THE new low-alloy high-strength steels are obviously here to stay. With 75 per cent higher yield strength and 50 per cent higher tensile strength than plain carbon structural steel, they permit 20 to 40 per cent weight savings and 10 per cent or more increase in pay load in the con-struction of railroad cars, buses, trucks, and a great variety of material-handling equipment. Their cost is low enough so that the extra cost of the new lighter construction over that with carbon steel offers an attrac-tive self-liquidating investment; in some instances new construction with these low-alloy steels may even be as cheap as with plain carbon steel. A considerable and rapidly growing demand for the low-alloy steels has already sprung up. The many steel compositions that have appeared on the market lately 18,27,28,29,30 to meet this demand would seem to indicate that no single composition is uniquely fitted for the purpose. However, no doubt some compositions are more suitable than others. The purpose of this study was, therefore, to compare the effects of the various alloying elements that might be used in the low-alloy steels in order to choose the metallurgically most logical composition, paying due regard, of course, to the economic aspects involved.

This paper comprises suggestions on certain points rather than a complete survey of the whole subject. In other words, it is a contribution to the kenera1 discussion invited by John Hays Hammond in his paper, presented as a Presidential address at the Chattanooga meeting of the Institute, in October, 1908.1 Mr. Hammond says, in conclusion: "... I am not offering a code, or even an official and representative declaration of principles.. My remarks are intended, and will, I hope, be accepted, simply as a contribution to that discussion of their theme in which every engineer of experience may participate." Such a discussion has been conducted in technical journals, as well as in contributions to the Transuctions of the Institute; and, in the remarks here offered, I shall have occasion to refer the read& to what I have thus published elsewhere, for more extended statements of my views. What Mr. Hammond says about loyalty to employers, the double capacity of the engineer as an employer, the expert witness, commissions on machinery, the statement that most swindling is done by laymen and not by engineers, duty to the investing public, and the engagement of local engineers as colleagues, it is a pleasure to indorse. The purpose of this investigation has been to study one method for making ordinary carbon steel by the powder metallurgy technique. This method con- sists of pressing and subsequently sintering an intimate mixture of iron powder and gaphite in a suitable atmosphere to Produce a steel. Two types of iron Powder have been studied, electrolytic and reduced. The sinkring of mixtures of loose Car-bonyf iron and carbon black for several hours at I000 to 1100 C. (1830' to 2010°F.), followed by forging of the resultant ingots to bars, has been studied by Offermann.' TrailZ has reported on the properties of hydrogen-reduced and electrolytic iron powders, both containing 0.5 per cent carbon. Methods for making steel bodies by powder metallurgy have also been sug- gested by Goetzel13 who recommends the addition of steel powder of well-defined carbon content to pure iron powder, and Volterra,~ who suggests compaction and subsequent sintering of a mixture of steel powder, iron oxide and iron powder. Biological as well as geological research has made very successful use of the qualities that the physicists have detected in radioactive substances. Outstanding examples for the vast new fields opened in this part of the border-land between the disciplines of geology and physics are the "radio thermal geology" [July, 1909, see 1 of "References" at end of paper] and all that is connected with the use of the radioactive disintegration clock for the age-determination of rocks and minerals [2]. In structural geology, not unlike to recent bi-ological uses of radioactive material, their "tracer" properties were helpful. Changes in Radon concentra-tion in soil-air, especially accumulations, led to hidden crevices and fault-zones. High contents of Radon in spring-water gave clues as to the types of rocks they had flowed through [3, 4). One specific application of the small admixtures of radioactive material, however, has only lately found some atten-tion and that is their use in linking beds of sedi-mentary strata otherwise only poorly identified be-cause of the lack of fossils or other characteristic properties. To be useful for this purpose, two con-ditions have to be fulfilled: (1) The amount of radioactive material per unit-weight of rock in a given horizon should be uniform over a large area; (2) this same amount should change fairly rapidly in the vertical succession of layers.

