Under the Town and Country Planning Act 1977 the Ministry of Works and Development has a responsibility for providing information to local and regional planning authorities on public works and matters of national development and importance, for the exercise of their responsibilities under this Act. One such matter which has recently become a source of concern is the development of South Island lignite. In 1979 the Ministry of' Energy produced a position statement outlining a programme of' research leading to the possible extraction of lignite in Southland or Central Otago for conversion into about 50 per cent of New Zealand's liquid fuel requirements by 1995. Understandably this possibility has caused considerable concern at the local level, expressed particularly by bodies such as Federated Farmers and the local authorities. In the absence of any factual knowledge short of mere conjecture been able to recommend to local authorities is that they limit their planning period to ten years. After this time more information regarding the size, nature, location and certainty of the proposal will permit a more accurate assessment of the implications of the York. While on holiday earlier this year I took the opportunity to visit opencast mining areas in Germany and England to gain an appreciation of the scale of impacts involved and discuss with those concerned the procedures used in planning for such operations. What follows is a brief description of these operations, a comparison with the likely development in this country and the extraction of what may be some relevant principles of' operation for the planning of an environmentally acceptable project. 1.1 Section 47(1) of the Mine Health and Safety Act, 29 of 1996 (?the MHSA?) establishes a Mine Health and Safety Inspectorate which is administered by the Chief Inspector of Mines. The Mine Health and Safety Inspectorate is part of the Department of Mineral Resources. The Chief Inspector is appointed by the Minister of Mineral Resources (see section 48(1) of the MHSA). 1.2 The Chief Inspector must, amongst other things, ensure that the provisions of the MHSA are complied with and enforced, and that all the duties imposed upon the Chief Inspector and the other Inspectors of Mines in terms of the MHSA and any other law are performed. The Chief Inspector of Mines must appoint Principal Inspectors of Mines and Inspectors of Mines to assist him/her to discharge his/her duties (see section 49(1)(a) and (c) of the MHSA).

"An EXTENDED ABSTRACT is available for download. A full-length paper was not prepared for this presentation. Geological concepts are employed routinely in porphyry copper exploration at the area selection, prospect appraisal and deposit definition stages. Regional, district-scale, deposit-scale and laboratory-based concepts can all play a role, with the resulting porphyry copper models providing templates for the integration of geochemical and geophysical responses and interpretations. Of the 19 concepts and parameters selected for brief discussion, those relating to subdivision of porphyry intrusions, understanding of diverse and commonly complex alteration-mineralisation patterns and lithocap characterisation are undoubtedly the most influential in exploration. Several of them are of particular importance because of their role in promoting grade development. Additional belt-, district- and deposit-scale features are currently little used but hold promise, whereas others have less practical value but help in underpinning the evolving porphyry copper genetic model.CITATION:Sillitoe, R H, 2015. The origins of mine closure practice have influenced the way in which it is implemented by companies and regulators. Mine closure practices essentially started developing in the 1970s in countries with advanced economies and mature mining industries. In these settings, the emphasis was justifiably placed on restoration of the landscape and an attempt was made to return to the ?natural? pre-mining land cover. These practices continued to evolve and incorporated socio-economic and cultural aspects, especially after the Brundtland Report in 1987 and the subsequent Earth Summit in 1992. Today mining is increasingly occurring in remote parts of developing countries where there may be significant need for infrastructure such as roads, clinics, and schools. The costs of returning land to low (economic) value pre-mining use may be far greater than establishing a viable postmining land use that could potentially add value to the community and take pressure off sites for greenfield development elsewhere. Furthermore, natural resource limitations (such as topsoil availability) may limit the degree to which the historical land cover can be re-established. Establishing post-mining land uses may aid in mitigating the loss of employment that is inevitable when mines close. Stakeholder participation in establishing post-mining land cover and land use options is critical for long-term success. Similarly, third parties must be identified to support the development of the post-mining land use This paper draws on the experience of the authors in several developing countries and presents a case for maximizing re-use of mining infrastructure. The paper does not advocate the adoption of poor rehabilitation standards, nor or the wholesale destruction of land capability, but rather leaving key infrastructure in place for post-mining use that may support sustainable development.

