We often read and hear, especially in the United States, that we are running out of critical metals. These are vague forebodings of stagna- tion or winding down of our civilization. Our technological progress has been rapid in the last 50 years and is still advancing at an accelerated rate, and predictions of its long-term impact on consumption and production of metals are more hazardous than ever in the light of the great economic and political shifts that are bound to continue. There are many factors that will have a hardly predictable but profound effect on pro- duction and consumption of metals over a time span of, say, 25 years. Among such factors are recycling, substitution, availability of capital, direct involvement of governments in financing and production, and the capability of producing much lower grade ores at possibly much higher prices relative to costs in the event of scarcity. I must state at the outset that my discussion of this topic does not take into account the role that deep-sea nodules containing copper, nickel, cobalt, and manganese may play, because I don't believe production from these deposits will be of much significance within the 25 year span I will be discussing.

The geology and mineral deposits of the West Pilbara Goldfield are described and comparison is made with the Pilbara Goldfield,, In the West Pilbai'a Goldfield two adjacent environments are represented by a predominantly clastic succession and a predominantly volcanic succession. These two successions are lateral equivalents and lithologically they are similar to the classical successions at Warrdiwdbna and Mosquito Creek. How- ever, no evidence of a significant erosional break has been found. It is suggested that the Archaean rocks of: the Pilbara Block represent a single geosynclinal cycle, which culminated in orogenesis, within which-local disconformities have been developed in various places: and that the sub-Mosquito; Creek unconformity at Eastern Creek may be the most widespread of these disconformities, Widespread evidence of'preconsolidation movement, aid the intrusion of igneous rock into. unconsolidated sediment, suggest that tectonism and igneous activity began at a very early stage, This was localised along lines of fracture in an unidentified basement.,.Moveme.nt was primarily vertical and persisted into the older Proterozoic, The sediments were enriched in metal by vulcanicity, chemical sedimentation, and possibly detrit`1' contribution. I know the theme of the Congress is "The 21st Century - Mining for Mankind" but I hope you will understand why my address touches upon some near-term issues as well. With the world oil market the way it is at present, "the long term" seems to be next week and no one is even sure what will happen tomorrow! So I am going to take a little licence with the theme of the Congress and talk about some fundamental issues that have much to do with the current uncertainties. The ways in which these issues are resolved and the role governments elect to play in the next few years will determine both the shape of the petroleum industry in the 1990s and beyond and the success with which we can confront a growing and inevitable future dependence on OPEC oil resources. But just in case you are not familiar with what has been happening in the petroleum industry recently and why the future seems more uncertain than ever, let me show you the gyrations in oil prices over the past 13 years, and remember that it is only another 13 years or so years to the 21st Century.

As a part of the Newcrest, Telfer Expansion Project, a consortium of Australian, Canadian and South African Mining Contractors in joint venture have been contracted to develop the hoisting shaft. The parties namely; Byrnecut Mining Pty Ltd, Murray and Roberts RUC and Thyssen Mining Construction of Canada Ltd have combined their individual expertise to excavate the shaft. There is a particular emphasis on the use of proven shaft sinking techniques from North America and in particular integrating electric hydraulic drilling equipment and personnel from the Canadian Mining industry. The Telfer hoist shaft when completed will have a finished diameter of 7.1 metres and extend to a depth of 1170 metres below the collar. The shaft will be fully concrete lined and will later be equipped for hoisting ore from the Telfer deeps at a rate of five million tonnes per annum. The shaft when completed will be the largest shaft ever completed in Australia on a volumetric basis. This paper will examine the technical aspects of the shaft sink, as well as exploring the integration of personnel and equipment from the frozen prairies of Saskatchewan, Canada into an operation in the Great Sandy Desert of Western Australia. What are the spin-off benefits for the development of other shafts within Australia?

