This report presents recommended guidelines and regulatory changes applicable to electrical installations in underground oil shale mines. These recommendations are based on information gathered from oil shale operators, government agencies, and other knowledgeable sources familiar with existing plans for mining systems and electrical installations, and on present understanding of the problems and hazards associated with oil shale mining. Additional discussions of specific electrical problems related to oil shale mining are also presented. These specific problems include: ? Ground fault current levels ? Permissible electric wheel motors ? Permissible batteries and electric starting systems ? Intrinsically safe instrumentation and applicability of existing test standards.

The Federal Government, as the largest lessor of oil and gas lands in the United States, is vitally interested in the conservation of those resources. This manual has been prepared at the direction of the Secretary of the Interior to call the attention of lessees of public oil and gas lands to the most common oil and gas field wastes and the best methods of preventing them; to outline the policies of the Interior Department on field operations; and to give information as to how the "Operating Regulations" of the department will be interpreted by the Bureau of Mines. The oil industry has progressed steadily. Present operating methods are much more efficient-and less wasteful-than those of a few years ago; moreover, the art of producing oil and gas is continually advancing. Public interest requires that improved methods, which will result in obtaining the greatest possible amounts of oil and gas from the natural deposits, shall be developed and used. Part I of this manual points out types of oil and gas wastes and suggests, in detail or by reference, the most practical and effective methods in current practice for stopping these wastes. Throughout Part I the department's operating policy is given, with interpretations of the "Operating Regulations" for enforcing every practical measure of conservation. Part II comprises the revised "Operating Regula-tions" which supersede all previous regulations and will govern future operations on public lands; it will be found in the pocket in the back cover of this bulletin.

This study evaluated spinal loads associated with lifting and hanging heavy mining cable in a variety of postures. This electrical cable can weigh up to 10 kg per metre and is often lifted in restricted spaces in underground coal mines. Seven male subjects performed eight cable lifting and hanging tasks, while trunk kinematic data and trunk muscle electromyograms (EMGs) were obtained. The eight tasks were combinations of four postures (standing, stooping kneeling on one knee, or kneeling on both knees) and two levels of cable load (0 N or 100 N load added to the existing cable weight). An EMG-assisted model was used to calculate forces and moments acting on the lumbar spine. A two-way split-plot ANOVA showed that increased load (p<0.05) and changes in lifting posture (p<0.05) independently affected trunk muscle recruitment and spinal loading. The increase in cable load resulted in higher EMG activity of all trunk muscles and increased axial and lateral bending moments on the spine (p < 0.05). Changes in posture caused more selective adjustments in muscle recruitment and affected the sagittal plane moment (p < 0.05). Despite the more selective nature of trunk EMG changes due to posture, the magnitude of changes in spinal loading was often quite dramatic. However, average compression values exceeded 3400 N for all cable lifting tasks.

In Kansas, almost every oil well drilled into a limestone formation is treated with hydrochloric (muriatic) acid upon completion. This is done to increase the potential capacity of the well and thereby increase its "daily allowable" production (see p. 9 ), to shorten the time required to produce the recoverable oil, and to increase the quantity of oil recovered ultimately from the reservoir. The porosity and. permeability of limestone formations seldom are uniform throughout the proved area, consequently the production capacities of completed wells vary considerably. Acid treatment of wells tends to increase production capacity and to equalize potential capacity. If offset wells already have been treated with acid, new wells usually are treated to protect the property on which they are drilled against drainage. [The Bureau of Mines selected Anahuac for a petroleum-engineering study because it is one of the notable fields of the Gulf Coast region. It is outstanding because the producing formation is very thick; ever modern technique of drilling&apos; and development has been applied; complete records of all operations,, including detailed subsurface information have been kept; the field has ,been developed systematically; and every effort has been made to utilize the reservoir energy efficiently. Data and information pertaining to the development anal operation were collected, compiled, and studied by the writers as if the field were under single ownership. The chief aim of the study was to increase the accuracy of the existing methods of estimating reserves by applying all the data collected during the modern development of an oil field, These scientific aids include coring; electric logging; micropaleontology determinations of porosity, permeability of oil-bearing sands, and their connate water content; subsurface sampling of the reservoir oil; and depth-pressure measurements. Because the reservoir structure in the Anahuac field is extremely complex, special attention was given to methods of calculating the reservoir volume.]

