In understanding the consequence of existing law, and the likely implications of its reform, it is necessary to comprehend the logic of the situation that the law provides individual decision makers and how that situation would be adjusted by reform. In particular, the way in which natural resources, including minerals, are used and managed is influenced by the definition and structure of property rights that the law provides. Property rights are enforceable claims to use or to benefit from resources. An example is a mining licence that allows its holder to extract minerals in a specified area. Property rights establish the structure of incentives, opportunities and constraints within which resource use decisions are made, ie the logic of the situation, and hence influence the use and management of resources. The extent and type of mining in New Zealand, for example, reflects the rights that miners have to extract minerals, and their rights to benefit from mining as against their duties to compensate landowners and pay royalties. This paper describes the characteristics of minerals that are relevant to the definition of property rights, analyses the implications of alternative property right arrangements and describes the existing situation.

The cyclone, or centrifugal separator, ,is firmly established in industry as a low cost separator of solids from gases.While it will also separate fluids of different densities, and solids from liquids, its main use is to remove relatively fine dusts from gases whose pr~erties are generally not greatly different from those of air. This latter phase of operation is the one that will be dealt with here.The duty of such a cyclone separating system is to take in a supply of dusty gas and separate it into its components of dust and clean gas as perfectly as possible for the least consumption of pressure head. Any separation at all causes pressure loss and, in general, the greater the separation, the greater the pressure drop needed to effect it. The percentage of dust in suspension which is separated from the gas-dust mixture is commonly called the collection or separation efficiency. Overall or "true" efficiency must take pressure drop into account and may be considered as proportional to the ratio of the percentage of dust collected to the resultant pressure drop. For any cyclone It will vary with different dusts.Many commercial adaptions of the simple cyclone are made solely on the basis of pressure drop improvement, without taking into account the effect on separation efficiency, probably because the latter is so difficult to assess correctly. It appears unfortunate but true that the majority of such adaptions and patent gadgets fitted to cyclones which decrease pressure drop, do have an adverse effect on separation. In other' words, the true efficiency is seldom increased but often diminished.Without a knowledge of what actually goes on inside a cyclone, it is impossible fully to appreciate the real effect of a modification. Some design and feasibility studies have been made into possible methods of economic recovery of sulphur from smelter gases emitted at Western Mining Corporation's Nickel smelter at KalgoorIie in Western Australia. The smelter discharges some 330 000 tonne/yr of sulphur dioxide in a stream of approximately 6 per cent by volume of S02.Three possible recovery methods have been considered:1. The manufacture of sulphuric acid using the contact process.2. The concentration of sulphur dioxide to a pure form using dimethyl aniline as an absorbing medium.3. The reduction to elemental sulphur using natural gas as the reducing agent.Design studies were carried out by final year chemical engineering undergraduate students at Royal Melbourne Institute of Technology (RMIT) in 1981 under the supervision of the author and other teaching staff of the chemical engineering department. These studies indicate that sulphuric acid manufacture is the economically preferred recovery route.Markets for sulphuric acid include several potential mineral processing applications and the established fertiliser industry.Sulphuric acid is currently manufactured in a number of plants located at coastal regions of Western Australia using imported sulphur. The sulphuric acid is then used for superphosphate or titanium dioxide pigment manufacture at adjacent plants.The possibility is considered of manufacturing superphosphate at Kalgoorlie from locally produced acid obtained from the smelter gases and from phosphate rock railed to the site from the coast. The advantages of such a scheme include improved scale and technology of operation compared with some existing coastal operations, use of a waste material to replace imported sulphur, and avoidance of costs and hazards associated with railing large quantities of sulphuric acid.

