Mention of any company or product does not constitute endorsement by NIOSH. ABSTRACT Proximity detection systems (PDSs) for mobile machines have the potential to decrease injuries and fatalities. Early adopters of the technology have identified some challenges, which presents an opportunity to explore and improve the integration of mobile PDSs in underground coal mines. The current study applied the task-technology fit framework to investigate the fit between mobile PDS technology and mining relative to health and safety, from the perspective of leaders at two coal mines. Quantitative results from the study show that mine leaders evaluated mobile PDS favorably for training and ease of use, system feedback, user authorization and experience, and less favorably for safety, compatibility, task completion, and reliability. Qualitative results reveal specific task, mine, and system characteristics that may have influenced leaders' evaluations. The study includes considerations for safe technology integration. INTRODUCTION Striking, pinning, and crushing accidents related to mobile machines continue to be a major concern in underground coal mining. The National Institute for Occupational Safety and Health (NIOSH) linked 22 of the 75 underground mine fatalities reported between 2011 and 2015 to power haulage [1]. The Mine Safety and Health Administration (MSHA) asserts that proximity detection systems for mobile machines (mobile PDSs) could help to prevent these types of fatal injuries [2]. Mobile PDSs use a collision avoidance technology that allows the mine to establish hazard zones and employ electromagnetic sensors to detect workers equipped with a miner-wearable component (MWC) working near these mining machines. The authors characterize a mobile PDS as an automated technology, because—in line with Lee & See’s [3] definition of automation—a mobile PDS actively “selects data, transforms information, makes decisions, or controls processes” (p. 50). When the system detects workers in the established hazard zones, it issues alerts and slows or stops the mobile machine. Even though a mobile PDS may be a viable and promising safety solution, there are still a number of questions regarding how well this automated technology will fit with mining tasks and conditions. Using a mixed-methods approach, the current study explored factors that influence the fit of mobile PDSs in the underground mining environment.

A prototype, self-contained mine refuge station air supply sys- tem was tested in an underground metal mine to verify it's ability to keep oxygen and catbon dioxide levels at acceptable concentrations in an emergency situation. In this test, 25 volunteers were assembled and sealed in a functional underground refuge station for a period of 24 hours, without the benefit of the standard com- pressed air supply. The prototype system was designed to: 1) operate on a self-contained power supply for a period of at least 27 hours; 2) supply oxygen at a metered rate; and 3) remove car- bon dioxide by re-circulating refuge station air through soda lime scrubbing beds. During the test period, the catbon dioxide concentration remained at an average of 2500ppm and oxygen concentration stayed between 20.2% and 20.6%. The volunteers found the prototype easy to use and seemed confident in its ability to provide a safe atmosphere. The test showed that this technology could become part of an underground mine's refuge station emergency equipment.

Almost all modern cutting bits use a cemented tungsten carbide tip to provide adequate hit life against wear. Laboratory tests by the US Bureau of Mines have indicated that the number of strikes for ignition increased by a factor of three with a new non-rotating bit impacting a sandstone block when the clearance angle was increased by 10°, and that carbide-tipped bits allowed more strikes before ignition than steel-tipped bits by a factor of 7 to 10. Recent field tests in an operating coal mine indicate a dramatic reduction in the frequency of frictional ignitions and improvement in hit life by using a mushroom-shaped hit cap and a larger initial clearance angle. The latter was achieved by increasing the hit attack angle. Improved hit performance through selection of the grade of tungsten-carbide is a com¬promise between fracture resistance and wear resistance. A large clearance angle should he maintained by various techniques, such as a variable attack angle holder, or a reusable hit that can he reground.

We have developed a high-performance, flexible scheme for interpolating multi-dimensional data. The technique can reproduce exactly the results obtained, for example, from Ordinary Kriging and related techniques in 3D, or from Thin-Plate Splines (Briggs' minimum-cuwature algorithm) in 2D. Moreover, com- pared to traditional implementations of these algorithms, our method enjoys large computational-cost savings. The new approach produces an interpolation that obeys a Partial Differential Equation (PDE). The PDE may arise from physically based arguments, but its form can vary widely. It might be specified only implicitly (as through a Model Variogram), or be nonlinear (although a performance penalty could then apply). While a formal equivalence between Kriging and Splines has been known for some time (Matheron, 1980), the present derivation, from radial basis functions, further illuminates this connection. Thus, for example, we can make explicit the PDEs that underlie some of the Model Variograms most often used in Geostatistics. Besides its practical utility, the work thereby ac- quires a theoretical interest.

