"The twenty-one members of the Organization for Economic Cooperation and Development, comprising eighteen western European nations plus Canada, the United States and Japan. account for two-thirds of world steel production. The Special Committee for Iron and Steel was formed by the OECD to study trends and problems in the steel industries of member countries. The paper begins with a summary on the Organization, including an historical sketch, its structure, member-ship and objectives. The steel industry of the entire OECD is briefly described before proceeding to a more detailed discussion of various aspects of the steel industries of European OECD members, emphasizing practices and conditions that differ from those in North America. Benefits to Canada of representation at meetings of the OECD Special Committee for Iron and Steel are described."

On the occasion of the 14th Mill Operators’ Conference and marking 40 years since the first one was held in Mount Isa in 1978, it is fitting to review the history of the Conference and its development over that time.The first 10 Conferences were irregularly held at three to four year intervals, with 9 of these in regional centres of Australasia. It is only since 2012 that the Mill Operators’ Conference has become a regular biennial event, alternating with the MetPlant Conference.The number of people attending the Conference has more than doubled to 470 delegates at the 13th one in 2016. It has outgrown its regional beginnings.Papers presented to the previous Conferences have been analysed according to commodity, country of origin, technology and theme plus the affiliation of the authors to discern any trends that may assist in planning the future events.Suggestions are made as to how the AusIMM might wish to arrange its mineral processing/metallurgical conferences.Recent changes to the structure of the Conference providing a more meaningful experience for the delegates and increasing their interaction and involvement should be vigorously pursued.CITATION:Munro, P D, 2018. Education in Australia now has to respond to a very wide political and policy agenda. The political emphasis is upon increasing participation and retention rates with a view to greater graduation rates in `high-tech' disciplines. There is an implied linkage between `education' and `economic well-being'. Our argument is that equalitarianism in education tends towards mediocrity. In this context many Geoscience educators view the future with pessimism. The argument is that science has been `sold short' and needs revitalising. We contend that Geoscience coursework should be a feature of both secondary and tertiary education in Australia. To this end we propose six policy initiatives to increase the content of Geoscience in education programmes.

VOLUME III The objective of Volume III of this report is to provide a concise review of six major types of legal constraints, controls, and regulations on surface coal mining in the United States, as of January, 1976. At the same time, an attempt is made to format the details of federal and state exploration, mining, and reclamation regulations such that point-by-point comparisons can be made and updated as revisions occur. Thus, Volume III should provide both an executive overview and a user's manual of legal controls of surface coal mining.

A minitest, consisting of an injection/production well and at least two observation wells designed to detect the arrival of injected fluid leached minerals, and nonideal flow, is considered in this report. The test goals are to determine the susceptibility of the host formation to uranium leaching, kinetic parameters to scale the process, and to facilitate site restoration. This report considers permeability and mineral heterogeneities and other oxidant-competing minerals. To circumvent these nonidealities, which obscure the results, methods of interpretation have been proposed and tested by a computer simulator. In complex cases, clear-cut methods of interpretation were not found; but in every case the design of a test most susceptible to interpretation has been considered. The minitest is operationally simple and can be completed in a short time. With the correct design and interpretation it can return information to evaluate economics, ensure satisfactory leachate performance, scale to larger operations, and to identify restoration problems.

A total of 26 full-scale production blasts at three sites were extensively monitored with sophisticated instrumentation systems to determine the benefits of "ore. accurate detonators. The new and "ore accurate MS electric Masterdet detonator was tested against conventional detonators to determine any increase in productivity outputs. All blast design parameters between paired blasts were kept as constant as possible with the only difference being the inherent accuracy of both detonator systems.

Researchers examined datasets from two separate studies that measured common demographic variables but different safety performance outcome variables. Of specific interest was how types of experience might relate to workers’ preparedness to effectively mitigate or respond to both routine and nonroutine risk in the mining industry. The results suggest that individual factors such as length of job, industry, and mine experience are predictive of routine safety performance — as measured by self-reported proactive and compliant safety behaviors — and/or nonroutine safety performance — as measured by perceived competence in self-escape knowledge, skills and abilities (KSAs) — in significant and sometimes unexpected ways.

