Closure cost estimates may be generated at any stage of a mining operationÆs life; commencing with the initial prefeasibility studies and continuing through to the final decommissioning cost estimates. However, not all mine closure cost estimates are necessarily the same. Cost estimates will vary depending on the purpose for which they are prepared, the organisations requiring or undertaking the estimate and the stage of the mining operation. Different organisations can legitimately arrive at disparate cost estimates for closing the same mine because the organisations have different reasons for requiring the estimates. Another, equally valid, reason for potentially wide variations in cost estimates by different organisations on the same mine site is the different definitions of æclosure costsÆ used by different estimators. This paper considers the different approaches by different organisations including operating companies, government authorities and financial organisations and uses a hypothetical example based on practical experience to illustrate some of these differences in estimation methods.The paper suggest that a more consistent approach to closure cost estimating in the Australian mining industry would assist mining companies, governments, the accounting industry and the broader community to better understand this complex component of mine planning. The Coronation Hill gold-platinum-palladium prospect is located in the valley of the South Alligator River (latitude 13'35'S, longitude 132'36'E), about 80 kilometres east of Pine Creek in the Northern Territory. Coronation Hill was one of thirteen sites in the South Alligator Valley at which uranium was mined between 1955 and 1964 after initial discovery by the Bureau of Mineral Resources in 1953. Most of the mines were operated by United Uranium No Liability. The Sleisbeck mine 25 kilometres south of Coronation Hill was operated by North Australian Uranium Corporation and the group of mines at Rockhole about 20 kilometres to the north-west of Coronation Hill was operated by South Alligator Uranium No Liability. The uranium mine at Coronation Hill produced about 26000 tonnes of ore averaging 2.6 kg/t U308 with an estimated average gold grade of 10.4 g/ gold. Gold was commonly associated with the uranium mineralisation and was recovered at the gravity treatment plant at El Sherana. Gold was also recovered in 1986 by Pacific Gold Mines Limited by treating the tailings from the Moline and Rockhole uranium leach plants at a CIP plant at Moline. With the completion of uranium contracts in 1964 mining in the South Alligator Valley ceased. Exploration for uranium continued in the area during the 1960s and 1970s with no success. The Coronation Hill Joint Venture (BHP Gold Mines Limited 45 per cent, Pioneer Minerals (Gold) Pry Ltd 45 per cent, Notgold Limited 10 per cent)carried out the first exploration specifically targetted at gold in 1984 with the drilling of five vertical drill holes which indicated high potential for a substantial gold resource at Coronation Hill with no associated uranium. The Joint Venture has sub- sequently drilled about 25000 metres of diamond drill holes at Coronation Hill alone. Analytical results from 1985 drilling established that platinum and palladium were associated with gold. An indicated resource of 3.49Mt at 5.12g/t Au, 0.21g/t Pt and 0.56g/t Pd has been calculated using a lg/t Au cut off.

Historically, production from sublevels of the Ernest Henry Mine (EHM) started from blind uphole rises at the end of slot drives. Where previous investigations considered removing these slot drives and starting production with independent ore drives, any development savings were consumed when drives were extended to minimise ore loss. Since 2017, EHM and Orica have been investigating opportunities to optimise drill and blast practices by implementing Orica’s Wireless Electronic Blasting System (WEBS). To reduce ore drive development metres, a novel design was proposed utilising the WebGen™ 100 system to combine a rise with pre-charged widening firings. Initially these new rise and widening firings achieved results similar to previous EHM designs, achieving on average 81 per cent of design height and width. Due to poor performance of the fourth trial a significant re-design was required. Modifications included drill hole re-positioning, in-hole primer relocation and initiation delay adjustments. Since the re-design a step change in rise performance has been observed with rise and pre-charged widening shots averaging 95 per cent of design height and width. With rise and widening performance exceeding expectations, the removal of slot drives has allowed a substantial reduction in lateral development. Development savings of 165 m and 169 m from the RL1325 and RL1300 levels have been achieved. Primary draw and ore recovery has also increased due to the later addition of pre charged forward stripping rings. Level design changes have also significantly improved the mining cycle by allowing for a reduction in required ground support, improved secondary ventilation, a reduction of critical path development, simpler production scheduling and less wear and tear on machinery. Future mine level designs now incorporate key learnings and are proving beneficial to a variety of scenarios including changing orebody boundaries at depth.

