"The Department of Finance introduced draft amendments to the resource allowance regulations on July 23, 1992 that effectively nullify the decision in the Gulf Canada Limited case. Prior to the amendments it appeared that only ""directly"" related general and administrative, capital cost allowance and scientific research expenditures had to be deducted from resource profits. Now ancillary expenditures are required to be deducted. Consequently, the ability of taxpayers to claim the resource allowance is curtailed.IntroductionOn October 25, 1990 it was almost certain that taxable mines were going to get a break. The Federal Court-Trial Division had just decided in Gulf Canada Limited's favour to allow it to claim resource related tax benefits larger than what Revenue Canada evidently wished. Revenue Canada appealed first to the Federal Court of Appeal and then to the Supreme Court of Canada. On January 10, 1992 the Federal Court of Appeal agreed with the Federal Court decision and on July 2, 1992the Supreme Court declined to hear any further appeal. A mere three weeks later, on July 23, 1992, the Department of Finance issued draft ""clarifying"" measures to amend the calculation of the resource allowance. These measures effectively nullify the benefits that arose under the decisions of the Federal Court."

"The use of hydraulically delivered classified tailings sands to provide ground support in large mining operations is still widespread despite recent developments of alternate backfilling methods and materials. The major disadvantages of the use of hydraulic fill are the costs and risks associated with slurry delivery. The main risk is that of bulkhead failure resulting from sand liquefaction due to insufficient operational control or due to dynamic loading from earthquake or rockburst. That risk may be eliminated by the pouring of a stiff cemented sand plug in the base of each stope prior to continuous fill pouring in that stope. An additional advantage of cemented plugs is that massive bulkheads are not needed. Instead, a temporary (removable and reusable) bulkhead can be used for plug forming.Physical model studies of fill pressures on a temporary bulkhead were carried out in a 3 m radius centrifuge facility. Fill pouring in-flight was carried out in order to model prototype stress paths. The results indicate that the average bulkhead pressure is likely to be less than 10 kPa under normal operating conditions and less than 20 kPa under the poorest anticipated operating conditions which include smooth walls, high slimes content and high water-content slurries. A portable bulkhead consisting of a central core and a surrounding sealing bladder was modelled and found to be effective. The use of different sizes of cores allowed the stress distribution adjacent to these bulkheads to be evaluated."

"This paper discusses various aspects affected by the use of large-diameter boreholes in underground mines. Topics covered consist of noxious fumes, vibrations, post-blast effects, various types of explosives, the cordine system in production blasts, the slider primer system and wall-control methods. In general, the paper is an overview of this important fact of underground mining.IntroductionWith economical factors leading the way, many reasons motivated drilling equipment companies to develop equipment that can drill holes up to eight inches in diameter and even larger for underground applications. One of these other reasons is the fact that many orebodies were considered marginal, given the high costs of conventional mining methods utilizing small diameter boreholes. With these criteria in mind, accelerated programs were put in motion to develop equipment that would reduce both-development and production costs in underground mines. Change s in any basic program often affect other areas down the line. This is particularly true with the ad vent of large-diameter boreholes underground.C-I-L Inc. is certainly no stranger to this phenomena. Whether production headings increase in size and tonnage or whether production increases due to lower costs, one fact remains unchanged and that is the fact that all development and production holes are loaded and blasted whether they be of small or large diameter. Due to this fact, C-I-L Inc., as a leading explosives manufacturer, initiated a program to examine blasting methods in use in surface work with the intent of revising these method s for underground applications. Research facilities were also oriented toward developing appropriate products. This was a task that was accepted with anticipation, with the result that many new blasting systems and methods were brought forward, thanks to the collective efforts of both the consumers and manufacturers."

