Good mine ventilation starts at the drawing board. A coal mine will either be adequately ventilated or not, depending upon how good a job was done in the planning. Poor planning will not only result in inadequate ventilation, but may also lead to low productivity. A mine foreman cannot achieve high productivity while trying to maintain 4.2 ma/s (9000 cfm) of air at his last open crosscut.

Old tailings from Zn, Au, Cu, and Ni mining operations were characterized. Their mineralogical variation in depth is compared with matching pore water and solids chemistry. A geochemical model was used to predict minerals precipitating from pore water solutions. These are compared with actual secondary minerals occurring. The degree to which the precipitation of secondary minerals controls the sulfate and iron concentration of the pore water was also investigated. The results obtained are related to the selection of the most appropriate modes of tailings deposition.

This study deals with carrier flotation of cerium dioxide, a surrogate of plutonium oxide, which is the major contaminant at the Nevada Test Site (NTS). The objective of this study was to determine the feasibility of using carrier flotation for remediation of the site. In this study, a - 200-mesh fraction of pure cerium dioxide was used. Oleic acid was used as the collector, while calcium carbonate was used as the carrier. Mechanical-cell tests were conducted to float the surrogate from a mixture containing uncontaminated NTS soil, both in the absence and presence of the carrier. It was found that the addition of the carrier drastically enhanced the flotation recovery of cerium dioxide. The flotation recovery of the surrogate increased from 34% to 65% by adding only 0.5% calcium carbonate (-150 mesh). The recovery further increased to 95% by adding 10% calcium carbonate. The flotation method utilizing a carrier of calcium carbonate seems to have a high potential for the remediation of the soil contaminated with radionuclides at the NTS.

The issues involved in mine closure are usually complex, and the risks are significant. Although environmental risks are paramount, other issues such as safety, community, legal, fiscal and technical factors need to he taken into account. This paper describes a simple empirical model based on the concept of the closure risk factor, which will enable decision-makers to analyze the mine closure risks at any site, regardless of the complexity of the issues and the scale, scope and location of the operation. The model enables all the issues to be captured and their individual and collective risk quantified. A number of case studies in Australia and the Pacific that illustrate the usefillness of the model are presented.

7.1-STABILITY OF SLOPES IN SOIL AND ROCK ROBERT H. MERRILL 7.1.1-DESIGN ANALYSIS APPROACHES The analyses of slopes in soil or rock can be made through application of soil- or rock-mechanics principles. In most cases, the material in the slope wall can easily be identified as either a soil or a rock. However, there will be instances where, because of unique characteristics, the soil may behave as a rock structure, or vice versa. By necessity, these unique cases must be identified through experience or critical observation by the engineer, because there are no definitive rules clearly establishing the differences. The most important step in a solution to a slope problem is to define it. Normally, once the problem is identified, a solution usually can be found or a reasonable estimate obtained. The design analysis of a slope wall implies an evaluation of the stresses or forces in the wall, and of the ability of the material in the wall to withstand them. Therefore, the factors influencing a design analysis can be divided into two categories: those which influence stresses, and those which influence the ability of the wall to withstand stress. For simplification, the latter is termed the strength of the soil or rock. Perhaps the basic difference between analyses for soils and those for rock is in the identification of the failure surface. Soils generally do not have an identifiable failure plane. However, some soil layers in a slope wall may have different strengths. A soil slope wall may consist of a thin layer of topsoil overlying a thick, uniform clay, or a topsoil over a gravel or other materials. Therefore, the soil generally does not have a potential plane of weakness that can be identified through observation. On the other hand, rocks normally contain planes of weakness in the form of fractures, faults, joints, bedding planes or other discontinuities weaker than the intact rock, which can be found through observation and/or tests upon rock samples. If the failure surface cannot be identified, the principles of soil mechanics should apply because, in soil mechanics, the failure surface usually is assumed. If it can be identified, then the principles of rock mechanics should apply. 7.1.2-ANALYSES OF STRESSES OR FORCES IN SLOPES All existing methods of soil-slope analysis are based upon interpetations of the Coulomb and Coulomb-Navier failure criteria, commonly termed the total-stress 2nd the effective-stress criteria (Sec. 6.1). Imaging is a fundamental requirement when characterizing minerals, ores and related products. Images are used for presentation, texture analysis, characterization, image analysis, identification, etc. The image mode that is utilized is dependent on the application, mineral properties and available instruments. Different instruments produce images that display different features. In order of increasing complexity they are: hand specimens, a non-polarizing microscope, polarizing optical microscope, scanning electron microscope (SEM), low vacuum SEM, microprobe, secondary ion mass spectrometer, staining, cathodoluminescence, tomography and others. Image analysis uses images produced with either an optical microscope or a SEM, but the SEM images are superior in this application. An intensive study was started in 1968 to determine the most economical process for winning nickel and cobalt from an extensive de- posit of complex, low grade nickel-cobalt ore (1.6% Ni, 0.10% CO) designated "the Greenvale ore." In 1974 the commercial plant at Yabulu, in Queensland, Australia, began processing the ore. In the interim, a great deal of laboratory and pilot-plant effort was applied to develop technical, process and commercial design data to demonstrate to potential financial backers and customers that a full-scale plant was feasible. The laboratory test work, pilot plant facilities and pro- gram are briefly reviewed in this paper.

