The mode of fatigue failure was found to be a function of colutrre jp-actiotz and was also noted to be controlled by the relative fatigue and strength characlerislics of the matrix and reinforcemenl. THE advantages to be gained by suitably incorporating high-strength filaments or whiskers into metallic matrices are well-recognized.' To date emphasis has been placed on the experimental determination of tensile strengths and elastic moduli of metal matrix composites measured parallel to unidirectionally aligned filaments. Several attempts have been made to relate experimentally measured tensile properties to theoretical values calculated from the properties of the components on the basis of the relatively simple "rule of mixtures" analysis. However, relatively few data have been reported in the literature on the fatigue behavior and mechanism of fatigue failure of metal matrix composites. In a study of fatigue crack propagation in aluminum plus steel wires and aluminum plus tungsten wires, Forsyth et a1.2 found that the incorporation of small numbers of filaments suitably dispersed were capable of substantially reducing the rate of fatigue crack propagation. For this purpose, the strength of the filaments appeared to be more important than the aspect ratio and the authors reported that parallel filaments were not the most favorable orientation for increased strength. In a basic study of the fiber reinforcement of metals, Williams and 0'brien3 report preliminary results which indicate a considerable improvement in fatigue strength in reversed bending fatigue of a steel wire-reinforced aluminum alloy composite. In a study of the influence of interfacial bonding on fatigue behavior, Baker4 has also reported improved fatigue properties in stainless steel-reinforced aluminum composites. In contrast, Ham and place5 report that, although tensile properties are improved greatly by filament reinforcement, the reinforcement of copper with continuous, brittle tungsten wires up to 23 vol pct was comparatively ineffective against fatigue. The authors attribute the poor fatigue properties of the composite to fatigue hardening of the matrix at the tips of cracks which can build up stress concentrations sufficiently large to fracture proximate filaments. Baker and cratchley6 failed to find marked improvements in the reversed-bending fatigue properties of silica-reinforced aluminum. The study was complicated by the complex behavior in a composite during the compres-sive half-cycles imposed in this type of loading. This was manifested in the failure of the composites by de-lamination, a contributing factor being the presence of aluminum oxide at the matrix-filament interface. Having obviously cleared the way for fast confirmation by the Senate Interior Committee, the Administration recently named Elburt F. Osborn, vice president of Penn State University, as director of the Bureau of Mines. Interior Committee Chairman Henry M. Jackson (D of Wash.) has moved hearings on the nomination right along, forecasting that they will end in a confirmation. Dr. Osborn not only made a good impression on the Committee, he also made it amply clear that he would be the boss of his job and have right-hand aides to help straighten out conflicts stemming from recently enacted health and safety regulations for miners. Mining engineers in the field hope this clarification can come soon. They are frankly fed up with local, state, regional and national overlapping of restrictions.

