Striving to do a better job of ad- ministering the letter and spirit of the Federal Coal Mine Health and Safety Act of 1969, the Interior Department recently invited criticism-and got it. The criticisms were voiced on July 1 and 2 at the first of a series of public meetings being held by the Office of Hearings and Appeals at the Department's behest. Later meetings, at which all interested parties are invited to comment, are to be announced in the press and the Federal Register. Persons wishing to participate in the meetings should contact the Director, Office of Hearings and Appeals, 1015 Wilson Blvd., Arlington, Va. 22203. At the first Hearing, USBM Director Elburt F. Osborn outlined the progress his agency has made to date in implementing the law on three fronts: enforcement, education and research. Since the Health and Safety Act became law on December 30. 1969, he said, the Bureau's force of inspectors has grown from a mere 300 to almost 1100, while mine inspections have increased from 10,265 in 1970 to 11,021 for the first six months of 1971. On the educational front. Osborn said, the Bureau now has some 60 instructors who have trained about 50,000 miners in safety procedures since March 30. 1971. Classes at the new Federal Mine Safety Academy for both government and industry personnel begin on September 1, 1971. he added. Health and safety re- search, meanwhile, has been allot- ted $20.1 million for the 1971 Fiscal Year. Of this, $8.1 million is assigned to the Bureau and $12.3 million to contracts with universities and private companies. Admittedly, Osborn said, the mine fatality rate is still unacceptable, hut it was lower in the first half of 1971 than ever before---0.73 per million man hours and 0.31 per million tons of coal.

IN 1871, two furnaces at the Glendon Iron Works, which had been blown out on account of the "coal strike," were altered from the open-top plan with side flues for collecting the gas, to closed tops with cup and cone. In one furnace the suppression of the side flues permitted a considerable alteration in the profile, but in the other (No. 5) no change in this respect was made; the side flues were simply bricked up and new ones cut through the sides close to the top. This furnace was in blast over four years, and we can, therefore, form a pretty good idea of the effect of the alterations on the furnace process. The principal dimensions are; Height 72'; greatest diameter, 18'; diameter at tuyeres, 8'; diameter of top, 10'; diameter at stock line (point at which the top of the materials is kept), 11'; cubic contents, 11,900 cubic feet. The table below shows the average results for periods of twenty-six weeks each. 1st, of the open-topped furnace; 2d, of the furnace with the first charger used, which was an ordinary cup and cone (diameter of cone 5' 2") 3d, with the charger used ever since, a "double" cone 7' 5" diameter outside, having a central opening 3' in diameter. The diagram (Plate II) shows the daily variations, in the grade of the irons for the same periods.* * In calculating the average grade of each day's iron, each twelve hours was taken by itself whenever more than two kinds of iron were made in the 24 hours, and the diagram drawn accordingly. By counting, it will be found that there were more such days with the single cone than with the "double" cone, and more with this than with the open top. † Anthracite.

INTRODUCTION Nuclear waste has been generated since the time of the Curie's and continues to be generated worldwide at an ever-increasing rate as the world will (and should) rely more and more upon fission (and hopefully fusion) for power. Also, the needs for strategic weapons will also generate so-called defense wastes. The largest class of high level nuclear waste (HLW) is spent fuel, the tail end of the nuclear reactor fuel cycle. At present, spent fuel is stored at the reactors producing it or at a few accepting places for away-from-reactor storage. All such storage facilities, as presently constructed, will begin to run out of usable storage space during the next decade or so. Congress enacted and President Reagan signed into law in early 1983 the National Nuclear Waste Policy Act of 1982. This law provides for the permanent isolation of nuclear waste in deep geologic repositories. The Act sets 1998 as the date at which the first repository should be operational. This date is extremely ambitious, and the Department of Energy (DOE), which is charged with the responsibility of constructing and operating repositories, admits that this date will slip by at least a few years. The Act also provides for licensing of repositories by the Nuclear Regulatory Commission (NRC) in a fashion very similar to nuclear power generating reactors. This requirement imposes a very special rigor on the analyses, investigations, designs, construction, and operation of repositories so as to assure the protection of the public and the environment from radioactive contamination. In addition the states and affected Indian Tribes must be consulted, especially concerning siting, and, needless to say, no one wants a HLW repository in their back yard.

