective in reducing the concentration of many trace elements, especially if they are present in the coal at relatively high concentrations. The degree of reduction achieved is coal-specific, relating in part to the degree of mineral association of the specific trace element and the degree of liberation of the trace element-bearing mineral. The extent of trace element removal also depends on the method of cleaning the coal. Figure 1 is a washability plot, by size fraction, of arsenic vs. ash content for Upper Freeport

INTRODUCTION This work is a continuation of the preparatory study by Rustan and Stöckel 1979 (3) and (4) of the possibilities to introduce automatic mine ventilation in Swedish mines and construction works. The preparatory study has been financed by the Swedish Board of Technical Development. In the study it was recommended that an automatic step by step control of the fans near the working place due to diesel exhaust emission would be the best solution. A more advanced alternative would be to regulate the fresh air continuously in proportion to the contamination. The latter alternative has been studied by Boliden Mineral Co in the Udden mine. In this study it was found that the air supply could be regulated continuously but it was very important where the sensors feeling the contamination were placed. An intense study of the environment underground is now being planned by our division together with specialists from the National Board of Health and Safety, The Swedish Work Environment Fund, LKAB and the local Governmental Inspection of the Workers Safety. Different gases, radon, dust, airspeed, moisture temperature and pressure is planned to be measured continuously and correlation between the parameters is going to be established to decide the best measurement parameters for regulating the system. The best situation of sensors is also going to be studied. Despite this work hasn't been done yet this paper covers some of the problems which could be encounted with continuous regulation. In this report the environment has been studied during the test with step by step regulation of fans by radio. Diesel vehicles are the largest polluters under ground in Swedish mines and we have therefore suggested that the large diesel vehicles should regulate the fans. The goal of this study has therefore been to find how active diesel vehicles should be able to start and stop gallery fans at both intake and return air. In this paper different methods for activating fans are discussed. Then the best methods are chosen and tested in the mine. In this study we have found that changes of temperature is a cheap and effective method to start and stop cross cut fans in sublevel caving and radio signals seem to be an attractive system for start and stop of gallery fans. This work has been done in close collaboration between LKAB in Kiruna and the University of Luleå - Division of Electronics and Division of Mining and Rock Excavation. A reference group for the project has been established with ventilation experts from the mines, representatives for the local mine worker's unions and authorities from the local Governmental Inspection of the Workers Safety. VENTILATION SYSTEM STUDIED In the project the ventilation system at LKAB in Kiruna has been studied. The mining method used is sublevel caving with 9-13 m slice height. The air is heated winter time over ground by hot water heat exchanger. The main fans are pushing air down to a main distribution level along the 4000 m long and about 100 m wide orebody. From the distribution level, air is taken through shafts down to the sublevels, where it is pushed through the levels by local gallery fans on both intake and return side, see fig 1. The air ( ~ 8 m3/s) is moving freely through the gallery head. The cross cuts are ventilated with smaller fans, diameter 500 mm, and flexible duct, see fig 2. The aim of this study has been to study how to start and stop gallery- and cross fans and examine the environment when the fans are stopped . In Sweden there are no regulations telling that a minimum of air amount must be supplied. Instead the hygienic limits must be fullfilled.

I appreciate very much the invitation to speak with you and the opportunity of bringing you messages from both the Secretary of the Department of Health and Human Services and the Assistant Secretary for Health/Acting Surgeon General of the U.S. Public Health Service. I would like to take this opportunity to congratulate you (the organizers of this Conference) on identifying the critical issues in the field and assembling such a broad array of experts to address them. I would like to present a brief view of the emerging framework for health that puts into perspective some of the aspirations of the Administration and to highlight several points with regard to prevention and occupational health. The goals are: 1. To improve the overall health status of our people. (This has been and will remain the National policy regarding health.); 2. To engage the Nation in the important effort of enhancing public health. (This is not reserved exclusively for the activity of the Federal Government or for State Governments. Public health has to be a cooperative effort that brings together all of the people engaged in the process of serving the people.); and 3. To pledge that health care will not be priced out of anyone's reach because of inflation. (It is clear that there are major tasks of bringing about economic recovery in our country. One aspect of this effort is to guard against the cost of health care not being allowed to rise beyond the reach of persons who need that care.) "How will these goals be achieved and what must change in the delivery of health and medical care in our society?" There are a number of real issues as well as perceptions that adversely affect the attainment of these goals: First, The cost of medical care is soaring and the public, industry unions and other elements of our society are becoming concerned. (They recognize the problem and are demanding a solution.); Second, There is a growing concern about the priorities that have been set. (For example, the evidence that preventive interventions are the most effective approach is overwhelming, yet medicine has not yet given that a high priority.); and Third, There is the perception that physicians do too much to too many people at too great a cost and that too much and too costly technologies are used. In view of the perceptions, we all must accept some changes and the challenges that needed changes will bring. A month before the new budget went to Congress, President Reagan went on nationwide television and told the American people that, "It is time to recognize that we have come to a turning point and we are threatened with an economic calamity of tremendous proportion and the [old business as usual treatment can't save us. Together