DISCOVERY of large iron ore deposits in New Quebec and Labrador is, undoubtedly, one of the outstanding mining events of the twentieth century. To give an idea of size, the present concession is almost equivalent to a strip a mile wide around the earth at the equator. Importance of this iron ore area can best be appreciated by comparison to the famous Mesabi Range. On Mesabi, the area of favorable rock is 110 miles long and from 1 to 5 miles wide, with a, productive zone about 70 miles long. On the con- cessions the area of favorable rock in the Labrador Trough is 225 miles long and from 10 to 60 miles wide. In Quebec-Labrador, exploration already discloses that the productive zone is 90 miles long, with good chances of being extended at both ends. The Mesabi is covered generally by thick over- burden, and the iron ore deposits were found by T- test-pitting and systematic test-drilling. In Labrador and Quebec, most ore has been developed from a few surface deposits, and when it is considered that at least 95 pct of the area is covered by over- burden, and that there remains thousands of square miles of favorable territory still to be explored, it can be seen that the possibilities for developing additional ore are tremendous.

THE magnesium-aluminum-zinc system contains most of the magnesium-base alloys used commercially, although in practice the ternary, alloys are usually modified by the addition of a small amount [ ] of manganese. Table I contains the magnesium-base commercial sand-casting alloys most widely used throughout the world, together with their typical tensile properties. These alloys may be regarded as a single family of varying aluminum and zinc content, disregarding manganese. A concise means of presenting data for them is by means of iso-property lines plotted on triangular coordinate paper. Constitutional, casting, and mechanical properties are presented in this manner. The data are given with the object of providing reference material, and to aid in the choice of a commercial alloy to serve a particular purpose. Detailed, critical analysis of the commercial alloys has been covered in a previous paper.1 [ ] All alloys reported were made in 15-lb. melts, superheated to 1700°F. for 15 min., cooled to 1400°F. and poured in sand molds. The test bars produced had a ½ in. reduced section and were about 6 in. long. Except for the data represented in Figs. I and 3 the alloys used were of commercial purity and contained 0.1 to 0.2 per cent Mn in addition to the aluminum and zinc. TEN years ago Taggart, Taylor and Ince1 described a workable, convenient apparatus for the measurement of contact angles be-tween cleaved, ground or polished particles and captive bubbles. Wark and Cox2 and Wark and Sutherland3 have done an im-mense amount of experimental work with this apparatus. Their work has had as principal object the determination of "con-tact curves." Contact curves are Cartesian charts in which pH (or some other variable) is plot-ted against quantity of modifying agent. The rectangular area is broken into two or more curvilinear areas separated by the contact curve. The curve indicates that a sharp demarcation exists between condi-tions that bring about sticking of particles to bubbles and conditions that do not pro-duce sticking, The type curve appears in the TRANSACTIONS as Fig. 1, page 248, volume 112. Wark and Cox offer data to show that the contact angle has a value determined by and characteristic of the agent used. Wark and Cox also make the statement that they believe this value is independent of concen-tration (ref. 2a, p. 209), They say: It is suspected that, given sufficient time and provided that there are no disturbing factors. the full ethyl xanthate angle (corresponding to a complete xanthate film) would be obtained in every case where contact occurs.

A KNOWLEDGE of the fundamental principles of locating, sampling, testing and evaluating materials is essential in prospecting for mineral aggregates. In this discussion, mineral aggregates will be considered sand, gravel, crushed stone and slag that are used as materials of con-struction. The quantity of mineral aggregates produced in the United States during the year 1935 for such purposes was roughly 165,000,000 tons, about 60 per cent of which was sand and gravel, 37 per cent crushed stone and 3 per cent crushed slag. The total value of this material was approximately $100,000,000. It is apparent therefore that the prospect-ing for suitable mineral aggregates is of considerable economic importance. In prospecting for mineral aggregates, the methods employed are the same whether the organization is large or small. In the large organiza-tion there may be available geologists for locating sources of supply, a land acquisition department to arrange for the necessary options or permits, engineers to do the sampling, a laboratory for testing, and a board of consulting materials engineers to make the final selection. Even small organizations must follow the same general procedure, though the respon-sibility for the selection of aggregates may rest with one man, who may or may not be an engineer, but who must depend entirely upon his own judgment.

THE first person to investigate intensively the vast field of surface phenomena and capillary effects was the eminent English scientist, Lord Rayleigh (1842-1919), who laid down most of the fundamentals of this subject. This work was greatly amplified by Irving Langmuir,1 who, in connection with research for the General Electric Co., spent 25 years on the study of the surface chemistry of films, finally receiving the Nobel Prize in Chemistry for 1932 in recognition of his work. At present, William Harkins,2 of the University of Chicago, is the world's foremost authority on surface-tension measurement and his independent work, when combined with that of Langmuir, resulted in the orientation con-cept of solubility and surface activity, which is now an important funda-mental in chemistry. The theory laid down by these men was first applied to practical considerations regarding petroleum reservoirs by F. E. Bartell,3 of the University of Michigan, in connection with an American Petroleum Institute research grant. The latest and most advanced application of Bartell's work is contained in an article published in 1935 by Allen Garrison,4 of Rice Institute, in which he relates Bartell's measurements to the ratio of oil to water produced by wells and shows the types of petroleum reservoirs where the effects studied by Bartell are significant. This article is intended as a minor extension of such work.