The annual meeting of the Colorado Section was held on the evening of Jan. 24, at the University Club, Denver, Colo.; SO members and guests were in attendance and the meeting was considered one of the most interesting ever held by the local section. After the usual dinner, the officers whose names are given above were elected for the ensuing year. Dr. David T. Day and Dr. G. H. Clevenger, of the Bureau of . Mines, were present and enlightened us with short talks on oil shales and other work of the Bureau. Mr. J. V. N. Dorr was home from a visit to New York and Washington, and told us something of the war work now going on at our National Capitol. Retiring Chairman Loughridge had been insisting for months that this meeting should be given up chiefly to listening to someone who could give his personal experience in going "over the top" in western France; after a long search he succeeded in finding Sargt. F. C. Strickland, M . M., of the Second Canadian Mounted Rifles, who had very recently been discharged from the hospital with permanent disabilities and has accepted recruiting service rather than a discharge. The success of this plan was evidenced by the close attention accorded the speaker for almost two hours, during which he described conditions, hardships, successes and failures of warfare on the western front. Hardly a listener moved during this talk, and all left with a. feeling that they would have liked to hear more. FRED CARROLL, Secretary.

It is the purpose of this paper to discuss briefly some of the recent developmellts in connection with the use of electrical apparatus for the mining of coal. For several years electricity has been employed extensively for the distribution of power, primarily for the operation of mine-locomotives and chain coal-cutters, and secondarily for motors driving pumps, ventilating-fans, rope-haulage, conveyors, crushers, auger-drills, coke-oven larries, etc. The severe and peculiar conditions which attend the development and distribution of power for the operation of coalmining machinery constitute a field to which the electricmotor seems to be especially adapted. The underground use of steam-engines, to any great extent, is impracticable for obvious reasons. The much higher efficiency of the electrical system is a potent argument in its favor as compared with compressed air, which, under ordinary circumstances, should only be employed for the operation of rock-drills and coal" punchers." The conditions in many mines prohibit the under-cutting of coal with a chain-machine; and the compressed-air " puncher," with its very low efficiency, is extensively employed. There have been no recent important improvements in the design and construction of the chain-machine, although, of course, minor changes are continually being made. More time and attention are being paid now than ever before to the details of mining-machinery, with the idea of eliminating the weaknesses which have been developed, and especially of facilitating repairs and renewals. Electric mine-locomotives are very extensively employecl for the haulage of coal on the main entries and the branchheadings; but in the majority of coal-mines the cars are still

AT the New York meeting of the Institute, April, 1907, I presented a paper entitled, The Formation and Enrichment of Ore-Bearing Veins,1 in which paper I advanced the following propositions (1) That the majority of mineralized veins are the product of expiring vulcanism ; (2) that most of these veins were primarily mineralized by comparatively rich solutions in comparatively short periods of time; (3) that the solutions gained their metal-values from a comparatively rich source; (4) that there is a barysphere containing large amounts of the useful metals; (5) that eruptions spring from various depths and bring various kinds of magmas towards the surface; and (6) that only those eruptions which disturb the barysphere and bring a magma rich in metals sufficiently near the surface to be leached by vein-making solutions are productive of valuable ore-deposits, other eruptions producing barren veins. Ore-deposits due to magmatic segregation were not included in this general survey. As a result of considerable further study I have modified my views in some respects, while in others I feel more sure than ever of the ground taken at that time. That ore-bodies are infrequent occurrences and born of extraordinary conditions I think is now generally accepted. The theory that persisted for a time-namely, that ore-bodies were formed by the ordinary ground-water, which consists of extremely dilute solutions, derived from leaching extremely lean surface-rocks, and which must occupy enormously long periods of time in concentrating the values so leached, is, I think, now pretty generally regarded as not applicable to the great majority

THE liability for damages to the surface caused by subsidence is an ever present threat in all underground mining. In ordinary lode mining, this threat rarely materializes into an action, due to the method of mining metaliferous ores, the dip of the veins, and the nature of the ground itself. In the mining of coal, however, this threat is very real. The coal frequently lies close to the surface, in beds underlying large areas of land the surface of which is suitable for agricultural or urban development. Furthermore, the coal is generally mined by the "room and pillar" method and when the pillars of coal are removed, the subjacent support is destroyed. This question of the duty of surface support has now become a very live one in Colorado. What was waste prairie land a few years ago, has become valuable agricultural land dotted here and there with growing towns. Frequent references. will be made here to Colorado conditions and adjudicated cases, but those conditions and cases and the conclusions to be drawn therefrom are equally applicable to all coal-mining states. Briefly stated, the question: is "Does the owner of the substrata or underlying mineral owe any duty of surface support to the owner of the superjacent strata or surface?" There is no absolute duty of support owed by the mineral owner and this assertion is made with full knowledge of numerous expressions to the contrary by courts of Pennsylvania, Illinois, Colorado and other coal-mining states. Whether or not any duty exists depends upon the circumstances surrounding each case, and since in the nature of things those circumstances are rarely identical, there can be no absolute rule.

