The phenomenon of re-entrainment is seen in environments such as sand dune formation, soil erosion, fugitive dust emission and the spread of radionuclides from accidents involving nuclear weapons. A thorough review of existing literature reveals that work on re-entrainment of dust in mine atmospheres is scant. The present study was undertaken as a part of ongoing research at the Generic Mineral Technology Center on Respirable Dust at the Pennsylvania State University on the development of methods to predict ambient dust concentrations in mine atmospheres (Ramani, 1983). The contribution of re-entrainment to the spatial and temporal concentration of dust in mine airways is being studied. The research has included wind tunnel and in-mine studies. A set of seven experiments was performed under controlled conditions in the US Bureau of Mines' Lake Lynn Laboratory mine. Two types of source coal dust, anthracite and bituminous, were subjected to various airflow rates and were subjected to walking by two different individuals. Six sets of instruments were used along the test section for sampling airborne particles. The average air velocity just above the coal dust bed varied between 2.1 to 3.2 m/sec. Due to re-entrainment as a result of the airflow conditions, the average respirable dust concentration in the center of the mine airway increased to 0.09 mg/m3 (standard deviation = 0.03 mg/m3) from an initial value of 0.02 mg/m3. The concentration of all (total) airborne dust increased to 0.17 mg/m3 (standard deviation = 0. 10 mg/M3) from an initial value of 0. 02 mg/m3. The action of people walking, however, caused higher amounts of re-entrainment. The average concentration of respirable and total dust at the center of the mine airway increased to values of 0. 28 mg/m3 (standard deviation of 0.12 mg/m3) and 1.53 mg/m3 (standard deviation of 1.0 mg/m3), from initial values of 0.03 and 0.05 mg/m3, respectively. It was observed that the dust concentrations were much higher near the floor, immediately at the end of the coal-dust bed. Depending on the level of activity and the amount of dust deposited in the mine airways, re-entrainment may become an important source of airborne dust in areas away from the point of actual mining.

Researchers at the National Institute for Occupational Safety and Health have tested the finite element code, UT3PC, with LaModel to evaluate their results using know case studies. The purpose of the testing was to demonstrate the usefulness and limitations of these programs in evaluating mine layout design. Both of these software packages are simple to use and free for public download. Their use by mine engineers, along with other tools, such as empirical methods, can enhance the assessment of a mine layout design. LaModel can model mining layout on a mine scale or, at least, on a multiple-panel scale. However, this software has limitations in calibrating to conditions at many coal mines in the western United States. The UT3PC software models smaller parts of a mine and is used to evaluate the design of pillars, shafts, or drifts; but the software calculates all components of the stress tensor and provides stresses, displacements, and safety factors throughout the model volume. The two codes are used to evaluate design of one known case, and UT3PC is used to evaluate another case. The results and approaches demonstrated in the testing are intended to aid mine engineers in evaluating site-specific problems and to show that these tools can provide useful information to the mine engineer in evaluating mine layout design.

"When using a Tunnel Boring Machine (TBM) during tunneling work, unexpected ground conditions can be encountered that are not predicted in the design stage. These reduce the stability of tunnels, and can result in considerable economic losses. This paper analyzes the potential risk events that may occur due to risky ground conditions. A resistivity survey is utilized to predict the risky ground conditions ahead of the tunnel face during construction. The potential risk events are evaluated considering both the occurrence probability and the impact. A TBM risk management system that can suggest proper solution methods for potential risk events is also developed. Multi-Criterion Decision Making (MCDM) is utilized to determine the optimal solution method to handle risk events. Lastly, an actual construction site, at which a risk event occurred during tunnel construction, is analyzed utilizing the Earth Pressure Balance (EPB) Shield TBM, to verify the efficacy of the proposed system.INTRODUCTION The Tunnel Boring Machine (TBM) method has been widely adopted in numerous tunneling projects because, as a mechanized tunneling method, it is also environmentally friendly, exhibiting minimal noise and vibration when compared with conventional tunneling method. In addition, it provides considerable economic benefits that allow for a high advance rate for long drives during construction. However, the TBM method has a limitation, as it is unable to deal with unexpected situations during construction, as the system is not capable of moving backwards. This leads to delays or even stoppages, and a corresponding increase in construction costs due to the need to arrange for alternative equipment and solutions. It is essential to retain systematic management in order to prevent or deal with unforeseen consequences such as the collapse of a tunnel face, ground surface upheaval or settlement, and construction delay due to water leakage during construction. Therefore, a systematic risk management system that is applicable during the construction stage of the TBM tunnel should be developed, taking into account the predicted risky ground conditions ahead of the tunnel face in advance."

