In 1976 the Pitjantjatjara Council was established under the Associations Incorporation Act 1985 (SA), for the initial purpose of organising and bringing together three similar Indigenous groups. These members of the Pitjantjatjara Council of Central Australia were demanding land rights and to legally protect their traditional lands. The Land Rights movement was more focused on the South Australian Government that became more receptive to the general notion that Aboriginal freehold land could be attainable.For almost five years, Pitjantjatjara CouncilÆs intense negotiations took place with the Dunstan and Tonkin Governments culminating in the final passage of legislation by 1981. A bi-partisan approach by Government and opposition applauded by all South Australians for its mature and socially responsible actions, in line with the Aboriginal Land Rights (Northern Territory) Act 1976 (Cth). Despite the similarities between South Australian and the Northern Territory Land Rights legislation, there still remains one obvious distinction. In the Northern Territory case, its legislation established æLand CouncilsÆ as statutory authorities that are responsible for the management and use of designated Aboriginal lands. On the other hand, South Australian legislation fails to include any reference to æLand CouncilsÆ as defined in the Northern Territory Act. The intention of establishing such æLand CouncilsÆ in the Northern Territory was, and is to provide legal, anthropological and other expect advisers that respond to the wishes and opinions of Traditional Aboriginal Owners. Negotiations between mining companies and Land Councils, will, after the granting of mining leases, monies are then transferred to those Councils being a percentage of royalty entitlements. While the Pitjantjatjara Land Rights Act 1981 (SA) (Act) does provide royalty arrangements to Anangu Pitjantjatjara (AP), a body corporate pursuant to the Act as a Landholding Body (and not as a æLand CouncilÆ), it does not provide any royalty payments for the legal and anthropological services by the Pitjantjatjara Council for providing essentially similar services as the Northern Territory Land Councils. The limited services by AP do provide complimentary services from other organisations û including the Pitjantjatjara Council. There are approximately 4000 Anangu members who reside on AP Lands and more than 1000 other Anangu members live near AP Lands in Western Australia and the Northern Territory. These people are defined as APÆs æTraditional OwnersÆ by virtue of their affiliation to portions of AP Lands. As a result, the depth and understanding of spiritual beliefs and customs are strongly present as it relates to the whole of the Lands. Most of these members reside at permanent communities that spread unevenly about the northern and south-western parts of AP Lands. In addition, there are numerous æHomelandsÆ where families and extended families have establish homes, with electricity and water supplies on those Traditional Lands (see Appendix 1 and 2 of this paper depicting the map showing AP Lands and also showing stunning photographs taken during late last year). All roads and airstrips are unsealed between communities and Homelands and the essential services to all communities are limited and costly to provide, and require continuous upgrading. Capital expenditure on infrastructure is sorely needed and alarming levels of unemployment is of serious concern. Tjilpi (older) Anangu members have continually discuss the urgency to provide employment and education for the future of their children and grandchildren while balancing the needs of maintaining cultural and spiritual considerations. It is thus a growing realisation by many Traditional Owners that long-term benefits occur as a result of exploration and production of oil or minerals. There are promising results from Primary Industry and Resources of South AustraliaÆs (PIRSA) Aero-magnetic Surveys on the Musgrave and Mann Ranges and soon to be completed surveys of the remaining southern half of AP Lands (see Appendix 3). PIRSA and mining companies û such as Rio Tinto Exploration Pty Ltd and Delta Gold NL û have been more conscious of the necessity for improving the dissemination of information to Traditional Owners and to AP members. With recent findings of large nickel deposits just over the border in Western Australia, there is a strong indication that discoveries may occur on AP Lands as similar geological information is present on the east Musgrave Block. Consequently there are concerted efforts by the legal and anthropological services of the Pitjantjatjara Council to arrange Workshops and Summit meeting to give extra information û particularly information concerning the true effect of large-scale mining operations û to members to properly consider these proposals. Pitjantjatjara Council will play a major role in any decisions effecting Traditional Owners and AP, and will ensure orderly and professional services when dealing with legal, cultural and sensitive matters. This paper addresses the historical and current relationship between Pitjantjatjara Council and AP, with an emphasis on mining operations on AP Lands. It argues that future economic and social development on AP Lands hinge predominantly on the legal recognition of the Pitjantjatjara Council for its ongoing role, responsibilities and protection afforded to AP and its Traditional Owners.

