"Introduction**The progress of the ""Safety First"" movement in the oil fields of California during the past few years has been remarkably rapid. It has been generally concede by those who have learned to value the life and limbs of their employees, that safety is essential to efficiency and no company that has a high accident rate can be considered an efficient organization. Accidents have a destructive effect on the morale of any body of workers and cause disorganization and delays.The increasing danger to life and limb involved in the drilling for and the production of oil and gas, has become so great that it is clearly evident that everything possible must be done to keep it within the narrowest possible limits.There is a tendency toward carelessness, especially by men who are employed in hazardous occupations. This is brought about by the familiarity of the risk under which they are working and in no industry is this more forcibly exemplified than in the oil fields. Men have performed the same or similar duties for many years and have worked around similar hazards and unprotected machinery until many have can entire disregard for the dangers surrounding then. Very often familiarity with a hazard occasions a contempt for that hazard which only too often results disastrously."

A general description of the activities and results of bauxite investigation by the Bureau of Mines at its bauxite project in Saline and Pulaski Counties, Ark., has been given in Report of Investigations No. 4251. The factual data obtained during the project are reported in a series of Reports of Investigation beginning with No. 4251, of which this is the sixth. The data are accompanied by maps showing the loca.ion of holes, drilled and the deposits developed. Each area upon which work was done is reported by half townships. Each bauxite deposit investigated was assigned a name and a number for ready reference and identification, and its location and name are shown on the appropriate half-township map. The description of each half township is followed by a description of each deposit developed in that half township. The 14 half-township maps and 77 detail maps of the bauxite deposits in this series of reports give the locations and numbers of all the holes drilled on the project except the deep holes drilled to test geophysical anomalies. The locations of those holes are shown on figure 13 in Volume I. The descriptions of the deposits developed are followed by complete detailed logs of the drill holes. Many of the widely spaced exploratory holes did not discover bauxite of minable thickness and grade. The pertinent information obtained from the widely spaced exploratory drill holes has been summarized and tabulated, and a table for each half township is given with the discussion covering that area.

Many longwall mines rely on methane drainage to supplement traditional fan-based ventilation systems. However, the surface production facilities for methane drainage systems, including gob gas ventholes, are commonly located in remote locations, sometimes without convenient access to electrical power, and they may be monitored infrequently. The first evidence that a methane drainage system may not be operating efficiently, or not operating at all, can be an increase in methane concentrations at a return air shaft or underground where the workforce is exposed to the risk of a methane explosion. A solar powered, remote gob gas venthole monitoring and cellular telephone-based real-time data transmission system has been developed and successfully field tested by the National Institute for Occupational Safety and Health (NIOSH) to address this problem. With this system, individual methane drainage boreholes can be monitored from the mine office to determine current operational performance parameters, as well as review past data to anticipate maintenance needs and troubleshoot operational problems.

[The Sectional Committee on Classification of Coals, functioning under the sponsorship of the American Society for Testing Materials and the rules of the American Standards Association, in its 1934 report recommended to the American Society for Testing-Materials that Specifications for Classification of Coals by Rank be adopted as tentative. These specifications, slightly modified as recommended by the Sectional Committee, in its 1935 report,6 wore approved as tentative standards by the society in 1935. The specifications rover the classification of coals according; to their degree of metamorphism, or progressive alteration, in the natural eerie s from lignite to anthracite. The basic scheme of classification is according to fired carbon and calorific value (expressed in B.t.u.) calculated to the mineral-matter-free basis. The higher-rank coals are classified according to fixed carbon on the dry basis, and the lower-rank coals according to B.t.u. on the moist basis, that is, containing its natural bed moisture but free of visible surface moisture. Agglutinating and weathering indices arc used to differentiate between certain adjacent groups.]

