This paper reviews the history of environmental assessment in New Zealand with reference to mineral developments. Emphasis is given to larger more controversial projects particularly metal mines. The changing role and application of the Environmental Protection and Enhancement Procedures is examined in the context of changes in the government's environmental administration and the response of the Ministry of Energy's resource allocation group. Conclusions are drawn on the effectiveness of the present environmental assessment activities and on the allocation of administration of priorities in the Ministry. The Ministry of Energy has effectively ceased to exist.

In the presence of oxygen, galena is oxidized in an aqueous medium containing ammonium acetate in accordance with the following reaction: PbS + 1/2 0, + 2 NH~Ac -» PbAc, + So + 2 NH: + H2O. This reaction was studied in an autoclave under oxygen pressure by polarographic measurement of the concentration of lead ion in solution. Oxidation rate is parabolic. The reaction products are lead acetote and elemental sulfur, the latter forming a film on the galena crystal. Reaction kinetics appear to be determined by the diffusion of lead from the galena phase to the solution interface through the film of sulfur. RECENT applications of pressure leaching on a commercial scale have emphasized the metallurgical importance of the oxidation of sulfide minerals in aqueous media by oxygen under pressure. Research experience has shown that sulfates, thio-nates, and metal oxides are the products of humid oxidation of sulfide minerals in basic solutions. The metal oxides may be solubilized in the presence of a complexing ion.' Certain oxide minerals are also amenable to treatment by this type of oxidation.' Several kinetic studies have been made of reactions of this type. Stenhouse' found that pyrite (FeS?) oxidized in a sodium hydroxide solution to produce a soluble sulfate and an insoluble layer of iron oxide and that the kinetics of the reaction were controlled by oxygen diffusion through the oxide layer. Andersen' studied the oxidation of galena (PbS) in a sodium hydroxide solution under oxygen pressure. He found the lead and sulfur to be simultaneously oxidized to produce plum bite ions and sulfate ions, and that the reaction rate was proportional to the surface area of the galena. The kinetics appeared to be determined by the reaction of oxygen and water with the galena surface. In each of the above reactions the metal and sulfur components of the mineral were oxidized simultaneously and at equal rates. In the present study the alkaline medium has been replaced by an approximately neutral solution of ammonium acetate in which lead sulfate is soluble. Under the conditions no sulfate was produced and no sulfur could be detected in the solution. The metal component of the mineral was solubilized and the liberated sulfur remained as a film of elemental sulfur on the surface of the galena crystal. A kinetic study of this reaction was undertaken to establish the kinetic mechanism and to determine the rate controlling step. Specific reaction rates were determined by oxidizing crystals of galena of measured surface areas in an autoclave maintained at the desired temperature and oxygen pressure. The rate of reaction was followed by measuring the concentration of lead in the ammonium acetate solution with a cathode ray polarograph, employing stationary platinum electrodes incorporated in the autoclave. It is delightful to read a technical paper like that of J. E. Johnson, The Effect of High Carbon on the Quality of Charcoal-Iron, presented in October, 1912, at the Cleveland meeting of the American Institute of Mining Engineers.' The clear, simple, and straightforward manner in which he describes his experiments and results makes you feel as if you had been, so to speak, at his elbow during the course of his investigations, while his method of procedure is so rational that you can fairly anticipate each step in the logical sequence of the tests performed. The following notes suggested by Mr. Johnson's paper are presented here in the hope that they may help, if only a mite, towards the final solution of a problem of considerable scientific and industrial importance. Physical Properties of Cast-Iron us. Its Ultimate Composition. Mr. Johnson writes that " an investigation along the lines of consumption showed that different irons have different characters totally independent of their analyses," and he declares that " the presence or absence of these elements [meaning carbon, phosphorus, silicon, and manganese] alone will not account for all, scarcely for a half, of the facts which have long been known." He further tells us that some foundries have " proved, by the most irrefutable tests, that they could take a certain iron of a given analysis and produce certain results," while with " another iron of the same analysis they could not produce these results at all." I feel confident that every experienced and thinking metallurgist will readily believe Mr. Johnson's statements and will share his views in regard to the hopelessness of inferring the