The need for anti-corrosion coatings has existed for many years in the ground support industry, but the application requirements have made coating selection limited. Varying groundwater and chemical conditions continually challenge long term coating performance. Traditionally the industry coating preference has been hot-dip galvanizing due to its performance characteristics in highly corrosive environments and low cost nature. However, the galvanized coating has application limitations. Stanford Linear Accelerator Center (SLAC) is located in Menlo Park, CA. In order to allow for enhanced experiments, the current facilities required expansion. Tunnels were excavated through very weak sedimentary rock interspersed with uncemented zones (Ladera Sandstone) employing the principles of the NATM. The overburden var-ied from 10 to 80 feet. The paper addresses the characterization of Ladera Sandstone that can exhibit the properties of dense sand and weak rock. The paper focuses on the challenges that were encountered during the NATM initial support design and the construction phase including the geotechnical instrumentation, monitoring and design verification process in particular the excavation of the junction between access tunnel and the FEH cavern (49 ft wide by 32 ft high).

"Increased production of explosives in the United States in 1933 compared with 1932 is shown by statistics compiled by the Demographical Division, Health and Safety Branch, United States Bureau of Mines. The figures relate only to explosives used for industries purposes, such as mining, quarrying, and road building, and do not cover nonindustrial explosives, such as ammunition or fireworks. Industrial explosives include black blasting powder, permissible explosives, 5 and high explosives other than permissibles figures in the tables of this report were compiled from reports covering sales by the individual companies manufacture of explosives in the United States in 1933. Because of the close agreement among the several series of figures, the quantity of explosives sold is considered as reflecting production and consumption, and the three terms ""sales"", ""production"", and ""consumption"" are used interchangeably in the discussion unless otherwise stated.Of the principal industries that use high construction operations accounted for the largest percentage of increase in consumption during 1933; metal mining and quarrying also used more of this class of explosives than in the previous year. Coal mining is the chief consumer of permissible explosives; the figures for 1933 showed that bituminous-coal mining used a larger quantity than in 1932, and that anthracite mines also showed a small increase. Although a net increase of less than 1 percent in consumption was reported for black blasting powder, large increases in use of this class of explosives were reported for metal mining, miscellaneous types of work, and bituminous-coal mining. Due to elevated temperatures, excessive stresses and severed corrosion conditions, turbine engine components are subject to creep processes that limit the components life such as a turbine bucket. The failure mechanism of a turbine bucket is related primarily to creep and corrosion and secondarily to thermal fatigue. As a result, it is desirable to assess the current condition of such turbine component. By using eddy current images, it was shown that the eddy current technique could be used to monitor creep damage in a nickel base super-alloy. The eddy current results also show a significative variation in the electrical conductivity on the creep damage zone with respect to the background zone in nickel-base super-alloy samples. In addition, the absolute thermoelectric power coefficient show also a strong dependence associated with creep damage in nickel base super-alloy samples using a copper hot tip reference. The eddy current and thermoelectric power techniques seems to show promise as nondestructive evaluation tools for monitoring the level of creep damage in metallic alloys.

Flotation practice in Idaho is now about 13 years old. The advance has been steady during these 113 years. The operators have been alert to take advantage of the newest developments and they have themselves made a constant effort to improve their work. The metallurgical improvements are due to the development of (1) better equipment, (2) better reagents, and (3) better understanding and control of the process. During the eight years the writer has been in this district, there has been continuous experimentation by several companies to improve the ore dressing by flotation methods. Gravity concentration has fought hard to hold its place, and although it is true that gravity processes have been improved during this period, nevertheless, in several of the important mills of the district the few tables that managed to hang on have finally given way. On the straight-lead ores, tables and jigs are still used; and, due to better classification, their hold on this job has been strengthened. Ores of the District The ores of the district are of two general classes: (1) clean lead ores, such as those from the Bunker Hill and Hecla mines, and (2) complex lead-zinc ores. The general impression prevails that the clean lead ores, class 1, are simple and that it is easy to obtain high recoveries and good grade products. This, in a way, is a false impression; there is quite a high percentage of locked middling in these ores at 100 and' 150-mesh sizes. Improved classification preparatory to table treatment of this type of ore has made it possible to segregate effectively a high-grade middling which is further comminuted and floated. The complex lead-zinc ores of the district, of which the ore from the Morning mine of the Federal Mining & Smelting Co. is a typical example, always have presented a difficult problem. It always has been comparatively easy to make a clean lead concentrate, but it never has been possible to concentrate sphalerite with a specific gravity of 4.10 from siderite of gravity 3.88. Also, a large percentage of the galena and sphalerite of this class of ore refuses to separate out until the crushing has been carried