we must chart a new course]." Now eight months down the road from this and a long Spring and Summer of discussion both within the Executive Branch and in the Congress, many plans and programs and concepts have emerged. The new course has been charted and the turning point has been made. Business as usual has been put aside and the Administration's leadership has been stretched and tested in putting forth a better approach with the reality that money is tight and that old habits of delivering care are difficult to change. The Congress has now given us a look at a new health budget that takes into account some of the harsh economic realities and that does make allowances for the persistence of familiar behavior. Against this background, it is now possible to begin addressing ways to provide health services to people at a price the Nation can afford to pay. There are without question difficult decisions involved but the Administration is committed to supporting and improving health care in America. It has been the President's contention that one of the principal causes of the inflationary spiral in the country was the steady and indefensible growth of the Federal budget. The problem stems from the fact that we have been living well, but beyond our means for nearly 30 years. Now we are discovering that there is a bottom to the barrel after all. It is possible for our society to run out of things like energy (oil), water or money. The health bills must be paid -- by Government, by insurance, by parents or by someone. Each year with a bigger shopping list and more money to spend the Federal Government went into the marketplace to buy. This action altered the

INTRODUCTION The components of the radiological hazard in uranium mines are: 1. exposure to radon and its short-lived daughters 2. exposure to long-lived ore dust 3. external irradiation With usual ventilation rates, the dosimetry relative to the first component only requires to know each miner&apos;s exposure to a potential energy of short-lived radon daughters, (EXP[a]). Presently in France, (EXP [a]) is determined monthly from radon concentration measurements. This is an indirect method based on ambient monitoring. After technical improvements achieved during the last years it is now possible to measure (EXP [a] directly with an individual portable monitor developed by the CEA. The purpose of this study is to analyze and compare monitoring results obtained by these methods. DETERMINATION OF INDIVIDUAL MONTHLY EXPOSURES TO[ a] POTENTIAL ENERGY OF SHORT-LIVED RADON DAUGHTERS [(EXP a) amb, by ambient monitoring] In this case, it is necessary to know individual monthly exposures to radon, (EXP Rn). As mentioned by Pradel, J.,et al., 1976, (EXP Rn) is estimated for each worker from informations both on radon concentrations (CRn) measured as described by Pradel, J., 1962 and times (t) elapsed in the various workplaces. (EXP Rn) is obtained by summing up the elementary radon exposures CRn x t relative to all the workplaces where the miner was successively engaged during the month. (EXP Rn) values are then corrected by an average equilibrium factor of 0.17 deduced from many measurements and taken as representative for all the French mines. Finally: [ ] (EXP [a])ind are obtained directly with an individual portable instrument described by Chapuis, A.M., et al., 1972. Samples of the air breathed by the miners are pumped continuously and radioactive aerosols containing the short-lived radon daughters are trapped on a filter. The principle of the measurement lies on track-etch detection of the a particles emitted by the deposited material. The technical aspects have been described by Duport, P., et al., 1980a, Mouden, A., et al., 1980 and Chapuis, A.M., 1980. As mentioned by Duport, P., et al., 1980, fiability is good. Indications on measurement reproducibility are given by Pradel, J., et al., 1977. PRESENTATION OF THE STUDY The underground miner population of a French mine was followed during a period of 8 months (October 1978 - May 1979). Monthly exposure values for each miner determined either by ambient or individual monitoring, (EXP [a])amb or (EXP[ a])ind, had been previously collected by Le Gac, J., 1980, who had also defined miner categories according to the characteristics of the work performed. Four groups are considered here, the "whole mine" and three categories as described in table 1. Data on the individual monthly exposures,(EXP [a])ind and (EXP [a])amb, were taken again to analyze the individual cumulative exposures instead of the "month by month" values. The influence of the mean habits of each individual on its surveillance results is thus taken into account. Each miner has a cumulative exposure as an individual of the "whole mine" and as an individual of each category in which he has worked. The results obtained by ambient or individual monitoring were analyzed (characteristics and adjustements of the distributions) and then compared (description of the discrepancies observed). Obviously, such a study is possible only if all the exposures are cumulated on a same duration. As miners have not worked during the same number of months in the course of the data collecting period, one must considerer the individual average monthly exposures, [(EXP a)]amb and[ (EXP a)]ind, instead of the individual cumulative exposures, which is typically the same thing. To be sure that the exposure values of a given group (A, B, C or D) are representative, only those miners really present for at least 3 months in this group were taken into account. Finally, each individual of the "whole mine" and of the various work categories has a pair of average monthly exposure values : [(EXP a)amb] determined by ambient monitoring and[ (EXP a)ind] deduced from the track-etch recording of the individual portable monitor. INTRODUCTION This presentation is concerned with the administrative and technical capability of the Atomic Energy Control Board (AECB) to assure compliance with the individual exposure limit for radon daughters (currently 4 WLM per year). It is not concerned with the epidemiological bases for setting the exposure limit. Moreover, the intent is to show how sophisticated methodologies and advanced technologies, applied to radon daughter concentration measurements in uranium mines, convey the spirit of compliance by providing better estimates than do the historical methods. These better estimates mean that more accurate and more precise estimates of each worker&apos;s exposure are determined using these more modern methods and devices. The estimates so derived should provide more convincing evidence to an individual worker that his assigned exposure is a valid indicator of his true exposure. In addition, a perspective on the exposure estimate in relation to the exposure limit is given as further evidence that an exposure limit is not the dividing