"INTRODUCTION Investigation of the physical properties of electrolytic manganese and its alloys has constituted a part of the program of the Bureau of Mines for several years, and already extensive data have been reported. 3-14/ Heat-content measurements above 25° C. of pure manganese 15/ were completed recently at the Pacific Experiment Station of the Bureau, and the results obtained removed many of the inconsistencies in previously reported data. This paper reports heat-content data of seven manganese-copper alloys, varying in composition from 25 to 90 percent man-ganese. The alloys, obtained from the Salt Lake City Station, 16/ had been quenched from 850° C, and cold-worked. Without further heat treatment, heat-content measurements of each of these alloys were made at 100° or less temperature intervals from 450° to 850º C., as it was considered likely that any abnormal behavior of the specific heat would be found in this temperature range. Also, a portion of each alloy was heat-aged at given temperatures for periods of time thought sufficient to reach phase-equilibrium; then the heat-contents above 25° C. were determined at the aging temperatures. (Heat-aging was done at approximately 450°, 550°, 650°, 750°, and 850° C.)METHOD AND MATERIALSThe heat contents were determined by the ""drop"" method in a previously described apparatus. 17/ The calorimeter was cali-brated with electrical energy, measured in international joules, and the results were converted to the conventional thermochemical calorie by the relation, 1 cal. = 4.1833 int. joules."

"In the study of ball-mill grinding at the Intermountain Experiment Station of the United States Bureau of Mines at Salt Lake City, Utah, it was desirable to measure the work input to a ball mill at the mill itself so that consideration of motor efficiency and transmission losses would be eliminated.The device adopted is essentially that used by Prof. H. E. T. Haultain4 in measuring work input to rolls. The mechanism was changed only so as to adapt it to a ball mill.Figure 1 is a diagrammatic sketch of the apparatus.The pulley which rotates the mill is loose on the mill shaft and is equipped with ball bearings. This pulley is connected by means of three tangential springs to the driving plate, which is solid on the mill shaft. Power applied to the loose pulley is transmitted to the driving plate, and hence to the mill, by the three springs; the greater the resistance of the mill, the greater the spring extension. The extension of the springs is transmitted by the steel extension tape to the differential integrating meter.The integrating meter is operated by two friction wheels in contact with the integrator disk which revolves at a definite ratio of speed to that of the mill. The friction wheels are held in contact with the disk by the spring suspension of the integrator and are connected to a differential gear cage, the revolutions of which are recorded on a counter such as is used in gas meters. Due to the differential gears the c e is stationary when the two friction wheels revolve at the same speed in opposite directions; this condition exists when the integrator is centered on the disk and corresponds to no load or to a zero spring extension. As the lead is applied, the springs extend and move the integrator from the center or zero point, resulting in a difference of speed between the two friction wheels. Due to the revolution of the differential cage this change in. speed is transmitted to the counter. The integrator and extension tape system is kept taut by means of a light spring attached to the integrator, the spring having just enough tension to assure that the integrator returns to zero when the load becomes zero."

Coal miners, especially roof bolter and continuous miner operators, work in a hazardous underground environment where they are often exposed to poor roof conditions. Nearly 500 rock fall injuries are reported each year, and 99% of them are caused by rocks falling from between the roof bolts. These loose rocks that injure miners are usually just a few inches thick, but on average weigh 280 pounds. NIOSH has found that most rock fall injuries can be prevented by installing roof screen during the bolting cycle. Roof screen is a sheet made of steel wires in a grid pattern. When screen is bolted up against the mine roof, it provides far more coverage than any common surface control used in the mines today. Because more mine roof is covered, there is less chance that a rock will fall and injure a miner. The facts about roof screen are shown in the new NIOSH video entitled “Make It Safer With Roof Screen.” Using extensive underground footage, the 7-minute video shows how well screen keeps loose rock from falling in difficult roof conditions. Techniques for installing screen from both outside-controlled and walk-thru roof bolting machines are shown. The video also provides safe handling tips, best practices, and information about machine technology that can greatly improve material handling. Throughout the video, a coal mine safety manager and a shift foreman talk about the tremendous difference that roof screen has made at their mines. An instructional booklet supplements the video with additional information. It presents compelling data from mines that have practically eliminated rock fall injuries with a roof screening program. Other sections of the booklet discuss in greater detail roof screen installation, tips for manual screen handling, a material handling system for roof screen, and use of the personal bolter screen, which can be easily handled by one person. Screen specification and custom ordering are described, including the sizes of screen, grid sizes, reinforcing (indicator) wires, edge cut options, and screen strength. A list of additional sources of information is also provided. Nearly every mine eventually encounters poor roof. Screen is one of the most powerful control techniques available. This new video will help make mine managers aware of screen, and it can help them in developing a roof screen installation program. It also serves as an information source and teaching tool for safety managers and trainers. The video can easily be integrated into new miner training programs or annual refresher training.

