Mining investment decisions are difficult since decision analysis is often based on scarce information. The sources of uncertainty in large mining investment projects are particularly numerous and are present in all evaluation stages. Hence the feasibility decision for projects of this nature will largely depend on how well these sources of uncertainty are managed to achieve bankable risk levels. The risk associated to the construction stages of a mining project is particularly difficult to quantify, mainly because the large number of variables affecting constructive yields, and the complex interactions among constructive resources. This investigation focuses on developing quantitative simulation models and tools to increase the value of a mining project by means of an optimization of the preproduction equipment fleet. The models were validated through their application in the Chuquicamata Underground Mining Project.

Soda ash, an essential raw material for major industries, such as the glass, chemicals, soap and detergents, pulp and paper, mining and water treatment industries, is traditionally produced by chemical and thermal treatment of trona ore. The treatment processes for trona ore are not only chemically expensive but also energy intensive. Hence, the production of a high-purity trona concentrate at a lower energy and operating cost is of considerable interest to the trona industry. In this study, we describe a possible two-stage process for concentrating trona ore, involving dry magnetic separation followed by flotation, to remove insoluble impurities from the trona ore. The results showed that a trona concentrate of 91.7% purity with a recovery 91.1% can be obtained by two-stage magnetic separation, which could be further improved to 98.1% purity at a recovery of 83.8% by subsequent flotation of the non-magnetic trona product. The purity of trona concentrate is limited by the particle size and impurity content of the trona ore. The operating parameters for magnetic separation and flotation have been identified to obtain an acceptable quality concentrate.

Fatigue-related risk is a persistent safety concern for the mining industry. However, fatigue and sleepiness are often treated interchangeably, which can lead to confusion and potentially less effective reduction of safety risk. To provide clarity, we present an overview of similarities and differences between work-related fatigue risk and sleepiness including definitions, theories, measurements, and mitigation strategies. As a supplement, a summative visual model which highlights these similarities and differences is presented. Expanding industry knowledge in this area will assist safety professionals in crafting more targeted risk management practices appropriate for work-related fatigue risk, sleepiness, or both.

Over the past several years, the combination of higher energy and steel costs and the recent commercial deployment of high-pressure grinding rolls (HPGR) technology in hard rock mining have led many multinational mining companies to evaluate the suitability of HPGR technology for their particular comminution circuits. HPGR technology is perceived to require a higher capital investment while delivering lower long-term operating costs. This paper undertakes a critical evaluation of this perception. By evaluating the capital and life-of-mine operating costs of competing circuit designs for soft, medium and hard ores, the HPGR break-even point can be identified, at which the incremental capital cost of an HPGR circuit is equivalent to the net present value of the projected operating cost reductions. For ores with hardness parameters above the break-even point, HPGR circuits could offer economic benefits, while for softer ores, SAG mill/ball mill/pebble crushing (SABC) circuits are likely to be more economical and energy efficient. This evaluation considers both an SABC reference circuit and a traditional stage crushing configuration. Other influential factors are also discussed.

Researchers at the National Institute for Occupational Safety and Health (NIOSH) performed a series of lab tests to evaluate the respirable dust removal capacity of an industrial air-cleaning fan. Limestone and coal dust were tested separately in NIOSH’s full-scale drill table simulator at the Pittsburgh Mining Research Division (PMRD). Gravimetric samplers with Dorr-Oliver Cyclones and 37-mm filters were used at two upstream and four downstream locations inside and outside of the drill shroud chamber. There were six tests performed for both the limestone and coal dust experiments. In the limestone tests, an average respirable dust concentration of 98.86 mg/m3 was achieved upstream of the air-cleaning fan. The filter results show that the averaged respirable limestone dust reductions were 7.84%, 8.81%, 10.94%, and 18.02% at the four sampling locations downstream of the fan. In the coal tests, upstream samplers achieved an average of 129.03 mg/m3 of respirable coal dust. The averaged dust reductions were 9.54%, 9.83%, 18.54%, and 19.21% at the four downstream sampling points. The results indicate limited cost benefits of using this technology because of the relatively low dust reductions determined from this laboratory study.