Interest in the sink-float plant operated by the Bunker Hill and Sullivan Mining and Concentrating Co. at Kellogg, Idaho, has recently been largely confined to the preparation and reconditioning of the galena medium. The ease and simplicity of these operations in a concentrating mill producing a flotation lead concentrate has occasioned enough comment to possibly justify a brief description. The subject is treated from an operator's viewpoint only; no effort is made to discuss it in a theoretical or technical manner. Plant at Bunker Hill The sink-float plant was first operated in December 1941. It was built for the purpose of quickly increasing mill capacity with a minimum of equipment. It is the Huntington-Heberlein sink and float process using galena medium and is operated under license from the Sink and Float Corporation, New York city. Lead-zinc ore from the Bunker Hill mine is crushed to pass a 1¼ in, screen and is then washed and separated on vibrating screens having 4½-mm. round-hole punched plates. The screen under-size, amounting to 33 per cent of the mill feed, is dewatered and sent to the ball-mill feed bins. The screen oversize goes to the sink-float plant, where 50 per cent of the oversize, or 33 per cent of the mill feed, is float, which is washed free of medium and disposed of as a tailing. The remaining 33 per cent is sink, which, after washing, is crushed to pass 36 in. and joins the under-size in the ball-mill feed bins. The normal plant capacity is 1700 tons per 24 hr. About 1.7 per cent of the total lead and 3.3 per cent of the total zinc in the feed is lost with the sink-float tailings (Table I). More complete descriptions of the H. H. process and Bunker Hill sink-float plant are given in several recent articles, listed at the end of the paper. Preparation OF Medium at Bunker Hill New medium is made intermittently as needed, usually 12 hr. in each 6 days. A small portion of the current mill flotation concentrate is diverted from the lead cleaner cells to a I-in. vertical sand pump and pumped to a two-cell 36-in. Public Law 95-87, the Surface Mining Control and Reclamation Act of 1977 (SMCRA), Section 516 (b), requires the underground coal mining operator to "adopt measures consistent with known technology in order to prevent subsidence cawing material damage to the extent technologically and economically feasible, maximize mine stability, and maintain the value and reasonably foreseeable we of such surface lands, except in those instances where the mining technology wed requires planned subsidence in a predictable and controlled manner.. . ." Congress also directed the Secretary of the Interior to promulgate regulations to implement the law. As a result, the control of subsidence from underground coal mining to minimize surface damage has become the mandate of a federal law. This paper discusses the mechanics of subsidence and the effects of subsidence on ground features. This paper also summarizes some measures used to minimize the possibility of damage to structures as a result of subsidence due to underground coal mining.

A graphical technique by which the operating points for a two-fan ventilation system can be represented as the intersection of the modified fan curves is described. In constructing the diagram, the air quantities associated with the fans are considered to be independent variables and used as the axes of a rectangular coordinate system. The diagram may include, in addition to the modified fan curves, contour lines for resistances, pressures, and air powers. Procedures for drawing the diagram are discussed and illustrated with an example of the ventilation system.

A study of the literature shows that the greater part of research work on annealing of cold-worked iron has been for the purpose of studying the effect on grain-size and properties other than hardness. No reference has been found of experimental work of the same nature as that explained in this short paper. The material used throughout was Vismera iron, an iron containing 0.03 carbon and made several years ago by the Inland Steel Co. One-half inch stock was cut into cylinders % in. long. The OPEC oil embargo and the subsequent higher prices for oil have drawn public attention to the critical problems associated with security of supply of oil and other key industrial materials, especially nonfuel minerals. This concern has stimulated the interest of decisionmakers in analyzing policy options to cope with the emergency situations resulting from a sudden foreign- induced supply interruption or a cartel price increase. Several policy options are available to counteract foreign-initiated embargoes or cartel price actions. The type of response will differ depending on the commodity action intiated. A mathematical model that measures the impact of foreign-induced commodity actions on the domestic economy is formulated. The paper also presents a computer method that can be used to determine the optimum policy response to counteract such actions.

