"The mandate of the 2005 VALMIN Code to provide ‘(all) reliable, thorough, understandable material information required by investors and their advisers when making investment decisions’ requires that due diligence for tenure be full and thorough. Yet a published due diligence would often appear to be simply a list of tenures allegedly held without any commitment as to the standing of the tenure as safe and secure or otherwise.The value of due diligence for tenure, as mandated in the 2012 JORC Code and the 2005 VALMIN Code, must focus on compliance rather than simply on ‘vital statistics’. Enforcement in every jurisdiction in Australia focuses on penalties (some more harsh than others) for non-compliance, which, in turn and most importantly, reflects directly on security of tenure. Some 22 Acts (on average) impinge on security of tenure and fundamentally underpin the security of any mineral asset.This paper will outline regulatory processes to demonstrate how tenure compliance is achieved and argue that the rigorous application of good practices in tenure evaluation will lead to more of this information being made available on a regular basis.The paper will then focus on further practical examples of tenure compliance failures, the application of these to the requirements of the JORC and VALMIN Codes and due diligence that failed to fulfil the mandate. Examples will be given that alerted other professionals using the JORC Code to complex geological and mining situations of which they were unaware in their valuations.Finally, the author will make a personal plea for tenure to be considered at the commencement of any reporting process.CITATION:Evans-Wheeler, J, 2016. The tailings are waste from mineral processing operations. The type of tailings of iron ore processing are classified into sandy tailings and mud. Already the overburden are showing significant levels of useful mineral. Both iron ore`s waste have in your composition phyllosilicates/clay that indicates the potential for use in niche markets as paving and cement. According to several studies, there are various technologies in bench and pilot levels that could be used on a large scale but there is not an economic environment, tax, regulatory and tax set. Many of these technologies are associated with the reuse of tailings and overburden in construction. All these factors influence for that so many initiatives remain in search formats and cannot advance to the new business format. There is no way to set goals of reuse of this waste, as already occurs in China, if there is not a fiscal, tax and economic structure to support such measures. The way to foster and ensure that reuse of tailings and overburden is an incentive for promoting a culture of circular economy that would allow the emergence of an ecosystem between the private, public and Government sectors with the objective of accelerating and subsidize the entire network of reuse of this waste. The closure of the mine could be the tool used to ensure and boost this ecosystem of reutilization to align it with the vocation of the area of the mining law. Following this model, the end of the mining activity could provide a financial return to the local population, a more effective environmental compensation and a reduction in costs related to the closure of the mine. Unstable flotation froths, that burst before they overflow, produce no concentrate. Increasing the froth stability to improve recovery is therefore an obvious control strategy. Froth stability can be measured readily as the fraction of air entering the flotation cell that overflows as froth, rather than bursting on the surface; the ‘air recovery.’ Air rate is one of the most significant variables affecting froth stability. It is interesting that froth stability (air recovery) is maximised at a specific air rate, above or below which it decreases. It is important for metallurgists to realise that this maximum froth stability also produces the maximum mineral recovery, without compromising concentrate grade. Flotation cells must be operated at the air rate that produces the highest air recovery. The peak air recovery (PAR) to maximum mineral recovery relationship was first demonstrated by Hadler and Cilliers in 2009. Since then, the relationship between PAR and flotation performance has been widely explored; varying air rate, froth depth and particle size. Industrially, reducing the flotation bank air rate to achieve PAR yielded better mineral recoveries than other down-the-bank air rate profiles. In this paper, we present an overview of these key developments and findings in flotation optimisation based on PAR. Furthermore, using new industrial data, we show that PAR is not just applicable to rougher-scavenger cells, but also to flotation columns. "A new approach to mineral project evaluation is described called Scenario-Based Project Evaluation (SBPE). SBPE incorporates well established æscenario planningÆ and æscenario thinkingÆ approaches, which are used extensively in other industries,?most notably the?petroleum industry. While most scenario planning is qualitative and non-probabilistic, the approach described here includes