INTRODUCTION Countries that are currently developing their mineral potential have unique information systems requirements to support these activities. The mining laws usually grant the State considerable authority over the process. In many instances, the mining laws give a government agency the responsibility for granting and controlling exploration permits and development concessions. This is the case in Costa Rica. The Direcion of Geologia, Minas, y Hidrocarburos (DGMH) of the Ministerio de Industria, Energia y Minas (MIEM) is responsible for the management and operation of the National Mining Register. This paper describes the results of two studies of the information system requirements to support the National Mining Registry as well as those supporting some of the other function of the DGMH. The first of the studies reviewed the situation before the installation of computer equipment. The second study evaluated the installed systems. BACKGROUND Historical Perspective Mining in Costa Rica is at present a relatively minor part of the economy. It consists primarily of industrial minerals and gold production. Gold production is largely by small-scale miners and may be more substantial than reported. There is considerable interest on the part of the Government in both having a better understanding of the existing mining industry and promoting future development. Mining law was first provided by the Ordinanza de Mineral (of 1830). This was replaced by the first Mining Code of 1953. Apparently, one of the first problems caused by the 1953 law was the granting of concessions which were not worked. A 1968 agreement with ALCOA also resulted in political conflict. The Government worked on a new Mining Code for many years and in 1982 the current Mining Code was enacted. Draft implementing regulations were prepared in April 1984. Mining Code of 1982 The Mining Code of 1982 addresses most aspects of mining in Costa Rica including the declaration that all mineral resources are to be the property of the State. The State may grant exploration permits and exploitation permits. The exploitation of hydrocarbons, radioactive minerals and certain water resources was reserved to the state. The DGMH was given authority to settle placer claim disputes, maintain a registry of exploration permits, and exploitation concessions. and generally supervise mining activity. Towards this, the Mining Code of 1982 includes rather detailed requirements for the processing of application for permits and concessions. Mining Code Application Requirements The following briefly describes the requirements to give the reader a feeling for the complexity of the process. Currently, over 1,000 active applications, exploration permits and exploitation concessions are being monitored under the process. The number remains relatively consistent in that the number of new applications is usually about the same as the applications that are put aside. The time and date of the filing must be certified by the DGMH. The application must include all the information specified in the Mining Code. If incomplete, DGMH must notify the applicant of the deficiencies or omissions and direct that the applicant correct the deficiencies or omissions within 8 business days (a single 30 business-day extension is allowable). If the applicant does not respond as directed, the application is deemed as not having been filed and the pertinent information is placed in the files. The DGMH must reject the application outright and direct it be placed in the files in the following cases: (a). If the new application covers the area of a previous permit or concession, either being processed or already granted.

