"The first commercial installation in the mineral industry of the ""Verti-Press"" pressure filter was made by Falconbridge Limited at the Strathcona Concentrator to filter copper concentrate. The filtercake produced contains 6 - 7% H2O, an improvement from the 12 - 13% H2O produced by an internal drum filter, at rates of up to 20 t/hr. A novel slurry feed system incorporates a hose pump and a pressurized slurry accumulator.INTRODUCTIONIncreased copper production from Falconbridge Limited operational mines in the Sudbury Area has exceeded the current refinery capacity. A copper concentrate has been produced to overcome this constraint and has been shipped to custom smelters either as a slurry or as a 12 - 13% moisture filtercake utilizing an internal drum filter.With the treatment of the new Deep Copper Zone from the Strathcona Mine, copper concentrate production was forecast in excess of the installed dewatering capacity. The filtercake was too wet to transport by truck and the custom smelter refused to handle this product at the truck unloading site. The filtercake had to be trucked to a rail spur and transloaded into gondola cars. This system was expensive, incurred unaccountable losses and the concentrate was assessed a moisture penalty.To reduce the concentrate moisture content to permit direct shipment by truck, two basic systems were available; vacuum filter followed by a thermal dryer or a pressure filter. Past experience with the high capital and operating costs of dryers led Falconbridge to closely examine the pressure filter alternative.COPPER CONCENTRATE PRODUCTIONThere are two separate circuits at the Strathcona Mill; one treating nickel ore and the other treating copper ore.The rougher concentrates produced by both circuits are conditioned with lime and cyanide before the copper-nickel separation in a flotation columns. The concentrate consisting of cha lcopyrite with mi nor cubanite is very clean as shown in Table I. Currently 50% of the copper in the plant feed reports as copper concentrate, in the past, this has been as high as 70%."

The year was 1974. The event - the United States Congress was embroiled over what issues should be included in the proposed national surface mining law. The question - what should be done with underground mines? The leading bills ultimately addressed the environmental impacts associated with underground mines including provisions to protect the surface from subsidence impacts. Amid the fears that this subsidence language might discourage underground mining, sponsors of the bill were asked to explain the meaning of the provision that read "to prevent subsidence to the extent technologically and economically feasible." Was this an attempt to limit mining that caused planned and controlled subsidence? Former Deputy Director of the Office of Surface Mining, Dean Hunt, reviewed some of these historical events in a 1985 presentation before the Eastern Mineral Law Foundation. He reported that in 1974 Congressman Morris Udall took the floor to respond to these concerns expressed by other members of Congress and the industry. Mr. Hunt cited Congressman Udall's July 10, 1974 Congressional Record statement: "The House bill contemplates rules 'to prevent subsidence to the extent technologically and economically feasible.' The word prevent led to fears expressed by the Secretary of the Interior Morton, that the effect would be to outlaw longwall mining, with its obvious subsidence ... in fact the bill's sponsors consider longwall mining ecologically preferable and it and other methods of controlled subsidence are explicitly endorsed." Further, the report that accompanied the front-running bill, HR11500, provided the following clarification on the issue of subsidence prevention: "It is the intent of this section to provide the Secretary with the authority to require the design and conduct of underground mining methods to control subsidence to the extent technologically and economically feasible in order to protect the value and use of surface lands. Some of the measures available for subsidence control include: (1) leaving sufficient original mineral for support; (2) refraining from mining under certain areas---or (3) causing subsidence to occur at a predictable time and in a relatively uniform and predictable manner. This specifically allows for the uses of longwall and other mining techniques which completely remove the coal." It is clear from the preceding statements that Congress considered the removal of all the coal and causing subsidence in a predictable and uniform manner to be equal to or better than leaving support coal and causing no subsidence. While the actual provision in the bills talked of preventing subsidence, a subsequent exception made it clear that the real intent was to control it. This is evidenced in the specific planned subsidence language that appeared in the bills and ultimately in Section 516 (b) (1) of PL95-87, the Surface Mining Control and Reclamation Act. It reads: "...adopt measures...to prevent subsidence ... except in those instances where the mining technology used requires planned subsidence in a predictable and controlled manner..." In spite of this historic record that supports controlled subsidence, something has been lost in the implementation. The primary focus by many regulators over the past few years has been on the "prevent" aspect irrespective of mining method being used. This has appeared to change the original intent of Congress from one of controlling subsidence to one of minimizing damage. The objective of this report is to review some of the current regulatory issues that impede full extraction mining and offer some suggestions on possible ways to deal with these issues.