both quantitative and qualitative aspects. SBPE is complementary to optimisation approaches and allows mining firms to build and operate projects that are more robust in the face of adverse changes as well as proactively respond and exploit the upside offered by a realistic assessment of variability. The approach has potential to improve project performance and decrease operational risk. It also has important applications for currently operating mines.Conventional evaluation of metalliferous mineral deposits uses estimates of metal grades and deleterious attributes in singular æorebody modelsÆ, usually 3D block models, which fail to capture two critical aspects that underpin the realised value of mining projects: the inherent uncertainty of the estimated attributes the spatial variability of attributes, at the scale of mining selection, which impact on downstream processing steps and fundamentally drive realised value. While singular models are appropriate for estimating block averages, conditional simulation (CS) models of the relevant attributes are needed to represent uncertainty and capture spatial variability. Any attributes that can be either built into CS models and/or modelled in the envisaged mining/processing steps, can be evaluated fully through to highly ægranularÆ (ie detailed and un-smoothed) cash flows. A complete view of SBPE relies on selected strategies being tested against plausible æscenariosÆ of factors external to the project and thus outside management control. æExternalitiesÆ captured in such scenarios include market prices, costs and taxes. Via SBPE, project managers may demonstrate that there is material value in preserving or purchasing options that provide future flexibility to respond to the changing externalities or changes in orebody performance. Such flexibility generally comes at a cost but is very difficult to value. It is argued that full value chain evaluation using SBPE can help to value these options for a mining company. The need for formalised geotechnical reporting has not been fully explored at many operations. With the continuing need to provide safer and more efficient workplaces, the requirement for good geotechnical reporting systems (as with other reporting systems) has become of greater importance.Historically, the risk from rockfalls has been the largest cause of fatal injuries in the underground mining industry. The response of the ground to mining is generally poorly documented at many mines. At Olympic Dam, it was found that the existing corporate hazard and incident reporting (HIR) procedure did not record enough specifics about geotechnical issues. A separate and more specific geotechnical reporting process was set up to address this problem.This paper examines the role that geotechnical reporting plays at the WMC Resources Olympic Dam Mine; from reporting and rectifying day-to-day geotechnical issues that affect the operation to documenting and analysing longer term trends.

Truly integrated, quantitative, 3D GEOmetallurgical (or mineral system) characterisation, classification and 3D modelling should provide a cradle to grave unifying link across the exploration and mining value chain. All too often, spatially representative (quantitative) characterisation and modelling of a mineral system is delayed until feasibility stage, incurring a significant opportunity cost. The application of robust GEOmet characterisation methods early in the project lifecycle (at exploration stage) improves ground selection, exploration, and Mineral Resource estimation outcomes, long before there is a need for metallurgical test work. Heavy-duty vehicles such as excavators and haul trucks are used for conveying of bulk material and improving such assets’ availability helps reduce costs, increase throughputs and improve safety (Ravande, 2022). If a mining operation’s key performance indicators (KPIs) are tied to operational performance, then overall equipment effectiveness (OEE) is an essential metric to track progress and to identify areas of improvement.

As we strive for a sustainable and resilient future, repurposing assets has become a top priority. In Australia alone, we have a significant number of mineral projects in the pipeline, extensive existing operations, and over 50 000 legacy sites. Collectively, this presents a unique opportunity to be a world leader in mine rehabilitation. Complex stakeholder landscapes, inflexible policies, aged regulatory frameworks, technical uncertainties and increasing liabilities are all barriers hindering effective transition of legacy assets. The impetus for change is further catalysed by shifting consumer preferences, workforces in flux and regional Australians questioning what the transition means for their local community. We need innovative approaches to take a leading role in the industry and support global efforts more broadly. Co-designing an ambitious, shared vision spanning projects, operations and legacy assets with all key parties is a fundamental step to unlock and realise maximum societal, environmental, economic and reputational value. Serious play and gamification can further enhance this visioning process.

