(Glen Summit Meeting, June, 1911,) DURING April, May, and June, 1910, I was in charge of an examination of the greater part of the Moa iron-ore area in Oriente Province, Cuba, on the north coast, near the east end of the island. My instructions, on arrival at the properties, were to check former estimates of tonnages and grades, and to re-examine the ore comprised in claims covering 44,727 acres. This work included .the running of lines dividing the properties into co-ordinate planes, the boring of many thousand feet of holes spaced at the intersections of these co-ordinates, the taking of samples of the ore penetrated, the analysis of these samples for their various constituent minerals, and the determination of the results as to tonnages, depths, and grades, both for individual properties and for the entire group. Each section of every one of the thousand holes drilled was to be compensated for depth and grade with every other, a series of simple arithmetical calculations of no slight magnitude, the mere mechanical labor of which consumed much time, but finally resulted in giving a complete average of all the essential facts for the entire area of 18,000 hectares. Had it not been for the more than willing, active, and able co-operation of the officers of the Spanish-American Iron Co., from Charles F. Rand, President, and Jennings S. Cox, General Manager, down to the most humble water-carrier, the work would have consumed far more time than it did. Papers prepared by others, and to which my present paper may be considered an addendum, elucidate, more fully than I could hope to do, the origin and geological character of these ores. I will confine myself to the situation, method and expense of exploration, and to probable courses of development and mining, with some attention to the cost of the ore delivered in the United States.

THE tremendous stimulus given to the mining industry by the gold and silver policy of the present administration has found the capital market for mines ill prepared to afford practical means of financing. Particularly has this been true of the host of abandoned high-cost producers and prospects which increased gold and silver prices have made potentially profitable. In a comparatively short time, experience has demonstrated abundantly that valuable properties have frequently failed to secure capital, while questionable properties have drawn to themselves and their promoters more of the public moneys than their prospects justify. Singularly enough the fault is usually attributable to faulty financing. Discussion and study of this problem are vital to the industry.

Not infrequently, in the case of the failure of a metal structure, such as a bridge, tank, airplane, gun carriage, etc., a doubt arises whether the failure was due, among other causes, to the effect of an overburden or of an explosive maliciously or accidentally exploded in contact with it. As few means of discriminating between the effects of these causes have been known and these means were of a rough qualitative character, it was surprising to find in the record of an inquiry into the failure of a structure, the statement that, by observations on the Neumann bands in the structure, it was possible to determine the speed of breakage in the metal and to distinguish between a fracture caused by an explosion and one caused by an ordinary mechanical strain. Such a criterion, if well proved, was of value to the explosives experts of the Bureau of Minea, the Ordnance Department of the United States Army and the Bureau of Ordnance of the United States Navy, but search showed no record of it in the literature nor did any of the metallurgists and metallographers consulted know of any data on which such a criterion could be based having been assembled and critically studied. However, it was universally held that there was promise in the idea and that there exkted unique facilities at the Bureau of Mines Experiment Station at Pittsburgh for the preparation, under definitely known conditions, of material for study by metallographers, and that material of value might also be obtained from the proving grounds of the Army and Navy. Therefore, with the approval of the Director of the Bureau of Minea and the Chiefs of Ordnance of the War and Navy Departments, the Chairman of the Division of Engineering of the National Research Council, on April 12, 1919, appointed a Committee on the Investigation of Neumann Bands, which has since been engaged in this study and which, after some slight change in its personnel, consists now of the following: Dr. William Campbell, Advisory Metallurgist, Bureau of Ordnance, Navy Department. P. B. Foley, Metallurgist, Bureau of Mines. S. P. Howell, Explosives Engineer, Bureau of Mines. Comdr. 0. M. Hustvedt, U. S. N., Bureau of Ordnance, Navy Department. Dr. Charles E. FOR many years the Homestake Mining Co. has devoted serious attention to the elimination of accidents, and ground is steadily being gained in this direction. In accident prevention work it is line-plunging with perfect teamwork and not the spectacular forward pass that brings progress toward the goal. In both surface plants and under- ground workings we regard "good housekeeping" as a first requisite for safety as well as efficiency. Under this term are included all types of safety guards and protective devices as well as cleanliness and orderliness it working places. Perhaps the most important factor in safety work is to arouse and maintain employee interest. The general morale and contentment of employees is of particular importance.