"INTRODUCTION The first paper of this series contained data concerning the behavior of polyhalite (K2S04.MgS04.2CaS04.2H20) upon calcination and subsequent leaching with water at 100° C. It was found that upon heating polyhalite to temperatures between 298 and 500° C. the water of crystallization is driven off, leaving, an amorphous mixture of K2S04, MgS04, and CaS04. Two transition points were located; one at 298° C. which coincides with the vigorous evolution of steam; and one at 551° C. which results in the formation of a hard mass of crystals. The latter probably consist of a solid solution If the compounds langbeinite (K2504, 2MgS04), potassium dicalcium sulphate (K2304. 2CaS04), and anhydrite (CaS04). The heat of decomposition of polyhalite at 298° C. was measured and found to be 66,000 ± 5,000 calories per mol. The optimum temperature of calcination with regard to subsequent extrac¬tion with two parts of water (at "" 0° C.) is 430 to 450° C. for 65 to 100 mesh material, if one half hour at the calcination temperature is allowed. The maximum concentration of K2S04 obtainable in the extraction of calcined polyhalite is 11.4 grams per 100 grams of water. This concentration of K2304 is considerably above the equilibrium value (3.6 g. per 100 L. of H20 at 83° C.) with respect to the solid phases polyhalite, potassium calcium pentasulphate, ¬and anhydrite. The figure 11.4 K. of K2804 per 100 g. of H20 is also somewhat than the equilibrium value (9,65 g. per 100 g, H20) with respect to the solid phases potassium calcium pentasulphate and syngenite."

Train services through the Channel Tunnel linking Britain and France where scheduled to be fully restored in February 2009 following several months of repairs after a major fire in the tunnel on Sept. 11, 2008. A lorry caught fire on a shuttle train carrying heavy goods vehicles bound for France through the 50-km- (31-mile-) long northern tunnel. The fire, that spread to other vehicles, raged for about 16 hours. The extreme temperatures of up to 1,000º C (1,832° F) caused extensive damage to about 600 m (2,000 ft) of the 7.6-m- (25-ft-) diameter tunnel?s concrete lining, approximately 11 km (7 miles) in from the French entrance. The Channel Tunnel operator, Eurotunnel, awarded the repair con-tract, estimated to be between ?50 to 60 million, to a consortium of Freyssinet, Eurovia Travaux Ferroviaires (ETF) and Vinci Energies. Freyssinet was appointed to look after the civil engineering works, while ETF would be responsible for track and overhead wire restoration and Vinci Energies responsible for other equipment. The technique of hydrodemolition, which uses high-pressure water jets to remove concrete from various structures, was specified as the method to remove the fire damaged concrete. Freyssinet subcontracted the concrete removal to the specialist hydrodemolition and industrial cleaning contractor Philip Lasserat.

Two papers dealing with Noranda's milling operations have already been presented. The first1 of these covered the initial metallurgical problems connected with the treatment of the ore, while the second2 described the development of the mill from a 500-ton unit in 1928 to one with a daily capacity of 3000 tons less than six years later. At the time the second paper was written the equipment whirh had been installed to bring the mill capacity up to 3000 tons was being tuned into production and for this reason, though each step had previously been tested by a large-scale pilot operation, it was thought advisable to withhold metallurgical data until any starting-up difficulties had been overcome and anticipated requirements fulfilled. These requirements called for an improvement in gold recovery without any lowering of the previous ratio of concentration, and the pages that follow deal with the methods by which this result was obtained. An idea of the character of Noranda concentrating ore will be gained from an inspection of the following mineralogical analysis of the ore treated by the mill during 1933: MineRal Content Mineral ConteNt Chalcopyrite, per cent..... 6.8 Silica and silicates, per cent............ 18.3 Pyrite, per cent........... 22.1 Gold, native and as telluride, oz. per ton 0.15 Pyrrhotite, per cent....... 51.5 Silver, probably as argentite, oz. per tou 0.35 Magnetite, per cent....... 0.5 Thesr figures, which are typical, show that over 73 per cent of the ore treated consists of pyrite and pyrrhotite. Determirnation of the proportion of unrecovered gold associated with each of these minerals was therefore of primary importance in developing a suitable method for improving gold recovery. Sulphuric acid leaching at atmospheric pressure of a number of Australian nickeliferous laterites was examined in detail. The results obtained indicate that nickel can be extracted from these ores, although the conditions required to achieve about 90 per cent extraction vary widely. These differences in reactivity can be related to the types of nickel-bearing minerals present.Nickel is more readily extracted from nickel-bearing clays such as chlorite, than it is from nickel-containing goethite.The results clearly show the problems associated with the processing of complex ores such as the nickeliferous laterites, and they indicate the need for complete characterization of each deposit.