Trojan Nickel Mine is the largest producer of Ni, Cu and Co in Zimbabwe. The mine has operated a nickel flotation concentrator and base metal refinery continuously since 1969, creating 28 million tonnes of sulfide bearing tailings, five million tonnes of permanent waste rock and about seven million tonnes of smelter slag. Exposure of the sulfide bearing minerals renders them susceptible to oxidation in the presence of water and oxygen, resulting in acidic solutions with elevated concentrations of total dissolved solids, sulfate, metals and residual flotation chemicals in various waters draining from the mine site. These pollutants pose a direct threat to the environment and human health, and understanding their deportment and behaviour in the various waste streams is essential in the mineÆs environmental objectives to prevent or minimise adverse impacts arising from its operations. A geochemical assessment of the pollutants was carried out to compute a mass balance between the major sources of pollution and the distribution and fate of pollutants in waste streams from the mine site. Waste rock, tailings, surface water, ground water and sediments were sampled, tested and analysed. Mineral composition and water chemistry data show that geochemical reactions are responsible for the release of pollutants from waste rock, tailings and plant spills. Drainage from the mine area is near neutral due to buffering by magnesium carbonates in the fine fraction of the tailings. The natural wetlands that exist downstream of the waste rock and tailings dams are effective in reducing metal loadings to water courses. However, solutes and heavy metals are occasionally released to surface and ground water, when their concentrations peak during the dry season. The results demonstrate the necessity to understand the natural chemical processes that characterise the distribution of pollutants in nature and how such knowledge can be used to develop cost effective methods to remediate pollution in the natural environment.

The creation of an accurate and precise enough database requires the collection of many representative samples, subsampling and assaying them without destroying their integrity. The selection and implementation of sampling protocols often lead to severe difficulties, making the unaware practitioner vulnerable to massive exploration, feasibility and operating failures. Therefore, there is no substitute for a good understanding of the Theory of Sampling (TOS). Either because of ignorance, or because of short-term economic reasons, failure to comply with many stringent conditions can be devastating for the validity of a feasibility study, leading to false evaluations, to the abandonment of a viable property, or to the exploitation of one that is not profitable. All these failures have something in common: insufficient duplicate sampling, subsampling and assaying were performed; very important, preliminary heterogeneity tests were never performed; for short-term economic reasons, poor sampling and subsampling protocols were selected, second-class sampling systems and weightometers were installed and poor preventive maintenance and cleaning were implemented;and sampling experts were called only when the project was obviously in trouble. The conclusion is clear: in due time, iterative auditing of sampling practices is an insurance policy against massive financial losses for the company involved. A complete, comprehensive 100 point checklist of sampling Quality Assurance and Quality Control is provided, so critically important details to ensure success are not forgotten.