Discussion of the paper of Charles R. Keyes, Bi-Monthly Bulletin, No. 19, January, 1908, pp. 1 to 31. BERNARD MACDONALD, Guanajuato, Mexico (communication to the Secretary*) :-Mr. Keyes's paper is very interesting to me because of my personal experience with the development of the ore-deposits of Lake Valley. Seeing that many of the important facts connected with the early history of the development of these mines are either now unknown, or have become more or less distorted, and thinking that it would be interesting as well as valuable to have these recorded as a historical supplement to Mr. Keyes's elaborate paper, I present the following narrative: In February, 1881, soon after the Atchison, Topeka & Santa Fé railroad made connection with the Southern Pacific at Denting, N. M., the Lake Valley properties were brought to the attention of New York and Philadelphia capitalists by John A. Miller, of Silver City, N. M. At that time silver was $1.10 all ounce and silver-mining was very attractive. Vast fortunes were being made in Leadville and other Colorado camps, and Tombstone was pouring out its millions. Lake Valley, like all' other mining-camps in their early history, had its drawbacks, but the railroad, then passing within 14 miles of it, mitigated many of these. The camp lay in the foot-hills of the Black range, in which the Apaches had their stronghold, and raided, when it suited their convenience, the surrounding country, killing the prospectors and pioneer settlers and stealing their cattle. This band of Indians was joined by the outlaws and desperadoes from the frontiers of Texas, Arizona, and Mexico, who collectively defied the United States soldiers, restrained, as the latter were, by the mollycoddles from the East. ONLY two of the Institute's 26 Local Sections were unrepresented at the delegates' three sessions, held on Monday morning and afternoon and Thursday afternoon of the annual meeting. The Philadelphia and Wyoming Sections alone sent no delegates. In all, seven hours were spent most profitably in reviewing the work done by the Institute at headquarters and in the field, comparing ideas and practices in varied activities, and in establishing personal contacts. Cordiality and the co¬operative spirit marked the meeting and apparently no one had any serious grievances to air. Four motions were introduced and unanimously passed. The first, which was introduced by B. L. Sackett, was a recommendation by the delegates that a national committee be appointed to cooperate with Local Sections in the matter of student activities, to promote Institute welfare. It was agreed that this recommendation be made simultaneously to the Board of Directors and to the Mineral Industry Education Division. A subsequent resolution by A. M. Smith was passed asking that a part of the duties of this committee be to secure the opinions of Local Sections as to the most desirable methods of interesting students in the preparation of technical papers, by giving prizes or otherwise, and to report their findings at the Section Delegates' meeting next year.

RECENTLY a prominent Brazilian' doctor wrote to an American friend: "I feel that cultural relations between the American and Brazilian people could be promoted in a very speedy and effective way by establishing contacts between men of the same professions. . . . A Brazilian mechanical engineer could be immediately interested in relations with American colleagues, even if he had never heard of Longfellow and was not interested in Stokowski's orchestra. . . . A large number of cultural ties could be established between specific groups of men who have already some common interest, and who, whenever they meet, can do something that naturally brings them closer, that is, `talk shop."' In appointing a committee on Inter-American Engineering Relations to cooperate with the Department of State in its program of fostering cultural relations with the other republics of this hemisphere, the American Engineering Council has taken a step which should lead to a greater sense of unity and fraternity among engineers of the Americas. That such unity and fraternity are part and parcel of the moral defense of the hemisphere is obvious. For years engineers of the United States have been traveling South and South-east to construct roads and bridges, dam rivers, harness waterfalls, build ports, install and operate mining equipment, and erect buildings and plants, often at the risk of life. Those in the teaching profession in this country have had as pupils a growing number of students from our neighboring republics whom they have sent back home trained in the most efficient engineering methods. In a sense, however, these relations with the other nations on this side of the globe have been haphazard and left to chance. Personal acquaintance among engineers has played its role but no organized attempt appears to have been made to take advantage of the natural relationship which geographical and historical factors should encourage.