The introduction of Progressive Closure and Rehabilitation Plans (PCRPs) in Queensland from 2019 places greater importance on planning and implementation of mine rehabilitation activities. The progress and outcomes of progressive rehabilitation activities is monitored and reported upon to demonstrate success in achieving progress towards the approved post-mining landform, and to inform corrective action where required. The requirements of PCRPs place additional emphasis on mine sites to quantify the risks of successfully achieving planned outcomes. This is particularly challenging given mined-land rehabilitation is a complex process involving decisions on multiple inter-acting management interventions, climatic conditions and spatially variable site characteristics.

This paper explores recent industry training programs and lessons for supervisors. The Belbin Team Role model was used to increase participants’ awareness of behaviour and its application. The application of the Belbin model to underground, open cut mine and quarry supervisors is discussed.The key to team success may rest with the expertise and experience of its members, but increasingly effectiveness depends on how team members understand, acknowledge and support each other’s behavioural strengths. Discovering strengths is a challenge, both for their measurement and for the encouragement of team members to use the knowledge of themselves and others in the team. Using behavioural models provides a constructive approach and a language for supervisors as they build personal motivation and engagement.Prima facie, the mineral industry’s work may be too vigorous for teams and their managers could be more prone to use ‘solo’ or traditional management styles. Managers and supervisors must know when work allocated to a team is appropriate or where individual effort should be applauded and rewarded. For practical people with well-developed technical skills, improving the soft skills necessary for a supervisor requires some reflection and effort. The Belbin behavioural model can be an effective tool for recognising characteristics that can assist teams to be more productive.Experiencing the Belbin Team Role model as part of an industry qualification is important for supervisors studying to refine their team leadership skills. Data are available for participants to assess the nature of their teams and to confront the appropriateness of the behavioural mix for the work of the team and its individual members.So what are the next steps? All team development must have a place in the strategic thinking and plans of the enterprise. THE Company's smelting equipment consists of three blast furnaces, supplied with blast from two sets of vertical piston blowers, each capable of delivering 8000 cub. ft. of air per minute at a pressure of 60 oz. per sq. in. Each blower is belt-driven by a 1:30 h.p. motor. The maximum speed of the blowing engine is 35 r.p.m.No. 1, the largest of the three blast furnaces, has a crucible area of 49.5 sq. ft., and measures 11 ft. 6 in. x 5 ft. at the tuyeres.From tapping floor to feed floor measures 35 ft. 9 in., and holds, when full, 100 tons of charge. Blast enters through thirteen 3-m. tuyeres at 60-oz. pressure. Working normally, this furnace is capable of treating :300 tons of charge, exclusive of returned slag and coke, per 24: hours, with an output of 100 tons of lead. Tapped slag flows into a C.l. forehearth mounted on wheels, where any lead and matte is caught, and the slag overflows into a 3-ton cast-iron pot, in which it is drawn away by an electric locomotive and poured over the dump.

Safe work Australia (SWA) has a number of proposed amendments to existing Workplace Exposure Standard (WES) values that may dramatically change how mining workplaces using personal gas monitoring instruments will operate. In consultation with leading gas monitor manufacturers and distributors, an assessment of common Australian alarm settings values and analysis of potential frequency of increased alarm likelihoods has been conducted. This assessment explores the relationships between current monitoring practices, using instruments as health and not just safety tools and identify what will be needed to minimise worker ‘alarm fatigue’ and for common tasks to continue safely. This paper provides the necessary information to aid industry and hygienists to be ‘future ready’ given the likely impact that order of magnitude reductions in time weighted average (TWA) values for NO2, SO2, H2S and other common gases will have on current working practices. Reductions to gas alarm values will provide significant challenges to existing work methods and will require, practical application of the pending future values. Improvements and awareness of instrument capabilities by safety and hygiene professionals will better utilise gas monitors real-time data monitoring capacity and no longer be just ‘safe or not-safe’ instruments. The presentation seeks to promote the practical steps required in setting alarms based on risk consequence and likelihood, increase general awareness of the tools and data available in modern instruments and will enable industry professionals to better manage the challenges of any potential future changes.

