While the United States and the rest of the world struggles with record-setting oil prices Canadian oil sands producers are ramping up production to meet demand for oil while also fighting against a host of negative images. In recent months, the price of oil has skyrocketed. Most of that oil comes from Saudi Arabia. In Alberta, Canada there are unconventional oil reserves that rival those in Saudi Arabia in the vast Canadian oil sands, sometimes called the tar sands. Proponents of the oil sands say that Alberta?s oil sands can be a secure source of oil and energy for the United States for many years to come. With new mining and drilling projects, the industry has said that it could quadruple its production to nearly 4 million bbl/day by 2020. Time magazine once called the oil sands, ?Canada?s greatest buried treasure that could satisfy the world?s demand for petroleum for the next century.? So why hasn?t the United States embraced this close, politically secure source of energy? Because, getting usable fuel from the oil sands can be a dirty business, say opponents. The oil sands are a combination of clay, sand, water and bitumen. It is a heavy, black, thick oil. Oil sands can be mined and processed to extract the oil-rich bitumen, which is then refined into oil. The bitumen cannot be pumped from the ground in its natural state. Instead, tar sand deposits are mined, usually using strip mining or openpit techniques, or the oil is extracted by underground heating with additional upgrading. These methods require a huge amount of energy and water and produce a large amount of carbon emissions. Environmental groups that have long spoken out against the oil sands projects got some political backing in the United States in June when a group of mayors from large U.S. cities spoke out against the oil sands, as did presumptive Democratic candidate for U.S. president Barack Obama?s senior energy advisor. During a convention of large-city mayors in Miami, FL, Alberta?s oil sands were singled out in a nonbinding resolution calling for national guidelines to track the lifecycle impact of different types of fossil fuels. The resolution urges cities not to use unconventional sources of energy with a large carbon footprint, such as liquid coal and oil shale and oil sands.

Newmont Mining has a large, integrated gold-mining operation in northern Nevada with several mines, stockpiles and processing facilities. There are more than 90 defined metallurgical ore types and more than 60 defined gold-recovery process options. Newmont developed a mine plan and process model to take better advantage of the available synergies at its Nevada mines. This plan includes a mixed integer and linear programming optimization tool. This system is maintained and operated by a Nevada planning group. Standard in-house planning software tools and methods have been implemented at all mine sites. These changes have allowed a reduction in mine engineering staff and have increased the effectiveness of mine planning.

The Toulon Tunnel project is a key component of the highway corridor on the French Riviera between Marseille and Nice and is a fundamental transportation infrastructure for the region. The first design studies started in the 1960s. The tunnel project is comprised of two separate tunnels: south and north. The north tunnel was built between 1992 and 2002 after 10 years of difficult construction. On March 15, 1996, for example, a collapse of the tunnel in the Marchand area generated a sinkhole in the city center, causing a 20-month delay. The south tunnel alignment runs parallel to the north tunnel below Toulon?s historical downtown at a depth of 20 to 40 m (65 to 131 ft) with some areas with less than 10 m (32 ft) of cover. The risk management program was studied to be a state of the art program in urban tunneling construction.

The mineral resource potential of the Los Bronces deposit was successfully evaluated by an intense, coordinated program over a 37-month period (April 1978-May 1981) as part of an economic feasibility study. The program included more than 120 km of core drilling, 63 km of access road construction under adverse topographic and climatic conditions, detailed geological mapping, plus other related activities. This Tertiary-age copper-molybdenum deposit is composed of an earlier mineralized porphyry-type body intruded in part by a large complex of mineralized hydrothermal breccia pipes. Both intrusive and extrusive igneous rocks are present. Erosion, oxidation, leaching, and supergene enrichment of copper have resulted in a deposit now exposed at the surface that contains more than 368 Mt grading about 1% copper equivalent as sulfides.

Inter-Mountain Labs, IML, performed a study comparing mining waste rock sample analysis by Net Carbonate Value (NCV) and Modified Sobek acid-base accounting procedures. The study looked at 468 waste rock samples and compared the data for Neutralization Potential (NP), Acid Generation Potential (AGP), Net Neutralization Potential (NNP), and the ratio of NP/AGP. The study found that a majority of the samples were below 50 Tons CaCO3/kTons. This subset of ?low-level? samples was also examined separately for Acid Base Accounting parameters. The analysis compared the NCV procedures to the Modified Sobek procedures and concludes that the NCV procedures are as protective of the environment as Modified Sobek procedures.

