Looking back to the first President, David Thomas, and reading Dr. Raymond eulogy of him, written eleven years after lie had served his term, we cannot help but feel that Mr. McAuliffe is much the same type of man. OF the forty or more excursions provided for the delegates to the World Engineering Congress at Tokyo, the trip to the Ashio copper mine stands out as one of the most enjoyable. In every detail looking to our comfort and pleasure the Furukawa company, our hosts, were admirable. This company operates five other copper mines, also gold and coal mines. Ashio is the largest with an annual production of about 14,000 tons of copper. It has been continuously worked since 1620, and doubtless was one of the sources of copper used in the gigantic statues of Buddha of many hundred years earlier date.

IN my thirty years of educational work in the mineral industries and other engineering fields, this past year has been the most unusual and difficult one. Contact with educators from other schools leads to the conclusion that the same situation is countrywide. The first of our difficulties came from the shortsighted policy of the Selective Service in taking out of the colleges, continuously, all engineering students as soon as they had reached their eighteenth birthday. England, Canada, and Russia, too, even in the midst of their critical war situations, had the good sense to keep their young engineering brains in college, for they realized the vital necessity of a steady flow of engineering graduates into the war industries and into the postwar peace industries. As a result of the policy of our Government, our engineering schools were left with only a handful of students who had been rejected for military service. Our colleges, faced with the prospect of several years without students and without income, hastened to give leave of absence to many of their competent teachers who quickly were taken into industry and in many instances are now being retained there at higher salaries than colleges are accustomed or able to pay their teaching personnel. We are finding it most difficult to induce these men to return to their former engineering teaching work. In my judgment, it will take us three or four years to restore our engineering departments to their former level in quality of instruction.

This year, Great Britain is looking back over a century to August 14, 1850, the day when the first "Act for the Inspection of Coal Mines" was passed in that country, an act which signaled the end of over two hundred years of hitherto uncontrolled and dangerous mining practices. It was back in the time of Queen Elizabeth that . thousands of pounds were invested in mining, particularly coal mining in England and Scot- land. By 1640 there were collieries producing 10,000 to 25,000 tons of coal per year. In the seventeenth century the Tyne district coal industry was organized into powerful partnerships, and coal took an even larger part in industry, as a source of power and as fuel for the iron industry. In the early 19th century a "phenomenal, almost devastating expansion" characterized Britain's coal industry, and it was sparked by a 111 pct in- crease in the population of England and Wales in the first half of the century. Coal production for those 50 years increased 470 pct and pig iron production was up 946 pct for the period 1801-51.

The method of treating hazards wherein value is decreased, is cited by R. D. Parks. Quite properly, the theory of probabilities is made use of when multiple hazards are under consideration. E. F. Fitzhugh, Jr. deals with the enhancement phase graphically and uses percentage of expectancy as derived by a study of conditions and the selection of a chance factor. It is believed that both of the authors referred to fully recognize the part which human judgment plays, and as coupled with experience, training, and the application of the theory of probabilities; in that respect the composer of this paper is in accord. Within the past year, the task of arriving at a mathematical method for handling the enhancement phase, and, additionally, coupling the negative and positive phases, was explored. In citing the hazard, or negative phase, reference is made to the text by Parks.

The following is an extract of the Engineers' licensing law recently passed by the Colorado legislature; it went into force July 10. On the board of examiners are representatives of the four national societies. R. J. Grant, of Denver, represents the American Institute of Mining and Metallurgical Engineers; H. I. Reid, of Colorado Springs, the. American Society of Civil Engineers; H. S. Sands, of Denver, the American Institute of Electrical Engineers; and Frank E. Shepard, of Denver, the American Society of Mechanical Engineering. Within sixty clays after the taking effect of this act the Governor of the state shall appoint a State Board of Engineer Examiners, to be composed of five members, who shall be legal residents of the state of Colorado and who shall have been engaged in the practice of engineering for at least ten years. Upon the expiration of the term of any members other than the state engineer the governor shall appoint their successors for a term of four years, from a list of five nominees elected by the licensed engineers acting in a general assembly called together for this purpose by the president of the board. Such assembly shall be held in the month of January next preceding the expiration of the terms of any members. The Board of Examiners shall adopt all necessary rules, regulations and by-laws to govern its proceedings, not inconsistent with this act or the laws of the state or of the United States.

