In June, 1980, Reserve Mining Company completed a 370 million dollar construction project which included process modifications required to reduce the silica content from nine to five percent by weight and increase the iron con- tent of Reserve's pellets from 62.5 to 65.8 percent by weight (dry basis); process modifications and additions required to implement "best available technology" water quality controls; and installation of "best available technology" air emission controls. The new process began operation on June 24, 1980 and is being optimized to meet design objectives. Dry cobbing, fine screening and flotation additions to the concentrating process have reduced the silica content of Reserve's pellet from nine percent to five percent by weight. The process reclaims and reuses all process waters, stores all tailings in a zero discharge tailings basin and meets all air emission standards.

In the ultrafine coal cleaning process, small coal particles (-400 mesh) are produced during the pulverizing operation. After the coal cleaning process, these ultrafine particles are very difficult to dewater, and create problems in coal transportation, storage and handling at utility plants. Research work on ultrafine coal dewatering and briquetting has resulted in the development of a single stage operation that is potentially more effective and economic than conventional thermal drying and briquetting processes. The final coal product have a moisture content of less than 15% and possess high strength and water resistance that satisfies coal transportation, storage and handling requirements.

The problems of slope stability in open-cast mines are examined. A criterion, the instantaneous stripping ratio, is suggested for use in the design of pit slopes and as an index of control at all stages of the exploitation of the ore body, This criterion may also be related to safety and to the maximizing of profits. Two approaches to safe design of slopes, one from the point of view of soil mechanics and the other from the point of view of rock mechanics, are described and critically compared. The effect on slope stability of the regional tectonic stress field is discussed. Explanation is given of the application of the Terzaghi effective stress concept to problems in both soil and rock environments, including possible effects when borehole deformation techniques are used to measure stresses in rock in situ.

To facilitate effective land reclamation and comply with existing state regulations, surface coal mine operators have in recent years adopted new mining techniques and equipment utilization for steep-terrain mining. In contrast to direct spoiling with draglines or shovels, these new mining methods require some form of overburden haulage from the excavation face to the point of reclamation. Although current mining methodologies such as Block-Cut, Modified Block-Cut, and Mountaintop Removal with Head-of-Hollow Fills have proven effective in achieving reclamation objectives, some production problems have resulted from pit congestion and excessive equipment delays. Recognizing this problem, the United States Bureau of Mines contracted Skelly and Loy to design innovative mining concepts utilizing conveyor haulage in place of trucks, loaders, dozers and scrapers. Project objectives required definition of current bottlenecks and development of mining systems to: alleviate bottlenecks; increase production potential; facilitate additional resource recovery; enhance reclamation; reduce safety hazards; and improve mining economics. Successful completion of project goals within a four year program involves systematic implementation of the following separate work phases: 1) Develop Concepts for Block-Cut Mining Systems; 2) Determine the Economic and Technical Feasibility of Concepts; 3) Prepare Detailed Design and Specifications of Concepts; and 4) Prepare Specifications for Conducting Field Tests of the Most Promising Concepts. At the time of this publication, Phases 1 and 2 are finalized with Phase 3 efforts well underway.

The U.S. Bureau of Mines has investigated methods for extracting metals from a variety of arsenic-containing smelter flue dusts. One proposed flowsheet includes a sulfuric acid leach, a cooling step to precipitate hydrated copper sulfate, and a reduction-precipitation of As2O3. Arsenic extractions greater than 90 pct were achieved, while copper extraction ranged from 50 to 85 pct under the conditions examined. Copper was removed from the leach solutions by crystallization followed by SO2 precipitation of arsenic which resulted in a 98 to 99.9 pct As2O3 product. Other metals, such as lead and zinc, were concentrated in the leach residue or in other byproduct streams for recovery of their valuable metal contents.