Estimating the power draw of a ball mill is of great importance from both operational and control standpoints. There are many factors that affect the power draw, and its prediction is particularly difficult in an operating plant. The important factors that affect power draw are the mill dimensions and operating parameters. Although mill dimensions remain the same for any given mill, the operational factors, such as ball load, mill filling and mill speed, may vary. This makes the modeling effort extremely cumbersome. It is for this reason that an artificial neural network is considered for the development of a black-box-type model to predict power draw. In this work, a total of 48 sets of plant data are used. Using these data, a neural network is built and trained. The trained network is used to predict power that is found to be in good agreement with operating mill power for many situations. In addition, the results of simulations are also com- pared to those obtained from a discrete-element method- based power-draw model.

Respirable (PM-10) crystalline silica is regulated by the State of California as a carcinogen. The risk-management of this material by the State exemplifies the inherent problems in the development of regulations based on current risk-assessment practices. The influence of extremely conservative risk-assessment and risk-management can be expressed in economic impacts including the increased cost of production, reduced competition, increased prices, reduced employment and redistribution of income. This paper attempts to contrast theoretical risk- assessment and risk-management with current application using crystalline silica as an example. Based on health information pertaining to silica, the paper examines federal and State of California regulatory and public policy positions. Using current risk factors and empirical data for the Central Valley of California, the projected incidence of lung cancer in humans is examined. While such an analysis would project an extremely high incidence of lung cancer as well as silicosis, not a single case of either lung impairment has been recorded within the study area or throughout the world in the general population. This suggests that sound guidelines for the analysis of scientific information have given way to the assumption that virtually any information representing a substance as a carcinogen is to be considered valid with little or no qualification.

A wind tunnel investigation into the fundamental characteristics of jet fan performance is described. The effects of varying fan positioning in a square tunnel cross section are reported for two fan outlet diameters and velocities. Tests were conducted, also for a jet fan placed in a flow developed by an external fan operating in the same direction as the jet fan. The position of the jet fan relative to the tunnel walls was found to affect its performance. Performance parameters were determined and used to formulate theoretical equations based on momentum and energy considerations. The results identified a range of flow ratios which can be used to design an effective jet fan ventilation system and provide a basis for the selection of jet fans for practical mining applications

Lift height, overall heap height and climate all play an important role in determining precious metals leaching rates, recoveries, operating costs and capital cost requirements for heap leaching operations. The effects of these factors are not easy to predict from testwork, and this can result in unexpected delays in metal production, lower recoveries than expected and higher capital and operating costs than necessary. This paper investigates the economic impact of lift height, overall heap height and climate on heap leaching and provides criteria to assist in the design and operation of leaching facilities. Descriptions of three heap leach operations in the western USA are provided to support the discussions and conclusions.

Knowledge of local coal mine roof geology is critical to the design of a safe and suitable mine structure. An automated drill control and data collection system has been designed for a J.H. Fletcher twin-head roof bolter. Drilling parameters collected during the drilling process can be used to interpret geologic features intercepted in the mine roof. The drill and data collection system have been tested in both laboratory and underground settings. Visualization of certain drilling data has shown good correlation with geology drilled. A quantitative prediction model was developed using drilling parameters examined with data visualization. The quantitative model was tested using laboratory drilling data.

A large number and a wide variety of chemical reagents are used in flotation processes for wettability and Eh control, particle agglomeration/dispersion and bubble stability. A historical account of the use of flotation reagents through the years since flotation was introduced as a viable and economic process for the concentration of sulfide minerals is given and a review of old and modern postulates of their interaction with minerals is presented. Although the results of surface and colloid chemistry studies with well characterized mineral/flotation reagent systems have advanced our understanding of the role played by these chemicals in the flotation process, many questions remain unanswered. Moreover, new flotation reagents are needed to solve the challenge posed by the treatment of problematic-type ores and fuel deposits that have increasingly become the source of our raw and energy materials. Because of the depletion of high-grade and relatively easy-to-process ores, flotation scientists and engineers are confronted with finding more specific and selective flotation chemicals to effectively and economically concentrate minerals. The development of new flotation reagents is vital for cleaning fine coal and processing polysulfide, polymetallic ores, and mixed oxide/sulfide ores.

