PETROLEUM has come to be one of the most important and essential of the mineral re- sources of the nation. It is the most advantageous source of mineral fuels and of lubricants, and as such it has provided in large measure for the phenomenal development in our modern means of travel and in the facilities for transportation by land, sea, and air. Without it the remark- ably rapid industrial and social progress in our country during the past thirty years could not have occurred. In view of its important place and the fact that petroleum is irreplaceable and existent in limited quantities in nature, its conservation is essential.

IT is difficult to judge how much influence the success attained during its first year, 1864-65, by the School of Mines at Columbia had on developments in education for the mineral industry elsewhere in the immediately subsequent years. The facts are as follows: 1. The Massachusetts Institute of Technology began giving instruction in February 1865, with a mining course included in its curriculum. 2. Early in 1865 the faculty of the Department of Science, Literature and the Arts of the University of Michigan requested permission from the Regents to establish "a course of study to be called the School of Mines . . . Also that the degree of Mining Engineering, be conferred on students who should complete the course of study prescribed in the same." A resolution authorizing this was adopted by the Regents on March 28, 1865. 3. Samuel Hooper endowed a Sturgis-Hooper professorship of geology at Harvard in 1865 with the intention of making it a nucleus of a new School of Practical Mining and Geology. 4. Yale appointed Alfred P. Rockwell professor of mining in 1865. 5. Lafayette College appointed Henry S. Osborn professor of mining and metallurgy in 1865. 6. Washington College (as Washington and Lee was then known), rising out of the ashes of Civil War destruction, made a fresh start in 1865, with Generalized as its president, and offered a mining course in the first catalogue thereafter published. 7. Lehigh University, founded in 1866, had a mining curriculum from its beginning. 8. Rensselaer Polytechnic began offering a curriculum in mining and metallurgical engineering in 1867. SHORTAGES of metals and minerals and substitution of less critical materials for those in which a virtual famine exists received detailed and frank discussion at a recent conference in Washington called by Robert E. McConnell, director of the Conservation Section, Office of Production Management. Representatives of the large engineering societies in the United States and O.P.M. department heads participated in the discussion. To open the session Mr. McConnell called upon Zay Jeffries, chairman of the O.P.M. Advisory Committee on Metal Conservation and Substitution, to summarize the present situation. Dr. Jeffries touched briefly on the status of metal shortages, which has already received considerable attention in the popular press, and said that much of the present difficulty was caused by the too-hasty substitution-without sufficient con¬sideration of the immediate conse¬quences-of metals having ordinarily a small yearly consumption, for those having a much larger annual consumption. As a result, all the alloying metals used in alloy-steel manufacture have become scarce, with the exception of molybdenum; further¬more, despite a reserve of 11,000 tons of molybdenum in this country and despite a normal consumption of only about 3500 tons and a prospective annual production rate of 21,000 tons by October, a shortage of molybdenum is possible before this war is over.

INTRODUCTION The particular field of application of machines utilizing air currents as the primary separating medium is in the cleaning of the fine sizes of bituminous coal. Approximately 25,400,000 tons of bituminous coal were cleaned by air machines during 1965. They have not found any application for cleaning anthracite. Since the development and introduction of the first successful commercial pneumatic oscillating machine for cleaning bituminous coal in 19 16, by the Sutton, Steele and Steele Co, Dallas, Texas, and the American Coal Cleaning Corporation, formerly of Welch, W. Va., seven other successful pneumatic coal-cleaning machines have been developed and introduced to the American coal-mining industry: 1. Peale Davis: "Pneumo-Gravity" machine. 2. Arms "Concentrator," oscillating table. 3. Hey1 and Patterson oscillating table. 4. "Stump Air-Flow," pulsating air jig. 5. "Super Airflow," pulsating air jig. 6. Ridge air jig. 7. Phillip air jig. While not all coals can be beneficiated by air washing, the air washing of coals that are easy to clean can be readily proved advantageous. Of all the preparation methods, pneumatic cleaning is the most acceptable from the standpoint of delivered Btu cost. This is based on the premise that a percent of moisture is just as detrimental as a percent of ash. The principle of dry concentration has never been determined with scientific accuracy. To the present time the study has been more of an art than a science. It is possible to forecast the results of wet concentration from a study of the washability characteristics of the raw coal but only after applying rule-of-thumb methods of interpretation to the specific gravity and size distribution can it be ascertained that the raw coal is amenable to dry concentration. Air as a separating medium dates back to biblical times as exemplified in the winnowing of chaff from the grain. However, the same application of air to coal serves merely to blow the dust away and size the remaining particles. Pulsating air was the solution to the problem and largely eliminated the necessity for close screen sizing which was required on early separators. Because of the low density of air, a medium of sufficient density has to be built with the material itself. ON THE QUESTION of postwar controls there are today three schools of though ; some advocate state control of everything the socialists ; second are those who advocate the removal of all governmental control over industry - the freedom of enterprise ideal ; and third are those who advocate a middle course - sufficient control to stabilize economic and industrial life, and to prevent violent fluctuations such as we saw in the interwar years. I advocate this third course. I firmly believe un free enterprise, but not in freedom of enterprise, or laissez faire, and there is a great and significant difference between these two.

