Based on the mechanical essence that large-scale plastic failure zone appears in all or part of surrounding rock in soft rock roadway, the numerical simulation method is used to study the rectangular roadway in layered rock strata. It is clarified necessary conditions must be met for soft rock: firstly, the strength condition is that the maximum confining pressure is greater than the uniaxial compressive strength of rock strata. Secondly, the stress environment condition is that the ratio of maximum confining pressure to minimum confining pressure is greater than 3. Thirdly, the angle condition is that The direction of principal stress action enables the plastic zone of weak rock layers to fully develop. At the same time, the quantitative description method of soft rock is given, and the soft rock roadway is redefined. Soft rock roadway refers to the roadway that meets the strength conditions, stress environment conditions, and rock structure angle conditions under certain surrounding rock conditions and in-situ stress environment conditions. After the excavation of the roadway, a large-scale plastic failure can be formed, that is, a butterfly-shaped plastic zone is formed, and the conventional support cannot be adapted. It is difficult to support in engineering. It provides a theoretical basis and engineering analysis method for the identification of soft rock roadway, and the research results have engineering value Soft rock tunnel engineering in coal mines constitutes a vital aspect of soft rock engineering. This field broadly encompasses rock engi- neering concerning large plastic deformations, e.g., soft rock slope engineering and soft rock tunnel engineering. The intricate geological conditions encountered in soft rock tunnel engineering present a significant challenge to support, which has harmed coal production in China. China leads global raw coal production with the annual output of 4.6 billion tons. Annual tunnel excavation supporting this production spans approximately 11,000 km, with over 10% of these tunnels classified as soft rock formations. Soft rock is commonly associated with soft rock tunnels due to their prevalence in engineering projects. However, reaching a consensus on the definition of soft rock has long been an enduring challenge for scholars and engineers. Numerous definitions have been proposed, includ- ing descriptive, index, and engineering definitions. For instance, the International Society for Rock Mechanics defines soft rock based on its uniaxial compressive strength σ ranging from 0.5 to 25 MPa. China's Engineering Rock Body Standards, established in 1994 (GB 50218-94), take a qualitative and quantitative approach to classifying rocks. Rocks are categorized as hard or soft based on criteria such as hammering sound, fragmentation, water immersion effects, and weath- ering degree. Additionally, the integrity of rock bodies is assessed across five categories intact, relatively intact, soft fractured, fractured, and extremely fractured. This classification considers factors like the number and spacing of structural planes, their combination, and the types of structures. Descriptive and index-based definitions fall under the category of geological soft rocks, providing a comprehensive geological perspective on the surface features or strength characteristics. However, these definitions have limitations in engineering practice, which leads to contradic- tions. For instance, rocks with uniaxial compressive strength less than 25 MPa may not exhibit soft rock characteristics if the tunnel is shal- low with low horizontal stress levels. Conversely, rocks with compressive strength exceeding 25 MPa at sufficient depth and high horizontal stress may exhibit soft rock characteristics. Definitions originating from engineering practice have emerged after realizing the inadequacy of discussing soft rocks without considering engineering. For instance, Dong's loose circle theory defines soft rocks as rocks with a loose circle thickness exceeding 1.5 m, which chal- lenges conventional supports. This intuitive definition, widely accepted by engineering professionals, emphasizes the difficulty in supporting tunnels due to extensive damage. However, various tunnel damage poses a challenge in relying solely on the loose circle thickness of tunnels for determining soft rocks. He introduced the concept of engineering soft rocks, which are defined as rock formations exhibiting significant plastic deformations under applied engineering force. Two fundamental mechanical properties of soft rocks are identified the critical softening load and critical soft- ening depth. Traditional linear approaches oversimplify the complexities of ore blending. Adopting nonlinear blending models in mining and mineral processing is critical to enhancing prediction accuracy and allowing optimization regarding nonadditive variables, such as metallurgical recovery. This study implements a simulated annealing algorithm in short-term mine planning that seeks to optimize the metal recovery by considering how to blend the ore in the mine better. Two nonlinear metallurgical recovery models are used as inputs to the algorithm to represent synergistic and antagonistic blending. The results of the case study demonstrate that the optimized schedule exhibits improvements in both blending behaviors when contrasted with conventional linear-based scheduling plans.

