The purpose of this paper is to invite attention away from the obvious. direct monetary costs of oil-field overdevelopment (as distinguished from "social costs") to a consideration of the role played by the exercise of freedom to create even allegedly excessive1 plant facilities in contributing to the maintenance of equilibrium in the wholc economy and in promoting material progress. The obvious and most commonly discussed effect of overdevelopment of oil fields is illustrated by the allegation that already the excessive development of the East Texas field has cost upward of $162,000,000;2 in other words, the drilling of 12,500 wells more than the number estimated as the requirement for economical recovery of the reserve has unnecessarily raised the total cost of development that amount. Many other illustrations of so-called excessive development of oil pools could be presented. Some of them, like Cushing, Powell and Long Beach, might be drawn from the era antedating widespread discussion in the trade of such matters as optimum well spacing, reservoir energy, the conservation rate of depletion of reserves, etc. Numerous other cases can he found in the records of the current era, which began with the introduction of rationalized restriction of production. Besides East Texas, there may be mentioned Oklahoma City, Centralia and. more recently, the town-lot development of Bloomingdale, Michigan.

THE treatment of Balbach-Thum slimes at Copper Cliff by the Ontario Refining. Co. is of interest because it differs considerably from methods usually employed for the recovery of fine gold from parting-plant slimes. Owing to the comparatively high percentages of pal-ladium and platinum, wet methods are used to remove the greater proportion f these metals before electrolytic refining in the Wohlwill cells. THE PLANT The platinum-metals department, Wohlwill room, and gold-melting room extend along the north side f the silver refinery and are separated from the parting plant by a glass partition (Figs. 1 and 2). The platinum-metals department resembles a laboratory built on a large scale, with the various pieces of equipment laid out on terraces to facilitate handling. Because of the corrosive nature of the solutions, chemical stoneware is used throughout. Elevation of acids is accom-plished by means of Mariotte bottles. On the top level are three steam-jacketed stoneware kettles of 50-gal. capacity, also a packed tower. One kettle is used for digesting the slimes while the remaining kettles are used for precipitating the gold. The dissolver is equipped with a treated concrete hood, which is connected to the flue system. Gases are drawn off through the packed tower by means of a 6-in. stoneware exhaust fan. A 15 per cent solution of sodium carbonate is continually circulated through the tower. On the intermediate level are two suction filters, one for removing silver chloride and the other for the gold sand. The filter medium consists of an asbestos pad covered with a filter paper on which is a layer of twill.

THE morphology and mechanism of the proeutectoid a and the eutectoid reactions have been recently investigated in some detail in an iodide-base Ti—7.22 pct Cr alloy.' These studies have now been extended to an iodide-base Ti—10.8 pct Cr alloy in order to evaluate the effects of composition on the proeutectoid and eutectoid transformations in titanium-chromium alloys. The alloy used in this investigation had the following composition: 10.8 Cr, 0.0327 0, 0.011 N, 0.0063 H, and 0.011 pct C. Surface mining of coal is widely condemned as a despoiler of the countryside and wastrel of land and natural resources. Yet the fact has been as widely ignored that the ingenuity of those engaged in developing the methods and equipment utilized in surface mining have made several hundred million tons of coal available for utilities and industry which could never have been mined by any other method. While doing this, the surface mining companies have recovered nearly 100% of the coal in the mining area instead of approximately 50% as is common in underground methods. Efficiency has been increasing constantly, thereby maintaining low cost to the customer. Mining has provided economic health in many areas by virtue of the direct payrolls and by the attraction of other industries to enjoy low cost, dependable fuel supplies. Surface mining of coal generally falls into two categories: contour mining, which is the result of mining in hilly or mountainous terrain where the hillside or slope limits the width of the area which can be surface mined; and area mining, which results from the surface of the land being approximately parallel with the coal seam so that a wide area may be mined in a succession of pits or open cuts.

