It is with considerable trepidation that I set out to defend "litigation" to Design Professionals (DPs), as a better method of resolving disputes than arbitration, in the light of my personal feeling that an increasing amount of America's productive process is being squandered in litigation. Newer methods of dispute resolution, particularly arbitration, are fashionable, and opponents of these schemes risk being viewed as cynical or self-serving. My quandary is heightened since for some smaller disputes, arbitration seems clearly the better choice. I must concede, for example, that when the cost of dispute resolution--i.e., the cost of the process (such as arbitrators fees, attorneys fees, etc.), plus the cost impact of the non-productivity of involved employees--approximates the amount of the dispute, controlling that cost may be as important as a correct resolution. This principle is particularly true for small disputes arising during the progress of a project; it is probably more cost-effective for all parties to resolve their disputes quickly than permitting the dispute to drag out.

In 1992, AQUILA Mining Systems began the development of technology for monitoring, controlling and positioning mobile mining equipment. In 1993, AQUILA completed its first field test with GPS receivers onboard ablasthole drill, and thus demonstrated the viability and strategic relevance of this technology in surface mining. Since then, AQUILA has installed GPS-based technology on drills and shovels in several Canadian mines. This paper will review the development of these systems and discussthe benefits the mining industry could realise through their production implementation."

The separation of certain minerals by electrostatic techniques can be difficult due to their similar electrical conductivity, and any technique to improve this can be useful in certain difficult separation applications. Triboelectric differences between mineral scan result in certain minerals acquiring small positive or negative charges prior to inductive electrostatic separation. By changing the polarity of inductive separation, relative changes in mineral recovery can be observed, which may be beneficial. In this brief study a JKTech mineral liberation analyser (MLA) was used to evaluate the effect of polarity change on selected minerals present in the Richards Bay Minerals deposit, and an approximate triboelectric series based on this behaviour is presented.

"Each and every flotation plant must produce daily/weekly/monthly production reports in which metal balances for payable and penalising elements are presented. Several factors including ore heterogeneity and harsh production environment affect the reproducibility of the reported data. Best practices of metal accounting thus prescribe that production reports be accompanied by measurement quality reports quantifying the reproducibility (a data quality metric often expressed as a relative standard deviation) of each data reported. Ignoring the irreproducibility of measurements may lead to the perception that random errors have been totally eliminated through statistical data reconciliation, which is wrong. This paper aims at explaining the full lifecycle management of reproducibility estimation from the outset at the measurement process to its reporting after having been through the statistical data reconciliation process. Indeed, the reproducibility of reported data can be obtained by performing a sensitivity analysis. Necessary conditions for obtaining a truly representative assessment of measurement reproducibility are stated. Typical levels of measurement reproducibility found in operating flotation plants are also reported. These numbers can be used as benchmarks for reproducibility levels that can be realistically expected.IntroductionEach and every flotation plant must produce daily/weekly/monthly production reports in which metal balances for payable and penalising elements are presented. The Ni oxide was reduced with a CO-CO2-N2 gas mixture and the effects were observed of process variables such as roasting temperature, time and CO partial pressure. Extraction of over 90% of Ni was achieved by ammoniacal leaching of ore that had been reduced for 1 h at 760 degrees C under a gas mixture with a volumetric CO/(CO+CO2) ratio of 0.57. The kinetic data were found to conform to the Ginstling-Brounstein equation. The applicability of this model was confirmed by evaluating the apparent activation energy with the use of independently constructed differential and integral plots, which showed an excellent match

The U.S. Geological Survey recently completed a digital coal resource assessment model of the Upper Pennsylvanian Pittsburgh coal bed which indicates that of the original 34 billion short tons [31 billion tonnes] of coal, 16 billion short tons [14 billion tonnes] remain after subtracting mined-out coal. When technical, environmental, and social restrictions are applied to the remaining Pittsburgh coal model, only12 billion short tons [11 billion tonnes] are available for mining. Our assessment models estimate that up to 0.61 billion short tons [0.55 billion tonnes], 2.7billion short tons [2.4 billion tonnes], and 8.5 billion short tons [7.7 billion tonnes] could be available for surface mining, continuous mining, and longwall mining, respectively. This analysis is an example of a second-generation regional coal availability study designed to model recoverability characteristics for all the major coal beds in the U.S.