Multiple seam mining is prevalent in Southern Appalachia because economically mineable coal seams are numerous and frequently occur in close vertical proximity. West Virginia, Kentucky, and Virginia have 117, 55, and 40 mineable coal seams respectively. It is extremely rare to have an underground mine that has not been undermined, overmined, or has mining adjacent to it. In many cases the multiple seam mining is concurrent with extraction sequenced in superjacent seams. Because underground mining is focused on recovering the most valuable reserves, mining is rarely practiced from the top seam down, which is the practice most conducive to stability. The combination of room-and-pillar mining methods that include development only, small block, partial retreat, full retreat, and longwall mining produce a wide range of mining geometries and complexity in underlying and overlying seams. In the future, the number of multiple seam operations will increase as reserves are depleted and future mines are, by default, located closer to abandoned mine workings. The improved coal market has transformed many formerally uneconomically mineable seams into attractive reserves. The approaches and methodologies used for multiple seam stability analysis are dictated by the site conditions, including overburden/interburden thickness and lithology, mining geometry, and the mining methods in both the active and abandoned mines. Multiple seam stability analysis using analytical and numerical methods is illustrated by two case histories that reflect close proximity room-and-pillar mining and mining in bump prone situations.

"Long distance slurry pipeline systems have been successfully trans-porting steam coal, iron concentrates, copper concentrates and limestone for an aggregate of nearly 60 years and nearly three billion ton-miles annually. A phosphate concentrate pipeline is nearing start-up and systems for coking coal, lead/zinc concentrates and fly ash are planned. The solids pipeline concept, first patented in the early 1900's and commercialized in the 1950's, is now a proven technology providing an economic, environmentally pleasing and safe method for long distance bulk transport.The challenge for larger tonnage and longer distance movements of solids, for traversing increasingly rugged terrain in grass roots mineral developments, for transporting untried materials and for shipping more economic forms of proven materials still remains. This has necessitated continued refinements and optimization of the technology. The economic and environmental incentives for slurry pipelines when compared to other transport alternatives has justified substantial activity in this area. The scope of planned systems in coal, iron and other minerals is indicative of the firm place slurry pipelines will have in worldwide mineral development.In this presentation, the state-of-the-art in long distance slurry pipelines is reviewed with a focus on major systems of interest to the mineral processing industry. An overview of new developments in the application of this concept is presented, and finally, a projection of the future of pipelines in mineral development both worldwide and in Canada is discussed."