Face and pillar bursts, bumps and bounces are violent failures that occur in underground coal mines in response to a complicated interplay of face and pillar geometry, seam depth, coal properties and interactions between roof, seam and floor strata. Additional complications arise from the presence of gas, mainly methane, and associated pressure and flow that vary with time and are further influenced by the rate of face advance. Where gas plays a dominant role, the term outburst is often used; where stress concentration is primary, terms such as burst, bump or bounce may be used. Hargraves [1983] presents an often cited review of outburst phenomena with emphasis on Australian conditions. Beamish and Crosdale [1998] indicate outbursts have occurred for over a hundred years and present tabulations of outburst numbers in major coal basins throughout the world. A central consideration is the rate of depressurization that occurs in the course of mining. Outbursts are not limited to coal seams and adjacent strata; they also occur in salt and potash mines [Molinda et al 1988]. Stress concentration and gas pressure act in consort, so the combined action is important to understanding the mechanics of bursts or outbursts and to the development of measures to reduce the associated hazard. Gas flow is a complicated phenomenon associated with diffusion of gas from micro-pores and the flow of gas along cleats. Laboratory measurements indicate both are dependent on stress and pressure [Harpalani and Ouyang 1998]. Moreover, gas permeability in porous media is often many times water permeability [Klinkenberg 1941]. However, there is also evidence that gas and water permeability are similar at elevated stress and follow Darcy?s law [Dabous et al]. Gas flow is also of importance to mine ventilation. Price et al [1973] in cooperation with personnel of the former U.S. Bureau of Mines developed finite difference models to estimate methane emission in mines in the Pocahontas No. 3 and Pittsburg seams using a premining pressure of 4.69 MPa (680 psi) and Darcy's law implying laminar flow. However, the effects of stress were not taken into account. In this regard, mine measurements of permeability are usually based on Darcy?s law [Peide 1990]. Early models of gas flow with stress effects were one-dimensional in space and time (x,t) and were developed with the goal of estimating the gas pressure profile from the face into the seam as time passed [Schlanger and Paterson 1987, Zou and Yu, 1999]. A zone of high permeability adjacent to the mining face was recognized in these early models. Later models based on the popular finite element method allowed two spatial dimensions (x,y) and variation in time (t) and for coal seam heterogeneity [Tang et al, 2002]. Zhu et al [2007] formulated a set of nonlinear equations involving a complicated stress-pressure-permeability relationship for application to coal seam gas flow and concluded the coupling was important but failure of coal should also be considered. Wold et al [2008] used a hybrid finite difference - finite element model interleaved with a reservoir simulation model to study outbursts based on extensive mine and laboratory measurements. An important feature of the modeling was the use of spatially variable material properties and Monte Carlo simulation to obtain quantitative estimates of outburst conditions and probabilities. Connell [2009] used the same reservoir simulation model as Wold but used the popular finite difference code FLAC3D for hydro-mechanical responses to evaluate two permeability relationships, one depending on porosity and the other on stress, and concluded that permeability changes with gas production were more complex than computed by either permeability model. Gadde [2010] in an integrated laboratory and field study of coal pillar strength explored the effect of spatial variability and concluded that design based on average strength was acceptable in some circumstances, although gas pressure was not an issue. Liu et al [2011] also applied a FLAC code to analyze two-dimensional gas flow and deformation of layered but homogeneous strata in a Chinese coal mine using a strain-softening model and concluded that damage and gas pressure were important to strata safety relative to the case without gas.

Svedala started a development program in 1997 to develop a process to convert waste tires into valuable commodities. A review of numerous approaches revealed short-comings in the various approaches either process, mechanical, combination of factors, or trying to emphasis the production of low value products. A market study revealed that a process that could produce a good grade of carbon black would be economically feasible. This paper discusses the laboratory and pilot plant development and commercial plant design.

The mining industry is facing a serious skills resource shortage, growing commodity demand and cyclical prices. This makes focus and allocation of resources in the early stages of project development very important. To assist with these six key elements in the project prioritization process is proposed, namely: 1) Define the project vision, objectives and business case, 2) Determine the potential show stoppers, 3) Determine the key value drivers, 4) Track changes and provide regular feedback, 5) Evaluate the alternatives and, 6) Ensure proper gate management governance at the decision point. Incorporating these elements in the project development process will assist in resource allocation and focus on the high value aspects of projects and alternatives during the early stages of the project development lifecycle. "Heat-shrinkable cable accessories are solving problems in the mining industry. This paper describes a range of products used by the industry, including low-voltage splices, high-voltage splices to 8.7 k V, cable repair sleeves, mining cable terminations used on system voltages up to 25 kV and motor connection kits up to 8 k V. Technical procedures and designs are illustrated.IntroductionThe development of high-performance heat-shrinkable materials slightly over 20 years ago proved to be one of the major technological breakthroughs in power cable accessories. Heat-shrinkable products were introduced initially for use as low-volt age cable accessories in the aircraft and electronics industry. A program of continuous development and product introduction now enables the manufacturer to offer a broad range of products for mining, industrial and utility electrical systems.With the advent of atomic energy, an important discovery was made-exposure of some plastic materials to high-energy electrons can cause the permanent crosslinking, or intermolecular joining, of adjacent molecules. Once the material has been crosslinked, it will not melt or flow at any temperature.The unique properties of heat-shrinkable products also result from the exposure of special thermoplastic formulations to high-energy electrons. Because of crosslinking, these products have perfect elastic memory. The heat-shrinkable products are supplied in expanded condition. When heated, they will shrink and tightly cover the object over which they have been placed. 'The functional and operating demands of mine cable accessories exceeded the classic electronic applications of heat shrinkable materials. These demands required a very sophisticated program to develop materials and adhesive systems that could endure the operational environment associated with the mining industry,Ease of assembly, low installed cost and operational reliability are among the main reasons for the acceptance of heat-shrinkable mine cable accessories in electrically powered mines. A phase in strip mining of bituminous coal is the overturning of the surface of the land. The ;purpose of this report is to acquaint the operators and others interested in stripping with the work that has been done in certain States to reclaim the surface of land from which the coal has been removed by this method of mining. The preparation of this manuscript follows an extensive study of the subject in the field in the course of which a large number of strip mines were visited. Coal mining in New Zealand is principally a State-owned and controlled operation where the State produces 70 per cent of the coal in New Zealand and 65 per cent of coal mined in the Waikato. The State's flexibility in production quality and price makes them tough competition. Coal in the Waikato varies in quality considerably throughout the region making the high quality coal deposits as in the Huntly district a highly sought after commodity. The high quality of coal is often offset against transport costs as, for example, Maramarua coals can compete effectively in the Auckland market and dollar per calorific value basis.