line between "safe" and "unsafe" exposures. A brief description is given of the compliance aspects of the Atomic Energy Control Regulations and of the limitations of purely statistical non-compliance procedures. Most of the emphasis of the paper will be placed on the uncertainties associated with conventional radon daughter exposure determination and the means being employed (and anticipated) to reduce these uncertainties. NON-COMPLIANCE Under current Atomic Energy Control Regulations (1978), the annual individual exposure limit for radon daughters is given without reference to the possible methods of sampling and calculation of radon daughter exposure and without any reference to possible uncertainties or their magnitudes. This is common in such statutes, the details of sampling, calculation, error analysis, and so on, being left for licence conditions or provided as a specific guideline to the licensee on the matter of compliance with the Regulation. Since the exposure limit is contained in the Regulations, compliance with it is absolute, as with any other law. In Canada, a state of non-compliance with the radon daughter exposure limit exists when an exposure (attributed to an employee) is reported by the licensee to exceed the limit. No uncertainty in the measurements or in the overall determination of exposure is reported nor is any requested. Removal of the worker and the loss of his services are the immediate and direct penalty suffered by the licensee for failure to maintain the exposure at, or below, the limit. A worker may be re-instated to employment for the balance of the reporting period only if the licensee can assure the AECB that further significant exposure to the worker will not ensue. In other jurisdictions, such as the United States, non-compliance is defined on a statistical basis. For example, NIOSH, the National Institute for Occupational Safety and Health presents procedures for calculating the 95% Lower Confidence Limit (LCL) in order to "compare the results of occupational environmental sampling to an occupational health standard and make a decision with a known chance of making an incorrect decision that a state of non-compliance exists" (Leidel and Busch, 1975). (In the nomenclature of this presentation, exposure limit would be used in place of "standard", in the NIOSH sense). Furthermore, it is emphasized in the NIOSH document that such numerical comparisons "are necessary only if the sample mean is greater than the standard". The NIOSH document points out, quite correctly, that the "statistical procedures presented below will not detect and do not allow for analysis of highly inaccurate results, i.e., systematic (non-random) errors or mistakes ... If a systematic error is known to exist in an instrument or analytical procedure then correct the sample mean of the data before analyzing for non-compliance". It is certainly not the purpose of this paper to criticize the sophisticated statistical approach to non-compliance as given in the NIOSH document or in similar approaches used in other jurisdictions. Rather, the purpose is to approach, with some introspection, the question of the determination of exposure by the employer for his employee and especially the employee&apos;s understanding of, and confidence in, the accuracy of the exposure determination and its relation to the exposure limit. Heavy metals contamination is an environmental problem at Army installations engaged in firearms training and munitions production. At these facilities, weathering and corrosion of expended munitions and leaching from wastewater lagoons, landfills and burn pits have resulted in heavy metals contamination of the soil. The principal metals encountered in firing-range soils are lead, copper and zinc. Cadmium and other metals, such as antimony, that are often incorporated in the munitions are sometimes seen in lesser concentrations. Mercury is associated with various propellants and, while present in much smaller concentrations, is of concern because of its acute toxicity. Chromium is primarily associated with plating operations. The transport of metals into groundwater has been confirmed at some locations, which has required treatment of the soil and groundwater at these sites. Certain treatment processes for contaminated soil produce metals-laden extracts, which also require treatment before reuse or disposal. Ion exchange is generally quite effective for removing metals from aqueous streams. However, resins are expensive and must be regenerated, and activated carbon is generally less effective for most metals and also requires regeneration. Therefore, alternative effective and economic sorbents are needed. Twelve sorbents were screened in initial batch testing. These included activated carbon, bark, chitosan, crown ether, corn cob, xanthate, clay (kaolinite and montmorillonite), peat moss, seaweed and reagent-grade zeolite (aluminosilicate, Sigma Product No. Z3125). Of these, zeolite demonstrated the highest capacity for Pb, Cr and Cd. For this reason, zeolite was selected for further testing in batch, kinetic and column studies. Materials and methods Zeolite. The zeolite used in the second-phase batch and column studies was obtained from a natural deposit of clinoptilolite-rich rock located in South Dakota (Rocky Ford SDH) (Desborough, 1996). Large blocks of the material were crushed and sieved into the following three particle size ranges: 0.5 to 1.0, 1.0 to 4.0 and 2.0 to 4.7 mm. This material demonstrates high structural stability in acidic solutions (pH 2.5) (Desborough 1996) and has a measured surface area of 30 m2/g. The measured total cation-exchange capacity (TCEC) was approximately 10 meq/100 g. This is well below what has been indicated for commercially available zeolite, which has been reported to be about 180 to 220 meq/ 100 g. The TCEC test was repeated (Method 9081, SW 846) using sodium acetate. The test resulted in a TCEC of 54.5 meq/100 g. The difference between values obtained for this material and published values for zeolites may be attributable to the greater heterogeneity in the material used in this study, compared to commercially available materials, or to the effect of the relatively large particle sizes utilized. Batch studies. Seven batch studies were conducted using synthetic metal solutions and soil extracts (Table 1). Extract composition: The P-extract was prepared by sequential surfactant extraction of organics from a burnpit soil followed by acid extraction of metals. The pH of this solution is approximately 1.1. A number of metals and organic compounds were present in the soil. Analysis of the extract was restricted to Pb, Zn and Cu concentrations for this study. The FBH extract was produced from a firing-range soil that was oxidized with a 0.01 M CaO solution and then extracted with 0.1 M acetic acid. This was filtered through 0.5-µm