Analysis for pillar extraction potential (A-PEP) is an intelligent tool, which could be used as a preliminary output indicator when considering the secondary extraction of regional support pillars in the Witbank and Highveld coalfields of South Africa. The safe and economic extraction of underground coal pillars is of paramount significance and importance to the South African coalmining industry to ensure continuity of supply of this fossil fuel. Pillar extraction practices in South Africa have been responsible a significant proportion of safety and fatality statistics in relation to its relative output (less than 5 per cent of total South African coal production) and, as a result, research was undertaken in local pillar extraction operations and extended to similar operations in New South Wales, Australia to assess a way forward for pillar extraction in South Africa. It was found that, although little in the way of new technologies has emerged in this field in the recent past, significant contributions could be made in the field of risk analysis to obtain a generic design methodology for pillar extraction in South Africa. The resultant A-PEP tool to assess pillar extraction potential is based on certain physical, risk and economic factors, which combine to indicate operational success in terms of economic, health and safety attributes. At the time of A-PEP?s development there was alack of operating underground coal pillar extraction operations, which made it difficult to validate its applicability. Since then, however, A-PEP has been successfully tested and validated against two unique underground coal pillar operations, which is the discussion of this paper. One operation is situated in the Witbank coalfield and is extracting pillars, which are 20 years old and at a depth of 80 metres below surface, while the other operation is situated in the Highveld coalfield-which is extracting 6 month-old-pillars underneath a massive dolerite sill at a depth of 220 metres. A-PEP has shown that its predictive nature is consistent the workings at both operations, irrespective of their unique conditions, and as such it can be successfully used as a mine planning tool. The A-PEP mine planning tool thus represents a positive step toward an integrated approach to underground coal pillar extraction when considering legal and operational aspects, which could form the basis for legislative guidelines when considering the future of pillar extraction in South Africa.

A Seam deposit User oriented Mine Planning System (SUMPS) was developed by The Broken Hill Proprietary Company Limited (BHP) at its head office in Melbourne. It is one of the computer mine planning systems developed by the Corporate Data Processing (CDP) section of BHP. To date it has been employed in the feasibility study of four coal prospects for the BHP Group, including Gregory in central Queensland û Ham and Van Hoorn (1978). It was also used in detailed short term mine planning for Gregory. A recent application was in the feasibility study of Saxonvale, a multi seam coal deposit in New South Wales with seams up to 20 m thick. The other two applications of SUMPS were also on thick multi seam coal deposits. Development of programs for the underground subsection of SUMPS is continuing. SUMPS was developed and implemented on mini computers with graphics and plotting peripherals. The company's philosophy towards computing is one of centralized development and project planning, with transfer of hardware and software to site once the mine becomes operational. Support of the site's system continues from head office which is continually involved in development of SUMPS and issuing revision updates to sites. The users, as well as programmers, were mostly geologists and mining engineers. This helped to ensure rapid, successful implementation. The broad approach of this system was to use interactively the specialist skills and interpretative abilities of the user mining engineers and geologists with the data manipulation abilities of the computer. It is an integrated system which covers geological exploration, deposit modelling, mine planning and production scheduling. An important feature of the system is that the user has full interactive control over each function through a graphics terminal where applicable.

This paper presents the results of a. study of the relationship of the electrokinetic or zeta potential to flotation phenomena. The relationship is established on the experimental evidence that mineral behavior in flotation and in cataphoresis is generally governed by the chemical properties and amount of the reagents adsorbed at mineral surfaces. Cataphoresisl-5 or electrophoresis is the name given to the movement of a charged particle in a liquid medium under the influence of an applied electric field. Mineral behavior in cataphoresis, as indicated by the magnitude and sign of its ionic charge, can be represented by the term zeta potential. In this paper, the zeta potential represents the difference in potential between the immovable liquid layer attached to the surface of a solid particle and the movable liquid layer in the body of the liquid, and is the result of the tendency of ions on the surface of the particle and within the liquid boundary layer to establish a condition of equilibrium. A high positive zeta potential means that the mineral surface is dominated by cations, a high negative zeta potential indicates domination by anions, and a low zeta potential indicates that the surface is influenced almost equally by cations and anions. In terms of observed quantities the zeta potential is given by the relation _ 4µ(300)² Z= kx in which z is the zeta potential expressed in in volts, µ the viscosity of the solution in poises, u the velocity of particles in centimeters per second, x the impressed potential gradient in volts per centimeter, and k the dielectric constant of the solution in c.g.s. units. A convenient source for the derivation of the equation is the book by Thomas. The term zeta coefficient is an expression coined to denote the difference between the magnitude of the zeta potential of a mineral suspended in solution A, and that of the same mineral suspended in solution B, which consists of solution A and an additional chemical agent, but is at the same pH. For example, the difference between the zeta potential of galena particles in distilled water and that in any chemical solution at the same pH is a zeta coefficient. Or, when the zeta potential of a mineral particle is measured first in distilled water, then in a mixture of water and copper sulphate, and finally in a mixture of water, copper sulphate and xan-thate, we can calculate the zeta coefficient