Dynamic methods of load testing piles using a drop hammer to generate the input force have been in use for many years. These systems are based on the wave equations developed at the Case Institute of Technology, Cleveland, Ohio in the late 1960's and are well documented. Such tests are generally restricted to preformed driven piles, the driving hammer being a convenient means of generating large input forces. In 1979 the CEBTP (France) was sponsored by the FNTP (Fédération Nationale des Travaux Publics) to undertake research into existing classical methods and to develop a test that would be equally applicable to bored cast in place piles. The result of this research programme is a methodology known as SIMBAT, and which was included in a series of class A prediction trials in Belgium in 1987 (Refs 1 & 2, Paquet 1987, 1988). The purpose of this paper is: a) to examine the type of 'dynamic'/'static? load test correlations that can be obtained. b) to highlight the differences between the classical' methods and the 'SIMBAT' technique.

Light ANFO that satisfies blasters and customers who want to reduce the amount of explosive consumption without changing blasting effects and designs and passes Cap sensitivity test regulated by law. The reduced loading density of light ANFO reduces the amount of explosive consumption. The loading density of conventional ANFO is 0.X-0.9g/ml, while the loading density of light ANFO is 0.7-OXgiml. The detonation velocity of light ANFO is maintained not to reduce blasting effects. Detonation velocity of conventional and light ANFO using steel tube of inside diameter 36 mm are 3200 - 37OOms. detonation velocities are the same though the loading density of light ANFO is reduced by O.lg/ml. This suggests that the reactivity of light ANFO improves.

"Abstract Deep mixing method has been employed increasingly in recent years as a countermeasure against subsoil liquefaction. Column-type solidification, however, has been thought to have little effect as a liquefaction countermeasure, because the shear deformation of unimproved soil between the columns cannot be reduced. In recent years, experimental results have been reported that imply that solidified columns can reduce the shear deformation of unimproved soil around them. A new arrangement has been proposed to mitigate lateral flow induced by liquefaction. In this study, a series of dynamic centrifuge model tests was conducted to verify the lateral flow resistance of stabilized columns. The results indicate that stabilized columns can reduce the lateral flow of liquefied ground if the column displacement and the column head rotation are restricted. This paper concludes that it is important to restrict the displacement and the rotation of the column head by surface improvement to mitigate the lateral flow of liquefied ground.INTRODUCTIONDeep mixing method has been employed increasingly in recent years as a countermeasure against subsoil liquefaction. The solidified body formed by the deep mixing method is usually block or lattice shape, composed of solidified columns that overlap each other horizontally. Lattice-type solidification has been shown to be effective as a liquefaction countermeasure despite the presence of unimproved soil inside the lattice wall, because the shear deformation of the interior soil is restrained by the wall (Suzuki et al., 1989). On the other hand, it has been thought that column-type solidification cannot reduce shear deformation of unimproved soil around columns, because the displacement of a solidified column is less restricted than that of a lattice wall. Column-type solidification has been reported to have little effect as a liquefaction countermeasure, but to be superior in terms of construction cost and applicability around existing underground structures (Koga et al., 1986). However, there are experimental results implying that solidified columns have reduced the shear deformation of unimproved soil and mitigated its liquefaction (Yasuda et al., 2003; Tanaka et al., 2003). Yamamoto et al. (2006) conducted dynamic analyses of ground improved with lattice- and column-type solidification. Their results showed that column-type solidification with an improvement ratio of more than 35% reduces excess pore water pressure generated by earthquakes. Furthermore, the new column arrangement shown in Figure 1(a) has been proposed to mitigate lateral flow induced by liquefaction. It was developed and has been verified using dynamic model testing in a 1 g field (Takahashi et al., 2010a; 2010b; 2013; Towhata et al., 2010). The stabilized columns in this configuration interrupt lateral flow in any direction, unlike those placed in square and triangular arrangements."

