Employee safety and health is of paramount importance for SME and its members. Many SME members work daily in our Nation's mines or have a direct impact on others that work in the mines. SME supports the mission and purpose of the U.S. Mine Safety and Health Administration (MSHA), which is to prevent all injuries and disease from mining and to promote safe and healthful workplaces for the Nation's miners. SME supports the National Institute for Occupational Safety and Health and university research geared toward prevention of all occupational injuries and illnesses. SME maintains that laws and regulations governing the mining industry need to be based on sound scientific principles to ensure that workplace solutions can be readily implemented and that solutions to safety and health problems are fully realized.

Optimizing final pit limits for stochastic models provides access to geologic and economic uncertainty in the pit optimization stages of a mining project. This paper presents an approach for optimizing final pit limits for a highly variable and geologically complex gold deposit. A heuristic pit optimizer is used to manage the effect of geological uncertainty in the resources within a pit shell with multiple uncertainty rated solutions. The uncertainty rated pit shells follow the meanvariance criterion to approximate the efficient frontier for final pit limits. Stochastic dominance rules are then used in a risk management framework to further eliminate sub-optimal solutions along the efficient frontier. This results in a smaller set of final pit shells that could be further analyzed for production scheduling. Additionally, the original solutions are analyzed for changes in the mining limits and two regions are targeted as potential regions for further exploration.

An ignition detection and suppression system was developed under the scope of this contract. The objective of this machine mounted system was to detect flames caused by frictional sparking from the cutting bits of a continuous mining machine and to suppress it with sufficient speed to prevent the development of an explosion, and to keep the flame from harming the machine operator.

The last one decade in India had witnessed phenomenal growth in the coal, lignite, iron ore, limestone and many other minerals. To meet the production of minerals, the energy requirement is also very high both in terms of petroleum products and electrical energy. Because of spiralling prices of crude oil and also of the electrical energy, attempts have been made by various mining companies to select energy efficient mining machineries (in underground and surface) mines, together with energy efficient mining and mineral processing operations. Mineral sector of India is working seriously in tune with the Planning Commission stipulations to conserve energy.Apart from energy use (both electrical and fossil fuels) in mining, it is also significantly contributing to the cost of mineral processing depending on the quality of ore/rock being processed. Over the years a number of studies have been initiated and implemented to reduce cost of energy bill. An attempt has been made to present the various aspects of energy conservation, Impact of Energy Conservation Act 2001, Relevance of energy audit, areas of energy consumption and conservation efforts, etc in this paper. The paper also deals with some of the case studies to show how energy conservation programs has been implemented in the Indian mineral sector.

The North-South Bypass Tunnel is a new $AUD1.5 billion underground traffic route in Queensland, Australia, a project of the Brisbane City Council. The tunnel is approximately 5.2 km long, bypassing the Central Business District, and is adjacent to and below major buildings and services. Road tunnel alignment issues include the complex southern connections to the Pacific Motorway and the design of ramps to the east and the north. A review of road tunnel alignment criteria and accident data for Australian and overseas tunnels, similar to the proposed NSBT, are discussed. The key findings of this review lead to a rationalization of the traditional tunnel cross sectional width allocation. The road alignment design elements adopted for the NSBT are also discussed. The NSBT route crosses beneath the Brisbane River. Geotechnical investigations and hydrogeological modelling are described. The crossing has a fundamental impact on the alignment and the tunnelling methods. The tunnelling methods to be adopted and the tunnel support are described. The geotechnical investigations and hydrogeology analysis culminate in the selection of a single shielded TBM for the reference design. These outcomes are related to complex issues of hydrogeology and contaminated groundwater. These are discussed in detail.

This is the detailed evaluation of the establishment and implementation of an ‘oil recycle plant’ located on site at Boggabri Mine NSW, (Australia); its production, its use and its value. Also discussed in detail is the quality of the raw material produced, and the process and initial application of this raw material generated as well as the analysis of such, as a component within bulk explosive as applied to the mining industry as compiled during analysis. Laboratory analysis prior to field testing is also discussed including independent external laboratory analysis as well as the environmental benefits and a business case for recycled oil in blasting. This paper includes technical details of the product including densities, velocity of detonation and other associated key performance indicators. The intention is to off-set the amount of Distillate (Diesel) utilised as a component of bulk explosives, with a raw recycled oil and thus reducing both the environmental carbon footprint as well as production costs with regard to introduced petrochemical production and utilisation; an oil that is an existing recourse of controlled waste not only difficult but expensive to otherwise dispose of, whilst keeping the entire process ‘on-site’. Though recycled oil in blasting is not an entirely original idea, the key feature of this paper is the ability to complete the entire process on-site.

