WE face the postwar problem of the use of minerals as sanctions to control the armament and the re-armament of the Axis powers at the source, minerals being the raw material of armaments. That is the subject of today's discussion. It is one thing to talk about controlling minerals in the interest of rearmament, and it is another thing to put any such ideas into effect. A provision for min- eral sanctions-not by that name but under broader terms-was contained in Article 16 of the League of Nations, and an attempt was made to apply min- eral sanctions when Italy cut loose in Africa. That was a failure because the plan was badly thought out. They did not have the right minerals included in the list. Also, they did not have the machinery set up at all. Somebody said to the League of Nations: Let's apply the sanction, and it was assumed that that was all that was necessary. It turned out to be a rather sad perfor- mance. However, that certainly cannot be taken as an example of what will happen if a properly thought-out pro- gram is adopted.

This investigation was concerned with the aluminum-oxide particle dispersions, the mechanical properties, and the re-c,uystallization characteristics of some internally oxidized copper-aluminum alloys. Obserued hardness vaviations are in agreement with variations in oxide particle size revealed by electron metallographic studies. The increase in yield strength caused by internal oxidation is quite sensitive to matrix grain size and is accompanied by a loss of ductility, particularly at higher temperatures. Elevated temperature ductility is con-side,vably improved if major grain reorientation is accomplished by ve recrystallization prior to testing. The oxide particles offer a considerable restraint to softening during annealing after cold deformation. THE diffusion of oxygen under appropriate conditions into a suitable alloy causes solute oxide particles to be precipitated at an inward moving interface.1,2 Previous work has shown that the hardness

MORE than 70 igneous pipes and dikes are known to occur in Cambrian sediments throughout an approximately circular area of about 75 sq miles in southwestern Ste. Genevieve County and southeastern St. Francois County, Mo., across the southern portion of the Farmington anticline, which is outlined in fig. 1. From evidence obtained from fossil fragments taken from some of the intrusive, and from the similarity in composition of the more basic intrusives to those of known age in surrounding states, these pipes and dikes are believed to be at least post-Devonian and probably Cretaceous in age. As first postulated by Rust, these intrusives are believed to represent explosion tubes, or diatremes, punched through great thicknesses of solid rock by gaseous pressure. The particular intrusive studied is located about 1 mile north of the small town of Avon at an elevation of 880 ft in the EM SES NE% of sec. 2, T. 35N, R. 7E. Outcrop is through the Bonneterre dolomite in two separated exposures. The larger outcrop extends east and west for about 50 ft along a tributary in a small ravine (fig. 2). The smaller exposure occurs as a few scattered patches over an area 20 ft square about 100 ft to the north. The area between the exposures is covered, but scattered patches of the Bonneterre dolomite outcrop throughout the area surrounding the diatreme. Where exposed, contact relations show the surrounding dolomite to be shattered and metamor- phosed to a fine-grained rock for a distance of 15 to 20 ft from the intrusive. The igneous rock occurs as a dark greenish-gray porphyry near the center of the diatreme and as a fine-grained, greenish-gray material containing lapilli and metamorphosed fragments of dolomite near the contact with the country rock. The most abundant original mineral of the porphyritic rock is olivine now largely serpentinized as the result of extensive hydrothermal alteration at time of emplacement. Progress in Butte has always been marked by changes which have not only altered the physical appearance of the city, but have also greatly affected the manner and means of mining. The innovation of the Berkeley pit is an example of the former, and the introduction of blockcaving at the Kelley mine is an example of the latter. Now the camp is on the brink of another change which won't be visible on surface but will have an important impact on future underground operations. This change is known as the Deep Level Plan and has been under study for the better part of five years. In this plan all ore from the deep level mines (Mountain Con, Steward, Leonard and Belmont) will be hauled on two haulage levels, at depth, to the Kelley mine and there hoisted to surface.

The primary purpose of the Institute is to advance the technologic and engineer-. in- arts embraced by it through inter¬change of knowledge. This can best be clone by the presentation and discussion of technical papers by its members. Short " practical papers are especially welcome. The maximum segregation, as a function of alloy composition, is calculated for the aluminum-zinc system using the theory of inverse segregation based on the mechanism of volume contraction and interdendritic flow. The results show good agreement with experiments on aluminum-zinc ingots. The significance of the mass calculations of the segregation theory in discussing the metallography of the cast aluminum-zinc alloys is considered. THE occurrence of inverse segregation in rapidly cooled castings has been reported on previously by various authors, and several theories have been proposed to explain this phenomenon. It is now generally accepted that the mechanism of inverse segregation involves volume contraction on solidification followed by interdendritic flow of enriched residual liquid to the contraction volumes. This increases the concentration of the lower-melting-point constituents in regions of first solidification to above the mean concentration, which is con-

The income of the Institute is derived mainly from dues, advertising in MINING AND METALLURGY and sale of publications. These sources are fortunately supplemented by the interest from invested funds now amounting to over $500,000, a considerable portion con- stituting endowments for especial purpose?s. Aside from the medal funds the principal endowments are the James Douglas Fund for support of the Library, the Rocky Mountain Fund and the Seeley W. Mudd Memorial Fund. The income from the two last named is available for the support of research and a variety of other purposes. It is allocated by the Board of Directors upon recommendation of standing committees in each case. An active effort is being made to increase the endowments of the Institute, it being felt that unusual opportunities exist for research and public and professional service through the organization.