ALTHOUGH many elements reduce the tendency to porosity in steel castings, manganese, silicon, aluminum, calcium, titanium and zirconium appear to be most generally suitable for the purpose. The manganese and silicon contents are usually maintained in a fairly constant range. Sili-con-killed castings often are made to be sound with little or no addition of the stronger degasifiers. In many cases, however, it is more practical to utilize the stronger degasifying elements, aluminum, calcium, titanium and zirconium. Since they greatly modify the composition, shape, and distribution of the nonmetallic inclusions, and thereby the ductility, the strong deoxidizers must be used in such a way as to form the least harmful types of inclusions. As the reasons for failure always to obtain good results have not been obvious, an effort has been made to determine the mechanism of solidification of steels deoxidized to produce certain types of inclusions. Diagrams representing the mechanism of their formation have been constructed from the appearance of the nonmetallic con-stituents and have not only illustrated the limiting features of specific deoxidizing treatments with respect to inclusion formation and ductility, but have also indicated a relation between inclusions and resistance to hot tearing. Three different types of deoxidation treatment have been used for obtaining sound castings with relatively high ductility. The first method is to make and cast the steel under such conditions that deoxidation with silicon and a small addition of a strong deoxidizer assures soundness. The effective addition that will promote soundness without causing the formation of intergranular inclusions varies with the furnace practice and composition, but may be limited to about 0.025 per cent Al, Zr or Ti. Up to 0.10 per cent Ca and 0.15 per cent V are also used for this purpose. The inclusions in these steels are characteristically glassy silicates and round or irregular sulphides. FOR many years the treatment of mine timbers with preservatives was confined to a few pioneer plants in the United States, and it is only in the past few years that the practice has grown appreciably. In a field study of the mine timber situation in Illinois, Pennsylvania, and further study of the situation in the country as a whole, I found that most mine operators did not keep records on mine timber that would afford the necessary data for determining the possible savings from preservative treatment. Some primary questions the mining engineer should be able to answer before making his decision on preservative treatment. for a particular mine are: (1) Quantity and cost of timber going into permanent workings annually; (2) quantity and cost of annual replacements due to decay; (3) life of untreated timber in different places; (4) desired life of timber. With the necessary facts in hand, he can then con-fidently select a method of treatment and preservative that is best suited to his needs. In former years when timber was cheap and an abundant supply could be had close at hand, as was the case in the majority of mining regions, the mine op-erator did not concern himself much except to see that enough was supplied to keep the workings safe. The cost figure for timber and labor, distributed to cost per ton of ore, was all the bookkeeping necessary. With present costs of timber, labor, and increasing length of haul to the mine, many operators are paying closer attention to timbering costs and studying them in. more detail. Some of the larger and more progressive opera-tions now keep detailed' figures that give information on all phases of their timber problems. THROUGH the courtesy of the Southern Appala-chian Coal Operators' Association, a joint meeting of the Southern Appalachian Efficiency Associa-tion and local members of the A. I. M. E. and A. S. M. E. was held at Knoxville, Tenn., on Nov. 12. In introduc-ing the subject and stating the object of the meeting, H. Foster Bain, speaking for the. Institute members, said "Shoveling coal is the largest job of hand labor re-maining in this country, with the exception of the mis-cellaneous work on the farms, and even there nearly all the big jobs are now performed with the help of machines. The men in the coal mines, by hand labor, dig, each year, more cubic yards than were taken out of the Panama Canal. It has been a natural ambition of engineers, operators and men alike to follow here the characteristic lead of American industry and to substi-tute as far as possible the work of machines for the work of men; to promote the latter to the position of con-trolling and directing mechanical power rather than being themselves the machines that lift the coal from the floor of the room into the mine car. "Handling materials is one of the regular jobs of mechanical engineers, and the American Society of Me-chanical Engineers maintains a Materials Handling Division for discussion of the technical problems con-cerned. Having in mind the excellent results that had flowed from application of mechanical power and de-vices to these problems in factories, port terminals, warehouses, and other above-ground plants, the Me-chanical Engineers began to consider the possibility of introducing similar methods underground. Individual-ly, many were called upon to design, erect and operate machines for such use and at once they found them-selves faced by many novel conditions and difficulties. The Division thereupon planned a general meeting in New York in March, 