The Australian underground coal mining industry has made extensive use of the Coal Mine Roof Rating (CMRR) classification system for a diverse range of purposes in recent years. These include mining method selection, and coal pillar and roof support design. This paper outlines a series of case histories, from large-scale feasibility studies to local support design investigations, that collectively illustrate the broad applicability, advantages, and usefulness of the methodology, as well as some of the current limitations. The key role of the CMRR in an overall hazard definition methodology is demonstrated for a major Australian project, and some ideas with regard to the future application of the CMRR, in the context of geotechnical risk management within a progressive, highly productive extractive industry, are put forward.

The Bureau of Mines investigated preheating of continuously fed, fragmented ferrous scrap charges by furnace offgases and utilizing substitutes for imported fluorspar to condition electric steelmaking slags. Three types of continuous scrap charging procedures were investigated to determine electrical energy consumption in a I-st (short ton) electric arc furnace. Cold and preheated scrap charges were continuously fed at rates averaging 37.5 and 43.7lb/min, respectively. The feed rate varied appreciably from test to test owing to hangup of the scrap in the charge bin. Approximately 7 pct less electrical energy was consumed in melting scrap preheated to 8400 to 1,1100 F by furnace off-gases than in melting cold scrap. Overall energy consumptions were 888 kW'h/st for cold scrap, 829 kW'h/st for preheated scrap" and 637 kW'h/st for conventional backcharged scrap. Stack gases from scrap preheating averaged 1200 F and a flow rate of 1,615 scfm compared with 2200 F and 1,302 sefm for cold-charged scrap. Slag conditioners tested included synthetic fluorspar, boric acid, hydroboracite, used aluminum potlining wastes and aluminum anode tailing wastes, and Sorelflux B. The boron-containing conditioners fluidized the slags the best, followed in order by the conditioners containing fluorine and titanium.

In underground mines, coal dust explosions are prevented by the addition of rock dust sufficient to render the coal dust inert. The National Institute for Occupational Safety and Health (NIOSH) has developed a hand-held instrument that uses optical reflectance to measure the explosibility of a rock dust and coal dust mixture. This instrument is called the Coal Dust Explosibility Meter (CDEM). In this study, NIOSH personnel accompanied Mine Safety and Health Administration (MSHA) inspectors on their routine band surveys in five and three underground coal mines in MSHA District 2 (PA) and District 11 (AL), respectively. While underground, NIOSH personnel and MSHA inspectors used the CDEM to assess the explosibilities of the dust samples. The values of percent incombustible content (% IC) determined by the CDEM agreed well with those obtained later by low temperature ashing (LTA) in both MSHA and NIOSH laboratories. Further, the meter identified some samples as potentially explosible that LTA analysis had found to possess sufficient rock dust for inerting. The CDEM provides more information on the hazards in the mine. Rapid identification of areas with explosible dust mixtures using the CDEM allows for immediate intervention rather than a wait of several weeks for laboratory analysis.

Accelerometers and pressure transducers, mounted in suspension components, can be used to monitor the ride of haulage trucks. Presently, it is difficult to tell what caused a jolt to the truck using either pressure or acceleration data alone. When information from a global positioning system (GPS) is recorded at the same time as shock pressures or acceleration data, the exact location of an event can be determined. Mine management can then determine what caused the jolt to the truck. This research is part of a National Institute for Occupational Safety and Health (NIOSH) project called "Engineering controls for reduction of jolting/jarring injuries in surface mines." NIOSH is investigating how the work environment of haulage truck drivers can be improved. The US Mine Safety and Health Administration (MSHA) notes that, between 1986 and 1995, 60% of the back injuries were to haulage truck drivers in metal/nonmetal surface mining. Personnel from Phelps Dodge suggested that combining acceleration data with information obtained from a GPS could generate results with a variety of uses. Therefore, researchers at the Spokane Research Laboratory (SRL) began investigating how to tie acceleration and GPS data together. It was originally thought that this tool would be used primarily for road and truck maintenance. However, as research progressed, it became apparent that it would also be useful in providing feedback about equipment operations and identifying unusual causes of jolting. Experimental approach Available components that function well by themselves were linked for the purpose of proof of concept. Using a Modular Mining Systems (MMS) product called Vital Signs, SRL researchers took an Aero-Marine Products (AMP) acceleration recorder and hardwired it to MMS Dispatch equipment already installed on a truck. AMP is one of several manufacturers of acceleration recorders frequently used to monitor freight during shipping. MMS Dispatch is used for production accounting and truck dispatching and uses GPS tracking. Through Vital Signs, an analog or digital alarm signal can be recorded. Steve Rhoades, of MMS, wrote unique code that links the Vitals Signs data and GPS location and stores this data in an ASCII log file. SRL researchers installed the equipment in a Caterpillar 793 haul truck. The result was a working prototype. Figures 1 and 2 show the instrument installation in the truck. Abstract- Emergency shutdown systems (ESDs) for mining machinery provide critical functions to safeguard miners. Traditionally, ESDs were realized with simple hardwired circuits; today, there is a growing trend to use programmable electronic technology such as programmable logic controllers (PLCs). This paper describes an analytical study to quantify the safety integrity of a PLC-based ESD and a hardwired ESD. The safety integrity level of each design approach was determined by quantifying the average probability of failure on demand (PFDavg) as described by the recommendations for programmable electronic mining systems published by NIOSH and the IEC 61508 international standard. The safety analyses addressed system architecture, hardware failure probability, proof test interval, diagnostic coverage, and human error probability. The results indicated that a same level of safety, safety integrity level 3 (SIL 3), could be attained when evaluating random hardware failures. Neither approach could attain SIL 3 if manual activation was used. Human error was the limiting factor where, using human reliability analysis, PFDavg < 1 x 10-1; thus, the ESD does not meet SIL 1. It is apparent that automatic verses human¬activation of the ESD is a very important safety consideration. Manually actuated ESDs can only achieve SIL 1 regardless of the technology; therefore, additional independent safety layers of protection are needed to exceed SIL 1. Secondly, it is apparent that the technology choice is very important. The PLC-based ESD was much simpler to design and to validate safety1.