GENERAL DESCRIPTION Open cut-and-fill stoping for many years was prob¬ably the most widely used mining method in under¬ground metal mines. Then for a time this method was largely supplanted by the blasthole stope. It again be¬came popular as many mines reached depths or grades where methods requiring large open voids to remain open for extended periods of time became unsuccessful, often as a result of excessive dilution. The open cut-and-fill method is very flexible and is readily adaptable to almost any ore body. The standard application requires that a slice of ore usually 2.4 to 3 m (8 to 10 ft) thick be removed from the back of the stope, and as the ore is taken down, the back is dressed and rockbolted. After the back is secured, the broken rock is removed through rock passes to the level below. When the rock has been removed, the rock passes are extended upward the height of the ore removed, the stope is backfilled, and another cycle is mined. This method is best employed in plunging ore bod¬ies with considerable vertical extent, ore areas that re¬quire selective mining, ore areas where weak wall con¬ditions exist, and ore bodies that have an ore value that will carry this relatively expensive mining method. Blast¬hole stoping, shrinkage stoping, and other mining meth¬ods that do not employ rock passes in a stope are not efficient in plunging or flatly dipping ore bodies because the footwall makes ore removal quite difficult. Since mining is accomplished by taking down slices of the back, only small areas of the wall rock are exposed at any one time, and these only for short periods. Due to limited back height, areas of uneconomic rock may be left in place, or they may be mined and the material gobbed in the stope. Because the miners in the stope must work under freshly blasted areas, the amount of ground control is usually great. The volume of rock that is broken during one section of mining is relatively small and the amount of nonproductive work required is high. This results in limited productivity for the scope and, be¬cause of the nonproductive work that must be done on a regular basis, the production from the stope may be quite cyclical. SUITABLE ORE BODIES The open cut-and-fill method may be adapted to al¬most any type of ore body with a relatively high vertical extent. The ore body must be accessible at both top and bottom as well as at regular intervals throughout its vertical extent. Although adaptable to most ore bodies, the method is probably best employed where the ore has poor con¬tinuity and where most types of bulk mining would pro¬duce excessive dilution. In areas of poor ore continuity, the capability of continuous and extensive sampling dur¬ing the mining of each cycle makes this method very desirable. This capability also minimizes the amount of evaluation sampling that must be done before mining is started. Because of the extractive system used, the size and shape of the stope may be as readily changed as the sampling mandates. Probably the only ore characteristic demanded is that the ore has strength enough to be sup¬ported through the use of rockbolts or cable bolts dur¬ing the mining and backfilling cycles. Good planning, systematic sampling, and careful supervision will pro¬duce a product with less dilution than any other open stoping method. PLANNING Evaluation Planning Once it has been decided that the open cut-and-fill method would be the most efficient for mining a par¬ticular ore body, the next considerations would probably be the availability of an economical backfill material and the selection of an efficient transport system for this material. Although hydraulically transported mill tail¬ings are the most widely used product, this is not always practical due to mill location or the quality of the tailings. In such cases, backfilling may be used. The type of backfill and the type of equipment used will determine if a floor or capping on the backfill is required to minimize dilution during ore removal. The early selection of rock removal equipment is im¬portant since equipment usually determines the amount of development work required to bring a stope into pro¬duction and the size of the openings needed. The size and continuity of the ore body will usually determine the type of loading equipment. The use of slushers or load¬haul-dump (LHD) equipment captive in the stopes will minimize the amount of development. If the ore con¬tinuity is such that a ramp system for extraction can be used, the cost of development will be increased but the flexibility of continuous mining will minimize the cycli¬cal nature of the production. The height of the mining section usually is deter¬mined by the strength of the wall rock and the amount of back bolting required. Once this has been decided, the appropriate drilling equipment can be chosen. The number and sizes of the rock passes employed depends upon the type and size of the extractive equipment and the type of backfill that is to be used. Since the miners must enter and leave the stope each shift, the level inter¬val is usually maintained at approximately 45 m (150 ft). Access from the level above into the stope must be main¬tained at all times. The employees perform all the work in the stope and adequate ventilation must be provided. Stope Planning Due to the flexibility of the method and the vari¬ability of the ore zones, layout is usually done on a stope basis. In areas where continuity is a problem, the size of the stope is usually determined by the boundary of the ore (with all of the ore within that boundary being removed). In areas of good continuity where ramps are to be used, the length of the stope may be determined by the length of time each of the cycles (preparation, back¬fill, mining, and ore extraction) requires. Wide variation in the nature of the coal seams and the surrounding rock mass of the Indian coalfields and very little information about the associated stress fields were observed to be the major hurdles in the straight forward application of a continuous miner (CM) based mechanised depillaring approach. Due to various techno-economic reasons, a considerably large number of coal seams have been developed and are standing on pillars in India. The development of pillars is done as per Indian coal mines regulation, which results in pillars of relatively large size. In fact, the large size of the pillars provides stiff natural support to control caving of the massive overlying strata. However, the size of these pillars is not conducive for the single pass pillar stripping technique and, therefore, there is a need for pillar splitting before pillar extraction/retreating. Splitting of the pillar may reduce the competency/stiffness of the pillar, which creates a chance of overriding during final extraction below a massive roof stratum. This paper first discusses the existing coal mining scenario in India followed by a brief presentation of geo-technical details of pillar extraction at the three sites where a CM has been introduced for depillaring/pillar retreating in the country to date. Based on past rock mechanics experiences with conventional depillaring faces, stability issues of the pillars, fenders, and stumps in and around the depillaring face are discussed. This may prove to be an important factor in the success of future CM faces. It is recognized that the application of the modern strata movement monitoring techniques may improve operation safety by providing valuable qualitative and quantitative information that can be used to improve the design of modern concepts like roof bolt based breaker line support during pillaring.

