The prevention of coal-mine explosions has been one of the chief purposes of the Bureau of Mines. In facti the first Federal appropriation relating to mining methods, in 1908, authorized the investigation of the causes of mine explosions and the possible methods of preventing them. When that investigation started the mining industry had not determined the real causes of a succession of terrible coal-mine explosions in various countries, culminating in the great disasters at CoulTièl'es, France, and Monongah, W. Va. Coal dust as an agent of widespread explosions had been under suspicion, and watering to allay the dust was recommended by some mining engineers but the watering of coal-mine dust was adopted in comparatively few mines of the United States and Great Britain, and had not been introduced widely in any country except Germany. Rock dusting, another method of preventing explosions of coal dust, was early tested with success by the Bureau of Mines in its fist gallery at Pittsburgh and, beginnig in 1911, at the experimental mine, Bruceton, Pa. Several of the fist publications i of the bureau suggested that rock dust be used in gaseous or dusty bituminous mines, and in 1915 Technical Paper 842 strongly recommended it. Since that time additional tests in the experimental mine have fully confied this :ft judgment.

Patent records show that the idea that the burning of fuels can be improved by mixing or pretreating them with chemicals 6 dates back to the early years of the last century. By 1845, English and French patents included the specific beneficiations of elimination or reduction of smoke, soot, and clinker; reduction of the ashes, presumably meaning the total weight of refuse from the ashpit; elimination of sulphur fumes; increase in the rate of burning; increase in the time a given charge of fuel would last; and, in most patents, a saving of fuel. The earlier patents specified additions up to 80 pounds or more per ton of fuel, but after 1860 the quantity was rarely more than 4 pounds. There is no record of the extent to which these patents were commercialized, but after 1884 many American patents were assigned to companies specializing in treatment of coal, so it is probable that the products were marketed on a considerable scale at least as early as that date. From 1900 on, many companies marketed proprietary products that were sold under the general name of "fuel savers." Since its establishment in 1910, the Bureau of Mines has continually received inquiries about these products and, at the request of other govern-mental departments, has tested some used in accordance with the instructions of the purveyors; the results were all negative and, within the accuracy of measurements, the products had no effect on the burning.

The monetary metals , gold and silver , have recently been the object of such general interest that the United States Bureau of Mines has received many inquiries regarding them . Though requests for technologic information have been numerous , they have been exceeded in number by those concerned with economic aspects of these metals . The nature of the latter communications indicates that the public is not generally aware that various Bureau publications are available which deal with the economic situation of gold and silver . For this reason , it is deemed advisable to present a brief résumé of the papers which are obtainable from the Bureau or the Superintendent of Documents , together with the text of three articles recently prepared by the Director , reprints of which are not otherwise available . The Bureau of Mines compiles figures showing mine production of gold and silver , by districts and States , and cooperates with the Bureau of the Mint in determining the total annual output in the United States as a whole . 3 It recently established an annual canvass to determine the consumption of silver in the arts and industries of the United States , and published an economic paper covering such use in 1928 and 1929 , followed by an information circular on silver consumption by industry during the 2 years subsequent . A 4-year record is thus provided for those interested in utilization of silver . The Bureau has also published summarizations of all available data upon world production since 1493 of gold and of silver . It has , furthermore , rendered available a compilation of production- data of silver mines of the world , and an analysis of it , showing the proportions of silver and other metals contained in all the ores from which silver is derived . " All of these papers are concerned solely with putting into readily usable form statistical data and other factual material ; they do not offer theories or express opinions upon controversial questions related to these metals . Three other recent papers concerned with gold and silver are presented below in order to put them in shape for distribution by the United States Bureau of Mines . This study evaluates selective environmental impacts of two distinct in situ mining techniques. In situ leaching of uranium, porphyry copper and native copper and in situ borehole (slurry) mining of uranium, sandstone, and pebble phosphate ores are the techniques and minerals investigated. The potential impacts onsite in the desert southwest (porphyry copper), Michigan (native copper), Texas and Wyoming (uranium), and Florida and North Carolina (phosphate) are addressed and discussed. The study emphasizes those impacts which are unique to in situ solution leaching and borehole slurry mining. Impacts which are characteristic of all construction projects in the general geographical areas investigated, such as socioeconomic effects on surrounding communities and site-specific impacts, such as rare and endangered species, are beyond the scope of this study. For each of the in situ processes and associated ores investigated, the physical and chemical characteristics of the systems are described, the toxicity of the leaching solutions are presented, and the potential impacts on the environment are developed.