"In this study, the authors investigated the stabilities of slopes cut predominantly into Trenton limestone in a large quarry in the Montreal region. Analyses of the bench and pit walls indicated that small-scale toppling, ravelling, and wedge failures are the most likely modes of instabilities. Because most of the joints dip steeply, however, the conclusion was made that relatively high walls could probably be justified.The field investigations were supplemented with the determinations of the shearing strengths of artificial discontinuities that were cut into samples of the limestone. The properties of a fine-grained limestone were found to be influenced very much by the magnitudes of the loads that were applied, while the properties of a crystalline limestone were found to be much less, or not load-dependent.The study is one of a number that are being conducted in this area.IntroductionExtensive quarrying has been done in the sedimentary strata of the Montreal area for a very long time. By any standards, it can be said that the Island of Montreal is a major mining area. At present, approximately 20 quarries are being operated in, or near, the city of Montreal.In addition to the millions of tons of limestone that are removed each year, a large number of excavations for foundations are cut into the sedimentary rocks.To date, however, very little information has been published concerning the engineering properties of the local geological materials. No mention is made of this aspect in the references which are presently available.Because of this lack of information, the senior author has initiated a study in which the strength properties of most of the rock types, and of the natural discontinuities contained in these, would be investigated. To date, the results of one other investigation have been published and other work is in process. It is hoped that the end result will be a comprehensive knowledge of the important strength properties of all of the rocks in the entire region."

"Cominco Ltd's Polaris Mine, located on Little Cornwallis Island, Northwest Territories (latitude 75degrees 30') went into production in late 1981, becoming the world's most northerly base metal mine. The concentrator, powerhouse, shops, offices, dry and warehouse, were uniquely designed and constructed on a 100f t wide by 400 ft long by 65 ft high barge. This process barge was constructed in southern Canada at Trois Rivières, then towed 3,500 miles into the High Arctic Islands and beached on Little Cornwallis Island.The paper deals with the original design philosophy, flowsheet and the initial year's operation of the Polaris process barge.IntroductionTo bring a mining property into production in the Canadian High Arctic, a company must deal with the harsh environment, the short shipping season and the high cost of labour. In trying to minimize the effect of these fact or s, the concept of a barge-mounted process plant was investigated as an alternative to the conventionally built concentrator. Cominco's previous experience gamed at the Black Angel Min e on Greenland's west coast suggested that this would be a practical alternative.The normal shipping season at Little Cornwallis Island is approximately six weeks long, from mid-August to the end of September. All equipment and materials must be delivered during the ""shipping window"". The logistics problems are enormous; if the conventional approach had been used the major process equipment would have been delivered to Little Cornwallis Island at the same time as the completed barge actually was! Construction would also be starting at the start of the worst climatic conditions, the Arctic winter. Nine months' production was gained by opting for the ""barge"" approach."

"The Loss Prevention Program and management style applied at Kidd Creek enabled them to maintain a 1.02/200 000 man-hours accident frequency over a 20-year period. Falconbridge Limited, Kidd Creek Division operates a major zinc, copper, silver mine, two gold mines and a metallurgical facility in Timmins, Ontario. The metallurgical site and the base metal mine are 17 miles apart and joined by their own railroad. The minesite consists of two shafts, one 3000 feet deep and the other to 5200 feet deep, as well as the necessary maintenance and service shops. The metallurgical site consists of a 14 000 STPD concentrator, a zinc refining plant, copper smelter, copper refinery, and the necessary maintenance shops. The two gold mining operations are adjacent to the metallurgical site.At the time of writing this paper the workforce consisted of some 2500 people divided between the two sites. Nine hundred and ninety-two employees are stationed at the minesite, with the remainder at the metallurgical site and gold mines. The workforce in the Timmins operation is non-unionized and reflects the belief that employee interests are well served.Beside providing competitive wages and an excellent benefit package, Kidd Creek takes special pride in its employee relations practices and continued efforts in communication.In each of the programs referred to, there have been equal involvement by both management and the employees. Each crew, under the direction of a supervisor, makes up its own health and safety committee. To maintain a successful Loss Prevention Program, it is essential that management and the employees work closely together and provide meaningful input and effort to succeed.At this point, refer to the lost time injury frequency as a measure of failure and refer to the opposite end of the scale as the measure of success. The ultimate goal of every operating company is to have a zero frequency, therefore denoting 100070 success. The company uses most of the tangible safety aids found in other mining operations, such as safety posters, safety reminders, check lists, and the use of the Neil George Safety System. The difference is the manner and style of management at the Kidd Creek Division. Their ""open door"" policy and the close association, between management and the employees, has always served them well. Also, at Kidd Creek they believe they have a well-trained and dedicated workforce."