"Since 2005, longwall coal mine operators in Pennsylvania (US) have been required to collect extensive hydrologic and biological data to document pre- and post-mining conditions of aquatic resources (streams and wetlands) overlying the subsidence control plan areas. Continued operation of the longwall mine is dependent upon empirical data demonstrating that the undermined aquatic resources have either been maintained or restored to an accepted range of pre-mining conditions. This study used quantitative hydrologic methods and comparative biological metrics to examine response of aquatic resources to longwall subsidence at the Bailey Mine located in Greene County, Pennsylvania. This study analyzed data from over 25 miles of streams and over 8 acres of wetlands that traverse the 4,779-acre study area. Hydrologic analysis of flow intermittency suggested that there are variable degrees of change to headwater streams immediately following mining; however, the majority of the effects are reversible through streamflow mitigation measures. Furthermore, the post-mining discharge from streams can be restored to within the range of pre-mining conditions the majority of the time. Biological assessments showed that greater than 95% of assessed stream length has maintained its ability to support benthic macroinvertebrate communities following mining and intervention (i.e., mitigation). Comparative metrics of the benthic macroinvertebrate communities showed that the biological community in 48 of the 50 sample sites is being maintained or restored across both high- and low-gradient streams. The effectiveness of intervention was further substantiated by the similarity in recovery times between streams having no intervention (median = 2.1 years, 95th percentile = 4.9 years) and streams with intervention, when recovery times were measured from the date of the intervention (median = 1.7 years, 95th percentile = 4.7 years). Changes to individual wetlands were observed between the pre- and post-mining assessments, but cumulatively a net gain of 7% in wetland acreage was realized. Hydrologic assessments were used to infer whether there was a potential that streams had been affected by mining; however, the ultimate test of stream recovery is based on biological metrics that establish the relative quality of the biological communities following mining. Overall, the hydrologic balance is being protected and the aquatic life use of streams is being maintained within the Bailey Mine’s subsidence control plan areas."

Because of the competitive nature of the iron ore pelletizing industry, commodities required for the production of pellets are continually being scrutinized to minimize their usage and offset rapidly escalating costs. In the Tilden pellet plant, the usage of one commodity, bentonite, has been reduced from over twenty-four pounds per long ton of pellets to as low as eight pounds per long ton. The evolution of bentonite usage from plant start-up to the present time is described.

Linear goal programming is a multi-objective optimization technique where the constraints of a linear programming formulation of a problem are considered as additional objectives. The optimal solution is the one that comes closest to satisfying all the objectives. An interactive computer program was written to utilize this technique in solving the feed blending problem faced by power plants de- pendent on multiple sources of coal supply. This program determines the amount of coal from each supplier to utilize in the blend. Examples of the use of the program in both long and short term coal procurement planning scenarios are given.

In this study, a unique excavation system was characterized, utilizing waterjet technology as the primary tool for material removal during rehabilitation of reinforced concrete and shotcrete structural liners. Through empiric testing, this research seeks to validate the hypothesis that waterjet removal of these support systems will result in less unintended damage than conventional removal methods. The intent is to develop a viable technology that will reduce the collateral damage caused to surrounding liners during excavation, improve the adhesion between shotcrete and the substrate for longer lasting ground support, and improve overall safety for workers in underground environments. An analysis on the fracture mechanisms and operating parameters of each method was completed. Instrumented shotcrete panels were physically tested and examined through visual inspection and ground penetrating radar (GPR) to compare substrate damage according to each testing method. After testing was completed, the data strongly indicates that waterjet cutting causes less collateral damage to the surrounding intact liner and substrate when compared to that of conventional impact hammers. This research is intended to provide a scientific basis for additional applied research in the rapid excavation and repair of shotcrete support systems.

