These inspection standards have been prepared for use in the Federal inspection of bituminous and lignite mines. They are a revision of "Tentative Coal-Mine Inspection Standards," published as Bureau of Mines Information Circular 7204 in February 1942 and employed a guide for Federal inspections. Numerous changes have been made in the original standards owing in part to recognition of shortages of some types of safety equipment due to the war, in part because of need of additional standards to cover certain mine conditions' arid' practices, and in part to conditions not foreseen when the original standards were prepared. About one-fourth of these standards are marked with an asterisk (*) as being of particular importance in preventing accidents in many coal mines; however; failure to carry out the suggestions made in such of the other standards as are applicable may also' lead' to the loss of lives.

The other South Pacific islands included in this chapter extend from Papua New Guinea, east of the Indonesian Province of Irian Jaya on the island of New Guinea, to Fiji, straddling the 180° meridian. A number of islands have been omitted from this chapter owing to the fact that their only mineral production remained insignificant to the economy of the respective country or territory. These islands include the French overseas territories of French Polynesia and Wallis and Futuna Islands; the independent states of Kiribati, Tonga, Tuvalu, and Vanuatu; the New Zealand freely associated state of the Cook Islands; and the New Zealand dependency of Niue. The mineral production that did exist in these islands was limited to construction materials such as coral reef limestone, crushed stone, and sand and gravel in minor quantities used solely for domestic consumption. FIJI Fiji, an archipelago in Melanesia consisting of 300 islands ranging from tiny coral atolls, cays, and rugged coral limestone islets to the larger mountainous, volcanic islands of Kadavu, Taveuni, Vanua Levu, and Viti Levu, straddles the 180° meridian about 1,800 kilometers south of the Equator. Fiji has been an independent member of the British Commonwealth of Nations since October 10, 1970.

During a study of the Badger-Peacock area from October 1950 to June 1953, the Federal Geological Survey and the Federal Bureau of Mines completed nearly 98 miles of resistivity profiling and drilled 96 test holes aggregating 17,628 feet of bore, In addition, seismic profile measurements were made along 8 traverse lines for an aggregate length of about 16,600 feet. The geophysical surveys were conducted by the Geophysics Branch of the Geological Survey; the drilling was done by the Bureau of Mines. Electrical-resistivity measurements disclosed 21 low-resistivity anomalies and 1 high-resistivity anomaly. Correlation of the resistivity data with the geological information revealed by the drilling disclosed that the low-resistivity anomalies indicated either slumped shale deposits in limestone sinks or undisturbed deposits of shale lying in erosional depressions in the limestone. The high-resistivity anomaly indicated hard, undisturbed limestone at or near the surface.

"In blasting the explosion of the high explosives charge is initiated by means of a detonator. Consequently the successful operation of the whole system is, ab initio dependent upon the suitability and efficiency of the detonator used. A considerable number of methods for testing the efficiency of detonators have been devised. In a previous publication*** of the Bureau of Mines many of these were discussed after having been classified as direct and indirect methods.In 1910, W. O, Snelling, then explosives chemist of the Bureau, devised a direct method which depends on the extent to which a hard brittle material of uniform granulation, such as quartz sand, is pulverized by the explosion of the detonator when imbedded in it, and, as a container in which to carry out the tests, he devised the vessel known as the Bureau of Mines sand-test bomb No. 1. A brief mention of his work was made in a paper presented to the Engineers' Society of Western Pennsylvania.****Later Storm and Cope made a very extended investigation of this method using sand-test bomb No, 1. Their paper***** contains a detailed, illustrated, description of sand-test bomb No. 1, with precise specifications of the sand and a minute account of the technique followed, together with a discussion of the data they obtained from the tests in this bomb of 112 detonators representing each of the grades from We, 3 to No. 10, inclusive. The average of results obtained by them are set forth in the following table."

