The paper deals with the importance of design, and of codes of practice, in ensuring safe working conditions in mines. The design principles involved in the design process are dealt with, and the importance of a logical design process is emphasized. The links between the requirements for developing a code of practice, embodied in the existing guidelines for the preparation of such a code, and the design principles and process are considered in some detail. Finally, suggestions are included which may provide improvements to the code and hence, ultimately, lead to further improvement in safe working conditions.

"The start of mining operations often raises serious financial problems. In marginal cases promoters frequently demand financial aid from governments.In the past, the financial assistance has taken the form of gifts, procurement contracts, etc., but aid in such form has been severely criticized. A new formula has been developed to provide a more equitable distribution of the revenues accruing to the government and to private capital.The benefits to these two parties have been evaluated in an hypothetical case and compared in terms of internal rates of return on their investment, their shares of the undiscounted cash flows and their primary profits.The method based on the non-zero sum game theory provides a means for suggesting the lowest feasible annual production and the optimal sum contributed by the government in the form of outright gift, equity capital and convertible bonds. Other financial hypotheses can also be optimized by the computerized analysis."

In 1991 the Government of the Republic of Zambia passed legislation providing for the privatisation of Zambia Consolidated Copper Mines Limited (ZCCM). The newly formed Mining Companies, established after nearly a decade of difficult and protracted negotiations on such matters as, cash at close; retained percentage interest by ZCCM; equity investment; future investment commitment and tax concessions, were faced with great internal challenges and a harsh external environment. There was a convergence of a number of negative forces that had and will continue to have an impact on the mining environment in Zambia. The most crucial of these being, the competitive pressures of the global economy, fluctuating copper price and the prevailing HIV/AIDS pandemic. In the short period after privatisation, the Industry has seen the collapse of Binani Industries (Luanshya Mine), the withdrawal of Anglo America Corporation from Konkola Copper Mines Plc and the disposal of Chambishi Cobalt and Acid Plants by Anglovaal Mining Ltd. The objective of this paper is to provide a theoretical and practically researched foundation, which may be used to assist Zambian Mining Companies in making informed decisions on the issue of Strategic Outsourcing and the degree to which this may support the successful and sustainable growth of the Zambian Copper Mining Industry. If judiciously implemented, Strategic Outsourcing has the potential to generate a practical business valuation and process to assist Mine Management in the achievement of their business goals and consequently the return on investment to their Shareholders.

Sishen Iron Ore Mine is one of the largest open-pit mines in the world, and loading and hauling constitutes one of the major cost items on the mine. Because high productivity in loading and hauling results in large financial benefits, the following projects to improve productivity were implemented at Sishen: - a computerized truck-allocation system, - an overhead power-supply system for the dieselelectric driven rear-dump trucks, - an in-pit crusher and a belt-conveyor system. This paper concentrates on the truck-allocation system, with special reference to the improved productivity of loading and hauling resulting from the implementation of this system.

The common law requires an employer to take reasonable steps for the safety of employees. In general, the duty of care means that the employer, acting personally or through its employees or agents, must take reasonable care for the safety of its employees (Van Deventer v Workmen?s Compensation Commissioner; 1962 (4) SA 28 T; Oosthuizen v Homegas (Pty) Ltd 1992 (3) SA 463 T).The duty of care includes the provision of safe premises, safe machinery and tools and a safe system of work. The obligation is not an absolute one, but is restricted by the concept of reasonableness. The common law duty may, in certain cases, include the assessment of hazards and risks. 2 International law Great emphasis has been placed in the Western world on the prevention of occupational diseases and injuries. Detailed statutes and regulations govern specific industries in many countries. See, e.g. the Control of Substances Hazardous to Health Regulations of the United Kingdom and various regulations applicable to the use of asbestos and lead, fire protection, mines and quarries, petroleum, etc. Risk management is an important part of managing health and safety. In the United Kingdom, the Management of Health and Safety at Work Regulations, 1999, require every employer to make a ?suitable and sufficient assessment of the risks to health and safety of his employees to which they are exposed whilst they are at work?. The particularity of the assessment is determined by the risk in question.

