Working safely means working cost-effectively. Every "dangerous occurrence" and - even more so - every industrial accident causes disruptions in the planned course of construction. Besides moral and legal obligations, economic aspects are therefore also factors motivating increased efforts towards optimal prevention: improvements in work safety and protection of health are wise investments! Ever since its earliest days, the European Federation of Foundation Contractors (EFFC) has made this subject one of its key objectives and therefore set up a Safety + Environmental Working Group, in which experts from the member organisations exchange national experience and develop proposals for "best practices". The paper presents current developments and results from the work of the S+E WG with particular reference to the project "Ideas for Safety Improvement".

"The Sangan iron-ore mines (SIOM) in Iran are located in a remote area, near the Afghanistan border. The deposit of SIOM is containing a geological resource of 1.2 billion tons of mostly magnetite with a Fe grade ranging from 27 to 61 %. The Iranian government plans a stepwise development of SIOM in cooperation with private companies to satisfy the growing demand of the Iranian steel industry. Sustainable development (SD) is an influential ethical concept in mining all around the world. However, a successful realization of a SD is not possible without a foundation on the core values and regarding the specific circumstances of the individual mining country. This paper introduces SIOM and describes SD activities undertaken during its development. From the early stages, these activities have been realized to secure the acceptance of the stakeholders in the region. To evaluate their effects, indicators could be filtered as the ones with the highest priority for the stakeholders. Moreover Islamic values and Iranian regulations and their influences on SIOM have been analyzed. Keywords: Iran, Sustainable Mining, SIOM, Evaluation, Islamic Values INTRODUCTION Mining Industry in Iran The Islamic Republic of Iran holds 68 types of minerals, including salt, sand and gravel, gypsum, chrome, lead, zinc, copper, coal, gold, iron etc., with 37 billion tons of proven reserves and more than 57 billion tons of potential reservoirs. Iran is ranked among the 15 major mineral rich countries (1). In accordance with the statistics published by Statistical Center of Iran (SCI), there were 5.316 active mines and 84.922 employees in the whole country in 2012-13 (2) and according to the statistics published by Central Bank of Iran (CBI) in 2011 the share of this sector in the Gross Domestic Product (GDP) of the country was 1.2 per cent (3). Sangan Iron Ore Mines (SIOM) The deposit of SIOM is one of the largest iron-ore deposits in Iran, also considered to be one of the Middle East’s richest deposits, which contains a total geological resource of 1.2 billion tons of mostly magnetite with a Fe grade ranging from 27 to 61%. It is located 300 km southeast from Mashhad, the capital of Khorasan-e-Razavi Province, and 18 km northeast of Sangan town, in Khaf County, at latitude N34°24’, longitude E60°16’ in the north-eastern Khorasan-e-Razavi Province, 30 km west of the Afghanistan border (4) (Figure 1). SIOM is owned by the Iranian Mines and Mining Industries Development & Renovation Organization (IMIDRO). IMIDRO intends to develop an open pit mine complex and supporting facilities in SIOM for the production of about 20 Mtpy of iron oxide concentrate and pellets in four developing phases (5)."

Although the occurrence of deposits of titanium minerals on Kenya’s present day beaches and adjacent dune systems has been well documented, the potential for older formations to host economically viable deposits had not been recognised until recently. The Magarini sands formation in Kenya has been found to contain deposits of ilmenite, rutile and zircon in quantities and grades that have the potential to be commercially exploited. Since 1995, Tiomin Resources Inc. has explored these deposits and has identified one deposit, the Kwale project, as being able to support the development of a mine producing some 300,000 tpa ilmenite, 75,000 tpa rutile and 37,000 tpa zircon. Tiomin plans to start production by late 2002. Construction of a US$137 million operation is set to commence in the first half of 2001.