Introduction Despite the focus on the so-called "high-tech" and service components of the economy, the minerals industry in 1987 continued to provide the world the overwhelmingly dominant share of the total raw material supply for all manufacturing operations. And, in the form of fertilizers and other soil treatment materials, minerals also supplied indispensable raw materials to ensure continued high production of the agricultural and forestry sectors of the world's economy. Moreover, the role of minerals as a source of construction raw materials was essential to that sector. On the basis of preliminary and partial statistics on world output of crude mineral commodities, 1987 appears to have been a year of further recovery from the recessional years of 1981-1983. The value of world crude mineral industry production (all mineral commodities including fuels) apparently advanced about 5% to nearly $1.1 trillion in terms of constant 1983 dollars.' That is significantly above the recently revised 1986 level of nearly $1.05 trillion, but still considerably below the record-to-date high of $1.27 trillion set in 1980, as shown in Table 1. That growth in value took place despite relatively flat world oil prices - oil being the most important component of the aggregate, as it has been for decades. There is insufficient information available to assess the total value of processed mineral commodities (refined metals, refined oil, manufactured fertilizers and the like). But a figure of $2.6 trillion (constant 1983 dollars) would be a quite conservative estimate for those materials derived only from primary or newly mined materials. And an additional, as-yet-unestimated increment should be added for processed materials derived from secondary raw materials - scrap and other reclaimed substances. From a world trade viewpoint, minerals and mineral products dominate in terms of tonnage. For example, in 1985, on a weight basis, mineral commodities including fuels constituted more than 58% of all goods moving through the Suez Canal and 53% of all goods passing through the Panama Canal. These waterways cannot accommodate giant tankers and ore carriers. So an even larger share of total oceanic trade is composed of minerals and mineral products. Yet, in terms of value, the share of the total accounted for by these industrial essentials is much lower than that accounted for by other commodities, most notably sophisticated high-tech equipment and other goods with a relatively high per-pound value. Worldwide data on the value of mineral export trade for 1987 is so incomplete at this writing that it is impossible to assess that actual level. Indeed, the compilation of similar available data for 1986 covers only the exports of nations with developed market economies. In 1985, these countries accounted for only 67% of total world exports of all goods. They accounted for only 41% of world exports of major mineral commodities: crude nonmetals; metal ores, concentrates, and scrap; mineral fuels; nonferrous metals excluding gold; and iron and steel. For these developed-market-economy countries, the value of exports of these major mineral commodities declined by more than 10% between 1985 and 1986. GEOLOGICAL NOTES The area under discussion is situated approximately 150 m north of Loraine No. 3 shaft at ± 1500 m below surface. The block being mined extends from about halfway between 50 and 52 levels to just below 48 level (see Fig. 1). The EB reefs form the lower portion of the EB zone of the Elsburg series and in the 81 line area the various conglomerate bands show the best development. Up to 18 separate reef bands are developed and the distance from the bottom conglomerate band to the top is ± 26 m. The thickness of the quartzite which forms the middling between the various reef bands varies from 0.1 to 2 m. The strike is roughly north-¬south. The reef bands are payable individually. However, owing to the steepness of the reefs and their close prox¬imity, conventional mining would prove very difficult. The nonpayable reef bands all carry varying amounts of gold and the whole area is a massive payable reef body approximately 26 m wide and 60 m high at 300 to 400 m on strike. The major structure of the area consists of a north¬-south trending syncline. The western flank of the syncline has a steep easterly dip, in places approaching the vertical. This flank cuts out against the overlying rocks of the EA zone. The latter forms a noncon¬formity with the underlying EB zone. The eastern flank of the syncline dips to the west at an average dip of 0.17 rad (10°). The 0.1 rad (6°) north-plunging syncline was sub¬jected to severe faulting. The most important are the Nos. 4 and 10 faults, both of which have a roughly north-south strike. The No. 4 fault dips to the west at an angle of 1.04 rad (60°) with a downthrow of approximately 150 m to the west. The dip of the No. 10 fault is 0.69 to 0.81 rad (40° to 50°) west, with the western block having moved 150 m updip relative to the eastern block. The EB reefs are being mined by the sublevel stoping method down from the sub-outcrop position to the cutoff against the No. 4 fault. On the downthrow side of the No. 10 fault, that is just above the 54 level, two reef bands are payable and will be mined conven¬tionally. ROCK MECHANICS From the section in Fig. 1, it can be seen that the area under consideration is surrounded by stoped-out areas. This will naturally change the stress distribution extensively. The only way to calculate the stress field for such a geometry is to use the finite element method. It was established that this method worked for the present geometry and so the method was applied to predict the stress behavior of the final geometry. From the results, it appeared that the effect of the old stopes was to destress the area. There are, however, some areas-such as the 50 and 48 north footwall haulages-which will require continuous attention. Gold extraction from refractory ores is still a problem. Gold losses in the cyanidation process are mainly due to the presence of sulfides and carbonaceous materials. Oxidation of carbon and sulfide minerals by sodium hypochlorite is a possible method to render the ore amenable to cyanidation, and earlier work by the USBM indicates that electrochemical generation of hypochlorite is promising. Laboratory work was carried out on the oxidation of pyrite and carbon in an electrochemical cell with a sodium chloride electrolyte. The results of preliminary tests are discussed in relation to the mechanism of electrooxidation of refractory gold ores and the estimation of current efficiency.