As in many other areas of the Mexican economy, the legal rules applicable to mining in Mexico have been changing fast. Mexico's mining sector is opening up to levels of international participation that were unforeseeable just a few years ago. Over the last several years, Mexico has made dramatic changes in its trade and investment policies. Many of these changes have their roots in the administrations of Miguel de la Madrid and perhaps even Jose Lopez Portillo. However, the current administration of President Carlos Salinas must be given credit for articulating, advancing, promulgating and implementing these changes. Just a few short years ago, few people believed Mexico would repeal so many of its restrictions on foreign investment and lower its average tariff level from something around 100% to less than 10%, where it is today. NAFTA and mining The North American Free Trade Agreement (NAFTA) is the most comprehensive international expression of Mexico's new policies. Except perhaps for the agreements establishing the European Union, NAFTA is the most detailed trade agreement ever written, consisting of about 2000 pages. The provisions of NAFTA with the greatest relevance to the mining industry include the chapters on investment and government procurement. Many mining companies may also find the temporary work provisions relevant. Finally, no discussion of NAFTA and the mining industry would be complete without some mention of the North American Agreement on Environmental Cooperation, the so-called Environmental Side Agreement.

Specialty Devices, Inc. and the CMRET/NIUST, University of Mississippi, have collaborated in the design and development of a new class of Robotic Underwater Vehicle (ROV) focusing on efficient, low cost, deepwater operations. The need for such a vehicle was driven by special requirements encountered in the establishment of the Gulf of Mexico Gas Hydrates Research Observatory at a depth of 850m in Mississippi Canyon Block 118 on a restricted budget. Requirements included deployment and recovery of tools and sensors and the connection of underwater-mateable electric and fiber optic connectors at depth. The standard complement of equipment required included; high-resolution video with lighting, scanning sonar, robotic arm, precision positionin and thrusters for limited transit and maneuvering. Conventional deep water ROVs are lowered in a large cage with a buoyant tether between the cage and the ROV. The tether is wound on a winch in the cage deployed as the ROV swims out from the cage. This cage is lowered on a large diameter umbilical cable with strength elements and communications elements and conductors for electric power. With increasing water depth the umbilical cable must become ever larger to accommodate increased power transmission loads and strength demands, with corresponding increase in deck handling equipment size and in turn, vessel size and overall cost. The surface ship must include a dynamic positioning (DP) system to control ship propulsion to maintain the position of the ROV cage at a position relative to the sea floor. DP ships with this capability and the ability to carry the large umbilical cable and winch are expensive.

Economic open-pit and surface mining often call for ever increasing volumes of lower grade materials. So it is important, often critical, to develop precise expense and production estimates for the large electric mining shovels now in use. An electric shovel's basic application is to "shovel up" material, starting at ground level with the dipper moving up into a working face or bank. It's impractical to dig below ground level with a shovel, except briefly or in unusual circumstances. The shovel working face is "the bank," whether the material is dug from natural bed or blasted. The shovel's digging attachment, the boom and dipper handle, is built in standard and long range configurations. A standard digging attachment is normally used for loading into haulage equipment. The long range attachment is normally used for side or hack casting to a spoil pile. It is also used fir loading into haulage equipment placed above shovel ground level, as in some coal loading applications. Shovel clipper size and hauler capacity should he matched so that a hauler can he loaded in three to four shovel work cycles. Five cycles is usually the limit of good practice. If fewer than three cycles are required, the hauler is too small. More than five cycles indicates possible excess harder waiting time for loading, or shovel waiting time for too few haulers. Full dipper loads, including the last dipper or ''pass, " are essential for economical shovel and hauler match. Consistent need for a final partly full dipper to fill the hauler shows an improper match between the two.

During 1983, The Youghiogheny and Ohio Coal Company's lost-time-incidence rate was 8.1, equal to the average for underground bituminous operators. How- ever, one half of all lost-time injuries were low back, back and neck related. In reviewing these results, we determined that substantial improvement could be made. We investigated existing back schools and the possibility of opening an in-house clinic. In September 1984, we began The Youghiogheny and Ohio Coal Company's Back Care Program. The objectives of the program are to reduce the number of back injuries incurred at the work site, hasten recovery time, decrease medical and workers' compensation costs and provide the employee with a thorough understanding of his problem. A state-of-the-art clinic capable of treating injuries to the spine and extremities has been established at the work site. The clinic is staffed by a licensed physical therapist and is offered to all employees on a voluntary basis under physician referral. The approach to treatment is multi-phasic. For the typical patient, the initial goal is to reduce pain and correct dysfunction. Treatment modalities such as auto-traction, extension exercises, ultra sound and moist heat are frequently used. During this period the patient is given extensive education regarding his problem. As soon as more vigorous activity can be tolerated, a work-hardening pro- gram consisting of job simulation activities designed to improve flexibility, strength and functional capability is begun.