"Nanisivik Mines Ltd. operates a 10-M W diesel-electric generating plant at its zinc-lead operation on Baffin Island in the Canadian Arctic. This paper provides a description of the plant and the integrated waste heat recovery system. Data is presented detailing the actual costs of operating a plant over a period of seven years. Problems in operation are described as well as the success of the plant in meeting its objectives over the years. IntroductionNanisivik is located on the shore of Strathcona Sound at the north end of Baffin Island (Fig. I). Nanisivik Mines Ltd. has operated a 2,100 tonne per day zinc-lead underground mine and a concentrator, together with supporting infrastructure, at this location since October 1976. Annual production of 100 000 tonnes of zinc and 10 000 tonnes of lead concentrate is transported by ship to Europe during the mid -July to mid October shipping season.All electrical needs of the project are provided by the company-owned and -operated power plant. Facilities served by this electrical system are the underground mining areas, the concentrator and industrial area, a townsite, airport, and shiploading dock complex."

"There are more than 300 occurrences of fluorite in Canada. Deposits of economic significance, however, are confined to Newfoundland and Nova Scotia in eastern Canada, Ontario in central Canada, and British Columbia in western Canada. Fluorite has been mined and processed intermittently in Ontario and Newfoundland until November 1990, when Canada's only producer Minworth Ltd., a U.K. based company, with a mine and concentrator near St. Lawrence on the Burin Peninsula, Newfoundland, closed its operation.CANMET has processed ore samples from each of the major mineralized areas, and thirty-one studies were conducted between 1920and 1970. A summary of the important aspects of the various testwork studies is presented. The production of acid-grade fluorite was possible by flotation, and ceramic-grade, by flotation and gravity concentration methods. Gravity concentration methods included heavy media separation, jigging and tabling. Flotation was by direct and reverse techniques; associated minerals, quartz, calcite, barite, etc. were depressed by a variety of depressants. The function of the major depressants is discussed briefly. The various uses offluorite which include hydrofluoric acid, chlorofluorocarbons, aluminum production, petroleum alkylation, fluxing and ceramic applications etc. are discussed briefly."

Early attempts to manufacture titanium aluminides using blended elemental powders, through powder metallurgical processes, have been obstructed due to serious swelling during sintering. Although the use of pre-alloyed powder can avoid this undesired expansion problem, there are limited commercial powder sources available. Therefore, in the present research, fundamental studies on the synthesis of dual-phase (? plus a2) Ti48Al intermetallic materials is undertaken, in particular assessing powder manufacture. In order to produce pre-alloyed powders, highly porous Ti48Al pieces are initially sintered from elemental Ti and Al powder blends, and subsequently pulverised into powders. The powder size is then further reduced by use of either dry or wet milling processes (i.e. shatterbox grinding, attrition, or ball milling). Among these methods, shatterbox grinding has shown the highest efficiency, with a slight mechanical alloying effect observed. The manufactured powder morphologies and phases, as well the sintered material, will be discussed.

The Manganese division of the ERAMET group extracts manganese ore in Gabon and produces manganese alloys for the steel industry. ERAMET has an economic interest to maximize the ore throughput without reducing the lifetime of its manganese mines. This can be achieved by means of research and development leading to innovative ore beneficiation processes. For this purpose, the ERAMET research center has designed and constructed a new pilot plant for ore beneficiation by physical separation processes. This pilot facility was erected within an infrastructural and synergetic framework, including competencies in hydrometallurgy, pyrometallurgy, numerical modelling, analyses and mineral characterization that provide ideal research conditions. After laboratory scale tests, a pilot operation of beneficiation of low grade Mn ore (around 35% Mn) was carried out by jigging of the 1-10 mm fraction. This gravity separation process exploits density differences between the various Mn-bearing minerals such as pyrolusite and lithiophorite as well as gangue minerals such as silicates and iron-hydroxides. Enrichment leads to the production of a marketable product associated with a high mass recovery (53% for the jigging step). However, 20% of pyrolusite and 30% of lithiophorite are lost in the waste. Mineral characterization has shown microtextural complexities, but grinding the ore to approach the liberation mesh was not an option due to commercially defined constraints given by the ferro-alloy industry. Recovery of the Mn-bearing minerals or adjustments of the feed grain size (6.3-10 mm) are two potential areas of process improvements identified by means of Qemscan® mineral characterization. This paper details the process tested on a pilot scale (0.5 t/h), which has led to a significant increase in the beneficiation of a low grade Mn ore.

