THE time of the Section delegates was economized this year by providing the section reports in mimeo- graphed form, together with the reports of the officers and committees of the Institute, for their consideration on arrival. The meeting was called for Thursday forenoon and despite a certain amount of oratory managed to get through before all the luncheon was gone. In all, nine section delegates and one from the Iron and Steel Division attended and took part. One delegate, who had come many miles, got lost in the complication of the program and failed to attend. Six appointed dele- gates failed to attend and two sections neglected to make appointments.

IN reheating quenched steel to remove part of the hardness, the softening effect has generally been considered to be a function of temperature and time. The temperature effect is well known, and long before pyrometers were heard of the blacksmith was able to do a good job of tempering, by rule-of-thumb methods and experience in judging temperatures. Modern conditions, which demand steel that will withstand the severest tests, require that the heat treatment he carried out with every possible precaution to secure the best results obtainable. Pyrometers and heat-treatment furnaces of many types are on the market and improvements are continually being made so that it is now possible to regulate the temperature in heat treatment very accurately. There is -still a question regarding the time that the steel should be subjected to treatment. It is customary with all operators to insure the desired tem-pressure throughout the specimen and it is generally supposed that a longer treatment of a hardened steel produces a further softening but there are few published figures showing the exact effect of time of treat-ment at constant temperature. A search of the literature disclosed several brief statements that the tempering effect was a function of both time and temperature, but in no case were any figures given. The opinion is very generally held that the well-known tempering colors are accurate indicators of the degree of tempering. This is disputed by Brearley (The Heat Treatment of Tool Steel, page 102) who states: It has been said that the result would be the same in respect to both hardness and other properties whether the colors were obtained by a shorter heating at a higher temperature or a longer heating at a lower one. This, to say the least, is a very doubtful conclusion, and is certainly not borne out by mechanical tests on oil-hardened and tempered motor car steels, which, after tempering for periods varying from 15 min to 2 hr., show no very great differences. The present investigation had for its object the obtaining of some definite data regarding the effect of time, which might serve as a guide to those engaged in the heat treatment of steel. AT a recent meeting of the Utah Section. A.I.M.E., P. D. Nielson, general plant superintendent of the new Geneva steel plant at Provo, Utah, spoke on "General Operations of the Geneva Plant." Mr. Nielson explained that the plant was located at Provo, Utah, on account of railroad facilities, the proximity of coal, iron, and limestone, and the nearness of water for operating the plant. Water probably was the most important item in making the decision.

Frank 11. Probert, Neudorf, Anhalt, Germany (communication to the Secretary): I have read with much pleasure Mr. Collier's valuable paper. But the system of timbering which he describes as used in the levels, stopes, etc., though it must be admitted to be very strong and safe, seems to me somewhat extravagant. The amount of timber required every month for such a system must be enormous; and only where suitable material could be cheaply obtained would such a plan be economically practicable. The first point which strikes me is the unusually great diameter of the timber employed. In the mines of Pfaffenberg and Meiseberg, which are under my supervision, the country-rock consists of argillaceous slates, traversed by innumerable small fissures or joints, dipping at all angles and striking to all points of the compass. Undoubtedly, this net-work has been caused by the upheaval of granite masses in the vicinity. THIS TALK is a digest of some of the information contained in tables, one on practices and one on costs of shaft sinking, in Bulletin 357 of the U. S. Bureau of Mines written by E. D. Gardner, Supervising Engineer of the Bureau at Tucson, and myself. The table of practices contains information on 43 shafts and the table of costs contains information on 25 shafts. These various shafts were sunk between 1917 and 1930 so they may be termed modern practice with costs applicable in the United States, Canada and Mexico. In the compilation of this material the statistics on shafts which were concreted have been eliminated, as these figures were entirely out of line with corresponding figures for timbered shafts. It is my experience that where costs are divided between sinking and concreting the tendency is to load the costs onto the larger item of concreting. Thus a shifting of costs making an addition of 10 per cent in concreting costs may suffice to make a deduction of 40 per cent in sinking costs. Fine work is done (on the books) and everybody is happy. Most shafts are sunk with three shifts of men per day. Each shift consists of men who are miners, muckers, or timbermen, as chance may call for during their shift. Where pumping or high fixed costs do not necessitate three shifts it is cheaper to sink on two shifts. It is desirable for speed and economy in any case to work out a cycle of operations for each 24 hours. In this way men are hired for their ability as machinemen, muckers, or timbermen; they know exactly what to do and there is no passing the buck to the next shift.