Rio Tinto has actively committed to progressive reclamation, concurrent with commercial operations, at its Diavik Diamond Mine. The most significant piece of progressive reclamation undertaken at Diavik to date has been the construction of an engineered thermal rock cover for the mine’s largest waste rock storage area. This 80-metre-tall and 2000-metre-long area is known as the Waste Rock Storage Area – North Country Rock Pile (WRSA-NCRP) and contains the operationally segregated potentially acid-generating waste rock mined over the last 20 years. As part of the mine plan, an opportunity was recognised where a limited 1.5 per cent of the WRSANCRP surface area was required for storage of the balance of life-of-mine generated waste rock and a decision was made to advance the closure design almost a decade ahead of final closure. With over 12 860 000 tonnes of material placed and 57 443 dozer hours logged since cover construction, progressive reclamation on the WRSA-NCRP is scheduled to be complete in mid-2023, three years before planned cessation of commercial operations in 2026. The progressive closure of the WRSA-NCRP demonstrates Rio Tinto’s commitment to not only closure, but modern best practices with integrated mine closure. Over the past seven years, Diavik has overcome multiple implementation hurdles for this project including the psychology of operational standby, the financial mechanisms required to support closure, working within the constraints of a mine plan and the associated operational organisational structures. This paper outlines the lessons learned to provide an example of successful integrated mine planning for closure. The North Country Rock Pile project had three major learnings which resulted in an effective organisational structure that allowed for the execution of an integrated planning model for progressive closure. The initial hurdle the project faced was adapting the psychology of an operational open pit mining team. The team was an experienced mining group who came in with the perspective to target the shortest haul possible resulting in the initial perception that the longer haul of material to the NCRP was an un-necessary task impacting operational performance metrics. After the installation of an improved dispatch tracking system and performance metrics, it was possible to demonstrate that the mine was shovel constrained. This showcased the short haul was generating an increase in queue time not production. With updated performance metrics, the team was aligned to target a decrease standby through haulage to the NCRP. These performance metrics had to be reinforced by financial mechanisms. The operations team was able to offset costs by charging time to the capital project set-up for the closure of the NCRP. This allowed the operations team to receive credit for time that would have otherwise likely been standby. As well, the progressive closure project was able to receive the benefit of not having to incur costs for the drill, blast and load as that was done as part of the operation. This was a significant benefit to the project and one of the primary drivers for the early approvals of the work as the project costs were limited to the incremental haulage distance and placement of the material. Life of Mine Conference 2023 | Brisbane, Australia | 2–4 August 2023 114 While the combined operational and progressive closure approach provided financial advantages, it did result in the project being constrained by the operational activities. A traditional capital project is managed through a linear execution plan where the deliverables within a project are within the realm of control of the project execution team. However, the NCRP project had to be continuously adapted to the outcomes of the pit operations. This included geotechnical constraints, ore delivery, and other operational delays. To adapt, the planning module had to be dynamic but not reactive to allow for adjustments on a shift-by-shift basis. Based on this requirement the Diavik Closure Projects structure adopted a mine planning format. The team executed a similar planning timeline and reporting structure as the mine operations team, allowing planning to be integrated into the operational planning structures on a daily, weekly, monthly and quarterly basis. This resulted in the Projects team as a core pillar of the mine planning team. The process of continuous improvement spanned six years and has resulted in the project being ahead of schedule and under budget for the project’s scheduled progressive closure completion date of June 2023. The North Country Rock Pile project supports the argument that bulk earthworks progressive closure projects should be integrated into the operational mine plan. If the project is aligned the mine plan it allows for dynamic adjustments which capitalise on evolving opportunities inevitable in an operating mine. These cultural and organisational alignments should be supported by appropriate performance metrics and financial mechanisms to ensure united priorities. The result of this alignment provides long-term financial savings for the business as well as delivery of closure objectives.