DISCUSSION shiou-chuan sun (author's correction) - Too late for revision, the author realized that the data on stability of froth presented in this paper were not based on the same height of froth column. It is recommended herein that the stability of froth is better calculated by dividing the time elapsed until the froth disappeared by the volume (in cu cm per sq cm) or height of the froth column, and is expressed in sec per cm. The stability data in Tables I, II, and III of this paper were recalculated, in accordance with this recommendation, and the results are shown respectively in the accompanying Tables VII, VIII, and IX. Compared with Tables I, II, and III of the paper, the stability data of Tables VII, VIII, and IX are more reliable in disclosing the persistence of froth of various frothers having different frothabilities. For example, the conclusion given in the paper that the stability of froth is generally proportional to the volume of froth becomes invalid when the stability of froth is expressed in sec per cm, as shown in Tables VII, VIII, and IX. Table VII shows that both the stability and volume of froth increase with the addition of small amounts of n-hexyl alcohol, and that further additions of n-hexyl alcohol decrease the stability but increase the volume of froth. Table VIII indicates that the stability of different types of frothers is governed by their chemical composition and is difficult to predict from their frothability. Table IX shows that the stability of different frothers with similar nonpolar groups tends to increase with a decrease of the hydro- philic property of their polar groups, and consequently with the decrease of their solubilities. This is further substantiated by the fact that the stability of frothers, as listed in Table IX, is generally lowered by the solvent effect of absolute ethyl alcohol. Table IX shows also that the stability of froth tends to increase with the decrease of the volume of froth* provided the frothers used have similar nonpolar groups and dissimilar polar groups.

