"1. INTRODUCTIONDo contractual practices affect project outcome? Can better contractual practices improve the likelihood of project success? The consensus amongst experts is that better contractual practices really do improve project outcomes. With this in mind the members of the International Tunnelling Association (ITA) Working Group 3 on Contractual Practices (WG3) pooled their collective knowledge to publish in 2011 the document entitled The ITA Contractual Framework Checklist for Subsurface Construction Contracts (ITA Working Group 3, 2011). Written for projects involving significant subsurface works, e.g. tunnels and caverns, the ITA Framework Checklist explains the major contractual issues that must be considered to ensure a successful project. Its goal is not to specify how each issue should be resolved, but rather to highlight the issues and give recommendations on how they should be addressed. The Checklist is compatible with, and provides guidance for reviewing, standard contracts such as FIDIC and NEC. One of the authors is a co-author of the Checklist and has contributed to previous papers describing the Checklist and its applicability to hydropower projects (Hodgkinson & Wilson 2014, Hodgkinson & Wilson 2015). The Checklist identifies a series of issues that should be contractually defined, which can be summarized as follows: •,Methods for dealing with geotechnical uncertainties should be defined in the contract •,There should be an appropriate level of geotechnical/geological investigation •,Sufficient mobilization periods should be allowed •,Sufficient time should be allowed for testing and commissioning •,Procedures for timely dispute resolution should clearly defined •,Quality and performance requirements should be clearly defined and measurable •,Provision should exist for cost consequences of unforeseen circumstances •,Dispute resolution processes should be clearly defined •,Payment processes should be fair and clearly defined •,Risk should be clearly allocated and parties should be able to bear the risks they carry •,There should be a mechanism for adjusting payments according to conditions •,The risk management approach should be clearly defined •,Admeasurement or unit price approaches are recommended •,The responsibilities of each party must be clearly defined •,The consequences of non-performance should be clearly defined •,The construction programme (schedule) should be realistic."

Increasing public pressure and demands from various tiers of government have generated a legislative maze of statutory and administrative requirements facing industries involved in mineral extraction and processing. Each tier, of government has asserted concurrent jurisdiction and threats of harsh measures if industry does not satisfy all requirements. In the field of water pollution control, federal requirements have increased, carrying with them increasing techniques of enforcement - ranging from injunctions through criminal penalties. Federal laws have required that states formulate water quality standards as an adjunct to federal regulation. Florida has reacted with the Water Pollution Control Act of 1967. This act incorporates state water quality standards and permit requirements for any installation constituting a potential source of pollution, and provides for civil sanctions as well as injunctive relief. The federal government has utilized an 1899 law to require a permit for discharges into navigable waterbodies - a term which has been judicially defined to include any watercourse capable, after reasonable improvement, for use in the transportation of waterborne traffic. Failure to secure these permits can result in the issuance of an injunction or civil or criminal penalties. The Corps of Engineers will not issue these permits without the approval of the discharge by state, local and other federal agencies. Air pollution similarly is regulated by a multi-tiered network of laws and administrative standards. Federal regulation has increased from early research support in the 1950's through the development of Air Quality Standards and their enforcement by large fines, injunctions, administrative conferences and public hearings. Florida regulation, under the Florida Air Pollution Control Act of 1967, parallels federal law but grants concurrent regulations, requirements and enforcement tools to local and state agencies. Although previous state regulation was minimal, consisting only of three acts passed in 189 1, 1899, and 1911, in the future the mining industry will have to contend with this increasing network of ecological requirements. It is recommended that the industry take the initiative by involving Florida in the Interstate Mining Compact, as well as seeking the passage of a state reclamation law funded by a severance tax.