Perlite is a hydrated acid volcanic glass that has been derived from the alteration of obsidians through incorporation of water into the silica structure. It is distinguished from other members of the water-bearing natural glass family by total water content, characteristic fracture and luster. The distribution of major occurrences worldwide is associated with silicic Tertiary through early-mid Quaternary volcanics related to plate movement. The No Agua dome and flow complex is one of the most highly studied perlite occurrences in the world. It clearly exhibits lithologic and textural zonations that reflect simple cooling history. Similar features are commonly observed within other perlitized, extrusive glass selvages. This paper briefly discusses current thought regarding geologic occurrence, the hydration process and the modes of origin with special emphasis on No Agua.

Flotation of fine and coarse coal after multistage addition of the frother was found to yield coal fractions with significantly lower ash content as compared to the feed. It was observed that the lowest ash content, specific gravity and reactivity of coal was associated with finer size fractions. Ignition and combustion characteristics of different coal fractions were evaluated using a differential thermal analyzer (DTA) with calorimeter attachment. It is suggested that in the ignition stage, the removal of mineral matter affects the reactivity through the physical changes brought about by the ash removal. In the char combustion stage the mineral matter seems to influence the reactivity through the catalytic activity of surface concentrations of metal ions, ratio of combustible/incombustible material, internal pore structure and roughness.

In alkaline pulp, galena is depressed by sodium carboxymethyl cellulose (NaCMC), while Cu(II)-activated sphalerite exhibits a high flotability so that satisfied separation can be achieved. In addition to hydrogen bonding, chemical bonding of NaCMC with galena is confirmed by IR; only hydrogen bonding is involved between NaCMC and Cu(II)-activated sphalerite. It is also found that the greater the degree of substitute and polymerization of NaCMC, the stronger the depressive effect of NaCMC and that lower stirring speed favors the depression.

The Mineral Resources Institute (MRI) has developed a unique process for selective fatty acid flotation of phosphate minerals from siliceous ores. The process takes advantage of preferential adsorption and high reactivity of fatty acid collectors towards apatite over silica surfaces under slightly acidic conditions of pH 5-6.5. The process was successful in upgrading various phosphate samples from Florida and North Carolina containing 7.7-15.3% P205 and 62.3- 77.2% Insol to concentrates assaying 28.1-33.1 % P205 and 4.1-9.9% Insol with high P2O5 recovery of 81.8-92.2%. Depending on the type of silica impurities present one or more cleaning steps, with or without sodium silicate, would be required to improve the grade of the rougher phosphate concentrate.