In the 1980s and?90s the gold mining industry in South Africa came under pressure from the continued poor dollar gold price and escalating Rand based costs, furthermore the external impacts on the industry were changing. Thus, the Chamber of Mines (COM) shifted its focus away from many historical areas of support towards the new industry challenges in safety and health, labour markets, environmental responsibility, mineral rights legislation and social responsibility. During 1997 the lack of funds and the changes facing the tertiary institutions were often subjects of discussion at the various sub-committee meetings. The Metallurgical Sub-committee of the Chamber Education Fund or the Sub-committee of Consulting Metallurgists as it was known identified the need for the funding structure to change with the times. Up to this time the Chamber of Mines operated an Education Fund that supported mining industry academic departments at various South African tertiary institutions; these funds were derived exclusively from the country?s gold and coal mines the basis of Chamber membership. Funds of less than R5 million per annum were available for distribution by the three disciplinary sub-committees of mining, metallurgy and geology.

In 1980, some US cars were designed and built to metric dimensions; wine and gas were sold by the liter; and the March of Dimes Walkathon was measured in kilometers. Although the US Congress has taken a ''soft" approach to metrication, and public resistance to the idea remains strong, the use of metric units is becoming more and more widespread. As the minerals industry becomes more international in scope, US mining companies are converting to the metric system-particularly those companies with business interests overseas.

The Bushveld Complex is economically significant and strategically important to South Africa, thus it is imperative that optimal extraction of platinum group metal (PGM) resources on the Bushveld Complex is achieved. Optimal extraction broadly requires that the maximum amount of ore is extracted by excavating and hauling the minimum amount of waste in the shortest possible time, at the least cost, and in the safest and most environmentally acceptable manner. In open-pit mine planning this entails among other things, minimizing the waste stripping ratio, whereas in underground mine planning it includes minimizing the metres of waste development. In conventional mining, the main development that is in waste or partly in waste and defines the mining grid pattern includes levels and raises. It was prudent to consider optimizing level and raise spacing in conventional mining because the method is a prevalent mining method on the Bushveld Complex accounting for nearly 70% of platinum production.

In the operation of some flotation plants treating platinum ores it was found that there were imbalances between the inputs and outputs. The inputs and outputs were sampled as slurries and it was determined that the imbalances arose from biases in the sampling, despite the samplers having been designed according to well-established rules. The launders feeding the sample cutters, and the sample cutters themselves were redesigned using finite element analysis to model the flows. A new set of design rules were formulated. The application of a Components of Variance Analysis, to determine the variance of primary and secondary sampling and of analysis in the lab for a concentrate is presented to illustrate the need for frequent sampling of process streams.

