Both private industry and the Interior Department have become alarmed about the enormous amount of Federal land that has been withdrawn from appropriation either under the Mineral Leasing Laws or the Mining Law of 1872. According to a recent article by Gary Benethum and L. Courtland Lee, governmental actions have withdrawn nearly 400 million acres from the operation of the Mining Law of 1872 and over 500 million acres from the Leasing Laws. An addition al 100 million acres for the Mining Law of 1872 and 70 million acres for the Leasing Laws are either encumbered or being managed in such a way as to constitute a defacto withdrawal from mineral development. This means simply that mineral exploration end development under the Mining Law of 1872 is either prevented or discouraged in an area the size of the states of California, Arizona, Washington, Oregon, Nevada, Utah, Idaho, and one half of Colorado combined. Under the Mineral Leasing Laws, exploration and development is either prevented or discouraged in an area equal in size to all the states east the Mississippi River, except Maine.

Copper has been mined in the Philippines since at least as early as the Ming dynasty (1368 A.D. to 1644 A. D.). The principal source areas of this early production were in Camarines Norte (Paracale), in the Mountain Province, which now boasts the largest number of Philippine porphyry copper deposits, in Masbate and in Surigao, The Spanish Era began in 1521. Although they were primarily interested in gold, the Spaniards operated several copper mines including the San Remigio mine on Panay and the Lepanto mine in northern Luzon, beginning in 1842 and 1865 respectively. Prior to World War II most of the Philippine copper production was supplied by these same two mines together with the Hixbar mine, Rapu Rapu Island which began operation in 1939. The Hixbar and San Remigio mines are cupriferous pyrite deposits and the Lepanto is a vein-¬form replacement deposit (Kinkel et al. ,I 1956). No significant copper production was derived from porphyry copper occurrences prior to world War II.

Ion exchange resin processes are receiving renewed attention in the mining industry for recovery;, of metals from solution. This interest has been inspired by the development of continuous countercurrent ion; exchange systems (CCIX) which are of much lower cost than the original, fixed bed contactor processes. With the countercurrent systems and new developments to process or upgrade the eluate product, ion exchange can now compete successfully with solvent extraction for treatment of uranium ores. The low concentration of U308 obtained in the CCIX strong eluate is generally upgraded by solvent extraction methods in sulfuric acid systems. Resin loadings of up to 120 grams per liter of U308, however, have been produced experimentally by recycling of eluate (HIM-IX process) and further developments may be expected in the near future. New developments in resin technology are bringing forth products of greater strength, loading capacity, selectivity and density. Densities up, to 1.35 spgr have been claimed by some suppliers. The process is not a new one and has taken years to advance to the present state of development. The earliest system to gain widespread acceptance was the resin-in-pulp system applied to uranium recovery. Ion exchange, however, later lost acceptance in favor of solvent extraction in the 1960's due to problems in resin degradation, resin contamination and resin-pulp separation, in addition to the development of improved solvent extraction reagents and techniques. The resin-in-pulp system continues to have application on high clay ores and has advanced in design. A number of other continuous ion exchange systems were also tried but never gained continued acceptance. In the current resurgence period the CCIX systems to gain acceptance were the Utah and Chem-Sep (Higgins Loop) systems. These processes are relatively simple in concept although require sophisticated controls. Fixed bed columns have also been designed into multistage systems in countercurrent operation but are not discussed in this paper. These systems remain competitive today for many applications. The most recent advancements however have been in the multistage contactors from,, which three are in current acceptance. These are the Himsley, Porter, and NIM systems. All industrial applications of these systems are relatively new, although pilot plant and in-plant development has been in progress over the last decade. Fur36ther developments should be expected in the near future.