The efficiency of the Australian and New Zealand stock exchanges relies on a fully informed market: shareholders and investors are fully and transparently informed of all material information relating to the shares. These principles of transparency and materiality are similarly core to the Australasian Code for Reporting of Exploration Results, Mineral Resources and Ore Reserves (the JORC Code). The JORC (Joint Ore Reserves Committee) Code also includes a principle of competency to ensure that the person providing the material information for public disclosure is suitably qualified and experienced.Since its inclusion into the ASX (Australian Securities Exchange) Listing rules in 1989, the JORC Code has continually improved and evolved in attempts to meet the market’s need for competent, transparent and informed disclosure. The quality and effectiveness of Public Reporting in accordance with the JORC Code is under constant challenge: some practitioners argue there is insufficient regulation, while others argue the need for greater self-regulation.This paper contributes to that discourse by exploring how well the Reporting expectations are met, and, whether Public Reporting in accordance with the JORC Code has a material impact on share-price movement.CITATION:Sterk, R and Coombes, J, 2017. The piezocone penetration test (CPTu) is one of the primary screening tools used by the mining industry to evaluate whether tailings are susceptible to liquefaction (static or cyclic). Liquefaction analysis using the CPTu is influenced by the fines content of the soil, and most CPT screening tools empirically use the behaviour type index (Ic) to correct for fines. The issue with this approach is that such empirical relationships have been developed using data collected from natural soils and their applicability to different tailings deposits needs to be studied. In this paper, we explore the use of machine learning to develop a site-specific model to estimate fines content of tailings using gamma piezocone penetration testing (GCPTu) measurements. The results are then compared to the fines content derived from the soil behavior type index (Ic) proposed by Robertson and Wride (1998). A dataset of paired GCPTu and laboratory results were compiled and a support vector machine (SVM) algorithm was employed to calibrate a model to estimate tailings fines content from in-situ GCPTu data. We calibrated GCPTu data to geotechnical 75 μm fines content measured in the laboratory. The geotechnical fines content is the fines content as a percentage of solids. The development dataset was comprised of paired GCPTu-laboratory results collected in 2009-2019 from a mining area with predominately clay mineral and quartz sand tailings. Results show that the developed model predicts the geotechnical 75 μm fines content of the studied deposits with 7.8% error. The Ic based method estimates the fines content with 31% error. Evidently, the Ic method is not applicable to the studied tailings deposits. It is appreciated that many tailings fines do not contain clay, and that the success on this program may not be repeatable everywhere. However, the authors wish to point out that the application of site-specific machine learning algorithms may be used to significantly improve empirical geotechnical parameters.

The homologous series of saturated fatty acids investigated in this study generally show a steady gradation of properties with chain length. The solution pKa values were assumed constant at 4.9, however reported pKa values could be lower or higher. Hematite flotation response and surface pressure for aqueous solutions of these fatty acids were measured as a function of pH. For the shorter chain fatty acids, the undissociated acid was shown to be the predominant surface active species with flotation, supplemented by the physical adsorption of acid anions as the chain length increased. The reduced solubility of the longer fatty acid carbon chains made these reagents ineffective as flotation agents. The maximum flotation response of hematite using tetradecanoic acid corresponded with the precipitation edge of the reagent. The results show that the values of surface pressure of the surfactants are not always a good indication of their effectiveness as flotation collectors.

Coal washery wastes comprise tailings, finer than 0.5 to 0.1 inn depending on the sophistication of the washery, and coarse reject, typically finer than 50 mm. Subaerial disposal of coal tailings slurry at about 30 per cent solids by mass results in the formation of a delta with an average slope of about 1 in 100, representing one extreme. The ravelling of coarse reject on loose-dumping, results in an angle of repose slope with an angle of about 37" (1 in 1.3), representing the other extreme. The pumped co-disposal of coal tailings and coarse reject results in the formation of an upper delta with an average slope of about to one in ten, between the two extremes. The depositional behaviour of these three waste streams is discussed and compared in this paper. The important depositional and material parameters, and a theoretical description of the processes involved, are also presented. Comparisons are made between the depositional behaviour of the various coal washery waste streams, and natural depositional systems, such as rivers, alluvial fans, and scree slopes.