Minerals have played a prominent role in the affairs of man and nations since time immemorial but with the advent of the industrial revolution, expanding use of the products of the mineral kingdom became synonymous with the material progress of mankind. Individuals and business groups have recognized this fact so have been aggressive in searching for and utilizing mineral resources, with notable success. Indeed, their achievements are primarily responsible for the present Machine Age. On the other hand, until recently the body politic has failed to grasp fully the essentiality of minerals although, at times, access to mineral supplies has been an important factor in the political maneuvers of nations. This chapter is concerned primarily with the broader political and economic relationships of mineral resources to the world economy, and with the internal and external actions of nations in the field of minerals. Many factors that condition the mineral economy of regions and the world as a whole, influence the internal and external affairs of individual nations. The more important of these are: 1. The nature of man's dependence on minerals. 2. The problems resulting from the unique characteristics of mineral occurrence. 3. Geopolitical concepts. 4. Minerals and world power. Actions of individual nations affecting their mineral economy seek two basic objectives: 1. Attainment and maintenance of prosperity. 2. Military security. Other objectives may be cited but on careful analysis they become integral parts or extreme phases of the two points noted above. For example, the twentieth century aggressions of the USSR, Germany, Italy, and Japan might be considered as direct bids for world power but they also can be interpreted as exaggerated or mistaken efforts toward military security and peacetime prosperity. ONE astounding fact in the production of petroleum is the comparatively recent realization by producers that flowing production is the cheapest crude produced. About 1910 or even later, operators actually endeavored to get a producing well to pumping as quickly as possible after completion. A well was not really considered to be completed until it was operating on the pump. Remarkable progress has been made since then. It was not until about 1920 that producers began to take a serious interest in pressures and to think a little about proper methods of handling oil wells. Pressure gauges were installed, and records of pressures maintained, which was quite an innovation. Desultory experiments were made with tubing of different sizes, as well as experiments with placing the bottom of the tubing string at different levels in the well. THE stage is set for the 1930 Annual Meeting. It will take place in the Engineering Societies Building. Feb. 17, 18, 19 and 20, and an unusual pro- gram of technical papers, symposia, lectures and addresses, interspersed with luncheons, dinners, excursions and worthwhile entertainment for the four days has been arranged. The curtain rises on Monday morning and the first act is by the entire company-registration. Then the meeting hits its stride, for there are ten technical sessions on Monday, and the range of subjects includes most of the Institute membership. The Committee on Coal and Coal Products, which is about to become the Coal Division, presents a symposium of a dozen or more papers on Coal Classification, concluding its afternoon session with several papers on general subjects. At its luncheon between sessions, C. E. Bockus, president of the National Coal Association, will be the honored guest. Papers of theoretical character will be discussed at the morning session of the Committee on Geophysical Prospecting; at its afternoon session there will be presented summaries of results obtained at various properties by methods described at previous meetings of this group and permanently recorded in "Geophysical Prospecting," published by the Institute early in 1929. Members of the Petroleum Division should not overlook the paper by Theodor Zuschlag, on this Committee's program. It is entitled, "Oil Structure Mapping by the Sundberg Method." Members of the Iron and Steel and Institute of Metals divisions will find it profitable to attend the session on Engineering Education on Monday afternoon. E. A. Holbrook has arranged a program of ten-minute talks on Metallurgical Education which are designed to get down to "brass tacks." and the practical man may, in discussion, contribute as well as learn. At 5 p. m. Thomas T. Read will lecture+ at Columbia University, on "Recent Progress in Economics of the Mineral Industries."

One of the more challenging aspects of the unfolding age of space travel centers about the opportunity for man to use the natural resources of other worlds. The first of the extraterrestrial worlds to be exploited will be the moon. After only a scant few thousand years of scratching the earth's crust, man will embark upon a venture that for centuries has excited the imagination of many (while staggering that of most) and may become a reality within the next decade. There has never been a time when so much money and effort will have been expended to exploit an area about which so little is known. Paradoxically, this effort combines much of the detached objectivity so typical of our analytical time with the proverbial optimism of the indefatigable prospector. As the earliest manned lunar missions will be brief and exploratory in nature, astronauts will not be expected to attempt to exploit any of the possible lunar natural resources. In later missions, with a more extended period of time available for the astronauts to stay on the moon, it may be desirable or even necessary to "live off the land". The resulting exploitation of lunar resources will be intended primarily to reduce the dependence of manned missions upon terrestrial logistic support and to reduce the cost of maintaining lunar bases.

The Birmingham district first produced steel from Alabama hematite ores in 1899. Since then, the district generally produced more than 6.0 million gross tons of ore a year to the late 1950's. Production has declined since then to an annual rate of about 1.5 million gross tons. Reserves calculated for the district are sufficient to last many years. Mining in the district is now confined to Woodward Iron Company's Vance and Pyne mines. The rocks exposed consist of about 15,000 feet of consolidated Paleozoic sediments with a thin veneer of unconsolidated Cretaceous sediments in the Vance area. The district is characterized by a distinctively parallel and subparallel, slightly arcuate series of faults and joint systems. In view of available information, it seems reasonable to conclude that the Birmingham red ores are of sedimentary origin, modified to a small extent by diagenetic replacement after original deposition.

SECONDARY copper1 has &come more or less of a bugbear generally. What is its influence is often the subject of heated argument. The inedapable fact usually quoted is that since in 1929 primary production of copper in the United States was 1,026,348 tons and secondary production was 626,550 tons, there- fore, 0.6 lb. of secondary is produced for every pound of primary, and "How can you get around that?" The matter seems very plain, now that I have reached my conclusions, but they are the result of much laborious study and research. I shall show that' the production of secondary copper is not 0.6 per lb. of primary, in spite of statistical appearances; that the production of secondary is a function of primary production rather than of price; that secondary production has 'only a sub-. ordinate influence on the price of copper and then only in abnormal times; that there is not an accumulating reservoir of secondary from which the country is some- time to be drowned in copper, as is believed by some, or a reservoir from which we are going to draw much needed and more or less inexhaustible stores in the future, as is believed by others; and finally, that the United States always produces more copper than it uses and exports the surplus. These are all controversial points, and for that reason and to anticipate argument I have set forth my reasoning in considerable detail.