1926, for consideration of problems and progress in this field. EQUILIBRIA in the reactions between gases and liquid metals have been the subject of many interesting investigations. The experimental realization of true equilibrium, however, is questionable in certain cases due to the lack of conclusive studies in reaction rates. It -will be shown here that a systematic interpretation of rate studies with the analysis of prevailing experimental conditions leads to valuable practical information. The reactions of particular interest are: H2(g) +S(inFe) - H2S(g) [1] H2(g) +O (inFe) =H2O(g) [21 2H2(g) + SiO2(s) = 2H2O(g) + - (inFe) [3] The usual and perhaps the most convenient method of investigation may be illustrated with reaction 1. A stream of gas mixture consisting of H2 + H2S is passed over or bubbled through the liquid metal at constant temperature. The ratio of H2S/H2 in the entrant mixture is fixed in each experimental run, and, therefore, the composition of melt varies until the establishment of equilibrium. The purpose of this paper is to derive a formula expressing the minimum time required for the establishment of equilibrium and to compare the calculated values from such a formula with the available data. Equations Reaction 1 is used for the purpose of illustrating the derivation. Let E represent the equilibrium and X the nonequilibrium sulphur in weight percent at any time t in minutes. For the sake of simplicity, it is first assumed that E > X although the results are of general applicability without restriction. It has been shown by Morris and Williams' that within a difference of 1 pct S or less, i.e., E-X5 1.00, the value of K'1 = Ph2s/Ph2.S% is very nearly constant. The maximum ratio of available Ph2s/Ph2 = H,S/H,, from which sulphur can be absorbed by metal, is equal to H2S/H2 in equilibrium with E (which equals H2S/H2 in the entrant gas), minus H,S/H, in equilibrium with X. Thus: Available H2S/H2 = EK'1 - XK'1 [4] Eq. 4 expresses that sulphur can be absorbed by metal from the H2S/H2 in the entrant gas until the gas leaving the metal assumes a value of H2S/H2 which is in equilibrium with the dissolved sulphur X at that time. H,S constitutes up to approximately 1 pct of the gas mixture. Its disassociation into H2 and SL is about 1 pct at 1600°C, hence, the H2S/H2 impinging on the surface of metal is very close to that in the entrant gas. The combustion of coal in fuel beds has been practiced as an art for many years; during the last 2 7 years a scientific approach to this subject has contributed a small amount of fundamental data. The subject is a very controversial one. Opinions regarding the performance of the same coal used in the same equipment in different plants may vary from "the best coal ever used in the plant" to "the worst coal ever tired." These opinions can all be true, owing to the various conditions under which the coal was used. Because of these differences, an attempt will be made in this paper to discuss coal facts and coal characteristics as related to the use phenomena observed during the art of firing coal in fuel beds for many years. The work of Kreisinger1 and his associates in the 1,'. S. Bureau of Mines, reported in 1916, was the first scientific attempt I know of to obtain factual data explaining the mechanism of combustion of fuel beds. They gave a chart showing an ignited fuel bed. The air passing up through the fuel bed first combined with the fuel by a reaction resulting in the complete combustion of carbon to CO2, which combined with the carbon in higher levels of the fuel bed to form CO with the absorption of heat. The fundamental facts produced in those experiments proved of much value and checked with practical experiences with hand-fired fuel beds. Hand firing was the prevailing method of stoking coal at that time. The order in which these reactions occur, as shown by Kreisinger and his associates, has been amply confirmed by repetition of this work with different fuels both her? and abroad. These experiments also showed that under their conditions the rate of burning was proportional to the air flow. These data were of practical value to a fireman and were accepted as generally true in all fuel beds. In later years many observations by myself in fuel beds of underfeed stokers and other thick fuel beds such as gas producers, where channeling. increase of particle size, or both, occur. indicated that, instead of the horizontal layers we had thought were present, perhaps the layers were vertical or irregular. Later investigations in fuel beds made by Mayers2 and Barnes3 indicated that the burning takes place in some instances along the surfaces of vertical or irregular channels or cracks in the fuel bed and that under these conditions a reaction occurs that differs from that in the old horizontal-layered handfired fuel beds. Examining the data in Kreisinger'sl experiments, and the information in different charts with different fuels, different retort positions and air admissions of Barnes3 and the gas analysis arid isotherms of Mayers,2 one can check experience observation and come to a conclusion that as particle size of the fuel increases with other conditions the same, the maximum CO2 and temperature

Development work in mines of St. Joseph Lead Co., Southeast Missouri, using trackless loading equipment shows definite advantages: Speed of cleaning, ability to work on steep grades and sharp crosscuts, good later tracking conditions, and possibility of wasting rock in old abandoned stopes.