This survey was conducted to determine the magnitude of the methane emission and control problem in U.S. bituminous coal mines. The resultant data indicate that the emission rate for any given coalbed depends primarily on the coal production rate and on mine depth, as well as on the nature of the coalbed and the surrounding strata. An excellent correlation was found between (1) the methane emission rate and (2) the product of coal production rate and mine depth for the mines in the Pittsburgh, Pocahontas Nos. 3 and 4, and the Illinois Nos. 5 and 6 coalbeds. The highest total emission rates found in U.S. bituminous coal mines were as follows, in million cubic feet per day: Monongalia County, W. Va., 39; Marion County, W. Va., 30.4; McDowell County, W. Va., 13.1; Washington County, Pa., 11.9; Greene County, Pa., 11.4; Buchanan County, Va., 21.6; Jefferson County, Ala., 10.3; and Franklin County, Ill., 6.6.

The Toulon South Tunnel in France is the second part of a project started 20 years ago. After the problems and delays suffered during the construction of the North Tunnel, due to a complex geologic context of highly fractured and soft rocks under a highly urbanized environment, a very dense automatic monitoring system was implemented to control the settlements of surface (more than 1000 points), the structures adjacent to the tunnel alignment and the underground galleries being constructed. The latest automatic instrumentation systems were installed, using for example AMTS capabilities in terms of ?automatic prismless settlement monitoring?. All the data (geotechnical, structural and geological) was gathered in a global automatic data acquisition system and continuously available on a web based interface. Three different threshold levels (notification, anomaly, alert) were set up, each one with a differential and an absolute value for settlements. Depending on the actual geological site conditions and the actual monitored settlements, different supporting systems and excavation techniques were used. Furthermore, the monitoring data was also used to predict and anticipate the future settlement, by comparing it continuously with the theoretical Peck settlement curves. This method allowed a better risk management by limiting the settlement on existing structures and helped to secure the Works progress schedule, for a project that lasts from July 2007 to March 2011. The implementation of this observational method application is presented in this paper.

Nearly a decade and a half after the US and China established formal diplomatic relations, and two decades after the two countries signed the Shanghai Communique and established commercial ties, the world, and perhaps China itself, has discovered that a wealth of natural mineral and energy resources lie beneath China's soil and directly off its coast. The country's coal reserves and oil and gas potential are well known. Its ferrous and nonferrous metal reserves are respectable and in a number of instances pre-eminent. According to 1981 Minerals Yearbook estimates - more often than not below those now being claimed by China - the country's aluminous metal reserves are about 907 Mt (1 billion st); iron ore reserves are 40 Gt (44 billion st); and copper reserves are about 46 Mt (54.4 million st) of contained metal. In addition, the country has about 10.7 Gt (11.8 billion st) of phosphate reserves, the fourth largest in the world, and 3 Gt (3.3 billion st) of pyrite. China's national Sixth Five Year Plan promulgated in late 1982 ended a stringent three-year retrenchment or readjustment period in which a number of major development projects involving foreign participation initiated in the late 1970s were shelved. The new Five Year Plan is a signal both within and outside of China that things are now moving again, and that major industrial and service sectors are receiving the kind of funding and flexibility they need for expansion, construction and modernization. The new plan's strategy for growth is measured and much less grandiose and frenetic than it was five years ago when China flung open its doors to foreign companies and invited participation in large-scale development projects. Now, the country's reticence to spend foreign exchange to purchase key equipment, technology, and services -a reaction to these projects and the spending they entailed - is clearly on the wane. In China's effort to quadruple its GNP by the year 2000, there is a new willingness to use some of its substantial foreign reserves. In fact, it is projected that 1983 will witness a $1.9 billion deficit, with a $2-3 billion deficit in 1984 and 1985. The following article discusses implications the Sixth Five-Year Plan has for nonferrous metal development in China. It is the first in a series of three articles on Chinese mineral resource development to be published in Mining Engineering over the next few months. The second article will identify specific nonferrous projects underway, while the third in the series will focus on trade and development opportunities for phosphate and potash producers in China. China's Ambitious Plans In the last few months, the exploitation of China's nonferrous resources and development of its industrial processing capabilities have begun to receive increasing attention on both provincial and central levels. Unlike the earlier modernization drive of 1978 when China's ferrous sector - best typified in the Baoshan iron and steel project - got the lion's share of the Ministry of Metallurgical Industry's (MMI) energy and resources, it now appears that in some respects the nonferrous and industrial sectors are finally moving out from beneath the dominating shadow of ferrous and getting their own day in the sun. Separation of Nonferrous from Ferrous One clear demonstration of this is the establishment in April 1983 of the China Nonferrous Metals Industry Corporation (CNFMIC). The corporation is composed of 819 enterprises with over a million workers, and also includes 12 nonferrous metal construction companies, eight design institutes, and three prospecting companies. Of ministerial rank, CNFMIC is responsible for the development of both the country's nonferrous resources and its processing facilities. Although closely tied to the parent ministry from which it sprang (i.e. MMI), CNFMIC, at least theoretically, is separate and independent from it. One strong indication that this independence is, or soon will become a reality, can be seen from the fact that the new corporation is not headed by the former MMI officials, not even those who made up the ministry's now defunct nonferrous bureau. Instead, its president Qiu Chunfu is formerly of the State Economic Commission and the China International Trust and Investment Corp. Its general manager Fei Ziwen, an engineer in his early 50s, is from the Jiangxi Province Copper Corp. The new nonferrous corporation appears to be powerful