In order to assist the various Federal and State agencies using large quantities of coal to select coal best suited technically and economically to their use, the United States Bureau of Mines has placed at their disposal a fuel inspection service. As part of this service, inspections are made at the mines which propose to furnish coal to these agencies on contracts. Such inspections cover both the mine itself to ascertain its capacity to fur- nish the desired tonnage and quality of the coal, the preparation of the coal in the tipple, and the obtaining of samples for analysis to determine the quality of coal as shipped. To insure that the sample sent to the laboratory for analysis is representative of the average quality of the coal, increments are taken at intervals until a gross sample of about 1,000 pounds of coal has been collected from each of the sizes of coal shipped by the mine, while coal has been coming from all parts of the mine. In reducing this gross sample to the small sample which is sent to the laboratory for analysis it is necessary to crush and quarter the coal by a certain standardized method until only 5 or 6 pounds of coal small enough to pass through a 3/16-inch square-mesh screen remains. The ordinary method which the bureau has followed was to crush the coal by hand with a tamper, such as is used for tamping concrete, on some hare smooth surface and to reduce the volume by quartering and riffling. During the past few years the demands from various Federal and State agencies for this service have been increasing rapidly in respect to bituminous coals. In addition to this, which might be called the normal increase, numerous requests have been received for similar service in respect to anthracite. It was obvious that if this increased demand was to be met it would be necessary either to increase the force allotted to this work or to provide the present force with some means by which their work could be made more effective. A care- ful survey of the situation showed that the greatest amount of time was consumed in trans- porting the men and their equipment from mine to mine in the same district, and in reducing the gross sample to the small finely crushed sample which is to be sent to the laboratory. Both of these phases of the work could be greatly accelerated by providing a motor truck of suitable speed and capacity, carrying a power-operated crusher, and the proper auxiliary equipment to store the gross sample as collected and to reduce it in volume efficiently after it has been crushed. Such a truck has been provided and placed in service. In the eight months it has been in operation the desired results have been fully attained. About twice as many samples as usual have been taken during that time by the same 2-pan crew assigned to this work. Many of the mines in the eastern part of the United States are in hilly or mountainous regions and can be reached only over rough, practically unimproved roads. Comprehensive ventilation surveys are made to review the adequacy of the mine system with regard to both statutory requirements and/or company policy, to evaluate improvements to the current ventilation system and to plan for £stun expansion. If computer simulation is to be used for these purposes, accurate quantity and pressure measurements become an absolute necessity since the validity of the computer generated output is heavily dependent on the accuracy of the input data. Consequently ventilation surveys that are run to generate input data for computer simu¬lation must use the best data collection procedures to guarantee as accurate results as are possible. These requirements have led to modifications in procedures that are used for routine ventilation surveying. McElroy and Kingery (1957) have recommended that pressures be measured independent of quantities since minor changes in mine conditions have a greater effect on absolute pressure measurements than on quantity measure¬ments. They estimate that, for large mines, a pressure survey may take only 1 to 3 days while the corresponding quantity survey would require 1 to 3 weeks. Although this procedure would undoubtedly lead to more ac¬curate pressure measurements, its use for the development of computer input data is not recommended for the following reasons. Atkinson's equation, H = RQ2, is used in computer oriented analysis to develop the airway resistance, R, based on quantity and pressure loss measure¬ments. It can easily be seen that since R a 1/Q2 and R a H, the effect of errors in quantity measurement is, in fact, more significant than those in pressure measurement. "IntroductionInhalation of crystalline silica is often associated with the development of pulmonary disease (Ziskind et al., 1976). Recently, it has been proposed that freshly sheared silica .may have surface properties that make it more reactive with lung tissue than aged silica, and that this unique reactivity ·of freshly crushed silica enhances its pathogenicity. A recent study in our laboratory strongly supports this theory (Vallyathan, et al., 1988a; 1988b). We found that grinding of silica cleaves bonds in a silica tetrahedral lattice generating reactive free radicals sites on the surface of the silica particles. The presence of surface radicals on freshly ground silica was monitored by electron spin resonance (ESR) spectroscopy. The ESR signal generated from fresh silica in air is characteristic of Si-0 and Si radicals. Evidence, i.e., the ESR signal after the addition of a spin trap (DMPO) and its sensitivity to ethanol, indicates that these silicon-based surface radicals can react with water to form hydroxyl radicals (OH). Results also indicate that these surface radicals make fresh silica more cytotoxic than aged silica; i.e., fresh silica causes more membrane damage as evidenced by hemolysis and lipid peroxidation. Therefore, the presence of reactive sites on the surface of freshly cleaved silica may play a significant role in its pathogenicity.If surface· free radicals are related to cytotoxicity, then screening dusts for the existence of such radicals may predict their relative pathogenicity. Since an ESR spectrometer is not available to many laboratories, the objective of this study was to develop a quick and simple technique to monitor the existence of reactive surface sites on dust. The technique chosen was the measurement of chemiluminescence using a liquid scintillation counter; i.e., an instrument which·would be accessible to most investigators."