[Concluding Contribution of Prof. Van Hise to the Discussion of his Paper, and Others on the Same General Subject, presented at the Washington Meeting, February, 1900 (see Ram., xxx., 27, 177, 323, 424, 578) ; also of the contributions of Vogt, De Launay, Beck, Lindgren, Kemp, Rickard, Bain, Keyes, Collins and Adams, presented at the Richmond Meeting, February, 1901, and to be printed in the present volume.] In June, 1900, shortly after my paper was published in the Fransactions, I made a briefer statement* before the Western Society of Engineers covering the same ground, which, in certain respects, is somewhat of an improvement. For instance, instead of using the terms descending and ascending &th reference to the waters resulting in the two concentrations, my modified statement is as follows: " The first concentration of many ore-deposits is the work of a relatively deep water-circulation, while the reconcentration is the result of reactions upon an earlier concentration through the agency of a relatively shallow water-circulation. Commonly the deep water-circulation is lacking in free oxygen, and contains reducing agents, and the shallow water contains free oxygen. FuRnace-men of the present day agree very nearly as to the best cooling-devices for the protection of blast-furnace hearths and boshes, and the best location of the cooling-system in the brick-work for the maintenance of favorable furnacelines throughout the blast. The replaceable bronze and copper plates are practically faultless; and there seems to be no reason why a furnace-hearth and bosh should not be held in good condition, by intelligent management and the use of replaceable plates, for a period several times the length of the average blast of to-day. While furnace-men have taken these .precautions to protect the hearth and bosh beyond the life of the lining, the portion of the lining above the mantle has been partly protected by some and wholly neglected by others. Some would not construct a furnace without mantle-plates, and others would not construct a furnace with them. In most cases, furnace-men have either trusted to Providence or to the bosh-plates for the continuance of favorable working-conditions above the mantle, and the prolongation of the life of the lining; consequently furnaces are constantly blown out for repairs to the lining, or for relining, when the hearth and bosh are in good enough condition to last through another blast. NATURAL petroleum gas occurring in the oil-bearing reservoirs is found to exist either as free gas associated with the oil and/or in solution in the oil. In some virgin fields practically no free gas is encountered under the reservoir conditions of pressure and temperature, although in other fields a considerable section of the ``pay" horizon is occupied by free gas. In other words, a given oil field may or may not have a gas cap before the exploitation takes place. However, when the reservoir pressure is reduced to a point below the critical saturation pressure by withdrawals of fluids from the producing formation, the gas dissolved in the oil inevitably begins to come out of solution and becomes free gas. Under the con-trolled methods of production and drilling, a portion of this gas is pro-duced with the oil to the surface and a portion of it remains within the reservoir to accumulate at higher structural levels toward which it migrates by virtue of its low specific gravity. The rate of growth of a gas cap in a-given structure depends primarily upon the rate of decline in the reservoir pressure. If the rate of pressure decline is rapid, the gas cap likewise will grog rapidly. On the other hand, shrinkage in the gas-cap area was noted in some fields in which reservoir pressures were increasing.

IF IT IS true that Sir Walter Raleigh lost his head for his failure to find gold in the Guianas, the trumped up charge of "treason" might better have been "con-tributory negligence." That systematic investigation and development of the gold-bearing areas of both Dutch and French Guiana have not been accomplished is not due so much to the lack of gold as to the geo-graphical, physical and climatic conditions of the two colonies. The Dutch, as a people, are not prospectors. The French look upon "Cayenne," or French Guiana, as DJOEKA BOATS USED IN RIVER TRANSPORTATION. just what it is: a penal colony, which produces a certain amount of balata, gold and essential oils, all of which can be purchased from the natives with far less physical exertion than they can be secured from the "bush" or jungle. The colonies have had their gold "booms," and dur-ing these periods the production has increased to a considerable amount, but the hardships to be endured in reaching the fields, the cost of transporting tools and supplies, the ever-present fevers, the bite of the "57 varieties" of insects and, lastly but not leastly, the abundance of rum in the seaport towns, dampen the ardor of even the strongest; the production of gold is left to the "pork knocker" or illegal gold digger and to the comparatively few producing "mines."

