My reaction when first asked to present this paper was; "What could I possibly say that would hold the audience?s attention for 15 minutes? What could I offer that anyone familiar with the Nevada Barite Industry wouldn't already know?" Well, quite frankly I can't. The industry has certainly been anything but exciting for the past 10 years and, in fact, quite depressing. The challenge, for those few of us left in it, has been to keep it alive. At times it has felt like a doctor must feel with a terminally ill patient. All I can do is recap the past ten years, review the present state of the industry, and offer a few personal opinions and observations as to where I think we are headed.

The production of synthetic fuels from coal has been pioneered by South Africa. South Africa made a decision in 1975, due to the threat of an oil embargo, to proceed with the construction of Sasol Two, then followed by Sasol Three. South Africa has large coal but little indigenous petroleum reserves. The indirect coal liquefaction process used by Sasol since 1955 is the only commercially demonstrated method available for producing transport fuels from coal. The new plants consume 27 million tons per year of coal from a single mine that now produces transport fuels in sufficient quantities for energy independence.

Recently, the health of the cement industry has been threatened by the impact of environmental regulations, over-zealous state and federal agencies and radical environmental groups. Unfortunately, cement plant operations tend to trigger every environmental regulation and program promulgated, plus several programs designed specifically for the cement industry. These environmental burdens come at a time when the cement marketplace has been impacted by imports resulting in a situation where it has been difficult to increase prices to offset these increased environmental liabilities. The competitive world market forces the cement industry to seek creative ways to reduce costs. With additional major environmental programs coming down the pipe, like the Federal Clean Air Act Amendments of 1980 and EPA regulation of cement kiln dust, the cement industry has attempted to try innovative supplements to cement manufacturing. The cement industry has found that using waste tires, biosolids and other solid wastes in the cement manufacturing process can reduce costs and plant emissions.

Epidote is a common hydrothermal alteration product in many copper deposits of the southwestern United States. In many of these deposits epidote, along with calcite and chlorite, generally characterize a distal or halo propylitic alteration assemblage, but the mineral can occur within the central potassic alteration zone as well. Epidote is also a common alteration mineral in deposits formed in calcareous host rocks -- the skarn or pyrometasomatic ore bodies. Within the past 15 years, studies of the major and trace element composition of other alteration phases, principally biotite, associated with base metal ore deposits have demonstrated that some hydrothermal alteration minerals are compositional distinct from their igneous or metamorphic counterparts: However, the use of major and minor element content to identify and zero in on mineral¬ized areas does not appear to be very promising. Little work has been published upon the geochemistry of epidote from this standpoint and the results of my work suggest that a similar conclusion can be applied to epidote. My work (Fellows, 1976) suggests that epidote minerals in hydrothermal alteration suites from porphyry copper deposits in the southwestern United States are generally iron-rich rather than aluminum-rich. As a group, these alteration minerals differ compositionally from epidotes of regional metamorphic terrains. I ascribe these differences to the variations in the oxidation character of the respective environments. However, it appears as though the use of major element compositional variations of epidotes as an exploration tool is severely limited. Epidote is a complex calcium-aluminum silicate. Recent events pertaining to U. S. energy needs and development of alternative energy fuel resources have made the American public more aware of past and present coal mining operations, and their impacts on the nation's economy and environment. This awareness has developed rapidly due to increased government involvement and consequent media coverage. This is true particularly in the Western states and in Texas. One of the consequences of this increased public awareness is public concern over the perceived and real consequences of mining operations. Emphasis has been placed on potential releases of toxic and hazardous substances, and possible carcinogens. The result of this public concern is a mounting effort at both state and Federal levels to promote stricter laws regulating the mining industry.