Traditionally, comminution and flotation have been surveyed, analysed and optimised separately. This often results in less than optimal outcomes because of the complex interactions between the two processes. Flotation recovery is a strong function of the valuable mineral particle size distribution with lower recovery of ultra-fines due to poor flotation kinetics, optimum recovery for the intermediate sized particles and lower recovery for the coarser particles due to poorer liberation. Thus, to optimise flotation recovery and grade it is usually best to grind to a fine size. This requirement needs to be balanced by the cost of grinding finer and the revenue that results from an increase in grinding throughput, which often results in a coarsening of the flotation feed.This paper demonstrates a technique which can be used to predict the effect of a change in feed grind size on flotation performance. It can be used to determine the optimum grind size for a particular operation which optimises total circuit profitability. Analysis is relatively easy to perform, as a minimum, requiring only size by assay data of the feed and product streams of the process. Case studies will be presented that demonstrate the usefulness of this technique in feed grind applications. Potential use of the technique for regrind evaluation is discussed. Sampling errors result from heterogeneities within the lot under study. Within a rock mass in situ heterogeneity results in the geological nugget effect, which accounts for most of the natural variability. In broken rock, constitution and distribution heterogeneities are important. A major result of the constitution heterogeneity is the Fundamental Sampling Error (FSE) which is the smallest residual error that can be achieved. It cannot be eliminated, but can be minimised and refl ects the fact that the broken rock sampling process is never completely free of error. Together with other sampling errors, FSE contributes to the total nugget effect. The FSE for a sampling protocol can be evaluated using the so-called Gy equation. Its practical applications to low-grade gold ores have often been unsuccessful due to problems linking the FSE and minimum sampling mass and the defi nition of key parameters such as the liberation diameter. Well-designed sample protocols minimise the total sampling error and hence the nugget effect. Reduction of the nugget effect is a key requirement for all sampling programs whether related to exploration and resource evaluation, metallurgical test sampling, grade control or metallurgical plant sampling. This contribution reviews the relationship between heterogeneity, FSE and nugget effect in gold deposits; and emphasises the need for FSE management throughout the mine value chain.

In 2009, the Queensland Government developed a series of amendments to environmental authorities (EAs) for mines throughout the Fitzroy Basin in response to studies that assessed the cumulative impacts of mine water discharges in the basin. One of the key amendments was the requirement for all mines in the Fitzroy Basin to develop and implement a receiving environment monitoring program (REMP). The intent of the REMPs was to provide baseline information on the condition of the receiving environments of the mines and any impacts resulting from release of mine-affected water. Since this time, the requirement to complete a REMP has been incorporated into new or revised EAs for mines (including metalliferous mines) in other regions, as well as for other industries that discharge to natural watercourses (such as coal seam gas). This paper discusses the approaches that can be used to incorporate biological monitoring and direct toxicity assessments into REMPs. It highlights the importance of collecting biological data using sound experimental design principles to investigate whether releases resulted in environmental harm; and the use of monitoring data, coupled with direct toxicity assessments, for setting more realistic, site-specific trigger values and release limits (compared to the default guidelines such as Australian and New Zealand Environment and Conservation Council (ANZECC), which may not be appropriate to the region). As mining companies have to go deeper in search of ore and coal, the importance of protecting the highwall increases. Wall fatigue also increases with importance of the long life expectancy of a highwall, in particular the impact of fatigue influenced by resonance. Resonance is the tendency of a material to oscillate with greater amplitude at certain frequencies when exposed to a periodic force. Until recently, only dominant frequencies, either natural or induced, were all that could be measured through the fast Fourier transform of the blast-induced wave form.This paper presents a novel method to accurately predict the resonant frequency of a highwall. In fact, the method can predict the natural frequencies between any two monitoring points placed in line with the source of impact, and as such it can be used to determine the resonant frequencies of any physical object. The method not only predicts the resonant frequencies of the material; it predicts the structural response of the total frequency spectrum. This method helps describe the response of a mechanical structure to excitation. It describes the structure’s efficiency in the use of energy, that is, whether energy is dampened or consumed in resonance.The initial predictions have been so accurate that it made it possible to determine the fundamental frequency and the first six harmonics of a highwall in a northern Queensland coalmine. With the use of electronic detonators, the blast can be timed with a repeating delay to create an induced artificial frequency that has been determined to retain the least amount of energy.CITATION:Osterman, R, 2015. The link between geostatistics and Theory of Sampling (TOS) is examined again in view of new findings made while trying to compare predicted sampling variances and estimated grades (using geostatistics) on the same material, and this provides an important consistency requirement whenever calculations are made that involve both theories in a comparative way. Dimension stone is the term generally given to rock used in building construction. During early European history in Otago, locally available dimension stone products were easily obtained. Crude rock shelters built on river banks with schist rock within Central Otago soon gave way to more established and sophisticated permanent homesteads constructed with the same materials. Victorian architectural achievement is celebrated in Otago with many fine bluestone block buildings. When the University Council decided to build substantially in stone, it narrowly escaped disaster. It was well known at the time that brick in Dunedin was of an inferior quality and that it soon wasted. Rev Dr Stuart said before the 1879 Commission that æthe Council had some old-world notions and liked to have the University with some architectural styleÆ. Contemporary utilisation of dimension stone is generally restricted by expense to a simple veneer. Stone products produced from Otago quarries have found ready markets in other areas in New Zealand , particularly prior to the share market crash in 1987.

