Virtually all structures show some signs of distress due to deterioration of the building components, to changed loads, or to changed support conditions. Changed support conditions result from ground movements. In mining regions many cases of structural distress are attributed to mining without considering alternative causes. This is particularly true of coal mining since it occurs under extensive areas. Coal mining is estimated to have already undermined more than eight million acres and may eventually undermine 40 million acres in the United States (HRB Singer, Inc., 1977). Other nonmetal and metal underground mines impact much smaller areas. Although it is sometimes difficult, even with careful study, to identify the actual cause of damage, persons responsible for underground coal mining should at least be aware of possible causes of building stress other than mine subsidence. This paper presents information on distress to structures and briefly reviews a number of causes of ground movements other than subsidence: Mass movements, dissolution, erosion, frost action, shrinking and swelling, yield into excavations and compressibility

The mineral industry" has made and will continue to make important contributions to the growth of our economy. However, the industry is presently under continuous and increasingly severe attacks by organizations and individuals interested in the preservation of our environment. Yet neither the public interest value of preservation nor the public interest value of our mineral industry is known. In the absence of such values, judgments about best land use where minerals are involved are nearly always made on emotional grounds. An example of the sort of problem that has been created is in the New York Metropolitan Area. Because of institutionally-created shortages stemming largely from zoning decisions and building over deposits, the effective cost of fine aggregate delivered at dockside at Manhattan rose from $2. 65/cubic yard in July, 1969, to $4.10/cubic yard in May, 1970, this in spite of approximately ;l0,000 years of reserves on Long Island. The cost of fine aggregate for New York City alone has "Increased over $S million annually within one year, with the cost increase for the Tri-State Metropolitan Area (coastal Connecticut, New Jersey, and New York)" exceeding $10 million annually. The ab0ve situation has created a cost increase which is clearly the result of non-conservation of a mineral resource. That is, in readily measurable values, it Is costing the public about $10 million per year because good conservation practices were ignored-a public-interest loss. Admittedly, this is not the whole story because the public is simultaneously obtaining other values from the land surface that would otherwise have had to be dedicated, temporarily to be sure, to mineral recovery-a public-interest gain. However, the point is that we do not know where the balance lies-the net public interest value; it may lie one way for deposits zoned out of existence by a growing suburb, another for areas designed as permanent greenbelts, and still another for areas under new highways

Based on the concept of slope stability analysis, a formula for determining an important parameter required in the mathematical model for the prediction of mining subsidence in hilly terrain has been proposed. The slope geometry and soil physical and mechanical properties of the surface natural slope can all be considered in the formula. Incorporation of this new formula into an existing mathematical model provides an integrated approach in studying ground movement in hilly regions.

A current challenge faced by the mining industry is solving the integrated transition mine problem (TMP) that maximizes the net present value (NPV). This study aims to develop an optimization framework capable of solving the TMP. The problem is NP-hard and therefore computationally intractable. Three ad hoc approaches – Exact solution, Benders’ decomposition, and Benders’ decomposition with Bienstock-Zuckerberg (BZ) algorithm – are compared for different scheduling periods. The TMP is formulated as a mixed integer linear programming model, implemented in Python, and solved with the Gurobi optimizer. The results showed that Bender's decomposition with the BZ algorithm outperforms the other approaches in execution time, computational cost, and feasibility to address large problems in exchange for a marginal cost in the quality of the NPV obtained. In addition, the probability of finding the optimal point of transition is higher regardless of the number of feasible crown pillar locations evaluated. This is achieved through the optimality cuts proposed in the algorithm.