The Crandall Canyon accident investigation included an interesting and unexplained observation by rescuers that the ?barrier rib had shifted northward as a unit, as much as 10 feet.? This is not the first mention of such a movement, although such reports are rare. Historical accounts describe unusual movement and displacement of intact coal, cribs and timbers. Two movements of particular interest are the creation of gaps above coal pillars and falling of standing support elements without apparent damage. A dynamic boundary element program was used to explore movements induced by slip on geologic features removed from the affected panel. While the resulting models are much too simple to fully replicate these observations, they do show that the types of phenomena observed are possible. They can also provide insight into the types of motions that ground support elements are subjected to during large bump events. This was demonstrated for the case of a large bump in a Book Cliffs coal mine. Seismic information suggested the source mechanism to be normal slip on a fault. A model of that source showed initial dilation of the panel followed by dynamic compression and rebound ? consistent with underground observations. The initial dilation is important as it may allow slender standing support to shift or fall.

This paper presents a kinematic approach for blast modeling with examples of blast models that were developed previously. A kinematic approach was applied successfully in developing blasting models that can simulate all blast design parameters for field applications. Several applied blasting models have been developed and applied widely in the world. A kinematic approach to blast modeling refers to using measurements of kinematic quantities such as the velocity, strain, or displacement and well-established assumptions to model blasting phenomena, rather than being restricted to use first principal of physics, such as, the stress- and material-constitutive relations. The kinematic quantities are easy to measure in the field. Due to the complexity and inhomogeneity of rock mass properties, using first principles of physics, many parameters of rock and explosive properties must be involved, which are hard or impossible to quantify. This creates a major impediment when trying to simulate the total process of blasting based upon first principles of physics. The 3D kinematic model for muckpile formation was developed and applied to open pit blasts. The multiple blasthole fragmentation model developed during recent years has been applied successfully to many mine sites around the globe. These models are typical examples of blast modeling using the kinematic approach, which enables the models to catch major trends of the blasting process and explicitly simulate full blast design parameters and complex geometries. Blast modeling using the kinematic approach results in easy model calibration and validation against field measurements and effective applications to practical problems. Using kinematic models of the muckpile formation and the multiple blasthole fragmentation model, this paper demonstrates the merits of the kinematic approach for blast modeling. New developments of the models were also presented in the paper, which illustrate the potential of the kinematic modelling approach.