DISCOVERY of a commercial ore deposit has resulted from a program emphasizing geophysical techniques and concentrating upon exploration of alluvial-covered areas. United Geophysical Co. selected these areas as offering the best possibility of success, for here the surface evidence of ore deposits has been hidden from the eyes of prospector and geologist alike. Pima mining district, Pima County, Arizona, was selected for initial exploration. The project was successful in that a commercial ore deposit was discovered and proved through drilling and extensive underground development.

DURING the past 25 years the steelmaker has experienced some difficulty in producing steel to meet the standards established by the metallurgist. In contrast to the past, when a chemical specification of broad limits was the only requirement, he now has to employ such tests as microscopic, macroscopic, tensile, impact, Magnaflux and even X-ray and supersonic. The development of these tests has more than set the pace for a manufacturing process of which the exactness still hinges to an important degree on the ability of the furnace operator. In our efforts to produce steel, and especially alloy steel, to meet the exactness of modern engineering specification, many factors must be taken into account. It is not sufficient to make a good heat of steel in the furnace and then be satisfied that the job is done, since there are many pitfalls between the furnace and the finished product. The literature abounds with information on melting practices, deoxidation methods and slag control, but the lack of positive information about what happens when the steel is teemed into molds is quite evident. Such questions as what is the proper mold size, shape and thickness; which is the best mold coating; what is the best rate of pour for any given steel, and what is the effect of cooling rates on quality, are still answered by opinions. It is acknowledged that a poor heat of steel cannot be improved in the pouring pit. On the other hand, a good heat can be ruined by improper handling after it leaves the furnace.

ONCE a millionaire's plaything, the Santo Domingo mine, in Peru, is now, because of its metallurgical problem, an engineer's nightmare. It is deep in the montaña jungles of the Amazon basin, 140 mi. northeast of Tirapata, which is a rail- way station between Puno and Cuzco, and about 250 mi. east of Mollendo on the Pacific. The discovery was 111ade by Marian(-) Quispe, an Indian, who, while searching for quinine bark, was attracted by a slab of gold quartz 1x1 the rock wall of a narrow canyon. He broke off a piece, weighing 47 Spanish ounces and, that time, worth approximately $900. This he took to Francisco Velasco and Manuel Estrada, merchants of Coaza, who persuaded Quispe to lead them to the place, five days' journey on foot through a tangled wilderness. MANGANESE and its ores have been recently dealt with in comprehensive papers to the Iron and Steel Institute by Sir Robert Hadfield, and in a series of papers read before the A. I. M. E. at the Cleveland meeting. I have taken the opportunity of adding this mineral, to my records of the "World's Mineral Production and Consumption," as recently pub-lished in the Economist ?. The tables bring out the following significant facts: The world's production has increased by 10 per cent since 1913. India's production has increased by 3 per cent since 1.913, the supply from this source now being 31.1 per cent of the world's output. Russia is now producing at about half its pre-war rate and yields 19 per cent of the world's production. West Africa supplies 12.5 per cent of the world's total output. Brazil's present output is 2.5 times that of the pre-war period, being 11.3 per cent of the world's output.

PERHAPS the matter of greatest interest to all mining men at the present time is the question of income and excess profits taxes on mines. Every producing mine in the United States is called upon to render to the government an account of its operations and to pay a graduated tax upon its earnings. It is manifestly a matter in which every mine owner, every stockholder in a mining corporation, every mining and metallurgical engineer, every person employed by a mining company and every one engaged in an industry which in any way depends upon the continued operation of our mines or who consumes their products is financially, to a greater or less extent, involved. In view of this fact it is surprising to see how little attention is paid to it and how few of our members have taken the pains to investigate and understand the provisions of recent enactments by Congress and the ways in which these enactments are being applied to mining industries.