The Romanian mining industry, especially salt mining, is going through a restructuring phase taking into account the Environment Acquis of the European Union1. In order to preserve the centuries-old salt mines and to develop new ones, in the same salt rock deposit, the long term stability assessment of the saline complex is very important. This case study refers to the Praid salt mine, which includes old salt mines, with impressive sizes, located above the new mines, with activity in progress, in order to provide the means and solutions for efficient conservation and sustainable exploitation for the salt resources. The DKRControl method and FLAC 3D code were used in order to assess the confidence level for the computed prediction of the stability of the salt mine complex salt.

Phase III of the Orme Street Combined Trunk Relief Sewer project connects two existing 2.13 m diameter combined sewers to a new 3.66 m diameter relief sewer at 7locations along a 970 m alignment in downtown Atlanta. The alignment was enveloped by adjacent structures and utilities. The project was constructed below the groundwater table through compressible residual soil, rock and mixed face using a myriad of construction techniques, including compressed air NATM and jet grouting. Numerous design and alignment changes and accommodations for existing utilities and conditions were made during construction. The authors believe this to be the ?rst NATM project in North America utilizing compressed air tunneling.

Pig iron nuggets were produced in a laboratory scale furnace at Michigan Technological University. These nuggets are produced from pellets consisting of a mixture of iron oxide, coal, flux, and a binder, which are heated to 1450°C.These pellets then self-reduce to produce a solid, high-density, highly metallized (96.5% Fe) pig iron. During the nugget production process, a separate slag phase forms that cleanly separates from the metal. The physical and chemical properties of the pig iron nuggets are similar to pig iron produced by blast furnaces, which is distinct from Direct Reduced Iron (DRI).