"One of the most common emissions from detonating explosives are nitrogen oxides (NOx), which are potentially deadly if inhaled. Lab studies estimate emission quantities, though great variation is shown based on site-specific conditions, and lab tests may not fully represent field results. Field VALUES (have not been measured due to the vast area affected. OSMRE recently promised to release a ruling regarding surface mine NOx production. Once the ruling is implemented, it may eventually be necessary to monitor site-specific NOx production from blasting. A small unmanned aerial vehicle system (sUAS) is able to carry a NOx gas monitor, rapidly travel to the blast location, and to follow resulting clouds of dust and emission gasses. This project will perform laboratory tests to expand on current estimations, determine an optimal method for collecting data, and evaluate the ability for this unique application of sUAS to assist in health risk assessment for mine employees and nearby communities. Additionally, large initial NOx concentrations do not necessarily correlate to unsafe conditions, and this project will be ground breaking in observance of surface blasting emission dispersion. The project is still in early phases at the time of submission for this paper (Nov 1, 2017). Therefore, this paper focuses primarily on summarizing background research related to the project and a description of the project plan. INTRODUCTION Nitrogen oxide gases (NOx) are common emission by products of surface mine blasting. These gases can potentially cause risk to human health and safety, both for mine workers and communities near the blast site. However, these emission quantities are largely unmeasured and no attempts have been made to relate these VALUES (to human health risk. The primary objectives of this project are to determine actual quantities of emission gases produced during surface blasting, to evaluate immediate and long-term risks to nearby people, communities, and ecosystems, to develop a system for mine employees to easily monitor emission and risk levels, and then provide guidelines for mitigating health risks based on a location’s emission results. BACKGROUND Current research regarding health risk produced by surface mine blasting NOx emissions is extremely lacking. Estimations have been made based on laboratory research, though these same test results show wide ranges of possible gas quantities produced based on site-specific conditions. Even if these estimations are accurate, no method has been created to relate gas quantity produced to human exposure concentrations. To further understand this field, background research was studied pertaining to blasting emission gas formation, laboratory and field measurements, harmful effects of blasting emission gases, and relevant government regulations. "The fortunes of mining companies and their implied value are tied to cycles - both economic and commodity – within which they operate. Hence the determination of appropriate future metal prices is one of the most critical factors faced by mineral valuators especially for advanced projects. Price, and hence revenue, is usually the most sensitive input to the valuation model. Empirical studies of past forecasts show that the success rate for commodity price forecasting is very poor. This paper explores various approaches and comments on their strengths and weaknesses. We conclude that careful evaluation of long-term metal prices is a key element and is hardly a luxury that can be left to simple averages or rules of thumb. INTRODUCTION Discounted Cash Flow (""DCF"") analysis, is well suited for the valuation of advanced mineral development assets, for which there are identified mineral resources and some form of economic assessment (Pre-Feasibility or Feasibility Study). The DCF method is also the most commonly used method for determining value for such assets. It provides a means of relating the magnitude of expected future cash flows from profits (or losses) to the magnitude of the initial cash flow (investment) needed for capital expenditures to purchase or to develop an asset for commercial production. The method proves useful in making investment decisions as it allows for the quantification of the Net Present Value (“NPV”), as well as the Internal Rate of Return (IRR) and Payback Period on initial investment capital. Valuation by its very nature is a forward-looking exercise. The DCF method attempts to estimate the NPV of expected future cash flows, by selecting factors that will likely affect future cash flow based on informed analysis. One of the most critical and sensitive factors is the determination of appropriate future commodity prices. “The variables that have the greatest impact on a DCF evaluation are the reserves, the metal prices, and the discount rate.”1 The determination of future commodity prices for valuation purpose or during M&A negotiations is a hotly contested issue. There are a number of analysts, institutions and specialized commercial data suppliers that provide both short and long-term commodities price forecasts. Also, the use of an aggregated mean for all available forecasts, or consensus forecasted prices for valuation purposes is not uncommon. The methods used in making forecasts for each forecaster may vary and in many cases may not be publically disclosed. Nonetheless, the aggregated mean of all forecasted commodity prices of reputed institutions is usually taken to “represent the market’s view of likely future commodity prices.”"