The basic mining law of Netherland India is contained in N. I. Statute 1899 , No. 214 , as amended by N. I. Statute 1910 , No. 588 , and 1919 , No. 4 , which is quoted as the " Indian Mining Law, " the effective date of which was fixed as May 8 , 1907 , by proclamation dated October 12 , 1906. The Indian Mining Law was supplemented by Ordinance No. 38 , of 1930 , which was passed by the Volksraad on March 18 , 1930 , to become effective on October 1 , 1930 ( superseding an earlier ordinance entitled " Government Gazette , " 1906 , No. 434) . An important law with respect to American petroleum rights , Statute No. 23 , passed February 9 , 1928 , approving contracts between the Indian Government and the Netherland subsidiary of a large American oil company , is in the nature of a private law or of an enabling act ( see section of this paper entitled " Rights of Foreigners" ) . Statute 1930 , No. 348 , effective October 1 , 1930 , sets forth in minute detail conditions under which prospecting and mining permits may be granted. Statute 1930 , No. 341 , effective October 1 , 1930 , embodies the police regulations of the mining industry.

Ca-Ni based alloys were investigated on structures, hydrogenation properties and the effect of additive elements on hydrogenation properties. CaNi, samples were decomposed to form a new hydride with a CsCl-type structure on the constituent metal atoms at high temperatures such as 673K in a hydrogen atmosphere. The candidate of the third element which was added to stabilize the original compound was investigated by using the Miedema's semi- empirical model and, as a result, Pd was chosen. The hydrogenation of CaPd was conducted with a Sieverts' type apparatus and the synthesis of Ca-Ni-Pd ternary alloys was performed by high frequency heating.

ONE OF THE many services rendered by the Federal Bureau of Mines is the identification and general examination of ore and mineral samples. Many of these, coming from almost every State in the Union, are clay and shale samples. Other Government agencies, State geologists, universities, and other laboratories are often requested to make similar examinations. This publication describes methods of testing these samples. An earlier paper, published in 1943, described Bureau of Mines methods of testing such clays.3 This paper was to be followed later with another (part II) that would describe much more thorough testing than did the rather general outline of part I. Part I has been out of print for some time and needs revision, and part II was never written; hence, the present publication is designed to include part I and also those additions intended as part II. The tests presented in part I were simple, requiring only the ordinary equipment to be found in any good chemical laboratory. The second publication was to include a greater number of test procedures and information on increasing the accuracy and precision of those previously given.

"The treatment of water is required at many mining operations to remove metals and prevent the discharge of contaminated water to the environment. In other cases, water treatment is used to provide better quality water for recycle to the processing plant, or to process bleed streams in hydrometallurgical operations in order to prevent deterioration in metallurgical performance or process equipment. BioteQ Environmental Technologies Inc. has developed and commercialized the BioSulphide® Process which can provide an alternative for these treatment needs and which can also be used for profitable metal recovery, particularly in cases where conventional metal winning techniques are not economical. The BioSulphide® Process is a high rate anaerobic biotechnology for on-site production of H2S from sulphur species, although for smaller flows and metal loadings, the use of chemical sulphide reagent might be more cost effective. Both new projects and existing commercial operations, used for removal and/or recovery of copper, nickel, and zinc, and which range in sulphide generating capacity from 50 kg/day to 3.7 tonnes/day, are discussed. Particular focus is placed on the results of operations at the Raglan Mine in Northern Quebec where dissolved nickel is removed from contaminated water at a high efficiency through the precipitation of nickel sulphide. Plant effluent is discharged directly to the receiving environment and the high-grade nickel sulphide product is combined with the nickel flotation concentrate produced at the mine. The plant at Raglan will replace the existing conventional water treatment plant and will eliminate the need for on-site storage of treatment plant sludge.INTRODUCTIONThe BioSulphide® Process, which produces low cost H2S for use in selective metal precipitation, offers a low capital cost alternative which can operate efficiently and cost-effectively within a wide range of flows and solution grades. Since the technology can be used to recover metals from solutions with low flows and metal grades, the technology is also applicable to environmental applications for water treatment, with the sale of recovered metals providing an offset to treatment costs. For environmental control, the technology has a distinct advantage in being able to meet strict effluent discharge criteria due to the very low solubility of metal sulphides. To date, BioteQ Environmental Technologies has designed and constructed three plants for metal sulphide precipitation, with another three projects in the advanced development stage."