A detailed analysis of the geomechanical behaviour in rock cutting with a diamond saw is provided to obtain a better understanding of the mechanisms involved in the process. The energy of elastic deformation (before failure) and plastic deformation (post failure) was determined in uniaxial compression tests as well as the energy consumed per unit volume in the cutting process. The test samples are White and Ruivina marbles from Borba - Vila Viçosa in Portugal. Correlations between total deformation specific energy and cutting specific energy, normal and tangential forces and diamond indentation are analysed, and some conclusions are presented.

Labour protection, that is prevention of occupational disease and reduction in the frequency of accident, has always been a matter of major concern of mining industry. Management and the government should promote and maintain high safety standards through some measures to reduce accident frequency and occupational disease. This can be achieved by using the science and technology for improving the working conditions, educating workers and managers about accidents and prevention techniques. The detailed analysis of an accident requires knowledge of many factors such as location, time, type, cost of accident, victim, nature of the injury, personal and environmental factors etc. that can be obtained from the standard coded accident report form. There is a need to prepare safety data in a common format to produce a common safety reporting system and ‘Occupational Health and Safety Management Tool’ is being designed to manage this by using database and Internet technology. Precautions should be taken according to results from database queries by providing comprehensive and accurate national data. To have an accident is unfortunate, however, to have an accident and learn nothing from it is unforgivable. This paper will discuss the issues associated with blasting in an urban mining environment that have been addressed by Winstone Aggregates at the Mt Wellington Quarry. These issues include - control of vibration and air overpressure, repeatability of shot performance, fragmentation on an extremely low maximum instantaneous charge, compliance with Territorial Authority regulations and perception. Over the last two years, in order to address these issues, Winstone Aggregates have undertaken a programme of continuous improvement, which has included; ò implementation of new technology; ò revising site procedures; ò conducting an investigation into the structural response of local buildings; ò investigating safe extrapolation; ò extensive public consultation; ò establishing credibility during the consent process; ò identification of perception issues; and ò building relationships and trust with neighbours. The issues addressed at the Mt Wellington Quarry have increasing significance for traditionally rural mining operations, as the input of the local community being urban or rural, increases. New and existing operations have the potential to adopt best practice now, building trust with the community and raising the profile of the industry.

Due to increased production of fine coal during mining during this century and inefficient fine coal recovery technologies, a vast reserve of high quality coal currently exists in refuse ponds. A novel fine coal circuit consisting of a hindered-bed classifier, an enhanced gravity concentrator and a flotation column has been evaluated for the recovery of fine coal from refuse ponds. The treatment of a pond derived from Pittsburgh No. 8 seam coal resulted in the production of a premium fuel containing less than 5% ash and a calorific value of about 30,173kJ/kg with 60% mass yield. The results from the treatment of two refuse pond materials will be presented in this publication.