Melbourne Water Corporation, through the Pipelines Alliance, has commenced construction of a new drainage pipeline to provide additional flood protection within the Sandgate Avenue Main Drain catchment, in order to mitigate against the risk of flooding of Frankston’s central activity district (CAD).The project involves the construction of a 1550 m long, 2.5 m internal diameter tunnel, commencing upstream at the Monash University Peninsula Campus and traversing approximately west to the outlet located at Kananook Creek. The tunnel was excavated by a dual slurry-earth pressure balance tunnel boring machine (TBM), with the depth to tunnel crown ranging from 0.7 m to 14 m below the natural surface level. The TBM navigated 500 m radius curves, with a maximum drive length of 608 m. The tunnel lining consists of 2.5 m internal diameter, 250 mm thick reinforced concrete jacking pipe.The geotechnical conditions along the tunnel alignment consisted of mixed face ground conditions, predominately clay, with clayey sand and sandy clay and some sand deposits near Kananook Creek.This paper presents the challenges associated with the operation of the slurry separation plant during tunnel construction. In particular, the paper focuses the impact of slurry separation on tunnel advance rates, the lessons learnt during construction with regards to slurry separation and on the decision to adopt a dual slurry-earth pressure balance shield TBM. In addition this paper highlights the importance of having a thorough understanding of the slurry separation requirements on a slurry TBM project prior to selecting the necessary plant.