This paper summarises the results of a research project whose goal was to provide the Australian coal industry with a rib support design methodology and software tool that could be utilised by suitably qualified colliery staff. The project was primarily funded by Australian Coal Association Research Program (ACARP) and further supported by several Australian longwall operations. The outcome of the project is a design methodology and software tool called, Analysis and Design of Rib Support (ADRS). ADRS is an empirical technique, which recognises that several geotechnical and design factors affect ribline performance and in addition that operational and safety issues essentially dictate the level of performance required. Therefore, the design recommendations associated with ADRS are specific to the Australian coal industry; however the procedure(s) for data collection and analysis could be applied to other countries&apos; &apos;underground coal industries. Case history data were compiled from 34 longwall and two bord and pillar operations resulting in 204 case histories with each case history data set being defined by approximately 130 individual data fields. In addition monitoring (incorporating stress cells and extensometers) was undertaken at 10 collieries to assess and quantify the effectiveness of different rib support patterns and hardware on rib performance. The monitoring sites allowed for an improved understanding of the mechanisms of rib failure and degradation in terms of its interaction with the installed support and at the various stages of the mining cycle. The design methodology deals with both mains development and gateroad development specific to Australian longwall mines. This paper focuses on longwall gateroads subjected to abutment loading and in particular the travel road which becomes the tailgate of the subsequent panel. The statistical analyses associated with these cases suggested that the level of rib support should be based primarily on the development height and the pillar stress level. The ADRS software guides users through the design process, allowing them to develop rib support plans based on sound science and a broad base of in-mine experience To the best of the authors’ knowledge ADRS is the first systematic rib support design technique to be developed for any country’s underground coal industry. The development and use of empirical models in mining have substantially contributed to improving safety and productivity. ADRS further demonstrates that empirical techniques are particularly relevant and beneficial in dealing with the complexities of geotechnical design associated with underground coal mining.

THE HELIUM ACT (50 Stat. 885; 50 U. S. C. 161,163-166), as amended, places the responsibility for conserving, producing, and selling helium upon the Secretary of the Interior, acting through the Bureau of Mines-the only producer of helium in quantity in the world. It operates 4 plants-I each at Amarillo and Exell, Tex.; Otis, Kans.; and Navajo (Shiprock), N. Mex. The demand for helium has increased steadily since the decline immediately after World War II and is expected to exceed the capacity of the present plants in the near future. The Congress has appropriated $6,000,000 far constructing a new plant. In addition to providing additional capacity to meet increased demands for helium, the new plant will enable the Bureau of Mines to better conserve the helium in, the Government-owned reserves at Amarillo and Navajo.