SummaryImproving dragline performance in the Canadian coal mines is critical to the continued success of the industry. Draglines represent a large capital investment and coal prices are low by historic standards. This paper argues that the introduction of monitoring, control, and navigation on draglines offers an opportunity to significantly reduce a dragline’s operating cost per cubic metre moved. To place the importance of this in perspective, a North Dakota mine calculates that every 1% increase in dragline productivity means a savings to the mine of US$340,000 per year. MonitorsAutomated dragline monitoring is a well established technology with commercial products available since the early 1980s. The three main reasons for placing monitors on draglines are (Walker, 1993):1. productivity increases: reduce variations between different operators’ performance across different shifts;2. quality increases: increase the percentage of ore and waste loads that go to the correct destination; and3. special projects (engineering projects): justify installing static field exciters and regulator upgrades; implement power management; aid operator training; study high performance buckets, rigging changes, and various excavation sequences.Mines as diverse as Kennecott’s Cordero- Rojo Complex in the United States and Natal Coal Corp.’s Optimum Mine in South Africa report dragline productivity increases of 10% to 20% in the region attributed to the implementation of dragline monitoring."

A predicted increase in aluminium production and the possibility of a diminishing supply of petroleum coke for anode electrodes in alumina reduction cells makes it desirable to find alternative electrode materials. Browncoal char, with a lower ash content and with an elemental purity similar to petroleum coke, was produced by leaching in hydrochloric acid, washing with water, and charring at 1,150°C. The cost of processing is estimated tobe competitive with petroleum coke.Without further processing the bulk density and real density were undesirably low, but by briquetting the coal before charring and crushing, the bulk density was improved to 92 per cent of the petroleum coke value andthe particle density was improved to 92 per cent of the density of petroleum coke by water displacement or 75 per cent by mercury displacement.Pre-baked electrodes were prepared from the char alone, mixtures of petroleum coke and char, and from petroleum coke alone, all bonded with coal tar pitch.The electrodes were tested for the usual physical properties and were evaluated for performance in a laboratory size alumina reduction cell.Electrodes based on brown coal char alone were found to be inferior in physical properties and performance, but mixtures of the char and petroleum coke, despite poorer density, electrical resistivity, and carbon consumptionon a theoretical basis, in performance tests gave up to 17 per cent better carbon consumption per weight of aluminium produced and 21 per cent better electrical current efficiency than the electrodes based on petroleum,coke alone.It is suggested that larger scale tests are warranted.

An award is a form of recognition given for superior performance in a special field of endeavor. Each year awards are given by the Joseph A. Holmes Safety Association and the National Safety Council to mineral industries' mines, quarries, and plants that have worked a specific number of man-hours without a lost-time injury. These awards have a dual significance in that they prove that efficiency can be attained without injury to persons. Safety awards do not result from luck or good fortune but do result from sincere desire coupled with sufficient effort and cooperation to achieve a desired goal.

Project feasibility no longer involves just technical and economic viability-today's feasibility study must include environmental, regulatory, and political considerations as well. While the US now appears at least somewhat committed to developing synthetic fuels, including oil shale, it is the environmental issues, rules, regulations, and guidelines that will play the major role in determining the timing, magnitude, and overall scope of synfuel development in the coming years. The key environmental obstacle affecting oil shale development is uncertainty. Although oil shale may be the most environmentally studied "new" technology in the world, little is known with much degree of certainty about potential environmental consequences of one full-scale commercial facility, or the effects of a massive development effort in a relatively pristine and sparsely populated area. Other primary environmental uncertainties include: • Environmental compliance costs and their effects on investment decisions; • The reliability and acceptability of anticipated pollution control technologies; and • The confusing, time-consuming environmental regulatory framework, which requires more than 100 permits, clearances, and reviews before development occurs. This discussion will focus on the latter uncertainty, and will describe he current status of potential constraints to oil shale industry development in five areas: water availability; water quality degradation; air quality degradation; reclamation and spent shale disposal; and community impacts.