INTRODUCTION The honor of being the recipient of the Mining Society's Daniel C. Jackling Award for 1966 imposes on me the responsibility to search for the subject that I would be best qualified to discuss. It seems that my experience in the mineral industry — nearly 15 years in private and 30 years in public employment — should uniquely qualify me to comment upon the relationships between the mining industry, mineral engineering as a profession, and government, and the changing economic, technologic, political and social changes that dictate their relationships. Such conditions, the increasing knowledge of the world mineral resource base, the greater demands of an expanding population with a rising standard of living, shall be evaluated with respect to our profession — mineral engineering. In all of these forty or so years, I have been in close touch with many phases of the mineral and energy resource industries, especially those of the United States. Particularly during the past 10 years, I have had a ringside seat at the "goings on" in Washington. During all of this period I have observed and analyzed many of the problems of the industry and its relations with the government. During the past few years, I have had increased opportunity for doing research and have found a need to learn something about the mathematical techniques that are undergoing such a revival since electronic computers were developed. One of these techniques is multivariate analysis, which is a system for correlating a large number of complex variables. By applying this technique to the seemingly chaotic present-day situation, there emerges a course of steady improvement in the minerals resource industries that wars, depressions, and political strife have failed to obstruct for long. In short, I advocate a need for new concepts in mineral engineering to cope with the changes, pos- sibly adding many more specialized areas on one end of the spectrum, and broad engineer-generalist approaches at the other. The meeting place shall be where the intricate mineral resource problems at the frontier of knowledge merge into the socio-techno-logical problems of the world. HISTORICAL INVOLVEMENT OF GOVERNMENT IN MINERAL RESOURCE PROBLEMS Involvement of government in mineral resource problems undoubtedly is as old as government itself. But passage of the Mining Act of 1866, superseded by the Act of 1872, was the first major entry of our Federal Government into the problems of mining. Passage of the law was necessary to resolve many conflicting claims and disputes in mining. The General Mining Law of 1872 and the Mineral Leasing Laws of 1920 apply to millions of acres of public lands and to certain privately owned land on which the mineral rights have been reserved to the Federal Government. The extensive involvement of government in the mineral industry business today often comes as a shock to the mineral engineer who has begun to climb the ladder to the top in his company. He is often poorly prepared to cope with the situation and becomes frustrated and even hostile. Better knowledge of the role of government perhaps would ease his situation. In our political system, private industry is responsible for producing minerals. To make certain that the production is adequate for a peace-time economy, and to guarantee the Nation's security in an emergency, the Federal Government finds it expedient to develop policy and engage in regulatory, educational, and research activities. A few examples will illustrate the varied role of government in relation to mineral problems. In varying degrees many agencies of the Executive Branch of Government have responsibilities that influence the functioning of the mineral and energy industries. In addition, of course, Congress, the Judiciary, and State and local governments exercise great influence. The Joint Water Pollution Control Plant (JWPCP), operated by the Sanitation Districts of Los Angeles County (the Districts), treats wastewater generated by over3 million people and processes wastewater solids generated by over 5 million people. The JWPCP Tunnel and Ocean Outfall Project, if constructed, would be one of the major marine outfall projects in the world. The new tunnel and ocean outfall system would provide relief to the existing outfall and allow inspection, maintenance, and repair of the existing tunnel and outfall system, portions of which were constructed as early as the 1930s. Geologic conditions are challenging along the alignments within the study are a being considered. Conditions include saturated alluvial soils, weak sedimentary rock, mixed face conditions, and squeezing ground conditions. Other significant challenges include the potentials for encountering up to 11 bars of water pressure, crossing seismically active faults, and encountering gassy and contaminated ground conditions. This paper discusses the details of the proposed project and the associated challenges.

If lead buttons are cupelled under closely controlled conditions in a suitable design of furnace, silver losses during cupellation are given by a simple equation. The effect of copper on these silver losses has been studied and a "copper limit" for cupellation has been determined. Scorification and crucible fusion procedures for copper-bearing materials have been designed so that the lead buttons produced will not contain amounts of copper greater than this determined copper limit. Silver losses during these crucible fusion and scorification procedures are given by the distribution law, and can be calculated. Thus, silver can be determined in copper-bearing materials with a satisfactory degree of accuracy provided that the appropriate corrections for losses are applied to the weight of the silver prill produced.