Fully-grouted roof bolts comprise more than 80% of the primary roof supports used in U.S. coal mines. However, nearly 1,500 MSHA reportable, non-injury roof falls occur each year, and most of these are attributable to failure of the roof bolt system. Anchorage failure is one failure mechanism for fully-grouted bolts. As roof deformation works its way upward, the bolts can become heavily loaded near their upper ends. If the applied load exceeds the anchorage, the bolts will simply pull out. Research dating back 30 yrs indicates that this type of anchorage failure is most likely when the roof rock is weak, just where roof support is most critical. In soft shale or coal roof, the small amount of data available in the literature indicates that 20-30 in of resin anchorage may be required to achieve the full capacity of the bolt. In other words, the “full resistance zone” of a 60 in bolt may actually be just 30-40 in. Despite its potential importance, there is no widely accepted anchorage test for fully grouted bolts. Standard pull tests have sometimes been employed, but they provide no information on the anchorage near the top of the bolt. An alternative, first described more than 25 yrs ago in the U.S., is the short-encapsulation pull test (SEPT). With this test, the bolt is installed with only a short (1 ft or less) tube of resin. Most empirical and numerical approaches to design in rock mechanics incorporate rock mass classification. Numerical design methods generally use classification values to calculate input parameters for stress-based failure criteria. Empirical methods use classification to allow comparisons between similar rock mass conditions, generally based on a graphical design technique that differentiates stable and failed opening geometries. Classification systems are the best tool available for assessing rock mass properties; however, there are problems with classification systems that should be high-lighted. Rock mass performance can only be realistically estimated by coupling a unique description of the rock mass with known loading conditions. Current classification systems cannot provide a unique classification value. The weightings applied to quantify rock mass properties for classification can result in significantly different rock masses having the same classification values. These weightings have been proven effective for tunnel design and support, but classification systems are now used for many more applications. Rock classification systems evolved from a quick and easy field tool for estimating tunnel stability and support requirements. The need for a rapid field tool means that rock mass classification is relatively insensitive to improved methods of measuring rock mass properties. Problems with classification systems and their application are highlighted in this paper. These problems must be recognized and documented before improvements can be made. An understanding of the evolution of classification systems and their application for both numerical and empirical design approaches is invaluable in highlighting current shortcomings.

This report on the state of the art of horizontal boring technology for underground power transmission installations was prepared by the Bureau of Mines at the request of the Department of the Interior. This paper describes the different machines and methods used in augering, impacting, pushing, drilling, and machine tunneling horizontal holes through soil and rock. A review of the borehole survey and guidance tools and techniques applicable to these methods is also given. Nonboring methods used for emplacement of power distribution and transmission lines are briefly discussed. The paper ends with a brief technical forecast, an analytical summary of the state of the art, and recommendations based on power industry needs. Horizontal boring techniques for power distribution lines installation are adequate to meet the requirements of the power industry, particularly where such burial involves relatively short distances in soil or soft rock. For burying power transmission lines, particularly in the harder rocks and over relatively long distances, horizontal boring methods are not as well advanced. Research and development as well as economic incentives to equipment manufacturers could substantially improve the state of the art. Obstacle detection and guidance systems for directing boreholes to specified targets need major improvements to meet the requirements of the power industry for underground burial of distribution and transmission lines

Of the 28 accident/injury classifications listed by the Mine Safety and Health Administration, handling materials is second only to roof falls in terms of generating the highest number of reportable accidents in active underground coal mines. Two materials-handling activities that cause numerous injuries each year are the categories of “handling supplies or material, load and unload” and “moving power cables.” Mechanization and mine worker activity training are two methods that can aid in preventing these injuries. This paper describes three mechanical methods—the mobile manipulator, the in-mine hoist, and a cable-handling system—being developed and tested at the Spokane Research Laboratory of the National Institute for Occupational Safety and Health. Two of the devices are specifically designed for loading, unloading, and moving supplies and materials, and the third device is for handling trailing cables in the confined spaces of coal mines. Also described are safety solutions developed for underground coal mines geared to showing miners safe and unsafe ways of performing various materials-handling tasks.

"INTRODUCTION The Philipsburg Mining District, Granite County, Mont., has been the largest producing area for battery-grade manganese (70 percent MnO2) in the United States since the First World War. Two companies, the Trout Mining Division of the American. Machine & Meals Co., and the Moorlight Mining Co., have intermittently mined and milled 120 to 250 tons of 25-percent manganese ore per day for the production of concentrates of this grade.Investigation of the district by engineers of the Federal Geological Survey and Bureau of Mines indicated that further exploration and develop¬ment would make available additional oxide and carbonate manganese ores for milling and production of metallurgical-grade manganese. If the battery-grade producers converted their plants to the production of metallurgical-grade concentrates, their production also could be increased through greater recoveries.Until February 1, 1944, the Metals Reserve Company, through its agent, the Sunshine Mining Co., purchased milling-grade manganese oxide and carbonate are for stock-piling at Philipsburg. After that time, only carbonate ore was purchased. Based upon the assumption that the stock pile was a true cross-section sample of the producing area, metallurgical studies were made on representative samples from the Metals Reserve stock piles. Testing also was conducted on two other samples of Philipsburg oxide manganese ore obtained by engineers of the Bureau of Mines from the Little Dandy claim of the Donlan group and from the Marie mine. All ore samples tested were found to be amenable to concentration by ore-dressing methods for the production of concentrates that when sintered met Metals Reserve Company specifications for metallurgical-grade manganese."