"Abstract - The demographics of Nunavut indicate a very young and poorly educated population spread over wide areas in small isolated communities. The current economic sectors will be unable to expand and meet the demands of this emerging workforce. Given the realities of Nunavut, the most promising direction in which the economy may expand is through mineral development. The Nunavut Land Claims Agreement (NLCA) has established the legislative framework for sustainable development in Nunavut through mineral development. The NLCA has transferred ownership for much of Nunavut’s potential mineral resources to beneficiaries of the lands claim. Royalties generated from mining operations on subsurface Inuit-owned lands, and to a lesser extent on Crown land, will flow back to beneficiaries of the lands claim through their administrative company, which may then be invested in the communities. Additional benefits of mineral resource development in Nunavut will be realized through impact and benefit agreements.To realize the benefits from mining operations, Nunavut has to be able to attract and support exploration and development companies through the release of high-quality geoscience data. However, due to Nunavut’s isolation and the expense of conducting geoscience fieldwork, the jurisdiction lags far behind the rest of Canada in terms of quality and quantity of government geoscience. About 70% of the territory is inadequately mapped to attract exploration companies or to make informed land-use decisions. The role of government-funded geoscience in Nunavut is to stimulate exploration and discovery through new framework mapping and focused thematic projects. The timely delivery of high-quality geoscience products will attract exploration companies to Nunavut and further their efforts to discover and develop mineral resources in order that the subsequent benefits of this activity may flow to the beneficiaries of the NLCA as well as all other residents of Nunavut."

"During the summer of1989, Les Mines Selbaie, with the cooperation of Université Laval initiated a research project to evaluate the column flotation technology for its concentrator near Joutel, Quebec. The experimental work involved both a 5 cm by 11 m laboratory column and a 45 cm by 10 m home-made pilot unit Amenability tests were conducted using both units on various streams of the plant. Results showed that columns are not suitable for the copper cleaning circuit because the loss of precious metals, associated with the rejected pyrite, overcome the improved copper metallurgy. On the other hand, column testing at the zinc circuit showed improved zinc selectivity.Scale-up testing was', therefore, conducted on the first zinc cleaner concentrate using the laboratory-size column. The influence of variables such as porous parger grain size, wash water flow rate, airflow rate and froth depth values on column performance was' first assessed. Scale-up parameters were then determined using the optimal operating conditions from the previous tests. Simulation facilitated the determination of the most convenient plant-scale column arrangement.A number of conclusions concerning the experimental determination of scale-up parameters are also presented."

"Nineteen streams in the copper and zinc flotation units of the concentrator of the Matagami Division of Noranda Inc. have been sampled f or particle size distributions, chemical assays, and gold and silver contents in each particle size interval. The data are upgraded by the mass balance package BILMA T. These results, in conjunction with microprobe analyses, are used to quantify the silver losses in the copper cleaning flotation stages and to determine how over-all silver and three silver-bearing minerals are recovered in the plant final products. "The Kemess porphyry copper-molybdenum deposit occurs in the Intermontane Belt of north-central British Columbia. The deposit is in andesitic to basaltic flows and tuffs which may be correlated with the Savage Mountain Formation of the Upper Triassic Takla Group. Most known chalcopyrite and molybdenite is associated closely with a 500-m-diameter zone of intense quartz-sericite-pyrite alteration. A zone of supergene enrichment, up to 30 m thick, underlies a leached capping about 20 m thick. The age of mineralization and the surrounding granodiorite and quartz monzonite pluton is Early Jurassic. K-Ar and Rb-Sr analyses indicate that the mineralization and alteration is slightly younger (l82±6 Ma) than the granitic intrusion (KAr: about 205±6 Ma; Rb-Sr: 190±4 Ma). The low 87Sr/J6Sr initial ratio for the granodiorite is typical of plutons in the Intermontane Belt.IntroductionKemess is a medium to small porphyry copper-molybdenum deposit with significant gold and silver values (Pilcher and McDougall, 1976). This paper describes the lithologies and alteration at this property; geochronology by Rb-Sr and K-Ar methods defines the ages of mineralization and surrounding plutons to be Early Jurassic.The property, located in the Thutade Lake area of northcentral British Columbia (NTS Map 94E; lat. 57°04'N; long. 126°44'W), is about 425 km northwest of Prince George (Fig. 1). Closest road access is 35 km southeast of Kemess. Final access must be by float plane or helicopter. The British Columbia Railway right of way passes 70 km to the southwest of theproperty.A prominent gossan zone at Kemess was staked in 1967 by Kennco Explorations (Western) Ltd. following detection of geochemical anomalies during stream sampling the previous year. During 1968, 1969and 1971, Kennco completed 232 m of X-ray diamond drilling, conducted geological mapping and carried out geochemical sampling of silts and soils (Stevenson, 1969; B.C. Ministry of Energy, Mines and Petroleum Resources, G.E .M., 1969 and 1971). Getty Mines Ltd. optioned Kemess in 1975and 1976. They remapped the area and diamond drilled 12 BQ and NQ holes, totalling 2065 m (B.C. Ministry of Energy, Mines and Petroleum Resources, Expl. B.C., 1975)."