Rolling disc cutters are the business end of hard-rock and mixed-face tunnel boring machines (TBMs). Since their first successful employment on a TBM more than 50 years ago, disc cutter technology has constantly evolved, allowing modern TBMs to excavate very hard and abrasive rock efficiently. Disc cutters have also been employed successfully on earth pressure balance (EPB) and slurry machines, cutting rock under water and ground pressure. The range of materials excavated by machines today is broader, excavation rates are higher and cutter costs are lower than ever before, proving the value of investment in cutter development. Disc cutters are used on a range of tunneling equipment, from pipe jacked slurry micro-TBMs less than 1 m (3.3 ft) in diameter to 15 m (49 ft) in diameter, hard-rock boring TBMs. The geological conditions under which they are employed range from sands and gravels, with several bar of water pressure, to extremely hard, massive rock with UCS up to 420 MPa. Regardless of the type of machine or geology, one thing remains constant: changing worn out cutters is costly. When cutters must be changed in the middle of a tunnel, the contractor incurs the cost of downtime as well as the cost of refurbishing or replacing the cutters. In the case of catastrophic cutter failures, the project can be stopped completely for long periods, and the costs mount up rapidly while tunnel production is at a stand still. Catastrophic cutter failures include the occasion when hard-rock disc cutters are failed in groups (called a ?wipeout? phenomenon) and the operator fails to stop the machine, which results in severe damage to the cutterhead. The cause of this can be either an undetected failed cutter propagating damage to surrounding cutters or operator error in steering. Regardless of the cause, the resulting damage can take days or even weeks to repair. When cutters fail prematurely on EPB or slurry machines in certain geological conditions, it is impossible to evacuate the chamber and, therefore, impossible to get [ ] into the chamber to change the cutters. The solution is frequently an unplanned intervention shaft that must be sunk at great cost. The importance of being able to predict cutter life accurately, and in all geological conditions, cannot be overemphasized. For these reasons, cutters have been developed for specific machine types and sizes, as well as for specific geological operating conditions. Different size cutters are required for different size machines. For example, while 483- and 508-mm (19- and 20-in.) cutters are used on large diameter TBMs, it is impossible to employ cutters so large on a small micro-TBM. Also, the cutter must be designed for the specific geological conditions under which it will be operating. The disc cutter rings required to bore extremely hard rock are the most expensive of cutter rings. However, they provide little advantage in weaker rock formations where less expensive rings will do the job as well. It is important to choose the correct cutter for the machine and the geological conditions in order to get the best balance of cost and risk.

"This paper reviews the chemistry involved in the recovery of gold from cyanide solution with anion-exchange resins, and also discusses the most critical aspects of the engineering of an effective resin-in-pulp (RIP) process. As far as the chemistry is concerned, the conclusions reached by a great many researchers, as well as the performance of the only operating RIP plant in the Western World, at the Golden Jubilee Mine in South Africa, support the view that the process is technically viable and, in many cases, could prove to be more attractive economically than alternative processes such as zinc cementation and carbon-in-pulp (CIP). On the engineering side, there is still a need for further development before larger scale ( > 50,000 tpm) RIP plants can be designed, built and operated with confidence. However, the experiences gained during nearly 3 years of operation of the Golden Jublee RIP plant indicate that the process can be engineered with confidence for smaller operations ( < 50,000 tpm), and this will probably be the scope of application of the first-generation RIP plants. INTRODUCTIONThe use of anion-exchange resins in gold processing has, for a number of years, been proposed as an alternative to more conventional processes such as zinc cementation and carbon adsorption, and detailed research programs that have been carried out at a number of laboratories have demonstrated the technical viability of the process. (Burstall et al, 1953, Davison et al., 1960, Tataru, 1973, Laskorin et al. 1978, Hosking, 1984, Riveros and Cooper, 1987 and Palmer et al., 1988)The main incentive for this work was the fact that resins have several characteristics that are quite different from carbon, which make them potentially more attractive substrates for the recovery of gold. Studies were carried out to investigate the ultimate soil pressure acting on pile(s) undergoing lateral soil movement in soft clay. A special apparatus has been designed to apply a uniform rectangular profile of lateral soil movement on the rigid pile(s) with pinned head and tip conditions to obtain the ultimate soil pressure. The piles were 16 mm (5/8 in) in diameter. For the pile group tests, the behavior of different number of piles (2, 3, 4, 6 and 9), pile arrangements and center-to-center spacings (3 and 6 diameters) were investigated. In this paper, the group factors of 11 combinations of number of piles, pile arrangements and pile spacings are presented. The group factors are given for individual piles in a pile group as well as for the entire group. Generally, the group factors of individual piles in a group varied significantly according to pile spacing in both directions, and pile arrangement; the group factor of the whole group reduced with an increasing number of piles, and increased with increasing pile spacing. For a pile group with the same number of piles but different pile arrangement, no significant difference was found in the group factors for the entire group.