No symposium on die-casting could be complete without consideration of the methods of formula and impurity control. No corisideration of control would be complete without discussion of that new tool of the analytical chemist and inspector, the quartz spectrograph. Just as there is an increased appreciation of the possible applications of the die-casting process and of die castings, so too is there, slowly but surely, of the spectrograph. At present the role of the instrument might well be compared with that of brass or magnesium die castings. Neither is as widely understood or known as they will be. Product specifications are increasing and are getting more explicit and often more rigid. The designer, metallurgist and production engineer or superintendent will be forced to depend more and more on the chemical laboratory. Sampling, as well as analyses, testing and inspection problems will grow. The chemical laboratory must meet its increased responsibility and use of the spectrograph will become more common. Advantages of increased precision, greater speed, lessened labor and often lower costs cannot be ignored. It will be the purpose of this paper in part to outline the respective fields of chemical and spectrographic analyses and to indicate where one may overlap the other and in part to indicate certain possible sources of contamination of zinc-base die-cast alloys in particular. Composition Aluminum.-Aluminum die die castings are expected to conform to the specifications of the Amcrican Society for Testing Materialslt and the Society of Automotive Engineers2. The A.S.T.M. has recognized seven aluminum alloys in Tentative Specification B85-33-T. TWO are straight silicon and the remainder are of the copper-silicon type of which alloys VIII and IX have in addition respectively 2 and 4 per cent of nickel, but unlike the others are not covered by S.A.E. as well. I HAVE been greatly honored as your unanimous choice for President of this. Institute, with which I have been associated during my entire professional life. It is customary for your new President, on these occasions, to make some observation on matters of general interest from the engineer's standpoint. The profession of engineering in the United States comprises not alone scientific advisers on industry but, in great majority, is comprised of the men in administrative positions. In such positions, they stand midway between capital and labor. The character of your training and experience leads you to exact and quantitative thought. This basis of training in a great group of Americans furnished a wonderful' recruiting ground for service in these last years of tribulation. Many thousands of engineers were called into the army, the navy, and civilian service for the Government. Thousands of high offices were discharged by them with credit to the profession and the nation. We have in. this country, probably, one hundred thousand professional engineers. The events of the past few years have greatly stirred their interest in national problems.' This has taken practical. form in the maintenance of joint committees for discussion of these problems and support to a free advisory bureau in ,Washington. The engineers want nothing for themselves from Congress.. They want efficiency in government, and you contribute to the maintenance of this bureau out of sheer idealism. This organization for consideration of national problems has had many subjects before it, and I propose to touch on some of them this evening.

Description oF Costs ................... 64 Introduction We have endeavored in the following "sheets" to give the unit construction costs derived from 'the building of the Arizona Copper Co.'s new smelter, Clifton, Ariz., starting in February, 1912, and completing February, 1914.l In Chapter I—Unit Costs—are to be found the most elementary total unit costs which the accounts provide for. They are usable in the Clifton district. Here too are found the percentages to be added to an estimate for Engineering and General Expense. In Chapter II—Comparative Costs—these elementary costs have been classified, averaged and reported as labor and material unit costs. In such form the labor unit costs, when properly applied to similar conditions as these under which they were derived, are usable anywhere. The material unit costs are better disregarded for more accurate estimates and replaced by a newly priced bill of material. In Chapter III Composite Costs are given. Much has been said and written about the various uses of die castings, their applications in the various industries and their advantages and disadvantages. Examination of this literature, however, fails to disclose any data concerning the effect of temperature upon any of the physical properties of die-casting alloys. The uses and applications of die castings are so numerous, and of such a varied nature, that far too lengthy a manuscript would be required to list all of them. Brief mention of some specific cases will suffice to illustrate the temperature ranges in which certain die castings function. Automobile hardware, such as hub caps, door handles, radiator caps, etc., can be used as one example. Castings of this type are constantly exposed to varying climatic conditions, temperatures ranging from below zero to upwards of 100" F. Refrigerator parts, such as ice-cube trays, etc., form another example. Approaching the other temperature extreme, we encounter conditions such as are found in kitchens in which oven-heat indicator parts, cooking utensils, waffle grids, etc., embody use of die castings, where temperatures as high as 500" F. are often met with. Because of this variation in service temperatures, it was felt necessary to ascertain the effect of these temperatures upon the physical properties of die-casting alloys. The Charpy impact test was chosen first because of its simplicity, and because of the fact that brittleness is more likely to be objectionable in die castings than hardness or other physical properties. Alloys Investigated Two types of alloys were used in this investigation—zinc-base and aluminum-base alloys. Two alloys of each group were included. Those most generally employed in the industry at present were selected. Alloys A and B are of the same nominal composition, and correspond to A. S. T. M. alloy XXI, containing 4 per cent aluminum, 3 per cent copper, 0.1 per cent magnesium, and the balance zinc of 99.99 per cent