Diversion of the American Falls of Niagara to permit investigation of ways and means to stabilize the falls while retaining or improving its natrual attractiveness is the geoengineering work that has received greatest public attention this year. The falls are re- treating slowly as rock falls occur while talus de- posits at the base have increased in size. One of the noteworthy questions is whether the talus should be removed-i.e. is it providing support to the base, and so what will happen if it is removed? Certainly the appearance would be improved if the talus were taken away. Geoengineering studies involve mapping of joints, stress measurements, core work and rock sampling and testing, Present work will provide data and interpretation for design of a long term stabilization system, Once basic information is obtained, water will be returned to the normal channel until such time as the detailed design is decided upon. The falls will then be diverted a second time while necessary work is performed. A number of site-environmental studies were carried out for the location of nuclear power plants. These projects involve geology, foundation engineering, hydrology, seismology, meteorlogy, marine geology (in some cases), rock mechanics and occasionally blast monitoring. In one case (investigated by Dames & Moore) the site area was underlain by caverns in limestones at shallow depths but with no surface expression. The geotechnical problems consisted of determining proper spacing of drill holes to locate caverns. Spacing was dependent on the smallest size of cavity that could constitute a support-stability problem for the plant. The finite element method of analysis was used to determine stress conditions around cavities of various size and depths, to assist in determining critical parameters.

Early work on chemical precipitation of metals from metal salt solutions is reviewed. The chemistry and thermodynamics of precipitating copper, nickel, cobalt, and cadmium metals by reaction with hydrogen are discussed. Mechanisms of metal precipitation, nucleation, growth, and agglomeration are reviewed, as well as some solubility phenomena of gases and solids at elevated temperatures. Experimental data presented deal mainly with the reaction of copper sulfate solution with Hz.

CONSIDERABLE difference of opinion seems to exist as to whether the rate of air flow when a fan is placed on a given duct should be determined by the use of static pressure or total pressure characteristics. A little study will show that both methods are correct. Assume that a fan is connected to a duct by an expansion piece as shown in Fig. 1, and that steady flow is established. Considering the atmospheric pressure as zero pressure, let the static head at the outlet of the fan be h and the velocity at this point be v1. The total head at the outlet is then h + v1/2g? The total head at this point must be equal to the total head at the end of the duct plus the losses that have occurred between the two points. Let f be the friction loss in the straight duct, s the shock loss in the dif- fuser, and V2 the velocity at the end of the duct. Then h+ v12/2g=v22/2g + f + s FIG. 1.-FAN ON DUCT. Many methods for the determination of gold or silver, or both, in cyanide solutions have been published, which with care in manipulation, and modification in some cases, will give results that are satisfactory. It is possible to classify or group these methods as follows: 1. Evaporating the solution in a porcelain or agate-ware dish containing litharge,l or in a "boat" made of lead foil. 2. Forming a lead sponge containing the precious metals by means of zinc shavings,2 zinc dust,3 or a piece of aluminum.4 3. Decomposing the cyanide solution with an acid and precipitating the precious metals by the use of one or a combination of some of the following: Copper sulphate,5 sodium sulphite,6 hydrogen sulphide,' cement copper.ll 4. It is known that multicomponent powders are mostly nonhomogeneous. This paper investigates the effects of nonhomogeneity of composition and grain size on the melting point and the sinterability of compact taking into account homogenization mass transport and the length of the diffusion path in solid state sintering, and the kinetics of liquid phase formation in liquid phase sintering. After a discussion on the ideal characteristics of a powder for sintering and low temperature reaction, the main conventional processes are compared. Finally we develop the freeze-drying technique and demonstrate the capabilities and the limits of the process by some examples, mainly in the ceramics field.