The mining industry appears to be slowly rebounding. But many individuals and company officials are still smarting from the beating they received during the recent recession. As a result, companies have taken the "lean and mean" approach. As pointed out at the Oct. 24-26, 1984 SME-AIME Fall Meeting in Denver, CO, companies are placing more emphasis on optimizing their operations through more efficient mining and processing technologies and equipment. Empathizing with the mining industry's woes was the meeting's welcoming luncheon speaker, John D. Withrow, Jr., executive vice president product development for Chrysler Corp. Withrow paralleled Chrysler's problems of a few years ago with the current problems facing the US mining industry. He said Chrysler's come-back centered around its engineering and technical personnel, who regained "their seat at the head table." "In short," Withrow said, "we had lost the competitive edge. By cutting costs and people and improving our products we got everybody to believe we could." The 2700 participants at the Fall Meeting attended technical sessions geared toward turning mining back into a productive and profitable industry. Sessions and symposia included papers on precious metals extraction, crushing and grinding innovations, geomechanics, environmental control, health and safety, and various commodities. This article briefly highlights some of the papers presented. To order preprints of these technical papers, see ME, December 1984, pages 1620 and 1621. Computers Gain Mining Acceptance High tech has reached mining. As evidenced by many papers, computers have become valuable tools in many applications. These include tailings ponds operation and waste management; truck dispatching; mine design, simulation, and scheduling; monitoring; and reclamation. Mine planning is generally labor intensive and requires a considerable amount of the planner's time. P. K. Chatterjee, X. Chung, and Y. Jianjy described a computer-generated interactive graphics approach to under-ground coal mine planning that lessens the manhours involved in producing plans. The computer program examined exploratory borehole information. This included coal seam thickness, tonnage, quality constraints, and the nature of their distribution. Layout designs were then initiated and a probabilistic simulation performed to determine production levels of different extraction strategies. The interactive graphics approach gives planners the ability to quickly evaluate several layout alternatives and select the best one. For surface coal mines, M. A. White, of Arch Minerals Corp., explained several computer programs that aided in his company's surface mine plans. Several drill hole database and modeling pack¬ages are available. But Arch tech¬nicians developed specific pro¬grams for model strip areas. They were used to form long-term pro¬jections for various area and semi¬area stripping operations. They also generated reports on yard¬age, tonnage, quality, and ratio in¬formation. The information is used in budgeting, to compare mine plans, and to analyze acqui¬sition candidates. While computer-based truck dispatching systems have been used in mining for some time, earlier systems were run on ex¬pensive mainframe or high per¬formance minicomputers. As such, computer-based truck dis¬patching systems have been too expensive for all but the largest mines. Recently, however, a microcomputer-based system, af¬fordable to smaller mine opera¬tors, has become technologically feasible. Y. C. Kim and W. E. Kolb re¬ported on a simulated microcom¬puter system that uses strategi¬cally placed signposts in the pit area to automatically detect truck movements. A microprocessor in the signpost sends information to the microcomputer. The computer determines the truck's assign¬ment and alerts the dispatcher. He radios the driver his assign¬ment. In addition to the technical pa¬pers, an introductory short course on microcomputers was offered at the meeting. L. M. Kass and J. P. Stemming plugs are used as an accessory in drilling and blasting industry. They supplement conventional stemming material (i.e. drill cutting) with retention of gases in the drill hole that result in better fragmentation of rock and improved explosive utilization. Better fragmentation and explosive utilization along with economic benefits enhance efficacy of the project. Incorporation of stemming plugs in drilling and blasting industry is in exercise for about thirty years. The efficiency of stemming plugs is a key factor in their rising induction in mining industry. Different studies have been conducted on the economic viability of these plugs. The focus of this paper is the selection of stemming plugs for a bench blasting operation and the examination of blasting operation efficiency based on ergonomics and human factors. Three types of stemming plugs were evaluated during multiple blasts at a limestone quarry. Their performance was evaluated using split desktop software. Based on the human factors plastic molded stemming plug (stemming plug-1) was found to be the best among all selected plugs. INTRODUCTION Surface mines and quarrying operations heavily depend on bench blasting to achieve high volumetric targets and production demands. Use of explosives is the most economic method adopted for rock breakage and movement. Extensive research had been performed to enhance explosives energy utilization. This include changing the drilling pattern, application of air decks, stemming plugs, and use of other supportive devices. Optimization of explosive energy has been a major concern in those mines that rely on drilling and blasting operation to carry out main production. Due to continually increasing cost, efficient mining demands, and associated hazards of using explosives, it is necessary to utilize explosives at their best. Efficiency of a blasting operation is generally evaluated by the fragmentation size. From post blast conditions at blasting site to efficiency of processing plant, anything can be affected due to improper blast resulting in bad fragmentation. Better fragmentation is necessity for better operation of the system along with consideration of the safety of operation, environmental issues and related costs. For developing a blast design, an engineer should always attempt to minimize the cost of operation without compromising with acceptable technical and safety necessities [1]. Blast performance is dependent on many different factors associated with the process. These factors have been gauged as blast geometry, explosive specification, and rock mass properties [2]. Similarly, in 2013 Mohammad et al. concluded that fragmentation dynamics depends on blast hole diameter, primer, spacing, stemming, burden, and delay timing for blasting operation [1]. At the work site where this study was performed, blast holes were filled by drill cuttings and muds to help in confining gases. In a blast hole, gas confinement helps in better rock fragmentation along with reduced flyrocks. This practice is most common in many countries including Pakistan. Due to lack of homogenized particle size, the effectiveness of confinement is variable and majorly based on the size of stemming. Extremely small sized drill cuttings often result in hole blow out along with flyrocks from the collar. This improper blast energy will result in poor blast, bad impacts on environment, and reduced operational efficiency. In addition to the stemming material, the length of stemming is also a prime consideration. The decrease in stemming length will increase the quantity of explosive in the blast hole and an increase in stemming material generally improves stemming performance.

