The objects of this paper are: 1. To give cost data on drilling obtained at the North Star mine in California; 2. To describe the methods of testing drills employed there, giving the results of shop tests, and the correlated data obtained underground; 3. To demonstrate that these tests form a satisfactory basis upon which to judge rock drills. The rock at this mine is either close-grained diabase in the upper levels, or tough grano-diorite in the lower levels. The vein, which has an average dip of 23", consists of about 5 ft. of " formation" lying between walls of unaltered country rock. Of the 5 ft., solid quartz and stringers make up 18 in. of pay ore. The formation, which consists of but slightly altered country rock, is almost as hard as the unaltered walls. From 4 to 44 ft. is sent to the mill. One-third of the holes are drilled in the quartz; two-thirds in the formation. The holes are about 4 1/2 ft. deep and break on the average of 1.15 tons per hole. The average number of holes per stope drill shift is at present 5.65. The number of drill shifts throughout the mine in 1913 was 18,679, and the cost of labor for drilling, power, supplies, upkeep of machines and air lines, tool sharpening, and distribution, amounted to 33 per cent. of total mining expense. To do this work there are in commission 43 No. 12A, three No. 17V and eight No. 16V Waugh stopers, three Jackhamers, two Waugh pluggers, and 17 No. 8 and two NO. 7 water Leyners. For the past three years a record has been kept of the repairs on each machine and number of shifts operated by it. The figures given in Tables I and II for the cost of repairs per drill shift have been taken from this record. The underground air pressure is about 90 lb. The air consumption per drill shift was measured by aerometers. The leakage of pipe lines between compressor and meter is not included. From the number of pieces of steel sharpened for each type of drill during the year the average used per drill shift has been ascertained. Both temperature and humidity are important variables in electrical separations. By independent control of temperature and water vapor pressure, it is shown that charge depends primarily upon relative humidity, not on temperature or water pressure alone. All the effects of temperature changes other than modification of humidity are apparently small. However, humidity control can be achieved through manipulation of the more tractable variable, temperature. Both temperature and humidity are important variables in electrical separations. Some of their effects have been described in general by Fraas1,2 and by Ralston.3 The influence of temperature and humidity may be considered a problem in industrial separations because humidity, especially, is not normally controlled, hence leads to unpredicted quality control problems. The problem is significant whether the separation is based on conductivity differences or on contact electrification. There is no doubt that water adsorbs from humid atmospheres onto mineral surfaces resulting in conductivity changes.'-8 An empirical relationship between conductivity and humidity is1.4-6,8 where a and b are constants peculiar to the substrate, and s and h are the conductivity and relative humidity respectively. Some authors have taken advantage of differences in a and b among minerals to make or propose electrodynamic separations in which h is the key control variable. Fraasl,2 reported that the charge developed on quartz and feldspar through contact with aluminum is sensitive to humidity, as illustrated schematically in Fig. 1. I wish to present to you a few thoughts on some of the phenomena and laws of iron smelting. Owing to the great complexity of the subject, to the great variety of points to be taken into consideration, many of which are very poorly understood, and to the meagreness and even conflictoriness of our information with regard to some of the most important laws which govern the subject, the fruits of such thoughts as I venture to offer you must be received as speculations, not as facts. Nevertheless, in discussing old phenomena from new standpoints, thus furnishing a metallurgical parallax, if I may say so, these theoretical speculations may have their value in helping to a clearer comprehension of the phenomena and laws we now know, and in suggesting new lines of inquiry. While an increase of height in blast furnaces is not always followed by increase in their power of production, experience proves that it tends to increase it; for while we have many cases of short furnaces producing more iron than longer ones, yet enormous productions, such as those of the Lucy and Isabella furnaces of Pittsburgh, and of the furnaces of Esch sur l'Alzette, in Luxembourg, have never been reached in short furnaces. We may safely infer that height is an element essential to great production, though of course not the only essential element, and that, in the case of high furnaces which are not capable of great production, some other essential element is wanting. Moreover, experience teaches that within limits increase of height tends to increase the producing power in a still higher ratio. Thus, in the Esch furnace, which is 19.8 meters (65 feet) high, 393 tonnes (or 387 gross tons) of 31 1/2 per cent. Ore