Investors and other stakeholders are increasingly concerned about the quality and quantity of sustainability disclosures as well as the extent to which such disclosures correlate with sustainability practices of mining firms. This is because disclosure policies vary widely across firms in terms of extensiveness, materiality, and disclosed topic. In this paper, we conduct a preliminary examination of the relationship between sustainability performance and disclosure. We use sustainability performance indicators such as water and energy use and the Sustainability Accounting Standards Board’s (SASB’s) standards to evaluate disclosures. Our preliminary results show that some measures of sustainability performance (energy use) are negatively correlated to the amount and quality of disclosures while others (water use) are not. Thus, investors should not judge sustainability performance based solely on the amount and quality of sustainability disclosures. In addition, our results suggest that firm size and ownership as well as institutional membership could impact the strength of correlations between disclosure policy and sustainability performance

This summary of international mineral exploration activities for the year 2010 draws upon available information from industry sources, published literature and U.S. Geological Survey (USGS) specialists. The summary provides data on exploration budgets by region and mineral commodity, identifies significant mineral discoveries and areas of mineral exploration, discusses government programs affecting the mineral exploration industry and presents analyses of exploration activities performed by the mineral industry. Three sources of information are reported and analyzed in this annual review of international exploration for the year 2010: 1) budgetary statistics expressed in U.S. nominal dollars provided by Metals Economics Group (MEG) of Halifax, Nova Scotia; 2) regional and site-specific exploration activities that took place in 2010, as compiled by the USGS, and 3) regional events including economic, social and political conditions that affected exploration activities. These were derived from published sources and unpublished discussions with USGS and industry specialists.

Discussion by A.E Agnew Strachan's paper summarizes a wealth of data on water-storage dam "incidents" published by USCOLD and ASCE in 1988, together with a review of tailings-dam incidents published by USCOLD in 1994. The data is summarized by text and 11 histograms. The histograms present a useful compilation of these data, although the patterns within the histogram blocks did not survive the Mining Engineering printing process - so their usefulness is impaired. Unfortunately, the text discussion is too cursory and does not highlight the significant relationships among the various causes of the incidents. Four paragraphs of text and Fig. 1 were devoted to water-storage dams, but the discussion is too sketchy, and Fig. 1 is unclear. Important statistics that could be uncovered are: •the total number of dam incidents tabulated were 500+, •earth embankments constituted 73% of those in operation and •incidents related to earth embankments were 75%, of which dam failures accounted for 24%, major repairs accounted for 42% and accidents accounted for 34%. Strachan concluded that "the majority of the dam failures are associated with overtopping (p. 49), and that the majority of incidents are associated with spillway and other facility structures" - although this is difficult to discern from Fig. 1. Confusion regarding Strachan's use of the terms "dam failures" and "incidents" is compounded by his use of "failures" and "accidents" in one paragraph of his Introduction section followed by his use of "incidents" in the next paragraph. Getting to the meat of Strachan's important paper, the tailings-dam incident survey (USCOLD, 1994), the connection between Figs 2 through 11 seems obscure. First, in the four paragraphs of introductory material, one learns that "incidents consisted of failures, accidents, seepage and other incidents of performance that did not meet design criteria" (p. 50). One does learn the helpful caveat that "structures not related to mill tailings were not included in the review" - so that the Buffalo Creek (West Virginia in 1972) and Aberfan (Wales in 1966) coal-mine failures, together with the ongoing metal-mine remediation work at Summitville (Colorado) do not muddy the waters of his paper. The all-too-brief discussion of the data shown in Figs. 3 through 11 (185 dams in USCOLD plus 26 dams in UNEP) reveals the following: •Figure 3: 57% of the incidents (failures and accidents) occurred with dams less than 20-m (66-ft) in height. •Figure 4: 63% of the incidents were due to failures alone (subset of Fig. 3). •Figure 5: Active dams had 82% of the accidents and 93% of the failures. •Figure 6: Types of dams (upstream, water-retention, downstream, centerline and "unknown") separated according to incidents. •Figure 7: Breaks out the incidents in Fig. 6 by failures, accidents and ground water. •Figure 8: Breaks out incidents by type (overtopping, slope stability, earthquake, foundation, seepage, structural, erosion, mine subsidence and "unknown"). •Figure 9: Separates Fig. 8 data into active and inactive dams. •Figure 10: Separates Fig. 9 data into failures and accidents. •Figure 11: Same as Fig. 8, but broken out by tailings-dam type (Fig. 6). To assist in the reduction of environmental degradation resulting from milling operations, the Bureau of Mines has developed, and successfully demonstrated, chemical, vegetative, and combined chemical-vegetative procedures for stabilizing milling wastes under varying environmental conditions. Costs of achieving reclamation using these stabilization procedures are compared with those of other physical and vegetative approaches. The Bureau's chemical-vegetative procedure for establishing vegetation directly on fine-sized wastes compares favorably with other stabilization processes that have been used.