The Bureau of Mines has developed a very rapid gas chromatographic method for routine determination of oxygen, nitrogen, methane, and carbon dioxide in mine atmosphere samples. Analysis is accomplished in 3 min; readout appears on a single strip chart. The gas sample is split between two columns contained in separate chromatographs. A 5 A molecular sieve column separates oxygen, nitrogen, and methane; a porous polymer column separates carbon dioxide from an air peak. Direct selective analysis of methane from this unresolved air peak is accomplished using a hydrogen flame ionization detector (FID). Carbon dioxide is catalytically converted to methane and detected by FID.

"The Bureau of Mines receives and answers many requests for information on the qualities and properties of American coals, and also publishes many papers that deal with coal characteristics. Compilations of chemical analyses of coal from specific locations are contained in a series of technical papers,2/ by States, whereas typical analyses of coal seams, by States and counties, are given in data books, volumes 1 to 7,2/ by producing districts, as defined in the Bituminous Coal Act of 1937. Bulletin 446, ""Typical Analyses of Coals of the United States,"" condenses and supplements these data books, which do not apply to the Western States. Other coal properties are described in numerous publications listed in the Bureau of Mines Bibliography of Publications. However, no recent publication lists average B.t.u. values by rank on a Statewide and national scale. Averages have been estimated in the past, and some of them are included in this paper for comparison.The average and the ranges of as-received B.t.u. values of American coals on a Nation-wide basis, as found by the statistical method described in this paper, are given in table 2 and on a State-wide basis in table 3. The following is abstracted from table 2:In deriving average B.t.u. values for coals, the results depend on the type of data available and the methods of calculation. The data, or analyses, may represent any of three types of samples - mine, tipple, or delivered. In mine sampling, a channel cut is made of a vertical face of the coal bed, carefully excluding most of the impurities, and the material retained is the sample. It is readily seen that mine samples are selected samples and do not strictly represent the unmined coal bed, unless the coal contains no major impurities. Mine samples generally represent the best-quality coal that could be produced. In contrast to mine samples, tipple and delivered samples represent coal that actually has been mined, and their analyses may show either lower or higher values than mine samples of the same coal, depending on treatment and preparation after mining.Of the thousands of analyses accumulated by the Bureau of Mines, most are of either tipple or delivered samples and represent the coal after it has been mined. Any average calculated from this aggregate of data will, consequently, reflect coal that has been produced, and not unmined coal in situ.The method of calculating an average from the basic data also will have considerable influence. If there are three seams of coal in a county, the average analysis for the county is not necessarily the arithmetic mean of analyses of the three individual seams. For a probable average of unmined coal, the B.t.u. values of each seam should be weighted in proportion to the unmined reserves of each seam. In similar manner, an average for past pro¬duction should be weighed according to the past production for each seam. Figures for coal reserves are only estimates based upon geologic evidence and its interpretation. Production records are much more accurate than estimated reserves, although detailed production records for individual seams by counties are very few."