The dispersion of mature fine oil sands tailings (MFT) by the addition of sodium lignosulfonate was studied using contact angle measurements, optical scattering, and particle size measurements. Lignosulfonate caused the release of residual bitumen to the slurry surface and settlement of fines. Dynamic contact angle by captive bubble measurements were carried out on bitumen to determine the effect of the dispersant on the wettability of bitumen. Lignosulfonate caused a change in the aggregation state of the MFT and increased sedimentation of particles, as indicated by optical scattering measurements. Zeta potential measurements indicate that this change was caused by an increase in adsorption of lignosulfonate onto particles, which caused improved settling of the colloid. Ultraviolet Visible (UV) spectrophotometry and organic carbon content measurements showed that only a small amount of the reagent remains in the aqueous phase of the tailings, which is critical for decontamination of recycled water. "The Collieries Research Laboratory of the Chamber of Mines of South Africa is developing a coherent system of programs to aid in the full spectrum of activities arising in the planning of new as well as operating mining enterprises. It is the purpose of this paper to describe the design and application of two subsystems in the complex.One of these subsystems is an initial version of a production simulator. This program draws upon a model of a mining enterprise and simulates the operational and financial aspects of a set of alternative mine production plans.These plans are specified in terms of proposed sequences of operations. Details such as reserves, production rates, resource requirements and so on, are taken from the model.Physically, the model takes the form of a cross-referenced data base, maintained by means of a general file maintenance system which is another subsystem described.The paper concludes with a description and analysis of the first practical application of the two programs."

The overall supply of platinum is forecast to rise more than the demand, and market deficit will narrow somewhat, but is still substantial at about 480 000 ounces. Because of this deficit, the price of platinum is expected to remain high, not taking into account the impetus from funds and speculators. With this strong demand for platinum and the high price, platinum producers still need to initiate projects to not only sustain current production, but also expand output into the high demand. However, the rise in the platinum price does not entirely offset the drop in revenue due to the strong rand. Consequently, in the current economic environment, executives and managers are under extreme pressure to initiate only the highest yielding projects and implementing them successfully. During the initiation phase of a project, the cost of changing concepts is the least, and strategic project decisions are the most important. It is during this phase that the most value can be added to a project, therefore requiring inputs from highly skilled, creative and experienced people. This paper will discuss thought processes and paradigms during the initiation of projects that will assist project owners in the selection and initiation of successful and profitable projects. The project initiation process will also be discussed outlining selection models, risk analyses and funding considerations.

Inauguration of the new political dispensation in South Africa in 1994 initiated a dynamic shift in the ownership, management and development of the country’s affluent mineral heritage. The process of substituting the old South African regime with a new equitable system, started soon after the 1994 election of the African National Congress (ANC) to parliament. The Congress’ Freedom Charter revealed the intent of the new dispensation when it called for radical transformation of mineral development. However, since 1955 there have been important changes affecting the rules of mineral development. These are: •Firstly, a drastic change in politics ushered in by negotiation, a spirit of reconciliation and a desire to settle disputes peacefully •Secondly, the globalization of the South African mining industry in tandem with the opening of domestic mineral resources to foreign capitalists; and •Thirdly, the introduction of sustainable development as a holistic approach to mineral development in order to replace traditional narrow-minded environmental management. Each of these significantly shaped the new mineral investment environment of South Africa. This paper represents a summary of the historical developments leading to the current Mineral and Petroleum Resources Development Act No. 28 of 2002, its Regulations, the much-publicised Broad-Based Socio-Economic Empowerment Charter and its associated Scorecard.

In view of the singleness of traditional methods about international petroleum (Brant) price forecast, ten main factors that affect international petroleum price are fully analysed. Based on time series method and multivariate linear regression method, the simulation model with the theory and idea of system simulation is firstly established. And this forecasting system realizes visual operation under the environment of MATLAB/SIMULINK. So this article tries a new way for further exploring petroleum price’s running law and guiding its forecasting practice. Background The CSIR Division of Mining Technology assumed responsibility for the operations of the Hoist Rope and Mechanical Test Laboratories at Cottesloe in April 1999. The laboratories were previously the responsibility of the CSIR’s Division of Manufacturing and Materials Technology, before which they fell under the National Mechanical Engineering Research Institute (also of CSIR). As the focus of this conference is on safety in mines research institutes, it was thought appropriate that this paper should review some of the activities at Cottesloe and its role in supporting mine safety strategies.

To investigate the dimensional effect on shock wave propagation in jointed rock masses, a 2-D and a 3-D calculation of a site test are performed respectively by using Discrete Element Method, the simulated results are compared with test data. It shows that, in modelling shock wave propagation and attenuation in jointed rock masses, when the explosive along explosion chamber is long enough and the joints are dense enough or uniformly distributed, the model can be considered as plane-strain problem, 2-D results are good enough to fit with test data. 2-D modelling, with much more details of rock masses taken into account, can be applied to make critical engineering judgements instead of 3-D modelling in some cases.