ORES PROCESS OF ORE CONCENTRATION-PATENTABILITY. The patent issued to Sulman, Pickard, and Ballot, November 6, 1905, and assigned to Minerals Separation and Minerals Separation American Syndicate, for new and useful improvements in ore concen- tration, its object being to separate metalliferous matter from gangue by means of oils and fatty acids that have a preferential affinity for such metalliferous matter, the principal feature of which is "agitat- ing the mixture to cause the oil-coated mineral to form a froth," was clearly anticipated by other patents, and each step in the process described in the Sulman, Pickard, and Ballot patent is fully described in more than one of the prior patents, with the single exception of the reduced quantity of oil used; but the discovery that the small fraction of oil is sufficient to produce flotation of the metalliferous matter can not be made by itself or in combination, the subject of a patent. "The analysis of water produced with crude petroleum has interested oil producers since inception of the industry. Records of the first analysis of mineralized water produced from an oil-productive formation are obscure, and references to the first use of brine analyses to assist in solving problems of petroleum production are not available in the technical literature. However, many early reports of the Federal Bureau of Mines 5-8/ and. Federal Geological Survey, 9-11/ as well as articles in engineering and geological placed special emphasis on journals ,12-l4/ the importance, interpretation, and application of water analyses.One of the earliest applications of water analyses, and still a major one today, is for identification of intrusive waters in oil wells. This may be done by comparing the chemical constituents of a sample of water indigenous to the oil-productive formation with those of samples from upper, water-bearing formations within the same general area. Some earlier investigators recognized the need for analyzing samples of all waters encountered in drilling operations. Ambrose15/ stated, in part, ""In wells being drilled, the engineer should grasp every opportunity to get a true sample of water from each sand. . .,"" and, ""The waters of each oil field are chemically different from those of another field."" The validity of the latter observation and the importance of the former one have been borne out by comparing the results of analyses of many samples and noting the differences in relative concentrations of like constituents of waters from the same geological formation in different localities or oil pools."

This report describes a new method of weighing based upon observing the apparent weight of an object ill two separate pure gases. The method is presented in terms of experimental data which prove its soundness, but does not attempt to show the maximum accuracy possible with this technique. The new method incorporates the underlying principle that the apparent weight of an object is a linear function of the density of the atmosphere in which the object is weighed. The coefficients of this linear function are the true mass and volume of the object. From this functional relationship the true mass and volume of the object may be determined.

The author, who himself has worked inn the field with various types of torsion balances, expresses in the article his experience with the recently marketed Haff-Torsion-Balance. The advantages of practical work with Haff?s s torsion balance as compared with other types are mentioned. In spite of low weight and corresponding small dimensions (Model M = 23.5 kg., Model Al = 11.5 kg.) the sensitiveness is not less than that in the largest instruments. It is at 1.10-9, which is proved by calculations. A comparison with the corresponding values of other types of torsion balances (Eötvös, Askania, Gepege) is given. The mechanical features of the instrument are briefly described, and the balance is illustrated by a, cross section of it. -- W. Ayvazoglou. One of the first matters to receive attention from the Bureau of Mines when it was authorized to undertake investigations relating to wastes in the mineral industries was the smoke problem at smelting and ore-roasting plants. This bulletin is published by the bureau primarily for persons who seek information on the subject of metallurgical smoke but are unacqllainted with the technical language of metallurgy. It is, of course, not possible to free a techniCal subject entirely from teclmicalities, but, 80 far as possible, statements are made in plain and simple English. Metallurgical smoke causes considerable friction between the metallurgical industry and agriculture in certain parts of the country. Owners of smelting plants are making every effort to devise ways and means to do away with possible damage and annoyance from smoke and are meeting with success. The problem is peculiarly difficult in this country because of the large tonnages of material that must be handled. The solution of the problem is not yet at hand and much work still remains to be done. As the mineral industry is one of the great basic industries of the country and of necessity is entitled to full consideration, it should be accorded freedom to work out the smoke problem to the benefit of all concerned. The effort is made in this paper to present the problem of metallurgical smoke as it actually exists, without bias of any kind. The writer takes this opportunity to express his indebtedness to the sources of information on which he drew, many of which are enumerated in the selected bibliography at the end of this paper. In connection with the author's use of the present tense in describing plants and methods, the reader should note that none of the references in that bibliography is of later date than 1913. Much information was obtained by personal visits and by correspondence, and thanks are hereby tendered to all persons who kindly furnished data. The writer desires to thank particularly F. G. Cottrell, chief chemist of the Bureau of Mines, for criticism and comment.