On-the-job training is a common means of training or retraining workers and the practice may seem simple and straightforward. Doing it effectively however requires more thought and preparation than simply having someone follow an experienced worker around and watch what they're doing. Over the years, various techniques and practices have evolved that pass on the skills and knowledge of a trainer or coach in a manner that leads an inexperienced trainee to really absorb the information being taught. On-the-job training thus becomes less a haphazard show-and-tell and more a real transfer of information. The goal of this document is to describe how to develop or manage an on-the-job training program so that information is passed on from trainer/coach to trainee efficiently and effectively. By efficient is meant the best use of time and resources of all those involved in the training process, and by effective is meant that the trainee truly learns the skills and internalizes the knowledge needed to perform the job well. The first part of the document discusses topics to think about when developing a formal on- the-job training program. A structure based on coaching is suggested. Then a workshop designed to prepare trainers as coaches is described. Workshop materials include an instructor’s guide and trainee workbook. These materials can be used to train coaches and to assist trainees as they go through the learning process. Content related to specific jobs can be added to these materials to create targeted on-the job-training manuals. Structuring a formal on-the-job training program It is likely that some form of on-the-job training (OJT) is being conducted at your workplace. The formality of that training can range from a structured program to an informal “follow Joe around” method. If your program is completely unstructured, it may not be meeting current training needs. Worse, it may perpetuate bad habits and create “trained” employees who are not given the same information or evaluated to the same standards. Wiehagen et al. comment that, “Success in using unplanned OJT is usually dependent on the luck of the draw, that is, whether the informal trainer is competent at the task he or she is teaching, is motivated to teach, can organize the job into logical components, and knows something about good practices in teaching and evaluating” (2002, p. 27). It is only through planning a structured OJT program that consistency can be created and maintained. At the least, all trainees who have successfully completed such a program can be expected to perform at an established level—they will know what they must do to be successful.

This report is the 17th of a series originally issued annually, and more recently bienially, to acquaint the reader with the work of the Division of Explosives Technology, Federal Bureau of Mines. It differs from preceding reports in that its material is presented in two parts: Part I reviews briefly the overall activities of the Division during fiscal years 1955 and 1956;4/ part II presents in abstract form, the publications of the Division during that period. As it is not unusual for research completed in the course of one report period to be published only in the following period, the Bureau believes that the present approach will give a more accurate presentation of its work for the period considered. The Bureau hopes too, that the somewhat more concise presentation will prove convenient to the reader.5/ PART I -RESEARCH AND TECHNOLOGIC ACTIVITIES The activities of the Division during fiscal years 1955 and 1956 reflected the steadily growing preoccupation with factors affecting the safety of permissible explosives and those affecting the tests used for approval of these explosives. This chapter analyses the parameters influencing initial design of communication systems, for new mines and upgrading existing systems. Paragraph 5.2 outlines those variables that must be taken into account during the design stages of a new wired phone system. Recommended features, general requirements, and how they can be implemented are treated in this section. Paragraph 5.3 describes ways of improving or extending the range of trolley carrier phone systems and pager phone systems already installed in the mine. 5.2 New Phone System Design The task of designing an adequate communication, control, and monitoring system for an underground mine must be addressed on a system basis. In addition to insuring that effective voice communication is established, any new system should take into account present and future requirements of remote control and monitoring functions. Chapter 4 illustrated the drastic savings in response time that can be realized when remote control and monitoring are integrated into the overall communication system. The importance of including control and monitoring in the overall design plan for any system cannot be overemphasized. Because each mine is unique, and thus usually has its own special operating characteristics and communication requirements, there is no such thing as "the one best system" to meet the requirements of all mines. The optimum communication, control, and monitoring system for a mine must be one that has been tailored to meet the special requirements of that particular mine. Factors that must be considered during system design include- a. Type of mine and mining methods (low- or high-seam coal, deep hardrock mine, stope caving, longwall, room and pillar, etc.). b. Maximum number of working sections. c. Expected mine growth rate and eventual maximum size. d. Haulage methods (tracked trolley, diesel, belt, etc.). e. Underground power distribution system (dc, ac, or both). f. Features desired (two-way radio paging, private line capability for emergency use, etc.). g. Redundant or backup systems for use during outages of the normal system. Although no two mines are alike, the following items have been established as the main characteristics desired for any underground communication system: 1. Multiple Communication Paths to Outside--the objective here is to give all telephones a second method of communicating with the surface. 2. Audible Emergency Signaling--the communication system provides the main means of alerting miners during emergencies. The system should include means to broadcast distinct audible signals for emergency signaling. Initiation of these signals should probably be controlled from. a central outside point, such as a surface control room. 3. Emergency Override--provisions should be included to permit any conversation to be overridden with emergency communication. 4. Selective Area Page--as mines grow larger it is apparent that the entire telephone system paging mode need not be activated each time a call is initiated. When the general area of a