Johnson, Jr., The innovation of a special meeting under the auspices of the Iron and Steel Committee was well justified, if we accept as a criterion the number of papers presented at the meeting held on Oct. 16 and 17 in New York and the attendance at that meeting. Twenty-four papers were read, and most of these were widely discussed orally, while doubtless the written discussions will be even larger in extent. Discussions will be received up to Dec. 1, 1913. The attendance at the meeting of 106 members and 75 guests is an evidence of the wide anti growing interest in the Institute of men interested chiefly in iron and steel. It is especially interesting to note this large attendance at a meeting where very little of a social nature was introduced into the program. An informal dinner for the men at the Engineers' Club closed the meeting. At this dinner were present about 70 members and guests. One of the Vice-Chairmen and the Secretary of the new Committee on Petroleum and Gas told of the important plans in prospect of that Committee. Brief impromptu speeches by a considerable number of the members and guests were enjoyed. Professor Marburg reiterated his previous assertion that he believed that the Institute and the American Society for Testing Materials, as well as some of the other technical societies, were all fighting for one good cause; that there was room in the field for all of these societies with their various points of view; and that they should march shoulder to shoulder. The success of this dinner was due largely to the efforts of Mr. Johnson who had the affair in charge.

DESPITE the tremendous drop in the volume of domestic production of metals, their prices, and profits, the world as a whole has managed to produce and consume nearly as much as in 1937. Measured by production, 1937 was the record year for copper, lead, and zinc. The Copper Institute figures for 1938 (estimating December as equal to November) show that although apparent domestic consumption declined 309,422 tons, foreign consumption increased 133.035 tons. The total for 1938 was 1,971,790 tons compared with 2,148,177 tons for 1937. The domestic decline was 38.5 per cent, the foreign increase 9.9 per cent, and the total decline 8.2 per cent.

NOVA SCOTIA is sharing in the rapid advance of the mining industry that is one of the remark- able features of Canada's recent progress. The production of coal and gypsum has increased rapidly, and there has also been a marked development in the mining of gold, salt, zinc, copper and other minerals. Coal, the basis of the principal mining industry in the Province, was discovered by the early explorers on the shore of Cape Breton Island, and used by the garrison at Halifax as early as 1749. The first government record shows total annual sales amounting to 1668 long tons in the year 1785, while last year production was 6,643,000 long tons. The principal mines are discussed in a separate paper by Alexander L. Hay1.

THE Fall Regional Meeting of the Institute, which has now for some years been held in cooperation with the Western Division of the American Mining Congress, will be held this year at Joplin, Mo., in the heart of the great Tri-State district. This year the Tri-State Zinc and Lead Ore Producers Association is joining in the meeting. The Society of Economic Geologists will also take part though not offering any papers. The district in which the meeting is held includes adjacent parts of Missouri, Kansas and Oklahoma. Out in the heart of a fertile prairie farming country, it is one of the major mining districts of the world. It produces normally approximately one-third of the zinc ore mined in the United States which is equivalent to nearly one-half the zinc since the concentrate has always been notable for the height of its grade. Even in the depressed business year 1930, the American Bureau of Metal Statistics credits the district with 434,460 tons of concentrates equal to 217,230 tons of zinc out of 1,503,095 and 576,630 respectively for the country as a whole. This was equal to about one-seventh of the world's output of zinc, more than that of any foreign country. In addition about 75,000 to 100,000 tons of lead is annually furnished by the same mines. Elsewhere we present a general description of the district prepared for this meeting by J. C. Heilman, a Lehigh graduate, who has spent the past eleven years there and has had charge of explorations for many of the companies.