Diesel tailpipe CO, C02, NO, and N02 concentrations by the Emissions Measurement Apparatus (EMA) were found to compare satisfactorily with simultaneous concentrations by instruments in the MSHA engine certification laboratory in Bruceton, Pa. The EMA was then applied to the measurement of LHD vehicle diesel tailpipe gases and smoke opacity in the White Pine and Brushy Creek Mines. A general experimental approach was developed by which instruments could be compared for the measurement of diesel exhaust pollutant concentrations in the 1/2 to 5TLV range. The concentrations are changed by varying engine speed, dynamometer load, and the portion of the exhaust which enters the dilution tunnel. Dräger detector tube diluted exhaust CO, CO2, NO, and NO2 measurements were compared with simultaneously taken portable instrument measurements. Diesel exhaust interference inaccuracies were separated from inaccuracies due to detector tube calibration by comparing the instrument readings with both actual detector tube readings and detector tube readings corrected by recalibration of the detector tubes alongside NBS traceable calibration gases. The detector tubes' accuracy was found to be only slightly affected by diesel exhaust interferences and it was concluded that most measure within certification limits established by the National Institute for Occupational Safety and Health. The effects of 2 exhaust system configurations on the pollutant concentrations in a dead-end heading were studied. Both of the configurations exhausted the gases near the roof, directing them toward the crosscut, and both improved the stratification of the air in the heading, due to the bouyancy of the hot exhaust gases. One of the configurations was a pair of Fume Diluters which diluted the exhaust with air by a 10:1 ratio, and the second system was simply a pair of exhaust pipes, bent to direct the exhaust similarly to the fume dilutors. By redirecting the exhaust, the concentration of C02 measured on the LHD vehicle was reduced by as much as 507, in dead-end headings up to 200 ft long. The Fume Diluters showed no improvement over the simple redesign of the exhaust system.

The preparation of tungsten carbide by molten-salt electrolysis was investigated. Sodium tungstate in the electrolyte and carbon from the graphite anode were the source materials, Optimum results were obtained with an electrolyte consisting of 83 mole-percent sodium chloride and 5.7 mole-percent each of sodium tungstate, sodium metaborate, and sodium hydroxide; a temperature of 1,000° to 1,025° C; an anode current density of 37 amp/dm2 or less; and an initial cathode current density of 150 amp/dm2. The yield was approximately 0.45 g/amp hr. The electrolytic tungsten carbide product contained approximately 5.4 weight-percent combined carbon as compared to 6.1 weight-percent for pure tungsten carbide. Microhardness of the electrolytic tungsten carbide, determined with a 50-gram load, varied from 3,480 to 3,970 dph. The material was friable and could be ground in a laboratory ball mill to less than 400-mesh particle size.

Identification and quantification of cementitious phases in cemented paste backfill (CPB) is difficult due to the fineness of tailings and the low binder content used in the mixture. Techniques such as X-ray diffraction and thermogravimetry were ineffective (mainly due to tailing mineral interference) to identify and quantify hydration products in most works reported in the literature. On the other hand, scanning electron microscopy (SEM) was used in many cases but mainly for qualitative purposes. This paper presents the development of a new approach based on a computer program (SEM-XMAP) that combines X-ray dot mapping images acquired by SEM and generates a coloured image representing the mineralogy and the microstructure of a given CPB specimen. The technique is applied to one CPB sample mixed with blast furnace slag (BFS) and acidic sulphated mixing water sampled in a mine dewatering system. The technique allowed identifying calcic matrix, unhydrated and partially hydrated BFS particles, and sulphated phases.

This report documents the research efforts that were undertaken to design, install and test noise abatement devices for use on off-highway haul trucks operating in surface mines. The objective of the program was to reduce the environmental noise from haul trucks. The noise reduction devices that were developed utilized existing technology and were tested on a 50-ton haul truck. The efforts emphasized the reduction of noise emitted from the engine compartment which included the use of side shields, sound absorbing material, improved radiator shroud design, and a modulating clutch fan. Noise tests were conducted using modified SAE test procedures for measuring sound levels around a stationary and moving machine, and inside of the operators compartment. Test results showed a maximum of 4 dB(A) reduction measured 16 feet from the truck. Interior cab noise was reduced 6 dB(A) with the windows and vents closed.

