The current Mining Act has been the mechanism for administering and encouraging the State's mining industry through the 1970's up to the present. Although it has been subjected to considerable amendment there continues to be judicial challenge as well as criticism in relation to ambiguity of interpretation. Expansion of the mining industry and pressures placed upon "it by the ever increasing interaction with other land users have highlighted deficiencies in the current legislation and the need for a strong and progressive Act covering the rights and obligations of miners and their relationships with those outside the industry. - It is considered that the most positive results can be achieved by a complete redrafting of Queensland's mining administrative legislation.

The design and construction of a 2.5 million tonne per annum ship unloading system at the PWCS export coal terminal in Newcastle, NSW, has further increased the flexibility and sophistication of Australia's largest coal export facility. The system comprises a new unloading wharf serviced by a self unloading vessel, conveyor stream and multi compartment ground level storage shed. Coal is reclaimed from this shed by the largest portal scraper ever installed under cover. The system also provides additional flexibility by receiving coal from the existing PWCS road receival to improve scheduling. The PWCS can now simultaneously handle 11 coal types and receive from rail, road and sea at almost 15000 tonnes per hour.

There is much debate on the Competent Persons qualifying criteria for providing classified resource estimates for public reporting. The CRIRSCO family of codes including the JORC Code, SAMREC, PERC and NI43–101, require Competent Persons to have at least five years ‘relevant’ experience and belong to professional bodies. These codes provide further, albeit vague, guidelines to assist individuals with their personal decision to take on the mantle of ‘Competent Person’. There is a risk, however, that these qualifying criteria can result in ill-prepared Competent Persons whose actions and recommendations would undermine their own reputation and that of the organisations that employ them; the integrity of the profession and the principles based reporting systems; as well as the stability of stock markets that rely on these estimates.Based on doctoral study on the development of professional competency within the mining industry, this paper presents an evaluation of the suitability of the current qualifying criteria as well as an analysis of alternative criteria. The research included a series of interviews with industry experts and an online survey of resource geologists. Semi-structured interviews provided a sense of experts’ expectations and interpretation of the current definition of ‘Competent Person’. The comprehensive online survey included a self-assessment, a series of situational questions designed to evaluate responses to typical resource geology scenarios and a set of open-ended questions relating to factors contributing to competency development.A summary of the data analysis, interpretation of the results and a set of recommendations for revised ‘Competent Person’ qualifying criteria are presented. This paper contributes to the conversation on what makes a person suitably qualified to report classified resource estimates and provides practical targets that can be used in the professional development of resource geologists.CITATION:Coombes, J, 2014. "Wet-weather or 24×7 wet-trafficability is a commendable design objective for unpaved mine haul roads, but practically often difficult to achieve, due both to the road sheeting material selected, and also its breakdown under the action of traffic and environment. Accidents allied to wet-trafficability issues, either due to rain or often more commonly, over-watering of mine roads, is increasing and especially the loss of control or uncontrolled vehicle movements categorisation. The dominant system failure is that once vehicle control is lost, control cannot be regained.The friction supply, or ‘skid resistance’ of a mine haul road sheeting is critical to the safe operation of the road and data has to be collated concerning the variation of friction supply with sheeting material engineering or indicator properties. In the light of the paucity of data existing in this field, this paper presents the contributory research that informs the development of improved and validated unpaved mine road friction supply estimates, based on a number of mine site evaluations across a range of sheeting material types and characteristic parameters, leading to improved predictive models of friction supply.Results from this preliminary review will enable operators to assess their road sheeting materials, improve and validate unpaved mine road friction supply estimates. So how does a company and its management team create enough tension to maximise profit and to establish a culture that can weather the good and bad times?That was exactly the situation the team at OZ MineralsÆ world class Prominent Hill mine in South Australia faced in 2009.Three years later, the harder times have come - lower though still healthy commodity prices, rising industry costs, fierce competition for talent, geological and technical issues (common to developing mines). However, the company was able to maximise profit during the good times and equip the culture to deal with the tougher times with minimal turnover.Through the combination of simple systems and processes, people development, application of commercial technical acumen and a combination of yin and yang leadership, OZ Minerals has achieved something quite rare - sustainable continuous improvement.The journey started with a vision. The EGM Operations created the æsparkÆ. The dream was to create a æfranchise mineÆ that could be rolled