Florida's electrical needs are served by 58 utilities of practically every type: six investor-owned, 34 municipal, 17 cooperative, and one federally-owned. They range in size from a small municipal system with a, 2 MW annual peak demand CD a large investor-owned utility serving about one-half of the state with an annual peak demand of 8,600 MW. (1),(2) These utilities are interconnected at several voltage levels with 230kV serving as the pre-dominant voltage for the bulk power transmission system. About 275 miles of 500kV circuits are found within two systems, but no tie-lines yet exist at this voltage. Due to Peninsular Florida's (that portion of the state east of the Apalachacola River) geographic location and shape, it cannot, at present, depend upon its interties with the remainder of the nation to completely support the sudden loss of the state's largest generator. Therefore, the utilities maintain a total amount of spinning reserve to cover for this single contingency outage at all times. Most of the state's electric utilities belong to the Florida Electric Power Coordinating Group (FCG) which, through its standing committees, coordinates the planning and operation of the member systems. Though a formal, centrally dispatched pool does not exist in the state, generating utilities which belong to the FCG's Operating Committee subscribe to an energy broker operation to maximize the savings that can accrue from economy interchange. Studies are underway, with participation from the staff of the Florida Public Service Commission, that are investigating both central planning and dispatch of the peninsula's electric utilities. Florida's electric load is mainly residential. During: 1976, 48.8% of all electrical energy use was by residential customers; 31.8%, commercial; 16.2%, industrial; and 3.2% for all other. By comparison, 32.7% of the United States' load was residential, followed by 40.5% industrial, 23.0% commercial, and 3.8% other.

The installed world steel capacity remains 20% above the present world steel demand. Energy costs have risen enormously in recent years, as illustrated in Figures 1 and 2. The role of the sinter plant is becoming more exacting as it becomes vital to minimize energy consumption. Continuous grate sintering, although pioneered in the United States, has always been the second grade burden preparation route, due to the predominance of easily up- graded ores which were more readily agglomerated by pelletizing. To achieve blast furnace performance up to best world standards, sinter of consistent high quality must be produced with virtually no atmospheric pollution. The plants must be capable of achieving this demanding level of quality whilst utilizing high proportions of revert materials, iron ore concentrates and fluxes . However, with the present difficult economic climate in the iron and steel industry, the economic production of sinter and ultimately steel is becoming increasingly important. The iron and steel industry is looking closely at costs and is identifying the need for sinter plants that will cope with a wide range of sintering materials to give the cheapest blend at varying output levels dependent upon demand. In order to meet these requirements, sinter plant builders are designing plants with particular attention on flexibility.

Shortly after World War II, considerable impetus was given to use of truck haulage in open pit mines by the manufacture of large off-highway trucks. Mine management was quick to utilize this more flexible approach to open pit operation and in the ensuing years much time and energy has been spent to improve the basic concept. Dramatic progress has been made in drilling, blasting, loading and hauling with much emphasis placed on equipment improvement. In general, haul roads in open pit mines and quarries have received rather perfunctory treatment in studies of surface mining operations. Their importance to the successful pit operation requires more than a brief sentence saying, "Good haul roads must be maintained." Haulage costs account for approximately one-third of total mining costs including general costs and about 90 percent of the total loading-haulage cycle time is consumed in travel, hence, good haul road planning, construction and maintenance are mandatory for a viable operation.

Further development of the Nitric-Sulfuric Leach (NSL) process has led to an improved design of the leach and nitric acid recovery steps. NO produced in the leach step is reacted with oxygen, regenerating N02, which is sparged directly into the leach reactor. Leaching is simplified to two steps and the nitric acid plant is replaced with an oxidation recycle gas sys-tem. Laboratory work substantiated the concept and led to selection of operating conditions. The lab work also pointed to improved process control compared to use of nitric acid as the sole oxidant. Recovery of copper from purified pregnant liquor is modified to use air agitation electrowinning improving cathode quality and lowering tankhouse costs. Economic evaluation shows reduction of capital requirements from $2400/AT to $2000/AT in 1978 dollars for 50,000 TPY of copper production.