As part of an effort to decrease U.S. dependence on imports of critical and strategic metals, the Bureau of Mines investigated three leaching methods for extracting the base metals and recovering platinum-group metals (PGM) from matte prepared from Stillwater Complex flotation concentrates. Because of a limited supply of natural material, synthetic matte of composition similar to matte prepared from natural concentrates was used to devise the extraction sequences. The validity of the sequences was verified with matte prepared from Stillwater concentrates. In two-stage matte leaching, first-stage H2S04 leaching extracted 99 pct of the nickel and iron from the matte but negligible amounts of copper and PGM. Second-stage oxidative leaching with Fe2(S04)3 or FeC13 solubilized more than 98 pct of the copper and no precious metals. Sequential leaching, in which acid and oxidizing lixiviants were added sequentially to the matte without an intervening filtration step, extracted 99 pct of the Fe, Ni, and Cu. A roasting-leaching technique, in which the residue from first-stage leaching was roasted between 360° and 500° C before a second leaching with H2S04, solubilized 98 pct of the copper. The three leaching methods yielded high-grade PGM residues containing more than 98 pct of the PGM in the matte.

Dielectric constants and dissipation factors were measured by the Bureau of Mines for 13 simulated lunar rocks over the 20-to 100-megahertz frequency range by means of the susceptance-variation method. Measurements were made at room temperature and normal atmospheric pressure. Results are presented and some comparison is made with data reported by others. The rocks used include a broad range of physical characteristics and chemical compositions from the large areas of volcanism in Oregon and northern California, and two nonvolcanic types. These rocks make up a suite of rock standards used by a group of laboratories engaged in lunar research. The data presented will add to the basic scientific and engineering knowledge needed to utilize extra-terrestrial mineral resources for support of future space missions.

Increased application and interest in the use of microseismic monitoring to deal with ground control problems, Particularly those resulting in violent failures, has brought about the need for practical guidelines with respect to all phases of microseismic monitoring. This report presents the results of an 18-month effort to review the microseismic method and develop needed practical guidelines. Microseismic activity and properties of microseismic events are treated so that these parameters can be taken into account when developing monitoring equipment. Microseismic equipment is discussed to provide familiarization with the components of monitoring systems. Factors to be considered and procedures for developing a microseismic monitoring system are presented. Both physical and electrical considerations for the installation of a monitoring system are discussed in detail. The operation of a microseismic system including data analysis procedures is presented. Field examples to illustrate use of microseismic data in evaluating ground control problems are presented in a number of case histories.

"INTRODUCTION The Iron Mountain deposits were examined in the summer of 1943 by engineers of the Bureau of Lanes, and a diamond-drilling project was set up under the Strategic Minerals Program. Actual drilling operations, under the supervision of a Bureau engineer, commenced November 9, 1943, and were completed on November 1, 1944. When the Bureau began detailed exploration of the Iron Mountain deposits, the Federal Geological Survey participated. Dr. I. W. Newhouse, of the Survey, and Dr. A. F. Hagner, of the Wyoming Geological Survey, were assigned to the investigation.ACKNOWLEDGMENTSIn its program of exploration of mineral deposits, the Bureau of Mines has as its primary objective the more effective utilization of our mineral resources to the end that they make the greatest possible contribution to national security and economy. The literature dealing with the electrical conductivity of solid dielectrics, including all its aspects and its relationships to other physical properties of these materials, is extensive and scattered in many books, phamphlets, and periodicals. It is believed that most of the important contributions to this field up to October 1943 have been listed and abstracted in this circular. Also included are some general references on static electricity. Methods of removing static charges are described; methods of and conditions for measurements of resistivity are discussed; equations for the calculation of resistivity are given; and methods of resistance measurements in Situ are reviewed. Data on the variations of resistivity with changing conditions as well as explanations for them have been collected, and three tables showing the resistivity of various dielectrics at different humidities are included. The appendix contains a short development of the mathematical formulation of the charging and discharging currents due to interfacial polarisation. INTRODUCTION Methods for Removing Static Electricity Of the various means employed for preventing or removing accumulations of static electricity in industrial processes, grounding is the most common and most generally effective. It is a precaution readily applied to stationary machines anti may often be utilized to good advantage to rid persons and portable equipment of an acquired charge. There are many situations, however, in which direct low-resistance grounding cannot be used, either because the charged bodies are insulators or are inaccessible, or because contact to a ground lead might give rise to a hazardous spark. If the charged body is a conductor, contact made to a neighboring conductor, even though the latter be insulated from ground and of relatively small capacitance, may also result in the occurrence of an incendive spark. In such instances, static electricity can sometimes be removed most satisfactorily by means of strong atmospheric ionization produced by radioactive material, X-rays, ultraviolet light, or A. Zirconium, formerly distinctly a rare element, is rapidly becom- ing of rather extensive commercial importance. Economic features of the zirconium industry, together with general information regarding the metal and its compounds, are discussed in a separate paper, to which this paper is a supplement. In addition to giving a brief discussion of the four or five de- posits that so far have proved to be commercial sources of the element, this circular summarizes available data (including some hitherto unpub lished material from the files of the Bureau of Mines) upon other occur- rences, including many of scientific interest only, of the two commercial. minerals, zircon and baddeleyite, and also data upon some of the minor minerals, such as eudyalite and cyrtolite, which have attracted addition- al interest in recent years because they are frequently richer in hafnium than the more common zirconium minerals.