The stabilization of austenite in Fe-Ni alloys against martensitic transformation after reversion has been attributed' to the lattice imperfections remaining from previous transformation. More recently, however, such stabilization has been associatedzy3 with compositional changes which occur in martensite during slow heating. Dislocation arrangements in deformed austenitic stainless steels strongly influence transformation to martensite on quenching.4 Therefore, it is of interest to observe the transformation behavior of stainless steel after reversion, especially since previous studies have been confined to Fe-Ni alloys. The transformation-product morphology also differs in the two iron-alloy systems;6 plate martensite forms in the latter while stainless steel transforms to lath-type martensite. Samples of Fe-16 wt pct Cr-12 wt pct Ni (maximum C + N = 0.005 wt pct, 0 = 0.02 wt pct), prepared by vacuum melting and casting from high-purity components, were annealed at 900°C for 24 hr, after cold rolling to produce a 40-p grain diameter. The M, temperature of this alloy is -80°C and samples are fully austenitic after annealing. The amount of martensite present after quenching, annealing, and requenching was determined magnetically, to within 0.01 wt pct, using a vibrating specimen magnetometer. Nearly 14 pct of martensite forms during the initial quench in 1 min at -196°C. Two-min and 2-hr anneals were done in air and in evacuated quartz capsules, respectively. All specimens were electro-polished before making the magnetic measurements.

In the federal state of North Rhine Westphalia (Germany) small and medium sized companies are beginning to extract the related gas via old shafts or boreholes and to use it as a source for the production of electricity and heat. More than 100 applications for the separate mining right on mine gas had already been filed by beginning of 2002, since mine gas is treated as a mineral resource under the Federal Mining Law. Meanwhile more than 40 mine gas concessions have been granted and first projects are being developed with encouraging results so far. To enhance the applied techniques and their efficiency Aachen University has formed a research team in this discipline. Scope and goals of this research activities are being presented in this paper. Experience over the past eight years has proven that partnership and cooperation in mineral engineering education is essential to maintain programs in this field. At this moment the joint European Mineral Masters Engineering Course (EMMEC) has three programs in the areas of mining, minerals engineering and geotechnical/environmental engineering, offered by combinations of nine universities in seven European countries. About 25 companies are associated with the universities in the Federation of European Mineral Programs (FEMP) which coordinates these activities. The EMMEC has applied for recognition under the newly launched EU “Erasmus Mundus” program in which the EU makes 280 million Euro available for bursaries for non-European students and scholars.

Abrasivity and wear resistance are not intrinsic properties of materials, but rather parameters describing the interaction between the wear part and the material exerting the wearing action. Moreover, wear or, at least, that part of the wear which is due to the cumulative effect of minute scratches, is linked to the hardness disparity concept. Abrasivity, in this context, is a relative concept, pertaining to a metal-rock pair, rather than to a rock. Based on this assumption, a methodology has been developed and checked against actual cases, enabling description of the abrasiveness of arock or the abrasion resistance of a metal through the ratio of comparable quantitative indicators. The paper describes the methods and provides examples of applications to practical cases(namely: rock cutting, excavation by means of tunnel boring machines (TBMs), rock crushing, and hydro-mill cutting).