Test work is the foundation upon which the success of projects and subsequent operations is laid, reflected in Professor Arthur Taggart’s pithy observation: ‘Make your mistakes on the small scale and your profits on the larger scale’. Indeed, Professor AllanTrench has succinctly noted that ‘Get the metallurgical characteristics wrong and you don’t have a project’.With deposits becoming lower grade, more structurally and mineralogically complex, final products requiring lower levels of impurities and tailings management demanding more attention, test work now assumes even greater significance in the acceptance and successful execution of a project. This paper is the first in a series aiming to stimulate thought on the metallurgical test work process by getting back to the fundamental basics through exploring and providing some guidelines for the metallurgical testing world, noting preferred practices as well as precautions and mitigations. This covers the key characteristics of metallurgical test work programs, including what needs to be done, sample selection, quality control and associated drivers, and most importantly, selecting, assessing and managing test work facilities. The process of sampling blasthole cones utilising personnel to manually shovel material into sample bags is a long-standing industry accepted process. However, this method has several drawbacks, including the safety issues around having personnel performing manual sampling in a harsh environment and the variability involved in getting a human to repeatedly get a ‘shovel full of dirt’, and make it always representative. Geophysical blasthole sampling, or utilising a Downhole Assaying Tool (DHAT) has been tested and has now begun implementation at many iron ore sites throughout the Pilbara region, Western Australia. This method uses a geophysical tool to capture data within blastholes, and together with a semi-autonomous logging platform to minimise risks around manual handling, delivers a multielement proxy-assay which can be utilised by the mine geology team to accurately domain the orebodies. Logistically, the combination of a specially designed tool and semi-autonomous truck are the way forward for a safer and more data-robust blasthole sampling practice. The method utilises a neutrongenerating geophysical tool and linked elemental spectroscopy sensor, which measures the response of the material surrounding an open hole. This delivers results at submetre intervals. These results are then utilised, similar to blasthole sample results, to map out areas within the blast pattern that are ‘ore’, ‘waste’, or ‘other suitable grade’. This paper outlines a project that has been in ‘proof of concept’ at selected Fortescue sites over the last few years with testing of these tools carried out on reverse circulation (RC), diamond drill and blastholes. The method is now being implemented at operational hematite mine sites. Fundamentally, the method adds more than enough value to justify its implementation. The aim is that these learnings will enable the greater industry to adapt, implement and improve their mining practices. Ultimately, the outcome will be greater value in mining for the industry by having a larger volume of good quality data to make reliable decisions on material movements, minimising ore-loss and dilution, and maximising the value of our current and future orebodies.

Bentonites and active earths from N.S.W., previously analysed with respect to occurrence, mineralogy and physical properties have been evaluated for use as bonding agents in quartzose moulding sands in terms of green properties and behaviour both with and without coal dust for iron castings poured at 1400°C.INTRODUCTIONIn the paper by Loughnan .and See (Part I) the occurrence, mineralogy and physical properties of the fuller's earth and bentonites of New South Wales were discussed and it was shown that some of the materials approached the quality of Wyoming bentonite. In the present paper the same samples from Marulan (Bl), Boggabri (B2), Wingen (B3), Muswellbrook (B6), Swansea (B8), Dubbo (89) and Trida (Bll) have been investigated with respect to their potential value as bonding agents in compounded moulding sands. Inaddition, the -20 micron fractions of the Boggabri (B2t) and Swansea (B8t,> were recovered and the former converted to a sodium clay, in order to assesE; the beneficiation possibilities. When executing a ventilation change the mine ventilation circuit is in a state of flux throughout the entire change period with discrete mine areas both under ventilated and/or over ventilated during the change process. Whilst routine risk reduction strategies such as removing electrical power and people from the mine are commonly deployed it is wise to complete the change in the shortest practical time frame. This not only minimises the chance of unacceptable concentrations of contaminants accumulating around the mine but reduces the impedance on production activities which are routinely suspended during these change periods. This paper firstly highlights the importance of the maintenance of an accurate ventilation model and discusses issues which should be considered to assist to maintain in it a suitable state of health. Further it provides some tips on how to monitor that your model is in an acceptable state of tune so that it can be confidently deployed in the change process. Finally, it details the sequential process how a finely tuned and accurate ventilation model can be utilised to carry out major ventilation changes according to appliance pressure adjustments only and without the need to constantly measure and check resultant branch flows throughout the whole change process. Also discussed are some simple practical tips which will help ensure that the ventilation change process will go according to the devised plan on the day and in the most appropriate order including checking the efficiency and accuracy of the change, after it is completed.