Today, man is able to probe space because of technological advancements including the ability to control certain combustion reactions very precisely. The recent adjustment of the attitude of Skylab by radio command from earth is an excellent example of such control. It is strange, and indeed unfortunate, that very little is known about the mechanism of combustion of pulverized coal, the primary fuel for rotary kilns. The selection of a coal for direct pulverized firing of a rotary lime kiln may be determined by trial and error, persistence of sales personnel, proximate analyses, grindability, or apparent BTU cost. Occasionally, the only question asked is, "How much lime will it make?" To study the behavior of a particle of coal in the combustion stream of a rotary kiln is most difficult. We must, therefore, discuss the general mechanism of combustion of pulverized coal, and relate this mechanism to the selection of a proper coal for a rotary kiln. The classic three T's -time, temperature, turbulence -must be enlarged upon for a better understanding of the problem. Pulverized coal occupies only 0.01 per cent of the volume of air required for its combustion. This mixture behaves like a gas and the general laws governing the movement of solid particles in gasses are in effect. The differential velocity between air and coal particles depends on forced and natural convection, diffusion, and the length of time each particle is in the combustion space. As a particle of coal absorbs heat from its surroundings, it begins to give off volatiles". These gasses ignite as their kindling temperature is reached, and burn readily because of the excess oxygen immediately available. Combustion proceeds at this stage by the outward diffusion of gas from the coal particle into the surrounding oxygen-rich envelope. We could say combustion at this stage represents a small coal particle surrounded by an envelope of volatiles burning at their point of contact with sufficient oxygen. This release or expulsion of gasses from the coal may result in exfoliation or disintegration of the coal particle. If this occurs, and it is desirable that it should, it will accelerate the final stages of combustion. The escape of volatile material from the particle of coal and its subsequent combustion will cause increased turbulence around that individual particle. Ignition is maintained by radiation from gasses and solids in the combustion system, and most importantly, re-radiation from the kiln refractories and the process load.

Irrigation simulates a climate change so that crops can be grown that otherwise would not thrive. The abundant sunshine and warm weather of many arid regions induces a rate of growth in excess of that in cooler, moister regions. Hence, the arid part of eastern Washington, traversed by the Columbia River, is admirably suited to irrigation. The Pasco Basin lies in south-central Washington at the south end of the Columbia Basin Irrigation Project of the U.S. Bureau of Reclamation. The Basin, because it lies in the rain shadow of the Cascade Mountains, receives only 6 to 10 inches of precipitation a year with somewhat greater amounts, commonly as snow, on the higher hills. Recent extremes included 3 inches of precipitation from August 1967 to August 1968, and 12 inches in the succeeding "12 months. Most of the precipitation falls during winter. If it were to fall in summer or were evenly distributed throughout the year, evaporation rates probably would produce a true desert.

"For the first time, the influence of stearyl trimethyl ammonium chloride (STAC) as a collector, on the flotation behavior of lepidolite (Uljin, South Korea) was systematically examined in Denver Sub-A cells. Flotation tests were carried out by varying amount of STAC (50–200 g/ton), feed size (-65, -100, -150, and -200 mesh), and solution pH. The impeller speed of 1000 rpm, flotation time of 10 min and AF-65 (a frother) of 250 mL/ton were invariably applied. In order to complement flotation experiments, zeta potential measurements and XRD analysis were conducted. XRD results showed that the ores were mainly composed of lepidolite, muscovite, quartz, calcite and albite. In addition, zeta potential results showed that isoelectric points were about 2.5, 2.3, and 9.7 for quartz, albite, and calcite, respectively, and lepidolite was determined to be less than 2. Overall, the results of 3-stage flotation showed that Li2O grade and recovery tended to increase with increasing STAC dosage and decreasing feed size. In addition, Li2O grade increased with decreasing pH. The results were explained by the extent of the interaction between STAC and each mineral.INTRODUCTION A great number of potential applications of lithium are being developed currently by the thermonuclear fusion power generation industry(1,2) as well as by the battery and fuel cell industry(3). Even though lithium is mainly consumed in the form of lithium metal and some lithium compounds, about 10% of total lithium production is consumed directly as mineral concentrates by the ceramic industry for the manufacture of special ceramics and mica based glass-ceramics(4). Granitic pegmatites normally contain feldspars, quartz, and mica in addition to lithium-bearing minerals such as spodumene (LiAl(SiO3)2), petalite (LiAlSi4O10), and lepidolite (KLi2Al(Al,Si)3O10(F,OH)2). The amount and grade of metallic minerals tend to gradually decrease and become lower, leading to the increase in the price of base metal or metallic compound(5). Accordingly, recent studies have been extensively devoted to developing the technique to improve the grade of metallic minerals from low grade metallic ores(6,7). Nevertheless, studies regarding the improvement of Li grade from lepidolite ores are very scarce. Lepidolite is a phyllosilicate mineral of the mica group and is often associated with other minerals such as calcite, muscovite, feldspar, and quartz, which need to be separated for lepidolite enrichment(8). Many studies have reported the flotation techniques for separating calcite, muscovite, feldspar, and/or quartz from various targeting minerals(9-11); however, there has been no attempt to investigate physico-chemical properties of lepidolite and its separation from such types of gangue minerals through flotation. Hence, in this study, for the first time, flotation has been carried out for the quaternary ammonium salts (stearyl trimethyl ammonium chloride (STAC, (CH3)3CH3(CH2)16NCl))-lepidolite system based on only the electrokinetic property of minerals that consist of lepidolite ores without adding any depressant to get an initial insight on its flotation behavior. The experimental variables that influence the lepidolite flotation such as amount of collectors, feed size and solution pH have been also examined."