The geoscience matrix method has proven useful for valuing metallic mineral properties lacking delineated mineral resources or reserves. However, the method explicitly excludes commodity markets from the factors considered; marketability is assumed. When valuing industrial mineral properties, marketability cannot be assumed, it must considered. Market considerations may also significantly affect the standard weightings of geoscience matrix parameters such as the proximity to known deposits. In some cases, such proximity is desirable but in many cases it is undesirable. Application of the geoscience matrix method to industrial mineral properties therefore requires thoughtful, market-related adjustments to the basic geoscience matrix methodology.

Water-swellable layered silicates, namely, the smectite clays can remove suspended materials (called herein as debris) and metal ions from aqueous streams. The present study shows that the flocculating and metal extracting abilities of smectite clay-based flocculants can be enhanced when these clays are used in conjunction with a specific anionic polymer. Such performance enhancement is attributed to the following: i) the clay-dispersing ability of the polymeric additive, that would translate into an increase in the clay-surface area available for the attachment of the debris particles onto the clay particles; ii) the possibility of dispersant-to-coagulant transition of the polymer during the later instants of the treatment process, as a result of reduction in solvency of the wastewater for the polymer due to the release of cationic species from the clay-based flocculant solids; iii) metal-complexing ability and adsorption properties of the polymer.

"Anaconda Mining Inc. is investigating potential improvements and expansions to their operating plant located on the Baie Verte Peninsula in Newfoundland. An extensive batch and continuous bench scale testing program was launched to investigate the efficiency of cyanide destruction under different conditions in order to improve tailings handling. The primary objective of the cyanide destruction study was to apply new technologies to develop a novel cyanide destruction system.Effluent and slurry from Anaconda Mining Inc.’s Point Rousse Project was received at RPC where test work was conducted. Various sodium metabisulfite (MBS) dosages were evaluated and the use of utilizing ozone and ultra violet (UV) light to oxidize cyanide was investigated. All the data was evaluated and mass balances were compiled to develop several flowsheets. Overall encouraging results were found using a combination of ozone and MBS.IntroductionAnaconda Mining Inc.’s Point Rousse project includes an operating gold processing plant located on the Baie Verte Peninsula in Newfoundland which is in the process of improving and expanding. This plant comprises of milling and flotation followed by cyanide leaching in order to extract the gold. The residue from cyanide leaching is filtered by drum filters prior to being clarified for the Merrill-Crowe process. Once the gold has been recovered by the Merrill-Crowe process the effluent is filtered by filter presses and the resulting filtrate as well as the solids from the drum filters are detoxified prior to being pumped to the tailings pond along with the flotation tailings.The entire process is very dependent upon the efficient destruction of cyanide in the effluents and successful tailings handling. Substantial amounts of effluent are delivered to tailings ponds after gold extraction which could create environmental problems if the regulations are not met. Environmental regulations stipulate that final effluents contain no more than 1 mg/L Total CN.The detoxified tailings of the Point Rousse project are produced by the INCO SO2-Air circuit depicted in Figure 1. These detox tailings contain 10 mg/L Total CN at that point of the circuit and this was selected as the target to be matched while reducing overall MBS consumption rates from 3.2 g/L per minute. Prior to detoxification, the filter press tailings contain 520 mg/L Total CN while the drum tailings contain 29 mg/L Total CN."