out to new mines and acquisitions as the company grew. However, the real leadership came from his lieutenants who provided the important yin and yang. The GM commercial provided the tools, processes, systems and the bottom line focus. The GM operations focused on culture, leadership, training and sustainability. This powerful combination (along with some good old persistence) was able to create the critical mass required to make continuous improvement go æviralÆ.This paper explores this unique case to uncover the essential ingredients that were created and mixed together. Orepasses are a critical element in the transport of ore from the stope drawpoint to the surface ore stockpile, making them an integral part of an underground mine’s ore-handling system. Well-designed and operated orepasses improve productivity and lower operating costs over a long period of time.The Olympic Dam mine, as part of a 6 Mt/a expansion project in 1997, constructed a large network of orepasses feeding a rail haulage system to facilitate the movement of approximately 8 Mt/a to the Clark crusher and hoisting shaft. The orepass network comprises 14 orepasses and currently includes 59 individual tip points. The orepass network has been in operation for over 15 years and in excess of 110 Mt of ore has been moved through the system.Olympic Dam’s management of mine infrastructure includes a program of assessing the condition of the Clark system orepasses. A comprehensive program was initiated in 2011 and consisted of systemically performing volumetric surveys to determine the integrity of the various sections of the orepasses. The current geometrical state of the orepasses provides essential information for comparison of geotechnical and operational parameters and a baseline for understanding the key causes of orepass deterioration to assist in the planning of both usage and potential replacement options.The collection of geotechnical and operating data allowed the review of the current condition, potential longevity and associated risks with the various orepass sections. The two key results of rock blasting are fragmentation and movement of geomaterials. Movement/flow of the blasted rock is often referred to as heave. Moving rock with explosives rather than mechanical equipment can improve mining efficiency. Such is the case with coalmine cast blasting. Controlling and directing rock movement through explosive deck delay timing can greatly improve ore recovery by segregating ore and waste. In both cases, understanding, predicting and controlling heave is an important element of successful blasting.Computer programs for predicting 2D blasting-induced heave have been used in mining for decades, helping to drive the innovation of new and more efficient mining methods, ie cast blasting. The past few years have seen the advent of 3D distinct element modelling of blast-induced heave. This is an important advancement because most blasting situations are three-dimensional in nature, especially when controlling the direction and intensity of rock movement through explosive deck delay timing.This paper documents the first full-scale blasting simulations in 3D with distinct element models that include hundreds of blastholes and in excess of a million particles, made possible with parallel processing. Surface mineral blasting is the focus of this study which treats the effect of blasthole delay timing on ore recovery. Ore waste and dilution resulting from typical row-on-row delay timing will be demonstrated. Also demonstrated will be the ore recovery possible with delay timing designs that significantly enhance ore/waste segregation. The term geometallurgy (or geometallurgical) first appeared in the literature some 40 years ago and has a wide range of definitions and perspectives which increases the barriers of communication between practitioners and across functional groups and management levels within organisations. However the consistent theme running through the diversity of definitions and perspectives is the requirement for close collaboration between the relevant disciplines. This concept of geometallurgy arguably goes back to the earliest days of the exploitation of mineral deposits, through the mid-1500s to the beginning of the 20th century.This holistic and integrated view was diminished during the 20th century due to a number of factors which included the commencement and continuing upward trend of large-scale mining and the expansion in production, the rise of scientific and classical management theories and methodologies, increase in specialisation and the development of traditional project planning. The re-emergence of geometallurgy in the late 20th century required the relevant functional units and disciplines to collaborate as a team. This necessitates a common understanding that the geometallurgical program’s goals must be obtained, which requires clear and consistent communication, particularly with the modern trend of virtual teams.A multi-dimensional construct is proposed to assist in providing a consistent approach in the communication of the context and purpose of both general and specific geometallurgical programs, thus simplifying communication. This geometallurgical construct consists of the dimensions of process span, response knowledge, variability knowledge, spatial knowledge, application and project phase in relation to extraction process(es) applied to geological materials from a mineral deposit. These dimensions are then linked to the phase of mineral project development in which the geometallurgical program is being applied, which ranges from advanced exploration through to operational execution. This paper outlines the multi-dimensional construct with examples of how the context, purpose and scope of geometallurgical programs can be clearly delineated and communicated.