The report provides guidance for determining those environmental impacts associated with the surface mining of steeply pitching coal seams. In addition to the environmental impacts, four additional issues are addressed, namely (1) Time and motion studies of those coal mining systems employed in mining seams which pitch in excess of 25°, (2) Assessment of those mining techniques, (3) Development of rationale for the mining methods employed, (4) Identification of the reclamation practices and determine whether these practices were in compliance with appropriate Federal and State regulations. Five surface mines located in three geologically distinct basins of the United States were analyzed during the period of August through November 1979. The three basins include the Hanna Basin of Wyoming, the North Park Basin of Colorado and the Southern Anthracite Field of Pennsylvania.

"INTRODUCTION The United States, although the leading consumer of chromite, depends almost entirely on imports for its supply. For instance, the consumption during. 1941 amounted to 714,645 long tons, whereas the domestic chromite production, although the highest since 1918, was 12,731 long tons or only 1.78 percent of the domestic consumption. 9/ Domestic production was tremendously, accelerated,after 1941 by war demands; however, only a small proportion of this domestic product was of sufficient quality to be substituted for the high-grade imported chromite demanded for metallurgical purpose. Chromite is used largely for making ferrochromium, an alloy containing 60 to 70 percent chromium which is used in making alloy steels. Peacetime specification for ferrochromium required that it should contain 68 to 69 percent chromium. These specification were lowered to between 60 and 63 percent, chromium in 1941 to permit the use of lower-grade ores. The specifications for metallurgical chromite, used for making ferrochromium, were established first by the Metals Reserve Company at 48 percent Cr203 and a Cr. Fe. ratio of 3 : 1 but later were lowered to 45 percent Cr203 and a Cr : Fe ratio of 2.5 : 1. The ratio of chromium to iron in chromite is important, because the contained iron enters the alloy in making ferrochromium and, although an ore may contain the required 45 percent Cr203, it may contain too much to be suitable for ferrochromium production. The principal sources of domestic chromite are California, Oregon, Montana, and Alaska minor, small, and widely scattered deposits in another dozen States. Without exception, these deposits are low-grade, require beneficiation to produce a commercial product, and are not competitive with imported high-grade ore in normal times. Nevertheless, these deposits form strategic reserve, which must be utilized in periods of national emergency. Recognizing this fact; the Bureau of Mines for many years has undertaken investigations to develop methods of utilizing domestic chromite ores. The problem has been approached from three angles: (1) Mechanical methods of concentration; (2) beneficiation by chemical or metal¬lurgical methods; and (3) production of metallic chromium by electrolysis of solutions prepared from ore or concentrate."

IN 1942 the Bureau of Mines began to develop the Kroll process for use in the large-scale production of titanium. Titanium and titanium alloys are now commercial metals. These metals are relatively expensive, but It is now evident that they will have important industrial uses and that in many instances these will be related to their remarkable corrosion resistance. This bulletin presents the known corrosion properties of titanium and its alloys in useful form. In marine environments titanium is highly resistant to corrosion and does not pit, or undergo crevice corrosion, stress corrosion, or corrosion fatigue. Titanium is also highly resistant in many salt solutions, including most chlorides. It is very resistant to corrosion in nitric acid solutions. It is also resistant to white fuming nitric acid. However, it may react violently with red fuming nitric acid. In phosphoric acid solutions titanium has rela¬tively good resistance to corrosion, but it has less resistance to sulfuric acid and still less to hydrochloric acid solutions. Titanium corrodes very rapidly in hydrofluoric acid Solutions. It is very resistant to corrosion in many organic chemicals. However, it has only moderate resistance to formic acid solutions and poor resistance inn oxalic acid solutions. Titanium does not corrode in dichloroaretic acid but, corrodes rapidly in 100 percent trichloroacetic acid at 100° C. Titanium is resistant to barium, calcium, magnesium, ammonium, and sodium hydroxides. Titanium is inert in wet chlorine, bromine, or iodine gases. However, in dry chlorine gas titanium reacts rapidly enough to ignite. It also reacts rapidly with dry bromine gas, but, it is resistant to dry iodine gas. When titanium is exposed to red fuming nitric acid solutions with high nitrogen dioxide content and low water content, it corrodes, undergoes stress-corrosion cracking, and becomes pyrophoric. This occurs more readily with some titanium alleys, such as titanium-8 percent manganese. A fresh titanium surface immersed in water or in an aqueous solution and in contact with an oxygen-rich atmosphere under sufficientt pressure is unstable and will ignite spontaneously. Inherently an active metal, titanium has a tendency to become less active in environments containing oxidizing agents such as air, oxygen, chlorine, or ferric, cupric, or platinic ions. Titanium is more noble than most structural metals in roost, environments and its excellent corrosion resistance is generally not, affected by contact with these metals. However, some of the other metals corrode faster because of contact with titanium. Titanium undergoes anodic polarization readily, so that even when it is the less noble member of a galvanic couple it may corrode less because of the contact. Titanium alloys often have corrosion properties and electrochemical characteristics similar to those of commercially pure titanium. Titanium alloys containing noble metals, zirconium, molybdenum, vanadium, tantalum, or copper sometimes have better corrosion resistance than pure titanium.

