IN connection with certain coöperative work carried on between the Ordnance Department of the U. S. Army, the U. S. Bureau of Mines, and the U. S. Geological Survey during the year 1918, it was the writers' privilege to make metallographic examinations of a great many test bars and other pieces of nickel-steel gun forgings. The material studied came from many different steel plants throughout the country and consisted both of forgings that had been accepted by the Ordnance Department and those that had failed to pass the specified physical tests. In general, these tests require a minimum tensile strength of 95,000 lb. (42,091 kg.), an elastic limit of 65,000 lb. (29,483 kg.), an 18 per cent. elongation, and a 30 per cent. reduction in area. An average chemical composition of the steel studied is 0.38 per cent. carbon and 2.9 per cent. nickel. The steel was of both basic electric and basic open-hearth manufacture. The object of the metallographic work was two-fold: to assist in detecting defects in the steel and, if possible, to suggest remedies for the same; and to obtain as much information as possible in regard to the relation of the microstructure of the metal to its physical properties. The greater part of the investigation was devoted to defective metal that failed to pass the ordnance specifications. Many types and kinds of more or less serious defects thus came under observation, but most of these were due to the attempts by the manufacturer to meet the enormous demand for ordnance steel with more or less inadequate equipment, and were soon remedied. Two defects, the so-called "flakes" or "snowflakes" and a certain "fibrous" or "woody" fracture, were encountered so frequently and were so disastrous to the steel that the greater part of the study was devoted to them. Ix estimating the investment-value of a mining-property or plant, the value of which decreases with operation, it is often necessary to know the sum which must be set aside periodically from earnings either to renew the plant at the end off its life, or to return the capital involved when the earning-power of the investment has ceased. In such cases it is manifestly incorrect simply to divide the total amount to be retired by the number of periods (usually years) during which the investment shall be active, as the sums periodically withdrawn have a certain interest-earning power varying with the length of time they are held and with the opportunities afforded for their investment. But though the interest may be considered to accumulate regularly year by year, yet the rules and tables for compound interest do not apply, owing to the addition of a fixed amount of new money to the total at the beginning of each period. Briefly stated, the problem of sinking-funds is, to find the amount of money which must be periodically set aside at a certain rate of interest, regularly compounded, to yield a certain sum in a given, length of time. In most practical cases the interest is compounded and the fresh amount added at the same time-usually once a year-and on this basis the problem may be solved as follows