"Agrium’s Canadian Phosphate Business (CPB) is comprised of Kapuskasing Phosphate Operations (KPO) in Northern Ontario, Canada’s only operating phosphate mine, and Redwater Phosphate Operations (RPO) in Alberta, which manufactures the fertilizer from KPO’s concentrate.Production from KPO’s South Pit commenced in 2009 and introduced contaminant problems: high aluminium from crandallite and kaolinite clays. These issues caused a drastic decrease in P2O5 recovery and throughput in both plants. KPO attempted to reduce Al clays by means of aggressive desliming. Meanwhile RPO experienced high amounts of dissolved metals in their feed that are detrimental to fertilizer production.This paper covers the mineralogy of the problem, its impact on contaminant separation at KPO, on RPO’s process and on Agrium’s Canadian Phosphate Business as a whole.Potential solutions to the problem are discussed and analysed, including a process change to deslime high aluminium streams more aggressively and high grade ore flotation, which is atypical at KPO. The latter is a demonstration of the value of communication between the concentrator and the client, as KPO accepted a recovery loss and increased production costs in order to increase overall CPB profits. General lessons learned are discussed, followed by a section on ore blending.INTRODUCTIONAlthough the existence of the Kapuskasing phosphate deposit has been known since the 1970s, it’s only since 1999 that Agrium has been operating the Kapuskasing Phosphate Operations (KPO). The mine consists of three major pits (Center, North and South) from which a mining contractor hauls the apatite ore to the Agrium concentrator. The beneficiation plant processes the ore, separating contaminants such as Fe, Mg and Al which are detrimental to its client, Agrium’s Redwater Phosphate Operations (RPO). To gather additional field data from the western United States, researchers from the National Institute for Occupational Safety and Health (NIOSH) installed an array of field instrumentation at a longwall coal mine in Central Utah. The purpose of this field site was to monitor ground movement and changes in pressure during mining where conditions include massive, stiff overburden and relatively deep cover. To accomplish this, field instrumentation was installed in the two-entry gate road between the fifth and sixth longwall panel in the current mining district.

This study forms a part of Bureau of Mines continuing research on thermal fragmentation of rocks. The potential of internal heating techniques for rock fragmentation is discussed. A concept of rock fragmentation with rapid inter¬nal heating of a localized inner volume of rock is advanced The energy required for rock fragmentation is made available by creating a required vol¬ume of localized heating. The fragmentation of rock using the proposed method is analyzed and qualitatively compared with the results of experiments with Charcoal granite, Dresser basalt, and Sioux Quartzite. High frequency dielec¬tric heating below 100 MHz is used in the study as an example to examine the working of the concept. The selection of operating conditions for the experi¬mental heating is explained. Fragmentation of Charcoal granite and Dresser basalt test rock blocks is achieved for localized heating below 550° C. The heated volume required for fragmentation is observed to be less than 2 percent of the test block volume and the electrical energy consumption is in the order of 3.5 to 6 5 kwhr/m3 The method offers a possibility for in situ fragmenta¬tion of rocks, favorable for internal heating. The method is highly dependent on rock properties governing internal heat generation The efficiency of dielectric heating in the experimental study is observed to increase with increasing dielectric loss of the rock material, ranging from about 10 percent in Sioux. At the Fort Knox Mine, Fairbanks, Alaska, carbon fines are generated during stripping, acid washing and kiln regeneration operations. Carbon fines are collected by a filter press because of their gold value. Samples of the carbon fines show that they consist of 20-30% carbon, 70-80% grit and 0.17-0.68 kg/t (5.0-19.9 oz/st) gold. About 80% of the gold values in the carbon fines used in this study are in a form of recrystallized free gold grains, with the balance being adsorbed gold on the carbon. High recoveries of gold and carbon were obtained in laboratory tests using froth flotation, with a high rejection of the grit.

The surface chemistry of the calcite/oleate flotation system was examined by in-situ FT-NIR/IRS. Spectra of combination and overtone bands of aliphatic stretching vibrations revealed gauche/trans conformational changes that occurred solely as a function of temperature. The conformational changes were attributed to the simple "melting" behavior associated with phase transitions. It was concluded that chemisorbed oleate at calcite surfaces is gel-like at temperatures below 22oC, resembles a coagel between 22oC and 31oC, and becomes micelle-like at temperatures above 31oC. By comparison, chemisorbed oleate at fluorite surfaces also undergoes these phase transitions but is additionally dependent on adsorption density. The conformational changes were observed at high chemisorption densities (> 2.0x10-10 mol/cm2) and attributed to molecular forces, primarily van der Waal's interactive forces, among neighboring chemisorbed oleate molecules. Similar analysis of in-situ FT-NIR/IRS spectra of surface-precipitated calcium dioleate at calcite surfaces did not exhibit this behavior thereby confirming that surface-precipitated calcium dioleate remains in an all-trans conformation. The results help explain why surface polymerization is not observed at calcite surfaces but is observed at fluorite surfaces.