CHARGING of an open-hearth heat is begun as soon as possible after the previous heat has been tapped. Ordinarily, about 40 min. is required to drain and dress the furnace hearth, make up the tap hole, and perform routine repairs of the banks. Repairs to the upper back wall and to the front wall and jambs can ordinarily be done while the first scrap charge is being heated and are therefore allowed to wait in order to save furnace time. Any major repairs required on the hearth or other parts of the furnace necessitate longer delays, because such repairs must be made while the furnace is empty. Although charging practice varies considerably in detail with the type and proportions of scrap and iron used, many factors are common to all varieties of' charge. Such general considerations are dealt with first. GENERAL CHARGING PRACTICE Charge materials are discussed in detail in Chapter IV; the present chapter is concerned with the charging, melting, and proportioning of the raw materials in the various types of furnace practice. Charging Equipment and Stock Handling. The physical equipment available for loading and weighing the stock, transporting it to the furnace, and charging it may have a major effect on charging practice. Limestone, scrap, and all other solid melting stock are charged mechanically by means of equipment described in Chapter I (see also Fig. 18, page 33). It is generally desirable to charge the scrap about as fast as the physical volume can be got into the furnace. A limiting factor may be the height to which the scrap may be piled in the furnace without deflecting the flame to such an extent that it will impinge on the roof or walls and thus damage the refractories, but light scrap may often be piled up near the roof since the flame usually "cuts it down" rapidly before impingement on any roof area can persist long enough to do appreciable harm. When the nature of the scrap and the handling facilities are adequate to meet the aim of rapid charging, little thought is given to this feature of operation. Unfortunately, at times

AS these annual occasions in honor of Henry Marion Howe continue through the years, there is progressively less likelihood that the lecturer will have had personal knowledge of Dr. Howe. The present speaker is one of those who unfortunately had no opportunity to come under the inspiring presence of this great metallurgist. A review of Howe's work shows it to cover a comprehensive range of interests and to evidence an impressive richness of detail. Not only was Howe at home in the laboratory, but he was familiar with the processes of iron and steel making and had a real understanding of them writings include much that is descriptive of processes with a wealth of material that is becoming of increasing historical value. He recorded his studies of the theoretical aspects of processes and published at least two process classifications, one in 1890 that was lengthy and somewhat theoretical, and a second in 1906 that was more of a practical listing. Wide as Howe's field of interest was, it is significant of the circumstances of his time that he gave little consideration to raw materials or to their effect on iron and steel making processes. In 1933, Waterhouse, Howe lecturer for that year, presented a descriptive summary of the major steelmaking processes, and in 1946 Joseph discussed the blast furnace process. Otherwise Howe lectures have not dealt with processes as major subjects. In today's lecture, with no effort to describe the mechanical arrangements of iron and steel making facilities, it is proposed to examine the essential technological elements of the processes, to explore the inter-relation of these elements, and particularly to seek recognition and understanding of those factors which determine why certain processes are or are not used. The discussion of this lecture will deal with the major well-known large tonnage processes, with only such attention to processes of minor tonnage and special character as may be warranted for explanation by contrast. Subject to the errors of generalization and the short- comings of condensation involved in presentation limited to a single hour, it is proposed to examine broadly but intensively those operations which convert raw materials into steel. It is an innovation for a Howe lecturer to discuss the raw materials of the iron and steel industry, but the changing circumstances of passing years intensify the influence