TURMOIL has been rampant in the lead producing industry during 1946. The chronic labor shortage was aggravated by various work stoppages in mines, smelters, and refineries, while shortage of materials was widespread. Price uncertainties helped to confuse the situation in many countries and particularly in the United States until the removal of price control in the latter part of the year. At the end of the first year of peace, lead, which had been comparatively plentiful during the war years, was a scarce and high-priced metal throughout the world. It is the hope of the industry that the law of supply and demand, if allowed to operate without interference, will bring about a satisfactory balance between production and consumption. Under these circumstances it is not surprising that there have been few important developments in the metallurgy of lead, though a number of items of general interest to the industry have been reported. An ore body which may prove to be of considerable importance has been discovered at Mpanda, Tanganyika. The scarcity of lead ore is illustrated by the announced reopening of the La Manche lead mine in Newfoundland, idle for 56 years. A new lead producer came into production when Rhodesia Broken Hill started up its new smelter. Lead concentrate of 75 per cent grade is smelted in Scotch hearths and the lead is refined to market grade by the Harris process without desilverizing. Production is about 1000 tons per month. One Australian lead producer, Mount Isa, has returned to lead production after having operated its lead plant for the production of copper during the war. The East Chicago plant of the International Smelting and Refining Co. has been sold to the Eagle-Picher Co.

THE common method of shale mining, drilling, shooting and steam-shovel loading, is fast giving place to a comparatively new method which is purely mechanical. This machine is known as the shale planer and takes a cut from a very large face, 50 ft. or more in height. As shale deposits are usually stratified, the quality varying with the stratification, a very uniform product is obtained with this planer, for its "cut" is across the entire face, vertically. This planer was designed and built some 15 years ago by J. M. Powell, president of the Indiana Drain Tile Co., Brooklyn, Ind. Unevenness in mixing the material from the different layers in the shale deposit of this company was causing considerable fluctuation in the firing- shrinkage and color of the ware produced, thus lowering the quality. Some method of maintaining a uniform proportion was vital and this planer was therefore devised. Its capacity was approximately 175 tons daily: cut, mixed and loaded.

ALUMINUM'S war history is the record of a successful race to expand facilities fast enough to meet the multiple increases in military requirements, principally for aircraft. From the beginning of the war program in 1940 through 1942, requirements estimates were repeatedly lifted to new high levels, and plans for increasing capacity had to be constantly revised. In 1943, basic metal supply caught up with and exceeded requirements, and by 1944, the surplus of primary production was large enough to force reduction in output and plant closings. In the past two years, ingot capacity has been ample, though periodic critical shortages have been experienced for a few fabricated shapes as a result of sudden shifts in demand. Two meetings for the reading and discussion of papers, etc., have been held during the year 1907-namely, the Ninety-second meeting, held April 16 to 20 in New York, N. Y., and the Ninety-third meeting, held July 23 to 30 in Toronto, Canada. The proceedings of these meetings, including descriptions of the entertainments and excursions connected therewith, have already been published and distributed to the members of the Institute; the New York meeting in Bi-Monthly Bulletin, No. 15, May, 1907, pp. 541 to 559, and the Toronto meeting in Bi-Monthly Bulletin., No. 17, September, 1907, pp. 847 to 875. In addition to these " Proceedings," there were also published in Bi-Monthly Bulletin, No. 15, May, 1907, an illustrated description of the United Engineering Society building (p1 vi. to xxvi.), and a record of the exercises attending its dedication, including the addresses of Andrew Carnegie, Arthur T. Hadley, Samuel Sheldon, Frederick R. Hutton, John Hays Hammond, and T. C. Martin (pp. xxxviii. to lxv.). At the New York meeting, 43 papers and- discussions were presented, and the names of 297 members and guests were registered at the Institute headquarters., this number, however, does not represent all who were present at the sessions and excursions. At the Toronto meeting, 23 papers and discussions were presented. The number of members and guests registered at the Toronto headquarters was 191, which doubtless does not include the names of all who were present at the sessions, or took part in the numerous excursions and visits around Cobalt.