During 1918, the activities of the United Engineering Society, the Library, the Engineering Foundation, and Engineering Council Were deeply affected by the war and much important war work Was done in our building. The endowment of Engineering Foundation was increased to $300,000 by an additional gift of $100,000 from Ambrose Swasey. By bequest of Dr. James Douglas, the American Institute of Mining Engineers received an endowment of $100,000, the income of which Will be expended in the maintenance of its library (now a part of the joint library). The Library Service Bureau has gained steadily; its business for 1918 amounted to nearly $10,000. Indexing of current engineering literature has been undertaken in conjunction With the Founder Societies and the Index is being printed in their publications. This service has been extended to the Engineering Institute of Canada and the Canadian Mining Institute. The expense is borne by the Societies. In this connection the American Society of Mechanical Engineers has purchased the Engineering Index heretofore published by "Industrial Management." In June the Westinghouse and General' Electric Co. donated to the United Engineering Society their Patent Con¬trol Library of about 8000 volumes. Other noteworthy gifts Were a collection of 370 pieces relating to patent litigations, from Jesse M. Smith, and Dr. William Paul Gerhard's collection on gas engineering, transferred by the American Gas Association.

ALL 32 of the Local Sections of the Institute in the continental United States and practically all of the Divisions as well, had representatives present at the Conferences of Local Section and Division Delegates at the Annual Meeting. Three sessions were held, two on Monday and one on Thursday, both the incoming and outgoing Presidents of the Institute being on hand to con- duct the meetings. H. J. Brown was called to the chair during a portion of the last session, President Fulton having to leave early. Complete minutes of the meetings have ,been sent to all delegates. In general, the Local Sections appeared, from their reports, to have risen to the wartime demands made upon them with their usual resourcefulness. Apparently more difficulty has arisen in the last year in arranging attractive programs and securing acceptable speakers, this being perhaps attributable to the fact that most technical men have been extremely busy. Careful planning ahead .has usually brought good results, however. Another wartime difficulty has been the matter of transportation to meetings, gasoline rationing and congestion on the railroads and buses being a handicap to attendance. Sharing cars has proved practical as a method of meeting this issue, this again requiring planning. Suitable meeting places and a supply of food have been another difficulty for some local groups.

1st. THE fine iron ore is mixed with a sufficient proportion of fine coking coal, and is coked in any of the ordinary methods for making coke. The effect of this is to convert the iron oxide into sponge in such a shape that the usual trouble of oxidation is avoided. 2d. The resulting mixture of coke and sponge is melted down in an ordinary cupola, the coke furnishing more than sufficient fuel for that purpose. I may briefly point out here that in the first place the iron is sponged, and this sponge, as is well known, contain-, no phosphorus or silicon when the reduction takes place at a low temperature; and in the second place this sponge is melted down in a cupola in which there is no zone of reduction for phosphorus or silicon, and that con¬sequently the resulting iron should be free from both of these impu¬rities. 3d. The liquid sponge, now carburized, is run into an open-hearth furnace, where the requisite degree of hardness or softness is obtained by adding some of the fine ore, and the usual dose of ferronmanganose. I have merely given above the rough outlines of the process, but it is my intention, as early as possible, to bring the process more fully before the Institute.

An Interstate Mining Commission organized in Raleigh, N. C., on April 27 still has no offices, no budget and only four members, but it could spell the beginning of the end for the state-to-state environmental control variations that have lately been con- founding the mining industry. Established by Kentucky, North Carolina, Oklahoma and Pennsylvania, the new organization is committed to protecting land, water and other resources through improved strip and other mining practices. In pursuit of this end, it has broad authority to study all mining activities affecting the environment and to recommend improvements in mining practices and in laws regulating the mining industry. The Startup The Commission was created under an interstate Mining Compact enacted in the 1960's by the legislatures of the four member states. According to the rules of this Compact, the Commissioners in the new organization are, ex officio, the governors of the member states-namely, Chairman Louie B. Nunn (Ky.), Vice Chairman Robert W. Scott (N.C.), David Hall (Okla.) and Milton J. Shapp (Pa.). Each Commissioner, however, must appoint an advisory body to counsel him in matters relating to Commission business and delegate one member of this body to act as his alternate. Each advisory body must include representatives of mining, conservation and other public and private interests.