Whatman No. 5 filter paper and stored at room temperature. The pH of the FBH extract was approximately 4.5. pH Control: Calcium carbonate (CaCO3) may be present in the zeolite horizon or bed. Calcium ion (Ca") is released from the exchange sites when in contact with solutions containing ions for which it is more selective, such as lead. This results in a rise in solution pH over time. Acid washing removes most of the carbonates, eliminating the need for a buffer. Batch studies were conducted using both acid-washed zeolite (AW) and unwashed zeolite (UW) for performance comparison. The UW zeolite was rinsed with distilled deionized (DDI) water to remove fine soil particles. Both materials were dried at 105°C (220°F) overnight, so that the dry mass could be determined. Refractories, called the Hidden Industry by The Refractories Institute, provide the temperature and chemically resistant linings for the multitude of vessels that are used today in high temperature processes ranging from giant iron-making blast furnaces to industrial incinerators to petrochemical cracking units to the smallest furnaces used by the jewelry trade. While these refractory linings are absolutely essential to the proper functioning of these processes, the linings are almost always on the inside of the vessels and thus hidden from the eyes of the public. Refractories are defined in Standard C71 of the American Society for Testing and Materials (ASTM), titled "Standard Definitions of Terms Relating to Refractories," as "nonmetallic materials having those chemical and physical properties that make them applicable for structures, or as components of systems, that are exposed to environments above 1 000°F (538°C)." This criterion of ability to withstand exposure to environments above 538OC is the critical distinction separating refractories from other ceramics, fibers, and coatings applicable only at lower temperatures. In addition to resisting temperature, the refractories must with- stand abrasion, chemical and slag attack, resist thermal shock, and carry sustained structural stresses at high operating temperatures for as long as years. The most common methods of classifying refractories are by forming method and composition. First are the traditional formed and fired bricks, batts, and the associated multitude of special shapes. These refractories are usually formed at room temperature, dried, and then fired to high temperatures to develop the final properties desired. Other formed refractories are chemically bonded or resin or tar bonded. To complete the formed refractory matrix, some fired refractory bricks and shapes are subsequently impregnated with resins or tars. Physical dimensions of these formed refractories are classified into two general categories: standard sizes and special shapes. The standard sizes are those in common usage in the United States described in ASTM Standard C909 "Dimensions of a Modular Series of Refractory Brick and Shapes" based on the 38 mm basic module as described in ASTM Standard C861 "Determining Metric Dimensions of Standard Series Refractory Brick and Shapes." The most common size is the "9-inch straight" 228 x 114 x 64 mm (9 x 4 ½ x 2 ½ in.) of the "2 ½ -inch" series or 228 x 114 x 76 mm (9 x 4 ½ x 3 in.) of the "3-inch" series. Bricks of nonstandard sizes are referred to as special shapes. Their use is required in specific furnaces for particular requirements or applications. In addition there is the large and growing group of refractories sold as unshaped mixtures that may be formed into their final shapes at the application site. These unshaped mixtures are sometimes referred to as specialties. The mixtures are prepared to be hydraulically cast, plastic or wet rammed, dry rammed, or dry vibrated into their final shapes. Some are designed to be projected through nozzles (or gunned) onto their forms. The refractory mortars used to lay up the shaped refractories fall into this group referred to as specialties. Prepared refractory grains also are sold. These are usually calcined or fused materials that are subsequently crushed and sized to a variety of specific carefully controlled grain sizes or size distributions. These grains include calcined fire clay, dead burned magnesite, periclase (fused magnesia), dead burned dolomite, kyanite, tabular and fused aluminas, fused zirconia, fused mullite, and calcined alumina-magnesia spinel. The primary composition groups of refractories are the 1) alumino-silicate refractories made largely from fire clay and high- alumina materials, 2) silica refractories made from quartzites and ganisters, and 3) basic refractories from magnesia (or magnesite) and chromia (also referred to as chrome ore), alone and in combination, and dolomite. Special refractories include carbon, zirconia, zircon, high purity alumina, mullite, silicon carbide, silicon nitride, and some borides. In addition there are groups of special insulating refractories.

Crushing and grinding The Crushing and Grinding Technical Committee There was substantial activity in the area of crushing and grinding with the improved outlook in the industry. The Crushing and Grinding Committee&apos;s theme of 1987&apos;s Annual Meeting in Denver was Fundamentals of Mechanical Design for Crushing and Grinding Mills. At the meeting, the concept of gearless sag mill variable speed drives was taken out of the closet, dusted off, and a wraparound motor was put on hard copy with the ordering of a 9.7- x 4.5-m, 8.2-MW (32- x 15-ft, 11,000-) sag mill. Additionally, comparisons were provided to the mill design of the gearless drive sag mill and the twin 4.5 MW (6000 hp) do variable speed drives placed on the drawing board for the Kennecott UCD Expansions. This involved a 10- x 4.5m, 8.9 MW (34- x 15 ft, 12,000 hp) sag mill. Differing opinions were also expressed in technical presentations pertaining to the need for quality mill specifications in design and manufacturing. J. Berney-Ficklin of Bechtel presented a paper outlining the need for quality design and manufacturing specifications in large scale grinding mills, and the overall cost reduction in capital and operating costs. Others presented differing specific views, but all emphasized a central theme. Quality and reliable designs in large mills should not be compromised. In-pit crushing applications continue to increase, overseas and in the US, in both mining and quarrying. Different in-pit crushing units have been classified as mobile, with integral transport systems; semi-mobile, typically modular systems that use separate transporters for repositioning; semi-stationary plants that must be dismantled before transporting and typically require earthwork and concrete foundation work; and stationary in-pit crushing plants, which remain in place for the life of the pit. The majority of equipment sales of conventional crushing and grinding circuits in 1987 