This paper discusses the recently com- pleted TBM-driven pressure tunnel at the Sand Bar Hydroelectric Power Project. The Sand Bar Project is a diversion scheme situated on the middle fork of the Stanislaus River in the Western Sierra Nevada, California, U.S.A. As part of the project, a 5.6 km long and 3.71 m diameter unlined pressure tunnel was bored by a Jarva TBM at the average rate of .37.5 m/ day. This report deals with construction aspects of the tunnel, including TBM performance, lining design, and remedial support measures. Correlations between TBM performance, geologic conditions, and rock properities are made, and the Contractor's mode of operations are discussed. Advance rate prediction, and the impact of these excellent advance rates attainable in hard rock using the new machines are discussed.

Slags are the most voluminous solid by-products generated in pyrometallurgical operations, and, as such, finding an application for these oxidic materials is pertinent to maintaining resource efficiency. In particular, pyrometallurgical copper production is associated with high slag rates, typically ranging from 2.2 to 3.0 tons of slag per ton produced copper, which necessitates slag valourisation. A possible application for these iron silicate slags is as supplementary cementitious materials (SCMs), which effectively lowers the CO2 emissions per ton of cementitious material. Although utilising iron silicate slags as SCMs has been studied in previous work, the scientific literature has limited data on the effect of composition on the inherent reactivity in cementitious systems. More specifically, no reports on the impact of FeO/SiO2 ratio have been presented in previous publications. Therefore, the present study aimed to isolate this parameter in a synthetic FeO-SiO2-Al2O3-CaO-MgO-Cr2O3 system. Since the amorphous content is a pertinent parameter for SCMs, a high-temperature confocal laser scanning microscope (HT-CLSM) was utilised to assess the crystallisation behaviour at continuous cooling conditions. Furthermore, high-temperature rheological experiments were conducted to measure the viscosities of the slags in relation to the crystallisation behaviour. The experiments showed that depolymerising the slag by increasing the FeO/SiO2 ratio generated a less viscous slag, which showed higher tendencies for crystallisation. Furthermore, experiments assessing the inherent reactivity as an SCM showed that depolymerising the slag by increasing the FeO/SiO2 ratio as the sole independent parameter generated an initially more reactive slag. However, replacing SiO2 with FeO was found to negatively affect the reactivity as measured over seven days within the tested compositional range.

Folklore suggests that oxidation is detrimental to sulfide mineral flotation, and in many instances is the reason given for values reporting in the tailing. However, while a considerable body of work examining galena oxidation is available in the literature there are very few studies that investigate the consequences of galena oxidation on its subsequent flotation in base metal sulfide ores. This work clearly demonstrates that pyrite forms a galvanic couple with galena, due to the large difference in their rest potentials, and results in accelerated oxidation of galena, particularly as the pyrite content of the ore is increased. The most obvious effect of the galvanic oxidation of galena by pyrite is the release into the system of galena oxidation products, providing an ample supply of lead ions available to activate gangue minerals, most notably of which in lead/zinc ores is sphalerite. The inadvertent activation of sphalerite by lead ions inevitably leads to the recovery of liberated sphalerite into the lead concentrate, and as a consequence a reduction in the lead concentrate grade. That is, a loss of selectivity for galena against sphalerite. If galena oxidation is excessive not only is there a considerable loss in lead concentrate grade, but also a marked decreased in lead recovery as the flotation rates of the gangue minerals increase, until they rival that of galena.