One of the lithium minerals most widespread in the earth's surface is spodumene (Li20-A1203-4Si02), a lithium aluminium silicate. For some time, deposits of this mineral were known to exist in the Black Hills of South Dakota, but it was only quite recently that Hess4/ pointed out the great magnitude of the low-grade deposits in forth Carolina. The theoretical lithia (Li20) content of spodumene is 9.04 percent. The only other minerals with such high lithia content are the phosphates, but these occur only in pockets and are not in extensive deposits5/. Actually, however, the lithia content in spodumene is never found to be this high, being nearly always below 7 percent for the pure mineral, and part of the lithia is apparently replaced by other alkalies.

Over 60 simple; were prepared and forwarded to Dr, S. Z. Toma, TPO, PMSRC as a result of this project. Included among these samples were various low temperature forms of silica. Samples of quartz, cristobalite, and tridymite with iron, manganese, and titanium impurities present were prepared. In addition, a long series of samples both wet ground and dry ground for times from 1/2 to 8 hours were prepared. Numerous miscellaneous samples were submitted which included kaolinite, calcite, muscovite, illite, montmorillonite, Ba3(P04)2, and YPO4 among others, in response to special requests from the TPO. The silica rich portion of selected binary (CA 203-Si02, In 203-Si02, Li20-Si02) Na20-Si02, PbO-Si02, SnO2-Si02, Sn02-Si02 BaGa204-SiO2 and SrGa204-Si02) and ternary systems (Na20-Ga203-Si02 and Li20-Ga203-Si02) was investigated to determine the effects of solid solubility on the stabilization of the high temperature forms of tridymite. In addition to the determination of the extent of these crystalline solubilities, observations were made. on the mechanism of the transformation of silicic acid to tridymite and the rate of the reaction in the presence of foreign ions,

Knoop hardness measurements were carried out on large grains of iodide titanium containing different amounts of oxygen. For each oxygen content the hardness is recorded ainingas a function of the crystal orientation and of the angle 4 between the indenter diagonal and the projection of the C (hexad) axis in the surface. The results can be expressed by the following relation; hardness = n-k cos 2ø, where n and k are constants for a given oxygen content and crystal surface orientation. A NISOTROPY of hardness is a well-known phe-nomenon and has been reported for many metals.1-3 At the present time, however, such information is not available in the literature for titanium. Consequently, a systematic study of the simultaneous effects of oxygen content and crystallographic orientation on the hardness of titanium was undertaken in this laboratory. Evaluations of oxygen content in titanium are frequently carried out through hardness tests. Although such procedures may be justified in small grain specimens, the results of the present investigation indicate that the anisotropy of hardness should be taken into account in the case of coarsegrained specimens as well as in the case of pronounced preferred orientation. Materials and Experimental Procedures Iodide titanium, 99.99 pet pure and containing of the order of 0.002 wt pet O, was used throughout this investigation. The metal was arc melted in an argon atmosphere and cold rolled into strips 1/16 in. thick. These strips were subsequently recrystal-lized and strain annealed in vacuum (10" mm Hg or better) at 850°C in order to produce crystals varying in diameter from 10 to 25 mm. Oxygen was introduced into selected large crystals by heating at 700°C in an atmosphere of pure oxygen under an observed pressure of approximately 50 mm Hg. Each sample was subsequently annealed in vacuum at 850°C for 100 hr, in order to homogenize the oxygen content throughout the specimen. It was found that longer annealing was not necessary, for no change of surface hardness in a given direction was detected after prolonged annealing. The oxygen content was determined by the difference in weight of the specimens before and after the oxidation-annealing cycle. The accuracy of oxygen determination is within ±0.1 mg in samples weighing 0.5 to 1 g. A vacuum fusion analysis of oxygen was performed on several samples and gave results in good agreement with the ones obtained by the weight change. It should be emphasized that expected weight losses through evaporation of the metal in vacuum at 850°C' are many orders of magnitude lower than the precision of these measurements. Following the annealing treatment, both oxidized and unoxidized crystals were carefully polished. All detectable traces of surface cold working were removed by repeated polishing and etching. Laue back reflection X-ray patterns were taken for each crystal for the purpose of determining the orientation and ascertaining the absence of substructures detectable by this method. Hardness measurements, using a 1 kg load, were subsequently carried out on a Tukon hardness tester equipped with a Knoop indenter. The Knoop indenter was used throughout this work because indentations obtained by means of a Vickers indenter are considerably distorted due to the anisotropy of the elastic constants in titanium. This report describes dredging and processing of sand and gravel from a glacial-fluvial deposit in the Raccoon River valley near West Des Moines, Iowa. Preliminary cleaning and separation of the sand and gravel at the dredge site with subsequent transportation to separate plants and the production and disposal of the various grades of aggregate material are also described. The geology of the deposit is summarized. A tabulated summary of costs in units of labor, power, and supplies is included.