"Prevalence of lung disease in younger miners surprised industry regulators, congressional members, researchers and black lung clinic staff members. Mitigation researcher focused on low-coal mining in the Appalachian regions until Miners Colfax Medical Center (MCMC) Black Lung Clinic examinations discovered 25 of 72 Wyoming coal miners with lung disease. To reverse recent upward trend in lung disease, research programatic have been directed at reducing exposure to respirable “float” dust. This paper suggests broadening the scope of research to include boundary detection in efforts to improve outcomes. Beginning with a better understanding of biochemistry of anaerobic bacteria methylation processes precipitating sulfur and heavy metals into thin seam boundary layers. Expanding research and development objective to focused on minimization of bit-pick crushing cone volume and preventing mining thin boundary coal layers and out-of-seam dilution. Black lung clinical evaluations of miner will confirm outcomes directed towards reduced occupational disease and smoke stack emissions. INTRODUCTION Miner exposer to bit-tip crushing cone volume, fragmentation and auger movement generated respirable “float” dust and boiler emissions are related science-technology –engineering-mathematics (STEM) problems. Formidable but not intractable problems are driven by oxidation of upper flood plain elements in the periodic table and biochemical metabolic presses occurring in coal basin. Because of burial compaction, quartz and trace heavy metals (Fe2+, Mg2+) are concentrated in thin seam boundary layers. By not cutting through thin boundary coal layer and out-of-seam into hard quartz containing rock layers, miner lung disease and smoke stack emissions are minimized. Cutting bit-pick elastic wave hydrodynamic principle force vectors in the coal layer must be aligned to minimize respirable dust generation, constrained by fragmentation size. Dust abatement by water spray and machine design are effective; but for, failure to address cutting cone dust volume generation and its distribution along run-of-mine (ROM) transportation systems the boiler. Real-time precision thickness measurements by integrated cutting drum (icDrum) sensor, machine man-interdiction from a dust free control room, is a cost effective way to prevents respirable dust exposure. The recommended STEM research and demonstration initiative addresses issues raised by discoveries of increased rate of lung disease discovered in young miners and concerns over emissions from coal-fired electric generation stations (Global Warming). In-mine demonstrations must be validated by on-site MCMC mobile Black Lung Clinic data acquisition and analysis."

With renewed interest in coal slurry pipelines in China, Indonesia, Australia and Canada for electric generation, it appears worthwhile to update the relative economics of transporting coal by slurry pipeline. Three slurry pipeline technologies are evaluated for the commercial transportation of 3.0, 6.0, and 9.0 million tonnes per year (MMT A) example cases, over distances of 250 km, 500 km and 1000 km.