"INTRODUCTION Tunneling and underground excavation is related to handling of uncertainties, risks associated with geological conditions are significant and ‘unexpected geological conditions’ often claimed. This fact was brought to the table long ago, and ITA (the International Tunnelling and Underground Space Association) published its 25 Recommendations on Contractual Sharing of Risks in 1988 (Ref. 1). This public-cation constitutes an important asset to the tunneling industry in terms of being a guideline for those working with contractual issues, even today almost 30 years after being published. A more recent document is the ITIG code of practice for risk management of tunnel works from 2015 (Ref. 9). Various countries or geographical regions have their own view and tradition on risk sharing and tunnel contracts. In Scandinavia unit rates contracts are most commonly used with bid-build model, it shares risk between owner and contractor, owner retains the risk for geological conditions while contractor carries risk for performance efficiency. Rock strengthening is determined assessing rock mass quality encountered at tunnel face. Grouting is applied to stem water. Actual quantities may differ from the contract’s BoQ but a flexible contract with remuneration is installed to enable adjustment of actual quantities. Variations of quantities involve a clause to adjust construction time. Unit price contracts deals with expected and foreseen still ‘unexpected geological conditions’, if the ‘unexpected’ element results in variations in quantities. Work activities have quantities and ‘standard capacities’ for regulation of construction time. Variations in quantities are expected in tunnelling and hardly deserve the term ‘unexpected’. If truly unforeseen geological features necessitate work not included in the BoQ, then the contract must be supplemented and can be said to be inappropriate. Fixed price contracts may not provide the intended predictable cost and is as such also inappropriate in the view of a risk sharing principle, once the geological baseline proves to be incorrect. ‘Adjustable fixed price’ contracts, combining unit rate and fixed price, may prove suitable."

Along with kyanite and sillimanite, andalusite forms part of the sillimanite industrial minerals trimorphous alumina-silicate group. Theoretically, andalusite contains about 60% A1203 and 40% Si02, with a Mohs hardness of 7 to 7.5 and a specific gravity of 3.0-3.2. Andalusite generally occurs in the contact metamorphic zones of schists and shales, constituting about 10% of the ground mass ore body. The 5- to 20mm- (0.2- to 0.8-in.-) long crystals are usually liberated through crushing and magnetic/heavy-media separation. Relatively minor occurrences of andalusite are found in Andalusia, Spain (where it was first identified), Portugal, the former Soviet Union, Ghana, South Korea, California and North Carolina. It also occurs in China, France and South Africa. The latter two represent nearly all the andalusite that is exported. Andalusite is an inert refractory raw material that does not require calcining before use. It involves an internal conversion to mullite after heating to 1400° to 1600° C (2552° to 2912° F). At higher temperatures of about 1800° C (3272° F), the mullite converts to corundum and liquid silica.

Recent publications indicate that there is a rising interest in the field of mining method selection, and increasing efforts are being undertaken to develop satisfying solutions. Yet, computer assistance for mining method selection (MMS), or in other, terms assistance in the (pre-)feasibility state of a project, still lags behind the computer application in other mining activities. This is true for research as well as for application. This paper is intended as a contribution to the development in computer-assisted mining method selection, and focuses especially on underground hard-rock mining. It is structured in four main parts. The first deals with general aspects of mining method. selection within the process of mine planning, and with problems and requirements which derive from this specific situation. In the second part some numerical MMS-approaches hitherto published are briefly introduced, and investigations on these approaches are discussed. Based on .these experiences, in the third part an analysis of the complex system MMS is presented. It focuses on heuristics, influencing factors, objectives, assessment-routines and mining methods, and emphasizes the essential necessity of a profound mining method description (MMD) specially developed for the requirements of MMS and numerical processing. Accordingly the fourth part of this paper presents a mining method description model developed at the Department of Mining Engineering, Montan-University Leoben (MUL), Austria. It describes the consequences of the investigation, in particular the new mining method description model, on 'the design of a MMS-system. The paper closes with a outlook on the possibilities of an successful MMS-system being realised.

A mathematical model based on the finite element method of stress analysis has been used to describe the behavior of the western wall of the Kimbley Pit as its slope was steepened from 45 degrees to 57 degrees. Theoretical stress changes because of slope modification are slight except at the toe of the modified slope. Magnitudes of stress created are small when compared with the strength of a competent rock. Resulting displacement patterns point out the need for determining the in situ state of stress at a site prior to excavation or modification. A comparison of model results with field measurements shows that, in general, the model has described the measured behavior of the west wall of the Kimbley Pit remarkably well.

