Major producers posted 25¢-per-pound increases on cadmium, raising their domestic quotes to $2.75 per pound. COBALT: Cobalt consumption in February, exclusive of salts and driers, increased by 21 percent compared with consumption in January. Significant increases in consumption occurred in cutting and wear resistant materials, welding and alloy hard-facing rods and materials, magnetic alloys, and other alloys. The major sales agency for cobalt in New York reportedly announced price increases, effective April 15, 1976, for cobalt metal, powders, and oxide. The new price for 250 kilo (551 lb.) drums of cobalt metal (granules or electrolytic cathodes), f.o.b. Port of New York, was quoted at $4.40 per pound. This is the first cobalt price increase since January 23, 1975, and is the result of a price increase by Sozacom, the official Zairian sales agent. Other cobalt producers are expected to raise their prices in line with the new quote.

The increasing use of hydrogen fluoride (annual consumption now exceeds 500,000 pounds (1)4/) directly and its occurrence as a byproduct of the utilization of fluorine compounds in the mineral industries, especially in metallurgical processes and in the refining of petroleum products, has aroused interest in its toxicity, and a brief review of the literature, with special reference to the hazard of poisoning in the mineral industries, seems to be opportune. Recently, residents in the vicinity of aluminum plants have been complaining of injury to livestock and vegetation as well as to their own health from the gases discharged into the air during operation of the plants, hydrofluoric acid gas apparently being the offender. The comparatively recent utilization of hydrofluoric acid in the alkylation process for the production of high-octane gasoline has raised the question of the hazard of poisoning in the petroleum Industry. In addition, the use of fluorine-containing refrigerants has extended the potential al exposure outside of industry (2).

The U.S. Bureau of Mines Information and Analysis Directorate collects worldwide data on virtually every commercially important nonfuel mineral commodity. These data form the base for tracking and assessing the health of the minerals sector of the U.S. economy. The Bureau's data collection activity was instituted by the 47th Congress in an appropriations act of August 7, 1882 (22 Stat. 329), which placed the collection of mineral statistics on an annual basis. The most recent authority for the U.S. Bureau of Mines survey activity is the National Materials and Minerals Policy, Research and Development Act of 1980 (Public Law 96-479, 96th Congress). This act strengthens protection for proprietary data provided to the U.S. Department of the Interior by persons or firms engaged in any phase of mineral or mineral-material production or consumption.

LABORATORY research has been started at the Bureau of Mines Morgantown Petroleum Research Laboratory, Morgantown, Va., to investigate the possibilities thermal-recovery methods for producing crude oils of high API gravity found in oil reservoirs of the eastern United States. This bibliography on thermal methods of oil recovery was compiled as a part of the work. Crude oil discoveries to December 31, 1958, in the United States were estimated to exceed 270 billion barrels. Cumulative production of crude oil through 19.55 was about 60 billion barrels, and the American Petroleum Institute estimates that an additional 30.5 billion barrels are economically recoverable by present methods. On this basis, about two-thirds of the oil that has already been found can be classified as economically unrecoverable for lack of a satisfactory method. The rap icily rising costs of proving new deposit; of domestic petroleum, the lack of new discoveries of large oilfields in the united States, and I he growing demand for crude oil have caused an acceleration of research to develop new or improved methods fur producing "unrecoverable" oil in known reservoirs.