Roof falls continue to affect productivity and safety in U.S. coal mines in spite of significant increases in support utilization in recent decades. To minimize roof stability problems while controlling support effectiveness, the U.S. Bureau of Mines is conducting research on support and ground monitoring techniques. Practical implementation of this research is presented in this paper. Instruments to monitor rock mass deformation, support loads, and microseismic emissions have traditionally been used to assess roof stability. Controlled-source seismic surveys are being used as well. In this paper, measurement techniques are reviewed, and the effectiveness of deformation measurements is demonstrated. This is achieved by an analysis of deformation history from four case studies in room-and-pillar retreat mines. In spite of differences in geologic, geometric, and support conditions in these mines, roof behavior is shown to have been similar prior to failure. The rate of roof movement is suggested as a reliable indicator of roof stability.

Mining technology to utilize vital lunar resources will be required for any commitment to permanent lunar basing. Lunar mining must be viewed both as a major supporting element for space resource commercialization and for creation of human settlements on lunar and planetary surfaces to support long-range space exploration. The Apollo missions to the lunar surface and results from fundamental research on analogue lunar rocks by the Bureau of Mines, and others, have provided the initial data for developing lunar mining technology. The multi-disciplinary research projected in this paper outlines the scientific and engineering needs to realize the lunar mining goals.

The existence of a critical size buildup in an autogenous or SAG mill can be predicted from proper examination of drill core and ore samples. Methods of dealing with such critical size in a primary mill are reviewed in the context of ore properties, whether or not pilot plant-scale testwork has been conducted, and also with respect to the design of new plants or the retrofitting of existing operations. The implications of not planning for pebble crushing in situations where it is appropriate are discussed.

In longwall mining, the progressive caving of the roof allows stored energy to dissipate over an extended time. However, in some cases, the roof strata above the longwall panel are unusually strong and do not break with the movement of the working face. Instead, the roof material bridges over the expanse of the longwall, forming an unstable beam. Later, when this beam breaks, the stored energy can release suddenly, causing a seismic event to propagate to surrounding mine workings. The focus of this paper is to estimate the size of beams that form over longwall panels to the seismic energy recorded by the mine. Analytical calculations are used to verify two-dimensional models of longwall roof beams to determine the strain energy and gravitational energy developed, which is then released upon strata failure to surrounding mine workings. Models are developed using RS2 to model the stress, strain, and deflection along the bottom of the longwall roof beam to calculate gravitational and strain energies. Gravitational energy is shown to be the main driving factor in energy release, except for the beams with low heights. Analyses allow the determination of beam characteristics based on seismic data. The analysis is refined using swelling factor to compare various beam drop heights. The models show an increase in seismic magnitude for higher drop heights. However, the actual data provided by the Buchanan mine displays a decrease in seismic magnitude with increasing drop height, indicating that energy is dissipated into the broken gob material as drop height increases.

