Stock piling-and by that I mean well-organized stock piling on a substantial scale-is almost as old as the hills themselves. It was back in early Biblical times, as recounted in the Book of Genesis, that Joseph was charged by Pharaoh with the responsibility of stock piling food during the seven years of plenty to guard against the seven subsequent years of famine that were revealed by the Pharaoh's dream. And this same policy of storing up food or materials to provide for future anticipated emergencies can be traced repeatedly down through the ages. So our own efforts are anything but new. Our modern concept of stock piling-the purchase and storage of strategic materials to assure supplies needed in time of some future war- stems from our experience in World War I. In 1920, the War Department was charged by Congress with the responsibility of procuring all War Department supplies and mobilizing industry in the event of another war. During the two decades that followed there were many authoritative studies made of our deficient mineral problem, all of which pointed out the urgent necessity of stock piling certain strategic materials as a reserve against future war. The results presented in this report deal with the elimination of explosion hazards of ether-oxygen mixtures by the addition of helium. The method is based upon the fact that every combustible gas, vapor, or dust will not burn or explode when the oxygen content of the mixture is reduced below certain definite values. These critical oxygen values are usually different for each combustible, varying with the percentage of the combustible present in the mixture and also with the inert gaseous material used to reduce the oxygen content of the mixture.

"Continuous mining systems containing multiple excavators producing multiple products of raw materials are highly complex, exhibiting strong interdependency between constituents. Furthermore, random variables govern the system, which causes uncertainty in the supply of raw materials: uncertainty in knowledge about the reserve, the quantity demanded by the customers, and the breakdown of equipment. This paper presents a stochastic-based mine process simulator capturing different sources of uncertainties. It aims to quantify the effect of geological uncertainty and its impacts on the ability to deliver contractually defined quantities and qualities of coal, and on the system efficiency in terms of utilization of major equipment. Two different areas of research are combined: geostatistical simulation for capturing geological uncertainty, and stochastic process simulation to predict the performance and reliability of a large continuous mining system.The process of modelling and simulation in this specific production environment is discussed in detail. Problem specification and a new integrated simulation approach are presented. A case study in a large coal mine is used to demonstrate the impacts and evaluate the results in terms of reaching optimal production control decisions to increase average equipment utilization and control coal quality and quantity. INTRODUCTION The headrace tunnel in Amlach is part of a hydro electric power scheme near the city of Lienz in south west Austria. The project is owned and developed by Tiroler Wasserkraftwerke AG, the regional electrical supply utility. The construction work was divided into seven contracts for the entire scheme. The power output will be 60 MW, this being developed from a head of 370 m and water flows of 20 m3/s. The water will be tapped from the river Drau and lead through a 22 km long headrace on the south side of the Puster valley through the Lienzer Dolomiten mountain range. Contract No. 4, which is a joint venture between Mayreder, Züblin, Strabag, Rella and Innerebner, involves the construction of 13.5 km of the headrace. It was decided to bore this from one single adit, which probably makes it the longest pressure tunnel driven from one side by a TBM. (See Fig. 1.) For the tunnelling an Atlas Copco Jarva MK 12 TBM was chosen. The excavation diameter is 3.90 m, with the final lined diameter being in the range of 3.20 to 3.40 m. The back-up is a 145 m long single track rail system supplied by Mühlhäuser (Germany). Side-tipping cars with a capacity each of 8.2 m were used for removing the muck. Technically based guidelines for managing rock related risks associated with strip mines in South African collieries are currently vague and are to a large extent based on experience and trial and error. To date, no mine specific or universal design charts exist within the South African industry. Quantification is done on a reactive basis i.e. following reported instabilities. The conditions under which, proactive tools to manage instabilities would be practically applicable are: The design of simple easy to use charts. Designing the charts for a target audience that is primarily production management. Well organized, logical set-up of the charts that will allow for easy future refinements. Allowing for variations in rock and soil properties within the charts that would account for colliery specific and region specific variability. The factors selected for in depth investigation that were deemed to have either individually or in combination, a primary influence on the stability of strip mines are (in no order of priority): Appropriate batter angles for ?soft? materials. Surcharge loading (spoils, dumps, topographical highs) on the highwall side. Influence of the thickness of stratification on stability. Influence of moisture content on stability. Influence of the changes to the coal seam dip angle on stability. Influence of persistent ?strip long axis? parallel faults/joints on stability. Spoil stability for variations in material type. This paper provides details of the work undertaken, using principally numerical modelling techniques, to produce design charts that will allow for proactive management of rock-related instabilities on strip mines.