PRIOR to 1912 the only rail outlets for a large part of the coal regions of Carbon and Emery Counties. Utah, were over single-track lines of the Southern Utah R.R. and Castle Valley Ry. Companies, forming a route extending from Mohrland and Hiawatha, Utah, to a point of connection at Price, Utah, with what is now The Denver and Rio Grande Western R.R. Co. These two tap lines were poorly and inadequately constructed, with impracticable grades, lacking in equipment, and incapable of being put into condition to serve this region and handle the output of the mines, to say nothing of making possible increased production and new development. Any plans for the new development and increased output necessarily involved new and adequate railroad service. It was essential, not only that additional facilities be provided but that these facilities be in the form of an efficient and up-to-date railroad providing an independent through operation from the coal mines to a point of direct connection with the lines over which the product would be distributed to consumers. Discussion of the paper of William H. Emmons, presented at the Canal Zone meeting, November, 1910, and printed in Bulletin No. 46, October, 1910, pp. 767 to S37. CHARLES R,. KEYES, Des Moines, Ia. (communication to the Secretary*) :-It is not in a spirit of criticism that I offer a supplemental suggestion or two on the subjects covered by this valuable and highly instructive memoir. There are two points which, in my opinion, should have received greater emphasis in Mr. Emmons's excellent paper. One is the fundamental role played by the chlorides under certain conditions in ore-formation. The other is the possible establishment of geographic relationships among the four phenomena of (1) excessive chloridic content of mine-waters; (2) the abundance of chloridic compounds of the precious metals ; (3) the presence of. manganese oxides; and (4) the diminishing importance, in ore-genesis, of the metallic sulphates. Although Mr. Emmons's notes refer to gold alone, it may be pertinently asked whether the same principles do not hold good for silver and copper also, since these metals form, together with gold, a distinct and well-known chemical group. That the reactions involved apply equally well to the other two metals mentioned, is shown by a number of recent observations and discussions. Chloridic ores of silver are, as I have lately endeavored to show, mainly worked in. arid or desert regions only ; and the great deposits of disseminated copper-ores are similarly characteristic of such regions, in which both classes doubtless owe their formation to the abundance of saline materials derived from desert dusts, and to the .plentiful and almost universal presence of manganese oxide. Under these climatic conditions, silver is somewhat more abundantly deposited than copper and gold, because its chloride is so much * Received Nov. 11, 1910.

THE efficient recovery and preparation of small sizes of anthracite called No. 4 Buckwheat (3/3 2 by 1/3 2 in.) and No. 5 Buckwheat (1/3 2 in. by 0), present a difficult problem to the anthracite operators. In many instances preparation of these sizes, particularly No. 5 anthracite, is extremely inefficient. In many of the older preparation plants, inadequate facilities, and often none at all, were provided as an integral part of the plant for cleaning this fine anthracite. Consequently, much of the material smaller than s, 32 in. was discarded. As the demand for these sizes increased, facilities for preparing the fine sizes were often crowded into existing structures with consequent sacrifices of capacities and efficiency. In addition to this condition, the methods of preparing the finest sizes are being developed in an attempt to improve their efficiencies. Because the demand for small sizes of anthracite still is increasing, many operators would benefit by investigating and improving the cleaning equipment employed on these sizes.

LESS than eight months ago at the annual meeting of the American Institute of Mining and Metallurgical Engineers, attention was called to the demoralizing effect of the abnormal oil production of Mexico on the oil situation in the United States, and it was predicted that this unstabilizing influence would probably become impotent in 18 to 24 months through ' the exhaustion of the principal producing fields of Mexico, unless new fields were found in- the meantime. When this statement was made, the daily production of Mexico was about 600,000 bbl. of crude oil; now it is about 350,000 bbl. No new pools of consequence have been opened, although extensions have been made to two old pools. Over 200,000 bbl., or more than half of the present daily production, comes from Los Naranjos, Amatlan and North Zacamixtle fields, in which practically every well is so affected by salt water that the potential production dropped 50 per cent. in the month of September, clearly indicating that these fields are moving rapidly toward extinction. How much longer the one remaining important pool will last is a matter of conjecture.