The coal mining industry in the western United States is seeing the same boom as the rest of the country and the world. Most coal mines in the West are operating flat out as the nation’s appetite for energy continues to grow. And many of the coal mines have either increased their production capacities or are in the process of doing so. However, transportation issues along with environmental restrictions are keeping many mines from expanding even further. Some coal companies held off on further expansion plans until Congress and President Bush could agree on a national energy policy, one that recognizes coal as the nation’s leading source of electricity. In August, Congress passed and the president signed into law such a measure (see Washington Survey, page 7). The legislation includes research funding for clean coal technologies. So western and eastern coal could become even more important in the national energy picture. This is particularly true as supplies of natural gas diminish and the price of oil continues to increase.

This contribution describes rock mechanics features of the Davis Cavern at the former Homestake Mine in Lead, South Dakota, U.S.A. The mine is located in the northern Black Hills of South Dakota. In 2003 and again in 2008, the mine site was recommended for development as a national Deep Underground Science and Engineering Laboratory (DUSEL) in cooperation with the Sanford Underground Science and Engineering Laboratory under the South Dakota Science and Technology Authority (SDSTA). The original Davis Cavern was excavated about 9.1x16.8x9.7 m high (30x55x32 ft high) in 1965 (Mitchell 2009) at a depth of 1,478 m (4850 ft). The purpose of the cavern was to house apparatus for detecting solar neutrinos. The experiment ultimately proved successful and earned R. Davis a share of the 2002 Nobel Prize in physics. Recently, a new experiment (LUX=Large Underground Xenon detector for dark matter particles and WIMP's=weakly interacting massive particles) was proposed for the Davis Cavern that required an increase in height of 2.4 m (8 ft). For many years, the Homestake gold mine was the deepest operating mine in North America. Development extended to the 8000 Level (2,438 m). The mine closed in 2003. Pumps were shut off and the water level rose to the 4350 Level, about 150 m (500 ft) above the Davis Cavern. Some six years later after selection for DUSEL proposal development by the National Science Foundation (NSF), access to the 4850 Level and the Davis Cavern was regained. Pumping has lowered the water level to well below the cavern floor. Figure 1 shows the layout and location of the Davis Cavern (Cavity). Detector tank, supporting steel, and so forth were subsequently removed. The cavern was re-supported and new access was developed. By August, 2010, 13,000 ft3 had been removed during enlargement and renovation of the Davis Cavern. Figure 2 shows the detector tank under construction in 1965.

Working in gassy ground conditions is an everyday occurrence for the U.S. coal mining industry. As tunneling operators begin to venture into projects that expose them to the additional hazard of potentially explosive atmospheres, lessons learned by the mining industry over years of experience should be transferred into this industry. This paper will present practices developed by the U.S. coal mining industry for dealing with the problem of excavating material in potentially explosive atmospheres. Procedures will be discussed that can be used to detect and quantify gas prior to mining that have application to the construction industry. Degasification or drainage practices, including predrainage from vertical and horizontal boreholes, will be discussed. Also, ventilation practices commonly used in the mining industry will be presented.

Overcoring tests were conducted at the Near-Surface Test Facility(NSTF) to assess the suitability of five techniques (U.S. Bureau of Mines borehole deformation gauge (BDG), Commonwealth Scientific and Industrial Research Organization (CSIRO) hollow inclusion stress cell, Luleå triaxial gauge (LuH gauge), and Council for Scientific and Industrial Research (CSIR) doorstopper) for in situ stress determination in a closely jointed basalt. This effort is in support of the Basalt Waste Isolation Project, which is studying the feasibility of locating a nuclear waste repository in the basalts of the Hanford Site in southeastern Washington. This paper presents the results from the overcoring study that formed the basis for selection of two techniques to be used during the further exploration of the basalt formations at depth.

An incremental analysis based stope design optimization method was developed at Exodus, an underground project located 30 miles north of Carlin, Nevada. Traditional underground stope design methods, by manually drawing stope shapes, are typically very time-consuming and lacking of consistency and accuracy. For quick reserve calculation and economic analysis, a new method named '3D Incremental Analysis based Stope Optimization' was created for mine wide stope designs at Exodus. With this unique but practical method, multiple options of mine designs were completed within a short period time, which allowed us to select the optimal cutoff grade and best stope design option for the project.