During fiscal years 1967-68, the Bureau of Mines produced 185 technical papers and reports about petroleum and oil-shale research, which were published either by the Bureau or by others as referable scientific literature. Numerous other reports were prepared for Government agencies, State agencies, and organizations of the petroleum and natural gas industry engaged in cooperative research programs with the Bureau. Research performed during the reporting period by the Bureau on petroleum, natural gas, and oil shale was classified by 71 active projects. A basic appropriation of $3,575,000 was supplemented by $1,300,000 in fiscal year 1967, and that of $4,043,000 by $1,402,000 in fiscal year 1968, making the appropriated-to-supplemental fund ratios about 2.8 to 1 for fiscal year 1967 and 2.9 to 1 for fiscal year 1968. In fulfillment of the mission of the Bureau, through planned research programs, methods for producing and utilizing petroleum were improved. The continued conservation of this natural resource of petroleum, including crude oil, natural gas, and oil shale, was pursued through research performed by some 350 personnel at two petroleum research centers and two petroleum research laboratories supervised and supported by administrative personnel of the Bureau and the Department of the Interior.

Major producers posted 25¢-per-pound increases on cadmium, raising their domestic quotes to $2.75 per pound. COBALT: Cobalt consumption in February, exclusive of salts and driers, increased by 21 percent compared with consumption in January. Significant increases in consumption occurred in cutting and wear resistant materials, welding and alloy hard-facing rods and materials, magnetic alloys, and other alloys. The major sales agency for cobalt in New York reportedly announced price increases, effective April 15, 1976, for cobalt metal, powders, and oxide. The new price for 250 kilo (551 lb.) drums of cobalt metal (granules or electrolytic cathodes), f.o.b. Port of New York, was quoted at $4.40 per pound. This is the first cobalt price increase since January 23, 1975, and is the result of a price increase by Sozacom, the official Zairian sales agent. Other cobalt producers are expected to raise their prices in line with the new quote.

This publication is the third of a series of reports on hazards and the prevention of accidents at blast-furnace plants that is being published by the Bureau of Mines, Technical Paper 106a being the first and Technical Paper 136b the second of the series. This bulletin, which is arranged in three parts, treats of the causes and prevention of blast-furnace breakouts, explosions, and slips. The first part discusses blast-furnace breakouts, the hazards therefrom, causes, and features of furnace design and methods of operation that tend to prevent breakouts or lessen their number, and points out safety measures to be adopted. The second part takes up the theory and causes of gas explosions at blast-furnace plants and reviews the better methods in use for handling gas. The third part analyzes the causes of hanging and scaffolding in blast furnaces, with the resulting slips that frequently cause injury to the plant and danger to the workmen, describes features of construction and furnace design and methods of operation employed to prevent hanging and slipping, and suggests precautions and safeguards.

"The main purpose in the compilation of accident statistics is to reveal conditions that may result in injury to persons or property so that remedial measures may be applied. For practical reasons it is usually found necessary to restrict inquiry to conditions which actually have caused personal injury, and to omit those which nay, but have not yet, resulted in damage, Fortunately or unfortunately, there is a sufficient number of the former to indicate the existence of hazards so numerous as to require all of the attention which the industry can devote to the subject.Two years ago, the Bureau of 'mines, in cooperation with the National Safety Council, undertook an intensive campaign to obtain more complete and satisfactory information regarding mine accidents than had theretofore been available. Since 1911 the bureau had been receiving annual summaries from all companies operating metal mines, showing, in a general way, the number and causes of accidents that occurred during the preceding year and the number of men employed at the mines. Monthly summaries of fatal accidents at coal mines were received from the state inspectors, showing the number of deaths attributed to each of 22 main causes of accidents, Information for individual coal mines was not furnished.While this information, nation-wide in scope, is indispensable because it epitomizes the progress or retrogression in the industry as a whole, and serves as a background of specialized studies, yet certain classes of acci¬dents, for example, those that are more or less peculiar to specific districts or mines, require an analysis in greater detail than is possible on the sole basis afforded by the annual summaries.The need for more specific information was realized some years ago in the State of Pennsylvania in connection with the administration of the workmen's compensation law, The mining industry is well acquainted with the val¬uable studies of accidents, particularly nonfatal accidents, in the mines of that State being conducted by Mr. Rush N. Hosier."