I DEEPLY appreciate the honor which has been conferred upon me by my election to the presidency of this Institute, as I feel that it is the highest honor a mining engineer can receive, and I also feel that I am especially fortunate in being called to take the presidency in the year following Mr. Hoover, as I may be enabled in that way to carry on the work which he has initiated. The constructive work that Mr. Hoover has inaugurated has been of inestimable benefit in bringing not only this Institute but the entire engineering profession into a place in the public esteem to a degree which it had never before occupied.. This work Mr. Hoover will now carry on in the broader field of the Federated American Engineering Societies, of which he is president. Through that organization the engineers of this country, in all branches of the profession, will be welded into one compact body reaching from the Atlantic to the Pacific, making the united engineering profession a power for maintaining American . . ideals and standards throughout the land.,

THE principal purposes of library-catalogs are to enable a reader to find a book of which the author, the title, or the subject is known; to show what the library has. by a given author, or on a given subject; and to assist in the choice of a book, as to its edition, or as to its character. The author, in a narrow sense, is the person who writes a book; in a wider sense it is applied to him who is the cause of the book's existence, e.g., editor, translator, compiler, etc. Bodies of men, societies, and countries are, from a cataloging point of view, con¬sidered the authors of their official publications, memoirs, transactions, etc. All names selected as author names are arranged in strict alphabetical order. A subject catalog fulfills its purpose by entering or registering each book under the name of that subject or topic of which the book chiefly treats. It may or may not be alphabetical in arrangement. If the arrangement is not alphabetical, the catalog is commonly called a classed subject catalog, although this name might with equal propriety be applied to some alphabetical arrangements.

I. INTRODUCTION. IN the summer of 1908, R. B. Cochran, Superintendent of the Compania Metalurgica Mexicana at Sierra Mojada, Mexico, presented to the Department of Geology and Mineralogy at Case School of Applied Science an interesting series of silver-, copper-, and lead-ores from the Veta Rica mine. These ores contained several interesting minerals which were associated in a somewhat peculiar manner, so that I was impelled to make a closer study of their occurrence. The investigation has brought out several new facts concerning the geology of the district and the geological occurrence of the ores, and therefore has seemed worthy of record. Two papers have been published previously about the region, one by Chism1 in 1887, and the other by Malcolmson2 in 1902. These articles, however, treat of the district more from the stand-point of the metallurgist and mining engineer, and not much attention is devoted to its mineralogy and economic geology. II. GEOGRAPHICAL LOCATION OF THE DISTRICT. The Sierra Mojada is situated in the extreme western part of the State of Coahuila, near the Chihuahua boundary. It is reached best via the Mexican Central railroad from El Paso, Tex., to Escalon, Chihuahua, a distance of 494 miles. From this point, a branch line, the Mexican Northern railroad, runs 78 miles in a NE. direction to the mines, which are its northern terminus. There is a need for concepts and techniques developed specifically for blasting in areas where the rock is loose or highly fractured. Common practice has been to use techniques developed in hard homogeneous rock and reduce the amount and strength of explosive. However, this rule cannot cope with all of the special characteristics of highly fractured rock and has not adequately taken care of the problems of overbreak, gouging, and wall damage. The main problems encountered when blasting in highly fractured rock are controlling the amount of rock broken, minimizing the damage done to the remaining wall material, and adapting blasting methods to rapidly fluctuating ground conditions. In addition, because it frequently needs timber support right into the blasting area, there is also the problem of how not to shoot out the timber when heavy loading is needed in order to offset a loss of impact caused by deflection of the detonation wave off the numerous rock interfaces, and by the absorption of the wave by resilient clay particles. Another consideration is the fact that less attention needs to be directed toward producing satisfactory fragmentation of the broken rock. Those blasting methods designed for breaking hard rock into manageable segments are, as a rule, not needed in highly fractured rock which will usually break along its own numerous fracture lines.