were to gold mining operations. There have been two areas of end use: • conventional jaw/gyratory or impact crushing circuits preparing low grade ores for heap leaching; and • small scale sag/ball mill circuits preparing higher grade ores for classical cyanide leach/ recovery circuits. There was also continued interest in ABC and SABC circuits for both base and precious metals plants. High pressure roll crushers continue to attract considerable interest in the cement industry. There, they are used to prepare raw materials or clinker for subsequent ball/tube milling. However, they have apparently been less successful in the mineral industry where the energy savings/ capacity gains have been much less dramatic. Several papers covering the theory and application of these machines were presented in an industrial minerals session on cement at the SME Annual Meeting. The Third International Conference on Hydrocylones, held in England in October produced several papers of interest on classification and screening to the mining industry. In particular, a new cyclone apex, developed by Mt. Newman Mining, shows promise of reducing water flow to the cyclone underflow stream and, therefore, increased underflow pulp densities and reduced fines recycle in grinding circuits. A twin vortex hydrocyclone was also described and shown to give a sharper split than conventional units. Similar double cyclones were introduced in the 1950&apos;s, but failed to achieve widespread acceptance. This was due mainly to a proneness to blockage in the transitional zone. It will be interesting to see whether this latest variant can overcome this problem in the typical operation. A number of North American iron ore plants installed the capability to produce fluxed iron ore pellets. Most chose to grind the stone on site with circuits designed to grind taconite ore. Methods employed to grind this material included single-stage ball mills closed with fine screens, rod and ball mill circuits - both open and closed with cyclones - and semiautogenous mills, followed by ball mills closed with screens or cyclones. Dewatering and tailings disposal B.M. Moudgil and D.L. Sober, University of Florida Due to tightened environmental regulations and the need for more efficient land use, a greater interest in dewatering and waste disposal has developed. As a result, research efforts in flocculation, surface chemistry, and polymers science have focused on the problems related to the dewatering of solid mineral wastes. A few studies have been conducted to examine the flocculation process. Hogg et al., (1987) discussed the formation and growth of flocs. Daily everyone depends on the great variety of glass products, so much so that glass is often taken for granted. In fact most people do not realize how versatile glass has become. Consider the various uses and then try to imagine a day in which we are not influenced by glass. Common uses include container ware, table ware, window glass, lead crystal, automobile glass, and fiber glass. Several less common, but important, uses include laboratory ware, pharmaceutical, TV bulbs, light bulbs, glass ceramics, optical glass, fiber optics, and laser glass. Corning, Inc., a leader in specialty products, uses nearly 1 000 different compositions to manufacture about 60 000 different products (Edwards and Copley, 1977). Glass is such a complex product that-definitions vary and exceptions can be found for most definitions. Glass is an inorganic amorphous (non-crystalline) solid. Most glasses are produced by melting of a mixture of oxide raw materials, and then cooled to room temperature. Soda-lime-silica composition.s account for about 90% of all glasses melted (Anon, 1973). The properties of the glass product come mainly from its chemical composition. All of the different glasses require melting a combination of raw materials and forming the molten material into the desired shape. Both the melting and the forming processes use sophisticated technology and these technologies require experts to manage these production systems. The manufacturing process is continuous and takes place in tonnage quantities, so adjustments in the batch to achieve the desired finished product requires a great deal of expertise. Raw materials are fed to the batch mixing area in very large quantities (tons in most cases). As a result, impurities in the range of 0.1% result in addition of that impurity within the molten glass in kilogram amounts. More than twenty different industrial minerals are consumed in the manufacture of various kinds of glass (O&apos;Driscoll, 1990). This chapter describes the major and minor ingredients of the various glass batches. It discusses the roles of the various oxides in the glass batch and most importantly considers the mineral raw materials which supply the glass industry. Each of the raw materials is described in detail in other chapters so the geology and mineralogy sections are kept brief here. Container glass, by far, accounts for the most production; followed by flat glass, fiber glass, and specialty glass of which table ware accounts for the greatest tonnage. [Table 1] shows the general production data for 1987 through 1990. Statistics for many of the uses do not appear because production volumes are small compared to the major uses. The glass industry is organized in four categories: containers, flat glass, fiber glass and specialty glass. The US Department of Commerce, Bureau of Census, publishes production data about the glass industry in three different categories: 1) glass containers, 2) consumer, scientific, technical and industrial glassware, and 3) flat glass. The Bureau has very complete statistics about the glass industry in these three categories but they report production data in different units according to industry standards. Therefore, [Table 1] gives the production data in dissimilar units. The production of most glass articles follows similar steps. The raw materials are mixed and the resulting batch is fed into the furnace. In soda-lime-silica glasses melting begins between 600 and 900°C. At these temperatures CO, and other gasses are released which create bubbles in the molten glass. To remove the bubbles and insure complete melting the temperature is raised to between 1 500 and 1 600°C. This is the melting-refining stage during which the refining agents in the glass batch serve to aid in the release of gas bubbles, homogenize the melt, and prevent the formation of scum on the surface of the molten liquid. At the conclusion of the melting-refining stage the glass is too fluid for working and the melt is cooled to about 1 100°C to attain the proper viscosity for working and forming to begin. After the glass article has been made, it must undergo annealing (slowly and uniformly reheated and cooled) to remove thermal stresses that were created during the forming process.

