Although roof falls account for approximately half of the fatalities in underground coal mining, the factors that produce them are not clear. Mining methods can account for some, but in others the controlling factors are the geological setting in which the mining takes place. The present investigation was undertaken to determine the kinds of rocks that were most likely to produce roof problems. Such knowledge would be helpful to mine planning since rock samples can be obtained in advance of mining by core hole drilling. The investigation was undertaken in underground mines in the Pocahontas #3 seam in southern West Virginia and southwestern Virginia. The Pocahontas #3 is one of the most widespread in this region and is a major source of high quality metallurgical coal. There are at least ten very large mines in the area and many smaller ones. The region has a very long mining history and considerable experience has been gained in roof control problems. The study was conducted with the support of the U. S. Bureau of Mines.

The correct process engineering, installation, operating and maintenance parameters are addressed as well as actual results for new and retrofit installations on USA coal capital and operating costs of spiral circuits are compared to those of traditional fine coal circuitry.

A method of monitoring production, information, i.e., raw tonnage and machine state, from each working section has been developed. The method is based on the sensing of electrical parameters in each section load center, and the reporting of this information through the existing mine-wide monitoring system. A decision-theoretic type of pattern classification technique has been used to define the machine states. The basis of the method is presented in this paper, along with a proposed hardware and software implementation scheme. Information issues central to the development and use of the proposed production monitoring system are also discussed.

In 1993, a lawsuit was filed on behalf ofnative groups in Ecuador against Texaco for environmental damage resulting from petrole­um production activities which had occurred many years earlier. The basis of the lawsuit at the time was that Texaco had failed to perform its foreign activities in the same manner that it operated in the U.S. No environmental regulations were in existence in Ecuador at the time of Texaco's operations. Also in 1993, a lawsuit for over $3 billion Australian was filed on behalf of native New Guineans for alleged environ­mental damages and health impacts that occurred as a result of BHP's operations at its Ok Tedi Mine. Since then, Royal Dutch Shell has been subjected to major criticism for environmental damage caused by its operations in Nigeria. A more recent report has criticized Shell for groundwater contamination of an aquifer in Turkey. Southern Peru Copper is now defending against a lawsuit filed by citizens exposed to air emissions from smelter operations in Peru. In all of these cases, much of the alleged damages occurred many years previous. A defense com­monly made by the companies has been that operations were conducted according to the standards in place at the time. This has not limited the lawsuits nor minimized the international publicity which has followed. While such lawsuits have been common in the U.S. for many years, their appearance in other nations have pointed out a growing sense of worldwide concern with regard to the impacts of industrial operations. Of particular concern is the fact that lawsuits have been filed in countries that have up to now had few, if any, environmental regulations. The regulatory environment has been a part of most U.S. business operations since the early 1970's. Now, however, envi­ronmental regulations are starting to be implemented in many less developed nations. This has led to the formulation of a myriad of standards and approaches to environmental regulation around the world. For multinational companies, the challenge becomes one of anticipating the level of compliance that will be required to minimize liabilities not only for the present but also in the future. The purpose of this paper is to provide some guid­ance with regards to choosing a level of compliance, particular­ly as it applies to water quality.

Outokumpu introduced Flash Flotation in the early l 980's for the recovery of floatable material from grinding circuits. The devel­opment came as a result of surveys made in the company's own concentrators, initiated to find ways of improving recoveries with increasingly complex and lower grade feeds. Hydrocyclones make a separation on the basis of particle size and mass, resulting in the "over collection" of fine grained, high S.G. particles. Minerals such as pentlandite, galena and gold are easily caught in the circulating load around the mill until they are overground and rendered more difficult to collect. In the case of downstream flotation this may simply involve a reduction in the rate coefficient due to the finer sizes or, as is commonly experienced in gold operations, the mate­rial is slimed and coated onto non-floating gangue and is eventual­ly lost to tails. At the time of Outokumpu's plant surveys, it was a relatively common practice, particularly in Pb operations, to have a flotation section fed directly from the secondaiy mill discharge. This is called unit flotation and certainly provided an improvement but very high wear rates and frequent sanding out of the cells was com­mon. The development of the SkimAir® Flash Flotation cell by Outokumpu provided a subtle but quite dramatic departure from the unit cell approach. Now it was possible to feed cyclone under­flow into a special purpose-built flotation machine and recover a final grade concentrate from the grinding circuit (see Figure I). The cell was designed to handle the coarse circulating load, per­mitting the coarsest fractions to be short-circuited back to the mill and retain the floatable sizes for a nominal time of 30 seconds to several minutes. The short retention time was possible largely due to the relatively clean content of the cyclone underflow stream. This means that the fine gangue is not present except in small quan­tities and most of the fine to mid-size paiiicles are higher S.G. and more likely represent valuable mineral. This condition provides for very high rate coefficients. Typical operations would recover 40-60% of the valuable mineral in this fashion and improvements in recovery were typically from 2-5% for sulphide minerals to the 5-20% range for gold and silver.