"INTRODUCTION The bottoming of the United Verde sulfide pipe has shortened the expected life of the United Verde mine to a matter of a few years. First located in 1876, this Arizona mine has had a long period of activity, having reached a peak production in 1929 of over 71,000 trans of copper. Through these many years of successful operation, a safety program has evolved in keeping with the proficiency developed in mining the ore body. "The O'Jack Mining Co.'s zinc and lead deposits in Jasper County, Missouri, have been worked intermittently since the early nineties; production from these deposits was greatest during World War I and II - 4,668 tons of zinc and lead concentrates. The deposits are in a sink-hole structure in which intense deformation has taken place and in areas of disturbance in the sheet-ground horizon.While high-grade ore was being mined, the operators sank seven churn-drill holes for the purpose of extending reserves. They then asked the Bureau of Mines to explore the deposit with the object of developing a reserve of lower-grade ore that could be mined by open-pit methods. Twenty-two holes were sunk. The methods of drilling and sampling and the logs of the holes, as of those drilled by the operators, are given later in this report.INTRODUCTION AND ACKNOWLEDGMENTSIn its program of exploration of mineral deposits, the Bureau of Mined has as its primary objective the more effective utilization of our mineral resources to the end that they make the greatest possible contribution to national security and economy. It has been proposed that the addition of enough limestone to an open -hearth s lag to give a CaO-3P2O5 ratio of approximately 2-followed by SiO2 firing in an oxidizing atmosphere under the proper conditions of time and temperature will result in a clinker having a magnetic phase containing a preponderance of Mn, Fe, Al, and Mg as oxides and a nonmagnetic phase consisting for the most part of a phosphorus-containing dicalcium silicate. It has been postulated further that the metal oxide phase can be recovered by fine grinding and magnetic separation. These broad principles have been substantiated by numerous clinkering operations made in an electrically fired studio-type kiln, a batch rotary kiln, and a continuous rotary kiln and by magnetic separations made in a Davis -tube separator and a laboratory-size Jeffrey-Steffensen three -roll continuous separator. 2. Quenching the clinker after firing seems to improve its grindability. Microscopic examination of the ground clinker indicates .that the oxide phase grinds down at a somewhat faster rate than the silicate phase. 3. Very fine grinding is necessary to approach liberation, of the oxide phase from the silicate phase. Grinding to ininus-325-mesh, followed by magnetic separation, gave only a rougher concentrate, which had to be reground before final separation. 4. Although the manganese content of the final concentrate was higher, there was some evidence that manganese recovery was lower from a clinker made from a flush s lag than one made from a mixture of tap and flush slags. A possible explanation is that a clinker made from a mixture of slags has a higher iron content and hence is more magnetic and more easily separated.

The fact that methane ignitions continue to occur at the mining face indicates that monitoring with machine-mounted methanometers does not always indicate the presence of high methane concentrations. Methane concentrations at the face change quickly due to changes in airflow. By measuring these changes in airflow, it may be possible to predict changes in face methane levels more quickly. Currently there are no techniques or instruments to accurately measure airflow in by the mouth of the ventilation curtain or tubing. Tests conducted in the NIOSH ventilation test gallery compare the data provided by one-, two-, and three-axis ultrasonic anemometers. The effects of changes in airflow direction and turbulence on instrument readings are discussed, and guidelines are given for selecting the type of instruments to be used for monitoring airflow near the mining face.

In an investigation of the incineration of combustible wastes, the Bureau of Mines studied the effect of dimensional parameters, process variables, and fuel properties on the operation of an incinerator that consisted of a single cylindrical combustion chamber in which all combustion air was supplied tangentially above the fuel. Construction and operation of three designs of such a device proved that the tangential overfire air design is effective in providing efficient combustion and low concentration of particulate matter in the effluent gas. A correlation was found that related burning rate with air rate, chamber diameter, and inlet port diameter. In one of the incinerator models, ignition was by radiation from a preheated surface. The temperature of this surface was required to be 1,400° to 1,600° F to insure ignition of moist refuse; however, this had little effect on combustion rates. In the combustion of moist refuse, evaporation of the water proceeded through the fuel bed as a wave, with an ignition wave following the evaporation.

The assembly procedures for nine different wire rope terminations used in the mining industry are presented in a format and manner to facilitate training and to provide points where inspection of the termination should be performed. The nine terminations addressed are: Flemish Loop with Steel Sleeve & Thimble, Flemish Loop with Steel Sleeve, Wedge Socket, Swaged Socket, Turn Back Loop with Sleeve & Thimble, Thimble Splice with Four Tucks, U-Bolt Clip & Thimble, Zinc Poured Socket, and Epoxy Resin Poured Socket. The manual was prepared to be used primarily for field type mining operations or training where high capacity machinery is quite limited. It is nut the intent of this manual to suggest that the procedures presented are those to be used by manufacturers or other commercial enterprizes. A different set of procedures may be more appropriate where ideal space and equipment resources are available. The assembly procedures were derived from standard industrial practice, manufacturer&apos;s recommendations, and the open literature on the subject. These same procedures were used to prapare test specimens for an extensive series of pull and axial fatigue tests. The results of these tests indicate that these procedures are satisfactory in all respects. This manual is to be used as part of a complete training program. Although a brief glossary is included, there has been no attempt to make this a primer on wire rope. The selection of wire rope termination hardware, like the selection of the wire rope, is a subject not covered by this manual. The reader is cautioned that there are various sources for such hardware and this selection must be done carefully.