EDWIN LUDLOW, the 41st President of the A. I. M. E., died in Muskogee, Okla., on Feb. 10, 1924, after a brief illness of influenza followed by pneumonia. He was born in Oakdale, Long Island, N. Y., March 12, 1858, a son of William Handy and Louise (Nicoll) Ludlow, attended Flushing (L. I.) Institute 1868-75: and Columbia School of Mines (N. Y.) where he graduated with the degree of Engineer of Mines with the Class of 1879. After graduation his first employment was as assistant engineer in river and harbor work on the Delaware River near Philadelphia. In 1881 he went to Mexico as one of the engineers on the Mexican Central Railroad, then building from Laredo, Texas, to Mexico City. The road being in financial difficulties he returned to the United, [states, and shortly thereafter was made superintendent of the Union Coal Co.'s collieries located in the western middle anthracite field, between Shamokin and Mt. Carmel. Ludlow and Arthur H. Storrs, then superintendent of the Neilson Shaft Colliery, in Shamokin, were known throughout that section as the baby superintendents, both under 25 years of age. ONE time or another placer mining attracts the attention of a large number of people, because of the possible low initial investment, low operating cost, and quick returns. Much has been said about sampling and operating placer deposits but many are still inclined to jump at a property without giving much, if any, consideration to proper sampling. This statement does not apply to experienced mining engineers but I am hoping that readers will tear out this article and pass it along where it will do the most good and thus help to preserve the reputation of legitimate mining. It would appear that some people have an ability to sink test pits in high-grade gravel that is positively uncanny. Secretary, and myself, have seen the organization develop until it is functioning smoothly and accomplishing what it can with the money at its disposal. The earliest attempt at what may be called an Engi¬neering Council, of which. I have any knowledge, was made six or seven years ago when the four Founder Societies each appointed two men, who occasionally met to discuss matters submitted to them which were of importance to, the, profession as a whole. ORIGINALLY the Babbitt experimental plant grinding circuit consisted of one rod mill 10 ½ ft diam by 12 ft long in open circuit followed by two ball mills 10 ½ ft diam* 12 ft long in parallel circuit. Shortly after operations commenced it was apparent that the rod mill could not function satisfactorily at the required 125 gross tons of ore per hr. Attempts to operate at this rate produced: 1) excessive tramp material over rod mill trommel screen which could not be handled in this open circuit and 2) excess build-up of coarse ore in the ball mill circuits because of inadequate rod mill grinding. Since Reserve Mining Co. ore must be ground to 85 pct -325 mesh to produce a satisfactory iron concentrate, an efficient and controlled grinding circuit is highly important. The first step in trying to resolve this grinding problem was to determine which unit of the circuit was actually in trouble and to what extent. A series of tests conducted at a lower tonnage rate of rod mill feed indicated that one ball mill could grind satisfactorily at rates up to 70 gross tons of rod mill feed per hr.

WITH the object of adapting high-school vocational courses to the industrial needs of the community, a few high-school officials in West -Virginia working with the School of Mines of the State university decided to try an innovation this year. The purpose of this experiment was to teach coal mining in two high schools situated in mining communities. We thought that if a course in coal mining would be included in the list of optional courses offered in the high school, it might interest some of the boys, and if the course were properly taught it would undoubtedly be of inestimable value to those boys who later decided to take up mining work as their vocation. This coal-mining course was started last September in the Berwind and Gary high schools in West Virginia. The high-school officials in their conferences with' us decided that we should work up the outline of this course and they would assign the science teachers of the schools as instructors, with ,the understanding that we would help 'these instructors with this work. We consented to all this and submitted -an outline to the school officials which they are following this year.