As mobile equipment electrification in underground mining continues to gain popularity, control ofheat and humidity in the workplace is becoming a key driver in sizing of ventilation and mine aircooling systems. For design and sizing of ventilation and cooling systems to be accurate, and for themine mobile equipment fleet to be sized appropriately to meet production goals, vehicle productivitymetrics, heat modelling, and energy balances for electrified fleets need to consider operation througha realistic duty cycle that is reflective of various tasks performed during a shift.The authors conducted a real-world comparison of two 8 cubic yard (14 metric tonne) class Load-Haul-Dump (LHD) machines – one diesel and one battery-electric vehicle (BEV) – performingidentical muck-haul-dump operations on consecutive days at an underground nickel/copper hardrock mine in Ontario, Canada.The battery-electric LHD averaged 8.9 per cent faster cycle time than the diesel vehicle (gross,without accounting for charging time), and was able to transport 25 per cent more material per cycledue to a larger bucket capacity. When including the charging time, average net cycle times wereequivalent for the two vehicles over the 200 cycles. The BEV carried more payload over the eighthour period due to the increased capacity per cycle.The testing identified an approximately five-fold reduction in heat output from the BEV in comparisonto the diesel LHD on a basis of heat output per tonne of rated bucket capacity. Heat output from thefast charger was found to be approximately 4 per cent of the charging rate, with negligibletemperature change observed in the main drift. External noise levels in the mine were found to be14 dB lower for the BEV during transit and 11 dB lower during bucket loading. Fuel/energy costs forBEV electricity input were approximately four times lower per operating hour than diesel fuel costbased on typical 2021 electrical and diesel unit rates for a grid-connected mine in Ontario, Canada.

The potential for bulk diversion was identified and quickly implemented following the development of bulk sensing technologies applied to conveyed flows. In the early 1980s real time analysis of ash in coal was intended to improve the understanding and control of quality variability. By the end of the 1980s approximately 5% of coal analysers installed were being utilised for bulk sorting; diverting flows to create stockpiles to improve blending flexibility and boiler feed consistency, diverting waste material, or bypassing the beneficiation process when the coal met product quality criteria. In the 1990s bulk sensing and sorting utilising natural gamma detection was applied to conveyed waste in gold-uranium mineralisation and allowed ore to be recovered and processed that would otherwise have been discarded. Further applications developed in the iron ore sector where product quality ore could be diverted to bypass beneficiation and save significant unnecessary processing costs and improve recovery by avoiding process inefficiency losses. Plant capacity was freed up to be utilised by material that required processing. Similar benefits became evident in the phosphate industry and in base metals where multi-elemental analysis using Prompt Gamma Neutron Activation Analysis provides ideal opportunities to representatively measure 30 second conveyed increments at high accuracies. This has been successfully adopted in copper, nickel, platinum and lead-zinc to improve waste removal after primary crushing to eliminate unnecessary expense and improve plant efficiency. The benefits include increased output from existing operating capacity, significant reductions in consumable costs and generation of fewer detrimental waste streams. The paper outlines the technologies and discusses case studies covering the above commodities, demonstrating the immense value that representative real time measurement of conveyed flows can create. Measurement data concurrently provides multiple benefits in operational performance besides sorting, through ore reconciliation, ore blending, feedforward control and metal accounting, adding further value.