This paper discusses the impacts that advances in metallurgy and process engineering have on minerals project execution. Ausenco's business is focused on integrating minerals processing technology and the delivery of cost effective processing plants that exceed client performance expectations. The metallurgical development is a small but critical part of this process. Metallurgical development and innovation outcomes need to be transformed into an engineered solution and that solution converted into an operating plant in a cost conscious and competitive environment. Including new or innovative processes in a project flow sheet increases a project's technical and commercial risk. However, it also gives the project, and/or the engineering company, a potential advantage over projects using mainline practices. Managing the balance between risk and opportunity has been a cornerstone of Ausenco's success in recent years. Some advances in "technology" that are discussed in the paper include: larger capacity equipment new flow sheet concepts simplification of process interfaces, and more effective project strategies The common theme is that having a new idea can be the easy bit, putting it into operation effectively involves numerous people, many interfaces and strong project management.

"An EXTENDED ABSTRACT is available for download. A full-length paper was not prepared for this presentation. The Thomson Orogen is a large but poorly understood element of Queensland geology. Extensive cover conceals the Thomson Orogen at depth, thus limiting studies to a small number of surface exposures. Previous studies of the northern Thomson Orogen have been restricted to the largest of these exposures in the Anakie Inlier and Charters Towers Province. Less extensive exposures, including Mt McLaren in east-central Queensland, are largely overlooked and poorly documented. Fieldwork suggests that Mt McLaren is a west-tilted fault block of Thomson Orogen metasediments that are at least 2200 m thick. The substantial thickness of these sediments (which we have named the Mt McLaren Formation) and the consistent shallow marine facies throughout the block suggest deposition in an actively subsiding basin. Initial dating of detrital zircons places deposition of the Mt McLaren Formation in the Late Cambrian to Early Ordovician, allowing correlations with formations of similar composition and age in the nearby Anakie Inlier and Charters Towers Province. Both of these areas have a long history of mining and exploration for gold and base metals, suggesting that correlation of basement sequences across these areas could be beneficial for exploration models of the Thomson Orogen as well as for tectonic models of eastern Australia.CITATION:Lee, M, Verdel, C, Welsh, K and Oorloff, A, 2015. In the latter half of 1973 a contract was given to Roberts-Holland Joint Venture for the stripping of the southern exhaust airway.The contract was carried out efficiently and relatively cheaply. It was completed 2 months ahead of schedule.The sinking stage and in particular the drilling jumbo proved to be a success and helped produce an above schedule stripping rate.No major problems were encountered with ground conditions or ventilation. A survey of the shaft showed the diameter to be within the set limits of 5·49 m ± 0·15 m.

I HAVE to thank the members of the Institute most cordially for the honour conferred upon me in selecting me President, which position my poor services have prevented my filling adequately. I have, therefore only been able to stumble through my year of office under the guiding direction of our esteemed Secretary. The Karangahake adularia-sericite epithermal gold-silver deposit, located at the southern end of the Waitekauri Corridor, Hauraki Goldfield, occurs as quartz veins with associated alteration haloes. Integrated geophysical studies were undertaken to determine the expression, location, and extent of these alteration zones. Aeromagnetic data show an extensive, magnetic æquietÆ zone over Karangahake and the southern Rahu Ridge that represents a zone of magnetite destruction resulting from hydrothermal alteration. Analytic signal data are used to define the boundary of this zone; the resulting 6 km2 area is elongate north-south with an irregular boundary. A detailed gravity survey over the area reveals a positive residual gravity anomaly, up to 30 gu in amplitude, over the Karangahake deposit. Density measurements on near-surface rocks give low values indicating that the source of this positive gravity anomaly must be deep; possible causative bodies include an igneous intrusion or dense sulfide mineralisation. To the west and east of the host Waipupu Formation, strong gravity gradients of 100 gu/km and 65 gu/km reflect the faulted boundary of the Hauraki Rift, and the edge of the Waihi Basin respectively. High resolution airborne radiometric data define a 2.2 km2 area of potassium enrichment. This area is elongate north-south and has an irregular boundary. It coincides approximately with the centre of the magnetic quiet zone and the peak of the gravity high, and correlates with known areas of intense mineralisation. Anomalously high potassium counts and elevated K/Th ratios correlate with areas of potassic alteration that have undergone K-metasomatism. Underexplored portions of this zone may indicate areas of gold-silver prospectivity. Combined geophysical data therefore reveal the extent of hydrothermal alteration, and the central zone of Kmetasomatism that is most likely to contain orebodies.