[A study of mining methods and underground practices as they influence injury from falls of roof or coal reveals data as to the location in the mine where such injuries occur with the greatest frequency and as to some of the methods and practices which are in use for the prevention of injury. This paper, which presents statistics bearing on the frequency and place of occurrence of accidents and, discusses regulations and practices which have resulted in a low frequency rate from falls of roof and coal in a few representative mines takes its information from mine-accident reports and from the results of studies conducted in a group of 80 mines in the bituminous coal fields of western Pennsylvania, Ohio, and West Virginia. The statistics from this group of mines cover periods of one to four years but average 2 years and 7 months. During this time these mines produced over 110,400,000 tons of coal, equivalent to one-fifth of the annual production of all bituminous mines in the United States. The coal beds of the mines in the group studied are mostly flat, with local pitches of moderate degree. A number of mining plans are in use, each of which follows a general system of multiple entries, cross entries, and rooms. Room and pillar in panels either advancing, retreating, or half advance and half retreat and the block systems are employed. The methods of pillar extraction are by splitting, slabbing, pocket-and-stump, and open end. It is hoped that in presenting some of the details of the methods and practices at particular mines of this group which have commendable records in the prevention of injury some good may accrue to many other bituminous mines which 'nave similar natural conditions.]

"New England" and "granite" if not synonymous are at least associated terms. Where there are granites that are not deeply eroded there are usually pegmatites, the most erratic of rocks, and of them New England has a full portion. Many of the New England pegmatites contain the rare alkalis - lithium, rubidium, and cesium. however, the same in homogeneity of the earth's crust that has made the New England pegmatites unusual, in that so many of them contain the rare alkalis, has likewise made the distribution of the rare-alkali minerals sporadic even in those pegmatites, and most contain only enough to furnish collectors with more or less ornamental and uncommon minerals. New England has long had numberless collectors of minerals, and the mineralogists of its various schools have published many papers on the pegmatitic minerals, including those of the rare alkalis, but none of the papers have dealt with estimates of quantities. In this paper we have tried to place the emphasis on quantity rather than on mineralogy.

"The Bureau of Mines has been investigating deposits of critical and essential minerals in the United States since 1939. Projects were set up on only the most promising properties.A preliminary examination of the Mount Hope mine was made in January 1943 by the Bureau's engineers, who recommended exploration by diamond drilling.The mine is in the unsurveyed portion of T. 22 N., R. 1 E., Mount Diablo base and meridian, south-central Eureka County, Nevada, 25 miles by road north of the village of Eureka. A partly graded and Graveled secondary road connects the mine and Eureka on U. S. Highway 50.Extensive sampling was done by the Bureau in February. 1943. Core drilling from the surface was started on March 15, 1944, and completed on April 2, 1545. The 16 holes drilled totaled 7,215 feet. The mining company also did extensive underground core drilling from April 21, 1944, to January 4, 1945. This report gives the results of core drilling supervised by the Bureau of Mines.The drilling program was designed to explore for extensions of the mineralization exposed in the mine workings. As a result of drilling, additional ore was found, and it is believed that this project has fulfilled the purpose for which it was planned.In its program of exploration of mineral deposits, the Bureau of Mines has as its primary objective the more effective utilization, of our mineral resources to the end that they make the greatest possible contribution to na¬tional security and economy. It is the policy of the Bureau to publish the facts developed by each exploratory project as soon as practicable after its conclusion. The Mining Branch, Lowell B. Moon, chief, conducts preliminary examinations, performs the actual exploratory work, and prepares the final report. The Metallurgical Branch, R. G. Knickerbocker, chief, analyzes samples of ore and performs beneficiation test. Both these branches are under the supervision of Dr. R. S. Dean, assists director.With respect to this report special acknowledgment is due to Charles W. Merriam of the United States Geological Survey for his interpretation of the Mount Hope mine Geology and his cooperation throughout the project; Col. Leverett Davis, former lessee of the property; K. The U.S. Bureau of Mines (Bureau) is currently conducting a four-year study to assess the mineral resources and the mineral development potential of the 5.7 million acre Valdez Creek Mining District (VCMD) located in southcentral Alaska. The VCMD study is part of the Bureau's ongoing statewide mining district evaluation program. This report is a summary of the 1988 field work. The field work involved collection of reconnaissance placer and rock samples, and also involved sampling and examination of the mines, prospects, and mineral occurrences which were identified by literature research of the geology, exploration history, and mining history of the district. During the 1988 field season, Bureau personnel spent a total of 11 weeks in the field, collected 1,006 rock and placer samples, and located, mapped, and sampled 106 of the known mineral occurrences. The Bureau has visited 243 of the 250 known mineral occurrences during the course of the VCMD project. Reconnaissance sampling for placer occurrences resulted in the identification of 4 previously unreported gold placer occurrences, and identification of 5 occurrences that contain detectable levels of platinum or palladium. Reconnaissance sampling for lode sources of base and precious metals resulted in the identification of 5 new Lode gold-silver occurrences, identification of 2 occurrences that contain elevated quantities of chromium, cobalt, nickel, palladium, and platinum, and identification of one occurrence that contains elevated quantities of copper, molybdenum, anti zinc.