"A self-tramming remotely controlled mobile Dry Scrubber (DS) was developed by J. H. Fletcher and Co. under a contract with the National Institute for Occupational Safety and Health’s Office of Mine Safety and Health Research (NIOSH OMSHR) to reduce exposure of miners to airborne dust. NIOSH OMSHR laboratory testing showed that the DS averaged greater than 95% dust removal efficiency with the disposable filters and averaged 88% and 90%, respectively, for the optional washable filters in their pre-washed and post-washed test conditions. Although the washable filters could be reused, washing them generated personal and downstream respirable dust concentrations of 1.2 and 8.3 mg/m3, respectively, for a 10-minute washing period. The DS’s velocity pressure regulated variable frequency drive (VFD) fan maintained a relatively consistent airflow near the targeted 1.43 and 4.25 m3/s (3000 and 9000 ft3/min) airflow rates during most of the laboratory dust testing until reaching its maximum 60 Hz fan motor frequency or horsepower rating at 2610 Pa (10.5 in. w.g.) of filter differential pressure and 3.97 m3/s (8420 ft3/min) of scrubber airflow quantity. Laboratory sound level measurements of the DS also showed that the outlet side of the scrubber was noisier and the loaded filters increased sound levels as compared to clean filters at the same airflow quantities. With loaded filters the scrubber reached a 90 dB(A) sound level at 2.83 m3/s (6000 ft3/min) of scrubber airflow, indicating that miners should not be overexposed in relation to MSHA’s permissible exposure level (PEL) of 90 dB(A) at or below this airflow quantity (1). The DS’s washable filters were not used during field testing because of their lower respirable dust removal efficiency and the airborne dust generated from filter washing. Field testing the DS with the disposable filters at two underground coal mine sections showed that it can clean a portion of the section return air and provide about a 50% dust reduction at the face area downstream of the continuous miner (CM) operation. INTRODUCTION Coal mine worker overexposure to coal and quartz dust continues to be a problem at underground coal mining operations in the U.S. The U.S. Mine Safety and Health Administration (MSHA) recently changed the standard for coal mine worker respirable dust exposure from 2.0 mg/m3 average during an eight-hour shift to 1.5 mg/m3 average over the actual working shift, effective as of August 1, 2016 (1). If more than 0.1 mg/m3 quartz mass is found in the coal mine worker dust sample, the applicable respirable dust standard is further reduced to the quotient of 10 divided by the percentage of the quartz in the sample (1). Over 90% of the mechanized mining units operating in U.S. underground coal mines are continuous mining machines (2). MSHA inspector dust samples from 2009 to 2012 showed that 3.7% of continuous miner operators exceeded the 2.0 mg/m3 dust standard, while 8.8% of these dust samples exceeded the new 1.5 mg/m3 dust standard and 9.7% of these samples exceeded the reduced quartz standard (3). Additionally, roof bolter dust samples at these mechanized mining units during this same period have exceeded the 2.0 mg/m3, 1.5 mg/m3, and reduced quartz levels at 1.1%, 3.7%, and 10.6%, respectively (3)."

The role of pre-conditioning in a caving operation has multiple benefits, ranging from assisting with improved caveability, normalising fragmentation and improving draw point hang-up frequency. At Newcrest Mining’s Cadia Operations, both the Ridgeway Deeps block cave the Cadia East Panel Cave have utilised pre-conditioning using hydraulic fracturing. Seismic response data inside and outside the pre-conditioned volume show the benefit of treating the full caving block. Cadia East has further developed pre-conditioning to mitigate developing seismic hazards associated with major structures (fault-slip events) and managing mine-wide seismic hazards in new caving operations where the potential for large damaging seismic events exists due to high stresses and hard competent rockmasses. A case study reviewing the impact of pre-conditioning to mitigate seismic hazard associated with fault slip is presented. Cadia East operation undertook a targeted hydraulic fracturing program and reduced the overall number of large events as an example of the benefits of pre-conditioning. This paper will review the application of Hydraulic Fracturing at Cadia and discuss the geotechnical and seismological parameters of seismic events that occur within and outside of pre-conditioned rockmass volumes to demonstrate the benefits that Hydraulic Fracturing bring to future caving operations.