Mines are filled with a mixture of gases, some of which are toxic, flammable, or explosive. Others serve as early reporters of impending problems. Mines monitor these gases in order to ensure the safe, efficient operation of the facility and avoid losses or disasters. Two different approaches to monitor these gases have historically been taken. One kind of device measures the amount of each gas present by using selective detectors (e.g. handhelds and spectrometers). Another kind separates the mixture of gases into the individual constituents, then measures the amount of each gas present (e.g. gas chromatographs). Handheld units are the most widely used, but gas chromatographs are the most powerful yet underutilized units available to enhance mining operations. There are many misconceptions about the nature, applicability and proper use of each type of device, and little data is available. Up to this point, many people had only the manufacturers? claims to guide them. This study was undertaken to clarify the range of applicability, important characteristics, and value in use of these units in real-world situations. An additional goal of the study was to provide ways to evaluate comparative data, and thus aid mining operations in choosing the most beneficial and reasonable ways to use such devices in various situations and contexts.

A real-time transient pipeline simulation was used to model the operational pressure response in the concentrate and tailings pipelines of the Minera Los Pelambres copper mine in Chile. A high-fidelity simulator was needed to train the operators on safe operation of the pipeline for different scenarios. A simulator that solves the transient equations was used to dynamically predict the pressure and flow throughout the pipeline to provide real-time responses to operational changes such as opening or closing a choke valve, or sending a water batch. Slurry rheological properties were incorporated into the model. This paper presents the technical background of the pipeline simulation model and the study of slurry properties. The paper shows the results of the transient simulation for different operating scenarios such as start-up, shutdown and leakage, by presenting the hydraulic gradient curves for each case. Finally, the paper briefly presents how the simulator was connected to an emulated control system and used to train the operator, it demonstrates the most effective tool available to learn to resolve undesirable conditions.

Coal is America's most abundant energy resource. Therefore, it IS logical to assume that coal must be produced in much greater quantifies in order to make the United States self-sufficient, as far as energy is concerned by 1985. However, there are a number of obstacles which have to be overcome in order to achieve such a great task. According to one of the most outspoken American Mining men, there are three major obstacles. Those are: (1 ) Mining technology (2) Public image of the coal mining industry (3) Governmental policy toward the mining industry The following will be dealing with Shortwall Mining, which is a very specific part of mining technology and which might influence the image of the coal mining industry as well as the governmental guidelines, at least to make it easier to live with those guidelines. During recent years the operation of coal mines has been more expensive than ever. Since 1970, the cost of producing coal increased by 30% and the productivity dropped by just about the same amount. Those are alarming signs.