This paper outlines the trends in gold production since the discovery of America, in the world as a whole, and in the principal producing regions as well. World production climbed at an average rate of about 20,000,000 oz. per 5-year period until the record all-time output of 111,307,000 oz. in the period ending with 1915. Production fell off during the war period, but has been mounting since 1925, and will probably be nearly 100,000,000 oz. for the 5-year period ending in 1930. Total world production of gold from 1492 to the end of 1930, as closely as can be determined, is more than 1,061,000,000 fine ounces. More than one-half of this total, or about 575,000,000 oz., has been mined since 1900. In percentage of world production, the United States jumped from 4.8 per cent for the decade 1831-1840 to 44.5 per cent for the five years ending with 1855. This is the highest figure ever reached by this country, although, with the exception of the 10-year period ending 1865, it ranked first among the nationa from 1849 until the end of 1905. During the 5-year period ending with that year, the United States produced 24.7 per cent of the world's gold. The tremendous increase from South Africa following 1890 resulted in that country's becoming the largest contributor for the five years 1906-1910, a position it has held with increasing dominance ever since. Relegated to second place in the period 1906 to 1910, the United States produced nearly 20 per cent of the world's new gold until 1920. From 1921 to 1925 it averaged 13.6 per cent and since then it has continued to decline in relative importance, accounting for only 10.9 per cent in 1927. Final figures for 1930 may place Canada second among the gold producers of the world.

"It has been suggested that the pre-concentration of ore underground can bring positive economic and environmental benefits to underground mining, particularly at extreme depth. The integration of mineral processing systems for coarse waste rejection and disposal into the underground mining environment has a substantial impact on the economics and operation of the mine. A case study for the integration of underground pre-concentration at Falconbridge’s Thayer Lindsley and Fraser Copper operations in Sudbury, Ontario is discussed, with particular focus on ore evaluation, system design, integration, and impacts on the operation. Conclusions as to the overall feasibility and potential impacts of underground pre-concentration are presented.INTRODUCTIONObjectivesA scoping investigation has been conducted for Falconbridge Ltd on the Fraser Copper Zone and Thayer Lindsley mines in order to develop a better understanding of the operations, and to do a preliminary evaluation of the potential for pre-concentration of the ore underground. The objective was to develop a conceptual design and evaluation of a pre-concentration system for each site. The results are to be used as the basis for a more detailed future study.Underground Pre-ConcentrationThe pre-concentration of ore to reduce the quantity and improve the quality of material transported to the processing plant is not a new concept and has been in practise at several mines including the American Zinc Company in Mascot Tennessee (Munro et al, 1982), the Sullivan Mine in British Columbia and presently at Xstrata’s Mt Isa lead-zinc mine in Australia, as well as at several PGM mines operating in the South African Bushveld. For each of these mines, a high degree of waste rejection was achieved at a coarse particle size with good metallurgical recoveries. The benefits arising from the surface pre-concentration of ore are well documented in the literature (McCullough et al, 1999; Miller et al, 1978; Munro et al, 1982; Schena et al, 1990; Sivamohan & Forssberg, 1991)."

The authors have studied and analysed many mineral resource and related projects in Australia. These studies have lead them to conclude that the past performance of many project developers does play a major part in any external financial investment for new or expanding resource based projects. In this paper the authors look particularly at the influence of parties outside the direct control of developers and the effect of' these parties on projects and conclude with a number of points as guidelines for potential project developers.

The Bureau of Mines is developing melting data for binary combinations of the alkaline earth fluorides and yttria to facilitate the formulation of slag composition. Liquidus and solidus temperatures and solid solubilities were determined for the BaF2-Y203 system, and the information is presented as the phase diagram. The phase diagram was constructed from data obtained by ceramography, X-ray diffraction, and thermal analysis of specimens encapsulated in small molybdenum ampoules. The data indicate a simple eutectic system with maximum terminal solid solubilities of less than 1 mole pct. The eutectic temperature is 1,343° C, and the composition of the eutectic is less than 1 mole pct Y203.