Over the decades, Redpath has undertaken a multitude of tunnelling and underground excavation projects for civil and mining clients both domestically and internationally. These projects have been undertaken through varying strata conditions with differing excavation methods in remote locations and in central business districts.With the recent turbulent nature of the global financial environment, project drivers have been challenged with the emphasis being placed on methods to gain early access to orebodies, rapid development techniques, lower capital costs and reduced labour requirements to name a few.A number of mining companies seeking to achieve these objectives have commenced the journey to better understand the operational constraints, challenges and opportunities that may be available with the use of alternative excavation methods.The development of safe and effective alternative excavation methods that comply with both domestic and international mining legislation and regulatory requirements is a challenge the industry needs to embrace. Given the current cost pressures being faced by the Australian mining industry, some alternative excavation methods offer the potential for longer term sustainability and rapid development of resources.More recently work has been undertaken on a project that challenged the norm and implemented an alternative excavation method with the use of an excavator with a rotating drum cutter head.This paper will review this recent project and provide technical and operational insight into some of the challenges faced in implementing an alternative excavation method in the metalliferous industry.CITATION:Donnelly, C, Ramage, G and Burke, R, 2014. The provision and management of energy in both fuel and electricity forms is an increasingly important consideration for mines. Pressures from communities, governments and markets are increasing towards more transparent and improved energy management. Combined with the energy-water nexus, where water and energy are closely related in the operation of a mine, this emerging business climate means a more thorough and responsible approach is required for the acquisition and use of energy, as well as the release of emissions. Many of the complexities in potential new ore bodies are borne in remote locations, high altitudes, low grades, arid climates and deep deposits. Each of these challenges affects the successful provision of energy. In combination, such challenges can leave an operation seemingly unviable from an energy perspective, especially when approached from a traditional mining energy feasibility lens. This paper discusses some of the energy alternatives currently available and emerging in the mining industry. Both energy supply and demand options are considered, which can provide a very different energy footprint with the flexibility to address, and potentially overcome, major energy challenges for a mine. Benchmark practices in the mining industry include the establishment of Quality Programs — Quality Assurance and Quality Control (QAQC) — to monitor the correct execution of sampling protocols and control each stage of the ‘Sample Cycle’: Sample Collection, Preparation (comminution) and Analysis. QAQC reports commonly include statistical-numerical results that quantify performance of QAQC controls (field duplicates, preparation duplicates, blanks, standards etc). Graphics such as scatter plots, QQ plots, histograms and cumulative frequencies are used to represent the results. Statistical values including relative difference, absolute difference, relative variance, averages, T-test, and Zscores are used to quantitatively express the relationship between duplicate pairs ... but is an effective quality program just a statistical exercise? This paper aims to highlight the concept of ‘Quality Management’ (QM) as the precursor of continuous monitoring (ideally in real time) of QAQC results on Exploration, Production, Processing and Port samples, determined by trend analysis performed on a time and/or grades basis. Currently, there is a paradigm in the process of quality assurance that if individual data points fall within a predetermined acceptance limit then they are ‘acceptable’ and therefore suitable for informing operational and investment decisions. However, what is stated with respect to QM is that sometimes results found within the acceptance limits can indeed be internally biased, or show material deviations over a period of time, thereby impacting reconciliation results and/or potentially creating discrepancies with the final buyers. QM refers to the proactive detection of these ‘anomalous tendencies’, the approach and communication with the source of the information, the understanding of the reasons that cause the deficiencies, and the generation of agreed action plans to remediate the situation and ensure the consistency of results, in other words: continuous improvement on proactive manners.