Three International Symposiums-the 14th International Minerals Processing Congress, the 17th APCOM, and the SME-AIME Fall Meeting special symposium on Design and Installation of Com¬minution Circuits-held in 1982 contained a number of papers relating to the fundamentals of processing coals and metallic minerals. In addition, many papers were published elsewhere in the literature. Some of the more significant papers are discussed below. Flavel reviewed key performance parameters, such as energy-size relationships for crushing processes and presented a fundamental basis for optimizing crusher productivity and possibly for development of improved crushers. Pascoe et al. reviewed the use of such control schemes. Magerowski and Karra presented a paper on a computer program developed to and in the design of crushing circuits. The problems associated with the scale-up to very large ball mills were discussed by Arbiter and Harris, and by Kavetsky and Whiten. Both groups concluded that limits on mill productivity arise due to problems associated with particle breakage and transport through mills. Austin et al., and Herbst and Rajamini reviewed the state of the art for the use of grinding circuit simulators for design and control. The effects of mill operating and design parameters on selection and breakage were discussed in detail. The philosophy of control and instrumentation for grinding circuits was extensively discussed by Kawatra and Seitz. Their paper presented for the first time an analytical basis for the inferential particle sizing technique and provided a fundamental basis for the implementation of this technique. The effect of reagent addition variation's on the performance of coal flotation circuits was reported by Kawatra and Waters, and on sulfide flotation circuits by Klimpel et al. Both groups analyzed circuit behavior from a kinetic point of view and reached similar conclusions on the effects of collectors and frothers. The computer simulation of an iron ore flotation circuit also was reported by Kawatra et al. In this work particular attention was paid to the phenomena of froth overloading. Klimpel et al., Kawatra and Waters, and Niemi et al. discussed the philosophy of control by flotation circuits from a fundamental kinetic point of view. An extension of the use of high intensity magnetic separators to the beneficiation of specular hematite was discussed by Thayer and Linkson.

Introduction Ontario's diverse industrial mineral resource base includes structural minerals such as sand and gravel, crushed stone, building stone, clay, shale, limestone, and dolostone. These resources are used to produce aggregates, brick, metallurgical stone, fillers, cement, lime, and other construction materials. The majority of the operations are in deposits of Palezoic and Quaternary age in southern Ontario, close to the major markets. Province-wide, there were more than 140 Mt (154 million st) of aggregates produced in 1985. About 115 Mt (128 million st) of that was produced in southern Ontario with the rest being largely from Crown land in northern Ontario. Structural industrial minerals account for more than 80% of the value of total industrial mineral production. The remaining 20% is accounted for by the nonstructural minerals, such as salt, which is produced in the southwestern part of the province. A host of other nonstructural industrial minerals are known. Production, though, is currently restricted to calcite, gypsum, quartz, talc, nepheline syenite, and byproduct metallurgical sulfur products (Fig. 1). Major production is close to the large markets of urbanized southern Ontario and the northeastern and northcentral US. With an abundant variety of industrial mineral resources and the large population within 650 km (400 miles) of most deposits, the market offers great potential. Ontario's nine million people accounted for about 35% of Canada's entire $476.3 billion gross domestic product in 1985. This equates to about one-third of the nation's buying power being within a 200-km (125-mile) radius of Toronto. This major concentration of industrial and economic activity has resulted in a well-developed industrial minerals industry that fulfills most of the structural industrial minerals demand in Ontario. Nonstructural industrial minerals are similarly well placed to compete in this high demand area. Although Ontario manufacturers still import some of these materials, Ontario products are achieving significant market share. And, they serve the needs of neighboring provinces and states. Present production and trends Ontario has traditionally produced significant amounts of industrial minerals. This produc¬tion had a value of $956 million in 1984 (Table 1). Structural materials production in 1985 and 1986 approached or exceeded levels not seen since the early 1970s. Many new products have been developed using these raw materials. INTRODUCTION Shotcrete can be defined as spray-applied concrete with a maximum size aggregate in excess of 9.5 mm (0.375 in.). The concept evolved from guniting, which uses smaller aggregate and generally produces concrete with poorer physical properties. The larger aggregate used in shotcrete requires less water in the mix, while offering larger bonding surfaces, thus imparting greater tensile and compressive strengths. TYPES OF MACHINES Two basic designs of shotcrete machines in general use are the wet or prehydrated zero slump and low slump type, and the dry or nozzle hydrated machines. Fig. 1 shows a typical zero-slump machine in a con¬figuration commonly used for small-volume require¬ments. The prehydrated zero-slump machine mixes exactly proportioned batches in a sealed pressurized chamber. "Slugs" of hydrated shotcrete mix and com¬pressed air are sent through a distribution hose to the nozzle where the wet mix emerges as a spray. The spray is directed onto the rock surface by the nozzle operator. The low-slump machine is similar, except that a thick slurry mix of aggregate is delivered throughout the distribution hose to the nozzle. Fig. 2 shows a typical low-slump shotcrete machine used in moderate-volume applications. The nozzle-hydrated shotcrete machine accepts a premixed "dry" (4 to 6% moisture) batch of aggregate and cement. A constant feed of this mix is directed by compressed air through the distribution hose to the nozzle. At the nozzle, water for hydration is introduced into the emerging spray. The hydrated mixture is di¬rected onto the rock surface by the nozzle operator. Fig. 3 shows a typical dry-mix machine. The major difference between the two basic machine designs is the consistency of the shotcrete quality. Pre¬hydrated machines have high degrees of consistency and produce high-strength concrete, resulting from their ability to produce exact mixtures of zero or low-slump concrete within the machine. Nozzle-hydrated machines tend to produce poorer quality concrete because of the difficulty in controlling the water content at the nozzle. Water input essentially is an art. An expert system is a computer system that performs tasks that are considered by most people to require human expertise. Since their functioning relies heavily on large bodies of knowledge, they are often referred to as knowledge-based systems. These systems can contain the skill and knowledge of an individual human expert or the combined knowledge of a group of experts. The knowledge embodied in an expert system can consist of specific facts, HSHA regulations, heuristics or rules-of-thumb used by the expert, and databases. The purpose of this paper will be to introduce the participants in the ?Increase Competitiveness Thru Innovation? session to expert systems. This introduction will enable the participants to better appreciate the balance of the papers to be presented in this session. These papers will deal with specific mining problems and a proposed innovative solution. This paper will discuss such topics as problem-solving paradigms, rules of inference, knowledge representation, and the structure of expert systems.