Water in mining, mineral processing and metal production on a life cycle basis has been at the top of agendas for various industries, government agencies, research organisations, academic institutions and communities. As a result, a number of water footprint assessment methodologies have been developed. However, their practical applications in mining and mineral processing industries with specific case studies are still rare.A key objective of the Minerals Down Under Flagship is to contribute to the long-term sustainability of the Australian mining and mineral industries. Researchers in the Mineral Futures theme have developed robust assessment methods to evaluate the impact of mining and minerals technology development on the environment. The future of mining and the mineral industry is strongly linked with its sustainability - better water management strategies will need to be implemented.Life cycle assessment (LCA) has been a recognised method for measuring the environmental impacts of products, processes and services. It provides a scientifically sound method of comparing products and processes using a common basis and identifies so called æhot spotsÆ and opportunities for reducing environmental impacts. The water footprint of mining, mineral processing and metal production using an LCA basis is still scarce in the literature. Research methodology is now being applied in detail for copper, gold and nickel. A primary focus has been the relationship between ore grade and water use for which mathematical models are being developed. These types of models provide inputs for LCA of mining and mineral processing plants and can identify water saving opportunities through scenarios and process route analysis.CITATION:Northey, S and Haque, N, 2013. The occurrence and deportment of manganese in a number of ferromanganese and Mn-bearing iron ore samples from supergene-upgraded deposits, as well as from magnetite banded iron formation (BIF) and magnetite skarn deposits, was characterised in order to provide a basis for improved understanding of the processing characteristics of different ore types and investigate the potential for development of a robust geometallurgical classification for Mn-oxide ores. An understanding of the Mn mineralogy in mixed Fe-Mn deposits is necessary to inform any attempt to separate the Fe and Mn during beneficiation and to understand and predict the behaviour of lump and fine ore products during processing.A suite of analytical techniques was utilised, including hand sorting of lump ore particles, optical microscopy, X-ray fluorescence (XRF)/inductively-coupled plasma mass spectrometry (ICP-MS) chemistry, X-ray diffraction (XRD), scanning electron microscopy (SEM)/electron probe microanalysis (EPMA) and gas and solid phase pycnometry, in order to elucidate manganese mineralogy, mineral chemistry and mineral textures. Manganomelane group minerals (eg cryptomelane, hollandite), pyrolusite and lithiophorite were the most common manganese oxides in the samples examined. From the microprobe work, there was evidence of probable substitution of Mn, as well as Al and Si, into the structures of goethite and hematite. Manganomelane minerals were often intimately associated with goethite, in particular, and a clarification of this association and the associated Si and Al impurities is fundamental for improved understanding of beneficiation and sintering behaviour of Mn-oxide ores. Due to the poor or very fine crystallinity of some supergene manganese deposits and of some Mn oxide minerals, in particular the extent of overlapping peaks and their variable mineral chemistry, XRD was a problematic technique to equivocally determine Mn mineralogy.For lower-grade, earthy, poorly microcrystalline ores the mineralogical and textural association between mixed Mn, Fe and Al (¦ Si) phases was also critical. The deportment and potential separation of these elements in these deposits, especially Al, was complex, as they were characterised by forms of æhydrousÆ cryptomelane with higher levels of Fe-Al-Si substitution, as well as intimate intergrowths of ochreous-earthy goethite (probably aluminous in part) with cryptomelane, lithiophorite and/or kaolinite.Trace amounts of alkali elements in ferromanganese deposits were considered likely to be preferentially structurally associated with Mn oxides, while lateritic deposits with significant amounts of lithiophorite could contain elevated levels of deleterious impurities; Co and Ni in particular.A combination of solid and gas phase pycnometry proved to be a useful technique for broadly discriminating hematitic, goethitic and mixed Mn oxide-goethite lump particles based upon differences in their envelope and apparent densities. Based upon these preliminary results and ongoing Raman spectroscopy work on manganese deposits sensu stricto, Raman spectroscopy is a technique considered to have promise during targeted research to better link the optical and compositional properties of ferromanganese ore particles. CT-scan (computed tomography scan) analysis could also be combined with Raman spectroscopy and pycnometry to link mineral composition, mineral texture, ore particle textures and particle porosity/permeability to the high-temperature processing behaviour of lump and fines products.CITATION:Peterson, M J, Hapugoda, S, Manuel, J R, Donskoi, E and Poliakov, A, 2013. Large tonnages of low-grade haematite ores need to be treated every day in China. One of the mineralogical characteristics of these haematite ores is that the grain size of haematite is smaller than that of quartz and is not uniform in the ores. Therefore, a flow sheet consisting of gravity concentration, low-intensity magnetic separation, high-intensity magnetic separation and reverse flotation is mainly used to separate haematite ores in China, to obtain acceptable beneficiation performance and reduce the operating costs. Nowadays, whether based on mineral processing practice or theoretical analysis, the results show that the application of the above-mentioned flow sheet is able to take full advantage of these mineral processing methods and achieves satisfactory benefi ciation of haematite ores. For example, when the iron grade of the haematite ore is about 29 per cent Fe, a concentrate assaying 68 per cent Fe can be obtained and the recovery of iron is over 80 per cent. In the future, research work on the beneficiation of haematite ores should focus on investigating the most feasible particle size for gravity concentration circuit feed so that the operating costs can be reduced and ultimately the separation performance can be improved.