In speaking of the mining and economic conditions prevailing at the present time on the Rand, it is not my intention to go into the details of the mining practice, since this has been already well described both in the Transactions' and elsewhere,2 but rather to take a more comprehensive view of the industry and its surroundings as a whole, marking its general development and the lines of its future progress. In a paper entitled Deep-Level Shafts on the Witwaters-rand, with Remarks on a Method of Working the Greatest Number of Deep-Level Mines with the Fewest Possible Shafts,' presented to this Institute in August, 1900, I drew attention to the great cost of sinking the very deep vertical shafts that were then being seriously proposed as necessary for the development of the deeper areas, pointing out the strong advisability of working this ground by means of inclines to be sunk from the existing shafts of from 3,000 to 4,000 ft. in vertical depth. In this paper it is stated (p. 975): '" In short, practice upon the Rand now tends towards fewer vertical shafts and more underground inclines, especially for the very deep mining about to be undertaken." In consequence, the 6,000-ft. vertical shafts, at one time so much discuesed, have never been started, and they do not now seem likely ever to be. Discussion of the paper of HAROLD EARLE COOK, presented at the New York meeting, February, 1916, and printed in Bulletin No. 110, February, 1916, pp. 375 to 400. ALBERT SAUVEUR, Cambridge, Mass.-I think we must all agree with Lieutenant-Commander Cook when he says that there is a great deal of room for improvement in the annealing of steel castings and that better results would be attained if the annealing were conducted in closer agreement with scientific requirements. Whether even a carefully annealed steel casting can ever be made the equal of a steel forging of good quality is still a debatable question. Nevertheless, we all realize that very greatly improved results can be attained by careful annealing. Lieutenant-Commander Cook refers to some requirements calling for annealing steel castings above the Ac1 point. He is undoubtedly right where he says that this should be the Ac3 point. Take, for example, a steel casting containing, say, 0.35 per cent. of carbon, having a very coarse structure made up of coarsely crystalline ferrite. If this is heated just above the Ac1 point the ferrite remains, of course, just as it was before, while the pearlite is converted into a solid solution, austenite. Upon cooling, all this austenite is again converted into pearlite, or sorbite, while the coarse structure of the ferrite remains unchanged and the annealing has accomplished very little. It is therefore surprising that the requirement of annealing above the Ac1 point should appear, in these specifications.

ALTHOUGH the process to which I refer in this paper has been in successful operation for nearly five years, during which time it has been introduced, superseding all other processes having in view the same end, in almost every lead refinery in the country, no description of it, giving economical data, has ever appeared in print, nor has the process been known in its details to any considerable number of engineers beside those conducting it at their works. A discussion of this subject at the present time becomes especially interesting in view of a late publication in the Prussian ministerial organ for Mining and Metallurgy, by Dr. Wedding, in which the method of treating the zinc-silver-lead alloy by distillation, as finally settled upon at Tarnowitz, is very minutely and fully described. It is the more interesting, because in that article reference is made to the American method in an unfavorable light, while, at the same time, it is clear from the article itself, that the most important details of the process, besides the one that it is conducted in black-lead retorts, were not at all understood. In publishing herewith the details of our American method, one of my objects is to invite comparisons between our simple and direct process and the elaborate one at Tarnowitz. Copper ore was first noticed in Ste. Genevieve County in 1563. The diswvery mas made by a German farmer named Simon Grass, who had occasion to make a road from his farm down the hill into the neighboring valley, and while so engaged noticed pieces of a green-colored mineral, some of which he collected. Not knowing the character of the ore he had found, and supposing it to be valua ble for its brilliant green color only, he carried a piece with him into the town of Ste. Genevieve and showed it around the various bar rooms as a curiosity. No special attention was paid to the matter until nine years later, when Mr. 0. D. Harris sent a specimen of the ore to Dr. Theodore Fay, of St. Louis, for analysis. This analysis, which was the first ever made of Ste. Genevieve copper ore, showed the specimen to contain : Copper,. .........17.75 per cent. Zinc,..........3.21 " Iron........... 24.50 " Sulphur ..........1.09 " Organic matter, silica, carbon, and oxygen,. .. 53.45 " 100.00 " From this analysis it is evident that the sample was taken from near the surface, and was probably recognized by its green color. The almost entire absence of sulphur proves it to be an oxidized form. There is on file, at the office of the Ste. Genevieve Copper Works, a paper* giving three arsays of the ore made in 1875 by Henry B.