Chemical kinetics is a dependent process which usually correlates the rate at which a reaction proceeds with the mechanism descriptive of the manner by which reactive particles interact. Given the latter, the object gen- erally is to find the reaction rate dependency in terms of an intensive property of the system - number of reactive particles present, and of the energetics of the system - usually temperature. Chemical kinetics depend on a dem- onstration that reaction considerations alone control the phenomenological process under study. For these rea- sons, chemical kinetics are usually involved in homogeneous gaseous systems. Even in liquid homogeneous sys- tems earliness or lateness of reactant mixing rather than chemical kinetics may be controlling. Considerations of transport phenomena are involved in heterogeneous systems and often control the observable rate:an additional problem in such systems is to apportion the rate due to mass transfer - usually a linear process - and that due to reaction which may be linear or non-linear. Experimentally, conditions are often chosen so that only one consideration controls but this becomes more difficult where solid phases are involved. Kinetic modelling involves considerations of chemical kinetics, transport phenomena, and factors attributable to the physical environment in which the process takes place. The latter two considerations may be quite different as between experiment and plant. The kinetic model may be a mathematical representation of a conceptual mech- anistic model of the reaction. Alternatively, it may be an empirical relationship resulting from, for example, some curve fitting procedure applied to experimental data. The latter approach may be necessary where the system is particularly complicated.

The literature relating to reduction of sulphides by carbon using lime as sulphur-absorbent is reviewed. A stage-wise thermodynamic model is employed to evaluate the practical feasibility of the direct reduction smelting of galena (PbS) concentrates with a carbon reductant in the presence of lime; a coke-rate of 65 kg/ton Pb is predicted by the model. The experimental data on the reduction of PbS:4CaO:4C mixtures under nitrogen were correlated by means of a finite difference numerical method and the values of the intrinsic rate constant I1 were derived. The results for the uncatalysed reduction are represented satisfactorily with log I1 = 1.247(±0.522) - 5540(±610)T-1.The catalysed PbS:4CaO:4C mixtures contained 2.5 wt% of ternary (K, Li, Na)2CO3 catalyst. For the catalysed reduction it was found that log I1 = 3.981 (±0.301) -7790(±353)T-1, where I1 (in both relations) is expressed in moles.(g.C.)-1.atm-1.s -I. The catalytic enhancement faclor was found to be quite large in the 1068 to 1262°K temperature range investigated here.

Three volcanic sequences of different ages occur close together in the Burdekin Falls area, southeast of Charters Towers in northeastern Queensland. The oldest is equated with the Cambro-Ordovician Mt Windsor Volcanics, and consists mostly of strongly deformed, regionally metamorphosed rhyolitic lava and minor feldspathic to quartzose sandstone. This unit is overlain by folded but unmetamorphosed Upper Devonian-Lower Carboniferous volcanics (DCv) of the lowermost Drummond Basin sequence. The primary volcanic facies of (DCv) principally comprises andesitic and rhyolitic lavas, and dacitic ignimbrites. Similar volcanics are widespread in the lowest formations of the Drummond Basin sequence elsewhere, and dominate that sequence east of the Anakie Inlier. The youngest volcanic sequence is Late Carboniferous and composed of lower, more deformed, compositionally diverse ignimbrites, lavas and conglomerates, overlain by generally less deformed rhyolitic ignimbrite sheets. The upper part is equated with the Bulgonunna Volcanics which extend 90km south to the Mt Coolon area. The Burdekin Falls area contains an ignimbrite stratigraphy different from that in the south. However, one of the most voluminous ignimbrites (Locharwood Rhyolite) in the southern stratigraphy is also present in the north, enabling the two to be correlated.Each of the three volcanic sequences reflects proximity to eruptive sources. Both the volcanics at the base of the Drummond Basin sequence and the Late Carboniferous volcanics are largely the products of subaerial eruptions. The former were erupted from several intermediate-composition volcanoes, and the latter from multiple-vent silicic calderas. All three sequences are considered to be prospective for precious and/or base metal mineralisation. Polymetallic massive sulphide deposits occur in the Mt Windsor Volcanics farther west, and many epithermal gold prospects and mines are hosted by the volcanics at the base of the Drummond Basin, especially east of the Anakie Inlier. The Late Carboniferous volcanic sequence is deeply eroded, and co-magmatic high-level plutons are widely exposed; this sequence may therefore be more prospective for deeper-than-epithermal mineral deposits.