This article examines the factors related to injuries due to inadequate blasting shelters and blast area security, and identifies mitigation techniques. The key concepts are:(a) accurate determination of the bounds of the blast area, (b) clearing employees from the blast area, (c) effective access control, (d) use of adequate blasting shelters, (e) efficient communications, and (f)training. Fundamentals are reviewed with an emphasis on analyzing task elements and identifying root causes for selected blasting accidents. Mitigating techniques are presented along with discussions and examples.

The National Institute for Occupational Safety and Health (NIOSH) Pittsburgh Research Laboratory (PRL) participated in an experiment to facilitate the remote control of dozers used on coal stockpiles. The experiment consisted of supplementing the normal sensory cues an operator requires to manipulate the dozer from a remote location. NIOSH provided and tested a vision systems intended to give the operator the ability to operate the dozer safely and efficiently from a remote position. This paper highlights the genesis of the experiment, identifies the contributions of Consol Energy and Caterpillar, and details the NIOSH efforts and successful test results. In the course of its investigations on the properties of coal and in rendering fuel-inspection service to other agencies of the Government, the Bureau of Mines has accumulated a comprehensive file of coal analyses that includes data on virtually every coal field of commercial importance in the United States. As knowledge of the composition of coal is potentially valuable to every user of coal, the Bureau publishes its analytical records. Before 1921 such publications contained analyses of coal from all parts of the United States; individual analyses or average analyses of a series of shipments of coal were given with the name and location of the mine producing the coal. Beginning in 1921 the analyses were published by separate States because the quantity of data had become so great. The separate papers published to date, with Bureau of Mines Technical Paper numbers, are as follows: Alabama, 347; Arkansas, 416; Colorado, 574; Illinois, 634 and 641; Indiana, 417; Iowa, 269; Kansas, 455; Kentucky, 30S; Maryland, 465; Missouri, 366; Montana, 529; New Mexico, 569; Ohio, 344; Oklahoma, 411 ; Pennsylvania (bituminous), 590; Tennessee, 356; Utah, 345; Virginia, 365; Washington, 491 and 618 (618, published in 1941, supplements 491); West Virginia, 405 and 626; and Wyoming, 484. From time to time the various papers will be revised to include later analyses and other data. The Bureau of Mines annually receives many inquiries as to the composition of coals obtained from specific localities or, conversely, as to the localities from which a given kind of coal may be obtained. This paper presents a summary, in tabular form, of the composition of commercial coal resources of the country. Specimen analyses are given exemplifying the analysis of coal mined in each coal-producing county, or, where it was feasible, coal from each bed in each county; also, ranges of analyses, within which the composition of most of the coal represented will fall, are given where there were enough analyses to permit satisfactory determination of the ranges. In addition, the degree of metamorphism from lignite toward anthracite of much of the coal is indicated by the classification by rank. This classification reveals to more experienced users of coal some of the general properties of coal, that is, whether the flame will be long or short, whether the coal will cake in the fire, and how it is likely to behave on exposure and in storage.

National Institute for Occupational Safety and Health (NIOSH) researchers are conducting a cross-sectional survey of equipment noise and worker noise exposures in the mining industry. Surface and underground limestone is one commodity recently surveyed. The sound levels of mining and processing equipment were recorded to identify noise sources. Full-shift worker noise exposures were completed to determine the exposure of various occupations. This paper presents the results of the noise research conducted in both underground and surface limestone mines, detailing the equipment likely to cause worker overexposures, and the occupations experiencing overexposures. Implications for worker noise exposure reduction are also reported.

To determine the critical air velocity for preventing smoke rollback, diesel-fuel fire experiments were conducted in the National Institute for Occupational Safety and Health’s (NIOSH) Pittsburgh Research Laboratory’s Safety Research Coal Mine. Such information is necessary for preplanning and implementation of ventilation changes during mine fire fighting and rescue operations. The fire intensity varied from 50 to 300 kW depending on the fuel tray area. Airflow in the 2-m- (6.6-ft-) high, 2.9-m- (9.5-ft-) wide coal mine entry was regulated during the course of each experiment. The airflow was measured upwind from the fire as an average over the entry cross-section with an ultrasonic airflow sensor and was recorded dynamically with a mine monitoring system. The extent of smoke reversal was monitored with light-obscuration monitors, ionization smoke sensors and visual observations. Experimental results for the critical air velocity for smoke reversal as a function of fire intensity compared very well with model predictions based upon a computational fluid dynamics fire dynamics simulator.