ZrB2 was produced in batches of 4 to 6 Ib by interaction of ZrO2, B4C, B203, and carbon at around 2000°C in a simple graphite resistance furnace. Techniques of production are discussed and the final design of a suitable furnace is described in detail. Several other borides were made by the same technique and the process appears to have possibilities for commercial production. N seeking out new hard and refractory com- pounds, many researchers have turned to the investigation of the borides and excellent papers have been published on the properties of these compounds. Few papers, however, have appeared on the techniques and problems concerned with the production of these high temperature substances. This report describes progress made in developing a method for preparing zirconium diboride, ZrB2, on a pilot plant scale. The literature of the borides and other refractory hard metals recently has been reviewed, annotated, and classified so completely' that it is needless to attempt such an outline here. It is enough to say that three borides of zirconium have been reported: ZrB, ZrB2, and ZrB12.2 ZrB2 is the most stable of these and is especially stable in the presence of carbon up to and including its melting point of around 3000°C. Like most borides, it can be prepared in several ways. It can be prepared by synthesis of the elements, but these are expensive and difficult to produce in a high state of purity. Obviously, production directly from the oxides would have decided economic advantages. In electrolytic production such as that of calcium boride,:' the product is recovered as a sludge mixed with electrolyte; and separation of product from adhering electrolyte and regeneration of the electrolyte is an involved and difficult process. The work on borides was started on a small scale in 1948. Late in 1949, Naval Ordnance expressed a specific interest in ZrB2 and the project then centered on this compound. After the usual experimental work necessary in a new field, ZrB2 of good quality was produced by heating mixtures of B4C, ZrO2, B2O3, and carbon to a temperature of about 2000 °C in a resistance-type electric furnace. Over 100 lb was made for experimental use tests, and the method of production probably could be expanded into a commercial operation. A similar process has been described by Kieffer and coworkers.' The main chemical problems were the development of proper charges to insure complete reduction of the elements, determination of the proper temperature range at which these reductions took place, and adoption of techniques necessary to pre- vent inclusion of such impurities as carbon and nitrides. The mechanical problems consisted of developing a simple practical furnace that would attain the high temperatures required and permit use of a controlled atmosphere when necessary and determining of suitable refractories. Both problems were solved by designing a crucible resistance furnace. Crucible Resistance Electric Furnace Attempts were first made to produce ZrB2 in an electric arc furnace, but such a furnace would not provide the degree of carbon control required for producing clean graphite-free borides, so it was decided to try working in a crucible. Obviously, the furnace would have to be constructed of graphite, as the temperatures required are too high for other refractories or heating elements. Crucibles were made by hollowing out segments of graphite electrodes, which were fitted with a cover and clamped between two electrodes so that the current passing through the thin wall of the crucible would generate heat, using the principle of the Helberger crucible furnace."? Preliminary tests with this type of furnace were encouraging and led to the furnace design shown in Fig. 1. The essential components were a thin-walled graphite crucible resting on a graphite block, which formed the lower electrode assembly, and a top electrode assembly swung from a pipe column making contact with the top of the crucible. The space around the crucible was filled with graphite prepared from waste electrodes crushed to about ¼ in. This packing had excellent insulating properties, both electrically and thermally, and could be removed easily and quickly from around the crucible by means of an industrial vacuum cleaner. The largest resistor crucibles were machined from 8 in. electrode stock and were 26 in. long, with a side wall Yi in. thick and a 1 in. bottom. Temperatures were determined optically by sighting down a 1 in. hole drilled longitudinally through the top electrode and the crucible cover. Sealing this hole at the top was a water-cooled brass sight-glass assembly, shown in Fig. 2. An opening was provided for a light flow of helium to keep the sight opening clear of smoke, and a glass prism above the sight glass changed the line of sight to the horizontal for easier reading. More recently, the prism and optical pyrometer were replaced by a photoelectric recording pyrometer. At first the charges were placed directly in the resistor crucible but this meant that everything had to be withdrawn from the furnace every time the charge was emptied. COMING over from the plant on the Denver and Rio Grande yesterday afternoon I was an interested listener to a smoking-room conversation that had to do with the experimental plant near Rifle. The people who were talking didn't know me and I didn't know them, but I learned quite a little. I understood that the plant would never operate; that it was not intended to operate; that the "oil trust" would keep it from operating; that our tramway had eaten up all our money and still was not working and would not work; that the plant was run by a bunch of kids, and that the superintendent was probably the biggest kid of the bunch. I plead guilty to the latter. But the people who were talking were misinformed. The plant is producing oil. The first sample of oil that came from our unit at the Bureau of Mines experimental plant at Rifle, Colo., was produced on Sept. 18, the first that came out of the condenser, and it is still coming. This sample of oil may mean to the United States what the first oil produced from the first well meant.

Orebodies at or near the surface are generally amenable to open pit mining. The development of a mining program involves designing an ultimate pit and a production schedule. This pit maximizes total profit while the production schedule maximize6 the present value of the property. Optimum pit limits can be approximated by two-and three-dimensional numerical techniques. These techniques presuppose that the mineralized area has been sufficiently sampled to allow a reasonably accurate prediction of grade at any spatial location.

CURTAILMENT of the mineral industry as a whole undoubtedly will follow world peace, but the output of certain minerals should pursue a course well above the average on any curve of probable output projected beyond the trends exhibited through 1939. Without speculating on industrial conditions in the pending recomversion period, demand for fluorspar should be greater than before the war because of these factors, introduced by or resulting directly from military necessity: (1) Discovery and development of new deposits. (2) Improved technology in benefication. (3) New and expanded uses for fluorspar and its derivatives. The steel industry has been and continues to be the greatest consumer of fluorspar, and it wag largely to meet the wartime needs for steel that the domestic fluorspar industry has been expanded so greatly. THE Salt Creek Oil Field of Wyoming occupies a unique position among the major oil fields of this country. Many years before the beginning of actual production in this area, in 1911, it had attracted country-wide attention as a district holding oil possi¬bilities. Even foreign capital, mainly French and Belgian, had sought out this district as having oil values and spent many thousands of dollars 'in an effort to acquire property rights' in this field which was very largely located on the public domain. Owing to inadequate laws governing the acquisition of oil lands on the Federal domain and a careless practice having grown up among oil land locators of that time, a complicated title situation quickly developed in Salt Creek. This condition of uncertain titles together with the isolation of the field from industrial centers were doubtless the two most potent factors in retarding its early development. After actual production began in 1911 governmental regulations, suits between the government, and the locator, disputed ownerships between locators and claim and counterclaim continued to retard the field's development. It is believed that the title situation in the Salt Creek Field, where potential values of such magnitudes were involved, was responsible more than any other factor for the ultimate passage of the government leasing act in 1920 affecting all oil lands on the Federal domain.