"Gamma-ray spectral logging, a useful technique for uranium exploration and evaluation, has generally been underutilized by the Canadian mining industry. Provided that the technique is properly applied, it is capable of yielding reliable quantitative information regarding the distribution of uranium and other radioelements along the borehole under most conditions.In practice. there are numerous factors which potentially can degrade the quality of the log and thus any quantitative interpretation based on it. Fortunately, the appropriate choice of logging equipment and technique can avoid many such problems, and corrections can be applied to the data to compensate for most of the others."

"The planning and design of mining panels in the Potash Corporation of Saskatchewan Inc., Lanigan Division mine Block B involved a number of investigative techniques. The techniques utilized to gain insight into the viability of mining included2-D and 3-D seismic surveys, longhole drilling, exploration wells, photo lineament, magnetic and gravity surveys, and actual room excavation.IntroductionPotash Corporation of Saskatchewan Inc. (PCS) owns and operates four potash mines in the province of Saskatchewan. The Lanigan Division mine is located 110 Ian east of Saskatoon, Saskatchewan, near the town of Lanigan.The Lanigan Mine commenced production in August 1968under the ownership or Alwinsal Potash of Canada Limited. The mine was purchased by PCS in 1977.Lanigan Division's productive capacity is 3.4 million tonnes of product per year. Ore is extracted from the "" B"" zone or Layer III or the Patience Lake member of the Prairie Evaporite, more than 1000m below surface . The Patience Lake member (approximately 20 m thick) consists of potash interbedded with salt. The average run-of-mine ore grade is 21070 K20 (Fig. I).The mine was initially developed using the room-and-pillar technique. Improvements in mining resulted in the use or extensible conveyors in long panel rooms."

"Years before the present iron and steel works were established at Sydney, several thriving although short-lived iron work s operated in Nova Scotia. These furnaces reflected the general nineteenth-century North American experience with iron work s. At the beginning of the century, small furnaces struggled to supply local needs. Charcoal was the principle fuel and water powered most furnace equipment. By the end of the century, a few huge primary iron and steel work s dominated production for Nova Scotia and the rest of Canada.Two sites achieved prominence in the nineteenth-century Nova Scotia iron industry: Londonderry and Ferrona. Londonderry, the larger and longer-lasting of the two sites, is today a small village on the south flank of the Cobequid Mountains, about 30 km west of Truro. Prior to the establishment of an iron works in 1849, no community existed. At the peak of operation in the 1880s, however, over 2,600 people were located there. The second site, Ferrona, today is a mere crossroads on the map, about 10 km south of New Glasgow. Following the construction of a blast furnace there in 1892, a small village grew up around the furnace, but once the furnace was blown out in 1904, the population gradually drifted away.Early HistoryThe history of Nova Scotia's iron industry began in 1604 when Samuel Champlain became the first European to identify iron ore in the future province. Despite this early acknowledgment, iron was not smelted commercially in Nova Scotia for another two hundred years. Although primitive smelters of the period produced more iron than could be used locally, early settlers depended on imports of iron from Britain and the United States."