In a continuing effort to upgrade tunnel design and construction practice, the New York City Transit Authority sponsored a geotechnical monitoring program on a recently completed section of the E. 63rd Street line in mid-town Manhattan. The purpose of the program was to document rock behavior as well as temporary and final rock support systems to provide a possible basis for either confirmation or modificification to design methods and construction specifications. This paper describes those portions of the study associated with rock behavior and temporary support systems. The entire study included monitoring of rock movements above the tunnel as well as adjacent to a 36.6m (120 ft) shaft, monitoring of stresses in steel ribs, monitoring of loads in rock bolts in two test sections and monitoring of stresses in the final concrete lining. PROJECT DESCRIPTION Route 131-A, Section 4 is located in mid-town Manhattan extending from under the Central-Park Zoo on Fifth Avenue eastward under 63rd Street to the end of contract between Madison and Park Avenue. Figure 1 is a Project Locus Map. The contract included approximately 355m (1165 l.f.) of 4 track tunnel(13.4m (44 ft) wide by 13.7m (45 ft) high excavated dimensions) plus a 22.9m (75 ft) by 19.8m (65 ft) by 36.6m (120 ft) deep ventilation shaft. The entire tunnel and most of the excavation shaft was excavated in metamorphic rock, known locally as the Manhattan Schist. The depth to tunnel invert varied from approximately 27.4m (90 ft) at the west end of the contract to 35.Om (115 ft) at the east end. Rock cover above the excavated crown varied from approximately 6.7m (22 ft) at the approximate mid-point of the contract to 18.9m (62 ft) at the western end. This paper will discuss the application of a continuous miner using a fixed drum milling type cutting head for the underground mining of hard rock and salt ores. Continuous mining machines of the ripper chain cutting head, oscillating milling cutting head and boring arm designs have been used in rock and salt applications with various degrees of success. The large boring arm miners have been successful in potash, trona and salt, but they have not been successful in mining rock materials like iron ore. The main method used in underground mining rock materials is the conventional drilling and blasting the ore from the solid. This is particularly true for the harder, more abrasive copper and iron bearing ores. The softer salt based ores of potash, trona and rock salt can use several underground mining methods depending on seam conditions. Several of these methods use underground coal mining equipment that has been extensively redesigned to adapt it for use in mining noncoal materials. Conventional mining methods employ the use of a universal cutting machine to undercut or topcut the ore body before face drilling and blasting takes place to produce a smooth parting of the ore. The boring arm continuous miner is widely used in underground mining of potash and trona ores. It produces a tunnel with a smooth semicircular contour which results in good rib and roof stability. The ripper chain continuous miner is also widely used in mining the salt based ores of potash, trona and rock salt. They are used more frequently in Europe than in the United States and Canada. INTRODUCTION This presentation will address changing trade patterns in lead and zinc from the mid 1980's to the early 1990's. Lead and zinc deposits are developed where they are found in many parts of the world. As many are not in major consuming areas, there is significant international trade in both lead and zinc concentrates and in refined metal. Forecasts of mine production have been analyzed, primary and secondary refining capacity and future consumption levels have been estimated, to arrive at the changes in trade patterns expected during the next half decade. This paper will first address concentrate and metal trade patterns for lead, then for zinc, and finally some remarks will be made on captive mine/smelter agreements, on regional trade agreements, and on barriers to trade. I would like to note that. there is only a small international trade in semi-fabricated products such as zinc die-cast alloy, zinc oxide, lead oxide or rolled lead and zinc. Most of the world's zinc and lead trade is in concentrates or refined metal. LEAD TRADE PATTERNS Lead Concentrates Six countries are exporters of lead concentrates. Three countries are in the Americas - Canada, Mexico and Peru, with two in Africa - Morocco and South Africa (including Namibia), and Australia. Due to the limited growth in lead consumption and consequent minimum investment in new production facilities expected, mine and metal production levels and future consumption levels are not forecast to change much between now and 1990. Accordingly, the tonnage of lead concentrates exported will remain essentially unchanged from these six countries. In total they have exports of 480,000 metric tonnes (metal content)* and by 1990 this figure is forecast to rise only slightly with the only increase taking place in Mexico. The concentrates are exported mainly to Western Europe & Japan. Apart from these six main lead concentrate exporting nations, a significant change is expected in the United States. In situ stress on the scale of a tunnel or mine may be distorted by geologic structures. The resulting variations in in situ stress have a direct bearing on the potential for mining-induced seismicity. New evidence collected from the Lucky Friday mine by US Bureau of Mines researchers, as well as a review of previous case studies, demonstrated that in situ stress variations affect the [spatial] distribution of mining-induced seismicity. Although overcore stress measurements have been useful in these studies. they are too expensive and, depending, on conditions, may be too difficult to collect. However, information on borehole and raise breakouts: deformation of mine openings: and patterns of seismicity, ground-control problems and rock-burst damage can be used to build a stress database. In conjunction with maps of mine structure and geology and models of rockmass behavior, this database can then be used to build a map of in situ stress variations. Such a map could provide a means of anticipating patterns of mining-induced seismicity and. Thus, could be the basis for planning appropriate measures to ameliorate rock-burst hazards.