Essentially, there are four major schools of thought: (1) The Peaceful-Coexistence School. Advocates of this school call themselves free-traders and hold to the premise that: (a) trade benefits all parties involved, hence it is the best tool to achieve peace; (b) US trade barriers should be removed, and the quicker the better; and (c) negotiations, cultural exchanges, and political compromise should be used extensively.

Returning the original soil material to the surface of smoothed mine spoils is a practical means of restoring agricultural productivity. Research has established that high-sodium spoils in North Dakota: (1) must be covered with about 70 cm of soil material to achieve maximum production; (2) top-soil must be segregated and spread separately from subsoil; (3) potential production depends on the quality of the soil material returned; and (4) erosion and upward salt movement must be controlled for sustained production. Erosion is best controlled by reducing final grades as much as possible during the smoothing process followed by prompt establishment of vegetation.

Although the amount of dust that will be actually recovered in the six main dust-control systems cannot be accurately stated until the tests mentioned previously are carried out, it is estimated that the average air entering the wet collectors will contain around 5 grains of dust particles per cubic foot. This means that the six systems handling a total of about 133,000 cu.ft. of air per minute will return about 68 1/2 tons of dust to the concentrator per day and since the copper in this dust will average around 2 per cent, the total recovery is approximately 1.37 tons of copper every 24 hours. This important copper recovery is not due entirely to the dust-control system since in a plant without control only the duct that is dispersed to the atmosphere represents a loss. A conservative estimate of the recovery of copper solely due to the dust control system would be about half of the total or approximately 0.70 tons of copper per day.

The general plan of a comprehensive series of comparable papers descriptive of mining practice in various parts of the country, launched by this committee some seven years ago having been adopted by the U. S. Bureau of Mines, the feeling was general that the Committee could safely 1eave.that part of its work in these capable hands and turn its attention to other matters. A theoretical development is presented which reformulates Fick's first law for diffusion in the solid state. The diffusion flux of component i in a multi-component system, Ji, is related to its local concentration, ci, and local jump frequency, ri : where a is a geometric factor and d is the jump distance. The product, ciri , is defined as the local concentration of atomic jumps for component i. The analog to Fick's second law is also derived. A solution to this equation is presented, which permits the experimental determination of the variation of atom jump frequency with composition in multicomponent systems. HISTORICALLY, the description of diffusion in the solid state has been presumed to be best approached as an application of more general diffusion laws, known as the phenomenological equations. These equations relate the flux, Ji, of the various components, expressed in atoms, grams, or volume, to the driving force involved, expressed as either a compositional or chemical potential gradient, sumption that the flux is simply proportional to the driving force is the foundation of this approach. The phenomenological equations take the form: where the concentration gradients are assumed to be the driving force, and: if the chemical potential gradient is taken as the driving force. The coefficients Dij in Eq. [1.] are the "diffusion coefficients"; the elements of the corresponding matrix in Eq. [2], the Mij, are called the "mobilities". Eqs. [I] and [2] may be considered to be definitions of these phenomenological coefficients. A formidable body of literature has been generated about these equations; this literature dates back to their original formulation for the simplest case of binary diffusion in a fluid, by Adolf Fick, in 1855.' This description has been shown to be self-consistent. However, the "constants of proportionality", the Dij or ,Mij, are not constant: they vary with composition in all but the simplest systems. Even in the case of tracer diffusion, wherein it can be shown that the diffusion coefficient is constant, the mobility, which is considered in irreversible thermodynamics to be the more physically meaningful quantity, varies with the concentration of the tracer involved.' In more complex systems, it is necessary to evaluate the entire matrix of phenomenological coefficients, as a function of composition, in order to describe diffusion locally. Further, in order to determine this matrix experimentally, it is necessary to produce diffusion couples that have different sequences of compositions; the matrix may be evaluated only at points where these "composition paths" cross.* Finally, and perhaps most