Methane gas is an ever-present problem facing the underground coal mining industry. Mine operators are mandated by law to maintain safe concentrations of methane gas within the mine environment. Ventilation is the method of choice used by all mine operators to reduce gas concentrations. When gas emissions are such that ventilation alone cannot control the gas, methane drainage methods must be applied. In the 1970’s, there was a concern that unprecedented gas emissions would be experienced as mine operators began new developments in the deep and gassy Blue Creek and Pocahontas No. 3 Coalbeds. Such concern was well founded as significant gas volumes are being emitted as these mining operations mature. In 1971, the U.S. Bureau of Mines began to tabulate and track the change in mine emissions. These data were extracted from the underground coal mine quarterly air quality-quantity inspections performed by the Mine Safety and Health Administration. At that time, approximately 6560 Mm3/d (231.7 MMcfd) of gas were emitted from 430 underground coal mines. It was determined however, that the mines emitting less than 2832 m3/d (100 Mcfd) contributed only 2.1 percent of the total daily gas flow. In 1988, underground coal mines emitted 8350 Mm3/d (294.9 MMcfd) from 487 mines. This report evaluates the changing nature of U.S. mine gas emissions over the last 18 years.

Conventional tailings slurry contains a significant amount of water, and water management is key to ensuring the stability of a tailings storage facility (TSF). Simply reducing the water content in the slurry before discharging it from the mill could be an effective way to improve TSF water management. This study investigated the potential for using an environmentally friendly polymer as a new drag reduction agent (DRA) to reduce frictional pressure loss and also conserve water. It entailed conducting pipe loop tests to assess the polymer’s effect on pressure loss in tailings flow and then applying the test results to validate a numerical model using computational fluid dynamics (CFD). The model was also used to determine the polymer’s optimal concentrations at given solid concentrations and flow rates, its effect on energy efficiency for tailings transportation, and its potential for saving water. A case study for a mid-sized, hard-rock mine with a throughput of 50,000 t/day found that the solid concentration could be increased from 30 to 45% with no pressure loss by applying 1996 m3 of the polymer per day. Adding the polymer also resulted in water savings of 57,552 m3/day. The results of this study demonstrated the potential for using the new DRA not only to improve TSF stability but also to save water.

Ball mill grinding circuits can be subject to upsets that arise from variable characteristics of the feed ore. These upsets are transients in critical circuit variables such as ball mill mass holdup, circulating load, sump level, cyclone efficiency and product particle size. They may occur frequently so that the operation is continuously fluctuating or they may be of such magnitude that some of the equipment is overloaded, resulting in shutdown, or an undesirable product particle size. The feed ore characteristics that influence ball mill circuit behavior in this manner include the grindability of the ore, the eventual transport characteristics of the ore in the mills and the feed ore size distribution. Control strategies for grinding circuits using conventional proportional-integral (PI) control have limitations to their effectiveness in controlling against feed ore disturbances. The first of these are the interactive nature of two or more control loops on a single circuit. Under some circumstances they begin to fight each other, increasing control error and settling time. PI control loop gain constants can be tuned to give best response for some set of conditions but once these change, as they would with a change in the feed ore, they are no longer the "best" ones (Shinsky, 1967). Due to these limitations, alternatives to conventional PI control strategies have been investigated for grinding as well as other mineral processing operations. These alternatives, all computer-based, include self tuning regulators, decoupling control and optimal control (Herbst and Bascur, 1983).

A large body of readily available Na-montmorillonite is present about 24km (15 miles) east of Fallon, Nevada. The clay is comparable to Wyoming Na-bentonite, but with somewhat less MgO and somewhat more Fe2O3 in its crystal structure. The physical and industrial properties of the Nevada clay are comparable to those of the Wyoming clay. The Na-montmorillonite is presently mined for use as hazardous waste barrier material and as a sealant for canals. It may be economically feasible to process the clay material for removal of impurities.

John D. Maefadyen Subject paper unfortunately has some serious flaws negating the usefulness of the paper. The authors claim that sulfur is the major source of production problems in cement kilns. This is not the case. Sulfur is not a problem as long as the mole ratio of sulfur to alkali oxides is less than, or equal to, 1. This is attributed to the sulfur preferentially combining with the alkali oxides and not acting as a clogging agent due to the nature of the pre-heater vessels. Where the mole ratio exceeds 1, many methods are available to eliminate or reduce the clogging problems such as using the preheater bypass or a precalciner with up to 100% kiln gas bypass. In non-preheater kilns, the presence of sulfates is hardly ever a problem anyhow. Thus, the level of sulfur in the fuel and raw material that might cause problems is not a fixed amount, but is predictable. The purpose of the paper is to discuss the economics of conversion of kilns in the Indonesian and Phillippine cement industries from oil firing to coal firing. This economic analysis has very little to do with the sulfur levels. Thus, the section of the paper on sulfates is actually rather meaningless. The economic analysis is also rather meaningless because the authors have failed to follow accepted economic analysis procedures by including interest charges. They have fallen into the trap of confusing financing with economic evaluation. When the accepted methods of economic evaluation are used, the return on investment increases to about 35%. In conclusion, the paper is not a meaningful contribution, and sadly, quite erroneous.