There has been much debate in the past as to whether the Australasian Institute of Mining and Meteorology ("AusIMM") should issue valuation guidelines in addition to the ASX and NCSC requirements. My experience in preparing independent expert reports has been that "best practice" sets higher standards than any laws or requirements set out by the ASX and NCSC. This is where I see the AusIMM coming in.

This short paper outlines the authorÆs views regarding the progress we have made as an industry in managing mining assets over the past 500 years. It represents a personal view û but one founded in fact-based observations of mining companies and of the mining industry in general. There is no doubt that AgricolaÆs views as expressed in De Re Metallica (1556) were visionary. There is also little doubt regarding another issue û that whilst a great deal has been learnt about the management of mines since AgricolaÆs time, observations suggest that best practice management is the exception rather than the rule across our industry. Although insights regarding the successful management of mines have become apparent, we still witness unnecessary errors in our industry that lead to the loss of shareholdersÆ funds. By highlighting some aspects of current best practice, particularly in the arena of operations management, it is hoped that this short paper contributes a small step along the next 500-year-long learning curve. The paper concludes with a brief description of the progress and impact of continuous improvement initiatives at Kalgoorlie Consolidated Gold Mines (KCGM). Located in the Kalgoorlie Goldfields, KCGM is currently AustraliaÆs largest gold mine producing over 800 000 ounces of gold per annum. Improvement initiatives at KCGM look set to deliver some $100 million in value over life-of-mine.

Almost all the countries of the south-west Pacific and the Australian states have recently completed or have commissioned mineral royalty reviews. The prime reasons for this widespread and consistent action is the desire of the governments of these entities to redress perceived effi- ciency and equity imbalances and to ensure that the revenue raising motive does not override the necessity to maintain mineral exploration and development incentives. Governments are tending to adopt royalty systems comprising a com- bination of base royalty and a profit component. Resource rent royalty and royalty holidays have been introduced and anomalies, such as royalty free gold production, still exist but appear to have uncertain futures. Tasmania ranks as the Australian state with the lowest aggregate royalty levy/production value ratio whilst Papua New Guinea has the highest royalty objective achievement level in the south-west Pacific region.

Byproduct coking is practised in three of the major Australian ironmaking centres, the Newcastle and Whyalla works of the Broken Hill Proprietary Co. Ltd. and the Port Kembla works of Australian Iron & Steel Pty. Ltd. Coking first commenced at Newcastle in 1915 and at Port Kembla in 1938. The installations established at these centres include coal cleaning facilities and com- plete byproduct streams. The Whyalla plant, because of its location is somewhat less extensive, having no coal cleaning plant and a comparatively restricted byproduct section. As new batteries have been built every opportunity has been taken to incorporate modern design features and improved operat- ing techniques. This has included the provision of equipment to reduce atmospheric and water pollution. A marked reduction of markets for byproducts has had serious repercussions on the profitability of this section of the Industry.

Over the last decade computers have become an essential element in assessing the economic feasibility of mining new mineral deposits and in assisting a variety of related support functions. A broad overview is given of the many technical application areas where computers are contributing to the mining industry with reference to work being done on the evaluation of drill hole information, mineral inventory modelling, ore reserve estimation, financial analysis, process simulation, process control, workshop job scheduling, PERT applications, and com- puter aided drafting. In all these areas the computer has greatly reduced the manual effort involved in looking at alternatives. It has had a significant effect in eliminating delays in revising calculations, or rescheduling activities to incorporate new data or cater for changing conditions, while at the same time providing more accurate and prompt information for the management decision making Process.