Foreword At the outset, it should be stated that this paper does not pretend to present a panacea for the ills that 'frozen' wells are heir to, but rather is an attempt to bring to the attention of those whose special concern it is, a little theory and some facts, which have been brought to light recently, in connection with the problem of 'freezing' as it applies to naphtha-producing wells in the Turner Valley field, and to draw some conclusions that follow from the facts discovered. It should also be stated that the investigation is not to be regarded as in any sense complete, but in progress. Doubtless new facts will be brought to light from time to time which may modify present ideas on the subject, but whether favourable or contrary, these will be welcomed, as the purpose of the Department is to secure as complete information as possible of the factors contributing to 'freezing', since this must be the first step to an intelligent attempt to remedy or prevent its occurrence, if such can be done. It is possible, too, that the cause or causes of freezing may not be the same in all cases, but whether this be so or not will have to be determined later as new information comes to hand. Introduction One of the worries which must constantly confront the operators of gas-naphtha producing wells in Turner Valley-although all, fortunately, have not met with it-is the possibility of the occurrence of what is commonly called 'freezing' (going off production).

The value of Alabama's nonfuel mineral production in 1986 was $405.2 million, a slight decrease from that of 1985. Alabama was second in the Nation in production of bauxite, crushed marble, and ferroalloys; third b fire clay; fifth in masonry cement and lime; sixth in total clays; and seventh in recovered sulfur. Alabama ranked 19th nationally in value of nonfuel minerals produced. Cement, clays, lime, sand and gravel, and stone were the major commodities produced.

In the fall of 1953 the Philippine Bureau of Mines, under a Foreign Operations Administration Technical Assistance (FOA-TA) program, began a systematic investigation of the nickel content of the well-known Surigao laterite areas, on the island of Nonoc northeast of Mindanao, to determine the occurrence, distribution, and grade of nickel contained in the laterite and in the subjacent serpentine. At the same time, a technical review of the possibility of producing commercial ferronickel from the nickeliferous materials in the Philippine Islands was made, and a smelting process was suggested. The proposed process would be similar to that developed by the Federal Bureau of Mines for the reduction of the nickeliferous serpentine occurring in the Nickel Mountain ?deposit at Riddle, Oreg. The potential avail-ability of electric power from the Maria Cristina facilities at 3 mils per kw.-hr. would enhance the economic possibility of this program. Development of an economically feasible process for recovering nickel from the nickeliferous serpentines and laterites should lead to the establishment of a new industry in the Philippines, to the development of a source of nickel in the Far East, of which at present there is none, and to partial solution of the problem of supplying the free world with nickel. Enough preliminary reconnaissance had been completed by early 1954 to permit sampling of the deposit for metallurgical investigations. The FOA then requested the Federal Bureau of Mines Northwest Electrodevelopment Laboratory, Albany, Oreg., to conduct preliminary electric smelting studies on nickeliferous serpentine and laterite samples.

A probabilistic slope stability computer model was developed at Utah State University and independently evaluated by CH2M Hill Consulting Engineers as a design and analysis tool. Volume I of this report describes the model and Volumes III and IV are users manuals for the computer programs. This volume (Volume II) constitutes the report by the CH2M Hill. It includes a description of a field investigation and stability analysis of an existing tailings dam. Based on the results of the analysis, the tailings dam was evaluated for redesign using probabilistic considerations. Conclusions are made regarding the usefulness of the model as a design tool.