Located near Ely, Nevada, the Robinson Mining District has produced gold since 1868 from the Ruth? porphyry copper system. Gold occurs in at least seven different deposit types, including porphyry copper ore, silica-pyrite replacements along favorable horizons, fault controlled silica bodies, intrusive breccias, stockworks in bornfels and in retrograde skarns. In all of these the primary controls localizing gold ore are structural .preparation and permeable hosts. Indicator elements associated with gold are Ag, As, Te, and to a lesser extent Sb and Tl. Pb, Zn and F are peripheral to gold or with it depending upon position within the system. The district has produced 87,000 kg (2.8 million ounces) of gold thus far. An additional 19,300 kg (620,000 ounces) of reserves are established, and well over 31,100 kg (1,000,000 ounces) of reserves are anticipated. I

Existing classifications of mining and construction equipment have had major deficiencies. They often lack organization, balance, and have remained obscure. Particularly when proceeding to great.er resolution these deficiencies have proven crippling. By adopting "Classes", "Groups" f "Types" and "Kinds" at successive degrees of refinement, a "Taxonomy" is developed based on clear visual differentiation or on a "Morphology??. This symbiotic application, adopted from the Biological Sciences, yields clear, simple and unambiguous results. Supporting this effort are guidelines for easily and credibly sketching equipment which are also distinctive. Numerous illustrative examples are provided. Communications are improved and the engineer obtains a confident feel for the equipment at hand.

Outokumpu Mintec started development of the pressure filter in 1991, and the first unit was delivered to Tara Mines Ltd. Ireland in 1992. The filter replaced a conventional disc filter and a thermal dryer. The replacement of the thermal dryer has improved both environmental and working conditions. The filter is currently dewatering 80,000 tons per year of lead concentrate, producing a cake with less than 6 wt % residual moisture.

Since geologic anomalies are one of the governing factors of instability of underground openings, it is extremely important to know in advance the locations and extent of these anomalies such as faults and weak zones. At an underground coal mine in the Black Warrior Basin, core drilling was conducted to find a fault in an area where they were planning to locate longwall panels and possibly a shaft. Core logging did not provide sufficient information to delineate the exact location, strike, and dip of the fault. However, a high resolution reflection seismic study successfully solved this problem. This experience proved the seismic exploration technique could be used for premining coal exploration by reducing drilling costs and providing more accurate and detailed information about geologic anomalies.

The Alton Coal project, located in south-central Utah, lies at one point just over six miles from Bryce Canyon National Park. This region of the southwestern United States has been called the "Golden Circle" of national parks and monuments. Can a mine be inserted into this region so that it does not intrude on this spectacular landscape? The Alton Coal Project is a proposed surface coal mine designed to serve as the fuel source for the Harry Allen Power Plant, a 1,000 megawatt generating station planned for a site 25 miles northeast of Las Vegas, Nevada. The mine and the power plant will be connected by an underground pipeline through which coal will be transported in slurry form.

Coal in most refuse ponds including those owned by Consolidation Coal Company can be recovered by froth flotation techniques. Laboratory studies show that the flotation conditions required for coal recovery varied greatly from pond to pond. The variables found to be most important for high coal recovery and low product ash were: a) the amount and type of flotation reagents and b) the degree of conditioning before flotation. Coal recovery at a rate of 0.504 kg/s (2 tons/hr) was demonstrated at a pond site employing a mobile froth flotation unit.

Consider a typical blast at a surface gold mine in North America. For example, the low-grade area of Bench 4000 at AMAX Gold's Sleeper Mine (Winnemucca, Nevada). Bench 4000 is 20 feet high (=6m) , and blast holes are drilled and sampled on a 14 foot by 14 foot square grid (a4m x 4m). A representative blast includes between 50 and 150 holes, encompassing 15,000 to 45,000 tons of material (w14,000 to 41,000 metric tons).