Abrasivity and wear resistance are not intrinsic properties of materials, but rather parameters describing the interaction between the wear part and the material exerting the wearing action. Moreover, wear or, at least, that part of the wear which is due to the cumulative effect of minute scratches, is linked to the hardness disparity concept. Abrasivity, in this context, is a relative concept, pertaining to a metal-rock pair, rather than to a rock. Based on this assumption, a methodology has been developed and checked against actual cases, enabling description of the abrasiveness of arock or the abrasion resistance of a metal through the ratio of comparable quantitative indicators. The paper describes the methods and provides examples of applications to practical cases(namely: rock cutting, excavation by means of tunnel boring machines (TBMs), rock crushing, and hydro-mill cutting).

"A computer simulation model of a dragline has beer developed for the study of alternative dragline deployment schemes for varying geological and mining conditions. In this paper, the mathematical aspects of the model, the input data and output results are discussed. An application of the model to a coal mine in eastern Kentucky is presented.IntroductionDraglines are very productive machines. To extend their operating ranges, they are operated in several modes such as advance benching, key cut, extended benching and pullback. Unfortunately, these variations result in low machine productivities. Appropriate methods to operate these machines must be developed on the basis of detailed analyses of dragline performance under varying geological and mining conditions. There are several standard engineering procedures for the selection of dragline, and design of a dragline pit (Ramani, Iroegbu and Manula, 1976). However, the complex interrelationship which exists among equipment, methods and natural conditions can be quantified only through orderly and systematic experiments.Computer simulation is well suited to studying these types of equipment selection and method layout problems. Several alternatives can be analyzed in a relatively short time by the modification of input variables. Also, the application of computer simulation models can significantly reduce the manpower and cost required for such analysis."

Tunnelling under squeezing ground conditions poses significant challenges. There are fundamental differences in the choice of support for mining as opposed to civil engineering. This paper reviews ground support strategies that have been used to control large deformations in mining excavations based on field data from five different mines in Australia and Canada. Recommendations are made for improved ground control strategies in squeezing rock conditions.