Heavy mineral deposits are becoming more complex in terms of their compositional variation, particle mineralogy and size distributions, and present challenges for the operation of separation equipment to achieve the required grades and recoveries. Changes in equipment design and concepts potentially provide new opportunities for the beneficiation of heavy mineral sands deposits. The development of a framework for the fundamental understanding of separator performance issues is a first step to develop new machines. This paper will present a first step analysis of electro-static and magnetic separation machines with their application to real separation scenarios.

For the roadway design in the German hard coal mining industry, an advanced combined planning system has been applied during the past 20 years. The German mining industry is working with single entry roadways system. After first longwall passage the roadways will be stabilised with side wall building material packages. Later this roadway will be used again for the second retreating longwall. The intention of the implementation of several different design methods for the planning of the roadways is to enhance the reliability of the results. On one hand the planning system uses numerical simulation and physical modelling in addition to analytical and empirical methods. On the other hand in-situ monitoring and analysis during the roadway development will be used to verify and calibrate the numerical and physical models. Especially before the implementation of new support elements in underground, this system is suitable and reasonable because the new support elements will be tested in the physical and numerical simulation prior to cost intensive underground tests. The interaction between the numerical and physical modelling in comparison with underground monitoring and analysis during development and the later use of roadways will be shown with some examples. The first example shows a rock bolted rectangular roadway which will be mined at both sides of the roadway. Different support and roadway building material package systems are investigated under various stress conditions. The results are utilised to optimise the roadway support and the roadway side package systems. The influence of different points in time of the installation of several support elements in a combined arch and bolted roadway is shown as another example. Two different types of support systems are compared within the physical models. These models are used as a base for ongoing numerical analysis and simulation to find out the ideal point of time to assemble the different support elements. The last example handles the influence of slickensides in the roof of arch shaped roadway on their stability. Different slickenside positions and densities are investigated and classified.

An experimental rig has been constructed to produce chloride stress corrosion cracks in Type 304L stainless steel tube samples. The samples are to be used to test possible in situ repair methods in future work. The factor which influences the time to failure most strongly is the sample temperature; the distribution of cracks within the sample is affected by local temperature variations and by the position of the water line. Low-frequency oscillations in stress, caused by the on-off temperature controller, did not appear to influence cracking in these tests.

Nickel-bearing ores in North-east Dundas have been described by A. McIntosh Reid1 as occurring at the margins of narrow dykes of gabbro, norite, peridodite and pyroxenite, which are intrusive into the Dundas series of slates, quartzites and breccias. They occur chiefly in the neighbourhood of the Five Mile, near Zeehan, as small, narrow ore-bodies which are mostly less than 100 ft. in length.The ores are massive sulphides containing pyrrhotite, chalcopyrite, pyrite and the nickel sulphide, pentlabdite.A less common nickel-bearing mineral, gersdorffite, has been recently found in an adit, which is marked on Reid's geological plan of Dundas as the Hecla mine, 30 chains south of the crossing of the North-east Dundas tramway, over the Great Northern Creek, and at an, elevation of about 350 ft. above the tramway. The occurrence is in a lode traversing the Dundas slates and quartzites, and is situated, according to Reid's plan, about 20 chains beyond the northern extremity of a narrow basic dyke which is continuous for a distance of two miles in a south-westerly direction.The mine eonsists of a prospecting adit following the course of a lode for about 275 ft. in a direction a little west of south. The low values of the lode are indicated by a bulk sample from a shallow winze about 100 ft. from the entrance which is reported by Reid to contain:

Gold placers can be difficult to locate in areas where tectonic activity and paleogeography have changed significantly since placer formation. Existing placer exploration models are useful in areas that have a relatively simple geological history, identifiable relationships with parent sources, or a history of placer mining. However, exploration becomes increasingly difficult in areas where tectonic activity and sedimentary recycling repeatedly redistribute the gold. Gold placers in the Waitaki River catchment, North Otago, New Zealand have no primary source within the catchment. During the Eocene placer gold was transported by a river ('Buster River') that flowed in a northeast direction from Central Otago toward a coastline at Maerewhenua, North Otago. This river and coastal system was inundated by marine transgression during the middle Tertiary. Since the Miocene its placer deposits have been uplifted and eroded and any links with parent sources have been severed. Changes in paleogeography resulted in local reconcentration and local dilution of placer gold in different areas in the Waitaki catchment. Thin veneers of old Waitaki River gravels (Kurow Gravels), containing gold recycled from the older placers, have been deposited unconformably on strath surfaces cut into Tertiary or older rocks. These gravels along with remnant Eocene fluvial and shallow marine strata provide potential placer exploration targets. Uplift and erosion of non-auriferous rocks in the Waitaki catchment to the west and north of the study area has resulted in considerable dilution of potential placer deposits downstream, especially in areas of gravel aggradation. We present a placer exploration model that is founded on answering fundamental questions pertaining to the paleogeography and geological history of the sediments associated with the placers.

The electrowinning (EW) circuit involves using DC current in the electro-deposition of metal ions dissolved in an electrolyte solution. This paper reviews a method to generate an electrical model of an EW circuit and the resulting DC current flow and voltage distribution within the circuit. Topics include: calculations of electrolyte conductivity and the equivalent electrical resistance of the electrolyte within the electrolyte pipelines connected to the EW circuit; the breakdown and classification of the EW cell voltage into thermodynamic and ohmic potentials; methods to calculate current flow and voltage distribution throughout the EW circuit; and the development of an interactive visual computer model to simulate an actual EW circuit. Stray current can pose an electrical shock hazard to employees in electrolytic tankhouses. Increased awareness and understanding of the voltage distribution and potential stray current in an EW circuit can help mitigate the risk of tankhouse workers becoming exposed to electrical shock hazards. INTRODUCTION Copper electrowinning tankhouses include rectifiers that deliver large amount of DC current to a series of electrolytic cells consisting of electrolyte solution and electrode pairs. The design also includes metallic conductors in the circuit which include the rectifier’s positive and negative busbar, inter-cell busbar, and the anode and cathode frames. The electrolyte acts as an electrical conductor that transfers current via ions between the anodic and cathodic electrodes within the cell. Electrolyte, as a conductor, is also capable of conducting DC current outside the main EW circuit through the connected electrolyte feed and return pipe systems. DC current that follows a path other than the intended path through the series of electrolytic cells is referred to as “stray current”. Developing an electrical model enhances understanding of voltage distribution and current flow in an EW circuit. This paper discusses the derivation of the various representative components of the model as well as the output from the model. An interactive visual computer simulation incorporates the model output in order to aid in the understanding of voltage distribution and current flow throughout the EW circuit.

"AEROPHINE@ 3418A is a unique sulfide mineral promoter produced by Cyanamid, based on phosphine (PH3) chemistry. It has proven effective as a collector for the sulfide minerals of copper and particularly lead (galena), as well as for secondary gold and silver values. AEROPHINE 3418A has widest application as a Cu and/or Pb collector for complex ores of Cu-Zn and Pb-Zn, which frequently have significant quantities of associated precious metal values. Advantages shown in the use of AEROPHINE 3418A are improved selectivities against Zn- and Fe-sulfides, increased precious metals recoveries, reduced total collector consumptions for Cu and/or Pb flotation, and increased flotation kinetics leading to higher recoveries of these values. Operating plant, pilot plant and laboratory test data from treating different ores are presented, demonstrating the advantages in use and preferred application of AEROPHINE 3418A.INTRODUCTIONCyanamid operates the only phosphine and phosphine derivatives plant in North America, located in Niagara Falls, Ontario. Specialty chemicals manufactured at this facility are used in many diverse applications, including solvent extraction reagents and textile flame retardants. A unique phosphine-based sulfide mineral promoter, AEROPHINE 3418A, is also produced. The origins of AEROPHINE 3418A promoter date back to the 1960's, when it was established that sulfide mineral collectors based on phosphine chemistry demonstrated efficacy. This new collector chemistry was found to provide flotation performance differing significantly from those of more traditional thiol collector chemistries such as xanthates, dithiophosphates, mercaptobenzothiazoles, thionocarbamates and those with xanthogen groups. "A computer model has been developed which is capable of evaluating alternative production schedules (long- and short range) of an open pit mine once the ultimate pit limits have been defined. The model user can choose the best alternative according to cash flow considerations and the particular mining conditions. The model involves a combination of simulation for long range production scheduling and linear programming for short range scheduling. IntroductionMining of mineral deposits in such a fashion so that, at depletion the maximum possible profit is realized, has been a very old problem of the mineral industry. In the past, when high-grade ore reserves were readily available and profits were very high, no question of optimum profitability was raised.However, recently the complexity of both open pit and underground mining has been increased tremendously. The additional problems of continuously rising production costs on one hand and of depressed metal prices worldwide on the other, have been demanding optimum profitabiliy from every mining venture .Particularly in the area of open pit mining, the sequence of ore and waste extraction has now become very important since the size of the pits and of the mining equipment has increased enormously. The process of open pit mining involves a continuous change of the open pit surface and there are many feasible plans of extraction which lead to the same final pit shape (ultimate pit limits). Each of these feasible plans generates a production schedule over the entire mine life, which mayor may not be optimal."