of raw materials on processes and require the metallurgist to be alert for the process adjustments that may become advisable or mandatory. For a half century the metallurgical processing of iron and steel has followed a surprisingly straight path, but this does not necessarily mean that there are no curves in the road ahead. In the pumping of sands, slurries and slimes, practices developed over the years are the real keystones of 'successful operation. These practices are necessarily based on modifications of familiar theories. Practical methods used in the solution of problems involving the pumping of materials are set forth in the following discussion. Basic Requirements To pump sands and slurries economically, a few basic requirements must be met by the pumping system as a whole. A pipe-line velocity must be established that will move the fluid mixture throughout the entire system without any possibility of the solids settling out. To accomplish this, the velocity of flow must be slightly in excess of the critical velocity of the mixture. The critical velocity of a mixture varies from 3 ft. per sec. to 18 ft. per sec., depending on the screen analysis, concentration, and specific gravity of the solids in the mixture. Most tailings are pumped at a minimum velocity of 4 ft. per sec. if they include slimes, whereas the pipe lines of sand and gravel dredges require velocities as high as 18 ft. per second. A number of articles have been written on the determination of the minimum velocities required to maintain solids in suspension. Studies have also been made on the friction and pumping heads developed when handling solids in suspension.1-4 Our experience so far has shown that, within the normal operating limits of a pumping system, the friction factor follows more nearly the basis described by Howard,' who says, among his conclusions: "... values of f (friction factor) . . . will decrease with an increase in velocity." This conclusion is borne out by our actual experience. When the velocity in a pipe line is not sufficient to keep the solids in suspension, the total friction head' is greater than when the velocity is increased to a point where the solids are in suspension. A slight increase in the volume of feed to the pump and a slight increase in the pump speed are usually all that is necessary to put the system in balance. Maintaining Constant Volume Within reasonable limits, the volume of mixture to be handled through a pipe line should be held constant, so that the required velocity will be provided at all times. There are several ways in which this can be accomplished. The commonest is to provide a sump of sufficient capacity to take care of slight surges in the volume of mixture being fed to the pumping systen]. This sump, however, should not be as large as a settling chamber. The use of a float-controlled, fresh-water make-up valve in a sump will guarantee a constant volume. The problem of handling the large quantities of water encountered in the Old Dominion mine presents many features of interest. In the present paper are discussed the probable sources of water, the pumping equipment, the increased flow into the mine in the early part of 1915, culminating in the flooding of the 18th and 16th levels in March of that year, and the difficulties that were met with during the high-water period. I. PRELIMINARY The Old Dominion mine, situated 1 mile north of the town of Globe, Ariz., has long been one of the prominent copper producers of the State, and until the opening up of the copper schist deposits in the neighboring mines of Miami, was responsible for the greater part of the copper output from the Globe district. As the gradual exhaustion of its orebodies near the surface led to the downward development of the mine, more water was encountered in the western portions directly underlying the dacite formation until the drainage problem became a serious factor in the operation of the mine and in the economical extraction of the ore. A heavy inrush of water on the 10th level of the mine in 1906, preceded by still earlier water difficulties, rendered imperative the immediate installation of a pumping equipment capable of handling large flows of water. While the Old Dominion has been recognized as a wet mine since its early days and one in which the complete control of the water situation was of paramount importance in the development of the lower levels, it is chiefly in the last nine years, since the installation of the increased pumping equipment, that the mine has developed and handled large quantities of water. Its maximum pumping record was reached in the first six months of 1915, during which time, following a prolonged period of abnormal precipitation, the pumps handled 1,624,740,000 gal. of water; while in the month of March alone, over 407,000,000 gal. of water were pumped from the mine.