Six examples of the peritectoid transformation were selected from the literature and studied by the method of isothermal transformation. The kinetics and mechanisms of five of the examples are presented as TTT diagrams and photomicrographs. The exist-enc- of a peritectoid in the sixth case is doubtful. ALTHOUGH the peritectoid transformation per se has been known for many years, no precise published data exist concerning the kinetics or mechanisms involved in transformations of this type, except for the brief treatment by Rhines, et al. 1,10 Bearing in mind the fact that investigations of recent years are uncovering more and more peritectoids and suspected peritectoids, a thorough study of the well-established peritectoids appeared to be in order. It was for this reason that a study of the kinetics and morphological mechanisms of six binary peritectoids was undertaken. The six peritectoids selected from the literature for study were those reported at 7.02 wt pct Al-Ag, 26.0 wt pct Sb-Cu, 30.5 wt pct Sb-Cu, 32.3 wt pct Sn-Cu, 8.35 wt pct Si-Cu, and 21.2 wt pct Al-Cu. These selections were based on availability and purity of components, ease of preparation and heat-treatment, and estimated reliability of the available equilibrium diagrams in the regions of interest. EXPERIMENTAL PROCEDURE The alloys used in this investigation were induction melted in electrode-grade graphite and chill-cast in cast-iron split molds. In all cases, the alloys were so brittle that they could easily be broken into samples weighing 1 or 2 g. Chemical analyses showed that the alloys used were close to the respective peritectoid compositions reported in the literature and that the impurity levels were low in all cases. Metallographic examination showed uniform distributions of phases in all samples, indicating uniformity of composition in the samples studied. Isothermal transformation studies were carried out in fused-salt media, using the familiar inter-rupted-quench method. Uniformity of temperature in the salt baths was maintained by continuous stirring with a stainless-steel agitator. On the basis of actual observations of the temperature fluctuations, the estimated temperature control was + 10C for the Ag-Al and Cu-Sb alloys and ±30C for the Cu-Sn, Cu-Si, and Cu-Al alloys. The accuracy of all temperature measurements was estimated to be ±1°C. It was found necessary to mount metallographic specimens of the Ag-Al alloy in cold-curing methyl methacrylate, since the temperatures encountered in mounting in bakelite or lucite caused an appreciable degree of transformation to the ß phase. For the other alloys, wood-flour-filled bakelite mounts were used to avoid extraneous X-ray diffraction lines during the later examination of the metallographic specimens on a Norelco Geiger-counter d if f r ac tomete r. In the X-ray diffraction procedure, agreement between the published diffraction patterns and those obtained in this study was good. This was particularly important for phase identification, since the literature contained little in the way of micrograph description in some cases. Etching of the silver-aluminum alloy for metallographic examination was done by swabbing with either of the following reagents: 1) 10 g CrO3, 1 g (NH4), SO2, 0.5 g NH4NO3, 100 ml H2O, or 2) 10 ml NH4OH, 1 ml 20 pct KOH, 4 ml 3 pct H2O2, 5 ml H2O. The other alloys were etched with the usual bichromate etchant: 2 g K2Cr2O7, 1.5 g NaC1, 8 ml conc. H2SO4, 100 ml H20 (swabbed vigorously). EXPERIMENTAL RESULTS A) The Ag-Al peritectoid at 7.02 wt pct Al— The phase equilibrium involved in this peritectoid is shown in Fig. I.2 The phase boundaries in the vicinity of the peritectoid were most comprehensively established by Hume-Rothery, et al,3 who placed the equilibrium temperature at 448 °C and the equilibrium compositions of the a ß' and y phases at 6.11, 7.02, and 7.24 wt pct Al, respective The alloy used in this study analyzed4 6.95 wt pct A making it slightly hypoperitectoid according to the accepted equilibrium diagram.