The U.S. Bureau of Mines initiated research to improve the safety and efficiency of transporting coal from deep underground mines using a balanced air-lift hydrohoist. A 50-m-high pilot-scale model was constructed and tested to evaluate the feasibility of hydraulically hoisting a coal-water slurry in a U-tube pipeline from the mine level to the surface with the assistance of compressed air. A prototype screw feeder is used to continuously compact and inject 5-cm or less run-of-mine coal into a pressurized 20-cm-diam pipeline. Production rates up to 40 metric tph at an airflow of 1.5 m3/min were achieved with the model, and coal size degradation was relatively minor. Modifications are in progress to achieve 100 tph at an airflow of 2.8 standard m3/min injected into the riser pipe. Pilot-scale results indicate that an air-lift hydrohoist system is a feasible, cost-effective alternative to conventional skip hoisting that can be installed in existing shafts or surface-drilled holes closer to the face area. Air-lift hydrohoisting offers advantages of infinitely adjustable slurry flow rates, reduced pressure at the point of coal injection, and flexible design that can be combined with hydraulic pumping. Proposed design changes are discussed for coal transport, mine layouts, ventilation, fire control, and escapeways using this system.

"Mineworkers are routinely tasked with making critically important decisions about whether or not a hazard presents an imminent danger. Researchers from the National Institute for Occupational Safety and Health (NIOSH) collected formative data to investigate mine safety professional perspectives on workplace examinations, which revealed a potential gap in how mineworkers are assessing risk. During interviews, participants indicated having processes in place for what should be done once an imminent danger situation is identified. Critically, however, they report having no systematic methodology for mineworkers to use to determine if a hazard is considered imminent danger. While this is important for all imminent danger situations (e.g., failure to lockout/tagout), it is especially important for those situations that are not immediately recognizable as imminent danger. In this paper, we identify and describe, three distinct categories of imminent danger complexity and discuss potential steps that could lead to improved identification of imminent danger situations. Finally, we identify potential practices to incorporate into risk management efforts, including feedback, communication, and specialized training to increase awareness of imminent danger situations. INTRODUCTION In recent years, the metal and nonmetal (M/NM) mining sector, as categorized by MSHA, experienced an increase in the number of fatalities occurring at mine sites. From 2013 to 2015, 69 mineworkers were fatally injured; that is twice the number of fatalities that occurred in each of the previous two years (MSHA, 2015a). As a way to address this increase, the Mine Safety and Health Administration (MSHA) issued a program policy letter (P15-IV-01) suggesting that “miners would benefit from rigorous workplace examinations conducted by experienced and trained examiners (MSHA 2015b).” The goal of workplace examinations is to find hazards in the field and mitigate them before they cause injury or death to mineworkers. While it is important to identify all hazards in the workplace, it is critically important to identify those hazards that are considered imminent danger because they require an immediate response to avoid a severe or even fatal injury."

The depletion of bauxite reserves around the world has necessitated the search for viable alternative sources of aluminum. The major non-bauxite source of aluminum is alunite [KAl3 (SO4)2(OH)6]. Lixiviation is the common industrial process to recover aluminum from alunite. Due to the presence of quartz (40%) as the main gangue mineral, this process causes the formation of Sodium aluminosilicate and Potassium aluminosilicate complexes that leads to loss of alunite, and chemical reagents. Thus, pre-concentration of alunite is required to remove the gangue minerals. Because of the low degrees of freedom (DOF) of alunite, froth flotation, as a preconcentration method, is a viable alternative to increase selectivity in downstream processes. In this work, the possibility of Alunite preconcentration with micro flotation and mechanical flotation cells was studied. The influence of type and dosage of collector, pH, solid percent, particles sizes were considered on the flotation. Flotation tests were designed based on Taguchi method, followed by performing based on surface charge differential between alunite and quartz on direct and revers flotation. In the reverse flotation, Ca+ 2 and Ba+ 2 were used to activate the quartz surface. Under optimum conditions of reverse flotation, alunite grade and recovery were 40% and 62.1% respectively. In the direct flotation, the surface of alunite was activated by F- . The grade and recovery were 50 and 89%, respectively.

The advent of inexpensive computers has opened vast opportunities for improved planning and control of capital projects. The mining and mineral processing industries have welcomed the opportunity, and new and improved quantitative management techniques have abounded. This chapter will discuss commonly used computer applications for economic justification of the project, preparation of the cost estimate, planning the work schedule, monitoring work progress, and control of costs and productivity. Finally, there is a review of the degree to which the industry uses these applications. Our experience suggests that while we in the industry have been quick to adopt the new techniques, the quality of our input data has not always kept pace. During the next decade, our push should be toward improving the quality of the basic data and assumptions so that we can fully benefit from the sophisticated techniques. The GIGO (garbage in, garbage out) principle is a wellworn cliche, but it is especially valid here. One of the keys to getting good input is commitment. Unless the managers who are to use or benefit from the system are committed to it, the effort will fail. They must be com- mitted to the underlying principles of planning and control sufficiently to expend their time and resources on them; planning should be especially given emphasis. They can't be too busy to plan.