The Pennsylvania-grade oil industry suffered a serious decline in 1938, which can be largely accounted for by the decrease in the use of lubricating oil. Production was considerably lower than in previous years and prices were very much lower. Operating profits undoubtedly were lower than the year 1933, for the average price of Bradford crude in 1938 was $1.898 as compared with $1.86 in 1933, and the difference in average price of $0.04 per barrel was more than offset by increased operating costs and taxes. Bradford Field Production in the Bradford field in the state of Pennsylvania averaged 36,759 bbl. per day in 1938 as compared with 41,300 bbl. in 1937. The decline in average daily production of 4541 bbl. can be attributed to low market price and pipe-line proration rather than to the actual physical capacity of the field. Pipe-line proration was in effect for the last eight months of the year and the daily average production per month fluctuated between a maximum of 41,852 bbl. per day in March 1938 and a minimum of 33,649 bbl. per day in November. Production figures for Bradford field have been corrected to include only the parts of the Bradford field that arc within the state of Pennsylvania, but the well-completion data for the Bradford field cannot be segregated and include those of the entire Bradford field, part of which is in Sew York state. Production from the Bradford field was obtained almost wholly by water-flooding and no radically new methods or practices occurred. Intensive research work was carried on both by individuals and companies and as a cpooperative enterprise, and minor improvements are gradually occurring in spacing, shooting, application of pressure and water conditions. The use of magnetic ore in the blast furnace is a subject of increasing importance. The end of the deposits of lake ore is in sight, although not imminent, and unless some new field is discovered, the use of magnetites will be an increasing factor in the iron production of the country. Enormous deposits of magnetic ore in the country that have been practically untouched contain ore of sufficient richness and purity to prolong materially our ore supply without extensive importation of foreign ores. Magnetic ores can be divided into three general classes: Fine un-sintered, or raw ore; raw lumpy ore; fine ore that has been sintered. Mines are interesting by reason of what they have done for man, or of what has been done for them by nature. Not all are interesting on both scores. Many profitable mines are commonplace to the geologist; and many presenting unique gcological conditions have been sad failures commercially. The Standard group at Bodie has produced in 25 years, $14,500,000, paying $5,000,000 in dividends.' On the other hand, this output has beeu mined (almost wholly above the 1,000-ft. level) from a system of more than 100 veins, ranging in thickness from 0.5 in. of ('specimen rock" to 30 ft, of clay and quartz; distributed through a zone about 2,000 ft, in width, and representing from three to five distinct periods of formation. This group, therefore, by reason of its industrial record as well as its geological features, may fairly be regarded as doubly interesting. The Bodie district occupies an island of recent (Tertiary) hornblende-andesite, surrounded by a complex of igneous rocks and breccias. The lamp has but just passed the experimental stage, and is now on sale in England for the purpose of testing it in practice. The only complaint I have heard made against it is the high price. Y.: So far as my obsrvations and experience go, we have not yet reached a state of affairs in the coal-mines of this country which calls for the general use of safetylamps by common miners. Certainly such a practice is to be avoided if possible, on account of the recklessness of miners, which it seems almost impossible to control by warning or discipliue. It is much better, if practicable, to confine the use of safety-lamps to inspectors or " fire-bosses," and not to permit the miners to work or to go where naked lights cannot be carried. Theoretical models have been important throughout the history of engineering as a means of understanding past experiences and predicting future performance. Most modelling involves assumptions and a degree of idealization, and it is shown that it is important that the effects of these be recognized when making use of models. One of the principal concerns in underground mining is the effect of the excavations on the states of stress in the rock adjacent to these excavations. As mining proceeds to depth, stress concentrations may be sufficiently high to cause inelastic behaviour of the rock and yielding along joint surfaces. At this stage, attention must be given to the sequencing of the mining process to ensure that the ground control techniques applied are optimized. Increasing use is being made of computer modelling techniques to assist with design. Three case studies are presented to illustrate the application of computer models in mine planning and ground control. In all cases, the data available for design was limited, but the mines were fully developed and openings could be inspected. The mining methods studied are cut and fill stoping, room and pillar stoping, and longhole stoping.