THE method of thermal analysis, so important in the development of metallographic science, has of recent years been falling into disuse owing to the development of other physical methods which give results easier of interpretation and which can be used for the study of either equilibrium or transitional conditions because they do not require a continuously changing temperature. Nevertheless thermal analysis remains useful in the study of reactions that take place rapidly, and the simplicity of the experimental technique and the general availability of the apparatus involved are points in its favor. Theoretically, thermal analysis is capable of giving specific and latent heat measurements and therefore should permit the study of reactions on a more fundamental basis than any other method. It is, however, difficult or impossible to obtain quantitative heat measurements from cooling curves obtained in the usual way. Even if the furnace containing the sample is cooled or heated at a linear rate, or if a gradient furnace is employed to maintain a constant rate over a large range of tempera-ture, the heat flow from or to the specimen depends on its previous his-tory, for the difference of temperature between the specimen and its surroundings varies. The emissivity of the specimen surface, moreover, is unlikely to be constant. The able mathematical analysis by Russell,1 although it prevents misinterpretation of data, has an effect rather the reverse of that intended, and leaves the reader doubtful of the possibility of ever obtaining quantitative results from thermal curves. Nothing can be done to apply thermal analysis to the study of equilib-rium conditions of reactions that are not completed at rates of tempera-ture change below about 1° C. per minute, and this unfortunately excludes most solid transformations in alloys. ? The boundaries of the oil region in Pennsylvania and New York, as determined by the drill, embrace a much larger extent of territory than is generally supposed, being nearly 200 miles in length from north to south, with an average width of 25 miles, covering an area, within somewhat irregular lines, of about 4250 square miles. After twenty years of development we find these lines practically the same as those laid down by McClure in his geological map of the United States, published in 1817, and denominated and colored by him as the "line of salt," which was found in quantity long before petroleum. The eastern line of the entire oil region lies in a northeast and southwest direction, parallel to and some distance west of the Allegheny Mountains; the south line is substantially one drawn between the western boundary of Butler County and the town of Kittanning in Armstrong County; the west line passes just outside of Butler County, cutting off a small corner of Mercer, west of the towns of Franklin, Titusville, and Warren, into New York State, where it rounds off the end of this long strip in the counties of Allegheny and Cattarangus, and joins the eastern line, near Olean, New York, north of the city of Bradford. The eastern line, starting from Kittanning, passes through the northeast corner of Clarion County, the southeast corner of Warren, cutting Forest County through the centre, and reaching the beforementioned extreme northeastern developments near Olean. These lines have been taken broadly to include all territory that could ever possibly come into the question as oil-producing. These lines having been proved by the drill may be considered

During the last few years the compila-tion of formation logs from rotary well cuttings has become common practice among petroleum geologists. This meth-od has undoubtedly furnished a great amount of information valuable for both scientific and commercial purposes. How-ever, in spite of its great usefulness it has certain drawbacks, principally in the contamination of cuttings by cavings. In extreme cases this contamination can reach such proportions that it is next to impossible to draw conclusions with any degree of certainty as to the nature of the formations penetrated by the drill. This difficulty was frequently encoun-tered during the development of the Okla-homa City Field. In many cases where Wilcox sand-the most prolific sand of this field-was drilled, the samples con-sisted almost entirely of shale cavings with only traces of sand. In order to obtain more reliable knowl-edge of the formations encountered while drilling it is therefore necessary to resort to more coring, and above all to improve our present methods of coring. With this in mind a study has been made of the results of coring in the Oklahoma City Field, and the present article is mainly confined to a statistical analysis of the relation between recovery, diameter of cores and drill pipe, length of cores and a few other factors. Most of the coring in the Oklahoma City Field was done during the early part of, the development. A total of around 18,000 feet or 0.3 per cent of the total footage drilled before February, 1932, has been cored, and about 80 per bent of the cores were taken in the Simpson formation at a depth below 6,000 feet.