In 2008, the authors developed a methodology for identifying underground coal mines at high risk for major-hazard events. It focused on major hazard-related violations of safety standards associated with high-risk conditions. Later, using a sample of 103 mines with 2008 and 2009 data, injury measures and U.S. Mine Safety and Health Administration (MSHA) citation data were combined into a safe performance index (SPI). The SPI was used to assess the relative safety-related risk of mines, including by mine-size category. In this paper, comparisons are made of SPI-associated, normalized safety performance measures across mine-size categories, with emphasis on small-mine safety performance as compared to large and medium-sized mines. Since its creation in 1910, the Department of the Interior's Bureau of Mines has pioneered in the development of mineral technology, through research. From the very beginning, research on mine health and safety has been a dominating concern, and a responsibility that expanded markedly as a result of the Coal Mine Health and Safety Act of 1969. Until the mid-1970's research on fuel technology and coal production also was an important part of the Bureau's work. But in the four years following the 1973 oil crisis, Congress established a reorganized Federal energy research apparatus in which all fossil fuel research-encompassing extraction, use, and conservation-was centralized. Today, the Department of Energy houses Federal research on coal mine production technology, while research on coal and noncoal mine health and safety and environmental technology, and on noncoal mine production technology, remains in the Interior Department as a continuing responsibility of the Bureau of Mines. "INTRODUCTION The term ""friability"" as applied to coal may be defined as the physical property of coal which expresses its tendency to become reduced in size during handling as a result of such external forces as impact and attrition. Thus friability is a quantitative concept and property, and hence can only be defined in relative terms or in terms of measurement. Methods of measurement are difficult to formulate and apply because coal is anything but homogeneous in physical structure and chemical constitution. aMoreover, friability itself is a composite property obviously dependent upon a group of other specific characteristics such as cleavage, fracture, tenacity, hardness, and elasticity, which vary from coal to coal with change in rank and even between individual coals of the same rank. These characteristics affect the friability values of different coals to varying degrees, but this fact does not impair the usefulness of and the need for friability measurements.The amount of breakage or degradation in size that a coal suffers in mining, preparation, and subsequent handling depends upon its inherent friability and the severity of the handling treatment which it receives from the time it is taken from the bed until it reaches the consumer. The value of the coal to the producer and jobber depends in large measure upon these same factors--friability and severity of treatment—because the larger sizes still command a premium in the ordinary market. Although much has been accomplished by the coal-producing industry in minimizing the breakage of coal in mining and preparation, it is apparent that additional reductions in breakage must await further improvements in design of coal-handling equipment. Such improvements will result from more intensive investigations of the extent of breakage or degradation in size occasioned by specific mining and handling operations and the development and application of standardized methods of evaluating friability.The work described in this report was undertaken to assist in the development of standard methods for evaluating the friability of coal. Specifically, the work deals with a Comparison of the various methods previously proposed for estimating the friability of coal and coal products. This same objective is now being sought at a number of other institutions, both in the United States and Canada, by a committee of the American Society for Testing Materials. It is believed that by providing additional information concerning a property of coal pertinent to its increased usefulness, the work described will supplement and increase the useful of the data which long have been, and still are being, furnished by the bureau of Mines on the composition of coals of the United States."