Thiourea has been recognised for a long time as an acid-stable complexant for gold. Generally, the use of thiourea has been shown to exhibit enhanced leaching kinetics compared to cyanide but suffers the disadvantage of excessive reagent consumption. Thiourea leaching is particularly com- patible with the extraction of gold from refractory ores. This is due to the need for an oxidative pretreatment to liberate the gold. Such pretreatments typically result in the production of an acidic residue. The application of novel thiourea leaching technologies to the extraction of gold from a bioleached pyrite concentrate was investigated. The interac- tion of leach variables with thiourea consumption and gold extraction was established. An economic assessment of thiourea leaching was compared with conventional cyanidation. The results indicated that gold leaching of the bioleached residue using thiourea compared very favourably with cyanidation.

The Black Star and Racecourse orebodies below 15 level contain a major portion of the primary silver-lead-zinc ore reserves of 56 million tonnes at 150 g/t Ag, 6.4% Pb and 6.5% Zn at Isa Mine. Extraction from this area is scheduled to begin in the early 1980's. Mining in this block will be quite com- plicated as the ore is contained in a dozen separate orebodies varying in width from 3 m to 20 m with only narrow barren pillars between them in some cases. Mining objectives which consider metal recovery, costs, environmental and safety factors, operating requirements and rock mechanics are used to compare proposals. The planning work involved in formulating mining proposals considers disposition of reserves, scheduling factors, sequence of extraction, extraction methods, haulage set-up and ventilation requirements.

A proper economic analysis of pit slope design must reflect the trade-off between the benefits and the increased risks of slope fail- ure inherent in steeper slope angles. However, no formal framework for a proper analysis existed to date. This paper describes the results of the past four years' effort in which a formal eco- nomic analysis framework was developed and tested through a case study. This framework, in essence, consists of the availability of tested procedures and com- puter programs. The procedures as well as the programs are divided into two broad functional categories; (1) the first category related to assessing the economic benefits and costs associated with various pit slope angles and (2) the second category that determines the overall financial impact which the assessed benefits and costs exert to the mine operator's overall economic stature.

Indonesia holds a significant role in the utilisation of coal resources in the world. Although the number of Indonesian coal resources and reserves do not fall into the world’s top ten, according to 2009 statistics, Indonesia is the seventh largest producer of coal with a production of 256 Mt. More than 80 per cent of this amount is sold in the export market, making Indonesia the world’s second largest coal exporter. Most of the exported coal from Indonesia is used to fulfil the needs of the Pacific market, such as Japan, Taiwan, China, among others. It is also possible to reach the Atlantic market.Along with Indonesia’s development program, until 2025 the Indonesian government has adopted a National Energy Policy that aims to reduce the role of petroleum in electricity generation and replacing it with coal. As a follow-up of the policy, since 2009 PT PLN, the state electricity company has built steam power plants throughout Indonesia as an implementation of the first stage of the Electrical Acceleration Project with a capacity of 10 000 MW. Moving forward, in 2011 PT PLN will also build the second stage of the project with a capacity of 10 000 MW. As a result of the program, the domestic need for coal is expected to increase as much as 44.8 Mt.With the increase in domestic need and decrease in the number of reserves, the Indonesian government has adopted policies to secure the domestic coal supply. A policy that may potentially be adopted by the government is the limiting of coal production, seeing the high rate of increase in Indonesian coal production. The adoption of such a policy will change the distribution map of coal in the Pacific market. Thus, this paper will evaluate the change of coal distribution patterns in the Pacific market along with the increase in Indonesian domestic needs and Indonesian adoption of policies regarding the securing of coal supplies.

A new high intensity flotation process FASTFLOT was deployed to recover residual zinc from the zinc circuit tailings at Pasminco Mining's Concentrator, Broken Hill. Performance of the FASTFLOT process is discussed with respect to various size fractions. Results suggest that the process has an affinity not only for fine particles but also for +200 ¦m particles which the conventional flotation cells failed to recover. Various strategies for FASTFLOT deployment are also discussed.