As noted by D.W. Fuerstenau in his Plenary Lecture at the Conference on Extractive Metallurgy of Gold and Base Metals, Kalgoorlie, Australia, "Com¬minution of solids is surely one of the oldest technologies that, even in this day and age of DNAs, chips and space exploration, continues to challenge our scientific acumen and engineering ingenuity." Thus, the fundamentals of comminution continue to receive a great deal of attention in the literature. This was particularly true in 1992 with the publication of the proceedings from the SME-sponsored symposium, Comminution Theory and Practice. Papers covering topics ranging from liberation to comminution fundamentals to novel size reduction techniques are included in this review. Liberation Liberation continued to be a prime area of research interest, not only in terms of liberation modeling, but also in understanding the basic mechanisms involved in mineral liberation. King (Comminution - Theory and Practice, pp. 3-15) described a method for determining the interphase area between mineral grains. He showed how the mea¬surement of interphase area before and after comminution could be used to determine the presence or absence of intergranular fracture. Lin, Miller and Cortes (Kona, Vol. 7) discussed the use of computed tomography (CT) as a nondestructive means of investigating three-dimensional particle composition. The use of this technique in constructing coal washability curves from CT data was presented.

The processing of residues derived from various operations in the mining and metallurgical industry for by-product recovery is becoming more prevalent. A principal target for by-product recovery is flue dust produced by conventional smelting operations. Flue dust from zinc smelters has been processed for many years for the recovery of cadmium (1,2). The cadmium recovery technique which consists of a selective sulfation roast, followed by a water leach and zinc dust cementation, produces a lead cake residue (see chemical analysis in Table I), which consists primarily of lead sulfate.

In April 2012, work started on one of the most ambitious construction projects of Austria?s ÖBB-Infrastruktur AG ? the New Semmering Base Tunnel. Scheduled for completion in 2024, the 27.3 km (17 mile) tunnel through the Semmering range will cut the journey time on the south railway connecting Lower Austria and Styria. Before con-struction can begin at the entrance portal and tunnel bores, the work concentrates on the above ground sections with the clearance and excavation of the entrance ramp site. The slope is currently being excavated by the Baubeteiligungsge-sellschaft m.b.H. BBG-GRAZ. The cut face is shored up with shotcrete and permanent self-drilling anchors produced by Minova MAI, an economical bolting solution for softer rock formations. After completing the surface construction work, the twin-bore, single-track tunnel will be cut through the Semmering by conventional and continuous excavation beginning in 2015. Once completed, the New Semmering Base Tunnel will be one of the longest rail tunnels in Austria. It will act as a vital link on the route crossing Europe?s heartland from Northern Germany to Italy, which currently has to climb the steep Semmering pass between Gloggnitz and Mürzzuschlag on a historic mountain railway recognized as one of the UNESCO World Heritage sites. The old route imposes considerable limitations on heavy freight trans-port, and passenger trains have to slow down to a speed of around 50 kph (31 mph). The New Semmering Base Tunnel will bypass this bottleneck and cut 30 minutes off the journey time between Vienna and Graz. It represents a particular advantage for freight traffic, since the new route?s minimal incline of 8.4 percent removes all obstacles for even heavy freight trains.

Investment activity in the Pacific Rim of Fire has seen a phenomenal surge from epithermal gold exploration. Individual countries are attractive because of lower up-front minerals lease costs (United States, Canada), better geological prospects (Chile, Indonesia), or cheaper equities (Australia). Since the October 1987 stock market crash, large companies are shedding minority joint venture interests to focus on core businesses. Some vertical integration is evident in Japanese coal investments in the Pacific Rim. This article does not cover the aluminum industry oligopoly, which is multinational in character. Nor does it cover the many Canada to US minerals investments. It will be interesting to see if the new US-Canadian free trade treaty will reverse that investment flow. Cross-border investments The following examples should dispel any doubts about the significance of cross-border investment in the Pacific Rim.