"SUMMARY The Istanbul Strait Road Crossing Project includes a 3.34 kilometer subsea tunnel excavated by TBM with an excavation diameter of 13.71 m. The tunnel will incorporate two road decks, each employing two traffic lines and shoulder with the daily capacity of 100,000 light vehicles. The tunnel alignment crosses full face rock sections with heavily fractured zones due to tectonic events as well as a long central stretch of difficult mixed face and very variable soft ground conditions. The demanding ground conditions and the large diameter in combination with realized face pressures well above 10 bar required a highly specialized and well adapted TBM. The paper describes the project challenges and the related technical solutions incorporated within the TBM design as well as the real site experience. INTRODUCTION In 2013, a 13.71 m diameter Mixshield was manufactured in Germany for the Istanbul Strait Road Crossing Project. The delivery of the TBM in late 2013 was a major milestone for the Istanbul Strait Road Crossing Project, also known as the Eurasia Tunnel Project. The Eurasia Project (www.avrasyatuneli.com.tr/en) consists of a 14.6 km route including a 5.4 km tunnel segment in its central part crossing the Bosphorus. The 3.34 km subsea section of the tunnel was excavated in closed mode using a Mixshield TBM. The remaining tunnel length is constructed by sprayed concrete lining (SCL) method followed by a cast in place (CIP) lining or by cut and cover (CC) structures for the TBM transition boxes (Figure 1, right). Other project sections on the European and Asian side consist of upgrading and widening surface access roads towards the tunnel. Conceptual ideas of connecting Asia with Europe via a tunnel crossing the Bosphorus have been around for an extended time and only became realistic towards the end of the 20th century based on significant technical developments in mechanized tunneling. Feasibility studies for a new Bosphorus crossing in 2003 and 2005 confirmed and suggested a road tunnel in its present alignment as the preferred solution. Following an international tender process the Ministry of Transport, Maritime Affairs and Communications of Turkey assigned ATAS, a special purpose company formed by Yapi Merkezi (Turkey) and SK E&C (South Korea), to design, build and operate the Eurasia Tunnel Project. The Implementation Contract was signed in February 2011. In 2012, Herrenknecht AG was selected as the supplier for the 13.71 m Mixshield TBM."

The western phosphate field, one of the United States' great mineral resources, lies within the western states of Idaho, Utah, Wyoming and Montana. This Permian sedimentary deposit has been known since the turn of the century and since the 1920's has been mined for its phosphate content. Isolation from markets and relatively high mining costs have restricted development as compared to eastern United States deposits, but nevertheless a significant western phosphate industry has developed. Geographically the deposit covers an enormous area of about 337 000 km2 (130 000 sq miles). It covers Idaho from Pocatello east- ward, western Wyoming to the eastern flank of the Wind River mountains, and extends well into southwestern Montana and into a large area of northeastern Utah north of the Uinta Basin and east of the Salt Lake valley.

New and developing communication systems en-able underground miners to, not only connect to the surface from an increased communication coverage area, but also to be discovered in the event of an emergency. Communication and tracking systems are required by the U.S. Mine Safety and Health Ad-ministration (MSHA) regulations, aiming to enhance health and safety and routine production in underground operations. Modeling a mine?s potential communication coverage area will increase overall coverage and efficiency of the communication network itself. Modeling the propagation of wireless communications enables ideal broadcast locations to be found when designing a communications network. Strategic placement of broad-cast devices results in a reliable communication network that can better withstand disruption in daily operation and during a time of emergencies. Research on wireless communication in mines has been ongoing since 1922, when the U.S. Bureau of Mines performed experiments in its experimental mine in Bruceton, PA (Schiffbauer & Brune, 2006a). Ac cording to Dobroski and Stolarczyk (1982), ?as early as 1922, Bureau of Mines experiments showed that radio propagation in mines was possible but not practical.? In 2006, the underground communication technologies available to the mining industry had inherent problems that limited communication capabilities. Because harsh underground mine environments significantly reduce line of sight and propagation range and introduce power and safety concerns, the overall effectiveness of underground communication technologies were limited. Case studies are presented in this paper to illustrate the usefulness and applicability of using conditional simulation in under- ground coal mine planning. Conditional simulation is a technique developed in the last five years that allows the building of a simulated ore body (or coal deposit) model. Construction and validation of the simulated model is described in order to show how well the model reproduces the essential characteristics of the deposit. In the model, the thickness, ash, and sulfur content are known everywhere in the deposit and each variable has the same mean, variance, and spatial variability (variogram) as that variable has in the real deposit. Use of the simulated deposit in the design of drilling strategy for long range mine planning is demonstrated in me case study. Determining the potential of short term production scheduling to reduce the fluctuations of sulfur in run of mine coal is described in the second case study.

A Setaram C-80 heat flux micro- calorimeter was used to study the surface and interfacial properties of fine coal particles in water containing flotation agents via heat of immersion measurements. Heat of immersion (?Himm) is usually a small exothermic quantity and can be used' to characterize a solid in terms of its relative hydrophobicity or hydrophilicity. The effects of coal type, surface oxidation, mineral matter content, kerosene concentration, and pH on the wetting characteristics were investigated. Results obtained from the calorimetry experiments correlated well with results from independent flotation experiments.

The seismic refraction technique is probably the most popular geophysical method of bedrock profiling in geotechnical site investigations but is somewhat restricted by the inherent assumptions in the method. This paper describes how Hales' method of profile interpretation is modified to overcome the assumptions of increasing velocity and layer thickness with depth when only first arrival data is available. A further expansion of Hales method enables presentation of refraction data in a form whereby bedrock features, such as changes in velocity, relief and dip in particular, are more readily recognized. Characteristic curves of the more common bedrock features are presented as an aid to bedrock feature recognition.