Man has been engaged in the construction of tunnels in. rock for several thousand years. During that time, methods of tunneling have changed drastically. Hordes of men chipping away at the tunnel face have been replaced by mechanical drills and explosives and by tunnel boring machines. Spoil is no longer carried on the backs of humans, but is now removed by trains, trucks or conveyor systems. These and other changes have had the effect of greatly increasing the rate of tunneling, while at the same time, greatly decreasing the potential dangers to workmen. Although the techniques, equipment and material used for tunneling are being continually improved, rock tunneling is still a slow and expensive process. Significant improvements and innovations are needed to reduce the cost and time required for tunneling if we are to fully utilize the subsurface to aid in the solution of urban problems and in the conservation of resources. This report is intended to facilitate the orderly development of tunneling technology by focusing attention on the inadequacies of rock tunneling and the improvements that are needed. The data presented were derived from the results of a comprehensive questionnaire that was completed during the summer of 1969 by more than 600 individuals and organizations in 17 countries. Table 1 lists the countries and the number of replies from each. Appendix A contains a summary profile of the national responses, while the text presents the results and a brief analysis of the conclusions that might be derived from the data in the questionnaire. The data shown in Appendix A represent the consensus opinion of each of the 17 nations without regard to the number of individual replies or the amount of tunneling activity that is represented. The national consensus was determined for each country by a plurality of the individual responses, in some cases modified by the opinion of the rapporteur. Tire above procedures can lead to situations which are misleading. For example, experience and activity arc a rational basis for analysis; but, if national replies are weighted on this basis (i.e., number of responses), informed and valuable opinion of less active countries would probably be overwhelmed and lost. In analysing the data on the basis of national responses without weighting, it becomes apparent that many of the same problems exist under a given set of conditions regardless of the number of tunnels that have been driven.

The primary objective of this program was to determine the toxic fume and fire hazard of elastomeric noise abatement materials with a limited effort expended on the evaluation of specific treatments applied to mine timbers. Under the conditions employed, for a dimethyl silicone rubber, formaldehyde presented the major toxic threat; acrolein was the main toxic species for both polyester and polyether urethanes and an acrylonitrile-butadiene-styrene resin; in the case of flame-retardant styrene-butadiene rubber compositions, hydrogen chloride, and in the case of PFA-treated timber, furfural, were the major toxic compounds. Of the materials studied, the flame-retardant styrene-butadiene rubbers presented the greatest toxic hazard. The generated data have been reduced to toxic load tabulations amenable to employment for potential hazard assessment.

"INTRODUCTION Abnormal material requirements of the nation at war impose an intensive demand upon many irreplaceable natural resources. Natural-3as reserves) for example, are being subjected at the present time to extensive depletion by large-scale withdrawals of gas to supply unprecedented demands for fuel and raw materials for the synthesis of strategic products. Fluids produced from many so-called gas-condensate type reservoirs have become an important source of hydrocarbons vital to the war effort.Development of gas-condensate type reservoirs in Arkansas, Louisiana, and Texas in recent years created many problems not common to ordinary gas-producing operations. Early in the development of condensate-type gas fields, general practices were evolved and applied to insure efficient re¬covery of the hydrocarbons existing in the gas phase under initial reservoir pressures and temperatures, put often the practices were predicted mainlyregardingupon generalized theory regarding the behavior of the fluids and were not always the most efficient, because field and laboratory procedure for testing these hydrocarbons had not progressed as rapidly or as far as field development. Specific information regarding the composition and properties of fluids ultimately recoverable from many gas-condensate reservoirs, especially, is lacking."

This Bureau of Mines report is an expansion and update of Information Circular 8719 and comprises maps and tables listing the name, location, and other pertinent data concerning certain fuel-related projects. The maps show the locations of the planned or proposed facilities. The tables include information on projects involving the proposed or planned development of fuel resources, as well as the development of storage, transportation, and conversion facilities. The report covers the 24 States west of the Mississippi River including Alaska and Hawaii. Of the 808 projects for which information is provided, 219 concern coal mines, 246 concern electric generating plants, and 115 concern uranium mines; Energy Supply and Environmental Coordination Act coal conversion notices are also included. Because of the dynamic nature of the energy industry, many uncertainties exist and some of the listed projects may never become realities. Also, no attempt has been made to determine the degree of certainty or viability of each project.

Recent theoretical, experimental, and field studies conducted by the Bureau of Mines suggest that rock failures may be predicted and, in some instances, controlled. Theoretical studies that were later corroborated by laboratory and field studies predict that a seismic anomaly will precede rock bursts and/or roof falls in mines. The seismic anomaly is predicted to consist of an increase in the number of seismic events occurring in the immediate vicinity where the failure 1s nucleated. This increase will then be followed by a dramatic decrease of seismicity in a broad region that surrounds the location of the impending failure. The dimensions of this region allow a preliminary estimate of the time to failure (measured from the time the seismicity increase began) as well as an estimate of the energy that will be released at the instant of failure. Field observations indicating that this predicted behavior does precede rock bursts and a roof fall are presented in this report. Implications of results to the problem of failure control in mines that experience massive rock failures are discussed.