The key to realistic casing stress analysis in thermal recovery installations is accurate knowledge of the temperatures involved. Much information leading to prediction of heat losses from tubing string to wellbore has been published. This .same information permits calculation of casing temperature under certain conditions. This paper reviews the basis for most of the published work, the line source solution to the diflusivity equation and examines some of its application criteria in the light of unsteady-state conditions. An alternate finite differences method is presented for correlation, and experimental data pertaining to the heat transfer mechanism in the annulus is reported. In the light of the information presented in the paper, it appears that the assumption of a line source for the tubing-wellbore system is valid even for reasonably short periods of heat flow, .such as "steam soak" operations. The empirically modified equation presented earlier matches computer derived results of the finite differences approach lor periods as short as 50 hours. Previously predicted cas ing temperatures and the associated stress levels are thus verified based on these correlative computations and the reported experimental information. Fall out from the computer output resulting in some studies of the influence of insulating cement properties on casing temperature, and experimentally studied effects of nitrogen placed in the annulus at various pressures., are described. INTRODUCTION Generally speaking, predictions of average casing temperatures have been based on an idealized model involving a centralized tubing string at uniform constant temperature radiating energy towards the casing under steady-state conditions.'. ' Heat is transferred away from the casing to the formation by unsteady-state conduction across thermal barriers consisting of cement and the mud sheath. Heat balances written on the casing permit prediction of instantaneous casing temperatures. During early periods of injection, casing temperature varies appreciably as a function of time; however, for long injection times this variation decays as heat flow from the wellbore to the formation stabilizes, and it becomes virtually negligible as conditions surrounding the wellbore become quasi-steady-state (Fig. 1). Carslaw and Jaeger -escribe a solution to the diffusivity equation for a line source (Fig. 2). The only mining activity in Belize during 1976 involved the production of construction aggregates, which were used domestically. A comprehensive ordinance regulating mineral prospecting and mining was proposed during the year. Under the ordinance, which would supersede all grants and titles, ownership and control of all minerals except petroleum would be vested in the Government. Exxon Corp. entered into an agreement with three oil companies to achieve a majority interest in nine oil prospecting leases covering 1 million acres, mostly offshore Belize. The agreement was with Weatherford International Inc. which had 30% interest in the leases, Ajax Petroleum Co. with 40% interest, and Canadian Superior Oil Ltd, with 24% interest. A new entity, Esso Ventures Inc., was established to be responsible for conducting extensive geophysical operations and drilling an exploratory well offshore Belize.

THE need for standardizing methods of arriving at definite conclusions regarding the cleanability of a given coal, and for measuring the performance of coal-cleaning equipment, is constantly increasing. Earlier notes by the author on this subject are amplified in this paper, because he believes that better preparation of bituminous coal is a partial solution of the coal operators' troubles. WASHABILITY STUDIES The term "washability" of coal was coined when washing was the universal method of separating coal from its impurities by utilizing their difference in specific gravity. This and analogous terms are still used in their broad sense although pneumatic or air separation is now used to clean coal. These terms are so used in this paper. Too much time or money, can hardly be spent on "feed surveys" to get a "picture" of the coal that is to be cleaned. There have been too many "rule of thumb" methods used. Screen analyses and "sink-and-float" tests on the raw coal enable the coal operator and washery man to predict within reasonable limits the results that may be expected from any efficient cleaning apparatus.