Brown iron ore resources in Barbour, Butler, Crenshaw, and Pike Counties were investigated in a drilling program and geological study by the Federal Bureau of Mines in cooperation with the Alabama Geological Survey and the University of Alabama. The aggregate footage drilled was 18,010 linear feet. When developed, reserves of 12,664,000 long tons of crude ore were indicated, containing from 26.9 to 29.0 percent iron and 0.2 to 1.6 percent manganese under a maximum overburden of 40 feet. Total inferred crude ore for the four counties was calculated to be 827,700,000 long tons. Beneficiation of samples by simulated log washing and use of a 118-inch screen yielded from 46.8 to 51.7 percent iron and 0.2 to 2.6 percent manganese. Screen-test studies indicated no appreciable interlocking between the iron and manganese minerals and the waste particles of materials retained on a 200-mesh screen. Clay was prominent in micron-size slimes. Silica was deleterious in the minus 20-mesh size. While an indicated 2,198,000 dry long tons of usable iron ore can be recovered, sink-and-float tests show that it may be possible for 4,654,000 dry long tons to be recovered by other than log washing. However, applicable commercial processes have not been demonstrated.

The successful expansion of crude oil production begun in late 1977, led to promising development of the nonfuel minerals sector. Although actual production of nonfuel minerals was limited both in variety and in percentage of output on a world scale, the potential for expansion with a rapidly developing infrastructure was significant. The energy base was expanding with construction of two new hydroelectric powerplants in addition to the existing plant near Edea. The Song Loulou plant will have a 240-megawatt capacity, and a hydroelectric plant under construction in the northern part of the country by mainland China will have 72 megawatts of installed capacity. Inflation of between 15% and 20% resulted in a real gross domestic product (GDP) of $2.8 billion2 in fiscal year 1980 (July 31 to June 1), up 6% from that of the previous fiscal year. Petroleum became the leading export item in terms of value, surpassing coffee and cocoa exports. Mineral exports as a whole increased eightfold in value, mainly because of oil sales. Oil exports also caused a reduction in the trade deficit by nearly one-third, and the Government expected its 1980-81 budget to be balanced at $1.17 billion. The Port of Douala accounted for about 8 million tons of cargo, or 93% of total maritime traffic for Cameroon. Expansion plans for the port call for an initial increase to 5 million tons, and a cargo handling capacity of 7.5 million tons in 1985 and 10 million tons by 1990. The Port of Victoria will gain importance with the startup of an oil refinery. The country's third seaport at Kribi was used solely for timber shipments, and capacity at the Port was to triple by 1981. The Government operated its own shipping line with six oceangoing freighters. France was the dominant trading partner, accounting for 25%

For a number of years the Bureau of Mines has been studying crude petroleum from the producing fields of the United States. During the past year 10 crude-oil samples have been collected and analyzed from the producing fields of Pennsylvania and New York. This report gives the results of these analyses and for the purpose of comparison also analyses of samples of crude oils taken previously from some of these fields. This survey includes samples from normal producing properties as well as from properties using stimulative production methods such as water flooding and repressuring. The outstanding feature of the survey is that the crude oils from tine various fields throughout this general area are similar in character and uniform in quality although they were produced from different sands and by various methods. Samples from fields in Venango County, Pa., however, appear to have a lower gasoline content than the others. This report includes two analyses reprinted from Bureau of Mines Bulletin 291.4/