The olfactory system (sense of smell) is crucial to the ability of fish to avoid predators, recognize kin, and synchronize reproduction (Baldwin et al. 2003). Copper (Cu) has been shown to impair olfaction in juvenile freshwater life stages of salmonids (including Pacific salmon and trout) in some laboratory experiments; and in the United States, public concerns have been expressed that current regulatory criteria for Cu in fresh water are not adequately protective of olfactory function in salmonids (e.g., OSU 2007; Pearson 2007). These concerns have largely been raised because some Cu concentrations that have caused olfactory impairment in salmonids in the laboratory are less than Cu concentrations that have been shown to reduce salmonid survival, growth, or reproduction (the effects endpoints that are typically considered in deriving ambient water quality criteria). However, two important and interrelated points that must be considered: (1) freshwater Cu criteria are "driven" by the sensitivities of several invertebrate species that are more sensitive than the olfactory impairment threshold in salmonids when (2) the influence of water chemistry on Cu bioavailability is properly considered in deriving Cu criteria. Bioavailability refers to the ability of various chemical forms of Cu to interact with receptors on the surface(s) of organisms and thus directly cause toxicity or uptake by the organisms. The toxicity of Cu and other metals to aquatic organisms is a function of water chemistry. For example, acute Cu toxicity in fresh water generally decreases as pH, water hardness (Ca2+ and Mg2+), alkalinity, and dissolved organic carbon (DOC) concentrations increase (Meyer et al. 2007). The U.S. Environmental Protection Agency (USEPA) has recommended hardness-based freshwater aquatic life criteria for Cu and other metals since the 1980s (e.g., USEPA 1985); and hardness-based metals criteria decrease (i.e., become more restrictive) as water hardness decreases. More recently, the USEPA has recommended freshwater aquatic life criteria for Cu based on the biotic ligand model (BLM; USEPA 2007), which accounts for the influence of multiple water chemistry parameters, including DOC, pH, alkalinity, Ca2+, Mg2+, and several other cations and anions. The BLM-based Cu criteria generally decrease as DOC concentration, pH, alkalinity, and water hardness decrease. Because DOC has a stronger influence on Cu bioavailability than water hardness, hardness-based and BLM-based Cu criteria can differ considerably. For example, in water that has low DOC and high hardness, the hardness-based Cu criterion would be relatively high (because it is driven by the high hardness) but the BLM-based Cu criterion would be relatively low (because it is driven by the low DOC). Thus, any evaluation of the protectiveness of Cu criteria against a given effect, such as olfactory impairment, must properly account for the chemistry of the exposure water. Meyer et al. (2013) compiled data on Cu-induced olfactory impairment and olfactory-induced behavioral effects from tests in which BLM parameters were measured. They demonstrated that the USEPA's BLM-based freshwater life criteria for Cu are protective against olfactory impairment, because it adequately accounts for water chemistry (whereas the USEPA's hardness-based Cu criteria are not consistently protective). Olfactory impairment by Cu is now receiving increased attention in Canada and Europe (e.g., Wall 2013; Stang 2013). Accordingly, in this paper we have expanded the analysis of Meyer et al. (2013) to consider copper guidelines from various other countries and whether these guidelines are protective against olfactory impairment.

Geologic constraints on mining and recoverability include the following: coal seams too thin or thick for conventional mining methods; coal seams with insufficient stratigraphic separation; unstable roof or floor strata; discontinuous or lenticular seams; coal seams that have high dips or are intensely faulted; water problems due to proximity of aquifers; and coal quality problems such as excessive sulfur, ash, chlorine, sodium, etc. The demonstrated reserve base for western coal of 220 billion tons is considered misleading as it does not adequately incorporate the above parameters in estimating procedures. Current reserve base estimating procedures involve an abstraction of data from generalized resource estimates. The authors believe the reserve base should be determined independently beginning with well-known deposits, with all mining and recoverability constraints fully incorporated.

A new mining project can raise questions about what effect it will have on the community after it closes. Historically, little was done by communities to plan for and accommodate the changes in the economic infrastructure when a mine project is finished either after the ore runs out or if market conditions deteriorate and make it unprofitable. Projects that were underfunded were generally unable to withstand periodic market downturns. However, data in a recent study conducted by the Seidman Research Institute leads to the conclusion that, even when a mining project is terminated, there can be (and, in the specific case studied, is) a residual beneficial economic effect in the community, which lasts for a long period of time.