This paper focuses on two sites in the Mount Pleasant - McCormacks Bay area of Christchurch where residential development has taken place either within or immediately adjacent to former quarries for the extraction of volcanic rock. At the Quarry Road site less overburden was dumped on adjoining land around the turn of the century, and c.1980 dwelling and related construction took place on approximately 6 m of relatively loose fill material without the recognition of its presence or geotechnical characteristics. Subsequent settlements led to abandonment of a swimming pool and the underpinning of the 3-storey architect-designed house, whilst litigation brought by the owner resulted in findings of negligence against both the architects and engineers. At the Tramways Quarry site the Council approved subdivision of the former quarry area in the early 1980s without requiring any geotechnical evaluation of batter stability or related issues. During development it became apparent that significant blast damage had occurred to rock faces, necessitating a variety of remedial measures, and that waste materials had been dumped down faces without regard to long-term stability. Both case studies confirm the requirement for careful documentation of former quarry sites by territorial local authorities as part of their administrative function, and for detailed engineering geology and geotechnical evaluation of such areas prior to any residential use of the land.

Willyamite from the type locality, Consols mine, Broken Hill, N.S.W., has been re-examined, and found to consist of zones with widely different Co:Ni ratios. The name willyamite is redefined to include the portion of the (Co, Ni)SbS series with cobalt in excess of nickel. Willyamite is pseudo-cubic, with the three axes equal to within 0·001 A.

The Canada Centre for Remote Sensing (CCRS) has developed an airborne sensor, the SWIR Full Spectrum Imager (SFSI) which detects in the short wave infrared range of the solar spectrum from 1220 to 2420 nm. In June of 1995, a demonstration flight was undertaken in the state of Nevada with the support of the companies listed above. The focus of the flight was to collect image data over well known mineral deposits with the objective of evaluating the applicability of this sensor to alteration mineral mapping. Some of the Nevada sites chosen include Cuprite and Goldfield, volcanic hosted acid sulfate systems; Yerington, a structurally complex porphyry copper deposit; and Virginia City, a quartz-sericite-pyrite vein system with advanced argillic pods. Ground spectral data was collected with the PIMA-II spectrometer. Solar reflectance calibration was done by Desert Research Institute personnel at Virginia City and Cuprite. This paper will discuss the configuration of the sensor and present image and ground data for Goldfield and Virginia City.

This paper deals chiefly with the preliminary examination, when a decision has to be made as to whether a prospect has a chance of developing into a mine or not. At this stage it is important to have a fairly clear conception of what is expected of the prospect, andjust what type of mine is sought. Much money can be wasted testing a prospect suitable for a prospector or small syndicate, but which never looked like becoming a mine of sufficient size to interest a company. When undertaking an inspection, therefore, it is necessary to have a broad outline, at least, of the policy of the principals for whom the report is intended.At this early stage it is frequently necessary to form an opinion of the prospects of a property on very meagre data. When new to this type of work one's first reaction is often th~t it is impossible to pass an opinion on the data available. It. is absolutely necessary,however, that an opinion of the possibilities and chances of favourable development be given; The report should strive to convey this information, making quite ::lear the risk involved, how complete are the data on which this opinion is based, and the possible magnitude of the prize. A Preliminary report has to state whether a property has sufficient prospects to warrant testing.The following procedure is suggested in order to make best use of the data and minimise hasty conclusions influenced by preconceived ideas-an ever-present danger.Examination.The first stage is the examination. This should aim at collecting all available significant data, but avoid clouding the issue with detail which, at this stage, will not affect the decision. The following points are considered to be the main ones for which to look:-Geological Environment.As good a working knowledge as possible'of the geology of the area should be obtained. Government Geological Survey reports and maps, if available, will be a big help. A detailed knowledge of the regional geology is not necessary a,t this stage, but a broad outline of the geological setting of the prospect under review, and also of any other important mines in the district, is often helpful in the final decision.The Nature of the Ore-Body.Any facts concerning the nature or occurrence of the lode should be noted as, coupled with experience of similar bodies, they affect the ultimate decision.Structural Control.This is probably the most important factor, in the light of present geological knowledge. Its chief importance is due to two facts:-(a) Structure plays one of the prime parts in ore deposition.(b) Geological knowledge, of structure is somewhat in advance of knowledge of other factors influencing ore deposition.