Mineral production in Fiji, a group of 322 volcanic islands and atolls of Melanesia in the southern Pacific Ocean, continued to be dominated by gold. However, the Fijian mineral sector remained a minor factor as a source of export earnings, Government revenues, and employment, generating only 1% of the gross domestic product (GDP), estimated as $1.2 billion.2 The largest and most important mining operation was the Vatukoula gold mine on the north side of Viti Levu, the main island. The Vatukoula Mine has been in prduction since 1932, producing about 3.8 million troy ounces of gold and 1.3 million troy ounces of silver to date. In April 1983, the large Australian mining firm, Western Mining Corp. (WMC), assumed operation of the mine in a joint venture with Emperor Gold Mining Co. Ltd., which operated the mine previously. The WMC takeover of the mine management was expected to bring in additional capital and technological expertise in order to modernize operations, increasing both efficiency and output. During the year, rate of recovery was only about 75% of the gold contained in the ore and only 40% of the contained silver. Mining at the Vatukoula Mine was done using bath opencut and underground methods, with about 60% of the ore mined attributed to the underground operations.

This report discusses processing and use of the principal forms of manganese. The focus is on trends in the United States in the 20th century and specifics of domestic manganese material flows as of about 1990. To protect proprietary data, quantitative assessments are limited to the iron and steel industry, which accounts for about 90% of consumption. Nonmetallurgical uses are considered qualitatively. Approximate disposition of a U.S. cumulative consumption during 1901-90 of an estimated 69 million st of manganese is estimated to be iron and steel slag, 69%; nonmetallurgical uses of a dissipative na¬ture, 10%; iron and steel scrap, 9%; National Defense Stockpile, 3%; unidentified and/or including items in service, 10%. In slag from iron blast furnaces and steelmaking, manganese is present as a minor, relatively im¬mobile component, which so far has been uneconomical to recover. Construction and road building are main applications for these slags. Steel slag contains the greater amount of manganese. Studies by others of global manganese fluxes and the effect of human activities on them also are discussed. One source concludes that the main effect of human activities, via deforestation and agricultural activities, has been to increase the rate of transport of manganese to the oceans.

"At the request of Philip S. Hoyt, the Eagle Mountain fluorspar deposits in section 35, block 68, Texas & Pacific Railroad Survey No. 9, were examined by an engineer3/ of the Bureau of Mines during March 1943: As a result of this examination; a preliminary program of trenching, sampling and core drilling by the Bureau of Mines was begun in. June 1943.4/ Eight deposits were explored.The Federal Geological Survey mapped the properties and furnished geologic information throughout the program, while the Texas .Bureau of Economic Geology6/ made preliminary maps that facilitated planning the exploratory work on section 35.The eight deposits explored by the Bureau of Mines are in block 68, Texas & Pacific Railroad Survey No. 9, Hudspeth County, Tex., approximately 7-1/2 miles south of. Hot Wells and 12-1/2 miles south of Allamoore, which is 10 miles west of Van Horn and 20 miles east of Gierra Blanco on U. S. Highway 80(fig. 1). A graded gravel road, built by the Public Roads Administration, leads from Hot Wells to the deposits in section 35, and there are unimproved roads, passable,by automobile, to all the other deposits.Carload shipments can be made to and from Hot Wells on the Southern Pacific Railroad, and complete railroad facilities are available at Allamoore on the Texas & Pacific Railroad.Van Horn and Sierra Blanca are the only local source of labor and. supplies. The prevailing wage for common labor is 60 cents an hour. Living accommodations are obtainable in Horn and Sierra Blanca.No electric power lines pass near the deposits. Diesel and gasoline motors are employed to furnish power for mining and milling operations.Two recently 'drilled water wells on section 35 furnish water for the mill. Other wells will be drilled if the present supply is inadequate for prolonged Peak operation.The properties lie in the foothills on the northeast side of the Eagle Mountains at 5,500 feet altitude. The Eagle Mountain Range rises sharply from a broad, flat valley known as Eagle Flat. Eagle Peak, the highest in the range, has an altitude of 7,510 feet. In the vicinity of the fluorspar deposits the topography is moderately reliefs ranging from 50 to 300 feet."