Experts, like many of the speakers at the SME Annual Conference, are frequently called upon by lawyers to assist them in litigation. Due to the technical nature of many cases, the testimony of an expert with knowledge and experience in a particular field is necessary to help a judge or jury understand and decide certain issues. Environmental litigation is no exception. Experts routinely are called upon to offer testimony to establish the existence of contamination and its source, as well as the potential health and environmental risks associated with the contaminants. This article will briefly discuss the factors courts apply to determine whether to admit expert testimony after the recent Supreme Court decision in Daubert v. Memell Dow Pharm., Inc., 509 U.S. 579 (1993). The Court's decision in Daubert overruled a long-standing test that had based the admissibility of scientific evidence on its "general acceptance" in the field in issue. Next, the article will discuss in general terms what a party must do to "link a particular defendant's conduct to the contamination involved in order to recover from that defendant. This link, known as causation, varies depending upon the type of claim being asserted. Expert witnesses are used extensively to help establish causation. JUNK SCIENCE OR GOOD SCIENCE- HOW DOES A COURT DETERMINE WHAT TO LET IN A frequent complaint in litigation involving technical or scientific issues is that one party or another is trying to use so-called "junk science" to prove its case. While some expert testimony might be so clearly lacking in support or so "off the wall" that a court can easily determine to exclude it, other testimony, especially testimony on the "cutting edge," is much more problematic. In 1923, the District of Columbia Circuit Court of Appeals decided the case of Frye v. United States, 293 E 1013 (1923). Eisenhower Memorial Tunnel, called Straight Creek Tunnel during construction is located 60 miles west of Denver, Colorado at 11, 160 ft. elevation. It is 8, 510 feet long, and carries two lanes of 1-70 traffic under the Continental Divide. This paper describes improvements and changes made in construction methods for utilities, concrete lining, ceiling, wall covering and paving to allow maximum offsite fabrication and activity overlap resulting in a one-year faster completion for traffic. The substantial changes proposed on a design-and-construct basis by the contractor and put into effect after State approval were: 1. Substitution of ductile iron and thick-wall P.V. C. pipes for clay pipes allowing placement and operation before hole-thru. 2. Outside pre-assembly of large rebar mats, using a novel tension-splice with cable clamps. 3. Arch concrete placement method modified to make 4, 322 ft. of lining in 10 weeks possible. 4. Safety barriers precast and epoxy coated offsite instead of cast-in-place and tile faced. 5. Prestressed hollow ceiling slabs with porcelainenamel coated steel sheets assembled offsite, instead of in-place glazed tile and in-place cast concrete ceiling. 6. Glazed tile wall panels 8 ft. long by 11 ft. high assembled off site and erected using vacuum pad mounted on special lift. 7. Asphalt paving while other work proceeded, instead of reinforced concrete slab and asphalt overlay. Work started in January 1968, but advance came to a one-year standstill for major structural redesign and negotiations of a new agreement during 1970. Using multiple drift construction followed by top-heading and bench excavation, it then progressed to hole-thru in July 1972. As a result of art 18-month overlap of activities the tunnel was opened for traffic only eight months later in March 1973. Gibbons and Reed Company of Salt Lake City, Utah sponsored the joint Venture of Al Johnson-Gibbons and Reed-Western Paving-Kemper during 1971, 1972, and 1973. The tunnel was the subject of a previous paper delivered at the RETC '72 in Chicago by R. C. Hopper, T. A. Lang, and A. A. Mathews, describing geology, unusually severe structural loading and multiple-drift tunnel excavation.