The European climate and energy framework for 2030 is highlighting the reduction of man-made CO2 by increasing the use of renewable energy to mitigate climate change. In this spirit, Germany has decided to erase the coal use as an energy source by 2038 completely. Inevitably, this strategy promises a feasible, responsible, and sustainable post-mining management, because 200 years of coal mining have created numerous challenges necessary to tend to once the mining ends. Thus, the Research Institute for Post- Mining (FZN) at the TH Georg Agricola University in Bochum, Germany, has developed a holistic approach to meet these postmining challenges including further expertise present at our university. Here, the four strategic research pillars are (1) technical geoecology and hydrogeology to avoid and mitigate risks underground, (2) geomonitoring to evaluate and protect the surface, (3) industrial heritage preservation and engineering to secure and reuse brownfields such as mine sites, and (4) economic transformation planning of mining regions to enable a prosper future for generations to come. In all efforts, we aim to achieve the fundamental goals of the UN to deal with the resources of our planet responsibly and sustainably. Furthermore, we are synergizing increasingly with national and international networks in the interest of social, economic, and environmental stakeholders.

As openpit copper operations transition from surface mines to underground, the speed of underground infrastructure construction prior to production is critical for maximizing the value of the project. Typically, the preferred underground bulk mining method is block caving. In preparation for future underground projects, Rio Tinto made the strategic decision to invest in a step-change program that would develop system solutions to reduce the construction time of block caves. The program focused on improving safety and doubling or more the construction speed of both vertical shafts and horizontal infrastructure compared to existing drill-and-blast rates. After an extensive selection process, Rio Tinto selected the Atlas Copco mobile miner machine as one of the concepts to proceed with for construction of horizontal infrastructure for access and footprint. In addition to un-derground drilling and hauling equipment, Atlas Copco?s Robbins mobile miner concept (a previous attempt at horizontal mechanical excavation) completed trials at Mount Isa, Pasminco and Taisei. Rio Tinto selected the new Atlas Copco mobile miner machine concept for a number of reasons including the use of proven technology from the three previous mobile miner machines and other commercial products, as well as the ability to install complete ground support typical with high rock stress conditions at approximately 1,500 to 2,000 m (4,900 to 6,500 ft) depth. Atlas Copco, with support from Rowa, the Swiss company that specializes in back up systems for tunnel boring machines (TBM), is advancing the detail design of the access version of a tunneling system on behalf of Rio Tinto. Because of the different requirements between an excavation system for access tunnels and that for tunnels on the footprint, two different versions of the mobile miner machine technology were envisioned. The access and the footprint versions of the Atlas Copco mobile miner machine share a majority of key technologies and systems. Therefore, it was possible to conduct a performance conformation test using a full-scale version of the access machine that would also mitigate the technical risks for the footprint version. Traditionally within the mining industry, the main functional process flow for resource and reserve evaluation proceeds from geologists who build the geological model, to resource estimation geologists (modelers) who estimate the grades, to mining engineers who develop the mine design and schedule. The interface between these three disciplines is not always seamless. Assumptions made during one stage of the process are not always communicated down the line, even though most mining companies have procedures in place to encourage communication across the various disciplines. These procedures do not always achieve their aim due to a variety of reasons including time constraints, appropriate people not being available, or a lack of understanding of what other disciplines require, and the handover process can degenerate into one of sending computer files on to the next discipline in the process flow. This paper focuses on the interface between the resource estimation and mine engineering disciplines, and outlines some of the common assumptions made when generating a resource model and the risks that engineers may be taking when elevating cutoff grades, optimizing schedules or generating forecasts. The case studies presented focus on openpit gold deposits, but the concepts should be applicable throughout the industry. A summary of key questions and recommendations is provided.

Salt, a non-metallic mineral whose use dates back to earliest history of mankind, and whose uses cover the widest range for any mineral raw material, is generally of widespread occurrence in commercially recoverable quantities in the oceans, in certain sedimentary rocks, in certain lakes, and in certain underground waters. Passing over geological detail, it may be said that, generally, all of the salt in the world has, at least once in geological history, been in solution in the oceans. The total salt content of today's oceans, said to equal 4.5 million cubic miles of rock salt, dwarfs the tremendous volume of salt in the sedimentary rocks. In 1958, United States production of salt was about 22 million net tons and world production about 82 million. About 3 percent of United States production is table salt, with chemical, municipal, industrial and agricultural uses taking the remainder. Mississippi River. Figure 1 has been expanded sufficiently to show also those salt occurrences and producing points which might economically ship salt into these states. Although widespread in occurrence, salt deposits and possible production areas generally show very sharp local boundaries. Salt-for non-table use is susceptible to ?place value?, a common problem in low valued raw materials, where transportation costs often exceed the value of the material f.o.b. the production point. Generally only large capacity mechanized salt producing operations can compete in United States markets, as contrasted to the many small local salt evaporators in less industrialized Mexico.