The National Institute for Occupational Safety and Health (NIOSH) has been conducting re-search to determine the influence of mining machine mounted water sprays on airflows and methane concentrations at the face when blowing ventilation systems are used. Tests were conducted in a full-scale ventilation gallery. Airflow speeds and directions were measured at several locations near the face with ultrasonic anemometers. Methane was released from the face and concentrations were measured in the entry at locations above the mining machine using fixed point methanometers. Changes in airflow speed, direction, and methane concentrations were correlated with water spray operations. The test results using different spray arrangements and water pressures showed that operation of the machine-mounted sprayers can improve face ventilation effectiveness by increasing the velocity of airflow moving toward and away from the face. The improved ventilation resulted in reduced methane levels near the face.

Historically, coal miners have known that roof shales can deteriorate in contact with humid mine air, causing massive roof falls and injuries from falling rock. It is critical to recognize rocks prone to weathering and to adequately support these rocks in order to ensure the long-term stability of the openings. In a recent study, NIOSH has used a wet/dry cycling test to determine the moisture sensitivity of over 800 specimens of roof rock from 25 U.S. coal mines. Fireclays and some gray shales are the most moisture-sensitive. Rocks with disturbed bedding, in contrast to flat-bedded rocks, are also more sensitive to water. Black shales are relatively un-reactive to moisture and serve to protect more reactive gray shales above. Mines that have roof rocks with moisture-sensitivity indexes above 40% can experience slaking roof conditions, and many require high coverage surface controls. Three case studies are presented in which the moisture-sensitivity index is correlated to roof conditions underground, and can be used to indicate long term deterioration. Engineering measures are described to control moisture-sensitive roof. In one case, roof screen not only reduces injuries from rock fall but also is shown to reduce roof falls. This report describes the new Bureau of Mines Core Repository System (CORES) and presents the methods for selecting, processing, and storing physical samples and descriptive data for future reference by earth scientists. The system preserves splits of chip samples and longitudinally sliced segments of core. A records retrieval system provides for storage of data on microfilm and magnetic tapes and uses the keysort parameters of location and commodity for the identification of data.

"INTRODUCTION Mine operators have long realized the importance of providing a satisfactory and dependable means of giving prompt warning to underground mine workers at the occurrence of a mine fire or other threatened disaster.Most underground mines of the Lake Superior district are prepared to inject a stench liquid into the compressed-air system quickly to give such warning. The liquid evaporates quickly and gives off an intense and easily recognizable odor even when present in minute quantities in the mine air. Workers in the mines studied have been fairly generally familiarized with the odor and instructed as to evacuation procedure when the warning odor is detected.In some mines provided throughout with electric lighting, including working faces, a prearranged light-flashing signal is given as a warning supplementary to that received from the stench.In a few mines, workers have been instructed to evacuate the mine immediately in the event the compressed-air supply is cut off, regardless of whether mechanical failure may be involved.Information obtained in observing a number of stench-injection tests is compiled and presented in the hope-that it will serve as an incentive to provide means of making stench injections at mines not now so equipped and for making similar tests at other underground mines, so that in case unsatisfactory results are obtained rectifying adjustments or changes may be made in time. It is further hoped that this paper will bring out the real importance of repeating these tests from time to time, at least once a year on each operating shift, so that in the event of an actual emergency, underground employees will receive a prompt warning."

A cooperative study was conducted with Emerald Coal Resources, L.P., an affiliate of Foundation Coal Corporation, and the National Institute for Occupational Safety and Health (NIOSH) to evaluate the effectiveness of (partially) pre-driven longwall recovery rooms supported with pumpable roof supports. This paper evaluates the load transfer mechanics associated with the advancement of the longwall face into the pre-driven recovery room and the widening of the room to recover the longwall shields. The results show that the yielding of the panel fender produced uncontrollable convergence that caused yielding of the shields and stiff pumpable roof supports when the face was approximately 10 ft from the recovery room. The shields continued to yield until the face advanced into the recovery room. Convergence in the pre-driven recovery room typically reached 6-8 in once the pumpable supports yielded and shed load through a declining residual load capacity prior to being cut out by the longwall shearer. Roof deformations occurred beyond the 32-ft horizon with total deformation ranging from 2 to 4 in, indicating that standing support was necessary to help control the span as the longwall face advanced into the pre-driven recovery room. Stability improved as the pumpable supports were cut out, thereby reducing the span between the shields and the outby pillars. In the end, the shields were successfully recovered under stable ground conditions. However, a disconcerting discovery was the load shedding of the outby pillars as the recovery room was mined into. It is postulated that this may be due to the progression of the rear “abutment” moving toward the recovery room as the panel fender and standing support in the recovery room yield and shed load. This behavior was not expected with a relatively narrow room that is fully supported with standing support. If this mechanism is indeed occurring, the width of the room and performance of the standing support becomes even more critical. Premature failure of the support can lead to excessive convergence on the shield line that cannot be controlled even with modern shields, resulting in roof instabilities that can lead to catastrophic results.