"The Sanitation Districts of Los Angeles County is planning to construct a new, approximately 7-mile-long (11.3 km) effluent outfall tunnel to be excavated by TBM and lined with precast concrete segments. Anticipated net operating pressures within the tunnel are expected to approach 3 bar. To counteract joint opening and exfiltration leakage, an approach has been investigated to post-tension the precast concrete tunnel lining with steel tendons. The tunnel alignment crosses several seismically active fault zones, at which installation of steel pipe is proposed as a secondary inner lining to mitigate potential offset displacements. This paper discusses the tunnel lining design approach and methods used to address these unique challenges.INTRODUCTION The Sanitation Districts of Los Angeles County (Sanitation Districts) is planning to construct a new 18-foot-diameter (5.5 m), approximately 7-mile-long (11.3 km) tunnel from the Joint Water Pollution Control Plant (JWPCP), located in the City of Carson, to the existing White Point outfall manifold structure at Royal Palms State Beach (RPSB) (Figure 1). The project is part of the Sanitation Districts’ Clearwater Program, which will improve overall system reliability through the repair and replacement of the existing aging infrastructure. The existing system includes two 6-mile-long (9.7 km) tunnels, 8- and 12-feet in diameter (2.4 and 3.7 m), and four ocean outfall pipes with a maximum capacity of approximately 675 million gal/day (MGD) (2.6 billion L/day). Addition of the new parallel tunnel will increase overall capacity to accommodate peak wet weather wastewater flows of up to 1,262 MGD (4.8 billion L/day) and will allow inspection and repair of the existing tunnels. The new outfall tunnel will be excavated using a pressurized face tunnel boring machine (TBM). Shafts at the north (JWPCP Shaft) and south (RPSB Shaft) ends of the proposed alignment will connect the tunnel to the existing wastewater treatment plant and existing ocean outfalls manifold and during construction act as launch and receiving shafts for the TBM. The tunnel will be excavated from north to south as a single heading."

The USSR, over the last 20 years, has continued to increase its out-put year by year and it is now almost four times what it was at the end of the Second World War. In 1975, it exceeded 700 million tons of run-oi-mine coal (all ranks) which amounts to over 20 percent of world output. This rapid progress has been due to modernization of the industry, by means of increased mechanization and automation and the development of new machines and systems for underground workings and by the expansion of open-pit workings and the development and implementation of larger earthmoving machines.

Reliable ore reserve estimates for deposits with highly skewed grade disributions are difficult tasks to perform. Although some recent geostatistical techniques are available to handle problems with these estimations, ordinary kriging or conventional interpolation methods are still widely used to estimate the ore reserves for such deposits. The estimation results can be very sensitive to the search parameters used during the interpolation of grades with these methods. This paper compares the ore reserve estimates from ordinary kriging using several cases in which certain search parameters are varied. The comparisons are extended to different mineralizations to show the changing effects of these parameters.

A high seam geologic condition exists at Jim Walter Resources No.4 mine which requires immediate rib support after a continuous miner cuts a place, High seam mining heights are typically 2.4 to 2.6 m (8 to 9 it) and a thick rock layer is present in the upper portion of the coal rib side. The 610 m (2000 ft) mining depth at No. 4 mine induces horizontal rib line movement after excavating an entry. Horizontal rib movement greater than 30.5 cm (12 in) have been noted. When lateral movement occurs in the high seam areas, the thick rock layer, and the coal above the rock layer, become fractured and tend to roll into the entry. If not adequately supported, large rib rolls develop in the place being bolted as well as in previously mined areas which endanger men and equipment. To control this situation rib support must be installed in the roof bolting operation as the bolting crew works towards the face. A rib control system has been developed for this high seam mining condition utilizing a mechanical anchor bolt placed at an angle in the rib and installed with a modified Fletcher DDFI- 15 bolting machine. Over 120 km (75 mi) of entry have been supported with angle rib bolts. These angle bolts constitute 43 to 60% of the total roof and rib bolt footage in the high seam port- ions of No.4 mine. The angle rib bolting system has proven safer, more effective, and more efficient than the earlier support method employing bolts installed horizontally into the rib. No rib roll accidents have occurred since the angle drill bolting machines were placed in service in 1981. By securing the broken rib material with an angle bolt anchored above the coal pillar, a more effective means of rib control is achieved. Angle rib bolting does not interfere with continuous miner productivity. In addition, bolting crews are now reduced from three to two people and the total drilling supply costs are approximately 60% the previous cost, when compared to the previous support method using horizontal rib bolts.