Municipal governments recognize the importance of aggregates in the local economy and the need to manage this resource in the interest of the public good. They have encountered problems with regulating the industry and the dichotomy between the urban need and the rural source. They have suffered from a lack of financial benefit, an adequate aggregate inventory, provincial strategy, economic information and public understanding. A provincial strategy for ensuring the availability of aggregate supplies to developing areas of the Province is essential. The Province should also be responsible for licensing, research, technical expertise on rehabilitation, public education and financial assistance. Upper-tier municipalities (regions or counties) should assume responsibility for resource management, including resource availability, demand characteristics, truck routing, phasing of resource development and sequential land-use planning. Area municipalities (towns and townships) can best determine the social and environmental impact of a specific aggregate development proposal and should therefore have the primary responsibility for the location of new pits and quarries. They should also have the authority to supplement provincial regulations concerning operating standards and the phasing and standards of site rehabilitation.

At the request of the U.S. Bureau of Land Management, the U.S. Bureau of Mines studied prospects, claims, and mineralized sites in a 43,053-acre portion of the 51,262-acre Desatoya Mountains Wilderness Study Area (NV-030-l10) in 1985. The study area, located 50 miles east of Fallon, NV, is underlain by alluvial deposits of Quaternary age and volcanic and volcanic-derived sedimentary rock of Tertiary age. No mines or recent exploration activity were identified within the area studied. The Gold Basin area, located 1/2 mile to the south has produced 982 ounces of gold and 10,086 ounces of silver. The Cold Springs area, located 1/2 mile to the west, has recently been explored for gold-silver. Mineralization at these two areas apparently did not extend into the study area, but future mining at these areas would likely impact it.

A mineral survey of portions of two contiguous WSAs (Wilderness Study Areas) along the South Fork Owyhee River in southwestern Idaho and north-central Nevada was done by the U.S. Bureau of dines in 1984. The portions of the WSAs, known as study areas, have a combined area of 47,610 acres. The Idaho study area consists of 42,430 acres of the 42,510-acre South Fork Owyhee River WSA (ID-16-53). The Nevada study area consists of 5,180 acres of the 7,840-acre South Fork Owyhee River WSA (NV-010-103A). The Idaho study area is within the Boise District of the Bureau of Land Management, and the Nevada study area is within the Elko District. In the Nevada study area, no claims or hard rock mineral occurrences are known.

The Olympic Dam iron-oxide copper-gold (IOCG) uranium-silver deposit is the largest publicly declared uranium, fifth largest copper and third largest gold resource. Currently, the operation consists of an underground mine and integrated processing plant. Uranium is produced from leaching of flotation tailings and is a co-product to copper cathode with by-product gold and silver bullion. The Olympic Dam geometallurgy team began studying ore from the Southern Mine Area (SMA) in 2006 and soon discovered uranium behaviour was far more variable than the behaviour in the Northern Mine Area, which had been mined from the start of the operation in 1988. The primary objective of Olympic Dam geometallurgy is to develop metallurgical performance predictors that reliably describe the process performance of different ore types and distribute these into the resource block model for use as a fundamental input into mine planning. The nature of the uranium mineralisation (compositionally and texturally complex and highly variable) meant that classic mineralogy techniques alone could not provide the resolution required for prediction of uranium extraction. However, the combination of quantitative mineralogy, results from laboratory-scale leach tests and modelling within the geometallurgy program has enabled prediction of both uranium flotation recovery (via association with sulphides) and uranium leach extraction, including at variable leach conditions. These stope-based predictions have supported trade-off decisions between operating costs and uranium revenue, and have predicted the changing recovery as the mining operations have moved into the Southern Mine Area in recent years.