A computer model, which quantitatively utilizes the relationship between the interactive and dynamic processes of methane drainage, mining, and ventilation, is presented. The model includes simulation of the coalbed methane reservoir for prediction of gas-emission rates under the influence of degasification wells and longwall mining, ventilation network-generation, and ventilation simulation. As mining progresses step-wise through the coalbed-methane reservoir, the ventilation network is created and subsequently simulated, iteratively determining fan requirements to safely reduce methane concentrations. The model can be used to quantitatively study the effectiveness of methane degasification on the ventilation system in a longwall panel.

As indicated in the introduction to this paper, it is a sequel to that which I gave to the last annual meeting in Atlanta in march. This paper goes further into aspects of crushing and screening, primarily from the standpoint of circuit control. There has been little published by equipment manufacturers on this subject and this is the first paper on crushing circuit control to be sponsored by Allis-Chalmers corporation. By proper control over the use of crushing energy, we will be able to produce finished products from feed materials uti¬lizing minimum capital for the lowest cost of production. The subject will be discussed as follows. Firstly, we will look briefly at what we are trying to accomplish; Secondly, what is presently available in the way of technology; Thirdly, we will look at a suggested new system of control which will best fit the parameters of the normal crushing and screening operation; As a conclusion, I will summarize the advantages of the new system.

A detailed laboratory study was carried out to investigate the effect of the particle size distribution on the grinding rate parameters, Si, for the dry ball milling of quartz and limestone. Contrary to the present belief, the Si values were found to vary strongly with the particle size distribution. In particular it was observed that: (i) the Si values increased with the fineness of the particulate charge - the increase being more pronounced in the case of the coarser sizes, (ii) the next finer size class had the maximum effect on the breakage of the particles of a given size class, while the coarser size classes had only a slight effect, (iii) the effect of two or more size classes was non-additive, and significant higher order inter-size interactions were indicated. The importance of these results in the context of the analysis, design and scale-up of the comminution systems is discussed.

With new lightweight designs, spirals have become standard equipment in coal preparation plants worldwide. To their credit, spirals typically show very low coal losses to the refuse stream under most operating conditions. However, spirals do tend to separate at cut points in excess of 1.80 S.G. Attempts to obtain lower cut points have typically resulted in coal losses to middlings. Middlings retreatment with secondary spirals is therefore becoming common place. Other forms of retreatment with water-only cyclones, hydrosizers, and recirculation have been attempted with some success. This paper reports on a novel (Patent Applied For) approach to retreating spiral middlings m a heavy-media-cyclone circuit.

The process of selecting a building site for a major structure is a complex procedure involving the consideration of a multitude of factors. The approximate geographic location for a structure is usually fixed by its intended function, though often there may be several site alternatives. Socio-economic, logistic, marketing and political factors are the primary site determinants. Also critical in site planning, however, are the environmental factors, both natural and man-made. These factors will influence the precise siting location within the limits allowed by the primary determinants and will dictate some of the basic design criteria. This paper discusses environmental factors, principally those which are natural conditions, that must be analyzed for five different groups of structures. The importance of thorough site environmental analysis based upon the principles of applied earth science is described. Significant elements to be considered in an appraisal of the geology, hydrology, seismology and meteorology are outlined.

Inco Limited operates nine underground mines on the rim of the Sudbury Basin. These operations are situated near the City of Sudbury, 589 km (365 miles) west of Montreal, and 363 km (225 miles) north of Toronto. The ores are mined primarily for nickel and copper, and the principal minerals are pentlandite, chalcopyrite, and pyrrhotite. Total ore production from underground is in excess of 51,000 tons per day. The total volume of fresh air supplied to the nine mines is six million cubic feet per minute. There are 50 main fans in operation at these mines, powered by electric motors totalling 11,200 kw (15,000 hp). The trend in metal mining during recent years towards mechanization and high-tonnage production methods has greatly increased ventilation requirements. The flow of air must quickly dilute and carry away diesel exhaust fumes, dust created by mining operations, and the fumes of the explosives used in blasting. Mechanical ventilation is required to obtain the necessary volume and control, as natural ventilation pressures alone are, for the most part, inadequate and unreliable. In the event of a mine fire or other needs, close control of ventilation is essential. There are two unique heating systems presently in operation at Inco: Creighton Natural Heat Ex- changer and Stobie Ice Stopes.