To help local governments plan for long-term supplies of sand and gravel for buildings and infrastructure, the Utah Geological Survey is assessing natural aggregate resources (mainly sand and gravel) in the St. George, Utah area. Whereas much of the aggregate in the study area is adequate for road-base construction, high-quality aggregate for Port- land cement concrete is limited due to geology, and also due to land administration and environmental issues. Virgin River alluvial gravels southwest of St. George are generally poor sources of aggregate because they contain clasts of soft sediments and soluble minerals derived from Mesozoic rocks. Elsewhere, widespread secondary calcium carbonate (caliche), as rinds and matrix in gravel, lower the quality of material. Young river-terrace deposits in Fort Pearce Wash, and along the Virgin River above St. George are the primary sources of sand and gravel for the area. Alluvial fans on the east side of the Beaver Dam Mountains, and on the west side of the Hurricane Cliffs are also sources of aggregate. Stream-channel deposits associated with "inverted valleys" north of the towns of St. George and Hurricane, Utah, and older pediment gravels on the west flank of the Beaver Dam Mountains may be future sources of high-quality aggregate. Accelerated urban development during the 1980s and early 1990s has caused St. George and other communities in Washington County to encroach upon sand and gravel pits originally located in rural, undeveloped areas. Urban residents often view nearby sand and gravel operations as undesirable neighbors and pressure elected officials to close the pits. Pit closures effectively eliminate the remaining reserve from the sand and gravel resource base of the area. More- over, resources may also be lost as new homes are built upon undeveloped sand and gravel deposits. The St. George area is particularly susceptible to loss of aggregate resources because high-quality natural aggregate for construction is already in short supply. Moreover, most of the land in the study area is administered by the U.S. Bureau of Land Management and subject to various land-use restrictions. Much of this public land cannot be developed for mineral materials, such as sand and gravel, because of federal regulations protecting rare plants and animals, archaeological sites, and important watershed areas. Of particular concern to resource development are areas designated as Areas of Critical Environmental Concern, Wilderness Areas, and Wilderness Study Areas. Protection for Endangered Species is a critical element in all planning efforts. Those species present in the St. George area or in areas near- by include: the desert tortoise, southwestern willow flycatcher, Virgin River chub, and dwarf bearclaw poppy. As the St. George area is depleted and/or deprived of sand and gravel resources through extraction and urbanization respectively, construction costs will rise unless conservation measures are instituted. To avoid the loss of aggregate resources, the UGS is pursuing a program of data gathering and field surveying of surficial deposits to determine tonnage and quality of the remaining sand and gravel resources. The resource information from this program will help land planners, developers, and government officials make informed decisions concerning urban development throughout the region.

Permissible exposure limits (PELs) have been established for gaseous pollutants, carbon monoxide (CO), carbon dioxide (CO2), nitric oxide (NO), nitrogen dioxide (NO2), and some gas-phase hydrocarbons emitted in diesel exhaust. There is, as yet, no PEL recommended for diesel exhaust aerosol (DEA), nor is there a standard method for sampling this aerosol. The University of Minnesota and the U.S. Bureau of Mines have collaborated to develop a personal diesel exhaust aerosol sampler (PDEAS) which utilizes size-selective inertial impaction and gravimetric analysis. During the field tests of this sampler, numerous air quality measurements were made in underground coal mines that use diesel equipment. The mine mean DEA concentrations for the five mines surveyed, determined with the PDEAS in the haulageway, was 0.89 mg/m3 with a standard deviation of 0.44 mg/m3. DEA contributed 52 % of the respirable aerosol at this location. In three of the mines filter samples were collected for DEAassociated polynuclear aromatic hydrocarbons (PAHs) and biological activity determinations. Two of the mines were also monitored for the major gaseous constituents found in diesel exhaust. In general, the PAH and biological activity levels were similar for all three mines, and indicate that up to 25 % of the haulageway concentrations may be contributed by outby diesel vehicles. Measured concentrations of CO, C02, NO, NO2, and SO2, were well below regulated levels. INTRODUCTION Diesel exhaust contains pollutant gases, such as carbon monoxide, carbon dioxide, nitric oxide, nitrogen dioxide, and gas-phase hydrocarbons, as well as DEA. Much of the health-related concern focuses on DEA and associated organic compounds (Watts, 1992a). A wide variety of these PAHs have been identified and some are known carcinogens and/or mutagens. The U.S. Mine Safety and Health Administration (MSHA) has proposed new PELs for these and other contaminants (MSHA, 1989). MSHA has also published an advance notice of proposed rulemaking to establish a separate PEL for diesel particulate (MSHA, 1992). The U.S. Bureau of Mines has collaborated with the University of Minnesota to develop and field test a PDEAS. The PDEAS is a three stage sampler based on the MSA&apos; personal respirable dust sampler. It utilizes a respirable cyclone preclassifier followed by a 0.8 µm cut point impactor and afterfilter operating at a flow rate of 2 L/min. Respirable aerosol greater than 0.8, µm in size is collected by the impactor while DEA, less than 0.8 µm in size, is collected by the afterfilter. Hence, gravimetric analysis of the afterfilter permits measurement of DEA concentrations. This development and laboratory evaluation of the PDEAS were described previously by Cantrell (1990) and Rubow (1990). During field tests of the sampler, numerous air quality measurements were made in continuous miner sections of five underground coal mines that use diesel haulage equipment. These air quality measurements included levels of selected PAH and biological activity associated with DEA collected in the intake and haulageway areas of three of the five underground mines, and CO, CO2, NO, and NO2 in two of the mines. The objectives of this paper are to present the DEA and associated pollutant concentrations measured in these mines and to assess the impact of diesel face-haulage equipment on underground mine air quality. MINE DESCRIPTIONS The mines used for the PDEAS evaluation were designated J, K, L, N, and 0. Mines K, N, and 0 are located in the Western United States, while mines J and L are located in the East. Each mine produces high volatile, bituminous coal with shift production levels varying from 500 to 2000 tons/section. Seam heights varied from 1.5 to 3.0 m. Mines K and N use continuous mining to develop longwall panels. The others are strictly room-and-pillar operations using continuous miners. The number and types of diesel-powered vehicles used at these mines were described by Watts (1992b). Mines J, K, N, and 0 use diesel power to assist in a wide range of activities in addition to coal haulage. These included road maintenance, personnel and materials transport, lubrication, and welding. Mine L used only three diesel-powered shuttle cars to haul coal. SAMPLING AND ANALYSIS METHODS Aerosol Measurements Aerosol samples were collected in the mine portal area, the clean air intake to the continuous miner section, the haulageway one crosscut inby from the feeder breaker and belt, in the return airway, and on selected personnel. The haulageway sampling site was located near the point where the diesel-powered shuttle cars turn around to dump their loads. Additional respirable and DEA samples were collected and have been reported by Haney (1990).