"Foreword by Lisa SchlinkSuperintendent, operations, Freeport-McMoRan Inc.,Green Valley, AZ, USAThe sixth annual Student Poster Contest hosted by the Mineral & Metallurgical Processing Division of the Society for Mining, Metallurgy & Exploration was held during the 2015 SME Annual Conference and Expo in Denver, CO. The contest had another record-breaking attendance of 31 entries: 27 graduate and four undergraduate. The universities represented were: Colorado School of Mines, South Dakota School of Mines and Technology, University of Kentucky, University of Utah, Southern Illinois University Carbondale, University of Wyoming and West Virginia University.The competition began with an extended abstract review by a panel of judges selected from MPD members. At the SME Annual Conference, all students displayed their posters, highlighting their research. The students with the top abstracts from the graduate and undergraduate divisions presented their research at the MPD Student Poster Session Wednesday morning. The panel of judges then provided tallied scores for the abstract, poster and presentation to determine the winners of the 2015 Student Poster Contest. The first- and second-place winners of both the graduate and undergraduate divisions received $1,000 and $500 scholarships, respectively. The third through seventh places received $200 each, and all other entrants received $100 each and were invited to join the MPD Luncheon.In the undergraduate division, Annette Hein of the University of Wyoming received first place for her research on “Solvent Extraction of Europium from a Nitric Acid Solution.” Second place went to Jennifer Galvin of South Dakota School of Mines and Technology for her research titled “Solvent Extraction of Neodymium Using PC88A.”In the graduate division, Caelen Anderson of the Colorado School of Mines received first place for his research titled “Fundamentals of Rare-earth Flotation Surface Chemistry: Hydroxamate Adsorption on Bastnasite”. This is Caelen’s fourth year placing in the top finisher. Second place in the graduate division went to Seyed Hassan Amini of West Virginia University for his research on “Ultra Clean Coal Production for the Solar-cell Industry.”The 2015 Student Poster Contest was chaired by Lisa Schlink (Freeport- McMoRan Inc.) and Emily Sarver (Virginia Polytechnic Institute and State University). Under sponsorship of the USBM and later of the DOE, a new type of rotary rock drill has been developed by The Bendix Corporation. Originally developed for the production of holes for the installation of longer than seam height roof bolts, the flexible drill is a useful tool for many drilling applications. This drill allows hands-off or remote production of holes for increased drilling speed and greater operator safety in any strata suitable for rotary drilling. The paper discusses various applications and experience for the flexible drill system in coal mining, metal/nonmetal mining, and for general civil engineering uses. Manual, remote control, and automatic roof bolter modules are also discussed.

Lithium raw materials usable with present technology consist of pegmatite ore and surficial evaporite brine. Those advantageously located now supply world markets. Materials of similar grades and magnitude, but less favorably located, will come into production as present sources are depleted and markets expand. Some of these potential supplies have been explored, and are reserves in the sense of known availability and quality. Reserves herein are of two classes, those proved by close drilling and assaying, and those of only probable status because their scale and grade are unsystematically indicated. Possible resources include similar materials whose bulk can only be inferred on indirect evidence. All figures apply to total materials in the ground. No allowance is made for losses in mining, evaporation, beneficiation, or chemical processing.

Jim Walter Resources, Inc. operates four underground coal mines in Alabama. In 1986, during longwall recovery operations, sparks from a torch ignited methane that migrated onto the face after a roof fall. The fire quickly spread to the gob at the tailgate end of the longwall. The fire was successfully "area" sealed and mining operations resumed after five weeks. However, several problems were encountered during this process. This paper describes the events following the fire, methods used to control the situation, problems encountered, and steps taken to ensure preparedness for any future occurrences of this type.

Duval's (now Battle Mountain Gold Co.) copper and gold deposits in the Battle Mountain District in Nevada are in two subdistricts - Copper Basin and Copper Canyon - about 18 km (11miles) apart. Location of the two subdistricts is shown in Fig. 1. The two centers of mineralization have distinctive geologic and ore characteristics that required different innovative approaches to exploration and development. Nearly all of the copper from Copper Basin has been recovered by heap leaching. Because of relatively high gold and silver values in the Copper Canyon ores, a significant part of the sulfide copper ores has been recovered by a conventional flotation mill at Copper Canyon. Recently, this mill has been converted to the recovery of gold that is mined from zones peripheral to the copper deposits. Prior to Duval's entry, small amounts of copper, gold, silver, lead, zinc, and antimony had been mined in the district over a nearly 100 year period, beginning in 1866. The bulk of the $13 million total production to 1962 was derived from copper and gold lode ores and gold placers. Duval's interest in Battle Mountain-arose directly from a submittal by Asarco, which controlled key claims in both the Copper Basin and Copper Canyon subdistricts. Asarco acquired its holdings in the district in 1959 and undertook limited exploration until mid-1961. At that time, the company decided to dispose of its interests. Duval was invited to evaluate Asarco's properties and accepted. On Dec. 6 and 7, 1961, J.E. Frost, R.C. James, R.W. Sayers, and H.A. Schmitt, representing Duval, and K. Richard and E.W. New- man, representing Asarco, visited Copper Basin and Copper Canyon. Frost concluded that the properties were of considerable interest and prepared, by Jan. 12, 1962, a voluminous report recommending that Duval acquire and explore Asarco's properties. Furthermore, he recommended a large initial exploration program that included not only geologic mapping, geochemistry, and geophysics, but also the extensive drilling that was to involve, as the first phase of exploration, 49 drill holes in Copper Basin and 21 drill holes in Copper Canyon. Following property agreements between Duval and Asarco, and Duval and several other claim owners, geologic mapping, geochemical surveys, and drilling began in August 1962. Exploration drilling was completed in July 1964 and engineering studies in April 1965. Development of the Battle Mountain properties was authorized in July 1965, and production commenced in the first quarter of 1967. Because of the unusually high oxide copper content of the ore bodies, particularly in Copper Basin, a much larger than typical proportion of the copper in the deposits has been recovered by heap leaching. The generalized geology and ore zones of the Copper Basin are as shown in Fig. 2 and of Copper Canyon in Fig. 3.