"In the past decade, there have been many developments in processing of nickel/copper sulfide ores. Improved pentlandite/pyrrhotite flotation selectivity with the use of new reagents, fine regrinding and Redox measurement (control) has led to increased pyrrhotite rejection and thus higher concentrate grades. Flash flotation has increased overall nickel and associated precious group metal recoveries. Recovery of both fine and coarse particles has been improved through an understanding of flotation cell hydrodynamics. The separation of copper from nickel in such ores has seen a similar level of development. From the late 80s to very recently, the use of flotation columns, the use of pyrrhotite depressing reagents and the improved understanding of the complex mineralogy of chalcopyrite, pentlandite and pyrrhotite have considerably increased copper / nickel separation efficiency. Copper concentrate with more than 30% copper and less than 0.5% nickel grade is now obtainable at 80-85% copper recovery from mill feed compared to 70-75% copper recovery with 30% copper and 1% nickel grade only a few years ago. Improved copper / nickel separation in milling operations has the potential to substantially improve the processing of the resulting concentrates and thus the overall return from the extraction of nickel and copper from sulfide ores.INTRODUCTIONNickel metal by itself or in alloys with other metals and materials makes a significant contribution to modern society. The relatively high price that nickel commands compared to other base metals is a reflection of the fact that, although abundant in the universe, nickel is sparingly distributed in the earth’s crust. There are two types of nickel deposits that are currently being exploited: complex sulfide ores and lateritic oxide ores. Lateritic contain no copper but in sulfide deposits, nickel– bearing minerals, principally pentlandite (Pn, [Ni,Fe]8S9), some millerite (NiS) and violarite ([Ni,Fe]S) are often found in association with copper-bearing minerals, mainly chalcopyrite (Cp, CuFeS2) and cubanite (CuFe2S3). The copper content of such ores can vary considerably from as high as 5-8% (in some Sudbury basin ores) to as low as 0.1% (in ores mined by Western Mining at Mount Keith, Western Australia and by Inco in Thompson, Manitoba). The valuable minerals Pn and Cp are almost invariably found associated with pyrrhotite (Po, Fe7S8) which along with nonsulphide rock has to be rejected to tails in the primary milling stage. The bulk concentrate from the primary stage is then treated to depress Pn and float Cp. A complete Cu/Ni separation at the mill would be highly desirable but this is not possible because of locking between a small fraction of the valuable minerals. As a result, Cu/Ni separation has to be carried out both during milling and during refining of the matte following smelting. At Inco, Jinchuan and in Norilsk, a chalcocite / heazlewoodite separation is made by flotation following slow cooling of the matte. In the present Sudbury Inco operations, Cu/Ni separation has not been conducted at the mill since 1991 and all Cu/Ni separation takes place at the matte processing plant. Because of the rising ratio of Cu to Ni in the ore, this strategy is under review and this paper describes some recent studies of circuits in preparation for possible installation of a copper / nickel separation circuit at Inco’s Clarabelle Mill in the Sudbury area."

Relative to slender pillars, larger size pillars exhibit improved strata control. Fly ash, though traditionally treated as a waste product, is emerging as an alternate engineering material. This paper deals with the development of a strong fly ash composite material with additives. The geotechnical properties of this fly ash composite were determined and used to trap model core pillars, which resemble squat pillars. The trapped samples were tested under uni-axial loading in the laboratory and the results showed higher load-bearing capacity of the model core pillars. The reinforced fly ash composites provide lateral confinement and exhibit improved post- failure behaviour of the model cores.

El presente trabajo describe una alternativa de sistematización de las observaciones preventivas generadas en las áreas operativas de la minera Antamina a través del programa de Prevención de Riesgos para así reentrenar, reforzar y evitar perdidas por accidentes en cualquier tipo de industria. En ese sentido, cada miembro ya sea propio o socio estratégico de Antamina, es conciente de la prevención mediante la observación. Dicho enfoque evidencia no solo lo malo, sino también todas las consecuencias que esto conlleva. Por ello, la base de dicho programa es la detección anticipada de los actos y condiciones que nos puedan generar pérdidas.