Tunnels are defined as underground passages made without removing the overlying materials. From time immemorial men have driven tunnels for mining purposes. Even today tunnels are the building blocks for underground mines. The total length of such a network of tunnels in a mine may add up to 10-100 miles! In addition to this, rapid development of vehicular traffic, needs for air raid protection and metropolitan traffic problems have given a great impetus to underground tunnel construction. But for the successful drivage of any tunnel an adequate air environment has always been and remains an essential prerequisite. This is particularly true for tunnels in mines which are driven in gas bearing strata often at a substantial depth from the surface. An adequate air environment is designed to promote the health, safety and comfort of workers which results in greater productivity and efficiency. Its legal definition varies from country to country but, in general, it means the provision of sufficient circulating air, often at specified velocities, to maintain: (i) at least 19% oxygen in the working areas (ii) Concentration of pollutants, e.g., methane, carbon monoxide, respirable dust, etc. below specified limits. Table 1 shows the maximum allowable concentrations for some of these pollutants.1 (iii) Temperature and relative humidity below specified limits. Ventilation of tunnels in mines assumes ever. greater importance today because of increased mechanization and concentration of output which leads to higher rate of production of inflammable gases and respirable dust. As orebodies being mined globally are of ever-decreasing grades, the focus on the concentration process has moved increasingly to the challenges faced in management of the gangue minerals. This is especially so in the flotation of platinum group minerals (PGMs), where head grades are typically in the region of 4–7 g/t. Hence, in PGM operations, a typical recovery of about 80 percent requires depressing about 85 percent of the gangue minerals. In a flotation cell the main control parameters are reagent type and dosage, froth depth and air addition rate. This paper reviews research projects carried out over an extended period aimed at optimizing the depression of gangue minerals: both those that are naturally floatable and those, such as chromite, that are entrained.  This has involved comparing the two major depressants used in the industry — guar and carboxymethylcellulose (CMC) — in the depression of the relevant gangue minerals, as well as investigating their consequent effect on the behavior of the froth phase. Because most PGM flotation plants treat the ore as if all the PGMs are associated with sulfides, copper sulfate is widely used as an activator, but this can also lead to inadvertent activation of gangue minerals. Finally, chromite levels must be kept below 3–5 percent to avoid any negative effects on smelter performance, and thus it is important to reduce chromite recovery which mainly occurs due to entrainment through, for example, froth depth control.

Placer material, regardless of the value of gold, tin, titanium, diamonds or other value mineral it contains, remains worthless until the valuable constituent is separated from the bulk of the material. This separation is no mean task when considering that a gold placer containing 0.01 to 0.03 oz/yd3 of gold, which is the range of grade of typical placer deposits; yes, 1:3,000,000! It is a miracle that gold placer mining has ever been profitable. Added to the situation of minute quantities of gold are several other problems, such as the gold often being very finely divided, the association of boulders and clay, and running and/or ground water. As each placer deposit is individual and distinctive, many factors have to be considered in planning the method for gold recovery from the alluvial deposit. Previous chapters have shown that in the exploration and sampling stage, some knowledge of the amount of each size of coarse and fine material which occurs in the deposit as well as the size distribution of the discrete gold particles is determined. Unless informed to the contrary, as a general rule of thumb, plant designers will consider that 40 percent of the material will pass through a 5/8-inch screen or punched plate hole. Iron ore pellets use bentonite clay as binder at dosages from 0.5to 1.0% (10 to 20 pounds per ton) of moist iron ore concentrate. Bentonite is typically shipped hundreds of miles from Wyoming to the Lake Superior iron ore district. It is therefore best to know how effective a bentonite will be before it is shipped and used to bind concentrate into pellets. Current tests of bentonite effectiveness include: plate water absorption, methylene blue uptake, free swell, exchangeable cations, and glycolated layer expansion. However, these tests have many disadvantages: First, they only measure the ability of a bentonite to expand, disperse, or absorb, not how well it will bond. Second, most of the tests require up to 20 hours to perform. Bentonite only has a few minutes to interact within the concentrate before it is indurated (sintered). These long-term tests may not reflect the true behavior of bentonite. Third, the tests are tedious and often results are inconsistent between different iron ore concentrates, labs, and technicians. Fourth, some of the testing equipment is difficult to procure. Fifth, procedures are often difficult to standardize. In this paper, the Binder Effectiveness Strength (BESt) test to evaluate binders for iron ore pellets is presented that: measures the ability of bentonite to bond, requires only about two hours to complete, is simple and reproducible, and utilizes readily available equipment that has been standardized for decades.