Mining companies and contractors are looking at Wirtgen Surface Miners to provide flexibility at their operations. Wirtgen Surface Miners have been used in the surface mining industry for over fifteen years. The principle behind the Wirtgen Miner is a rotating drum equipped with tungsten carbide tipped cutting tools that excavates and sizes the material. The drum helix augurs the mined material to the center of the drum where it is loaded onto the primary conveyor belt. From there the material is conveyed to the discharge belt and into a truck bed. The cutting drum is located in the center of the machine, near the center of gravity. This permits the machine to cut hard materials as the entire machine weight is converted into cutting forces. Conventional mining practices are process, equipment, and labor intensive. Furthermore, strict environmental requirements pertaining to noise levels, dust pollution, and blasting, near buildings or urban areas, limit the application of conventional methods. Mining/ Construction contractors are using Wirtgen Miners in various limestone excavation projects, such as highway expansion projects, and new roads in housing developments. Mining companies in the industrial minerals and coal industry are using Wirtgen Miners to load directly onto trucks, eliminating the rehandling process and ultimately, primary crushers.

Zarshuran gold deposit, with the total reserves of some 12.5 million tons of 4.18 g/ton ore, is considered to be an important gold mining project in the area. In this paper the feasibility studies of the whole project is carried out on the basis of several economic variables. Given that mining data are often of uncertain nature, these economic variables have therefore been estimated under the conditions of uncertainty. The resultant Net Present Value is hence also obtained under the same conditions. For this purpose, a model is first devised with the help of Excel and COMFAR software. The model is then developed that considers different scenarios which would result in different expected values for the economic variables. It is concluded that the NPV of the project is most sensitive to gold and silver price and that other variables such as discount rate, operating and capital cost all affect the feasibility of the project with lower degree of severity. Finally, risk analysis is also carried out using Mont Carlo technique, in order to estimate the most probable value of NPV. The average NPV calculated in this way is US$ 49.7 Million, whilst without due consideration of risk, this would be US$ 36.6 Million. The techniques used, together with the procedures adopted in this paper, can be used in feasibility studies of all mining projects. Such decision would result in more accurate Net Present Values than expected from other frequently used methods.

This paper briefly describes the characteristics and induced factors of coal mining bumps based on the investigation of recent bumps accidents occurred in China. According to the theory of non-equilibrium thermodynamic and dissipate structure, the process of strain energy accumulation and dissipation in the ?Coal-Surrounding Rock? system (CSRS) is discussed during the preparation of coal bumps. In addition, a series of experiments are conducted to analyze the relationship between bump-prone property and micro-structural characteristics of coal. The process of coal bumps induced by propagation of fractures and deterioration of coal mass properties are also analyzed systematically.

Reaction kinetics of solid-state reduction of chromite pellets (laboratory made and industrial) and lumpy ore was investigated by the thermogravimetric analysis (TGA) technique. Carbon monoxide was used as the reducing agent, with the presence of graphite in proximity to chromite. The experiments were carried out at both rising temperature and constant temperature in the range of 1450 - 1550°C. Scanning electron microscopy was employed to observe and analyse the structure and composition changes of the chromite samples. For the lab-made chromite pellets, the effects of particle size and bentonite addition on the reduction behaviour were studied. The pellet with smaller particle size gave a higher reduction rate. Bentonite addition had slightly negative effect on the reduction rate. When reducing industrial pellets, temperature and CO flow rate had positive influence on the reduction rate. Reduction of lumpy ore took place slower than reduction of a pellet. In all samples, chromite reduction proceeded longer in the outer part of the sample than in the centre part. The porosity of the chromite samples was determined before and after the experiments. The porosity of lumpy chromite increased significantly during the reduction. However, the porosity of lab-made chromite pellet decreases due to sintering effect. The reaction mechanism is discussed on the basis of experimental results and earlier investigations.