In the irradiation of ore particles by microwave energy preferential absorption of this energy occurs in minerals having specific dielectric properties (Bradshaw, 1999). This leads to a selective heating of the various components of within the ore particle matrix. The result is a differential thermal expansion of such components and the resulting induced stresses become ideally concentrated at mineral grain boundaries (Kingman et al., 2000). Dependent upon the relative composition of absorbent, opaque and reflective components this may lead to enhancement of the inter-granular fracture of the ore particles in the initial comminution process (Fandrich et al., 1997). The potential is thus a greater proportion of free mineral grain within the fractured ore particle that may lead to improvement in subsequent mineral separation processes. As the composition of the ore dictates the result of such a treatment (Kingman et al., 2000) it is essential to evaluate the response of each ore sample on an individual basis. This paper reports on results obtained from two ore samples: the one being the zinc ore from the Black Mountain mine (South Africa) and the other a pre-concentrated sample of handpicked cobalt?copper mixed oxide ore from the Gecamines (DRC). The equipment and methods used to simulate the comminution of the samples and evaluate the level of the value liberation will be described along with the results obtained. Using King (1975), Kanellopoulous and Ball (1975), and Gungor and Atalay (1998), a comparison between the behaviour upon microwave irradiation of sulphide and mixed oxide ores leads to conclude that while the technique (i.e. microwave irradiation) is appropriate to the zinc sulphide ore, it does not seem to lead to exceptional results for the oxide.

Coal is mined by both surface and underground methods and its extraction is normally characterized by numerous hazards that can lead to catastrophic accidents, which result in devastating effects such as injuries or fatalities, damage to mining assets, and destruction of mineral resources. These hazards exist due to the ability of coal to support combustion and its association with toxic, flammable, and explosive gases. Underground coal mining entails higher safety risks than opencast coal mining, chiefly because of issues relating to mine ventilation and mine collapse. Furthermore, coal mine collapses mostly occur due to crumbling of mining supports, especially in room and pillar mining systems. To avoid such adverse occurrences, safety management systems need to be in place. This study reviews the various technological safety systems and principles that are used for safe-rescue and self-escape of miners in underground coal fires, particularly in South Africa, using data obtained from Mines Rescue Services in Carltonville, South Africa. The outcome of the review shows that practising safety culture has been given priority across many South African underground coal mines through setting up safety management systems and encouraging workers to stay committed to safety principles.

The paper presents the comments on the advantages of implementing an integrated system of managing mining exploitation in hard coal mines, as well as the comprehensive integration of information on the process of deposit exploitation with economic data, so as to achieve an optimum technical and economic effects. The principles of constructing the production management system have been presented, thanks to which the management boards are provided with reliable technical and economic information on a mining company via information technology. The strategic direction of a company’s operation may currently be verified according to the external conditions that change over time (the information on the deposit, force majeure events, changing expectations of customers, etc.).

Mr Colin M. Spence took office as President of The Federation of Societies of Professional Engineers on 1st July, 1984. Colin Maynard Spence was born in November 1921, and was educated at the Durban Preparatory and High Schools, in both of which he was a Dux Scholar. He graduated from the University of Natal in 1942 with a B.Sc. degree in civil engineering. In 1958 he received a Diploma in Town Planning from the same university. The reassessment of coal reserves has become a matter of urgency and has come as a result of the present situation of the industry, in the context of globalized coal economies, as well as new mining legislation and the advantages and difficulties of domestic coal suppliers. The de Jager report concerning coal reserves, released twenty years ago, can no longer be used as an estimate for accurately forecasting South Africa’s future coal production. The new reserve and resource study will promote the diversification of energy sources and provide a clearer view of the future of coal mining in the country. With plans to increase South Africa’s coal export capacity to approximately 84 million tons by 2005, it is uncertain whether the country really has sufficient reserves to meet this expansion, as well as satisfy the projected increase in inland demand. The face of South Africa’s coal industry and by association, the economy of our coal-dependent country, are both set to change. This is mainly due to factors such as the demise of most of the large collieries over the last approximately twenty years, growing numbers of economic empowerment producers, the emergence of strong competition in the export market, the dawn of Clean Coal Technologies (CCTs) and the Kyoto Protocol The paper will attempt to dispel some of the current myths about coalfields and reserves and highlight potential areas of high quality coal reserves, available mainly to new entrants in the industry. Equipment selection in mining operations is an important issue, and also difficult to solve in multiple criteria environments. The paper in question has aimed to develop computer software for solving equipment selection problems in mining. In their paper, Basçetin et al. have analysed two case study problems related to open pit and underground mining method selection. By using Yager?s method1, the authors have selected 18 different criteria in the first case study and 21 criteria in the second case study. However, as emphasized by Ozdemir2, in pair wise comparison matrices the appropriate number of criteria should be seven as the maximum, from the point view of validation, consistency and redundancy. In cases where there are more than seven criteria to be handled, it is suggested that the criteria should be clustered and then the maximum number of clusters and subcriteria of every cluster should be limited to seven4.