This paper describing the mining practices at the Park Utah mine in the Park City district is one of a series being prepared by the United States Bureau of Mines on mining practices, methods, and costs in the various mining districts of the United States. The Park Utah mine is situated at Keetly, Utah, about 5 miles east of Park City. The Park City district lies on the eastern slope of the Wasatch Mountains, 25 miles southeast of Salt Lake City. The district embraces a tract located between the crest of the main range on the west and the mountain meadows along the eastern foothills. The elevation of the Union Pacific Railroad station at Park City is 7,000 feet above sea level. The town and mines are served by two railroads; one 28 miles long is a branch of the Union Pacific Railroad and connects with the main line at Echo Junction, east of Ogden; the other is 35 miles long and joins the Denver & Rio Grande Western Railroad at Salt Lake City. The district and mines are also accessible by excellent automobile roads from Salt Lake City and surrounding points (fig. 1).

INJURY experience and employment data are presented in this chapter for metal and nonmetal mines, stone quarries, sand and gravel pits, iron blast-furnace slag plants, and metallurgical plants (including ore-dressing and nonferrous reduction plants and refineries) in the United States. Employment and injury experience data for all mineral industries are given in volume II. The 1962 figures are preliminary summations which are subject to revision. They were compiled from all reports from producers received by the Bureau of Mines through April 15, 1963. The data for metal, nonmetal (except well and brine operations), stone, and sand and gravel operations were collected by a mandatory reporting system under the provisions of the act of September 26, 1961, Public Law 87-300 (75 Stat. 649). The act authorized the Secretary of the Interior to study the various aspects of safety in metal and nonmetal mines (excluding coal mines) and report the findings 2 years sub-sequent to the enactment of the law. Data on nonmetal well and brine plants and nonferrous reduction plants and refineries were reported voluntarily by the operators. METAL MINES Preliminary data for the metal mining industry comprise reports on 1,871 mines and pits. The combined fatal and nonfatal injury-frequency rate was 31.95 per million manhours in 1962, a decrease of 8 percent from the similar rate of 34.54 in 1961. Metal operations reported a total of 61 fatal and 3,201 nonfatal injuries.

Foster-Miller Associates has developed a set of guidelines to permit hoist manufacturers, mine owners, and MESA mine inspectors to design, purchase, install or inspect a safe and effective Emergency Escape Hoist, as required by the Coal Mine Health and Safety act of 1969. A series of surveys were carried out to determine: 1. The attitudes and local needs of the MESA District Managers. 2. Current escape hoist installations. 3. Equipment available for future designs. 4. Foreign methods and equipment for mine rescue. From these survey studies, preliminary guideline objectives were developed.

This contract final report summarizes the design, fabrication and testing of canopy air curtain devices under Bureau of Mines Contract H0232067. The canopy air curtain device is designed to reduce the level of respirable dust exposure to a continuous mining machine operator while having a minimum effect on operator safety, mobility and comfort and being compatible with mining equipment. This contract was devoted to the development of a device which utilizes an invisible curtain of air to envelope a mining machine operator's breathing zone with filtered air to provide respiratory protection. Various concepts were evaluated by means of laboratory tests. One concept was selected and was tested on various mining machines at underground sites by means of MSA personal samplers. The canopy air curtain was found to be effective. The percent reductions over the ambient dust concentrations were about 30 to 75 percent depending on the amount of time the operator spent under the air curtain. At one test site, the device enabled the mining machine to operate within compliance. Donaldson Company is presently working on the commercial production of the device.