"Throughout the history of mining at the Dome, gold has been found in a number of different rock types and in association with a number of different structural settings. Diamond drilling plays an important role in the evaluation of the stratigraphic and structural features which control ore deposition. The main function of diamond drilling is to locate favourable areas of mineralization.To date, over 20,000 diamond drill holes have been drilled from combined surface and underground programs. Needless to say, a great many significant intersections, carrying a wide range of gold values, have resulted from the total of over 756 miles of drill cores which these programs have produced.However, the term ""significant"" takes on new meaning in light of the experience of diamond drilling in a number of ore-type situations at the Dome Mine. Drilling through individual ore veins, such as the Fuchsite Vein or the Quartz-Tourmaline Vein, often intersect the vein structure; however, assays from the veins frequently fail to yield any ore grades. Similarly, drill cores through stringer-type occurrences such as dacite or conglomerate, when assayed, fail to indicate the true size or grade of the orebody ultimately mined.IntroductionOver the years, those who explore for gold and those who have the slightly less fickle task of actually mining gold have shared a common dilemma. That dilemma lies in the failure to relate the results of diamond drill information to a positive ore situation, or ultimately to reconcile ""diamond drill indicated ore"" to actual ore reserve tonnages.Drawing on the knowledge of more than 72 years of mining history at the Dome operation in the famous Porcupine Camp, this paper will review a number of drift and stope situations in which the grades of the ore material extracted will be compared with the anticipated grade of that same drift or zone as calculated solely on the basis of diamond drill assays."

"The On-Stream Analyzer has proven, and is still proving to be, an extremely valuable tool for the control of flotation circuits. This paper examines the possibility of going further in the utilization of the analyzer results by using a real-time material balance program to calculate the mass flow rates within the streams of a circuit for process control, analysis and optimization as well as for the detection of sensor malfunction. The material balance algorithm improves measurements and give good estimates of unmeasured variables during normal operating conditions. The potential and limitations of the method are illustrated using results of an application to the Line 3 flotation circuit of Brunswick Mining and Smelting, New Brunswick.IntroductionThe On-Stream Analyzer (OSA) has gained, over the last two decades, the status of key instrument for the control of flotation plants. The OSA is currently used in almost every sulphide flotation plant and its application in oxide mineral flotation plants isincreasing. Commercial OSAs include a sampling system that collectssamples from various streams of a circuit and exposes thesamples to an X-ray beam. The sample then generates X-ray pulsesthat are converted into assays using multilinear regression programs(Leroux and Franklin, 1994). The estimated assays arepassed to the flotation operators via operator consoles, or to controlloops of various degrees of complexity (McKee, 1991), whichmanipulate reagent addition, aeration rate or froth thickness toensure an adequate operation of the plant. "Gibraltar Mines Ltd. has been operating its open pit copper mine for fifteen years. In that time, over 140 million tons of waste and low-grade material has been placed on the mine waste dumps. Laboratory and in situ testing indicated that enough leachable copper was recoverable from the dumps to justify a leaching operation which would include the construction of a solvent extraction-electro winning plant. The plant, which was commissioned in October 1986, was designed to process 3000 USGPM of dilute copper solution to produce 5000 tons per year of high-quality cathode copper.This paper deals with the start-up and initial year of operation of this plant. The three areas: leaching, solvent extraction, and electrowinning are presented with emphasis on the innovations which were made to help overcome the problems unique to the Gibraltar operation.The Leaching CircuitThe mine waste dumps are leached to produce a pregnant copper solution as feed to the SX-EW plant. To achieve this the dumps are sprinkled with a mildly acidic solution which percolates through the dumps. In travelling through the dumps the solution contacts the surfaces of the liberated copper minerals and dissolves the soluble copper into the form of copper sulphate. The leaching reaction is achieved by a combination of bacterial action to oxidize the sulphides and solubilization of the copper into the acid solution.For the bacterial action to occur the dumps must be near the ideal pH of 1.9 to 2.1 and the necessary elements of the reaction must be present. Because a bacterial reaction is involved there is a lag time between the time when the conditions for bacterial growth are achieved and when the bacteria are in their active growth phase. Laboratory leaching tests with Gibraltar ore indicated that bacterial action takes two to three months to reach its maximum rate (Fig. I).The expected lag time for the planned rate of bacterial leaching prompted Gibraltar to start irrigating the dumps in late June 1986 for a plant start in early fall. The lag time proved to be longer than expected and the dumps took until November to start producing copper at the expected rate (Fig. 2)."