Leach dumps in Butte are relatively new in comparison with older established dumps in other areas throughout the West. With the exception of one 10 million ton dump, all dumps have been formed on a prepared base. This is necessary because the entire leach dump area overlies an alluvial fill which varies in depth from 100 to 400 feet and through which solution would be lost. Preparation of the leach pad consists of first removing all vegetative material and compacting the exposed surface with rollers. This surface is covered with a 4" layer of minus 1" crushed rock which in turn is roller compacted. A 3" compacted layer of asphalt hot mix is then applied to the crushed rock surface. Final sealing is effected by a 1/4'? coating of catalytically applied hot asphalt. Dump leaching was inaugurated in 1964. First solution applied was wholly made up of mine water pumped to surface through a central pump shaft. Sulfuric acid was added on surface at a surge pond to control pH of the leach solution. Acid addition is necessary not only to benefit the leach dumps, but to prevent the formation of ocher scale within the pipe line distribution system. Mine water pH is on the order of 2.8. The combination of ferrous and ferric iron as well as magnesium and aluminum salts is such that ocher forms at a pH of 2.38. It is therefore mandatory to control pH at 2.0. Dump effluent pH is held at 2.3 or less.

The Support Technology Optimization Program (STOP) has been developed by the National Institute of Occupational Safety and Health (NIOSH) to provide a comprehensive tool for evaluating the performance of available secondary roof support systems and designs based on support strength, convergence, cost, installation time and material handling considerations. This program uses engineering models developed from full-scale testing of numerous supports under controlled loading conditions in the unique NIOSH Mine Roof Simulator load frame to determine the support load-displacement performance as a function of the various sup- port design parameters. Both standing supports, such as wood cribs installed within the entry, and intrinsic supports such as cable bolts, can be evaluated. Support systems can be designed and compared for use in a new mining section or to evaluate potential replacements for an existing design. The support design requirements are defined from 1) estimating the failure height in the immediate roof, 2) in-mine measure- ments of support and strata interaction or development of ground reaction curves from numerical modeling, 3) the performance of an existing support system, or 4) from any arbitrary load and convergence criteria. All settings can be saved to permit resuming an evaluation in progress at a later time. This paper presents the updated MS Windows version of this tool, which can be easily installed and run on a personal computer. This Windows implementation will feature a project and application scenario setup where multiple scenarios can be assigned to one project. Scenarios can then be compared on support parameters and cost. Cost parameters can be provided either as individual cost items or using a price grouping feature. Additional support performance curves and/or additional ground reaction curves will be distributed with program updates as new information is developed. Users can also provide their own support and/or ground reaction curves.