Excessive noise has long been a hazard in the coal-mining industry. Studies conducted during the mid-1970s and mid-1990s consistently show that hearing loss within the mining industry persists, in spite of regulatory requirements and sampling technology advances. When the U.S. Mine Safety and Health Administration's new health standards to protect miners from hearing loss took effect in September 2000, the potential developed to reevaluate sampling approaches with regard to noise-source hazards, such as task-based methods. This paper describes results from a Pennsylvania State University research project now being conducted at an underground coal mine. Each occupation was reviewed, and a list of tasks or processes performed by each was generated. Traditional personal noise dosimetry, static sound pressure levels and equipment sound mappings have been performed. Job tasks indicating the greatest levels of daily noise exposure and contributions to noise dose have been identified and will be discussed.

In a recent National survey, Seattle topped the list for having the worst daily traffic congestion. To address this problem, Sound Transit is planning to build 40km (24 miles) of light rail, including ten kilometers (six miles) of twin tunnels with four subway stations 40 m (130 ft.) to 65 m (210 ft.) deep. The overall schedule is very aggressive and Sound Transit is preparing four separate heavy civil construction contracts for simultaneous underground construction. Three of these contracts are being considered for design-build. Final design will start in March2000 and all underground construction must be completed by the end of 2005.

INTRODUCTION The maximum recovery of cleaned coal at the required quality is of major concern to plant operators. However, the quantity and quality of products of coal cleaning, predicted by theoretical calculation based on washability studies and determined in the operation of actual commercial cleaning plants, will be different for each coal. Therefore, during the last half century, coal preparation engineers have repeatedly sought methods for evaluating the technical and economical efficiency of separating coal in coal cleaning equipment and for predicting the quantity and quality of cleaned coal produced, as well as profit- ability for the entire plant. Many formulas have been proposed by investigators to evaluate the efficiency of various coal cleaning operations. Performance criteria in use today are capable of defining all of the important aspects of a given concentrating operation; however, each criterion has certain restrictions or limitations. It is important, therefore, to understand how such formulas can be used and the problems involved in their construction. Technical Measures of Equipment/Plant Performance Conventional measures for evaluating the performance of a preparation plant are generally the same as those used to evaluate equipment performance. Measures involving separation efficiencies are influenced by the following three broadly encompassing primary factors: (1) density composition of the feed coal, (2) design characteristics of the cleaning unit, and (3) relative density of the separation. Since separation efficiencies are dependent on factors involving the nature of the coal, they are termed dependent criteria and represent a very broad technical indicator of an individual process or plant performance. Performance measures known as independent criteria are influenced mainly by quantitative errors inherent in the design and operation of the processing equipment. Economic Measures of Plant Performance True assessment of coal cleaning methods require reference to economic measures such as profitability. During the years in which technical efficiency criteria for characterizing plant performance were being improved, coal preparation engineers were also seeking appropriate economic criteria to assess plant performance. Technical and economic effectiveness of plant performance are important parameters for coal preparation flowsheet design. Apart from a usable product and good 'mining conditions, the greatest asset for a profitable coal mining organization is an effective mine maintenance program. The first step in achieving this is to have good mechanics-or men who want to be mechanics and are interested in knowing more about the design and control of the machines in their charge. A good mechanic's knowledge and ability result from ambition, curiosity, and determination. Starting with these qualities, the aspiring mechanic can launch his career by learning all he can about mechanics, electricity, and hydraulics. Though the path is rough, the end result is rewarding. Mining machinery probably receives as much, if not more, abuse as any other heavy equipment in use today. Considering the conditions under which much of the repair work must be done, it is essential that the mine operator has the best men and tools to perform the work. Mining machines, from their inception, have utilized the electric motor; and down through the years of mechanization, this power source has undergone many changes to better adapt it to the job. The first motors used were direct-current (d-c) motors since d-c power was the most economical power source for mining at the time of early mechanization. These motors were large open-type machines which are seldom used in modern mining. Because of the mine environment, the d-c motor has been reduced in size to better suit the application in mining machines and is now manufactured with dust-tight or explosion-proof enclosures. The d-c motor is constructed with either (or both) series and shunt fields located on the stationary part of the motor (stator) and- an armature coil wound on the rotating part of the motor (rotor). Power is supplied to the armature by brushes which are held stationary and make sliding contact with the armature. The brushes requires regular and careful maintenance because worn or defective brushes will cause heat or arcing which can destroy the motor. D-c motors can be used as d-c generators when mechanical power is supplied to them by the rotating shaft. In the case of a locomotive, this principle is used in dynamic braking. The momentum of the locomotive drives the motor and generates d-c power. The power is regulated with resistors and provides opposition to the motion of the locomotive.