The zinc-lead lode at Rosebery, on the West coast of Tasmania, has a total length of over 4000 ft. It consists of five elongated lenses parallel to the foliation planes of the quartz sericite schist, and is situated at the junction of the quartz sericite schist and a thin belt of slate. The lenses consist of massive, fine grained sulphide ore, with small amounts of quartz, barite, sericite and chlorite, and they terminate in masses of low grade ore. The gangue minerals increase in quantity in the low grade ore which includes small quantities of the manganese garnet, spessartite. The schist walls of the lenses are in places impregnated with lode minerals to a degree sufficient to permit them to be regarded as economic ore.The ore-bodies have developed from incoming mineral solutions by the replacement of the quartz sericite schist and are localised where the ore solutions have been confined by a relatively impervious slate band. The early stages of replacement of the schists are signified by the development of pyritic bands which are succeeded by a strong development of zinc blende. With ptogressive crystallisation, the character of the mineral solutions gradually changed and the development of galena, and its associated bournonite, became more important in the later stages.Remnants of the replaced schist, in the form of isolated wisps and schlieren of sericite and chlorite, are present in the ore body, more noticeably in the pyritic specimens. An important feature of the ore is the association of small ogllantities of gold with trahedrite.

The Palaeo-Proterozoic Transvaal Supergroup in the Northern Cape Province of South Africa is host to the largest known resources of high-grade hematite ore on the Southern African continent. These ores are currently being exploited at Sishen and Beeshoek. Hematite occurances on the Sishen South exploration project (some 65 km south of Sishen mine), are at present the focus of an intensive investigation. At both the Sishen and Sishen South deposits, mineralisation is found within lithologies belonging to the Transvaal and Oliphantshoek Supergroups. The Transvaal Supergroup comprises a basal, carbonate platform sequence (the Campbell Rand Subgroup) overlain by thick units of banded iron-formation belonging to the Asbestos Hills Subgroup. The Asbestos Hills Subgroup is unconformably overlain by sedimentary rocks of the Gamagara Subgroup. The latter Subgroup has been correlated with the lowermost unit of the Oliphantshoek Supergroup. The Sishen and Sishen South deposits are located close to the western margin of the Kaapvaal craton and have been subjected to intensive, structural deformation. Both localities have undergone folding, faulting and thrusting. Early regional tectonism (2400 - 1700 Ma) played a critical role in the genesis and preservation of the ores from younger erosive events. At both deposits, four similar iron ore occurrences have been recognised. The ores have developed in specific depositional environments and hence display unique physical, chemical and metallurgical properties:The bulk of the high-grade hematite comprises laminated and massive ores, which are found in the upper parts of the Asbestos Hills Subgroup. The laminated and massive ores are best developed in basinal and pseudo-graben structures. Collapse breccia ores of medium- and lower-grade are preserved within deep palaeosinkholes. The sinkholes have developed within the dolomites of the Campbellrand Subgroup. Lower-grade conglomeratic and gritty ores constitute the remainder of the deposits. These ores are found in the overlying clastic succession of conglomerates, shales and quartzites belonging to the Gamagara Subgroup. Although, there are many stratigraphic and lithological similarities between the Sishen and Sishen South deposits, there are also important differences, which will impact on the profitable exploitation of the ores. The most striking contrast between the deposits is their size and geometry. Sishen mine is a single pit operation with an opencast mineable reserve of 895 Mt. The Sishen orebody is thicker, more continous and significantly larger than the Sishen South deposit. The Sishen South deposit has a potential opencast reserve of 228 Mt. It comprises a number of small and narrow, isolated orebodies, spread over an area of ¦64 km2 . There is a significant difference in grade between the deposits. On average the orebodies of the Sishen South deposit have a higher iron content (+0.25 per cent Fe), less potassium (- 0.090 per cent K2O) and less phosphorus (-0.019 per cent P). The Sishen South deposit has less interbedded shale in the laminated and massive ores. The footwall of these high-grade ores is a light-density, intrusive sill, compared to banded iron-formation at Sishen. With a proposed heavy-medium separation plant at Sishen South, the impact of dilution on product grades is expected to be less than that currently experienced at Sishen.