In the limestone area of Tintic and other mining districts of the Great Basin region of Utah, it has been observed that surface-outcrops of ore occur but seldom, and are mainly confilled to points of relatively low elevation, where the veins cross some basin or ravine. Nowhere does a considerable body of ore outcrop on the tops or high up on the slopes of the hills. Mining operations, on the other hand, have shown that large and continuous ore-deposits frequently occur in depth in the limestone, beneath large masses of barren rock. Such orebodies, when followed upward in the lodes, are found to terminate at well-defined levels, without reaching the surface. Yet the minerals-bearing fissures themselves extend above the top of the ore, being often traceable, though barren of all valuable minerals, for hundreds of feet above the stopes in the mines, and even observable in outcrops at the surface. This abrupt cessation of the ore at a uniform horizon does not appear to be connected with any change in the countryrock adjacent to the lodes. The strata above and below this horizon seem to be in every way equally favorable to ore-deposition. Explorations above it have developed an open-fissured country, barren not only of ore, but also of indications that minerals bearing gold, silver, lead or copper were ever deposited in the strata at that elevation. The height reached by the ore, while usually constant throughout the length of a given lode, may vary in particular sections, from the operation of local causes. It is well that the usual system for supplying water at high pressure purposes of hydraulic mining possesses serious disadvantageense, delay and large annual repairs. Where plough work possible, the first expense of the ditch is moderate; but it is verynree years before the work is solid and the ditch water-tight, lxPenditure for repairs being needed during this time and greaf water occurring. Moreover, in the course of a long ditch, it happens that part of it has to traverse a diffi cult country fluming, masonry, or other expensive construc tion is necessich makes even the first cost high. Haulage trucks designed expressly for mine service were introduced about 35 years ago. The first models to arrive on the scene hauled about 15 tons and easily outperformed the modified highway trucks that had been used for mine haulage up to that time. The specialized trucks obviously had a greater potential for mining operations, and once this fact was recognized, competitive pressures in both the mining and truck-manufacturing industries drove the new vehicles toward ever more efficient performance. Many changes in truck design resulted, but not all were accepted for a variety of reasons. Often poor design was the reason, but in many cases progressive and promising designs were abandoned only because the truck manufacturer lacked the courage, tenacity, or vision to capitalize on them. There were also many cases where a promising new design was abandoned because the prototypes were initiated in a mine where personnel lacked the patience to prove them. Truck Startup Takes A Team Ally new truck that is to succeed and contribute to lower mine haulage costs must be well conceived and launched with good teamwork on the part of all concerned. Naturally, it is essential to have a good overall truck design at the outset to make this teamwork worthwhile. The design must include the selection of the right components manufactured by suppliers that can each do justice to their particular part of the new truck. Last, but by no means least, the mine operator where the truck is to be launched must be enthusiastic in his efforts to see the new vehicle through to successful operation.

That the diameter of a well through the oil-producing formation has an important influence on its rate of production is a principle accepted by many petroleum technologists. Knowledge of this principle extends back at least to the time when Slichter and King1 confirmed it in a study of the dynamics of flow of water through porous strata into wells. More recently, the senior author2 and his associates3 have produced qualitative experimental data confirming the principle as applied to drainage of expanding oil and gas mixtures, and suggesting that wells of large diameter, or wells having cavities about them within the reservoir rock, enjoy a material advantage in competition with wells of ordinary diameter. Apparently, however, no one has produced experimental data designed to indicate quantitatively the advantages that wells of large diameter possess in comparison with wells of normal diameter producing under comparable conditions. This paper reviews some preliminary experimental results of this kind, together with some conclusions and speculations based thereon, which further emphasize the importance of well diameter as a factor in determining the efficiency of oil recovery. Theoretical Aspects of Radial Flow of Fluids into Wells It is well understood that in a reservoir rock of uniform thickness and permeability oil and gas flow toward the wells along radial lines. The cross-section of the reservoir rock through which the fluids must move becomes ever smaller as the wall of the well is approached. Although the process to which I refer in this paper has been in successful operation for nearly five years, during which time it has been introduced, superseding all other processes having in view the same end, in almost every lead refinery in the country, no description of it, giving economical data, has ever appeared in print, nor has the process been known in its details to any considerable number of engineers beside those conducting it at their works. A discussion of this subject at the present time becomes especially interesting in view of a late publication in the Prussian ministerial organ for Mining and Metallurgy, by Dr. Wedding, in which the method of treating the zinc-silver-lead alloy by distillation, as finally settled upon at Tarnowitz, is very minutely and fully described. It is the more interesting, because in that article reference is made to the American method in an unfavorable light, while, at the same time, it is clear from the article itself, that the most important details of the process, besides the one that it is conducted in black-lead retorts, mere not at all understood. In publishing herewith the details of our American method, one of my objects is to invite comparisons between our simple and direct process and the elaborate one at Tarnowitz.