Dynamic market and operating conditions, coupled with an environment in which multiple objectives and trade-offs are common, pose major challenges for planners and schedulers working in any mining entity. Many mining companies recognise the need to shift from a siloed mining-focused push model to an integrated value chain, demand-driven approach, but there are still fundamental barriers in business process and the supporting technology preventing a consideration of end-to-end optimality.This paper presents some elements of experiences working with companies to adopt such advanced approaches. In addition to algorithmic elements, an approach to phased and gradual deployment of progressively more sophisticated optimisation models is described. From a practical software adoption perspective, it is believed that this last concern is also of primary importance. Next generation approaches to the optimisation of complex bulk commodity demand chains, namely iron ore and coal are presented, with case studies in the world’s largest integrated operations in Western Australia and Queensland from the raw material mined through to market. Utilising accurate simulation models supported by metaheuristic optimisation techniques, a range of ways to engineer a dynamic decision support framework that can adapt and change with the inevitable changes in commodity markets is explored. Objectives such as total revenue, margin, cost, NPV, throughput, asset utilisation, contractual penalties and bonuses, and energy consumption can be managed simultaneously across the mine, plant, logistics network, port operation, shipping and sales domains.CITATION:Balzary, J and Mohais, A, 2014. Alcoa operates two bauxite mines at Huntly and Willowdale, located within the jarrah forest south-east of Perth in Western Australia. Ore reserves are shallow but extensive, and mining pits averaging around 20 ha in size are distributed across a mining region in a mosaic pattern, linked to a centrally-located crusher by a radiating network of haulroads. A mining or crusher region is defined partly in terms of economic haul distances, and new regions are opened once the current regions’ reserves have been mined. Since commencing in 1973, the Huntly mine has constructed and progressively closed three previous mining regions and is presently in a transition from the fourth and current region of McCoy to the new region of Myara. At present rates of production, approximately 450 ha is cleared, mined and rehabilitated each year.The value of topsoil in returning a diverse mix of native jarrah forest plant species and supplying nutrients, organic matter and soil biota to rehabilitated areas has long been recognised. Managing the topsoil resource is therefore a critical element in the success of rehabilitation outcomes, but the distribution and dynamic nature of mining operations pose significant planning and logistical challenges. The regionalised approach to mining at Huntly also presents a range of issues for what are, in effect, soil management plans for episodic mine closure. The nature of mining and rehabilitation operations are described, together with the planning processes that Alcoa follows to quantify, track and report on soil movement. A case study of the Huntly mine demonstrates that an integrated operational and life-of-mine planning process is essential for successful and cost-effective mine rehabilitation.CITATION:Hackett, L and Grigg, A, 2014. Grade control systems within Rio Tinto Iron Ore have proven to be robust, when mining full benches. The Hope Downs 1 operation hosting two Marra Mamba Iron Formation deposits (North and South Deposits) presents a new challenge, where increased mining selectivity due to moderately plunging N-verging folds has made flitch mining necessary in the South Deposit. Poor flitch blasthole sample duplicate results in South Deposit over a 12 month period, compared to North Deposit, have highlighted concerns with grade predictions. In contrast a new grade control methodology (grade splitting) was proposed to alleviate blasthole sampling bias, utilising geological mapping and mineralogical logging, currently practised throughout Rio Tinto Iron Ore Pilbara operations, to estimate theoretical grades for each flitch from a single blast cone assay. To assess this method, reverse circulation holes (RC) were twinned to blastholes establishing an ‘actual’ grade. These blastholes were assayed using current flitch sampling techniques where: flitch positions were estimated, flitch positions were marked with paint, and a full cone sample was taken for ‘grade splitting’. Using these data sets multiple grade predictions were produced, then analysed using Half Absolute Relative Difference (HARD) statistical analysis. In addition to testing these grade control methodologies two other findings were ascertained: an inherent bias in blasthole assays exists particularly in the top flitch, where an average absolute difference of 0.6 per cent in SiO2 and 0.42 per cent Al2O3 was measured; and assays derived where kaolin rich soft shales are intersected were less representative. This is likely to be due to these materials not being properly represented in blast cones. Grade splitting accurately estimated block chemistry, except for a slight under-prediction in Al2O3 and P compared to current grade control methodologies. This method is a viable alternative where grade distribution is stratigraphically controlled.

Improved roof control in high deformation tailgate environments has been achieved over the last decade through development of stiffer and increased capacity standing support products. æThe CanÆ is one such development, being a steel cylinder containing a weak cementitious fill, designed to essentially fold in upon itself whilst maintaining strength. A laboratory study to better define the relative load contributions of the steel cylinder and fill, the confining interaction between these components and most importantly, the potential impact of varying the steel and/or fill properties is described. This would enable the support engineer to ædial-upÆ the desired strength and stiffness properties and optimise the standing support design with respect to load capacity, stiffness, weight (handling) and cost. Design curves to optimise strength based on steel casing thickness, fill strength (confined and unconfined) and æCanÆ geometry were established. Scaled-down (one-third) samples were used in the test program and found to adequately reflect the loading behaviour of full-scale versions, thereby providing significantly greater scope for further product development at less expense compared with testing full-scale products.