A refinement of the tungsten-cobalt phase diagram is presented for compositions to 85 at. pct cobalt and for temperatures to the solidus. Preparation of alloys by powder metallurgy methods is described, and the results of studies made by a combination of techniques involving microscopy, X-ray diffraction, thermal analysis, and dilatometry are discussed. The existence of u-W6Co7 is confirmed (rhombohedral D85 structure). The W6Co7 phase forms periectically at 1,685'115° C by reaction of liquid with primary W; the peritectic melt is at 71 at. pct cobalt. The homogeneity range of u-W6Co7 extends to both sides of the ideal stoichiometric ratio, through a compositional range of about 5 at. pct. The compositional limits for u-W6Co7 vary slightly below 1,471°±5° C, the temperature of the eutectic reaction forming u-W6Co7 plus a. The eutectic composition is at 79 at, pct cobalt. The existence of WCo3 is confirmed (hexagonal D019 structure). WCo3 forms peritectoidally at 1,093°±5° C by reaction between a and u-W6Co7 and exists over a narrow homogeneity range of 0.5 to 0.6 at. pct. The solid solubility of cobalt in tungsten is low (maximum 0,9 at, pct cobalt) and results in contraction of the tungsten lattice. Tungsten is extensively soluble in a-Co at higher temperatures; the a-Co lattice is expanded by the presence of tungsten in solid solution. There was no indication of the formation of a o-phase nor of any intermediate phases other than WeCo7 and WCo3. The WeCo7 and WCo3 phases are compared with similar phases in other systems.

[The discovery in 1934 that carbonaceous materials, such as coal, peat, and lignite, when treated with concentrated sulfuric acid, were given cation or bate-exchange properties opened up a field of new materials with many interesting possibilities. These hydrogen exchangers, as they were called, were so superior to the impractical hydrogen exchangers made from natural and synthetic zeolites tat they were accepted immediately by the water-conditioning industry. A noteworthy advantage of the carbonaceous exchangers is that they are nonsiliceous, hence they do not give up silica to the water as do the natural and synthetic Zeolites, especially if the hard water is corrosive. For this reason the new exchangers found immediate favor in boiler-feed-water conditioning.]

Noise-induced hearing loss (NIHL) in mine workers, especially underground coal miners, continues to be a problem in the mining industry. The recently enacted MSHA noise standard, Part 62 – Occupational Noise Exposure (Federal Register, 1999), is aimed at reducing NIHL in the mining industry. The U.S. National Institute for Occupational Safety and Health (NIOSH) is conducting a cross-sectional survey of noise sources and worker noise exposures to address NIHL in various aspects of coal mining including surface mining, coal preparation plants and underground mining. In underground bituminous coal mining, noise surveys, consisting of full-shift worker noise exposure, time-motion studies and equipment noise profiling, have been completed on longwall and continuous miner sections in six underground coal mines. The studies revealed widely varying shift-to-shift worker exposures, with workers in certain occupations routinely exposed to potentially hazardous levels of noise. A summary of these studies is reported, including worker dose, source/dose relationships and equipment noise profiles.

The record of fatalities from mine explosions in the United States during the past 3 years has been the best in the history of the mining industry. During these 3 fiscal years, mine explosions have resulted in an average of 4I0 deaths per year, as compared with an average of 153 deaths per year for the preceding; 5 years; an average of 542 deaths per year for the 3-year period 1907-09, inclusive, just before the organization of the U. S. Bureau of Mines; and a yearly average of 265 deaths per year for the 20-year period prior to 1929. This remarkable reduction in deaths from mine explosions demonstrates clearly that mine explosions can be controlled; in fact, they can be prevented when or if the mining people of the United States see fit to take the readily available precautions necessary to bring about this desirable objective. Several large coal-producing States, which in the past have had numerous disastrous explosions, have been free from such disasters for continuous periods of as much as 6 years or even longer. The bituminous mines of Pennsylvania, the largest coal-producing State, give a good example of what can be done to prevent explosions; this State has had only one major explosion (and it resulted in 7 fatalities) during the past 6 years, and no explosion occurred in the several hundred bituminous-coal mines of the State during the past fiscal year. This is a truly remarkable record when compared with past performance in any year in the operation of coal mines in Pennsylvania.