A recent report to President Reagan from the Business-Higher Education Forum, entitled, "America's Competitive Challenge: Need for a National Response," (1) observes that in the recent past, ". . . much of that research, which is necessary for major breakthroughs and sustained productivity improvements, was redirected to short-term objectives ... At the same time, American universities, which conduct more than half of the nation's basic research, have suffered from an accumulated under-investment in facilities and equipment amounting to an estimated $1-4 billion." Also contributing to the decline in America's productivity, the report said, are "...weak technology transfers between government and industry and between universities and industry..." This report as well as other recent reports and articles have, reopened a subject which has long been debated but rarely resolved-- the interaction between the academic community and industry in the sponsorship and conduct of research. The subject is unfortunately, too often treated as a controversial issue involving ethics and the profit motive when, in fact, the two branches of society -- industry and academia -- are necessarily part of the same system. I would like to speak to you today on the subject of university-industry interactions and to some extent discuss the role of government in such interactions. Finally, I will make some remarks as to how this subject applies to the mining industry.

Stoppings are necessary ventilation control devices for effective air distribution underground. However, one of the major problems underground mining has is that every stopping is a potential leaking source. Since air always flows from a point of high pressure to one of lower pressure, and the total pressure at every point in intake airways is higher than that in the return airways, air will always tend to leak from intake to return (Tien, 1996). In many mines, less than half of the air entering the mine actually gets to the working areas; the rest of it simply short-circuits directly to return airways through leaky stoppings instead (Timko and Thimons, 1983). Leakage through a stopping occurs because of pressure drops across the stopping and available leaky path in stoppings. Empirical equation has been widely used to characterize the relation the amount of leakage and variables that affect leakage. However the use of this equation requires accurate information for constants which are not always readily available. It is the attempt of this paper to derive an equation similar to the Atkinson Equation that can readily be applied to characterize pressure-leakage relationship for any given stopping.

LKAB's Kiruna mine, located above the Arctic Circle in northern Sweden, is one of the world's largest underground mines, and it is one of the most modern. The Kiruna orebody is a high-grade magnetite containing about 80% low-phosphorous iron ore and about 20% high-phosphorous iron ore in situ. The mining method used is large-scale sublevel caving. Due to the blending of high-phosphorous ore with low-phosphorous ore during the extraction process, only about 20% of the run-of-mine ore can be used for the mine's low-phosphorous product. The blending process is highly irregular and difficult for the mine-planning personnel to predict. An algorithm was developed that uses principles of gravity flow to predict the run-of-mine phosphorous grades from the in situ geologic block model. The model can be used for both long- and short-term predictions.

The objective of this paper is to review advances in the art of borehole (slurry) mining made by the Bureau of Mines. The introduction gives historical and general background information on borehole mining. The borehole mining concept is defined and justified in terms of economics, health and safety, the environment, and resource conservation. This is followed by a description of the design of a prototype borehole mining tool (BMT) developed by the Bureau of Mines. Included are design drawings and performance specifications. The next section describes the application of the BMT in the extraction of metallurgical coal from steeply pitching seams near Wilkeson, Wash., during 1975-76. The field test showed that the BMT produced coal at the rate of 8 tons per hour (tph) (7,272 kg/hr) from a depth of 88 feet (26.8 m) and was effective in producing coal as far as 15 feet (4.6 m) from the center of the borehole. The data are used as a basis for an economic analysis of borehole coal mining and for the suggestions for the design of a second-generation borehole coal mining tool. The following section describes Bureau efforts in applying borehole mining to the extraction of uraniferous sandstone at Rocky Mountain Energy Corp.'s Nine-Mile Lake site, Natrona County, Wyo. BMT design changes appropriate to uranium mining are described along with production, reliability, and reclamation data taken during 1977-73. The field test revealed that the BMT produced 900 tons (81.8x105 g) of uraniferous sand at an average race of 8 tph (7,272 kg/hr) from a depth of 75 (22.8 m) to 90 (27.4 m) feet and created a cavity 25 feet (7.6 m) in radius. These data are used as the basis for an economic analysis of borehole mining of shallow uraniferous sandstones. Reclamation data included will be the results of backfilling experiments conducted at Nine-Mile Lake during 1978. The most significant of these data were that backfill was emplaced at the rate of 16 tph (14.5x103 kg/hr) and that 90 percent of the material extracted from a cavity can be backfilled.