In Canadian underground uranium mines, bacterial leaching is being increasingly applied to low-grade ore reserves. At Denison Mines Limited uranium operations, old stopes are used as leaching vessels; these contain a leaching muck pile brought down by drilling and blasting from the back which contained a low-grade reef. The bacteria used require atmospheric oxygen to oxidize the pyritic ore. A study was initiated to evaluate the ventilation, including oxygen supply, specifically, of flood leaching stopes during their rest period. The method of ventilation investigated was a single ended compressed air system which feeds airlines laid under the muckpile and carried through the inlet pressure bulkhead. The air delivery system was tested for post- blast integrity with a sulphur hexafluoride, SF6, tracer gas technique. This was injected into the intake compressed air line and collected at the stope's borehole exhaust in grab-sampling bags. The samples were analyzed with a laboratory gas chromatograph and results provided information on the stope's airflow, average residence time, overall clearance time, volume of the airpath and the airflow distribution. The borehole exhaust was monitored by anemometer and psychrometer and indicated that the psychrometric conditions in the stope were independent of the area's ambient climate. Evaluation of the exhaust's standard gaseous composition showed the oxygen consumption of the bacteria to be independent of the investigated flow range. Field derived results are compared with computer models, theoretical predictions and laboratory investigations.

Under contract to the Department of Energy, Fluor Mining & Metals, Inc. and Bonner & Moore Associates developed a group of computer models that can be used to simulate single seam dragline operations. These models have been subsequently modified by Fluor for use in multi-seam dragline mining situations. The single seam model analyzes the digging, spoiling, and walking patterns of draglines to identify possible parameter changes to increase productivity. Parameters such as key-cutting, panel width, digout length, and bench height, etc., are analyzed in this process. The models were tested using data from four operating mines. Field demonstrations were performed to correlate computer optimization results with field data. Productivity was greatly enhanced at one mine site by a change in some of the operating parameters. The multi-seam study has as its objective the development of a broad- based mine planning tool which would be used to identify and quantify the different procedures employed in multi-seam dragline mines to increase their productivity. The major problem identified in multi-seam mining is the sequencing of the different stripping and mining operations. The multi-seam model has the same capabilities as the single seam model. In addition, it models up to four seams with three partings per seam. It allows the operation of several draglines at different levels, and analyzes the effect of ramps, rehandling, and ancillary mining equipment.

Recent allegations about tampering of coal mine dust samples have led to suggestions that the coal industry needs a respirable dust compliance sampling method that is less subject to tampering. The sampler designs under consideration include fixed location monitors that could be mounted on a mining machine or located at a stationary location in the mine, and samplers that are worn, like the existing samplers. Fixed-point samplers have a design advantage, since samplers worn on the body will have size and weight limitations. On the other hand, in some cases there are respirable dust concentration gradients, which will dictate careful placement of a fixed-point sampler inlet to determine the exposure of workers. This study examined dust concentration-gradient data obtained by the Bureau of Mines and others over the last decade. As an example of spatial gradients at continuous miners, a fixed-point monitor located in front of the operators cab shows a higher dust concentration than a sampler located on the operator and reduced exposure when the sampling location is behind the operator cab. It may be necessary to use a sampling tube with a machine mounted monitor, to sample in the operators breathing zone in the cab to provide a more representative sample of the miners exposure. For face workers on longwalls or on continuous miner sections using remote control, the study shows significant dust level gradients and gradient variations between typical operator positions and mining machine locations. In addition, if fixed-point monitoring is used to monitor an area, vs the exposure of specific workers, dust control technologies currently employed to ensure reduced dust exposure such as the diversion of dust laden air away from the workers, or through the use of remote control of mining machinery may not indicate the same dust reduction obtained with current sampling techniques.

"Faced with the serious managerial situations and diverse conditions and needs for mine safety, occupational health and environmental stewardship in Chinese mining communities, an evidence-based approach is proposed for the management of mine safety, health and environment integrity. By the proposed approach, tangible and effective scientific evidence should be collected and accumulated, and the authenticity, accuracy and applicability of the evidence should be assessed to form an evidence-based approach for characterizing mine safety, health and environmental hazards and risks from multidimensional perspectives. The results are then used to formulate diverse safety, health and environment functional requirements. In an evidence-based approach, the evidence is combined with the professional experiences and the actual economic and technological situations, availability and affordability of a mine. This approach is helpful to establish scientific, reasonable, acceptable and effective solutions for identifying and mitigating hazards and improving the level of mine safety, health and environment integrity of mining operations.Introduction / Background In recent years, economic reforms have opened China's economy so that Chinese society has rapidly modernized. Along with this advancement, the exploitation and utilization of mineral resources continues to be active and the scale of mining production continues to increase, which has created a deterioration in resource reserves and as well as the general condition of mining technology. There are many hazards and safety problems in mine production and occupational health as well as in the community environment in China’s mining industry. These problems threaten the security of China's mines and present serious obstacles and challenges to the industry and the government. According to the statistics from the State Administration of Work Safety Supervision, there were 50,500 mine safety incidents in China between 2001 and 2013, which consisted of 31,439 coal mine safety accidents and 19,061 non-coal mine safety accidents, resulting in 30 deaths (Qin 2014). At the same time, mineral dust and radioactive material from mine production processes have increased the morbidity rate of silicosis and cancer in mining workers."