Inco Limited operates 11 underground mines in the Sudbury District. The mines are located on the rim of the Sudbury Basin, an oval with the axis in the range of 27 and 60 km. The ore dips to at least 3000 m below surface. The ores are mined primarily for nickel and copper. Total ore production from underground is in excess of 55,000 tons per day. Over 40 surface fans have been installed since the late 1960&apos;s. All of the fans are adjustable pitch, axial flow units. A major factor influencing ventilation design in the last 30 years has been the introduction of diesel equipment underground. Volumes per fan have ranged from 60 to 330 (cubic metres per second), with motors from 100 to 2500 hp. Fans of the axial flow type have been in common use for main fan installations at Canadian mines for many years. The standard arrangement has been to mount these fans horizontally, i.e. with the fan shaft and the long axis of the housing horizontal. This is a natural arrangement for an underground fan, but for a surface installation, a vertically mounted fan has definite advantages. The surface area taken up by a typical vertical fan installation is generally about one quarter of that with a horizontal fan of the same capacity. (1) This is not a problem with isolated fans and flat surface outcrop sites, but where the installation is to be near existing buildings, or where there are poor surface soil conditions, space and cost considerations greatly favour vertical fans. MAIN FANS INSTALLED There are 43 main surface fans in operation at 11 mines. Twenty-seven of these fans are supply units, and 75% of them are vertical installation. The remaining 16 units are main surface exhaust fans, with predominantly horizontal installation. Within the last five years, some 20 main booster fans have been installed underground at several mines. Axial flow fans, with adjustable pitch blades, are used for both surface and underground installations. Exhaust fans are equipped with stainless steel or cast aluminum blades. Main underground fans are arranged horizontally and the majority of them have a floating shaft between the fan shaft and the motor. (2) The size of the fans in service varies from 1.8 m to 5 m in diameter, with the majority ranging from 1.8 to 2.5 m. The pressure produced by these fans varies from 0.25 kPa to 2.0 kPa. At Inco Limited, two main fans in parallel are preferred, rather than a single fan, so that if one fan fails, the remaining fan can still supply up to 70% of normal air quantities, while the damaged fan is repaired. This requires closure doors on each of the fans so the fan can be isolated in case of failure. It is more expensive than a single fan, but results in less production interruptions. The fan installations are well away from sharp inlet and outlet bends. FAN DESIGN INTEGRITY Both the mine operator and the fan manufacturer must understand that the main fan is critical to the mine operation, and that everything technically possible must be done in design and manufacture to ensure the highest degree of reliability. Some of the design parameters and criteria, based on Inco experience, are outlined and discussed below. RESONANT FREQUENCIES AND HOUSING MODEL ANALYSIS Any fan assembly will have many different resonant frequencies. It is a challenge to the designer to arrive at a design in which forcing frequencies do not coincide with any of these resonant frequencies to produce unacceptable vibration levels in operation. Finite element analysis is a useful tool that can be used to identify the most critical of these, so that housing and blade stiffness can be adjusted to change any resonances that might be close to forcing frequencies. Shaft critical speeds should be at least 25% above the fan operating speed, and there should be sufficient separation between other resonant and forcing frequencies to avoid excitation that might result in high vibration levels. QUALITY ASSURANCE Radiographic Blade Examination Mine fan blades are normally cast in small lots. To ensure that the castings are sound, a full radiographic examination is recommended in the highly stressed lower 1/3 of the blade.

All uranium mills are required to perform sampling and analysis for radioactive particulates in their gaseous effluent streams and in the environment. Pacific Northwest Laboratory was requested by the U.S. Nuclear Regulatory Commission (NRC) to provide technical assistance to them for their Uranium Mill Health Physics Appraisal Program. In conducting appraisals, air sampling methods used at NRC-licensed mills were reviewed and several deficiencies noted. This paper includes only environmental and effluent particulate sampling although much of the information is applicable to both in-plant and environmental samples. First, the components of a proper sampling program are discussed: program objectives, program design, sampler design, analyses, quality assurance, and data handling. Then the specific deficiencies, or the "pitfalls" from the first 8 mill appraisals are discussed. The first consideration in establishing an air sampling program is defining the objectives of the program. What is air sampling suppose to accomplish? Many of the deficiencies we have observed have resulted because the desired objectives were not clearly established in the minds of the radiation safety staff. PROGRAM OBJECTIVES An environmental air sampling program ought to fulfill the following seven objectives. The first is to: 1) [demonstrate regulatory compliance]. Although a goal of most programs, regulatory compliance, is not well understood. One has not only to comply with the conditions of the source materials licensee, but one must also demonstrate compliance with 10CFR20 and 40CFR190. For example, 10CFR20.106 states: "A licensee shall not possess, use, or transfer licensed material so as to release to an unrestricted area radioactive material in concentrations which exceed the limits specified in Appendix B, Table II of this part .... For purposes of this section, concentrations may be averaged over a period not greater than one year." Even if a mill&apos;s license does not require sampling at the site boundary of maximum concentration, a sample may be necessary to demonstrate compliance with 10CFR20. Most mill personnel are painfully familiar with 40CFRl90.10, which states: "Operations.... shall be conducted in such a manner as to provide reasonable assurance that: (a) The annual dose equivalent does not exceed 25 millirems to the whole body.... of any member of the public as the result of exposures to planned discharges of radioactive materials, radon and its daughters excepted... from uranium fuel cycle operations..." This means a licensee&apos;s sampling program must give "reasonable assurance" that the member of the general public receiving in the most exposure gets no more than 25 millirems per year. The sampling program necessary to provide that assurance may or may not be a license requirement. However, merely meeting the license requirements and the explicit regulatory requirements does not necessariarly ensure an adequate effluent and