Preliminary figures from the US Mine Safety and Health Administration show 801 underground metal mines and 490 surface metal mines, at the end of 1981, up from 663 and 383, respectively, in 1980. Preliminary MASH figures also show 207 underground nonmetal mines and 1070 surface nonmetal mines at the end of 1981, compared with 167 and 1092, respectively, last year. In addition, preliminary MASH figures show there were 14,676 mineral extraction operations on the surface and 3845 underground at the end of 1981, versus 14,951 and 3675, respectively, for last year. The number of mines, then, in three of four categories increased significantly, while having a lower net total of just 2% in the other category. And the number of underground extraction operations increased nearly 5% for the year, while surface operations were down less than 2%. But despite operations totals that mostly held their own or showed significant increases, it was a tough year for the nation's mining industry. The nonferrous segment of the industry had a bad year and 1982 may be no better, according to Business Week (Jan. 11, 1982), which adds that a turnaround is impossible unless the general economy recovers. Even then, with diminishing markets and overcapacity plaguing its products, the mining industry's condition "will be far from robust," the magazine says. The basic problem is that nonferrous metals-aluminum, copper, lead, molybdenum, nickel, and zinc-are tied to the most troubled sectors of the US economy. As recently as 1979, for example, more than 40% of all aluminum shipments went to the construction and transportation industries. Last year, these markets were down to 35% of aluminum shipments. And molybdenum sales to steel producers dropped by nearly 15% last year. Moreover, nonferrous products ended 1981 at disastrously low prices. Molybdenum oxide sold at $8.77/kg ($3.98/lb), half its $17.63/kg ($8/lb) price earlier in 1981 and aluminum was listed at $1.08/kg ($0.49/lb), compared with $1.54/kg ($0.70/lb) a year earlier. The Comex price of copper was $1.54/ kg ($0.70/lb), down from $3.11/kg ($1.41/lb) in early 1980, in real terms the worst copper price in 30 years. Lower prices led operators to cut their output and increase layoffs, shut down mines, and defer capital spending projects. In December, Duval Corp., a Pennzoil Co. subsidiary, shut all four of its US copper mines until March. Aluminum Co. of America had laid off 7.3% of its work force, shut nine of its 38 smelting lines, and entered 1982 operating at only 68% of capacity. Inco Ltd., the Free World's largest nickel producer, lost money in 1981, an estimated $11 million, for the first time since 1932. And, like Falconbridge Nickel Mines and other major nickel producers, had cut back on nickel production and was operating at only 63% of capacity (Forbes, Feb. 15, 1982). Amax, the country's largest molybdenum producer, had cut production by 20%. And Hanna Mining Co. sold lead for $5.07/kg ($2.30/lb), about $1.54/kg ($0.70/lb) below what it cost to produce. Another problem is that copper companies in the next few years must come to terms with problems of aging smelters. Some companies are simply closing them. In 1980, Anaconda closed its 75-year-old Butte, MT, smelter and is shipping concentrates to Japan, rather than modifying the smelter to meet environmental requirements. And oth Phelps Dodge Corp. and Asarco Inc. have antiquated smelters on which they will have to make decisions. The most troubled metal in 1982, Business Week said, will be molybdenum, with no real recovery in sight until the mid-1980s. High molybdenum prices in the late 1970s, caused in part by shortages, triggered overexpansion that will take years for the US market to soak up. On a more upbeat note, 1981 mergers might help stabilize the industry by providing funds for mining companies. Standard Oil Co. (Ohio) said it plans to spend $7 billion on Kennecott during the next 10 years for modernization and expansion. And Atlantic Richfield Co. said it will spend $500 million on Anaconda Copper Co. during the next five years. Another positive note was sounded by T. H. Adams of the United Banks of Colorado Inc. He said he expects the mining industry to experience moderate growth in 1982, led by "interest rate sensitive" demand from energy, electronics, and defense markets. And mining will be helped by "weak, but improved" construction and auto markets. The mining industry will be operating in an economy stronger than 1981, but still relatively sluggish by postwar standards, Adams predicted. Iron Ore Estimated US iron ore production in 1981 was 75.2 Mt (74 million long tons), up 6% from 70.7 Mt (69.6 million long tons) in 1980, though down from the 87.1 Mt (85.7 million long tons) produced in 1979. The mine value of usable iron produced from domestic mines was estimated at $3 billion. US iron ore was produced by 28 companies operating 35 mines, 26 concentration plants, and 16 pelletizing plants. The mines included 34 open pits and one underground mine. In 1917, U.S. Coal and Coke Company, a subsidiary of U.S. Steel, opened Mine 31 and built the community of Lynch, Kentucky. For the time this was truly a major engineering accomplishment. It was documented in Howard N. Eavenson’s 1939 AIME paper, “Coal Through the Ages.” In 1996, Arch Coal donated the Portal 31 property to Harlan County for public use. In 2003 the Southeast Education Foundation, Inc. and the Kentucky Coal Museum plan to open the Portal 31 Exhibition Mine to the public to tell the story of Kentucky coalmining through the decades. This presentation will summarize the history of the project, efforts to bring it to reality, the engineering problems, and the challenges of providing a safe environment for visitors.

NIOSH continues to conduct respirable dust control research for surface mine blasthole drilling operations. Research areas have included testing variables (shroud leakage area, drill deck cross-sectional area, shroud height, collector-to-bailing airflow ratio, etc.) that have the most impact on respirable dust control, development of a dust collector inlet hood, development of a dust collector dump point shroud, and testing of a small diameter water separating sub. This paper summarizes the results of the aforementioned research that has been completed. Additionally, past dust control research for drilling operations of both underground and surface mines completed by the U.S. Bureau of Mines, created in 1910 and incorporated into NIOSH in 1997, is reviewed.

Simulation modeling of portions of two platinum mines using General Purpose Simulation Software (GPSS/H™) is presented in this paper. Both mines, located in the Bushveld Igneous Complex PIC) of South Africa, exploit Merensky and UG2 reef horizons, which are processed separately and therefore handled individually from the stope face to surface, requiring duplication of storage arrangements and batch operation of transport facilities. The first simulation assignment concerns the upgrading of a shaft system operating exclusively on Merensky ore, to hoist UG2 ore and increase production. The second assignment comprises a simulation of rock flow from the stope face to surface by way of tramming, inclined conveying and vertical hoisting. Development ends and stope boxholes were modeled down to individual hoppers (cars) demonstrating the versatility of the GPSS/H™ language.