The present study was designed to explore the contribution of organizational climate and management practices to the injury experience in underground coal mines. A cross-lagged panel design was used in which miners from 22 mines completed questionnaires assessing 27 organizational climate, structure, and function dimensions on two occasions, The results strongly support the hypothesis that climate and management practice have casual effect on the incidence of disabling injuries.

The results of extensive field tests of a new and powerful method of hard rock excavation are presented in this report.* The method, known by the acronym REAM (Rapid Excavation and Mining), employs high velocity, smooth bore cannons to efficiently deliver energy to the rock and has been demonstrated for underground tunneling, drilling, surface benching, scaling, and secondary breakage in hard granitic rock at the Hope Valley Mine test site in California. Solid projectiles made from inexpensive materials such as concrete or steel, and weighing from 8 to 12 pounds, are launched by conventional high speed cannons and impact the rock at velocities of 5000 feet per second--an impact energy of about 4 million foot pounds (Figure 1). The energy applied at peak pressures of nearly 2 million psi over a period of tens of microseconds breaks down the rock by a complex mechanism of crushing, spalling, and initiation and propagation of fractures produced by the interaction of successive impacts and free surfaces. A series of four coal combustion experiments (I)' was conducted at the National Institute for Occupational Safety and Health, Pittsburgh Research Laboratory in the Safety Research Coal Mine to evaluate the response of optical and ionization smoke and CO sensors to a small 0.61 m square smoldering coal fire which transitions to flaming combustion in the presence of diesel emissions. With the increased utilization of diesel engines in underground coal mines, it is important to be able to discriminate fire products-of-combustion (POC) from diesel emissions. One proposed method to accomplish this is the deployment and interpretation of multiple sensors.

The need for more and better basic thermodynamic data for the oxides of many of the rare metals is evident to anyone who attempts thermodynamic calculations involving these substances. In continuation of a Bureau of Mines program to meet this need, this paper reports new experimental values of the heats of formation at 298.15° K. of the hexagonal crystalline variety of germanium dioxide and germanium dioxide glass. The values were obtained by means of combustion calorimetry and sodium hydroxide-solution calorimetry. The calorimetric results also made possible the derivation of values for the heat and entropy of fusion of hexagonal germanium dioxide at its melting point. The newly measured data were combined with previously known entropy and high-temperature heat content values to obtain heats and free energies of formation of germanium dioxide (in the hexagonal crystalline, glassy, and liquid states) over the temperature range from 298.15° to 2,000° K.

The objective of this study was to investigate the environmental effects of slaking of surface mine spoils. To accomplish this, both field and laboratory programs were undertaken, supplemented by a thorough literature search. The field program consisted of drilling the highwall as well as test pitting in recent, two-, five, and ten- year-old spoil piles at four active mining sites in the eastern bituminous coal fields. Pertinent observations were made and samples collected for laboratory analyses which consisted of several standard geotechnical, agronomic, and geochemical tests. Durability tests utilized included jar slake, cyclic wet-dry, rate of slake, and slake durability tests. Correlation between field and laboratory portions was made- and results presented. The report is concluded with a discussion of the slaking process and associated environmental impacts, proposal of a preliminary classification system for use in premine planning, and presentation of management techniques to optimize the slaking process.