This paper, describing milling methods and costs at the Hillside Fluorspar Mines at Rosiclare, Ill., is one of a series being prepared for and published by the United States Bureau of Mines on non-metallic milling methods. The milling practice described is that of one of the large mines in the Kentucky-Illinois fluorspar field in southern Illinois and western Kentucky, on the Ohio River. Milling methods throughout the district are similar in their general principles, although details vary considerably in different plants.

Ohio has an estimated 46 billion tons of coal beneath 12,000 square miles of the eastern third of the state. Recoverable coal reserves within this vast area are estimated at 21 billion tons, 3.2 billion tons of which have been mined since 1800. Ohio is the eleventh-largest coal- producing state in the nation and ranks third nationally in coal consumption. Coal resources in Ohio lie in as many as 60 identifiable coal seams along the northwestern flank of the Appalachian coal basin. Except where interrupted by minor faults and erosional discontinuities, these rocks dip gently and uniformly to the east, simplifying the mining methods needed to extract the coal. Fourteen of Ohio's 60 coal seams are considered to be important, although only a small number of seams are currently being mined. Ohio first enacted a surface coal mining law in 1948, requiring in part a $100 per acre reclamation bond. Ohio progressively strengthened its surface mining law in 1949, 1955, 1959, 1961, 1965,1972,1975,1978, and 1981. At the time of its enactment, Ohio's 1972 mining law was one of the most stringent in the country. This law also created a state coal severance tax of four cents per ton to be used for abandoned mine land reclamation. Ohio received primacy to regulate the surface coal mining operations within the state August 16,1982. Its Abandoned Mine Land Program was approved on the same date.

This report reviews the phosphate deposits, mines, and industry, and prospects in 10 districts covering most of the Montana phosphate field. These districts are discussed individually, and an evaluation of the resources and potential of each is presented. Phosphate rock produced from underground mines in the Garrison district is shipped to Canada for processing to fertilizers, utilized locally for production of animal feed supplement, and pulverized and sold for direct application to the soil. Production from the Melrose district is shipped to Silver Bow and processed to elemental phosphorus. The Maxville-Philipsburg district is destined to become a major producer with the development of the Douglas Creek mine and beneficiation plant by Montana Phosphate Products Co. Montana ranks fourth after Florida, Tennessee, and Idaho in total annual production in the United States. Production him increased from about 60,000 long tons of acid-grade phosphate rock in 1940 to more than 660,000 tons of acid-, beneficiation-, and furnace-grade ore in 1961. Montana has the second largest potential resources in the Western field; in the area south of Butte there are approximately 1.2 billion tons of phosphate rock (+18 to +31 pct P2O5) available above and within 100 feet below entry level; and in the northern part of the field there are about 67.6 million tons available above entry level. In contrast to Idaho, most of the phosphate deposits in Montana are best suited to underground mining.

This chapter presents proportionate mortality ratios (PMRs) derived from death certificate data in the National Occupational Mortality Surveillance (NOMS) database for the years 1986 through 1993. At the time this report was prepared, 1993 was the latest year for which data were available. Industry is classified under the 1980 U.S. Bureau of the Census classification system [Bureau of the Census 1982]; cause of death, under the International Classification of Diseases, Ninth Revision (ICD-9) [World Health Organization 1977]. A PMR of 100 indicates a mortality risk for a particular industry group that is similar to that for all industry groups combined. A PMR over 100 suggests a higher risk; a PMR under 100 suggests a lower risk. PMRs are subject to many factors that affect their reliability and validity and may not be comparable across populations with very different causes of death. An elevated PMR for a specified cause of death among an occupational or industry group may indicate a relationship between a work exposure and the cause of death specified. However, there are many limitations of PMRs as a measure of risk; they are most useful for generating hypotheses about exposure-disease relationships, which can then be tested in other studies. Selected PMRs are presented separately for males and females for coal mining, metal mining, nonmetallic mineral mining and quarrying (which includes nonmetal, stone, and sand and gravel), and for oil and gas extraction. All PMRs have been adjusted for age and race. In general, PMRs are presented only if the lower 95% confidence limit exceeded 100. If a PMR in an ICD-9 subcategory was above 100, however, the PMR for the larger category into which the subcategory falls is always presented and may be less than 100. PMRs can be expected to be elevated for conditions that have a high prevalence in particular occupational groups. PMRs showed elevated values for conditions known to affect miners, such as coal workers' pneumoconiosis, pneumoconiosis due to silica, tuberculosis, chronic pulmonary heart disease, and injuries. Additional findings of interest were- • An elevated PMR for myocardial infarction among male coal miners (table 2-1); • Elevated PMRs for neurologic disease in general and anterior horn cell disease, in particular among male metal miners (table 2-3); • An elevated PMR for rheumatic heart disease in male metal miners (table 2-3); • Elevated PMRs for malignant neoplasms of the digestive organs and peritoneum and for malignant neoplasms of the colon and rectum in female nonmetal miners (table 2-6); and • Elevated PMRs for non-A, non-B hepatitis and arteriosclerotic heart disease among male oil and gas workers (table 2-7).