What follows is a brief introduction to the Atara Corporation and the fundamentals of how an Atara ""cannon"" mixer operates. The main body of the paper is concerned with the results of a study to evaluate the cannon mixer for a gold cvanide leach application. A brief summary of research and testing for other metallurgical applications is also presented.1. 1 THE COMPANYThe Atara Corporation is a privately owned Canadian company, headquarted in Dorval, Quebec. Its subsidiary, Atara Incorporated, located in Paramus, New Jersey services the municipal wastewater treatment market in the United States. Dorval focuses on industrial mixing applications in Canada and the US. The Atara Corporation provides design, engineering and specifications of agitators for mineral land other) processing applications. Fabrication of mixers is pursued in either Canada or the US, depending on the ultimate destination.Although Atara and its unique static in-tank mixer are relative newcomers to the mining industry, the cannon mixer has demonstrated its value over the past 20 years in municipal wastewater treatment services. In the past four years the Atara unit has been developed for industrial applications; the bulk of the development work has been for metallurgical applications. To-date the cannon mixer has been evaluated for mixing slurries in the following applications: nickel-copper concentrate storage, copper concentrate storage, coal slurry storage, gold cyanide leaching, uranium acid leaching, silver leaching and zinc acid leaching. "Gold cyanidation rates are known to be limited by the rate of oxygen dissolution in the cyanidation tanks. The effect of solids loading on the oxygen dissolution rates is not obvious and the results of previous studies are ambiguous. The present paper presents an analysis of oxygen dissolution rates using a ""spent"" commercial gold slurry diluted to various levels of solids loading. It was found, in an 170 litre stirred tank reactor using an inverted cone sparger, that under certain high loading conditions, there was a decrease of as much as 50 %, i.e., there was a halving of the rate of oxygen dissolution as compared to that in clean water. In particular, it was observed that, due to gas flooding of the impeller, there was a drop in kLa even with an increase of gas velocity. Gas holdup reached a maximum value of only 1.7 %. The total power consumption was between 0.06- 0 .10 kw/m3 within the range of gas velocity before flooding occurred. The decrease in oxygen dissolution rate with increased solids loadings is believed to be mainly due to the increase in the apparent viscosity which reduced the turbulence and shearing effect and resulted in larger bubbles and hence reduced the reaction area a. The interrelations between solids loading, gas holdup, flow pattern, power consumption, and liquid mass transfer coefficient are discussed.IntroductionThe reactors generally used in gold cyanidation are Stirred Tank Reactors (STR). Compared with other types of reactors like fluidized bed reactor and column reactor, STR is of particular importance due to its wide application in industry. This Bureau of Mines report describes a study conducted to determine the relationship of mineral habit to particle size and shape characteristics for prismatic, acicular, fibrous, and asbestiform varieties of tremolite. Particle measurements were made with the petrographic microscope at X 1,250 and the scanning electron microscope at magnifications up to X 10,000. All of the varieties of tremolite, upon Wiley milling, produced a significant percentage of particles that meet the Federal regulatory criteria for counting as asbestos fibers. However, only the asbestiform variety gave milled particles that fell into a size range of >10 µm in length and <0.5 µm in width; some medical scientists consider this range significant for production of adverse health effects.

Steelmaking has a significant contribution in producing greenhouse gases and there is a worldwide push towards decarbonising the process. One of the approaches to reduce CO2 emissions is to use hydrogen in the blast furnace (BF) as the reductant gas. However, hydrogen reduction is an endothermic reaction, bringing changes to the temperature distribution in the BF. Understanding iron ore sinter mineralogy and reducibility under a hydrogen atmosphere is essential to optimise the process. In this study, sinter analogues in the Fe3O4-CaO-SiO2 (FCS) ternary system together with industrial sinters were reduced in H2-rich and CO atmospheres and the resulting reducibility and associated mineralogical changes were observed. Results show that magnetite-lime-silica (MLS) sinter analogues had similar reduction rates under H2 and CO, and also higher reducibility than most of the industrial sinters, suggesting that magnetite sinters could be used efficiently in a conventional or hydrogen blast furnace.