Paper written on project work carried out in partial fulfilment of B Eng (Chem) degree Operational factors influencing the electrostatic separation of mineral sands were investigated in a laboratory separator. Measurements were collected online by means of an optical sensor using diffused reflectance spectroscopy to determine the mineralogical composition. The results have shown that the roll speed and potential were the dominant operating variables, collectively explaining more than 83% and 68% of the product grade and yield, respectively. In contrast, the feed rate, temperature and position of the plate did not affect separation. The effect of the ambient relative humidity, ranging from 10% to 45%, could not be assessed conclusively and at best appeared to have a weakly beneficial effect on the product grade. ThERE are several reports in the literature which indicate that both solid-solution hydrogen and hydride precipitates can promote low-temperature em-brittlement of tantalum.1-3 For example, Imgram et al.2 showed that hydrogen additions in the range of 140 to 580 ppm promoted a ductile-to-brittle transition at slightly above room temperature in both wrought and recrystallized tantalum. This contrasts with the observation that tantalum of norma1 purity is very ductile, even at liquid-nitrogen temperature. Imgram et al. also found that hydrogen additions caused a deterioration of notch tensile properties of tantalum. The purpose of this communication is to present some limited evidence that hydrogen can also cause fatigue embrittlement of tantalum. The material used in this investigation was wrought, stress-relieved (1000°C, 1 hr), are-melted tantalum rod (5/8-in. diameter) containing the following impurities in weight percent: 0.005 C, 0.007 02, 0.0005 H2, 0.003 N2, 0.08 Cb, 0.01 W, and 0.01 Fe. Hydrogen charging was done in an atmosphere of flowing dry hydrogen for 3 hr at 600°C, followed by an homogenizing anneal in purified argon for 15 min at 600°C, and cooling in an argon atmosphere. Typical micro-structures of the hydrogen-free and the hydrogen-charged materials are shown in Fig. 1(a) and Fig. 1(b), respectively. Fig. 1(b) shows the appearance of hydride precipitates which, in many cases, formed preferentially parallel to the rod axis. The hydride dispersion was uniform across the diameter of the specimen. The fact that the precipitate was a tantalum hydride was tentatively confirmed by X-ray diffraction on a metallographically prepared surface. After hydrogen charging, chemical analyses by vacuum fusion revealed the hydrogen content to be 0.0295 wt pct. In addition, the oxygen and nitrogen contents were slightly raised to 0.0095 O2 and 0.005 N2.

As we look back through the Proceedings of our Institute, we find few papers dealing directly with education and recruitment. Apart from papers prepared in the earlier decades of this century, there was little written discussion on the subject until the 1950s, and mostly this was by the professionals, the professors and lecturers who staff the various mining schools of Australia and New Zealand.I use the term "mining school" in its fullest and widest meaning, to cover all aspects from ore to metal, and not in the narrow meaning that the word might imply. At the same time, in restricting the parameters of this address to "ore to metal" I recognize that I am excluding the very important fields of physical metallurgy and materials science; this I do because there is a limit to the quantum of any paper, and in fact these subjects are more closely allied to the use rather than the production of metals.However, the lack of education papers does not mean that education has been regarded lightly by The Institute. Sir Maurice Mawby in his presidential address in 1968, reminded us of the original objectives of The Institute, one 'of which was, "To promote the arts and sciences connected with the economical production of the useful minerals and metals ...". Our present Royal Charter is more specific when it says that one of the objects of The Institute is, ". . . to encourage the study of engineering with special reference to mining and metallurgy ...". If we recognize that in itself membership of our Institute is one means of continuing our education, it is true that education has been a concern of The Institute since it was first founded.Occasionally in recent years, an intrepid president has ventured to tell the academics what the industry needs, and he generally does this in a "no-question" situation! However it is encouraging that those entrusted with mineral education have always accepted this; they keep coming back for more and ask us to tell them what we want, and they will provide it.In 1948 a considerable dialogue on education was initiated when a standing committee was established by the Council of The Institute. In the period 1949 to 1951, three papers were prepared under the chair...

There are a number of hurdles that must be negotiated in order to design an effective gold ore treatment facility such that the expectations forming the basis of project economics are valid and can be achieved in practice. Selecting samples based on geometallurgical context, performing and interpreting testwork relevant to the selected process flowsheet are essential considerations towards achieving this aim.