8.5-1. Bucket Line Dredge. INTRODUCTION. The modern bucket-line dredge for mining placer deposits is a combined floating excavating machine and a gravity concentration system. Material is excavated at the forward end by the buckets, elevated, washed and screened, concentrated for recovery of valuable mineral, and discharged off the stern as coarse and small fractions. The end product is a concentrate consisting either of the valuable mineral(s) and associated heavy minerals, which are taken to a treatment plant on shore; or in the case of gold, a clean amalgam ready for retorting. The bucket-line dredge may be adapted for purposes other than mining for valuable mineral by installing, in lieu of a concentrating system, machinery for pumping all of the solids ashore in a pulp, or for producing washed gravel in selected size fractions of which all or a selected fraction is pumped to disposal areas on shore or into side barges. The two principal types of bucket-line dredges designed for mining are: 1) those having an inclined belt conveyor stacker to discharge the coarse fraction of washed tailing well astern of the hull, and sluices to discharge the sand fraction (Fig. 8.5-1), and 2) those having only sluices for discharge of all tailing astern. Use of the latter type has been confined, with few exceptions, to mining cassiterite-bearing deposits in Malaysia and at sea off Indonesia. Small dredges having only flumes for washing and concentrating all material dug by the buckets have been used for mining shallow stream valley deposits. GENERAL ARRANGEMENT. The general arrangement of a modern bucket-line dredge for mining tin, with a primary concentrating plant on board, is shown in Fig. 8.5-2. The hull and superstructure of most dredges are fabricated of structural steel; wood also has been used for both small and large dredges with complete satisfaction. Hardenability (multiplying) factors for carbon, mongonese, silicon, chromium, nickel, and molybdenum have been developed for hypereutectoid low-alloy steels in which bainite is the first subcritical transformation product. These factors permit the calculation of 95, 80, and 50 pct martensite hardenability from chemical composition when steels with spheroidized structures are quenched from 1475°, 1525°, and 1575°F. The strong contributions to hardenability of the less expensive elements, silicon and manganese, suggest their use to obtain additional hardenability in hypereutectoid low-alloy steels. DURING the past decade a number of investigators'"11 have carefully developed information which permits calculation of the hardenability of medium -carbon low-alloy steels from chemical composition and grain size. The problem of making a building unit combining the necessary physical and mechanical properties and good thermal insulation has been foremost in the minds of architects and ceramic and construction engineers for many years. This paper presents the results of studies on thermally expanding shales or clays to produce lightweight cellular products suitable for making building units. An expanded clay block suitable for building purposes should be large enough qo that substantial savings may be effected in labor costs in laying the wall. The permeability should be low and it should have sufficiently good "dry-wall" characteristics to permit exposing the exterior surface to the elements, and to permit plastering directly the inside wall surface. The thermal conductivity should be low and the mechanical properties should be adequate. Obviously, a unit possessing satisfactory qualities for constructing an - outside wall would be satisfactory for interior walls and for back-up purposes. The results of studies on bloating various shales or clays† and the properties of the expanded products are reported. In another paper1 basic factors involved in bloating of clays are discussed. Manufacturers of ceramic products, partitularly structural clay, may encounter bloating of the ware during burning, and precautions must be followed to avoid this phenomenon. About 1927 the C. F. Burgess Laboratories, Madison, Wis., while carrying on an investigation for the American Face Brick Research Corporation, conceived the idea of intentionally bloating clay while holding it in a restrained condition, with the hope of producing a unitary cellular mass. Work was carried on until about 1931, when studies were terminated because of business conditions. These studies were continued later by The Western Brick Co., Danville, Ill., which developed a process of "inwardly expansive bloating."² The major purpose of the latter investigation was to produce back-up tile to compete with concrete blocks made from Haydite or cinder aggregate. Haydite is a light-weight aggregate formed by heating certain clays or shales rapidly in a rotary kiln. While the investigations at the C. F. Burgess Laboratories or at Western Brick Co. were not carried far enough to lead to the commercial production of material for the construction of walls, particularly outside walls, they showed that certain clays could be thermally expanded and that it was possible to produce a material of low permeability with a large percentage of the total voids or cells closed. commencing in 1939, the Ozark Chemical Co. sponsored a research program at Battelle Memorial Institute for the Purpose Of determining whether it is technically feasible to make thermally expanded building units, and specifically to get answers to the following questions:

BY surface treatment of coal is meant the application of a material, either solid or liquid, to the surface of pieces of coal. The purposes of surface treatment are varied. They may be to identify or "trade- mark" the coal, to modify the burning characteristics, the coking tendencies, or the behavior of the ash, to prevent the freezing of wet coal, or to control the dust. The control of dust is the usual purpose of surface treatment. TRADE-MARKING COAL The application of color to the surface of coal for the purpose of identification and registration of the trade-mark has been practiced to some extent. In 1928, the Glen Alden Coal Co. began to color its coal and adopted the trade-mark, "Blue Coal." The Old Ben Coal Co. later followed a similar practice with "Green Coal." A commoner means of identification of coal has been the stenciling of designs or pasting labels on large lumps or in the distribution of small cardboard tags through the smaller sizes. The details of the method used to color coal have not been revealed. Usually all of the coal is not treated, because of the expense. Only enough pieces are colored to show clearly when distributed through the coal. The patent literature gives information on some of the methods proposed. Esselen and Weiss have patented the deposition of a coloring material in the valleys of the surface of the coal. Sperr covers the quenching of coke with water containing a pigment or dye that will deposit on the coke. He also suggests electroplating with copper or nickel. Glinsmann subjects the freshly fractured coal surface to the action of an alkali or alkali earth ferricyanide and a ferric salt. Barsky and Hanson specify a method for the application of the same chemicals covered by Glinsmann. COATINGS FOR IMPROVEMENT OF APPEARANCE As a purchaser often judges coal by its appearance, modification of the surface has been attempted from time to time, particularly of the surface of outcrop or stored coal, which has become covered with a brown film of iron oxides, but information is lacking as to the extent or success of the

The south border of Espirito Santo begins about 400 km. north of Rio de Janeiro and extends along the Atlantic Coast northward some 325 km. and inland 100 to 150 km. The area under consideration, where quartz crystal of strategic grades has been mined, extends from 19º to 21º and 30º south latitude; and from 40º to 41º and 30º west longitude. This includes the central part of Espirito santo, chiefly south of the Rio Doce from the Atlantic ocean, and west across the border into Minas Gerais near the town of Aimores, in the municipalities of Aimores, Minas Gerais; Baixo Guandu, Santa Teresa, Santa Leopoldina, Colatina, Joao Neiva, Fundao and Domingo Mar-tines, Espirito Santo (Fig. I). During 1943 and the first half of 1944, this region accounted for approximately 3 to 5 per cent of the quartz crystal produced in Brazil. Shipments of crystal have been made chiefly by rail to Rio de Janeiro. This region is serviced by the E. F. Minas-Vitoria and E. F. Leopoldina to Rio de Janeiro through vitoria; and by the E. F. Minas-Vitoria and E. F. Centra] do Brasil through Bello Horizonte, Minas Gerais to Rio de Janeiro. The major deposits are accessible from the railheads by dirt roads, some being 5 to 30 km. off the road, reached by trail. In 1943 and the first half of 1944, the bulk of the production was from inter- mountain marshes and adjoining hillside alluvial placer deposits in the zone surrounding the town of Santa Teresa. Most of these deposits were formed from the erosion of pegmatite~, quartz veins and pockets in the gneiss, with minor quantities produced from miarolitic cavity fillings in the granitic rock. Early Operations Mining of quartz crystal in this region began in 1928 and has been stimulated by the market demand for military uses. Before 1936 little attention was given to it, either in Espirito Santo or eastern Minas Gerais. From 1936 to 1941 the Japanese sent agents to various points of production or potential production to acquire quartz through purchase. They bought crysta1 as small as 10 grams. Since '94' only the United States and Great Britain have received quartz from Brazil. The United States purchases crystals of 100 grams and larger for strategic purposes. The first known discoveries were made either in the municipalities of Aimores, Minas Gerais, or in Baixo Guandu, 01 Domingos Martines, Espirito Santo. Marketable quartz crysta1 was first found either in the massive quartz replacement veins of the Victor Hugo mine in the municipality of Domingo Martines, or in the large 'ores of quartz in the pegmatites near Baixo Guandu, extending into Minas Gerais. A shaft of 1690 m depth is currently being sunk to exploit a large copper sulphide orebody. The primary crusher chamber, main pump chamber and the other excavations on the crusher level were developed from the shaft during the sinking operation. The maximum principal stress is horizontal and has a magnitude twice that of the vertical stress. It increased linearly with depth and on the elevation of the crusher level, 1613 m below surface, the stresses induced by mining can exceed the strength of the rock. The development of a workable crusher level layout, and a crusher chamber design and support system are described. Excavation and support of the workings are detailed and a comparison of expected and actual results is made.