Fluid energy grinding, or jet pulverization, refers to the process of entraining solid particles in high velocity gaseous or vaporous streams and reducing their size by impact and attrition against other particles or some sort of target. Since all desired size reduction is not achieved in one pass through the zone where energy is applied, some form of classification is necessary to return oversize particles to the grinding zone for further size reduction. Applications Fluid energy mills have normally been used to produce products where the particle size is basically finer than 325 mesh. Products having particle size distributions with a maximum size of 4 or 5 µm, and with a high percentage finer than I µm, can be produced using fluid energy mills. More recently, some fluid energy grinding units have been applied economically to produce ground products with 1 or 2% coarser than 200 mesh. It is also possible to consider usage of a jet-pulverizing zone, without the usual integrated air classi¬fier, operated either in open circuit or in conjunction with a screen. Feed sizes to be delivered to the fluid energy mill depend on the material involved, the type of jet pulverizer used, the finished product size requirement, and the upstream process. In some units feed sizes up to l in. or larger can be accepted, but practical economics usually require the starting material to be -4 mesh or smaller and some pulverizers are typically fed at 20 mesh top size. It is not unusual to find feed materials at essentially -325 mesh when extremely fine products are needed, since capacities are improved with finer feeds. Conventionally the fluid energy grinding process has been used for relatively soft and nonabrasive materials. This includes very low¬melting-point and temperature-sensitive materials or coatings, since there is no measurable temperature rise during fluid energy milling. More recently, however, jet pulverizers are being used on highly abra¬sive materials such as silica, feldspar, glass, zircon, calcined alumina, coke, boron carbide, and similar materials. Since the primary energy application is by impact of particles against themselves, there is a low rate of wear resulting in a small amount of product contamination and in low maintenance costs. Usually the fluid energy pulverizer produces a more narrow particle size distribution than other mills provide, and this is useful where such a requirement exists. It is possible, within limits, to adjust classifi¬cation and other functions of the overall fluid energy system to vary the particle size distribution curve and thereby approach the broader distribution obtained from other grinding methods. By controlling the temperature, composition, and humidity of the fluid used, it is possible to incorporate other functions with the size-reduction process. These include drying or adding moisture, coating, mixing and blend¬ing, and even oxidation or reduction and other chemical reactions or their inhibition. The finished product is discharged in the fluid stream and is conveyed pneumatically to the desired point, where a suitable dust collector must be provided. Operation and Mechanical Features One of the earliest fluid energy mills is the Micronizer now manu¬factured by the Sturtevant Mill Co. Similar units are also manufac¬tured by Jet Pulverizer Co. and others. As shown in Fig. 81, the micronizer consists of a shallow circular grinding chamber with noz¬zles arranged at the outer periphery to discharge tangentially inward. Fluid (usually compressed air or superheated steam) is provided to the nozzles from a manifold at pressures normally in the range of 100-150 psig and at temperatures up to 800°F or higher, depending on the raw material, required results, and economic factors. The com¬pressible fluid expands to high velocity through the nozzles and gener¬ates a spiral flow pattern in the grinding chamber, and discharges

In an approach to the complicated study of bauxite from Les Baux de Provence it is necessary to consider the paleogeographical context of all the bauxites in southern France. These bauxites are of Karstic type, belonging to a metallogenic area extending from the Pyrenees Mountains to the Alpine Massif. Within this area each deposit does not always correspond to the same geological period. There are differing opinions regarding the origin of Karstic-type bauxite and a discussion of these various theories is beyond the scope of this paper. Bauxite of Les Baux, in Provence, was discovered in 1821 by the chemist, Berthier, near this picturesque village located in the region of Arles. It is Les Baux from which the name of bauxite originates. For a long time this bauxite was of no interest because of high silica 'and mediocre alumina content. Besides, the calcium carbonate content is somewhat high and is one of the main characteristics of Les Baux bauxite. The problem of exploration of the Les Baux deposit has been to prospect minable zones according to traditional norms where silica and carbonate are low.

At the risk of belaboring certain facts which have so often been stated in the past, please bear with me while I set the stage. What are the projected electrical power needs of the nation and of the Northwest during the next 15 to 20 years? No one who has researched the subject over its historical past has reached a substantially different result than the following simple conclusion: electrical power requirements are doubling every decade. There are some who question the necessity of a power company's need to install capacity every ten years equal to what it has done during its entire previous history; there are even those who would argue that such growth should be arbitrarily curtailed. We are not here today to decide who should have light, heat, jobs and comfort, for we know that a power company must, by law, meet its responsibilities of providing the energy the public expects when the switch is thrown. The Northwest area (the States of Oregon and Washington), for which I speak, has the same case history of electrical power need as does the nation as a whole, and the requirement boils down to roughly an average of a million kilowatts of new capacity each year over the next ten years and we can estimate an average two million kilowatts per year in the 1980's. This is simple arithmetic, but the problems of meeting this exhausting schedule are a real challenge. The subject to which I address this paper is the role that Western Coal will play in the 6 billion dollar investment in these power generation stations. That 6 billion dollar figure represents today's dollar value and you may wish to apply your own escalation - frankly, I haven't the courage.