Explosions in underground mines and surface facilities such as processing plants are caused by confined accumulations of combustible dust and/or flammable gas mixed with air in the presence of an ignition source. Underground explosions can be prevented by minimizing methane concentrations through methane drainage and ventilation, by adding sufficient rock dust to inert the coal dust, and by eliminating ignition sources. The effectiveness of rock dust in arresting explosion propagation was proven by experiment and practice (1, 2, 3, 4, 5, 6, 7, 8, 9, 10, 11). The precise mechanism by which rock dust (generally pulverized limestone dust) quenches flame has not been fully explained, but is believed to be absorption of thermal energy from the heated gases and absorption of radiant energy, which reduces the preheating of unburned coal particles ahead of the flame front. One measurable aspect of explosibility is incombustible content. In order to determine whether enough rock dust is applied, 30 CFR1 § 75.403, Maintenance of Incombustible Content of Rock Dust, requires at least 80% incombustible content on the roof, ribs, and floor of underground coal mines. 30 CFR § 75.403-1 further defines the incombustible content as follows: ?Moisture contained in the combined coal dust, rock dust and other dusts shall be considered as a part of the incombustible content of such mixture.? In order to determine the incombustible content of the mine dust, samples of deposited dust from specified areas in a mine must be collected, analyzed, and then compared with the minimum standard of 80%. The traditional low temperature ashing (LTA) approach to determine if a coal and rock dust mixture is compliant with the inerting requirement consumes the coal dust and considers the remaining material to be inert. Compliance with the law is then determined by comparing the measured percentage of inert material of the representative band sample with the pre-established requirement of 80%. The incombustible content of the sample includes rock dust, the amount of moisture as received at the lab, and the inherent ash in the coal. The LTA method is not itself a direct measure of explosibility but is a surrogate that calculates a single parameter associated with large-scale Bruceton Experimental Mine (BEM) explosion test results conducted with dry rock dust. This method assumes a homogenous mixture with no layering of rock dust and coal dust. Float coal dust is a serious explosion hazard if it accumulates on top of the rock dust and is not mixed with the rock dust (12). Mitchell and Nagy (13) studied the effectiveness of water as an inerting agent for the coal dust explosion hazard. The study emphasized that surface water evaporates readily from dusts. Thus, in a passageway where the dust is wet, changes in weather or the ventilation system could dry the dust and make it unsafe in a relatively short period of time. Where adequate rock dust has been applied, this drying effect is not a factor. However, if the mine depends upon the moisture content as part of the incombustible content, fluctuations in the dust surface moisture within a mine can render moisture content an ineffective and inconsistent measure of safety. Additionally, if sufficient moisture is absorbed and subsequently relinquished by rock dust, a cake can form and render the rock dust ineffectual. The trend has long been recognized that mine explosions occur primarily during the winter season when the humidity is low for long periods of time (14, 15, 16). In light of this trend and due to the potential variability of the moisture content of the dust, it may not be prudent to include variable surface moisture in the total incombustible content of the sample. Instead, surface moisture should be viewed as an additional safety measure as long as the rock dust is dispersible. However, moisture limits the ability of the rock dust to disperse and can significantly reduce its capacity to effectively inert propagating explosions (2, 13, 17, 18, 19, 20, 21, 22). Given the methods by which the as-received moisture and incombustible content are determined, dust samples from the 2010 MSHA database were assessed to determine the variability of the moisture content throughout a year and how often the measured as-received moisture might have affected the dust explosibility determination if removed. The findings were then verified by observation in laboratory studies and within the NIOSH OMSHR Safety Research Coal Mine (SRCM).

The United States Environmental Protection Agency (EPA) is charged under the Federal Water Pollution Control Act Amendments of 1972 with establishing effluent limitations which must be achieved by point sources of discharge into the navigable water of the United States. Section 301 (b) of the Act requires the achievement by not later than July 1, 1977, of effluent limitations for point sources, other than publicly owned treatment works, which are based on the application of the best practicable control technology currently available as defined by the Administrator pursuant to Section 304(b) of the Act. Section 301(b) also requires the achievement by not later than July 1, 1983, of effluent limitations for point sources, other than publicly owned treatment works which are based on the application of the best available technology economically achievable which will result in reasonable further progress toward the national goal of eliminating the discharge of all pollutants, as determined in accordance with regulations issued by the Administrator pursuant to Section 304(b) to the Act. Section 306 of the Act requires the achievement by new sources of a Federal standard of performance providing for the control of the discharge of pollutants which reflects the greatest degree of effluent reduction which the Administrator determines to be achievable through the application of the best available demonstrated control technology, processes, operating methods, or other alternatives, including, where practicable, a standard permitting no discharge of pollutants.