This is the fifth annual tabulation of mineral royalty information. This tabulation, like the previous editions, includes all of the earlier data. There are also 60 new entries. In addition to royalty information, some entries show the cost of purchased reserves. Two articles relative to the evaluation of minerals reserves appeared in December, 1986. R.H. Paschall (In the Aggregate, ME, p 1139) wrote a good article, although it lacked specific royalty data. However, this author takes exception to two ideas in Paschall's column. Paschall contends that the royalty rate does not affect the mineral appraisal. This present author could not disagree more. Paschall also claims the location of an industrial mineral deposit is the only serious or practical caveat in comparing royalties. Comments received here from readers helped make the list of caveats that are cited each year. The readers will decide which factors influence the mineral value for their commodities of interest. Paschall's point about the relationship of the parties who are negotiating a royalty agreement is important and very well taken. The other article, written by William Vernon (Pit and Quarry, December 1986), gives a step-by-step process on how to conduct a mineral appraisal. The article cites three reasons for an appraisal: transfer rights; collateral for a loan; and taxation. A fourth reason is to establish adequate compensation for reserves lost through condemnation. This author has appeared in several court cases where compensation for loss of mineral reserves through condemnation required a mineral appraisal. Royalty rate becomes an important factor in the appraisal process, although the Pit and Quarry article refers to that part of the valuation equation as "profitability." Both articles were well written and are recommended reading for those interested in mineral valuations. The same caveats that have appeared in previous columns relative to factors that influence the value of reserves are restated. The data in the table serve as a general reference and are not intended to present an absolute scale of reserves costs. Several factors influence the value of any mineral commodity. The factors include: • location/transportation - especially significant for most industrial minerals; • market conditions both for the commodity and the company acquiring the right to mine; • quality or grade of the deposit as it reflects the amount of processing/beneficiation necessary to produce the finished product; and • legislative restrictions and conditions for mining a given material at a given site. These and other factors will significantly influence the cost of reserves. The table shows the range of royalties and the variations in the basis of computing the fees. In a few instances, it gives the cost of acquired reserves based on purchase price and quantitative estimates of the material in place. The table lists the commodity in column 1, and the subsequent columns give: • the location by state, US geographic area, or Canadian province ; • the cost - R for royalty and P for purchased cost; • the year in which the lease or purchase agreement occurred; and • comments or footnotes for more information. The cost column requires more explanation. During the last decade, advances were made in solvent extraction/electrowinning (SX/EW) technologies. Combined with heap leaching, these technologies made it viable to exploit large, low-grade oxide copper deposits. The El Abra Mine is a good example for such a deposit. The deposit is situated in northern Chile at an elevation of about 4,000 m (14,000ft), 70 km (45 miles) north of Calama. Codelco sold 51% of the El Abra to Cyprus Minerals in June 1994, with Codelco retaining the balance. In 1993, Cyprus and the engineer on the project began discussions withinternational companies regarding the materials-handling system requiredfor the project. These early discussions were considered critical for this fast-track project.

The dramatic rescue of nine Pennsylvania coal miners trapped nearly 90 m (300 ft) underground for77 hours probably would not have happened without the high technology equipment and improved mine rescue training techniques available today. By now, most everyone has heard the story of the accident that occurred at the Quecreek Mine near Somerset, PA. At about 9 pm on Wednesday, July 24, the miners were drilling coal in the room-and-pillar mine. Their drilling accidentally punched through to the adjacent, abandoned Saxman Mine. Old mine maps of the Saxman Mine led Black Wolf Coal, Quecreek’s owners, to believe they were between 60 to 90 m (200 to 300 m) away from the abandoned mine. Those maps proved to be inaccurate.

Doyon mine, Quebec, Canada evaluates the possibility of desulphurizing their tailings to produce material to be used in as cover over the acid generating tailings disposal site. Laboratory tests were conducted and showed that a single-layer cover made of desulphurized tailings placed over reactive tailings can prevent the generation of acid mine drainage. Modelling with the software Vadose/W was undertaken to optimize the design parameters, namely cover thickness, water table position, and residual sulphide content of desulphurized tailings following laboratory work. It was found that the optimal configuration includes a 1 m desulphurized tailings cover containing 0.8%S, with the water table kept at the interface between the reactive tailings and the cover. To maintain the cover performance to reduce oxygen flux towards acid-generating tailings even in the event of a long dry period, a sand layer is suggested to protect the cover from excessive evaporation. It is possible to reach the environmental objective chosen for Doyon mine (10 mol/m2/year) with the protective sand layer, even in extremely dry conditions.