Sishen Iron Ore Mine is situated 280 km north-west of Kimberley in the Northern Cape Province of South Africa. The mine produces and sells high quality iron ore of various specifications to various national and international clients. The saleable product is derived from the blending and beneficiation of different types and qualities of hematite iron ore. This paper documents the new developments which were implemented (or are in the process of being implemented) on the mine in the long-term planning, medium-term planning, grade control and material tracking in the beneficiation plant with special attention being paid to the quality of the final, saleable product. The process starts with the long-term planning where the pit shell and pit optimization is determined by Whittle 4X. New developments include the introduction of a linear programming based scheduling system to enhance the long-term schedule generated by Whittle 4X. The LP route was decided on in order to take into account all the constraining factors of the final product that could not be configured in Whittle. To complement this the XPAC Auto Scheduler scheduling package was introduced to do the medium-term mine scheduling. This 18-month rolling plan includes cost parameters to enable the planner to extract a detailed operational budget from the scheduling while ensuring that production standards are maintained and grade constraints are met. The existing grade control system was enhanced with GPS capabilities and a computer system to do material tracking. The high precision GPS system introduced on the shovels allows for the accurate control of the loading procedures at the mining face. Because of the complicated geology and grade composition of blasting blocks it is imperative to accurately differentiate between different materials in the same blasting block and being able to excavate that with the loading equipment. The GPS system on the trucks allows for accurate location monitoring of dumping in order to keep track of specific material types. The state-of-the-art material tracking system developed for Sishen will enable the grade control officer to keep track and record various parameters of the material from its in situ position in the blasting blocks, through the crusher and onto different stockpiles, in various stages of the beneficiation process and onto the blending beds, into the dispatching trains and eventually into the ships for international distribution. These developments elevate the Sishen planning and grade control systems to a new level of service excellence from which management can obtain accurate and timely information on product status. It also enables Sishen to maximize resource utilization while still complying with the tough market constraints.

"The Canadian mining industry faces the prospects of a severe shortage of graduate mining engineers over the next decade. This arises from three factors: first, a growth in industrial activity; second, the average age of company engineering and management staff; and third, the reduced number of students in engineering faculties around the world. This paper aims to identify the critical factors underlying the trend of inadequate recruitment into higher education for mining and to examine means of alleviating the problem.This paper is based upon surveys of potential and current students and graduate mining engineers from four mining schools. An attempt is made to understand institutional and industrial images, career prospects and what is required to attract enough high-calibre young people into mining education over the next decade.IntroductionThe mining industry has started to experience a severe shortage of graduate mining engineers which is likely to persist and even worsen in the short- to medium-term.This arise s from three principal factors:1. a recent and strong growth in mining activity, which surpasses that experienced through the 70s, before the recent international industrial recession; .2. an increasingly older average age of mine engineering employees, at least in the industry's larger companies; and3. problems associated with maintaining adequate mining undergraduate recruitment levels ."

The roof rock in underground limestone mines in Northern Appalachia can be subject to high horizontal stresses in spite of the shallow depth of the workings. The high stresses can cause roof stability problems. The National Institute for Occupational Safety and Health staff have observed a distinctive asymmetrical mode of failure at the pillar-roof contact in two underground stone mines, which is different from the typical failure mode observed in response to excessive levels of horizontal stress. A dip of greater than 5° was identified as a possible cause of this mode of failure. Numerical model experiments showed that an increase in the dip of the workings can cause an increase in the stress at the up-dip corner of the roof beam. A case study is presented in which failure at the pillar-roof contact was observed where the dip of the workings was 7° in a high horizontal stress field. Numerical modeling showed that the relatively small dip of the workings could have induced stresses changes in the immediate roof that would explain the failures. The model results also showed that this mode of failure is less likely to occur if the limestone pillars contain weak bedding planes that provide stress relief. In addition, the results showed that for the conditions at the case study site, the stress in the roof beam was not sensitive to the thickness of the roof beam or to the excavation span. The high horizontal stresses at this site are an important contributing factor to the observed failures.