THE past year has been of unusual interest for industrial minerals. It is increasingly evident that requirements for these raw materials move with general economic trends. Thus, with a peak year in the construction, chemical and petroleum industries, the nonmetallic mineral industries have been brought into the complex maze of an economy in which military spending is in the billions and in which the national income and wholesale commodity prices reached new levels. Many industrial minerals are of first rank essentiality in the defense effort and its supporting industries, and since some of these are of limited supply and others dependent on imports, the problems of procurement, distribution and conservation of available supplies make a complicated pattern. Despite some drawbacks and weak spots, the industrial mineral industries have, in general, met the national situation with great credit and many new production records have been set. The general accomplishment in 1951 should be one of satisfaction with confidence for the future. Difficulties, unsolved problems and uncertainties should not obscure the general trend which many consider optimistic. Prices in the main have been upward, in line with the inflation spiral, but nonmetallics appear with some exceptions to be behind the general increases. Labor difficulties have not been serious throughout the year. Retarding influences in expansions and planning have been the uncertainty of the Korean and international situations and a lack of confidence by many in the government economic program and its ultimate impact on the economic structure. It must also be kept in mind that stockpiling, unless all-out war develops, reaches a level and then ceases to be a major sustaining factor in the mineral markets. In accordance with the Defense Production Act of 1950 various control agencies have been set up to establish the desired rate of stockpile acquisitions. The objectives are subject to change depending on availabilities and needs-military, industrial, and civilian. In some minerals there has been disagreement on actual stockpile requirements, and there is some feeling that the needs of defense might be better met if more funds went into the development of new sources of supply of scarce raw materials and more materials were released to industry at this time. Nonmetallic minerals on the strategic and critical list of the Munitions Board as of July 1951 were: Group I; asbestos, some types; bauxite, refractory grade; beryl; celestite; chromite, chemical and refractory grades; columbite; corundum; diamonds, industrial; fluorspar, acid grade; graphite, some types; kyanite; manganese ore, battery and chemical grades; mica, some types; quartz crystals; rare earths; sapphire and ruby; talc, steatite, block; and Group II; bauxite, abrasive; cryolite, natural; diamond dies; graphite, crystalline fines; iodine; mica, muscovite block, stained and lower; rutile; selenium; talc, steatite, ground; zirconium ore, zircon. Details on the current status of stockpiling inventories are not available. The Defense Minerals Exploration Administration has, since April, executed 39 contracts for the exploration of nonmetallic minerals, including twenty for mica, seven for beryl-mica, six for asbestos, three for sulphur and one each for monazite, steatite talc and fluorspar. Total value of these contracts came to $892,059, of which the Government's participation amounts to $689,247. The solidification of Al-Zn alloys (2 to 70 pct Zn was investigated at different rates of solidification. The resulting structures were studied; the amounts of nonequilibrium eutectic were measured and compared with the amounts calculated on the assumption of no diffusion in the solid. The compositions of the cored primary constituent were investigated by quantitative autoradiography after activation of the zinc by neutron irradiation. These compositions were also determined from microhardness values. IN a recent investigation of the soltdification of aluminum-rich AI-Cu alloys,' the amounts of non-equilibrium eutectic were measured and compared with the amounts calculated on the assumption of no diffusion in the solid. The compositions of the cored primary constituent were investigated by quantitative autoradiography. The work reported here extends the investigation of nonequilibrium solidification to the Al-Zn system in the range from 2 to 70 pct Zn. In addition to autoradiography, microhard-ness values were used to determine compositions on a micro scale. Solidification Experiments The alloys contained approximately 2. 