Paper presented at the IAGOD international symposium on mineralization related to mafic and ultramafic rocks held in Orleans, France, 1-3 September 1993. Phases of the Ir sub-group are present either as inclusions in or interstitially to chromite and are unaffected by (or only altered in situ during) hydrothermal processes. By contrast, almost all phases of the Pd sub-group are located in a secondary textural setting - in fractures in chromite or between fragments of brecciated chromite. The different settings indicate that the mineralisation episodes were associated with magmatic and hydrothermal stages respectively. The presence of an included Pd-group mineral in a hydrothermally Pd-group mineralised chromitite sample suggests that the hydrothermal Pd-group minerals were at least partly derived by remobilisation from magmatic deposits in the chromitite pod. These observations indicate that Pd-group elements are more mobile than Ir-group elements under hydrothermal conditions and point to the potential for hydrothermal platinum and palladium mineralisation in favourable environments

"The first SkimAir flash flotation cell was installed in Outokumpu’s Hammaslahti Copper Concentrator in 1982 to prevent overgrinding of soft sulphides in the milling circuit. Since this first installation the popularity of the flash flotation has fluctuated depending on metal market conditions and regional preferences. Units have been installed in many commodities including copper, lead, gold, PGMs, silver and nickel. Though it has been successfully employed in many operations around the world, flash flotation technology is still not well understood by many in the mining industry. This paper will discuss aspects of flash flotation flowsheet development along with some of the metallurgical and engineering considerations required to successfully incorporate flash flotation into new or existing milling circuits. This paper will also try and debunk some of the myths that exist around flash flotation cells and their operation. Case studies of flash flotation implementation will be discussed.IntroductionModern flash flotation technology was developed several decades ago by Outokumpu, with the first commercial installation of this technology being at the Hammaslahti concentrator in Finland in 1982 (Kallioinen & Niitti, 1985). This was a relatively modestly sized SK80 cell producing final grade copper concentrate directly from the flash flotation cell operating in the grinding circuit. Since that time the size and number of flash flotation cells installed globally has grown considerably to the point where today, it is a widely known application of flotation technology for amenable ores. Owing to their long history in developing the technology, Outotec are the market leader with their SkimAir range of flash flotation cells. Though there is a general awareness of flash flotation process in the mineral processing industry, there is a lack of detailed understanding of the process and the benefits it can provide to new and existing operations."

The nature of fracture and factors that control the extent of fracture in the tumble-drum and drop-tower tests have been identified. The product-size distribution, on which the standard strength indices for these tests are based, and the breakage rate constants depend on a number of factors other than the strength of the lumps. The standard indices and rate constants are meaningful only in a comparative context and for events whose loading mechanism is similar. The results of experiments on three Australian ores, from Yandi, Koolan and Mount Whaleback, are used in combination with fracture mechanics theory to explain why different tumble-drum standards have been found to be fully consistent. A more meaningful measure of strength could be the parameters of the Weibull function, scatter and average strength