Although surface chemistry fundamentals of semi-soluble minerals have been studied by many researchers, detailed understanding of these systems is still incomplete. In-situ FT-IR/IRS techniques have recently been used to successfully describe the adsorption of carboxylates at semi-soluble mineral surfaces. However, the wetting characteristics of these adsorbed films require further consideration. In this regard, the hydrophobicity and stability of transferred Langmuir-Blodgett (LB) monolayers of fatty acids at fluorite and calcite surfaces has been studied by contact angle measurements with polar and apolar liquids. Generally, it was found that the transferred LB monolayers of fatty acids at a calcite surface are unstable whereas such monolayers transferred at a fluorite surface are stable, as revealed from advancing and receding contact angle measurements. These results are believed to be due to the incomplete reaction of fatty acid monolayer at the calcite surface. In addition it was found that a closely packed well-ordered stearate monolayer with good hydrophobicity, equivalent to that of a transferred LB monolayer, can be formed at fluorite surfaces by spontaneous adsorption and self-assembly from aqueous solutions.

"How Wall Street Darling Molycorp Undermined the U.S. Economy, Degraded our National Security and Distorted the Global Economic Balance and How These Falsehoods Continue to be Promoted Even Today INTRODUCTION & SUMMARY In 2007 the Molycorp Mountain Pass rare earth mine was resurrected from its desert-grave in California by its then-owner Chevron Mining. Responding to elevated rare earth prices Chevron began processing on-site rare earth concentrates left over from past mining operations that were terminated in 1998i. Chinese demand had sparked what was being described as a commodities super-cycleii. Commodity prices were on the move. Wall Street smelled opportunity. In 2008 Goldman Sachs, Pegasus Partners, Resource Capital Funds, Traxys North America LLC and Carint Group LLC acquired the mining assets from Chevron. In an environment of ever-declining ethical standards and regulatory consequences the private capital group and their investment bankers would bring Molycorp to market. Molycorp, with its high powered investment banking team of Morgan Stanley and J.P. Morganiii, easily dominated the contest. Molycorp promoted itself, largely based on its past operating history and proven reserves, as the best company to challenge China’s monopoly control over the production of rare earths: a group of elements critical to most advanced technologies and U.S. defense systemsiv. Most of Wall Street’s hottest investment sectors were dependent on these materials: alternative energy, green technologies, computing, personal communications, advanced electronics and defense systems. By late 2010 there were dozens of prospective rare earth start-up ‘mining companies’ seeking capital. Eventually the number of prospective rare earth mining companies seeking capital exceeded 400, despite the reality that supply requirements of this market were disproportionally small when compared to other natural resource sectorsv. In the world of finance ‘smart money’ picks the winners. Consequently just twovi projects attracted nearly all of the capital (Molycorp and Lynas). Wall street picked Molycorpvii. This paper will primarily focus on Molycorp. By early 2010 the words “Molycorp” and “Rare Earths” electrified many people in the mining industry, most non-Chinese manufacturing technology companies, U.S. & allied defense contractors, technocrats in the U.S. national security community and eager investors across most of the world’s stock markets. It was the hottest story of the yearviii. The financial, technology and defense press coverage verged on euphoric: heaping fuel on fuel until the highly combustible Molycorp-pyre cast a long shadow over all of its rivalsix. When the IPO match was lit the spectacular flaming pyre sucked all of the oxygen out of the rare earth spacex. Molycorp was ranked the most lucrative IPO of 2010, resulting in record breaking profits to its private investors and massive returns for its early stock holding investors."