It has been known for more than a decade that vanadium (V) stimulates the oxidation of NADH by plasma membranes (1) but the underlying mechanism is still not fully understood. This effect has been attributed to a membrane-associated NADH-dependent vanadium (V) oxidoreductase (1). Subsequent studies suggest that vanadium ( V) can accept an electron from fiavoprotein dehydrogenase that oxidizes NADH (2). The phenomenon ofNAD(P)H oxidation coupled to vanadium(V) reduction has also been demonstrated in other biological systems (3-6). A recent electron spin resonance (ESR) study from our laboratory reported on the accumulation of vanadium (IV) duringthe reduction ofvanadate (vanadium(V)) by the ftavoenzymes glutathione reductase (GSSG-R),4 lipoyl dehydrogenase, and ferredoxin-NADP+ oxidoreductase in the presence of NAD(P)H (7). It was concluded therein (7) that these ftavoenzymes function as NAD(P)H-dependent vanadium(V) reductases. More recently, however, Liochev and Fridovich (8) have argued that the ESR data (7) do not demonstrate that the investigated fiavoenzymes act as vanadate reductases. They suggest an alternative mechanism in which the fiavoenzyme simply serves as a generator ofsuperoxide (02) radical, which acts as a propagator of the radical chain reaction leading to NAD(P)H oxidation (9, 10), as summarized below:

The Bureau of Mines midget impinger dust-sampling apparatus was described first in 1937.4/ Two supplementary reports5/6 were published in 1938. These reports are now out of print. The material published previously is combined in this paper to make information on this device available for distribution. The impinger was developed by the Bureau of Mines in cooperation with the United States Public Health Service in 1922. The underlying principle of this instruments is based on impingement land wetting, of the dust particles by drawing air through a nozzle at high velocity onto a smooth surface under a bubbling column of liquid. The dust particles are retained in the liquid. The apparatus has been used widely and permissible limits of dustiness have teen established in the United States on the basis of results obtained with this device in correlation with medical studies. However, it has been criticized for its bulk, weight, and power requirements.

Fusion of an 86-percent euxenite concentrate with ammonium sulfate was investigated by the Bureau of Mines. Reaction for 4 hours at 400° C results in conversion of both the rare-earth elements and the titanium-columbium components to water-soluble compounds. Similar results are obtained with ammonium bisulfate. Stirring the fusion mass decreases the reaction time substantially. Alternatively, treating the fusion product with a 3-hour, 650° C calcining step renders the non-rare-earth constituents insoluble, thereby allowing selective leaching of a pure rare-earth fraction with an overall yield of 97 percent.

This report (An Introduction to Safety) is the first in a nine-part series of recommendations addressing the functional safety of processor-controlled mining equipment. It is part of a risk-based system safety process encompassing hardware, software, humans, and the operating environment for the equipment's life cycle. Figure 1 shows a safety framework containing these recommendations. The reports in this series address the various life cycle stages of inception, design, approval and certification, commissioning, operation, maintenance, and decommissioning. These recommendations were developed as a joint project between the National Institute for Occupational Safety and Health and the Mine Safety and Health Administration. They are intended for use by mining companies, original equipment manufacturers, and aftermarket suppliers to these mining companies. Users of these reports are expected to consider the set in total during the design cycle. • 1.0 Safety Introduction.—This is an introductory report for the general mining industry. It provides basic system/software safety concepts, discusses the need for mining to address the functional safety of programmable electronics, and includes the benefits of implementing a system/software safety program. • 2.1 System Safety and 2.2 Software Safety.—These reports draw heavily from International Electrotechnical Commission (IEC) standard 61508 and other recognized standards. The scope is "surface and underground safety mining systems employing embedded, networked, and non-networked programmable electronics." System safety seeks to design safety into all phases of the entire system. Software is a subsystem; thus, software safety is a part of the system's safety. • 3.0 Safety File.—This report contains the documentation that demonstrates the level of safety built into the system and identifies limitations for the system’s use and operation. In essence, it is a "proof of safety" that the system and its operation meets the appropriate level of safety for the intended application. It starts from the beginning of the design, is maintained during the full life cycle of the system, and provides administrative support for the safety program of the full system. [ ]