environmental air sampling program. The second objective of the environmental air sampling program, is to 2) [identify the source(s) of contaminants]. This will include not only the routine program, but special sampling for verification of sources and nonsources. Only after sampling can a mill operator be assured that roof vents, laboratory hoods, and other localized ventilation systems are not making a significant contribution to environmental releases. An environmental sampling program should also allow the mill operator to fulfill the third objective, to 3) [estimate exposures]. Even before 40CFR190, a sampling program should have provided the mill operator with the information necessary to determine the dose to the "fence post" person, or at least to determine if doses were well below the 10CFR20 limits previously allowed. The program should 4) [detect and measure unplanned releases]. If there is a fire, a scrubber failure, or if a drum of yellowcake breaks open, measured releases will almost always be lower than conservative estimates. Whether or not a system to provide sampling during accidents is needed is almost always a cost-benefit decision. In general, uranium operations do not sample just in case an accident may occur. Yet they may decide on continuous air sampling in lieu of intermittant sampling partially because of the potential for accidents. Another objective of air sampling is 5) [to provide information on the effectiveness of control systems]. This is always a concern with new or modified equipment and may dictate sampling frequency in other situations as well. For instance, if a small leak in a bag filter cannot be detected by other means, then more frequent stack sampling may be indicated. A routine effluent and environmental monitoring program should also fulfill the sixth objective,

Introduction Since the Hardy Cross numerical algorithm was applied to the solution of mine ventilation networks, numerous developments have taken place in ventilation network analysis procedures. The Newton-Raphson method, the linear theory method and the second-order approximation method are three of the additional approaches that have been applied. The efficiency of a ventilation network analysis procedure depends not only on the method of solving the system of equations derived from ventilation networks but also on the method of deriving the equations through selection of the meshes. This paper investigates the impacts of three mesh selection methods on the efficiencies of four ventilation network procedures. The minimum-resistance spanning tree method is the most popular procedure for selecting meshes. The shortest-path method was suggested by Epp and Fowler (1970) for improvement of the Newton-Raphson method. The minimum-resistance-path method is suggested here as the third method of selecting meshes. The effects of these three methods on the Hardy Cross method, the Newton-Raphson method, the linear theory method and the second-order approximation method are analyzed in this paper. These network analysis methods have been summarized in the paper by Kim and Mutmansky (1991). Mesh selection methods A procedure for mine ventilation network solution based on mesh equations typically consists of two steps: • the mesh selection step and • the network solution step. The mesh selection step establishes a set of independent equations to solve the network. The resulting equations are nonlinear. One method of solving nonlinear equations is to linearize the equations and iteratively solve these linear equations. The four analysis methods previously discussed in this paper use this approach. The linear equations required for solution can be written in matrix form as: P•dQ = dF (1) where P is the pseudo-resistance matrix, Q is the quantity matrix, and F is the Jacobian matrix (Kim and Mutmansky, 1991). The efficiency of the solution method depends on the characteristics of the P matrix, which in turn depend on the method of selecting meshes. To understand the impacts of the mesh selection methods on the efficiency of the ventilation network analysis procedures, the characteristics of the P matrix must be understood first. The diagonal elements of the P matrix, m in number, are the sums of the pseudo-resistances of the branches contained in the m meshes necessary for solution. The off-diagonal elements are the sums of the pseudo-resistances of the branches shared by two meshes. For example, P12 (first row, second column element of the P matrix) is the sum of the pseudo-resistances of the branches common to mesh 1 and mesh 2. When solving the system of equations expressed in Eq. (1), three of the iterative procedures (the Newton-Raphson, the linear theory and the second-order approximation methods) use the direct factorization method (Burden and Faires, 1985) on the P matrix. When the direct factorization method is used, the computational efficiency is enhanced by larger diagonal elements and a sparser P matrix. Generally, the sparsity of the P matrix is more important than the size of the diagonal elements. There is no known mathematical method of predicting the efficiency of these procedures, but heuristic methods can be used to study the efficiency. The Hardy Cross algorithm applies the Gauss-Seidel method of splitting the P matrix and applies the Newton-Raphson procedure. The efficiency of the Hardy Cross method depends on the spectral radius of the matrix[[D-L]-1U], where D is the diagonal, L is the lower triangle and U is the upper triangle of the P matrix for the Newton-Raphson method (Ortega, 1972). The smaller the value of the spectral radius, the faster the convergence. As with the other three methods, larger diagonal elements and a sparser matrix aid in faster convergence. With the Hardy Cross method, however, the size of the diagonal elements is more important than the sparsity of the matrix. Remembering that each of the diagonal elements of the P matrix is the sum of the pseudo-resistances of the branches in a mesh and that each off-diagonal element is the sum of the pseudo-resistances of the branches shared by two different meshes, the following strategies can be used: • Avoid having branches with larger resistance values shared by multiple meshes. This increases the size of the diagonal elements and reduces the chance of off-diagonal elements being large.

Automatic control of fine coal cleaning circuits has traditionally been limited by a lack of sensors. Although several nuclear-based analyzers are available, none have seen widespread acceptance. In this investigation, image analysis is used for on-line determination of ash content in fine coal slurries. The ash content of a flotation tailings stream is correlated to the mean gray level of the slurry. Based on a 90% prediction interval, an analysis of sensor performance indicates an accuracy of 73 ± 4% ash over a range from 65-90% ash. While this result is comparable to existing nuclear-based analyzers, the video-based system is only a fraction of the cost. The sensor is currently installed at the Middle Fork preparation plant owned by Pittston Coal Company.