Gwynfynydd is a small, high-grade black shale-hosted vein-gold deposit. The Chidlaw Link Zone is the only area being mined and contains 24 000 t ore grading 15.2 g/t gold. Within the Link Zone a complex vein structure occurs consisting of a mother vein up to 5 m thick and narrow (less than 0.5 m) leader veins. The former shows minor variations in dip, strike and thickness, whereas the latter show marked changes in all three. The leader veins are hosted within the footwall zone of the mother vein and both are composed of quartz with galena, sphalerite, chalcopyrite, pyrite and minor arsenopyrite. The vein system is transected by a series of cross-vein and intra-vein dip-slip faults. Pockets of gold occur at vein intersections or branches and within the complex footwall zone and are often related to variations in vein attitude and/or geometry. The Chidlaw Link Zone displays a complex, erratic distribution of gold mineralisation and a multi-stage history of structural activity, fluid flow and mineral deposition

Several years ago, we used an electric analogue computer to study the effect of vertical fractures on the productivity of wells in expanding fluid-drive reservoirs. The results of this work were used both as a guide to research and as a basis for the design of actual fracturing operations. In 1958, Dyes, Kemp and Caudle&apos; published portions of the data from this study. The results were released in 1959 to service companies for use in fracturing guides. The purpose of this note is to discuss the experimental conditions and assumptions which were made to derive the information which is already partially a matter of public record. ASSUMPTIONS This study applies to fractures which extend in a vertical plane symmetrically from the well. For simplicity, we chose to study the case of a well in a square drainage area with its fractures extending toward two of its nearest neighbors. We have assumed no migration of fluid across the boundary of this area. The quadrant shown in Fig. 1 models this system. We made the usual assumptions that the reservoir is homogeneous and isotropic, that the fluid is homogeneous and that production is effected by fluid-expansion drive. We also assumed that the fracture extends from top to bottom of the reservoir. Of more practical interest is our assumption that the fracture does not change the size of the drainage area. This premise is appropriate if all the wells in the reservoir are fractured in the same way. But where a single well is fractured, its drainage area may be enlarged at the expense of its neighbors. This could be of economic importance. The assumption that the fracture will not extend beyond the established drainage area of the well also limits the application of the results. Such long frac- tures will yield benefits in excess of those predicted here. When we assume homogeneity, we disregard the frequently observed zone of damage in the vicinity of the well. Where damage is severe, the benefits resulting from by-passing it will far exceed those predicted by this study. All comparisons were made of systems producing in the semi-steady state. By this we mean that equal volumes contributed equally to flow (pressure was dropping at a uniform rate throughout the system) when the rate of flow was observed. Paper presented at a meeting on: Artificial intelligence in the minerals sector, held in Nottingham, UK, 20 April 1993 (original title: Rock engineering system performance monitoring using neural networks.) Synthetic and analytical approaches to objective-based design of rock engineering projects are discussed. Rock masses are considered as complex dynamic systems with components that concurrently interact with each other and their environment. The existence of a rock engineering system canon (i.e. a set of systems governing rules) is proposed. Its possible components are highlighted and an application is demonstrated using a "rock mass automaton" designed to simulate dynamic heat distribution in rock. In the example given, the canon implements the basic result from probability theory applied to the thermodynamics of solids. Rock engineering system performance is reduced to the mapping of the output of a rockmass to varying input (design) options, within the state space of the systems model. The Kohonen Self-Organising Map provides an extremely useful analytical tool to reduce the hyper-dimensionality of rock engineering system behaviour. Further, the hyper-dimensional state vector is mapped "quasiconformally" such that the neural map tends to spatially organise similar input state vectors, facilitating interpretation of rock engineering system behaviour (performance monitoring). Work is reported on the development and validation of the automation as a basis for an internal representation of the rock mass bahaviour. The results are reported of simulations compensating for the uncertainty of the exact mechanisms operating within the rock mass, using additive noise with the input state vector in the training stages of the self-organising map implementation. Initial work on adopting Grossberg's Adaptive Resonance Theory neural network architecture for classification of rock engineering systems behaviour is also presented