Spencer Gulf takes off from the Great Australian Bight cutting a 200 mile deep wedge of water into the South Australia coastline. A pale winter sun shines yellowly on the choppy surface of this body of water which is progressively more salty as it approaches Port Augusta at the head of the Gulf. Once Port Augusta thrived as a grain port and the speedy clipper ships began or ended their legendary races there. On the eastern shores of Spencer Gulf, farm land spreads away from the water's edge. The western side of the gulf meets marginal grazing land of acacia tree and salt bush. Part way down the gulf, there are two industrial towns facing each other from opposite shores; Port Pirie on the east and Whyalla on the west. These towns are like half brothers, the common parent being the founders of Broken Hill Pty. Ltd., (BHP) who began lead smelting at Port Pirie and discovered iron ore near Whyalla needed for the lead smelting process. The iron deposits later became the inspiration for BHP's iron and steel business.

The differentiation of oxidized forms of lead from lead sulphide in complex products by chemical analysis is of considerable importance to certain mining and metallurgical companies. A method for the separation of "oxide" lead, (non-sulphide), from sulphide lead, based on the solubility of the former and virtual insolubility of the latter in concentrated ammonium acetate solution, has been employed for many years in the industry.1,2 Unfortunately this solvent, while satisfactory for lead sulphate and carbonate, is without action on lead phosphates or vanadates, with the result that at .Rhodesia Broken Hill Development Co. where these latter minerals are present, they have counted as sulphides when using this procedure. For the control of operations in the new concentrator it became necessary to have a closer check on sulphide lead than could be obtained by the only current method of differentiating this constituent from oxidized lead. For some time this problem has engaged our attention, and after a large number of solvents had been tried, the following procedure was evolved. Like all methods depending on selective solution in a com- plex material, it will not give 100 pct separation into oxide and sulphide portions. Because of the ease of oxidation of galena this is almost an impossibility. Our procedure will, however, give a recovery of 99-100 pct of the oxidized lead, contaminated with very small quantities of lead sulphide, and a corresponding recovery of 97-98 pct of the sulphide lead. The procedure is simple and reproducible, and gives results quite .satisfactory for routine control purposes. Experimental For this work standard samples of the following pure lead minerals were obtained from Broken Hill, Northern Rhodesia. These were hand-picked specimens, and were carefully ground to —200 mesh. Since it was realized that a fair-sized sample would be necessary for this work to thoroughly test the large number of procedures we had in mind, a compromise had to be effected between a few grams of very pure minerals and a large sample of lower grade material. For this work the presence of gangue was not deleterious, so long as the oxide lead minerals did not contain lead sulphide, and vice versa. Table I shows the lead minerals used, and their total lead content, both theoretical and actual. Apart from the pyro-morphite the minerals are seen by analysis to be quite pure. FOR the second time the Mineral Industry Education Division opened the sessions at the Annual Meeting by gathering at the Engineering Woman's Club, Sunday at 3 p. in., and, in spite of the informality of the hour, with a good attendance of representative men in the educational field. The chairman of the Division, Thomas T. Read, after briefly reviewing some of the more significant events of the past year, introduced H. P. Hammond, professor of civil engineering, Brooklyn Polytechnic Institute, a leading figure in the project of the Engineers' Council for Professional Development for accrediting engineering schools. Prof. Hammond made it clear that the project is not to rate engineering schools but to accredit them; not to arrange them in order of excellence, but to segregate them into two groups, those that are entitled to recognition as genuine engineering schools, and those that are not. About thirty schools in the whole country will presumably fall into the latter class; they are typified by an unnamed institution where the teacher of mathematics bears the title of Professor of Civil Engineering and the man who teaches chemistry that of Professor of Chemical Engineering, and having no engineering instruction except some elementary surveying, but still claiming in its catalogue to be an engineering college. While everyone would like to avoid the necessity of accrediting engineering colleges, it cannot be avoided, since the University of the State of New York, and several other agencies, are already doing it. If it cannot be avoided it is best that it should be done by a qualified agency set up by the national engineering societies, so that the results may command respect and general acceptance. It is for this reason, and this alone, that the accrediting committee of the E. C. P. D. has been set up. It is now ready to begin its task, and during-the coming year it will accredit the schools in two of the seven geographical districts into which the country has been divided, beginning with New England and the Mid-Atlantic States.