THIS paper reports a study of the reactivity of 950°F and 1650°F cokes as measured by relative rates of reduction of iron oxides at temperatures up to 2200°F. Previous work cited shows general acceptance of the theory that reduction by carbon is a gaseous reaction, and that kind and character of carbon as well as particle size have measurable effect on the velocity of reaction. As will be shown, the data obtained in this study con firm those conclusions. The work was not designed to examine iron oxide reduction equilibrium, but if reaction velocity be defined as the speed with which "a reaction tends to approach conditions of equilibrium," the data here presented may be considered as a study of reaction rates, and the relative degree of reduction to metallic iron as the measure of reactivity.

Subsidence has occurred in several areas of the upper Gulf Coast region of Texas, although in most cases this is not evident without precise instrumental leveling. As referred to in this report, the region com- prises about 7200 sq miles of the Gulf Coastal Plain and includes all or parts of the following counties: Harris, Fort Bend, Waller, Brazoria, Galveston, Liberty, Chambers, Orange, and Jefferson (Fig. 1 ). Topographic relief is low, ranging from sea level at the Gulf of Mexico to 300 ft or more in northwestern Harris County.

THE Kinta valley in the State of Perak, one of the largest of the Federated Malay States, is probably at the present time the richest alluvial tin-district in the world, Perak producing from 20,000 to 25,000 tons of tin annually, and the Kiuta valley being the chief producer. The valley runs approximately north and south, and is 30 miles long by 12 wide. It is very flat, the mountain-ranges on either side rising abruptly from the plain, that on the east being the great Central range of the peninsula, and that on the west a subsidiary range marked " Kledang " on the map, Fig. 1. The valley is drained by the Kinta river, which rises in the eastern mountain range and flows south to join the Perak river, being joined by numerous streams from both mountain-ranges. The rain-fall is heavy, averaging annually about 90 in. The whole country is covered with dense jungle, except where it has been cleared for mining-operations and a small amount of cultivation. Mining villages are scattered throughout the valley, the chief towns being Kampar, Batu Gajah, Lahat and Ipoh, the latter being the center of the mining-operations. An ideal section of the main geological features of the Kinta valley is given in Fig. 2. The valley is composed of a highly crystalline limestone, usually white in color, sometimes gray; in fact, it may be called marble. It is always highly inclined and often contorted, and in some places is interbedded with shale. On the east side of the valley, near its contact with the granite, it forms a remarkable series of limestone cliffs, which rise in some cases as high as 2,000 ft. above the level of the limestone in the valley. BEFORE discussing this subject it is necessary to define somewhat the meaning of the tern metallurgical.. When I was a student at M. I. T. ore-dressing was not thought of as metallurgy in any sense of the word, but it was considered as more closely allied to mining, enabling the miner to market an otherwise unmarketable product, or at least to market it to better advantage. Progress in ore-dressing has gradually allied it more closely with smelting, for at present the raw material received by the smelter is predominantly concentrates and smelting practice has been profoundly affected by the products of the concentrating mill. It is not surprising therefore that in many schools ore-dressing is frankly considered as metallurgy and although there may be some dissenting opinions it will be considered as such in this discussion. Twenty-five years ago at M. I. T. metallography was taught in a few optional lectures. This subject has developed rapidly and been expanded into the new and increasingly important field of physical metallurgy. To many metallurgists the -term metallurgy means only physical metallurgy. THE importance of the Donets coal field (the Donbas) to the national economy of the Soviet Union is well known. Great as was the significance of this tremendous deposit of coal in prewar days it is destined to become an even greater factor in the economic life of the country now that the tremendous havoc wrought by the Germans is being remedied. Since the war began, new coal fields have been extended; for example output of the Moscow and Karaganda (Kazakhstan) fields has become considerably larger while new mines are producing coal in several parts of Uzbekistan and Kirghizia. The huge West Siberian coal field, the Kuznetsk Basin, is producing more coal than ever before to supply the industries of that region and of the Urals. But so great has been the development of industry to meet war needs, especially in those districts of the Soviet Union that lie to the East of the Urals, that the coal obtained, eked out by such locally-won fuels as peat and wood, is still barely sufficient to meet industrial requirements. The main burden of the coal supply for the restored industries of the West, therefore, will fall on the Donbas.

Jackling was born at Hudson, Mo., on Aug. 1.4, 1869. He was the only child of Daniel Jackling, born in England of English parents, and Lydia Jane (Dunn) Jackling, born in the United States, but of Scottish ancestry. His father died a few months after he was born, and he lost his mother less than two years later. The orphan boy was adopted by his aunt. MUCH has been said and written about deep mine shafts and deep drill holes as man in his search for mineral wealth digs deeper into the earth's crust. Each year some new extra depth is heralded as a record, but with unlimited possibilities of going still deeper. In contrast to "digging deep," "mining high" is limited by the height of the mountains (Mt. Everest being the maximum with its 29,000-ft. elevation) and also by the extent of human endurance. An ex- ample of what might be called near- stratosphere mining in what is probably the highest mine worked by compressed air in the world is seen in a recent project in the Andes mountains of southwestern Bolivia.

FOR the proper understanding of the inclusion of certain elements in this review it seems necessary to state the meaning of "rare metals." Certain elements occur in deposits limited in extent or concentration, so that the extraction of the element in relation to market conditions becomes uneconomical. Others may occur in extensive and rich deposits but the reduction of the metal may be difficult and costly. Both these conditions effect the same result, namely, make the metal rare and costly. As an example of the first kind may be mentioned radium and of the second, calcium.