I had hoped when the time came for me to address this meeting that gold mining would be in a much happier position than we find it to-day.As it is, and because of the demands of national security, we find this great and valuable primary industry relegated to the background and in danger of temporary extinction.These notes refer mainly to gold mining in Western Australia, whence comes the major portion of Australia's production, and their purpose is to record a brief review of the industry immediately prior to the general disorganization that is following the call-up of men from the mines.During this period of reduced production the loss of comparable statistical data will make it impossible to follow the progress of the industry, and, since the period may be long, it occurred to me that information might be derived from an examination of the trend of recent production that would indicate what may be expected of the industry when full production is resumed in the future.Since the revival of gold mining, which started in 1931, most of the old-established mines have reorganized and, in some cases, completely renewed and enlarged their equipment in order to achieve maximum production, and old mines hitherto unpayable have been re-opened and equipped. At the same time large sums have been spent in scientific prospecting and in search for new mines, and it is safe to say that at the end of 1939, when gold production reached its peak, practically every known mine in Western Australia that could be worked profitably was in production.During this period the number of men employed in the industry rose from 5,961 in 1931 to approximately 15,000 in 1939. From the outbreak of war in 1939 to the end of 1941 the output from the mines was maintained at full pressure, maximum tonnage beingrecorded in 1940, although a reduction in the grade of ore treated caused a slight falling off in gold production.During 1941 there was a. fall in both tonnage and grade. The decline in tonnage was due partly to the closing of the Lancefield and Mount Magnet mines, and partly to the shortage of labour brought about by the response of the goldfields to the call for men for the fighting services, the average number of men in the industry in this year being reduced to 12,929.With the entry of the United States into the war in December last and the pooling of the resources of the allied nations, the need for gold as a purchasing medium passed, and with its passing there arose the demand for the transfer of the man-power engaged in gold mining to other fields of industry directly connected with the war effort.There was a ready response by those connected with the industry who...

In this paper, the scientific bases of creation of simulation modelling systems of excavator-truck-conveyor complex work are represented. During the simulation modelling process of big mining and transport systems work the strict and full account of an order and sequence of all operations of simulated process is carried out. Step-by-step fixing of mining and transport system elements condition - excavators in loading and unloading points, trucks, road section, unloading points in storage bin, crushers and conveyors is conducted. Work and idle time of system elements are considered. During modelling process the information characterising system work as a whole is collected. It allows us to establish qualitative and quantitative influence of each system element on the final results of its functioning and provides to estimate rationality of a particular organisation variant of mining and transport equipment interaction from technological positions. Simulation results are: economic and technological indicators of mining and transport complex functioning of the period for each subsystem, as well as on the road, the points of loading, unloading and reloading.

Extraction of copper from a chalcopyrite concentrate by means of a cupric chloride leach is described. Initially the concentrate is mixed with sulphur in a 9: 1 ratio, and heated to 350-400°C. This converts the chalcopyrite into more readily soluble sulphides, while the iron rejected from the chalcopyrite is transformed to pyrite, which is insoluble in the leach solution employed. A two-stage countercurrent leach using a leach solution of 1 M cupric chloride, 3.5 M sodium chloride, and 1 M hydrochloric acid extracts 98 per cent of the copper, if conducted at 105°C. Iron extraction is relatively low, the mole ratio of iron to copper extracted being 0.17, compared to 1.0 for unreacted chalcopyrite. After dissolution, copper can be recovered by electrolysis, cupric chloride leach solution being regenerated at the anode.Electrolytic power requirement is low, being approximately 0.5 kWh per kg of copper. The sulphur and, most of the iron entering as feed are rejected from the process in the form of pyrite, which remains in the leach residue.