"INTRODUCTION AND SUMMARYIn connection with a program of research work on coal at its Southern Experiment Station, the Bureau of Mines, in cooperation with the University of Alabama, conducts washability studies of samples of coal from coal fields in Alabama and other Southern States in which commercially important deposits of coal occur. The first such study on coal from a bed in the Arkansas field has been completed, and the results are presented in this report.One of the main objectives of a washability study is to obtain technically and commercially important data in connection with the best methods for preparing and utilizing the Nation's limited reserves of good coking coal. Such information is important from the standpoint of conservation in that it facilitates selection of preparation methods that will yield a good grade of coking coal with a minimum of losses of coal in the rejects.The coal on which this report is based was obtained by underground and tipple sampling at the quality mine of the Quality Excelsior Coal Co. about 3 miles east of Hackett, Ark. This mine operates in the Upper Hartshorne bed, which, as the main source of coal in what is known as the Hackett-Excelsior district, yields an excellent grade of low-volatile coking coal, which is marketed at steel plants in Colorado and California. Production from this bed by the major producers in the Hackett Excelsior district was at the rate of about 125,760 tons annually in 1949, according to the Keystone Coal Buyers Manual. 2/In the laboratory, the tipple sample was crushed to 6-inch top size and screened on a 2-inch round-hole screen. The 2-inch to 0 undersize, amounting to 71.4 percent of the total sample, was fractionated into a series of screen sizes and float-and-sink products to get data for determining the washability characteristics of the coal. Before the screening and float-and-sink tests were made, however, machine cuttings, which are now gobbed underground, were added to the 2-inch to 0 sample. Enough of these cuttings were added so that the resulting mixture was considered representative of what the 2-inch to 0 run-of-mine coal would be if all machine cuttings, including the part now being gobbed, were brought to the tipple as a part of the run-of-mine coal.The mixture obtained referred to in this report as the run-of-mine or raw coal."

This report (System Safety 2.1) is the second in a nine-part series of recommendations addressing the functional safety of processor-controlled mining equipment. It is part of a risk-based system safety process encompassing hardware, software, humans, and the operating environment for the equipment’s life cycle. Figure 1 shows a safety framework containing these recommendations. The reports in this series address the various life cycle stages of inception, design, approval and certification, commissioning, operation, maintenance, and decommissioning. These recommendations were developed as a joint project between the National Institute for Occupational Safety and Health and the Mine Safety and Health Administration. They are intended for use by mining companies, original equipment manufacturers, and aftermarket suppliers to these mining companies. Users of these reports are expected to consider the set in total during the design cycle. • 1.0 Safety Introduction.—This is an introductory report for the general mining industry. It provides basic system/software safety concepts, discusses the need for mining to address the functional safety of programmable electronics, and includes the benefits of implementing a system/software safety program. • 2.1 System Safety and 2.2 Software Safety.—These reports draw heavily from International Electrotechnical Commission (IEC) standard 61508 [IEC 1998a,b,c,d,e,f,g] and other recognized standards. The scope is “surface and underground safety mining systems employing embedded, networked, and nonnetworked programmable electronics.” System safety seeks to design safety into all phases of the entire system. Software is a subsystem; thus, software safety is a part of the system’s safety. • 3.0 Safety File.—This report contains the documentation that demonstrates the level of safety built into the system and identifies limitations for the system’s use and operation. In essence, it is a “proof of safety” that the system and its operation meet the appropriate level of safety for the intended application. It starts from the beginning of the design, is maintained during the full lifecycle of the system, and provides administrative support for the safety program of the full system.

This Bureau of Mines review focuses on the extent to which technologically and economically feasible programs in substitution, improved processing practices, including recycling, and design can achieve conservation of cobalt, chromium, manganese, and platinum-group metals, and thus reduce U.S. vulnerability to interruptions of supply. In addition, supply-side options--domestic and foreign resources, ocean minerals, and stockpiles--are identified. The report consolidates four major studies on these strategic and critical minerals sponsored entirely or partially by the Bureau in the last few years. These studies have been updated with further information from the recent literature.

The purpose is to assist users in applying the concepts presented. In other words, the safety framework is what needs to be done and the guidance is the how it can be done. The guidance information reinforces the concepts, describes various methodologies that can be used, and gives examples and references. It also gives information on the benefits and drawbacks of various methodologies. The guidance reports are not intended to promote a single methodology or to be an exhaustive treatment of the subject material. They provide information and references so that the user can more intelligently choose and implement the appropriate methodologies given the user’s application and capabilities. [ ]