Biosorption of Cr(VI), Pb(II) and Zn(II) from Aqueous Solutions by Immobilised Phanerochaete chrysosporium Biomass in a Fixed-Bed Column The continuous-flow adsorption of Cr(VI), Pb(II) and Zn(II) from aqueous solution by immobilised Phanerochaete chrysosporium biomass in a fixed-bed column was studied. The effects of flow rate, influent concentration of Cr(VI), Pb(II) and Zn(II) and bed depth on breakthrough curves and biosorption capacity were investigated. The experimental results showed that the breakthrough time decreased with increasing flow rate, increasing influent concentration and decreasing bed depth. The data also indicated that the equilibrium uptake of Cr(VI), Pb(II) and Zn(II) increased with decreasing flow rate and increasing influent concentration of Cr(VI), Pb(II) and Zn(II). Two models were employed to predict the breakthrough curves and to determine the characteristic parameters of the column useful for column design. The Thomas model was able to predict the breakthrough curve in the range of relative concentration(Co/Ci) higher than0.3, Cr(VI), Pb(II) and Zn(II) whereas the validity of the Bohart-Admas model was limited to the initial part of breakthrough curve at all flow rates and influent concentrations of Cr(VI), Pb(II) and Zn(II). The feasibility of reusing the immobilised fungal beads through five adsorption/desorption cycles in fixed-bed column was investigated.

In Part I of this work,1 equations of elasticity were formulated for transversely isotropic, axisymmetric, homogeneous, porous media exhibiting pore fluid pressure. Equations of elasticity and the thermal analogy method were used to determine transient horizontal, tangential, and vertical stresses and radial displacement in a semi-infinite cylindrical region when either a constant rate of pressure or a constant rate of flow is maintained at the wellbore. In this paper, the approach presented earlier is extended to finite reservoirs for the cases of (1) steady-state flow, (2) constant pressures at the well bore and outer boundary and (3) constant pressure at the wellbore and no flow at the outer boundary. Results of this work show that radial and tangential stress gradients are high near the wellbore but diminish rapidt; away from the well; the vertical stress gradient behaves in the same way but is less severe. Radial stresses are compressive or neutral, whereas tangential and vertical stresses may be tensile, neutral or com-pressive, depending upon the boundary conditions, the physical Properties of the system and the radial distance involved (vertical stresses are always compressive in an unbounded system1. For constant boundary pressures, both radial and tangential stresses increase with time whereas they both decrease for a closed outer boundary and constant pressure at the wellbore. The vertical stress decreases with time for both systems. For steady-state systems, radial displacement may be positive or negative, depending upon the dimensions of the system, the pressure differential and the porosity. Radial displacement may be positive or negative for a closed outer boundary but is positive for constant pressures at both boundaries. INTRODUCTION The importance, utility and complexity of a realistic appraisal of the stress state at and local to a wellbore were indicated in Part I. In this paper the analytical approach presented earlier is extended to finite, cylindrical reservoir geometry for the cases of (1) steady-state flow, (2) constant pressures at wellbore and outer boundary and (3) constant pressure at the wellbore and no flow at the outer boundary. Other than the outer boundary of the reservoir being finite, the physical system and assumptions pertinent thereto are the same as before. The reader may wish to review the mathematical development through Eq. 49 of Part I before proceeding here. The Porcupine Joint Venture operates the Dome Mine in South Porcupine, Ontario. Dome underground began production in 1910. It is the longest continuous operating gold mine in Canada, producing in excess of 15 M ounces. More than 900 underground stopes have been mined and hundreds of miles of drifts, sublevels and raises developed. Underground mining methods included shrinkage, cut and fill and longhole. Not all stopes were backfilled upon completion, particularly the longhole stopes. The Dome open pit was designed above the underground mine workings such that, as the pit is excavated, it intersects underground drifts and stopes. Potential operational problems associated with the interactions between the stopes and the pit walls may occur, necessitating pit wall redesign, ground support installation and operational rescheduling. Each intersection of the pit with the underground mine workings is closely evaluated to maintain a safe working environment and wall stability. This paper discussed how risks to pit wall stability are assessed, mitigated and monitored.

The composition of ferromanganese slag is very important as it determines the slag/metal equilibrium relations including MnO content of final slag, melting relations and slag viscosity. The slag composition is further expected to influence the process temperature. The properties of ferromanganese slags are suitably described by its basicity and A/S mass ratios. The influence of slag basicity has been discussed in the previous papers. The present paper will discuss the effect of Al2O3 on melting relations, viscosity and MnO-content of final slag. This discussion will be based on assessed thermochemical databases and a recently developed viscosity model.