Throughout the mining industry today, new bearing materials - ZA* high-performance zinc-aluminum alloys - are reducing costs of maintaining and rebuilding a wide range of equipment. As replacements for bronze bearings, installed in original equipment at the plant or during maintenance and repair operations in the field, the zinc alloys frequently provide better or equal performance at lower cost. The ZA Alloys The ZA alloys are a family of three high-performance zinc-aluminum alloys that compete in cost and performance with cast iron aluminum and bronze. The growing number and uses testifies to the versatility of these alloys and is encouraging their consideration in a wider range of applications. The ZA alloys are referred to as ZA-8, ZA-12, and ZA-27, the numbers corresponding approximately to the percentage of aluminum each alloy contains. ZA-8 is a permanent-mold casting alloy and is usually selected for decorative purposes; ZA-12 provides both performance and cosmetic benefits; ZA-27 offers the greatest functional strength. The term high performance ZA alloys distinguishes them and their improved engineering properties from traditional zinc die casting alloys. Maintenance Savings At its mine in Timmins, Ontario, Kidd Creek Mines Ltd. operates over 40 Joy VCR- 150 crawler-mounted air-powered rock drills. Most of the drill components undergo severe stress as the drill batters through the under-ground rock. As the components wear, the drill bits wobble; when the wobble becomes excessive, the drills are rebuilt. In the gear train, which rotates the drill steel, there are three planetary gears with - historically - bronze bushings. Since the planetary gear bushings are wear items, they are routinely replaced during overhaul. The bronze planetary gear bushings (three bushings per assembly) were replaced up to five times annually. With 43 drills in use, bushing consumption approached 600 per year. At the manufacturer's replacement part cost, the 600 bushings and gears would cost more than $20,000 a year. Even though a major saving was achieved by having the bronze bushings manufactured locally, the 600-unit annual usage provided ample incentive to investigate other ways of lengthening drill life and reducing the part costs. One approach was to consider using a bushing material that offered good bearing properties, but was lower in cost. About three years ago, ZA-12 zinc-aluminum casting alloy, costing less than half as much as bronze, was evaluated and selected for testing. One hundred ZA bushings were manufactured and placed in service as the drills came in for rebuilding. At the next rebuild the "drill doctor" (drill maintenance mechanic) noticed that, although the bronze bushings were completely destroyed, on occasion the zinc alloy bushings were not. In addition, he noted that some of the ZA bushings showed less wear than the bronze bushings. Because the bushings were changed routinely during each overhaul, the actual operating life of each bushing was not determinable. Therefore, it was not possible to statistically compare the life of the ZA bushing against the bronze. However, the desired life of the part was from overhaul to overhaul. So the ZA alloy obviously met the objective, giving equal or better life than bronze at a significantly lower price. Based on the favorable results of the testing under actual operating conditions, Kidd Creek maintenance personnel decided to switch permanently to the ZA bushings for rebuilding the VCR-150 rock drills. Original Equipment Application As one of the leading companies marketing the ZA alloys, as well as a zinc -copper-silver mining company, Kidd Creek is interested in developing applications for the alloys by original equipment manufacturers such as joy Manufacturing. Kidd Creek marketing representatives provided joy with information on the Timmins mine tests, along with ZA-12 bushings for evaluation and testing. Based on this information, joy installed ZA bushings in 12 new VCR-150 units and delivered them to customers for use in such areas as granite quarries and copper, lead, zinc, and limestone mines. During the following year, joy engineers closely monitored repair reports to verify the performance of the ZA part. The engineers' findings convinced them of the advantages of ZA-12. As a result, joy now uses ZA-12 bushings in the manufacture of its VCR-150 air tools. Advantages for Casters and Users In the foundry, the new alloys have proved their castability and profit potential in sand and metal permanent-mold processes, as well as the new graphite permanent-mold gravity casting process. The energysaving, pollution-free and ease-of-machining benefits they offer are important to all of these processes. NIOSH has developed an active proximity warning system called HASARD (Hazardous Area Signaling and Ranging Device) for warning workers as they approach known dangerous areas around heavy mining equipment and other dangerous work zones. HASARD is composed of a transmitter and a receiver. The transmitter generates a 60-kHz magnetic field using one or more wire loop antennas. Each antenna is adjusted to establish a magnetic field pattern for each hazardous area. The receiver, worn by the worker, is a magnetic field strength meter. The received signal is compared against preset levels which are calibrated to identify levels of danger. The receiver outputs can include visual, audible, and vibratory indicators and it can also be made to disable machine functions. HASARD was field tested on a Joy 12 continuous miner, a Komatsu 210 M Haulpak, and on a highwall launch vehicle. Slight modifications were made for each application. HASARD provided warnings as designed and proved to be rugged enough to withstand the harshest of production environments.