Gold, like no other metal, has a fascinating and special place in the world. It is used in a range of every day applications essential to modern life. Gold has long been considered the most precious metal in the world. Gold is used mainly for making jewellery as well as for dentistry, adornments on building and artistic expression. For thousands of years it has been used as an ornament of kings, a currency and standard for global currencies, and more recently, in a wide range of electronic devices and medical applications. Gold?s many unique properties have secured in a central role in history and human development. Today, more often than not, gold is extracted from ores. It occurs in vein and alluvial deposits and is often separated from rocks and other minerals by mining and processing operations. Some of these processes cause environmental concern (cyanidation, amalgamation, roasting). Besides primary gold ore resources, a series of secondary resources can be taken into account and processed for gold and silver recovery. There are two main types of waste produced. The first type is process waste, which includes tailing consisting of processing residues and waste rock. The other type is refuse from other different processes and recyclable materials. Among other secondary resources and/or by-products containing precious metals, which have been studied some processes and technologies with low ecological impact are presented in this paper. Heaps and tailing ponds resulted from gold-bearing ore exploitation and processing, refractory gold-bearing pyrite concentrates, slag resulted from electrolytic slime melting, gold-bearing chlorous slime are taken into account. In order to establish environmental friendly technologies for precious metals recovery from these secondary resources, laboratory experiments have been carried out on a pilot scale and in some cases on semi-industrial scale by applying specific technological processes, namely hydro-gravitational concentration, bio-oxidation, non-ionizing electromagnetic radiation (microwaves), solubilization without utilizing cyanide and gold recovery by ion-exchange resin. This paper presents the research results, technological principles as well as the possibilities of applying combined processes in order to treat different secondary gold-bearing resources.

The use of high-resolution seismic surveys in coal exploration and mine development is becoming established as a standard technique in the industry. Their most significant contribution is in the effectiveness of reducing the number of core holes needed to understand the complex geological nature of coal by identifying geologic faults and mapping coal seam continuity and relative coal thickness. With these goals in mind, a high-resolution seismic survey was conducted in 1980 in the Wasatch Plateau coalfield of Utah. As a result of the success of this initial survey, numerous additional surveys have been performed over the past six years.. The interpretations of these subsequent surveys have led to the location of faults, fluvial channel sandstones, and coal thickness trends. This paper presents a review of high-resolution seismic technology as applied to coal exploration followed by three case histories, two of which illustrate the utility of the technique related to coal thickness determination and faulting and one that serves as an example of pitfalls in interpretation.

Some basic terms used in cost management and accounting include: - Cost. A sacrifice made to acquire goods or services, measured by the price paid. Technically, the sacrifice is called a cost until the benefits from the goods or services have expired, at which time the sacrifice is called an expense. In this text, the terms "cost" and "expense" are used interchangeably. - Revenue. An increase in the value of the firm resulting from the sales of goods and services. - Income. The excess of revenues over costs for a specified period. The term is often used with modifiers to indicate specific quantities on an income statement (e.g., pretax income; net income). - Activity. A measure of production work. Traditionally, physical production volume (tons of ore or units of product) has been used as the measure of activity. Other measures include direct labor hours, equipment operating hours, and quantity of materials or supplies consumed. - Responsibility center. A segment of an organization that is responsible for a specified set of activities. In mining, individual operating divisions can be treated as responsibility centers, known as profit or cost centers. Departments within a division are generally treated as cost centers. - Cost center. A portion of an organization having responsibility for achieving specified levels of cost. - Profit center. A portion of an organization having responsibility for achieving specified levels of profit (revenues and costs).