When paraffinic gases (ethane, propane, butane) are used as the gas phase in flotation systems, the initial rate of flotation and recovery are generally increased as compared with air. The mechanism of the effect of paraffinic gases in flotation was studied and it was shown that they co-adsorb with the collector ions on the mineral-aqueous solution interface. The effect of this co-adsorption was interpreted in terms of apparent increase of the effective chain length of the collector by the co-adsorbed gas. Adsorption densities, contact angles and flotation behaviour were studied on the following systems: a) Quartz - dodecyl ammonium chloride - ethane and propane b) Calcite - sodium oleate - propane and butane. The positive effect of the co-adsorbed gases is a maximum at low collector concentrations or where critical conditions for flotation with air prevail.

Each year, hundreds of mine workers are involved in machinery-related accidents. Many of these accidents involve inadequate or improper use of lockout/tagout (LOTO) procedures. To mitigate the occurrence of these accidents, new safety methods are needed to monitor access to hazardous areas around operating machinery, improve documentation/monitoring of maintenance that requires shutdown of the machinery, and prevent unexpected startup or movement during machine maintenance activities. The U.S. National Institute for Occupational Safety and Health (NIOSH) is currently researching the application of Internet of Things (IoT) technologies to provide intelligent machine monitoring as part of a comprehensive LOTO program. This paper introduces NIOSH’s two-phase implementation of an IoT-based intelligent machine monitoring system.

In the fully mechanized top caving mining of steeply inclined, extra-thick seams with variable angles, the mechanisms of roof rock movement, failure, caving and filling are highly complex. This is due to the varying angle of coal seam in different areas, which makes rock–equipment stability control challenging. In this paper, the surrounding rock deformation and failure mechanisms, bearing structure of the overburden, and working characteristics of the supports are elucidated. The principle and key technologies of rock–equipment stability control are presented and applied to control the overburden of the regional failure and realize safe and efficient mining of the working face.

The Upper Santa Cruz Groundwater Basin lies in the drainage area of the Santa Cruz River in Arizona, and extends upstream from the community of Rillito to the international boundary, see Figure 1. The principal water use area lies between and includes the cities of Tucson and Nogales. A subsurface geologic barrier near Rillito provides a reasonable dividing line between the groundwaters of the Upper and Lower Santa Cruz Basins. The Upper Basin contains the Tucson and Sahuarita-Continental critical ground- water areas. The Tucson Water Use Area encompasses the Tucson metropolitan area and extends from the northern boundary of the Basin south to the boundary between the Tucson and Sahuarita- Continental critical groundwater areas near San Xavier. The San Xavier Use Area is the San Xavier Indian Reservation. The north and south boundaries of the Continental Use Area coincide with the limits of the Sahuarita-Continental critical groundwater area. The first study of groundwater in this valley was initiated by Dr. G. E. P. Smith in 1905 and the results were published in 1910, followed by a series of bulletins of the Arizona Agricultural Experiment Station, University of Arizona, covering the general field of groundwater development and utilization. Beginning in 1939, the Ground Water Branch of the United States Geologic Survey, in cooperation with the Arizona State Land Department and the Arizona Water Commission (AWC), have published a series of bulletins concerning groundwater occurrence and utilization in various areas of the state. In 1975 and 1977, the AWC published the "Arizona State Water Plan" (1), comprising a detailed inventory of water availability and use in the State of Arizona, and a study of alternative futures.

With the advent of the Clean Air Act and the installation of flue gas desulfurization (FGD) equipment (scrubbers) on coal fired power plants, the management of solid wastes has taken on added importance. Aside from the large amounts of fly ash and bottom ash usually generated, large quantities of liquids in the form of scrubber sludge are also produced. These wastes must be disposed of within the constraints of land and water quality regulations. This paper describes the practices adopted by the electric utility industry in denting with this problem, including methods of generation and treatment, quantities and characteristics of the materials, and transportation and disposal practices. The paper also briefly describes final product characteristics and several applications for commercial utilization and land reclamation.

An automated method of microscopy for determining the pyrite size distribution on two base coals that were crushed to 28 mesh x 0 has been developed. Polished epoxy-bound coal pellets were prepared and examined by a Zeiss IBAS image analyzer utilizing a program developed from provided software. Pyrite size distribution determination is considered a necessary first step in pyrite characterization that could lead to successful predictions, by microscopy, of a coal's theoretical pyritic sulfur removal. Our research efforts to date have indicated that the IBP-S can be a reliable instrument for determining pyrite size distribution in crushed coal. A program was also developed to convert pyrite size data to a weight basis for comparisons to the results from chemical analyses. The problems encountered in our research and their solutions will be presented in the discussion.