In 1997, the Australian coal industry through Standards Australia committee MN-001 Coal and Coke recognised the need to produce a Standard giving some instruction on how to inspect and audit mechanical sampling systems. A Guide was developed by sampling subcommittee MN-001-04 and in 1999 the Standard was released as AS4264.5 æGuide to the Inspection of mechanical sampling systemsÆ Coal and Coke. Since that time the author has assisted with other committees in developing the Guide for other commodities such as concentrates and a generic standard for particulate materials. (AS4433.6 released 2000). The Coal and Coke guide is also currently a work item for ISO Standards. This paper is focused primarily on auditing and inspection procedures for coal mechanical sampling systems. It highlights the need for at least a three level inspection protocol where the operators manning the system maintain operational checks, the operators are regularly supervised by the company managing the system and once per year an independent auditor inspects the whole system to ensure compliance with design and standards. It does not cover short- and long-term maintenance of individual systems. With companies already certified to the ISO9000 series, this guide forms the framework to bring the operation and inspection of their mechanical sampling systems into line with these principles.

Industrial and telecommunications organizations around the world are now turning to optical fibres to satisfy their growing needs for data, voice and video communications and to solve transmission problems in noisy and hazardous environments. Already, coaxial cables have been made obsolete for intermediate and long distance applications and fibres are making in-roads on other copper cable and microwave system techniques.The idea of optical fibres is not new, but techniques to manufacture the high quality cable and components required have only recently been developed. Nonetheless, the technology is now advanced, reliable and mature, and costs are plummeting with increased production and market competition.The mining industry has benefited greatly from developments in electronics and communications over the years. Optical fibres are to have a further significant impact and the time is now right for the industry to begin to exploit the many advantages of this new medium. Applications include data transmission, long distance telecommunications, measurement and control systems, surveillance, computer networks, etc.This paper briefly describes the characteristics of optical fibres, current status of the technology, applications and possibilities for future development.