The National Mining Hall of Fame will induct five mining greats on Saturday, Sept. 17, 2005 at the Museum Convention Center in Leadville, CO. The 18thAnnual National Mining Museum and Hall of Fame Induction Banquet will begin with an open house and reception at 5:30 p.m., followed by the dinner and program at 7 p.m. The five inductees are Nathaniel Peter Hill, John Munro Longyear, John McDonald, Julius Eckhardt Raht and John Dennis Ryan. Nathaniel Peter Hill (1832-1900) built the first successful smelting operation in the Rocky Mountains in1867 at Black Hawk, CO. From 1879 to 1885, he was a U.S. senator. He also taught courses at the Colorado School of Mines.

Mineral exploration is a critical step for success in mining. However, small-scale mining often ignores exploration best practices. This paper introduces the Tichauer-DeTomi Matrix, a tool for assessment of geological uncertainty in small-scale mining. This matrix, which measures the level of compliance of exploration programs in small deposits with industry best practices, has been applied to three small mining projects in Brazil: an artisanal gold mine in the Amazon, a small-scale manganese mining venture in the Northeast, and a small manganese deposit in the Southeast. The application of the matrix resulted in indexes that reflect the actual level of maturity of the mineral exploration program in each project. Therefore, the matrix has shown potential to be an effective tool for assessment of the geological uncertainty remaining in small-scale mineral projects, as well as to identify priority exploration activities for reduction of risks associated with the geological uncertainty. As a risk assessment tool, the TichauerDeTomi Matrix may be helpful in promoting investment and sustained development in and around small mines.

The health of the industrial minerals industry appears to be improving year by year. In fact, preliminary information suggests that only three commodities (asbestos, bromine, and sulfur-other) failed to show a production gain in 1984 over 1983. In 1983, 10 commodities failed to post gains and six remained constant. The total value of industrial mineral production in 1984 was $16.7 billion, up $1.4 billion from 1983. Cement, clays, gypsum, and crushed stone production increased. Since these are used in housing and construction, this suggests these industries are moving out of their recent doldrums. Barite and clay production also improved in 1984. Local US barite production, however, still has a long way to go to attain the 1981 high of 2.6 Mt (2.9 million st). Barite imports remain high. But they are not as high as the 1982 importation of 2 Mt (2.3 million st). Bentonite production in 1984 increased 20% in volume and 25% in value over the previous year. This suggests improvement in the drilling industry and an increase in demand for iron ore pelletizing grades. All in all, the industrial mineral industry is alive and well. And it shows signs of great improvement in the next few years. The proposed Caldecott fourth bore will consist of a two lane highway tunnel along California State Route 24 near the City of Oakland. The proposed design and construction sequence for the 15-m-diameter tunnel are based on the New Austrian Tunneling Method (NATM). The initial support system incorporates combinations of shotcrete, rock dowels, lattice girders, spiles, and grouted steel pipe canopies. The final lining is cast-in-place reinforced concrete. A waterproofing membrane and drainage system are placed between the initial and final linings. State Route 24 is a lifeline route, required to be open to emergency vehicles within 72 hours after a major earthquake, defined as having a return period of 1,500 years and a peak ground acceleration of 1.2 g. Although the seismic design criteria are stringent, the design of the tunnel lining system is ultimately controlled by static ground loads in the weak rock along the alignment.

The methodology of quarrying changed significantly in the Indiana limestone industry in the 60 years between Sept. 11, 1941 and Sept. 11, 2001. The former was the date of the Pentagon groundbreaking ceremony, while the latter was when the building was damaged by American Airlines Flight 77. So too, though to a lesser degree, did the machinery and methods used to fabricate the stone. The rededication ceremony on Sept. 11, 2002 marked the end of the Phoenix Project, as the rebuilding effort was named. The story of this remarkable project illustrates what the American construction(and Indiana limestone) industry can accomplish when working toward a common goal.

Sustainability of energy supplies has been an issue of general interest for a long time. Whilst in the past the continuous productive use of natural commodities was in the fore, its compatibility with the environment and climate and ultimately also social aspects have recently gained more and more attention. Today many discussions focus on the climate compatibility of individual options to act. Fossil fuels, in particular coal and lignite, are generally challenged because coal use makes a significant contribution to global man-made CO2 emissions. The drastic increase in the consumption of fossil fuels is not explained by the fact that coal utilisation technologies are not or cannot be sustainable but rather by the growing world population and the endeavours numerous national economies trying to catch up economically. Coal is the world’s No. 1 fuel and, in the view of many experts, will keep this position also in the foreseeable future. The access to its deposits plays a significant role for the economies of the emerging countries. Consequently the aspects of energy security and economic efficiency need to be considered at eye level with climate compatibility. In Germany, however, the public acceptance of fossil fuels and of large industrial projects is in the focus of attention.