ntroduction As the gold mining industry continues to develop in the Dominican Republic and Haiti, more deposits will undoubtedly be discovered that will be amenable to development. The Pueblo Viejo gold mine is currently in operation in the Dominican Republic. It has become an important component of that country's economy. Pueblo Viejo output is important to the government as a foreign currency earner. It is also said to be among the world's more successful gold mines. But, while Pueblo Viejo is successful, no other major gold discoveries have been made in recent years. Therefore, alluvial deposits of gold have caught the attention of geologists on the Island of Hispaniola. In the past four years, exploration and investigation of alluvial deposits have been initiated in both the Dominican Republic and Haiti. This type of activity is expected to continue over the next few years. Alluvial gold mining is rudimentary gold washing, done mostly by farmers. It is an old tradition, dating back at least 100 years, and is done by small, independent, or community farming villages in the mountains and plains of the Dominican Republic. Investigations in the DR Recently, alluvial gold investigations have been undertaken in well known locations of the Dominican Republic. One is in the Villa Altagracia area. Here, the terraces and gravels of the Haina River basin were examined, test-pitted, and assayed by Minera Altagracia, a local Dominican mining group. Results led to a new investigation by the state-owned Rosario Dominicana (RD), the company that mines the gold at Pueblo Viejo. Rosario tested areas previously investigated by Minera Altagracia. RD could not define the type of concentration that could justify an industrial-scale type of exploitation. The Haina River placers are located in the flats and valleys of Central Dominican Republic. They are classified as small-scale type of operations where local cooperatives can do the traditional gold washing. It is not now considered a dredgable project for a mining company. The next alluvial gold investigation was undertaken by the Dominican Department of Mines and others in an area of some 700 km2 (270 sq miles) in the northeast near Miches. Farmers have been washing gold in streams and excavating pits in various areas, particularly La Mina and have made a living. Government geologists panned several hundred streams and river tributaries. They also washed material from deep excavations. The results, however, were negative insofar as locating alluvial gold concentrations suitable for large-scale or industrial-scale exploitation. The most favorable locations were the terraces along the Jayán and Cuarón Rivers in the area of Miches. But the grade od concentration is poor. Actually, only traces of gold were found in these

"Geochemical characterisation is done based upon the geology and metallurgical batch testing prior to commencement of the operation of the plant.  Tailings repository design is based upon geochemical assessment of the waste material, as well as the geomechanical issues associated with storing the waste. The resultant conceptual and detailed design is incorporated into the environmental impact statement (EIS), upon which mine approval is based. The entire environmental monitoring and harm mitigation program, which is usually a condition of the Mine Lease approval, is based upon the applicability of the original characterisation.Tacit to this process is that there is no change in the geochemistry of the tailings, i.e. no change in the implications for acid & metalliferous or saline/neutral mine drainage (AMD/SNMD) generation. But any changes in milling and processing can have a substantive impact on the geochemical behaviour of the tailings metallurgy, and potentially render an operation non-compliant within the conditions of the mine license.Environmental and statutory approval implications for continuous improvements of metallurgy need to be understood because unintended consequences could cost more than the benefits of the improvement, and in some cases cost more than all the profit made from the mine.  Examples uncovered during audit and consultant practice will be presented together with a process to ensure implications for adverse environmental harm and license conditions are fully considered.*This paper is only available for individual download.