The Wonthaggi coalfield is in South Gippsland, about 90 miles southeast of Melbourne. It is situated on the down-faulted block of the South Gippsland highlands that lies south of the Kongwak fault, between the Powlett River and the sea (Fig. 1). The coal, which is of Jurassic age, occurs in two small, and intensely faulted, limnic basins, that lie on either side of a concealed ridge of Silurian sediments. The coal was first found as thin seams outc1'opping in the cliffs at Cape Paterson, but the seams that are worked at Wonthaggi are concealed beneath a veneer of Cainozoic sands that covers the Jurassic strata, and were found by boring.The c9al seams are worked by the State Coal Mine, which was opened in 1909 to ensure a supply of coal for the Victorian railways, following a prolonged strike in the Newcastle field of New South Wales. An investigation was undertaken to critically analyse the use of fibre reinforced shotcrete (FRS) for a variety of applications in large diameter shafts. Those applications included the use of FRS with or without the addition of subsequent rock bolting in the temporary support cycle prior to the installation of a permanent lining, most likely cast in situ concrete or as the final lining medium.Numerous authors have considered the early re-entry and strength characteristics of FRS in recent years. The current study has investigated the practical application of the recommendations of many leading authors in an endeavour to establish practical and acceptable risk-assessed procedures for the use of FRS for rapid, safe, efficient and cost-effective shaft sinking.Shaft sinking is regarded as a specialist and potentially higher risk activity due to the confined work environment, exposure to ground conditions and a high degree of manual handling associated with getting materials to the sinking face. The use of robotically applied FRS as a primary lining in shaft sinking has significant safety advantages in reducing manual handing associated with mesh safety support and bolting, as well as reducing direct exposure to ground conditions.The study involved both field testing and a literature review. The study established an initial set of criteria for the use of FRS in the development of large diameter shafts and demonstrated a number of scenarios where the technique of robotically applied FRS provided significant safety and cycle time advantages. The mining industry is becoming increasingly focused on pre-concentration due to its potential economic and environmental benefits, particularly for the more complex, low-grade, high throughput operations now being developed. Advances in technology have seen bulk ore sorting (BOS) trialled at several operations. However, BOS should not be seen as a ‘silver bullet’, it can offer significant benefits, but only under the right conditions. Deposits with interspersed mineralogy or disseminated, fine-grained minerals can be difficult for BOS. Large batches of barren or low-grade material are required for BOS to be effective. Hatch has recently completed several studies for clients who believed that bulk sorting was the most suitable pre-concentration technique for their operation, based only on an assumed sorter recovery or on laboratory trials of the chosen sensor. However, minimal consideration had been given to the heterogeneity of the deposit, the achievable separation batch size or sensor repeatability. Evaluation of BOS needs to consider both heterogeneity and sensor suitability. The valuable or gangue mineral must be present in such a way that it can be separated effectively in the large bulk sorting batch sizes, without competing minerals or changing ore characteristics affecting the metal upgrade or recovery. Also, the sensor chosen must be able to detect either the valuable mineral, a proxy for the valuable mineral, or a gangue mineral for rejection with sufficient accuracy and precision (repeatability). This paper presents three recent case studies, emphasizing markers which indicated that bulk sorting was unsuitable for the project whilst highlighting the pre-concentration technologies which were applicable (including particle sorting, and coarse particle gravity separation). The modelling methodology, equipment sizing and forward work plans developed to verify these alternative solutions are also presented, demonstrating the key factors contributing to a thorough scoping assessment.

A discrete event computer simulation model was developed for two of the stoping methods currently used at the Z.C. Mines Broken Hill oper- ations. The objective in undertaking this project was to provide an effective tool for mine planning and design to allow comparisons of alternative extraction strategies and attempt to optimise the allocation of capital equipment and human resources. The Slam II simulation program was used in conjunction with ,a com- monly used data editor, text editor and graphics package to allow the simulation to be done on a personal computer with minimum training requirements. The computer hardware used was a portable computer cur- rently available using 80386/20MHz electronics. Specific logic techniques were developed to allow the Slam II language to simulate mining opera- tions because it was originally developed for manufacturing and com- mercial simulations. The design of the model was based on observations and a data collec- tion campaign. The model was designed with flexibility which allows simple editing of the input data which includes: - Insitu volumes - Development statistics -Loadout efficiencies -Loader speeds, availabilities and capacities -Chute numbers, volumes, distances and blockage statistics -Trucking statistics -Work schedules -Utility statistics

It is a common misconception that the grant of mining tenure, whether it be an Exploration Permit, Mineral Development Licence or Mining Lease, will entitle the holder to access all land within it in order to explore or mine. The ability for miners to access their tenure in order to undertake activities is critical to the industry. While significant time and energy is quite rightly dedicated to resolving native title and cultural heritage issues before the commencement of mining operations, the same cannot always be said for addressing potential impediments that arise as a result of the overlap between mining and other tenures. Miners should be aware of the overlaps that occur with other tenure and the impact of these overlaps on the minerÆs ability to explore or produce from the area. The existence of an overlap with petroleum tenure, nature refuges, national parks, wild river areas or reserves such as aboriginal land leases are all likely to have an impact on the minerÆs ability to access the area and conduct activities. In some instances, such as an overlap with petroleum tenure, Queensland legislation encourages the miner to reach agreement with the holders of the overlapping tenure. However, in other instances, such as an overlap with a national park, mining tenure is unlikely to be granted at all. This paper summarises the impacts and impediments that arise as a result of overlaps of tenure that are likely to affect mining operations. It also provides examples of how these impediments can, if possible, be overcome under Queensland legislation.