The Hopi Reservation is in Arizona, where coal mining can be traced to the 13th century. Bituminous coal is found in varying quantities throughout the Hopi Reservation. The Hopi Tribe has a 50 percent mineral interest in the coal resources of the joint-use area adjacent to the Navajo reservation. The only coal presently mined on acornrnercial scale from lands in which the Hopi Tribe has an interest is from the Wepo formation at the Black Mesa and Kayenta Mines. These two large surface mines, located over 50 miles northeast of most Hopi settlements, have disturbed more than 6,000 acres. Income from royalties generated by the mines provides significant economic support for the Hopi Tribe. The Office of Surface Mining's Albuquerque, New Mexico, Field Office is responsible for regulating mining and reclamation on Hopi land. The Hopi Abandoned Mine Land Program was approved June 28,1988.

Unfortunate occurrences resulting in injuries, loss of life, and destruction of property by explosion, fire, and other mishaps during shaft sinking focused the attention of the Bureau of Mines on the need for safety standards For such operations. Information Circular 7810 was published to meet that need. The current revision updates and replaces IC 7810. Several States have some rules and regulations applicable to local conditions, and several Bureau publications (including some now out of print) cover the hazards that may be encountered in shaft sinking. Certain requirements of the Federal Mine Safety Code and Federal Coal Mine Safety Act may be applied, but there are no definite, uniform standards that will guide those desiring to sink a shaft safely and bring about uniform safety inspections.

This report summarizes the work performed and results achieved on the above contract from October 18, 1971 through July 14, 1972 under Phase II, Task 1: Detailed Design of Prototype and Task 3: Supporting Experimental Investigation. Operation and Service Manuals resulting from Task 3 are submitted under separate cover as are detailed design drawings and specifications, prepared under Task 1. Both items accompany this report. This report also includes (A) an estimate of the cost of construction, (B) a description covering the use of the equipment, and (C) a proposed test plan to demonstrate performance of the equipment in both the laboratory and a mine.

Assessment of workplace exposures is an important tool for helping to minimize dust-related occupational illness and diseases. Real-time particulate monitoring can effectively locate areas where dust controls are needed and determine how well they are working. An affordable, person-wearable, real-time dust monitor is needed. The SKC Inc. Dust Detective (SKCDD) fulfills those requirements (Disclaimer: Mention of any company or product does not imply endorsement by NIOSH). The SKCDD consists of a disposable sampling tube (DST) connected to a small hand-held sampling pump. The SKCDD was developed through a Cooperative Research and Development Agreement (CRADA) between the National Institute of Occupational Safety and Health (NIOSH) and SKC Inc. The relationship of dust concentrations measured by personal gravimetric samplers to those measured by the SKCDD was determined in a laboratory aerosol chamber. A comparison of the means and the relative standard deviation of triplicate measurements of each type of sampling device demonstrated the SKCDD to be a viable alternative means for measuring dust. While it provides accurate measurements for specific coal types, it requires correction factors (those correction factors still need to be calculated) for other coal types.

Production of small tonnages of asbestos has been reported from 18 California counties; 16 additional counties have occurrences of asbestos. The counties in the northern part of California that have had a recorded production are: Alameda, Amador, Calaveras, Contra Costa, E1 Dorado, Napa, Nevada, Placer, Shasta, Siskiyou, Trinity, and Tuolumne. No deposit in the State has maintained consistent production. Serpentinized peridotites (potential chrysotile-bearing rocks) are widely distributed in the coast ranges, Klamath Mountains, and western foothills of the Sierra Nevada.

A series of linear programmed instruction modules was developed in the general subject areas of Blasting Technology & Explosives Safety & Electrical Training. The linear programs (modules) were developed in the form of tape-slide plus workbook materials, while the branching format evolved from the LTS teaching machine system from MIT, through several other teaching machines and micro-computers, finally settling on Radio Shack TRS-80 microcomputers, Models I & III. Initial validation figures indicate that essentially the same result, are attained from both methods (based on pre and post test scores), with the most noticeable difference being an approximately 25% savings in study time with the branching modules. In December 1980, the development of modules on High-Voltage Training, Trolley Wireman Training, and Compressed Gas Safety was added to the overall tasks of the contract.