6, 12, 20, 30, 50, and 70 wt pct Zn and the balance aluminum. According to published diagrams the eutectic reaction occurs at 382°C between the eutectic liquid (95 pct Zn), a (82.8 pet Zn), and $ 498.9 pct Zn). Solid-state reactions at lower temperatures (due to the miscibility gap between 350" and 275"C, the eutectoid at 275'C, and the precipitation from supcrsaturated a) did not affect this investigation. Even if they occurred to any appreciable extent, they did not alter the evidence pertaining to the solidification structures. The alloys had to be of high purity to avoid radioact~ve contamination during activation. The aluminum analyzed 0.015 pct Si, 0.009 pct Fe, less than 0.004 pct Cu, and less than 0.006 pct Mg with traces of sodium and titanium; the zinc was reported to be at least 99.99 pct pure with traces of iron and magnesium. The alloys were prepared under argon in an induction-heated, bottom-pouring furnace, and poured into a coated steel mold, which could be preheated to temperatures up to 700°C in order to control the rate of solidification. The pouring temperatures ranged from about 40" above the liquidus for 2 pct Zn alloys to about 130°C above the liquidus for 70 pct Zn alloys. As soon as the melt entered the mold, the readings of a thermocouple placed % in. above the bottom of the mold were recorded by a recording potentiometer. Cooling at the rate induced by the initial temperature of the mold was continued to a temperature 100°C below the liquidus; the mold with its contents was then quenched in icy brine. Quenching from a fixed interval below the liquidus was used to provide a standardized procedure, since the solidus and liquidus temperatures and the interval between them vary greatly over the composition range investigated. The temperatures from which the samples were quenched were below the equilibrium solidus, but under nonequilibrium conditions some liquid was still present. INTRODUCTION by E. D. HUMMER An efficient refuse-disposal system is a necessary part of the modem cleaning plant. The large-scale refuse system and disposal area, engineered for the lifetime of the plant, has become more important due to the greater tonnages of refuse produced from increased quantities of mechanically mined and prepared coal. Laws and increased government regulations have affected the design and operation of disposal systems. THE EFFECT OF MINE AND PLANT OPERATION Refuse disposal starts at the mining face. The mining system, the type of roof support, the machinery used, and the degree of discipline at the face contributes to the amount and type of refuse that must be removed through the disposal system. Economies gained through modification of the mining system or mining machinery may be partially offset by increased dilution of the mined coal with impurities from associated rock formations. In some cases the change in the mining system and equipment has reduced the dilution. In all cases the ratio of impurities that must be removed from the raw-coal feed to the plant not only affects the maintenance and operating costs of the plant, but greatly affects the design of the refuse disposal system. The design of a mine and plant should include the location and the estimated capacity of the disposal areas for the life of the property or plant. Complete evaluation of the disposal system and an estimate of its annual cost of operation over the life of the property or plant should be incorporated in the plant and mine evaluation. Plant design should be as simple as possible, consistent with the efficient production of clean coal. Material transfer points, crushing, screening and pumping operations should be kept to a minimum to reduce degradation and the subsequent increased difficulty and cost of refuse removal. The maintenance of good process control by operating management will result in a minimum of misplaced material in both refuse and clean coal. Reduction of misplaced float material in the plant refuse is an important factor in preventing combustion in the refuse storage pile. THE REFUSE DISPOSAL AREA Combustion in refuse piles occurs when air enters the pile in sufficient quantity to support oxidation. At certain rates of air in-filtration, the heat produced by the oxidation process is not dissipated and temperature rises.

The nucleation of pearlite at proeutectoid ferrite is inhibited, to an increasing extent, at the following locations: At twin boundary-nucleated ferrite, between closely spaced ferrite sideplates, and at intragranular plates. These effects are discussed in terms of the influence of transformation strain energies and of the interfacial free energy of austen-ite:ferrite boundaries on the rate of pearlite nucleation. The growth of pearlite into the interiors of austenite grains from the region of the grain boundaries is markedly restricted when low reaction temperatures and large austenite grain sizes permit the development of interlocking networks of intragranular ferrite plates. PREVIOUS investigators have made extensive studies of the interactions which occur between the proeutectoid ferrite and the pearlite reactions from the viewpoint of the mechanisms through which pearlite interferes with the nucleation and growth of proeutectoid ferrite.1-3 In the present investigation, the processes through which proeutectoid ferrite (hereafter termed simply "ferrite") can reduce the rate of formation of pearlite have been explored in some detail. A steel with a relatively low carbon content, in which the ferrite reaction can compete successfully with the pearlite reaction over a wide range of reaction temperature, and exceptionally coarse-grained specimens, which further emphasize the role of the ferrite reaction, have been employed for most of this work. A brief examination also has been made, however, of the effects of smaller austenite grain sizes upon these processes. Experimental Procedure The steel employed had the following composition: 0.29 pet C, 0.76 pet Mn, 0.25 pet si, 0,007 pet S, and 0.005 pct P. This alloy was homogenized for 48 hr at 1250°C.