I. INTRODUCTION. FOR a period of several years, and in a large number of cases, the Metallurgical Laboratories of the New Mexico School of Mines were employed in umpire work. During this time many important local problems were solved. Against the results of careful chemical analyses of ores, assay-returns were often checked. In many cases the assay-methods of mine and custom-smelter were compared, and both often found faulty for the ore concerned. A wide range of ores was covered. Many of the chemical analyses and assays were made by Dr. F. C. Lincoln, Professor of Metallurgy, now of the Montana State School of Mines. A varied series of instructive assays was prepared by Prof. R. B. Brinsmade, now of the West Virginia State University. Single assays and given series of tests were undertaken by H. T. Goodjohn, now chief chemist to the Cia. Metalurgica de Torreon, Coahuila, Mexico; by H. J. Hubbard, now superintendent of the Butters Divisadero Mines, Jocoro,. San Salvador, C. A.; by E. D. Morton, now superintendent of the Arizona & Nevada Copper Mining Co., at Lunning, Nev. ; and by A. W. Edelen, now superintendent of the Angangueo Unit of the American Smelting & Refining Co., in Michoacan, Mexico. A critical comparison of assay-methods that were found to be followed in the case of certain gouge-ores mined in the Mimbres range in New Mexico, and about which there had been much controversy, was made by D. F. Riddell, then Acting Professor of Assaying, and now superintendent of the Providentia Mines Co. of Parral, in Chihuahua, Mexico. To him is due the credit of much that is contained in the following notes, which be has generously permitted -to be used in advance of the publication of the complete results.

A wide-ranging series of experiments has been carried out on value minerals (sphalerite, smithsonite and hematite) and gangue minerals (quartz and calcite) to assess the properties of various commercially available vegetable and synthetic tannins as dispersants for these minerals in a finely ground state (<5 microns). Experiments to determine the dispersing power of each reagents on every mineral have been performed through sedimentation tests run first in water and afterwards in the presence of a collector having specific action on the mineral concerned. The tests have been extended to a wide range of dispersant concentrations, maintaining the pH and collector concentrations at the levels known to be the best for the flotation of the various minerals. By comparing the results obtained on each mineral, conclusions have been drawn on the possibility of using different classes of vegetable and synthetic tannins in the selective flotation of fine particles. These results have been related to the structure of the tanning compounds and to the surface properties of the minerals.

A Discussion of the Paper by Mr. H. A. Guess, read at the Atlantic City meeting, February, 1904. MR. JOSEPH P. GAZZAM, Germiston, Transvaal, So. Africa (communication to the Secretary*) :-About fourteen years ago, in southeastern Missouri, I used a method for the wet determination of lead which closely resembles the modified sulphate-chromate method described by Mr. Guess. The principal difference, however, is, that after dissolving the lead chromate in hydrochloric acid, the chromic acid is determined by means of a standard solution of ferrous sulphate. The method, which I believe is still in use in southeastern Missouri, was found to be convenient and accurate for the determination of lead in the ores and various products of the mills and furnaces in that district, but it was never used for complex ores. A number of determinations of lead in mill-tailings were made in the year 1891; a few of these results are given in Table I.

This paper presents the historical trend and de- fines the causes of drilling cost escalation in the Gulf of Mexico during the 1970&apos;s. The three major components of escalation are: 1) inflation, 2) supply-demand imbalance (demand pull) and 3) decreases in drilling efficiency. The decade was divided into three periods. During each period one component of escalation was responsible for most of the rise in costs. From 1970 through 1973 only inflation pushed costs upward. During 1974 and 1975 a supply- demand imbalance caused most of the escalation. Since 1975, decreases in drilling efficiency have produced the major component of escalation. During any one year or period of years, the sum of the three components will give the total escalation rate. The reasons why different components contribute more toward escalation during certain years than others are shown by following the timing of oil and gas price increases, the overall quality of the acreage offered each year in offshore lease sales and the resulting drilling activity.

IRON and copper are mined in the Lake Superior district. The iron mines of the district have the best safety record for that industry in the country as a whole, while the copper mines of the district rank second in two of the four years recorded (Table 1). In Utah copper comes mainly from open-pit mines, which enables that state to lead easily in safety. All of the Michigan production comes from deep underground workings. About 60 per cent of the iron miners in St. Louis County, Minnesota, are employed at open-pit mines; this favorably affects the combined open-pit and underground accident-frequency rate, as this county provides most of the Minnesota-mined iron ore. In Michigan, however, there are few open-pit mines, the bulk of the production coming from underground mines, while all of the Wisconsin production, just across the state line from Michigan, is from underground mines. In spite of the fact that fewer mines in Michigan use the safer open-pit method, the iron-mining industry of that state maintained a consistently low record from 1931 to 1934; however, it was many points behind its nearest competitor, Minnesota, with its much greater production from open-pit mines.