[The Bureau of rides is making a general study of the occurrence of the Clinton red iron ores of Alabama. In the course of this study, it developed that the iron-ore seams of the Woodstock and Bucksville areas were virtually unexplored., and the nature and extent of the ore deposits were undetermined. As a part of the work of the project, the Bureau investigated the occurrence of red iron ore in the .areas. Eighty-four channel samples, representing 317.6 linear feet, were taken from l2 locations along the outcrop of the red iron-ore seams, Ten diamond-drill holes, amounting to 3915.5 linear feet, were drilled. In these areas, commercial- and marginal-grade ores of minable thickness have been shown. It is estimated that 4,500,000 tons of indicated ore and 6,700,000 tens of inferred commercial-grade ore averaging 5.1 feet thick, 47.6 percent Fe, 26.1 percent insoluble, 0.1 percent CaO, and 0.04 percent P; 7,200,000 tins of inferred marginal grade ore averaging 6.1 feet thick, 36.2 percent Fe, .35.0 percent insoluble, 3.9 percent CaO, and 0.14 percent P; and 18,500,000 tons of ferruginous sandstone averaging 12.2 feet thick, 19.2 percent re, 50.1 percent insoluble, 9.6 percent CaO, and 0.14 percent P are present in the areas.. All tonnages are estimated as gross tons of recoverable ore in place, based' on 65-percent mining recovery. In accordance with established policy of the Bureau of Mines of publishing factual data as soon as possible after completion of field work, this description of the Woodstock and Bucksville areas is presented. This report concerns types, quantities, specifications, and uses of non-metallic minerals as a basis for improving their supply, conservation, and utilization. Supply-demand details concerning mineral fillers, rooting granules, and roofing rock used in asphalt are incorporated in this report, along with highlights on production and sales of rooting, floor tile, and other related asphalt products of California. Comparable data for the United States are included. Although large quantities of commercially prepared mineral fillers are used in asphalt for paving and related applications in other States, addition of commercial fillers for these uses rarely is required in California because of the natural tines available. On the other hand, California manufacturers of asphalt products other than having utilize about 300,000 tons of asbestos, diatomite, limestone, mica, soapstone, and other nonmetallic minerals as filler, mainly for reeling and flooring. Also about 500,000 tons of roofing, granules is produced in California, most of which goes into roofing manufacture in California. In addition. A significantly large and growing tonnage of relatively coarse mineral aggregates Ire used on low-angle, built-up, asphalt roofs to produce in attractive surface and offer protection against the clements. Clearly ill minerals used in asphalt products manufactured in California come from local sources, except asbestos and mica--and there are indications that local deposits of those commodities could be utilized in some use categories.

The Mine Safety and Health Administration (MSHA), U.S. Department of Labor, did a linear analysis for a new underground coal mine in Grant County, WV, through the interpretation of LANDSAT imagery and high-altitude, color-infrared aerial photography, to identify areas of potentially unstable roof in advance of mining. The Bureau of Mines included this mine in its ongoing study of the correlation between geologic features and linears. Three years after the analysis, after mining had progressed through the plotted linears, a cooperative Bureau-MSHA study evaluated the effectiveness of the linear plot in predicting areas of unstable roof and defined the geology associated with the linears. Adverse roof conditions at this mine include roof falls, potted-out roof, water inflow, and local areas requiring supplemental support. At the time of this study, 34 pct of the mine workings were within 200 ft of a plotted linear. Fifty percent of the adverse roof area in the mine occurred within this area. The primary geologic anomaly associated with the linears is an increased frequency of jointing. The majority of the plotted linears coincide with the prominent joint orientations. Additional features observed in the linear zones include roof rolls and a sandstone channel that cuts into the coal seam.

This report presents the results of a three-phase investigation of the feasibility of using cemented coal waste in active underground coal mines to prevent mine subsidence. Coal caste was broadly defines to include waste from both coal preparation plants and coal-fired power plants. Underground systems with potential for cemented backfill are determined through identification of current mining methods and available technologies for cemented backfilling and consideration of materials and systems constraints upon mining and backfilling integration technical concerns including operation, health and safety, materials utilization, environmental impact, applicability and techni¬cal status are assessed for six (6) systems which were identified as potentially feasible. Two (2) of these systems are conceptualized in a hypothetical case history and developed to further assess their operational and economic feasibility. Comparisons of costs among both systems and with costs of surface disposal are presented. Also presented are the conclusions reached concerning the present feasibility of using cemented backfill in active coal mines and potential avenues for further research. Appendices contain further consideration for design of cemented mixtures to be used in backfilling, the results of laboratory testing of mixtures rich varying concentrations c: waste products and cementing agents, and an annealed bibliography