ADOLPH GREINER, Seraing, Belgium :-I have nothing special to add to Professor Hubert's paper except to say that there are some little things that it would be well to have cor-rected when the paper comes to be published. In dealing with the thermal efficiency of the engine, you will find that the 29.84 per cent was a very high one. Professor Hubert has forgotten those engines built under the Cockerill type, but he has referred to them in Appendix II. At our works at Cockerill we have built 63 engines, giving 63,000 h.p., and the other companies who have received licenses have built 113 engines, making 103,000 h.p., and aggregating 176 engines and 166,000 h.p. Eight years ago I had the pleasure of giving to the Institute the results obtained up to that time. Since then a good many engines have been constructed. In 1898 I thought a blast-furnace producing 100 tons of pig iron would allow 3,000 h.p. Professor Witz and Professor Hubert show that with the same production of pig the new engines take 3,800 h.p. out of the gas. At present at Cockerill we make 700 to 800 tons of pig iron per day, and we hope to have 26,000 h.p; in a few years. At present we have only half of that in gas-engines, but we hope to have in five or six years all the gas out of these furnaces to the number of 25,000 or 26,000 h.p. MR. MAJOR technical advances seldom occur in a single year, and this is especially true with aluminum and magnesium where marked improvements in metallurgical processes and products took place during the war years. Nevertheless, the light metals and alloys, particularly aluminum, are advancing in commercial importance and are finding their niche in industry. New applications during the year have resulted from a better over-all knowledge of properties, handling, etc., rather than from revolutionary new developments.

A YEAR ago, ,at the Institute's dinner, I closed my A remarks with the words: "The scientist devotes his life to the advancement of learning; the engineer gives his to the advancement of living." May 1 begin tonight where I left off then and speak first of the distinction between science and engineering? This difference is a difference both in purpose and in method: it is the sharp contrast between theory and practice; it marks the broad gap between dream and attainment. Sometimes it happens that the investigator is also the builder and applies what he discovers, yet the distinction between science and engineering serves to point out the broad dependence of the engineer upon his brother the scientist. You remember .the old - saying that "where there is no vision the people perish" translate this into modern experience and we may say that "where there is no science, the engineer fails."

A Discussion of the paper by Mr. James P. Roe which was read at the Washington meeting, May, 1905. MR. C. EDWARD STAFFORD, Chester, Pa.:-During all my business life, I have been engaged in the manufacture of Bessemer and open-hearth steels, but, during my long connection with the Shoenberger Steel Co. of Pittsburg, I had some experience in the manufacture of high-grade puddled iron for horse-shoes and in the making by Dr. Otto Wuth's process extremely pure low phosphorus puddled blooms (analyzing from 0.005 to 0.01 per cent. of phosphorus and sulphur), which were melted with low-phosphorus pig-iron in acid open-hearth furnaces to make extra locomotive fire-box steel. I have also seen the Dank's puddlers in operation at different times and places, notably where they were most successful, at the Otis Steel Works, Cleveland, Ohio; then under the management of our friend, Mr. S. T. Wellman. These Dank's blooms were made solely for open-hearth melting-stock to which they were well adapted ; the unavoidable presence of bits of ore-fix imbedded in the mass of the, metal always prevents the profitable manufacture of merchant iron from Dank's blooms. With the experience just described, I was to some degree in position to value fairly the means, methods and results of Mr. Roe's mechanical puddling from the metallurgical or technical and economic points of view, when given an opportunity by Mr. Roe to see his puddling furnace or machine in operation in Pottstown, Pa. Briefly, the furnace, with water-cooled bottom, is rectangular in plan, about 20 by 8 ft. in the clear, suspended by trunnions at the middle of the long sides, at a. height of 17 or 18 ft. above the general level; the oscillation (65° each way from the vertical) is accomplished by geared segments (attached to the downward-projecting side or trunnion-plates) with which engage pinions driven by a reversing engine. Gus C. Henning, New York City: In taking up the discussion of these specifications it is necessary that I give definitions of what I understand under the term " Specifications." There may be three kinds, viz.: (1) Specifications in general; (2) Standard Specifications; (3) Standard International Specifications. 1. A Specification is a document used in commerce which should clearly define the qualities of material to be supplied by the producer, the tests which shall be applied for their determination, and the methods which shall be applied for the purpose of determining that the entire product shall possess such qualities, properties and finish as are desired. The terms used in such document must be applied in accordance with their strict technical definitions as used by those most conversant with them, and the language should be of such accuracy that there can be but a single interpretation of each and every clause.