Control of the environment is as old as mining. Engineers have always had to consider how best to deal with the surface, and the character of the surface environment always affects mining method in some way. However, if the relationship of the mine to the environment is old, today's approach is new. For one thing, land, air and water formerly could be viewed simply as obstacles to be overcome or resources to be utilized to win ore at the lowest possible cost. Now we have come to realize that these nonmineral components of the environment also are highly valuable. For another thing, environ- mental protection has become a public policy issue. Again, a special public interest in land and land use is old. From the firs(, the crown claimed extra rights in valuable minerals, and to this day a multitude of laws and regulations control-and tax-land use in every country. What is new is the detailed public attention bring given to waste management practices, whether these wastes be in the form of solids, liquids or gases, and regardless of where in the environment they appear. (It is convenient to lump all mining environmental problems, including hank fires and subsidence, together under the term "waste management," for in effect that is what they are.) As a result of these changes, the mining engineer must consider that lie is dealing with two productive resources the minerals and the remainder of the environment-and he must expect that lie will be judged not only on his efficiency in recovering the one but also on his effectiveness in protecting the other. Further, in seeking to protect the environment, the modern mining-environmental engineer has a dual role. First, there is the obvious task of finding better ways for industry to cope with waste-management problems in actual operations. Second, there is the less obvious but equally important task of helping formulate appropriate public policy objectives for the environment. Throughout; the section it is assumed that mining is an acceptable land use for the tracts under consideration. The question of whether mining will be permitted at all on these tracts is a further public-policy issue, ultimately to be resolved politically and thus, since it is beyond the scope of engineering, is not a subject that can be usefully discussed in a mining handbook. Finally, none of the statements in the section are predicated on the assumption that required waste-management measures will be privately profitable in the conventional sense. Indeed, the reverse is more likely to be the case-at least if accounts are kept so as to include all appreciable costs and a normal rate of return on investment in waste-disposal and reclamation equipment.',',' However, it is clear that improved waste management will be required of mining firms and that, to a considerable although undetermined degree, this expenditure is in the best long-run interest of both public and industry. The several studies that have attempted to quantify the impact of mining on the environment are admittedly rough but still provide enough information to indicate that there is a big job to be done. "BACKGROUND Strata mechanics of three underground coal mines in central Utah were recently studied using a specialized finite element technique [1, 2, 3, 4]. The purpose of these studies was to examine relationships between mining and related seismicity. The longwall mining method was predominant, but room and pillar mining and barrier pillar mining were also used in the mines studied. In every case, high correlation between face advance and seismicity was observed. The specialized finite element technique allows for whole mine subsidence estimation at a kilometer scale and for stress concentration at a meter scale near a working face. Comparisons of observed mine subsidence with model subsidence allows for model verification and justifies detailed analysis of the evolution of stress at seam level. Yielding is expected near a longwall panel face and as the face is advanced the extent of yielding is expected to increase. The total number of element failures in a finite element mine model also increases, so a high correlation with associated seismicity, say, event count, is not so surprising. A brief review of recent coal mine studies in Utah is presented in the sequel. The procedures are given in some detail in application to trona mining. COAL MINES The analysis procedure begins with the geologic column and proceeds to specification of strata properties including elastic moduli and strengths. Joints are an integral part of the geologic model and joint set specifications include dip direction, dip, spacing, stiffness and strength. Spatial variability of strata properties in situ may be taken into account during analysis. Topography is important, especially to Utah coal mines that are developed from outcrop in regions of high relief. Mesh generation follows specification of data input. Finite element analysis is next, followed by reporting of results. In this regard, all finite element computations are based on first principles. No model “calibration” is done that involves adjusting computer input to obtain a fit to mine measurements such as subsidence profiles. Figure 1 illustrates the concept of a dual node – dual mesh finite element concept. Dual nodes are roof and floor nodes in mined areas. These nodes replace the seam. The dual mesh is a much refined mesh with displacement boundary conditions obtained from the big mesh and thus replaces the effect of mining in the region outside the dual mesh. The refined dual mesh allows for details of stress, strain and displacement near a working face of interest. Strata Properties Strata properties include elastic moduli and strengths of intact rock between joints and joint stiffness and strength for each joint set present. Both properties sets may be obtained from laboratory test data, although testing joints poses a sampling problem in the field. The statistical variability observed in laboratory test data, say, in unconfined compressive strength tests is often characterized by much variation. In fact, the coefficient of variation, ratio of standard deviation to mean, is often greater than 35 percent. When sample values are mapped back to the mine location, one may observe spatial variability as properties vary from place to place as shown in Figure 2.