The properties and deterioration in strength of cemented tailings backfill (CTB )in the underground acidic environment under oxidizing conditions were studied. X-ray diffraction analysis and scanning electron microscopy of the surface of the CTB was carried out, and the sulphuric acid corrosion mechanism elucidated. The properties tested included compressive strength, elastic modulus, cohesion, internal friction angle, variation in the hydrogen ion concentration, and stress-strain relationship in different corrosion periods. The damage model of the CTB was established considering the effects of parameters such as corrosion time and strain on the damage evolution. It was found that the compressive strength, elastic modulus, cohesion (binder effect), and internal friction angle increased at first and then decreased with exposure time. In the long term, the peak stress decreased with corrosion time while the peak strain increased; elastic modulus, and deformation modulus also decreased. The damage caused by corrosion and by load were related by means of a mathematical model, which revealed the relationships between sulphuric attack, load, and damage to backfill in complex underground environments. During corrosion, the expansion of gypsum and ettringite caused microfractures in the CTB. With increasing corrosion time, micro-cracks developed and proliferated. The mechanism of corrosion damage was found to be the dissolution of hydrogen ions and a sulphate ion reaction that produces an expansive substance, resulting in deterioration of the strength of CTB.

In another part of this issue we have reported the results of some test results made upon one of the safety powders. It will pay every c o n t r a c t o r, miner, or user of explosives in any form to carefully re a d the article re f e r red to. Dynamite has done a gre a t work in the service of man, as did black powder before it; but its i n h e rent dangers are admitted by all and are proved by the long list of deaths and injuries, and destruction to property which annually occur through its use. Why should we continue to use an explosive that annually kills and maims hund reds of men, when others are available which are equally powerful, no more expensive and far less liable to accidental discharg e ? Dynamite when first manufacture d is pure and comparatively safe; but most unfortunately it does not always stay pure; it “rots,” and then it is exceedingly dangerous. More than this, the explosive part of dynamite is a liquid, nitro - g l y c e rine, which is absorbed or soaked up by sawdust, wood pulp or the like. So long as this liquid nitro - glycerine remains pure and remains “soaked up,” or absorbed t h e re is little danger. It has been found, however, that the nitro - g l y cerine leaks under certain conditions. During thawing it fre q u e n t l y leaks out of the stick, or if it becomes wet the water causes the n i t ro-glycerine to leak out. In either case free liquid nitro - g l y c e r i n e escapes, and in that free state it may be exploded by any very slight shock. Nor is this all, if a stick of frozen dynamite be bro k e n a c ross it has been found by tests that the frozen nitro - g l y c e r i n e w h e re thus broken is very sensitive to shocks afterward .

"An EXTENDED ABSTRACT is available for download. A full-length paper was not prepared for this presentation. The Baiyinnuo’er Zn-Pb deposit is a typical skarn deposit in NE China. Skarn and orebodies mainly occur between different units of the Lower Permian Huanggangliang Formation carbonates-sandstone-mudstone or within the contact between intrusions and marble. Skarn minerals are dominated by prograde garnet and clinopyroxene, and the main ore minerals are sphalerite and galena. We conducted single fluid inclusion compositional studies using laser ablation inductively coupled plasma mass spectrometry on clinopyroxene (pre-ore-stage mineral) and sphalerite and calcite (syn-ore-stage minerals). The results show that the Baiyinnuo’er fluids are distinctly different from basinal brine but similar to magmatic fluid, thereby indicating that the deposit has a dominantly magmatic origin. This interpretation has also been supported by the Cl/Br mole ratios, which remain stable (~500) in different fluid stages. The decreases for most of the elements in the fluid inclusions from pre-ore-stage clinopyroxene to syn-ore-stage sphalerite and calcite suggest that mixing with groundwater has occurred during mineralisation, with significant Zn, Pb and Ag deposition.CITATION:Shu, Q, Hammerli, J, Chang, Z, Lai, Y and Huizenga, J-M, 2015. In 1994, the East Bay Municipal Utility District (EBMUD) commenced a system-wide Seismic Improvement Program to protect their facilities from catastrophic damage. A primary focus of this program has been on retrofitting the 75-year old Claremont Tunnel, which crosses the active Hayward Fault zone. A large earthquake on the Hayward Fault could generate enough right-lateral fault slip to effectively sever this important lifeline. The retrofit project involves construction of a new bypass tunnel through the Hayward Fault zone, together with systematic contact grouting and localized structural repair of the existing concrete liner. Several innovative design measures have been incorporated into the seismic retrofit design, including an oversized tunnel cross section, backfill concrete side drifts, seismic isolation of an internal structural pipe, and shear fuses in the final lining.