The mineral mica, which has been known to man since ancient times, has played an impor¬tant role in the development of our modern industry. In the latter part of the 19th century sheet mica began finding use as a dielectric insulating material in the newly developing electrical industry. Later, when modern elec¬tronics began to develop, it became a vital insulating and dielectric material for use in electronic equipment. Both the electrical and electronic industries were greatly dependent on some form of natural mica. The manufacture of electric motors of varying sizes, electronic tubes, and other electronic items was dependent on an adequate supply of sheet mica. During World War II this material was so vital to national defense that special efforts were made to mine it in the United States as well as to obtain it from overseas mica-producing areas. However, advancing technology has successfully begun the progressive development of man-made mica-based and non-mica-based materials that can replace mica for many uses. In addition, developing technology has dictated changes that have made sheet mica unnecessary for some uses. As the demand for sheet mica declined, the demand for scrap and flake mica has continued to increase. In fact, today the domestic production and use of scrap and flake mica far outshadows the necessity for good¬quality sheet mica in this country. Historically the United States has always been dependent on foreign sources of material for good-quality sheet mica and imports practically its entire requirement. In the case of scrap and flake mica, the United States is the dominant world producer and consumer. End Uses Sheet mica (Chowdhury, 1941; Rajgarhia, 1951; Skow, 1962) is available in many com¬mercial forms, but these forms can be broadly classified into manufactured and unmanufac¬tured mica. Manufactured mica consists of mica that has been shaped, punched, or other¬wise processed into some form, suitable for a particular end use. Unmanufactured mica con¬sists of partially hand-trimmed or processed material that has not been prepared for any particular end use. Unmanufactured mica is broken into two commercial classes consisting of sheet mica and scrap and flake mica. These classes of mica differ greatly in their ultimate end uses and marketed forms. Sheet muscovite mica can be classified by color, degree of prep¬aration of the crude material, thickness, size, visual appearance, and electrical quality. In addition, phlogopite mica is also classified by its thermal stability. Scrap and flake mica consist of mine, trimming shop, and factory scrap that occurs as remnants from mining, processing, and manufacturing operations, and small particle size mica that is available from the beneficiation of pegmatites, clays, schists, or other mica-rich host rock. The end uses for sheet mica vary so greatly from those of scrap and flake mica that it is necessary to discuss them separately. Sheet Mica Sheet mica consists of relatively flat sheets of material which have been mined as naturally occurring books or runs of mica. These sheets are hand-trimmed to remove any imperfections and are punched or stamped into specified shapes for industrial use. Sheet mica can be further processed and is described or specified as block, film, or splittings based on thickness. Block mica is not less than 0.007 in. thick with a minimum usable cross-sectional area of 1 sq in. Film mica is split from the better quali¬ties of block mica to specified thickness groups ranging from 0.0012 to 0.004 in. D R. CHARLES W. ELIOT, the great educator and philosopher-he of the five-foot book shelf-recently gave expression to a thought I had long been cherishing as a private opinion, when he said: "It is obvious that standardization has become a dangerous adversary of progress in both education and industry." This idea must have been more widespread than either of us knew, for some five years ago a writer of verse for one of the comic papers dealt with it at great length. I will quote only a few of his stanzas to illustrate his understanding of "A Standardized Existence" : A visitor at large, I stand Beneath a standard sky- Where everything is standardized To please the standard eye. Each tree is of a standard height, Each building is the same; Each man is uniform in height, And has a standard name. Above there is a standard star Beside a standard cloud, And a standard weather here prevails To please a standard crowd. With standard joy, and standard gain, The standard people live; And if there is one bit of pain T?is such as standards give.
